Introduction

The Division Finder is the official list used to identify the federal electoral division of the place an elector claims to be enrolled at.

The primary purpose of this document is to help polling officials to issue the correct House of Representatives ballot paper to electors casting declaration votes (i.e. absent, provisional, pre-poll and postal votes). It is also available to the public for the purpose of determining the federal division in which particular addresses, streets and localities are contained. Public users should refer to the section ‘How to Identify an Elector’s Division’ to locate the correct division for a street or locality.

Polling officials must use this Division Finder to ensure that the correct ballot papers are issued to people casting a declaration vote. Prior to opening declaration votes they are checked by the DRO to ensure the correct ballot papers have been issued. If the wrong ballot paper is issued by the polling official, that vote cannot be counted. The elector is notified by the AEC if the vote was unable to be counted due to a polling official error.

Electors often do not know the correct federal division in which they are enrolled, particularly if boundaries have changed at a redistribution. Therefore, it is the polling official’s responsibility to ensure that an elector receives the correct ballot papers by using this Division Finder every time a declaration vote is issued. Polling officials should not rely on the elector’s advice, or their own local knowledge as to which division a particular address is in.

Members of the public consulting this document outside of an election period should check that it is still current as new streets and localities are continually being created by councils, and electoral boundaries may change.

How to Identify an Elector's Division

Step 1 — Check the Locality Section

Look up the suburb, town or locality where the elector is enrolled using the Locality Section of this book. Always use the Address on the electoral roll field on the declaration envelope. Only use the address in the Current permanent address field if there is no address in the Address on the electoral roll field.

• If you do not find the locality, check the spelling and whether the locality could be known by another name. Check the Locality Section again.

• If you still do not find the locality, the address may be a university, hospital, correctional facility, military base or some other institution or establishment. Go to Step 3 and check the list of Institutions and Establishments on page xi.

When you find the entry in the Locality Section:

• First read the entire entry for that locality. The entry for a locality ends with a solid underline that extends to the right-hand edge of the column.

• If the entry simply says ‘See Street Section’, go to Step 2.

• If the entry has a comment ‘See under...’, then the elector has used a generic locality. A generic locality is an unofficial locality or an alias. The officially recognised locality names are listed after the words ‘See under’. If there is more than one official locality appearing check with the elector to determine the official locality of the place they are enrolled, then go back to the beginning of this step and look up the official locality.

• If the locality is in more than one division, there will be two or more sets of comments to describe the electoral boundary. Read all of the comments and check with the elector to determine which comment best describes the area where they are enrolled. Select the division name shown beside that comment.

• If ‘See Street Section’ appears in place of a division name, go to Step 2.

• If the entry gives a division name, go to Step 4 to work out the ‘Division Finder Reference’.

Step 2 — Check the Street Section for the Division

Have you checked the Locality Section? Use the Street Section only when directed to do so by a ‘See Street Section’ reference in the Locality Section of this book.

If you have not yet checked the Locality Section, go back to Step 1.

Look up the street where the elector is enrolled using the Street Section of this book. Always use the Address on the electoral roll field on the declaration envelope. Only use the address in the Current permanent address field if there is no address in the Address on the electoral roll field.

• If the street cannot be found, check the spelling. If the elector says the spelling is correct, then ask the elector if the locality might be known by some other name.

• If the locality could be listed by some other name, go back to Step 1 and check the Locality Section again for this alternate locality name.

• Also ask the elector if their address is a university, hospital, correctional facility, military base or some other institution or establishment. If so, go to Step 3 and check the list of Institutions and Establishments.

When you find the entry in the Street Section:

• First read the entire entry for the street. The entry for a street ends with a solid underline that extends to the right-hand edge of the column.

• If the street is common to more than one locality, each locality will be separately listed. Make sure that you use the locality name given by the elector to find the correct locality amongst entries for this street.

• If a division name is not printed next to the street name, then some comments, or sets of street number ranges will be printed beneath it. Look through these carefully to find the comment, or the number range that contains the address given by the elector, and select the division name shown beside it.

• If the entry gives a division name, go to Step 4 to work out the ‘Division Finder Reference’.

Step 3 — Check the list of Institutions and Establishments

Have you checked the Locality and Street Sections? You must only use the List of Institutions and Establishments if you cannot find a locality or a street entry for the address

at which the elector is enrolled, and the elector has indicated that their address is in a university, hospital, correctional facility, military base or some other institution or establishment. If you have not checked the Locality Section, go back to Step 1. If you have not checked the Street Section, go back to Step 2.

If the entry gives a division name, go to Step 4 to work out the ‘Division Finder Reference’.

Step 4 — Work Out the ‘Division Finder Reference’

The Division Finder reference has two three-digit parts:

• the page number; then

• the line entry number.

For example, if the division name was found on page 32 at line 27, the ‘Division Finder Reference’ would be 032027.
