    Abstract

    Community Based Forest Management (CBFM) in Java Island is The program from PerhutaniCorp. The purpose of this program is empowering local communities to manage the forest. PerhutaniCorp and society is partnership. However, in the implementations is not optimal to partnership. The

    purpose of writing this paper is to discuss the causes not maximum implementation CBFM, analyzing aproblem causes, and gives the solution of these problems. The method of writing this paper is a reviewof literature from national and international journal. The result of a review literature is ineffective theachievement of this program caused ineffective communication built between Perhutani Corp,community, and other stakeholders. The partnership concept that created more dominant than toPerhutani Corp. The villages that follow CBFM is 5.054 village forest. Point of the weakness to CBFM ismore direct to economy concept than the social and ecological concept. The solution that offered isapply the joint venture domestic concept and to realize the function and purpose of CBFM. This systemto create sustainable forest management.

    1. IntroductionCommunity Based Forest Management (CBFM) in Java Island is a management system of

    forest resources done by Perhutani corp and villagers forest community as well as bystakeholders to achieve sustainability of forest resources and benefits functions can berealized optimally and proportionally (Perhutani 2011). CBFM is a design made of perhutani tocreate a partnership with the community forest to build the sustainable management offorest. Perhutani ( 2011 ) said recorded 5.054 village and 2.250.172 Ha land forest orapproximately 94% of total forest villages in Java and Madura in cooperation through theprograms of CBFM. Overall, the CBFM program contributed to more environment-consciouslivelihood strategies (Pulhin, J. & M. Tapia, (2009) in Tomas E 2012). However, until now theimplementation of CBFM it has not been appropriate to a purpose which expected. Perhutanirole in implementing the concept of partnership is more dominant than the community so the

    community just as role implementer. According to the AruPa (2012)research, the conclusionof this research is CBFM has failed. Therefor, research on the concept of CBFM must bepropagated by giving the solution or the implementation of recommendations in the repairCBFM. The objective of writing this paper is to analyzing the cause yet at the implementationCBFM and to provide solutions to the implementation of CBFM.

    2. CBFM (Community Based Forest Management)

    Perhutani is the corporation belonging to a country whose duty it devise, arrange, utilizing,protect forests which the located at the Java island. Perhutani not only concern of profit of thecompany. But it should be improving of benefits for local community of the forest. Theconcept of CBFM has three pillars. That is community cooperation, Partnership Mechanism,conflict management. Community cooperation forming an agency that named ICFR

    (Institutions of the Community Forest Regions). Partnership between perhutani and societynot yet done with maximum. From the above problem, the picture below has not been able toachieve the expected goals.

    There are three factors that affect to success of the CBFM. The first is knowledge andawareness of the community. Second, the level of public confidence, and the last is rules inthe Group (Khususiyah et al., 2009). The main cause weakness of the PHBM is people whodon't understand the system. The problem is a communication between perhutani and

    community not good. Partnership is the strategic relationships that are intentionally designedbetween parties to achieve the objectives that benefit sharing, and relationships that needeach other Mohr and Spekman (1994 in Jane O 2011). Therefore, a good partnership isrequired for effective communication.

    The solutions that can be applied is concept that more binding and intensively betweenstakeholders. The concepts that can be used to solve this problem is Joint Venture Domestic(JVD) concept. JVD is a business arrangement in which two or more parties agree to pool theirresources for the purpose of accomplishing a specific task.

    To manage a JVD for success, it is important to venture formation as including the severalaspects shown in Exhibit Potential partners in an JVD need to separately determine theirreasons for using an JVD as part of their business strategy (Jackson. S et al 2005). Base onseveral basic element in JVD, to be implemented in the management of CBFM, required thepresence of effective communication to all stakeholders.
