School Eligibility Must be Title I eligible (poverty at or

above district average)

Program Purpose Assists participating children (low-

achieving) to meet proficiency on state content assessments

Incidental inclusion School may provide, on incidental

basis, Title I services to children not identified as participating only if: Services are designed to meet needs of

Title I students and focused on those students,

Does not decrease amount, duration or quality of services to Title I students,

Does not increase cost of services, Does not exclude any children who

would otherwise receive Title I services

Title I funds may include any teachers that serve Title I students at some point during the day, not just those teachers paid with Title I funds

May not include staff who do not serve Title I students at some point (guidance letter from Ray Simon 2004)

Each TA program must: Use Title I resources to help

participating children meet state standards

Ensure planning for students in TA program is incorporated in existing school planning

Be based on effective strategies for improving student achievement

Gives priority to extended learning time (before- or after-school, summer, extended school year)

Helps provide a high quality curriculum Minimizes use of the pull-out model

Coordinate with/support regular educational program

Provide instruction by highly qualified staff
