Rafiz Azuan Abdullah Executive General Manager Malaysia Deposit Insurance Corporation (MDIC) Chairman Islamic Deposit Insurance Group (IDIG) International Association of Deposit Insurers (IADI) Rafiz Azuan Abdullah was appointed to his current role in June 2014 and has oversight over the Insurance, Risk Assessment and Monitoring Division, Communications and Public Affairs Division, Policy and International Division and Human Capital Division. He joined PIDM in 2007 and spearheaded the completion of the Risk Assessment System for PIDM. In 2011, with the expanded mandate to also include the Takaful and Insurance Benefits Protection System (TIPS), Rafiz led the establishment of the risk assessment and the Differential Levy System (DLS) framework for insurer members. At the international front, Rafiz was appointed the Chairman of the Islamic Deposit Insurance Group (IDIG), one of the groups within the Research and Guidance Committee of the International Association of Deposit Insurers (IADI) in 2013. Prior to PIDM, Rafiz was attached for more than 10 years with Rating Agency Malaysia, where he specialized in ratings of financial institutions, real estate and construction companies. In 1999, Rafiz was also seconded to the Corporate Debt Restructuring Committee at Bank Negara Malaysia to assist with the restructuring of distressed companies as a result of the economic recession. He graduated from Lancaster University, UK in 1995 majoring in Accounting and Finance. He then pursued a professional accounting qualification (ACCA) at Emile Woolf College in London and completed the required papers in one sitting in September 1996.

Walker Managing Director of Executive Office and International Affairs Canada Deposit Insurance Corporation (CDIC) Coordinator Steering Committee and Joint Working Group for Review of International Association of Deposit Insurers’ (IADI) Core Principles Mr. Walker is experienced in economics, deposit insurance and financial regulation. As a Managing Director at Canada Deposit Insurance Corporation (CDIC) he is responsible for overseeing CDIC's external relationships, international initiatives and capital market analytics and modelling activities. Mr. Walker is active also in helping countries develop and enhance their financial safety-net arrangements. He has worked with organizations such as the Financial Stability Board (FSB), the International Monetary Fund, World Bank, the Basel Committee on Banking Supervision, and the Asian and Inter-American Development Bank. Mr. Walker has provided advice to countries such as Armenia, China, El Salvador, Japan, Kenya, Malaysia, Mexico, Serbia, Singapore, Sweden, Switzerland, Thailand, UK and Vietnam. Mr. Walker is the Chair of the International Association of Deposit Insurer’s (IADI) Guidance Group and Steering Committee responsible for revising the Core Principles for Effective Deposit Insurance Systems. He also represents IADI on the FSB Resolution Steering Group and Cross-border Crisis Management Group. Prior to joining CDIC in 1994, Mr. Walker worked as a senior economist with the Royal Bank of Canada. He has an M.A. in Economics and an M.B.A. from McGill University.

Alwaleed Fareed Alatabani Lead Financial Sector Specialist Finance and Markets World Bank Group Alwaleed Alatabani is currently a Lead Financial Sector Specialist at the World Bank and is based in Jakarta, Indonesia. He leads the World Bank’s Finance and Markets Global Practice team and program in Indonesia. Prior to moving to Jakarta, Alwaleed was on a two-year external assignment from the World Bank working with the Japan International Cooperation Agency (JICA) in Tokyo, where he served as an Economic Advisor in the Credit Risk Analysis Department, providing strategic advice in managing the overall credit risk of JICA’s lending portfolio. Before moving to Tokyo, Alwaleed was a Senior Financial Sector Specialist in the Africa region and was based in Khartoum, Sudan where he was the Finance and Private Sector cluster leader for Sudan, South Sudan and Ethiopia for almost four years. Before moving to the Africa region, he worked as a Senior Risk Management Officer in the Multilateral Investment Guarantee Agency (MIGA), for four years, based in Washington DC. Atilla Arda Senior Financial Sector Expert Monetary and Capital Markets Department International Monetary Fund (IMF) Atilla works in the Monetary and Capital Markets Department of the IMF where he leads technical assistance missions and co-leads the Montenegro financial sector assessment program. Previously he was Senior Counsel in the IMF’s Legal Department (2007-2014) and the central bank of the Netherlands (2000-2007) where he was also Substitute Board Secretary and contributed to the workings of the ESCB Legal Committee; before that, Atilla held appointed and elected offices in the City Council of Amsterdam (1994-2002). Atilla is specialized in central bank governance, and institutional frameworks for macroprudential policy and crisis management. Salusra Satria Executive Director of Insurance and Risk Management Indonesia Deposit Insurance Corporation (IDIC) Mr. Salusra Satria served as the Executive Director of Insurance and Risk Management, for a second time, since May 2015. Previously, he served as the Executive Director of Claims and Bank Resolution (2013-May) and as the Executive Director of Insurance and Risk Management (2010-2013). He joined IDIC since it was first estalished and was appointed as the Head of Risk Management Division. During his tenure as the Head of Risk Management Division, he was appointed as Chairman of the Working Group for Bank Century Resolution. Khairul Nizam Deputy Secretary General Accounting and Auditing Organisation for Islamic Financial Institutions (AAOIFI) Khairul Nizam is the Deputy Secretary General of Accounting and Auditing Organization for Islamic Financial Institutions (AAOIFI) based in Manama, Bahrain. His responsibilities include carrying out AAOIFI’s activities in relation to development and adoption of its international Islamic finance standards, and offering of its professional development programs. He also delivers training on application of AAOIFI standards, and on Islamic banking and finance. Prior to joining AAOIFI in 2005, Khairul Nizam was with Malaysia’s largest financial services group for over 10 years, and was Head of Islamic Banking in the group’s offshore banking arm. Jumana Hamed Director General Jordan Deposit Insurance Corporation (JODIC) Mrs. Jumana Hamed assumed the position of Director General of Jordan Deposit Insurance Corporation (JODIC) in the mid-year 2011. Mrs. Hamed was elected as a Member at the Executive Council (EXCO) of the International Association of Deposit Insurers (IADI) for a three year period for the second year in a row, and the Chairperson of the Middle East and North Africa Regional Committee (MENA) of the EXCO during the 13th Annual General Meeting (AGM( which was held on October 23rd, 2014 in Trinidad & Tobago. Currently, Mrs. Hamed represents JODIC at the Steering Committee for the Review and Update of the Core Principles for Effective Deposit Insurance System issued by the International Association of Deposit Insurers (IADI) and Basel Committee on Banking Supervision (BCBS). Prior to her current position, Mrs. Hamed held several positions at the Central Bank of Jordan ended by being an Advisor of the Investments and Foreign Operations Department. Mrs. Hamed is an expert and a lecturer in many subjects that mainly tackle trade finance at both the local and regional levels. Throughout her working period at the Central Bank of Jordan, Mrs. Hamed has been actively involved in many committees and conventions related to finance, investments and debts. Mrs. Hamed also represented the Central Bank of Jordan by being a Member of the Jordanian Team in the roadshow for the debut Issue of Eurobonds, and participated in Paris Club rescheduling negotiations (twice in 1999 and in 2002). Prof. Dr. Ahcene Lahsasna Deputy Director Centre of Research and Publication International Centre for Education in Islamic Finance (INCEIF) Associate Professor Dr. Ahcene Lahsasna (PhD, CIFP, ACIP, RFP, Sharī`ah RFP, Sharī`ah Advisor) is currently a lecturer at the International Centre for Education in Islamic Finance (INCEIF) Malaysia, known as the Global University of Islamic Finance. Jaseem Ahmed Secretary-General Islamic Financial Services Board (IFSB) Jaseem Ahmed assumed the position of the Secretary-General of the Islamic Financial Services Board (IFSB) on 1st May 2011. As the SG he is responsible for the formulation, issuance, dissemination and adoption of the IFSB’s standards for the prudential regulation and supervision of Islamic finance covering banking, insurance and capital markets. He has 25 years of experience in financial sector reform issues, and in the fields of public governance, expenditure management and fiscal decentralization. He has extensive experience in macroeconomic and financial sector stabilisation programmes in Asia. As Secretary General, Mr. Ahmed contributes to the development of global standards for ethical conduct and regulation of the financial sector through his participation in international bodies. He is a member of the Consultative Group of the Basel Committee for Bank Supervision (BCBS), and also sits on the Consultative Advisory Groups of the International Auditing and Assurance Standards Board (IAASB) and the International Ethics Standards Board for Accountants (IESBA). In addition, Mr. Ahmed is a member of the International Monetary Fund’s (IMF) External Advisory Group on Islamic Finance. He is a member of the UK governments Global Islamic Finance Investment Group, an advisory body. Prior to his appointment to the IFSB, Mr. Ahmed served as the Director, Financial Sector, Public Management and Trade, Southeast Asia Department of the Asian Development Bank (ADB). In this capacity, he was responsible for managing the ADB's lending, technical assistance, and capacity building operations in Southeast Asia for the banking and non-banking financial sectors, and for the strengthening of supervision and regulatory capacities. Mr. Ahmed also led the ADB response to the global financial crisis in Southeast Asia. He was a member of the IFSB High Level Task Force on Liquidity Management, which proposed the establishment of the International Islamic Liquidity Management Corporation. He is the co-editor of a book on Islamic Finance, and the editor of a book on Regional Economic Cooperation in South Asia. Mr. Ahmed contributes to development of educational standards as a member of the Governing Council of the International Centre for Education in Islamic Finance (INCEIF), the global university for Islamic finance. He serves on a pro bono basis as the External Advisor to the Art Acquisition Committee of Bank Negara Malaysia’s Art Museum. Mr. Ahmed has a BA in economics from the University of Sussex and also a M.A. (Econ.) and M.Phil (Econ.), both from Yale University.

Dr. Abdel Gadir Mohamed Ahmed Salih General Manager Bank Deposit Security Fund of Sudan (BDSF)

Mr. Salih holds a Bsc. in Economics and Business Administration from Khartoum University, a Professional Diploma in Purchasing and Supply U.K, a Professional Diploma in Management Studies, U.K, Msc. Business Administration University of Khartoum., and Phd. In Business Administration also from University of Khartoum.

After graduation Mr. Salih joined the Sugar Industry for ten years. And then left to Saudi Arabia where he worked in a Saudi Company for 13 year. On his return to Sudan in 1993, he joined a Commercial Company owned by Bank of Khartoum as General Manager. In Dec. 1994 he was appointed by a presidential decree as Secretary General of Taxation where he carried a very effective tax administration reform ending with the implementation of VAT in Sudan. His contract terminated in July 2005.

Then he left the government to private business. In Sept.2010 he was again appointed by a ministerial decree as General Manager of the Bank Deposit Security Fund. The BDSF is charged with the mandate of protecting depositors' funds according to Islamic Sharia Law.

Tijjani Sule Yakasai Director of Insurance & Surveillance Nigeria Deposit Insurance Corporation (NDIC) Mr. T.S. Yakasai is currently the Director of Insurance & Surveillance Department of Nigeria Deposit Insurance Corporation (NDIC). Prior to this, Mr. T.S. Yakasai was a Managing Director of Premier Commercial Bank, Maiduguri before joining NDIC in 2009 as a Chairman for NDIC Technical Committee on Supervision. As the Director of Insurance & Surveillance, Mr. T.S. Yakasai is responsible for determining the financial health and soundness of banks through off-site surveillance and ensuring accurate assessment and prompt collection of deposit insurance premium. He is also accountable for ensuring regular compilation of early warning signals and prompt corrective action as well as maintaining robust data base on fraud and forgeries in insured institutions. Besides, he is also held responsible for proposing new prudential standards and regulations to enhance off-site supervision of banks and administration of insurance premium. Mr. T.S. Yakasai holds a Bachelor of Science Degree in Economics from University of Sokoto, a Master of Science in Economics from University of Jos in Nigeria and a Master of Science in Human Resource Development from the University of Manchester, United Kingdom. Ayla Kucukoglu Keles Head of Insurance and Risk Monitoring Department Savings Deposit Insurance Fund of Turkey (SDIF) Mrs. KUCUKOGLU KELES works as the Head of Insurance and Risk Monitoring Department of the Savings Deposit Insurance Fund of Turkey (SDIF). In this role she is responsible for deposit insurance determining the parameters for insured deposits and participation funds, the criteria and timetable for risk based insurance premiums and collecting the insurance premiums. She works closely with the Banking Regulation and Supervision Agency, the Central Bank and the Undersecretariat of Treasury. Further she monitors the risks of SDIF insured banks analyzing the banks financially and reports the results to the top management. She is also responsible for following the developments about the economy and the banking sector to collect data, analyze and inform the related departments. As the Head of Insurance and Risk Monitoring Department she is coordinating the international affairs of the SDIF as well. Also, she serves on the Board of Directors and Audit Committees of the SDIF controlled bank. She joined the SDIF in 2001 and served as Fund Specialist for Finance Department, Asset Management Department, Insurance and Risk Monitoring Department and as Head of Strategy Development Department within the SDIF. In these departments she mainly took role in bank resolution, asset management, fund management, deposit insurance and strategy development activities of the SDIF. She conducted projects on improvement of resolution strategies of the SDIF and early intervention and implementation of resolution methods and on corporate reporting . Prior to her work at the SDIF, she worked two years for a major Turkish bank as an internal auditor, three years for the Turkish Prime Ministry Undersecretariat of Customs as a customs expert. Mrs. KUCUKOGLU KELES received her graduate degree in Economics from the University of Illinois at Urbana-Champaign in 2009 and her Bachelor’s Degree in Public Finance from Ankara University in 1995.

Noorida Baharuddin Chief Financial Officer Malaysia Deposit Insurance Corporation (MDIC) Noorida Baharuddin was appointed the Chief Financial Officer in June 2014 and is responsible for the management and control of the accounting and treasury functions as well as functions related to information technology, office administration and operational business policies, processes and controls. Prior to this appointment, she has served the Corporation as the Chief Internal Auditor for eight years. She brings with her years of experience in external and internal auditing, risk management and policy development. These experiences were gained through her career with Price Waterhouse, Malaysian Airline System Berhad (MAS), two regulatory bodies – Securities Commission (SC) and Labuan Financial Services Authority (LFSA), as well as an attachment with the Islamic Financial Services Board (IFSB). On the international front, Noorida has contributed in the establishment of the international informal networking group for chief internal auditors and audit representatives of deposit insurance organisations world-wide, having organised four international seminars and was also a regular speaker at these seminars. Noorida holds a Bachelor of Business in Accounting from the University of Tasmania, Australia and a Bachelor of Law from Universiti Teknologi Mara (UiTM), Malaysia. She is a Certified Practising Accountant (Australia) and a Chartered Member of the Institute of Internal Auditors Malaysia. She holds a Certification in Risk Management Assurance from the Institute of Internal Auditor and she is also a Certified Financial Planner with the Financial Planning Association of Malaysia.

Lee Yee Ming General Manager Policy & International Malaysia Deposit Insurance Corporation (MDIC)

Lee Yee Ming is the General Manager, Policy and International Division. She is responsible for MDIC’s key policy areas and international relations. Her main responsibilities are to proactively assess, develop and propose policies that concern the mandate and operations of MDIC and which help advance the views and interests of MDIC; and, lead to position MDIC internationally in its mission and vision. In October 2014, Yee Ming was re-elected to the Executive Council (EXCO) of the International Association of Deposit Insurers (IADI) for a three year term. The roles of the IADI EXCO include recommending the process for developing and establishing the guidance to enhance the effectiveness of deposit insurance systems; and developing policies for the provision of advice on deposit insurance issues. She is also the Chair of the IADI’s Data and Survey Committee. Yee Ming is also MDIC’s representative at the International Forum of Insurance Guarantee Schemes (IFIGS). Prior to her current position as the General Manager of the Policy and International Division, she was the Chief Risk Officer of MDIC, heading the Enterprise Risk Management (ERM) Division and was responsible for the implementation of MDIC’s ERM framework on an organisation-wide basis and assists the Board in ensuring that MDIC’s significant risks are being consistently and continuously identified, assessed, managed, monitored and reported on. She has over 10 years of consulting and banking experiences in ERM, Basel II, corporate governance and internal audit. She began her career in the U.S. with a financial institution in Illinois and subsequently joined Ernst & Young in the Kuala Lumpur, Malaysia and Taipei, Taiwan offices. With regard to ERM, she has advised organisations in Malaysia and internationally on the implementation of their respective ERM frameworks. She has also assisted banks in Taiwan as the overall project manager in their Basel II system implementation and Basel II related implementation projects. She holds an honours degree in business administration (summa cum laude) and a Master of Business Administration degree in finance from Western Michigan University. She is also a Certified Internal Auditor.

Mohd Sobri Mansor Deputy General Manager Policy & International Malaysia Deposit Insurance Corporation (MDIC) Sobri is the Deputy General Manager of Policy & International Division of MDIC. He is responsible for dealing with matters mainly related to Islamic Deposit Insurance System (IDIS) and Takaful Benefits Protection System (TBPS), including conducting research and drafting policy papers. Internationally, he contributes to the initiatives of the Islamic Deposit Insurance Group (IDIG) of the International Association of Deposit Insurers (IADI), mainly in conducting research, recommending guidance and promote discussions on Islamic deposit insurance. Prior to this, he was a Senior Manager in the Insurance, Risk Assessment and Monitoring Division of MDIC. Apart from dealing with matters on IDIS and TBPS, he was also responsible to carry out risk assessment on MDIC member institutions. Sobri holds a Masters in Islamic Finance Practice from International Centre for Education in Islamic Finance (INCEIF), Malaysia and a Bachelor of Accounting from Universiti Tenaga Nasional, Malaysia. Prior to MDIC, he served Bank Negara Malaysia (the Central Bank of Malaysia) for three years as a Senior Executive in Islamic Banking and Takaful Department, where he was in-charge of formulating prudential policies for the Islamic banking industry in Malaysia.
