Note 1 - Statement of Significant Accounting Policies

Income Tax

Inventories

Property, Plant & Equipment

Depreciation

Leases

Financial Instruments

Employee Benefits

Government Grants

The following is a summary of the material accounting policies adopted in the preparation of the financial statements. The accounting policies have been consistently applied, unless otherwise stated.

Leases of fixed assets, where substantially all the risks and benefits incidental to the ownership of the asset, but notlegal ownership, are transferred to the Association are classified as finance leases. Finance leases are capitalised, recording an asset and a liability equal to the present value of the minimum lease payments, including any guaranteedresidual value. Leased assets are amortised over their estimated useful lives. Lease payments are allocated betweenthe reduction of the lease liability and the lease interest expense of the period.

The financial statements are a general purpose financial report and have been prepared in accordance with AustralianAccounting Standards, Urgent Issues Group Interpretations, other authoritative pronouncements of the AASB and therequirements of the Associations Incorporations Act. The financial statements have also been prepared on an accrualbasis and is based on historical costs modified by the revaluation of selected non current assets (where applicable) andfinancial assets and liabilities for which the fair value basis of accounting has been applied.

The financial report covers Queensland Swimming Association Inc. which is incorporated under the AssociationsIncorporations Act 1981 and is domiciled in Brisbane Queensland.

Notes to and forming part of the Financial Statementsfor the year ended 30th April 2017

The depreciable amounts of all fixed assets including buildings and capitalised leased assets, but excluding freeholdland, are depreciated over their useful lives to the entity commencing from the time that the asset is held ready for use.Leasehold improvements are amortised over the shorter of either the unexpired period of the lease or the estimateduseful lives of the improvements. Depreciation rates are plant & equipment 7.5% to 75%, leasehold improvements 10%and Historical Gallery 10%.

Inventories are measured at the lower of cost and current replacement cost. Costs are assigned on a first-in first outbasis.

No provision has been made for income tax as the Association is exempt under Section 50-45 of the Income TaxAssessment Act 1997.

Property, plant and equipment is carried at cost or fair value less, where applicable any accumulated depreciation andimpairment losses. The carrying amount of property, plant and equipment is reviewed annually by the committee toensure it is not in excess of the recoverable amount from those assets. The recoverable amount is assessed on thebasis of the expected net cash flows which will be received from the assets employment and subsequent disposal. Theexpected net cash flows have been discounted to their present values in determining recoverable amount.

Lease payments under operating leases, where substantially all the risks and benefits remain with the lessor, arecharged as expenses in the periods in which they are incurred.

Financial instruments are initially measured at cost on trade date, which includes transaction costs, when the relatedcontractual obligation or right exists. Subsequent to initial recognition these instruments are measured dependent onwhether they are classified as Financial Assets at fair value through profit and loss, loans and receivables, held tomaturity investments, available for sale financial assets or financial liabilities.

Provision is made for the liability for employees arising from services rendered by employees to balance date.Employee benefits expected to be settled within one year have been measured at the amounts expected to be paidwhen the liability is settled, plus related on-costs. Employee benefits payable later than one year have been measured atthe present value of the estimated future cash outflows to be made for those benefits.

Contributions are made by the Association to an employee superannuation fund and are charged as expenses whenincurred.

Government grants are recognised at fair value when the entity obtains control of the grant, it is probable that the economic benefits will flow and the grant can be measured reliably.

for the year ended 30th April 2017

At each reporting date, the entity reviews the carrying values of its tangible and intangible assets to determine whetherthere is any indication that those assets have been impaired. If such an indicator exists, the recoverable amount of theasset, being the higher of the assets fair value less costs to sell and value in use, is compared to the assets carrying value.Any excess of the assets carrying value over its recoverable amount is expensed to the income statement.

The committee members evaluate estimates and judgments incorporated into the financial report based on historicalknowledge and best available current information. Estimates assume a reasonable expectation of future events and arebased on current trends and economic data, obtained both externally and within the Association.

Notes to and forming part of the Financial Statements

Revenue from the sale of goods is recognised upon delivery of the goods to customers. Revenue from rendering a serviceis recognised upon delivery of the service. Interest income is recognised on an accruals basis.

INDEPENDENT AUDITOR'S REPORTTO THE MEMBERS OF QUEENSLAND SWIMMING ASSOCIATION INC.

Qualified Opinion

Basis for Qualified Opinion

Committees’ Responsibility for the Financial Report

Auditor’s Responsibility

As is common for organisations of this type, it is not practicable for QUEENSLAND SWIMMING ASSOCIATION INC. tomaintain an effective system of internal control over cash from swim meets and other sources of income until their initialentry into the accounting records. Accordingly our audit in relation to fundraising activities was limited to amountsrecorded.

My objectives are to obtain reasonable assurance about whether the financial report as a whole is free from materialmisstatement, whether due to fraud or error, and to issue an auditor’s report that includes my opinion. Reasonableassurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the AustralianAuditing Standards will always detect a material misstatement when it exists. Misstatements can arise from fraud or errorand are considered material if, individually or in the aggregate, they could reasonably be expected to influence theeconomic decisions of users taken on the basis of this financial report.

Management is responsible for the preparation and fair presentation of the financial report in accordance with the financialreporting requirements of the applicable legislation and for such internal control as management determines is necessaryto enable the preparation and fair presentation of a financial report that is free from material misstatement, whether due tofraud or error.

I have audited the accompanying financial report as at 30 April 2017, being a general purpose financial report, ofQUEENSLAND SWIMMING ASSOCIATION INC., which comprises the balance sheet, the income statement, statement ofchanges in equity, cash flow statement, a summary of significant accounting policies, other explanatory notes and thecommittee member’s declarations.

I conducted my audit in accordance with Australian Auditing Standards. My responsibilities under those standards arefurther described in the Auditor’s Responsibilities for the Audit of the Financial Report section of our report. I amindependent of the entity in accordance with the ethical requirements of the Accounting Professional and EthicalStandards Board’s APES 110 Code of Ethics for Professional Accountants (the Code) that are relevant to my audit of thefinancial report in Australia. I have also fulfilled my other ethical responsibilities in accordance with the Code.

I believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for my opinion.

In preparing the financial report, management is responsible for assessing the entity’s ability to continue as a goingconcern, disclosing, as applicable, matters relating to going concern and using the going concern basis of accountingunless management either intends to liquidate the entity or to cease operations, or has no realistic alternative but to do so.

In my opinion, except for the effects of the matter described in the Basis for Qualified Opinion section of our report, theaccompanying financial report as at 30 April 2017 gives a true and fair view of QUEENSLAND SWIMMINGASSOCIATION INC. financial affairs on the basis of accounting set out in the Statement of Significant Accounting Policies.

Liability limited by a scheme approved under Professional Standards Legislation

Those charged with governance are responsible for overseeing the entity’s financial reporting process.

As part of an audit in accordance with Australian Auditing Standards, I exercise professional judgment and maintainprofessional scepticism throughout the audit. I also:

• Identify and assess the risks of material misstatement of the financial report, whether due to fraud or error, design andperform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to providea basis for my opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for oneresulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override ofinternal control.• Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriatein the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the entity’s internal control.• Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and relateddisclosures made by management.

I communicate with those charged with governance regarding, among other matters, the planned scope and timing of theaudit and significant audit findings, including any significant deficiencies in internal control that I identify during my audit.

• Conclude on the appropriateness of management’s use of the going concern basis of accounting and, based on theaudit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significantdoubt on the entity’s ability to continue as a going concern. If I conclude that a material uncertainty exists, I am required todraw attention in our auditor’s report to the related disclosures in the financial report or, if such disclosures are inadequate,to modify my opinion. My conclusions are based on the audit evidence obtained up to the date of my auditor’s report. However, future events or conditions may cause the entity to cease to continue as a going concern.• Evaluate the overall presentation, structure and content of the financial report, including the disclosures, and whether thefinancial report represents the underlying transactions and events in a manner that achieves fair presentation.
