1. BASIC DOCUMENTATION

This FIH Technical Requirements for the Organisers of Youth Olympic Games document should

be read in conjunction with the relevant current IOC Technical Manuals and the relevant FIH field

specifications.

2. COMPETITION PROGRAMME

The hockey competition system envisaged for boys and girls on the Youth Olympic programme

One Boys’ Tournament and one Girls’ Tournament, each comprising ten (10) teams.

The event will be a Hockey5s format.

The Programme

The number of days required to complete the programme for hockey is 8 days

It is proposed that there will be matches on each day of the competition divided

between the boys’ and girls’ competition.

The Competition Schedule will be required to comply with the FIH Tournament

Regulations for Youth Olympic Games.

3. COMPETITION SITES

Field of Play Requirements

The Field of Play requirements for the Youth Olympic Games are laid out in the FIH Youth

Olympic Games Hockey5s court specifications.

An appropriate contingency arrangement should be agreed with the FIH to cater for loss

of power and / or failure of one or more of the pumps. This may include hand-watering

positions, back-up power sources and contingency pumping facilities.

Floodlighting for Field of Play

The floodlighting requirements for the Youth Olympic Games are laid out in the FIH Youth

Olympic Games Hockey5s court specifications.

Each team is entitled to practice for at least one hour outside daylight hours under artificial

lighting on the official competition Fields of Play prior to the start of the competition.

Warm-up Field of Play

The Warm-up Field of Play requirements for the Youth Olympic Games are laid out in the FIH

Youth Olympic Games Hockey5s court specifications.

Training Field of Play

The Warm-up Field of Play requirements for the Youth Olympic Games are laid out in the FIH

Youth Olympic Games Hockey5s court specifications.

The competition court and warm up pitch court also be used as training pitches.

4. VENUE REQUIREMENTS

Stadium

The minimum spectator capacity at the main venue and the desired number of seats

- 3,000 for competition

A covered stand permanent or temporary (minimum capacity of 250) is to be provided for

at least:

- Olympic Family

- Media

- Athletes / Technical Officials not on duty

Separate and reserved seating arrangements in the main stands for players and officials

not on duty.

Sufficient sanitary facilities, separate for general public and other users.

Toilet facilities close to the Field of Play if the changing rooms are more than 20 metres

from the team benches

Parking space within or near to the complex, sufficient to accommodate transport for

teams, Technical Officials, guests and organising people.

Adequate parking for client groups in close proximity to venue. Spectators to be

encouraged to use public transport where this is reasonable and possible.

A Match Result Board which permanently shows the comprehensive programme, the

results to date of each match and the rankings to date, to be situated at the point where it

can be seen by the greatest number of people, preferably at the entry of the stadium.

The same information is to be made available on a daily basis in print for the teams, media

centre, Technical Delegate and Technical Officials in line with the agreed YORIS

schedules.

Score Board

A Score Board and clock (electronic timing), indicating the current score of the match and

the current (or remaining) playing time to be installed at the competition Field of Play, with

ability to display/time 8.00 seconds and score status, to be operable from the Technical

Officials' table. A 12-hour clock also to be visible from each competition Field of Play and

its Technical Officials’ table and team benches.

Video screen

A large video screen to enhance Sports Presentation and create spectator atmosphere in

the stadium is required.

PA system

Clearly audible address system for announcements, anthems and audio effects at the

competition field of play.

Protocols for announcements and other elements of sports presentation (e.g. introduction of match teams) must be agreed in advance between FIH, and the OCOG.

A back up system such as a megaphone in case of power failure

Protocol

Flags and poles, one each for the participating countries and one for the FIH flag.

National anthems of the countries of all the teams should be provided by IOC.

Inspection of Facilities

Six (6) months prior to the tournament, the Organising Committee must have satisfied the

FIH that full compliance with the Technical Requirements can be guaranteed. In case of

doubt an FIH representative will inspect the facilities / arrangements at the terms of the

contractual conditions and agree upon a remedial plan and timing thereof, if and when

required. The cost of this inspection will be the responsibility of the OCOG.

Testing and Certification of Competition/training and warm-up fields of play

Details of certification requirements are detailed in the FIH Youth Olympic Games

Hockey5s court specifications.

The costs of the tests are for the account of the Organising Committee.

5. SPORTS EQUIPMENT

Hockey balls

Only balls from an FIH approved manufacturer shall be used, and participating countries

shall be advised of the selection at least six months prior to commencement of the

competition. Six new balls and an adequate number of replacement balls of the same make

shall be available at the start of each match.

The availability of practice and pre-match warm-up balls is not the responsibility of

Organising Committee.

Goals

Goals (including netting) at the Field of Play shall be in accordance with the current Rules of

Hockey5s plus one goal (including netting) held in reserve. The additional specifications for

hockey goals are detailed in FIH Youth Olympic Games Hockey5s court specifications.

Other Sport Equipment

Various other items of sports equipment must be provided. Specifications should be discussed

in advance with FIH. Such items include:

6. SERVICES REQUIRED (ROOMS, SURFACES ETC)

Technical Officials’ Table (standard requirement as for FIH Global Events):

Facility seating 5 persons, sides open, on a platform with a height minimum of 25cm above

Field of Play level.

The front shall be at least 4 metres away from the sideline of the Field of Play.

The facility must have a protective cover against rain, wind, sun and Field of Play watering.

The sides must permit easy access to the Field of Play.

For safety, there should be no glass cover, windows, etc. that may be exposed to hockey

ball accidentally hit from the Field of Play.

The facility shall be situated in line with the centre line of the Field of Play on the same

side as the team benches and changing rooms.

The facility will include:

An appropriate working table, with covering cloth and drawer. The front and two sides of

the table shall be closed completely from the top of the table to the floor.

Two (2) seats for the Technical Officials on duty, one (1) seats for the IT Administrative

Assistant and one (1) seat for the Reserve Umpire. Additional seats in the immediate

vicinity of the Technical Official’s table for those who have authority to be there (e.g.

Technical Delegate and Medical officials) shall be provided.

Two (2) x two (2) seats for temporarily suspended players on each side of the Technical

Officials’ table.

Table Equipment

Office stationery.

The remote control of the score-board and clock

Electrical power outlets for score-board, clock, laptop computers and laser printer.

Laptop computer configured to be used in conjunction with YORIS.

Laptop computer configured to be used in conjunction with the FIH’s Tournament

management System (TMS)

Colour laser printer to produce a copy of the electronic Match Report Sheet.

Appropriate protection for laptop and printer.

Internet access for laptop computers to enable electronic communication from Technical

Table to FIH offices, YORIS, TMS, secretariat and Media Centre.

A system of communication (e.g. telephone, walkie-talkies) that is linked to the Technical

Delegate, Press Centre and Public Announcer.

Two (2) audible hooters (air horns).

Two (2) stop watches.

One (1) set of official warning cards (green, yellow and red) as used by umpires.

One (1) spare whistle.

Two (2) FIH approved sets of stick checking devices (i.e. FIH hologram stickers, control

rings and bow measuring devices): a flat area / table is required for testing purposes.

Two (2) captain's arm-bands or ribbons in different colours, and safety pins.

One (1) set of FIH approved templates for checking the goalkeepers’ hand protectors and

pads.

Bottle containing an 80% alcohol solution and 3 pieces of cloth for cleaning blood stains

from the field of play.

Plastic gloves (and waste disposal facility) for use of personnel responsible for cleaning

blood stains from field of play.

Ball Patrol

Six (6) to eight (8) Ball Patrollers are required per match. They should be trained for this

role prior to the start of the competition. (Note: It is advisable that one person should be

in charge of this group of persons, to look after their needs and their training,

transportation, daily appointments, food, uniform, ceremony procedures, etc.)

The colour of the Ball Patrol’s attire shall always be different from those of the attire of

players and umpires.

Official Papers

Match and shoot-out competition report sheets, Rules of Hockey5s, set of FIH Tournament

Regulations for the Youth Olympic Games, card registration forms, etc.

Team Benches and Stick Racks

A team bench, to seat eight (8) people, must be located on each side of the Technical

Officials’ table at a distance of not more than 7.5 metres from it. The front edge of the

team benches must be set back a minimum distance of 5 metres from the sideline of the

field of play. It must have a protective cover against sun, wind, rain and Field of Play

watering and allow the overseeing of the Field of Play (free sight lines).

A table 3m x 3m for use by the team medical staff

Electrical outlet points for cooling or warming devices (if appropriate) and for team

electronic/coaching analysis equipment.

There must be a stick storage facility between the enclosure of the Technical Officials’

table and each team bench (or chairs), with a moveable cover for protection against rain

and Field of Play watering. Appropriate facilities must be also provided to accommodate

9 large stick and playing equipment bags.

At venues where hot / humid climates may be experienced, a minimum of two (2) portable

heavy duty cooling fan(s) must be provided. There must be access to bottled drinking

quality water in close proximity for use by team medical staff.

Changing Rooms

Teams

Four (4) separate lockable changing rooms at each Field of Play (competition court and

training court) located in the stadium. Each changing room to be equipped with an

appropriate number of showers with hot and cold water, toilets, a massage table, lockable

safe and electrical outlets for machines, e.g. ultrasound in each room. Facilities should be

provided to support ice baths for teams including a stable and structurally sound surface

area for two baths capable of taking a minimum of 4 people per bath, access to ice, cold

water through hoses and appropriate drainage capability.

Lockable storage areas are required for teams when not playing. Other requirements

include: dry white board for coaching support, cooler unit with water / isotonic drinks and

digital clock linked to the Field of Play clock.

Toilets for the use of athletes within 20 metres of the Field of Play must be provided.

Umpires

Two (2) separate changing room (one per gender) for Umpires with the same equipment

(except massage table) as for the teams and within walking distance of the Field of Play.

Where possible, the Umpires' changing room(s) should be located away from those of the

teams.

DVDs

As soon as possible after each match that is broadcast five (5) DVDs or other agreed form

of recording shall be made available to the Technical Delegates and Umpires Managers

for technical analysis. One DVD of each match shall be provided to each team in the

competition.

Refreshments

An adequate supply of ice and drinkable bottled water should be constantly available for

teams and Technical Officials near the team benches and in the changing rooms.

Fruit, drinks and light snacks to be available in the Athletes Lounge.

Tea, coffee and soft drinks available for Technical Officials on duty at each Field of Play.

Catering at the stadium (food and drinks) for players and for team officials (also for lunch

and dinner, where appropriate).

Medical Facilities

Personnel

A local doctor and dentist must be on duty at the competition Field of Play during all

matches.

Stretcher bearers must be on duty at the competition Field of Play during all matches.

Persons allocated with responsibility to clean pitch of blood stains.

At least one person in the first aid group (stretcher bearers, ambulance people) should be

fluent in English.

Equipment

The provision of the following equipment is required beside the competition Field of Play:

Stretcher at or near the Technical Officials' table.

Seating for stretcher bearers.

Spinal board.

Wood, aluminium or air splints for fractures of upper or lower limbs.

Ambulance service, (fully equipped, with unobstructed access).

A defibrillator should be available near the Technical Officials’ table, if possible with the

oxygen closeby.

First Aid Room

A First aid room (supervised by the local OCOG doctor on duty) must be set up and equipped with:

dedicated area and desk for the FIH Medical Officer;

minimum of two treatment tables;

adequate lighting;

facilities for suturing cuts;

sterile / non-sterile bandages (eg elastic bandages), slings, band-aid type dressings, tape;

basic medicines;

analgesics (oral and injectable), including morphine, medicines for gastrointestinal

disorders;

oxygen and means of administering it;

intravenous equipment and sterile fluids for treatment of severe heat exhaustion (in

tropical zone);

adequate splints and availability of morphine are essential;

means of disposal of used sharp, sterile and non-sterile equipment;

crutches and wheelchair;

emergency tracheostomy device.

Care of Umpires

An appropriate facility and the ability to treat and care for the umpiring and Technical

Officials panels, including massage facilities.

Dope testing facilities

A drug control area must be available. It should comprise of a waiting room, a drug control room

and a toilet facility. This area must be secure, private and reserved solely for drug testing

purposes. The required material as mentioned in the operative FIH Anti-Doping Rules document

at the date of the competition must be available. The drug control area must provide:

Waiting Room

Seating for athletes, athletes representatives, and chaperones.

Facility for sealed drinks (cool box or refrigerator).

Garbage bin

Doping Control Area

This room must be highly secure and lockable. Ideally the room is to be adjacent to the waiting

room and the toilet. The Drug Control room should contain:

Lockable fridge.

Table and four to five (4-5) chairs (Doping Control Officer, athlete, athlete’s

representative, possibly interpreter and medical officer).

Forms to notify athletes and for doping control records.

Laboratory collection forms of acknowledgement.

Trained personnel (including Dope Collection Officer) to monitor and chaperone the

athlete selected to be tested.

Sufficient collection bottles / kits.

Toilet

The toilet should be large enough for the Doping Control Officer to be able to directly observe the

competitor providing the sample. An accessible toilet is ideal, but not essential.

Media facilities

Media Centre

A spacious, well-lit area, in close proximity to the competition pitches and with easy access

to the viewing area shall be provided to serve as the hockey competition Media Centre.

The Media Centre should be equipped to ensure journalists (both print and broadcast) and

photographers have the necessary tools to cover the tournament.

Photographers Facilities

Lockable storage space of a sufficient size to cater for long lenses.

Additional work area in Media Centre for photographers (i.e. to review, organise photos

etc.).

Press Conference Room

A separate area in close proximity to the Media Centre and with convenient access for players

and team representatives should be identified to serve as the event Press Conference Room.

The room shall contain:

Seats for a minimum of 30 persons and shall be in the form of a lecture room, a head table,

preferably on a raised platform, for those being interviewed.

Adequate sound system for size of the room.

Microphones (4 minimum) in conjunction with the sound system – including a wireless for

questions.

Separate area appropriate for conducting individual television and radio interviews.

Viewing area – Field of Play

A separate field-of-play viewing area, should be provided for print and radio journalists and should

have unobstructed tabled seating with full cover to sufficiently accommodate accredited

journalists and Media Staff.

Statistics

The Organising Committee shall arrange for an adequate number of local personnel for recording

statistics to be provided in accordance with current FIH regulations and the requirements of

broadcasters and YORIS.

Security Control

The Organising Committee shall take all necessary steps in order to keep total security control in

the stands (including print journalists’ seats, camera crews and photographers), entrances,

changing rooms, Field of Play, warm up court, offices, press centre and medical centre as well

as in every other part of the venue.

7. TOURNAMENT OFFICES

FIH President or Representative

One (1) private office for the use of the FIH President or Representative. This office shall be

lockable and located in the stadium and (preferably) overlooking the competition field of play. It

shall be equipped with:

One (1) desk.

Office stationery.

Table for discussion seating 6 persons.

Telephone and data connections for local, national and international calls and internet

access.

One (1) security cabinet for personal property and for official documents.

Refrigerator with a provision of refreshments and snacks.

FIH Staff and Event Delegate

Office area with four (4) work stations for the use FIH staff. This office area shall be lockable and

located in the stadium adjacent to the offices of the FIH Representative. It shall be equipped with:

Four (4) work stations.

Four (4) visitors chairs.

Wireless and cabled broadband internet access for at least eight (8) computers.

Colour laser printer.

High speed, heavy duty photocopy machine with scanning capability.

Four (4) security cabinets for personal property and for official documents.

4 mobile telephones for local calls.

Refreshments and snacks available.

Technical Delegate

One (1) private office for the use of the Technical Delegate. This office shall be lockable and

located in the stadium and shall overlook the Field of Play. It shall be equipped with:

One (1) desk.

overlook the Field of Play at Competition Pitch 1. It shall be equipped with:

Table for discussion seating for 3 / 4 persons

Telephone and data connections for local, national and international calls and internet

access

Notice board

Refrigerator with a provision of refreshments and snacks

Two (2) security cabinet for personal property and for official documents

TV with video recorder/player and access to feed of internal circuit

Media Officer

One (1) dedicated area located in the Media Centre. It shall be equipped with:

One (1) work station.

Data connections for internet access.

One (1) security cabinet for personal property and for official documents.

Competition Secretariat Office

This office shall be lockable and located in the stadium next to the Technical Delegates’ office. It

shall be equipped with:

Two (2) work stations.

Office stationery.

Official documents for tournament.

Telephone and data connections for local, national and international calls and internet

access.

Data processing system with word processing facilities and two administrative assistants

speaking and writing English fluently.

Olympic Family / FIH Family / VIP Lounge

One lounge for Olympic family, FIH family, VIP visitors and Competition Officials located in the

stadium, overlooking the Field of Play, well equipped and with refreshment facilities

Meeting Rooms

The following rooms shall be made available:

A room for the event briefing meetings preferably located at the competition venue (e.g.

Press Conference Room) capable of seating a minimum of 70 persons. It shall be in the

form of a lecture room, equipped with a data projector, overhead projector, sound system,

a whiteboard and flip-over, a table and chairs for ten persons at the head, and further with

an adequate number of chairs for all attendees.

Multi-purpose meeting room, located at the competition venue. This room to have a table

seating 10-12 persons. TV with video recorder / player to be provided.

A video room in the Technical Officials' village / hotel throughout the competition with a

video recorder / player, a large screen, sound system, a whiteboard and flip-over, seating

30 persons.

Above number of officials is based upon the Men’s and Women’s competitions comprising each

Medical Officer – one (1) double / twin room in hotel accommodation

Other International Technical Officials – single or twin rooms in hotel accommodation as

agreed with FIH

Event Delegate - one (1) double / twin room in hotel accommodation

FIH staff – provision of a suitable hotel accommodation in same location as officials above

for FIH staff at cost of FIH

Meal services

The meal services at the hotel accommodation shall be related to the requirements dictated by

the competition schedule – i.e. early morning and late evening matches. The quantity and variety

shall vary according to international standards.
