Q1: Do you support the development of the Queen’s Lei 16.7 mile Loop Trail, and if yes, how?

Yes,

How I will support the development of Queens' LeiThis project is an ambitious and much-neededaddition to make Kona healthier and more bike andpedestrian-friendly, and i wholeheartedly commit tosupporting it in any way possible. Some ways I canhelp include facilitating partnership with the StateDOT, helping to secure funds through the State'sgrant-in-aid process, and submitting letters of supportfor any other grants that PATH applies for. And, ofcourse, I am happy to volunteer my personal timewhenever there is an opportunity to do so! Mahalo toPATH and all involved for getting this going!

Q2: Ali’i Drive Initiative is a collaboration between publicand private agencies and individuals to create a safe, comfortable multi-use corridor along Ali’i Drive. Are youin favor of the concept of creating a safe, comfortablemulti-modal corridor along Ali’i Drive, and if yes, howwould you support it?

yes,

How I will support PATH's Alii Drive InitativeAs in the answer to the above question, at the Statelevel I could help secure funding through the grant-in-aid process. Ali'i drive is a county road, so they havejurisdiction, but I will work with the county as neededto lend my support to this. In addition, in 2013, Ihelped to organize a walking audit of downtown Kailuawith Dan Burden of the Walkable and LivableCommunities Institute, which helped to further thisdiscussion with one of the nation's leading experts onthese kinds of projects.

Q3: Are you in favor of converting abandoned railroadright of ways into pedestrian/bicycle pathways, and ifyes, how would you lend support?

Yes,

How will you support this initative? If the railway in consideration is in the State'sjurisdiction, I can help to facilitate the conversionprocess through legislation. As above, I would alsosupport a grant request.

Q4: Would you support the expansion of the bikesharepilot project on Hawaii Island. If so how would yousupport it?

Yes,

How would you support this iniative?I am very excited for the bikeshare that is coming toKona soon! It will be interesting to see what kind ofuse it gets, and go from there in determining how tobest expand it. I can support requests for funding fromthe State if needed.

Q5: Do you support the updating and implementing theCounty of Hawaii BikeWay Plan first developed in 1979

Yes,

What would you do to move this initiative forward?Yes, plans in general should be updated at regularintervals so that they remain relevant and useful. Inaddition, I think that at both the county and statelevels, there should be a planner position within theDOT/Public Works Departments. Right now, there area lot of engineers, which we need, but a planner wouldhelp to ensure that the big picture and our long-termgoals remain part of the discussion when individualprojects are being considered.

Q6: Would you support the continuation of the Mayor’sActive Living Advisory Council, a PATH initiative topromote healthy living and active transportation forHawaii Island residents?

Yes,

How would you support the continuation ofthisinitiative?Yes, absolutely. This advisory council has proven tomake a difference in influencing the administration, and should be continued.

Yes

Q8: Do you agree with a three foot passing law to ensureadequate distance between a motor vehicle and abicyclist/pedestrian during the act of passing?

Yes,

How would you support passage of this law?Yes, many States have this and we should too. I havesupported such legislation in the past, although wehave yet to get a majority to agree in the legislature. Iwill continue to support and introduce bills for this andother measures to make our streets safer and morewelcoming for cyclists and pedestrians.

Q9: Do you agree that funding from the County forelementary school bike/ pedestrian safety programs andSafe Routes to School coordination should becontinued?

Yes,

How would you support the continuation of thisfunding? As a State Representative, I don't have authority overthe county budget, but I have developed good workingrelationships with our council and can express mysupport of this. In addition, I will work with the StateDOT to ensure that they are using federally availablefunds for Safe Routes to School (through theTransportation Alternatives Program), and not lettingthose opportunities go to waste, as has happened inthe past.

Q3: Are you in favor of converting abandoned railroadright of ways into pedestrian/bicycle pathways, and ifyes, how would you lend support?

Yes,

Q4: Would you support the expansion of the bikesharepilot project on Hawaii Island. If so how would yousupport it?

Yes,

How would you support this iniative?I'd like to see bikeshare greatly expanded in all resortareas and in Hilo to include local residents. Countydesignation of more bikeways in urban areas(downtown Kailua-Kona) to reduce traffic alongnarrow, congested streets, construction or parking lotsfrom which residents could pick up bikes for shortdistance transportation into congested areas, outreachto tourists upon arrival at airports, are only a few of theideas that as Mayor I would examine forimplementation.

Q6: Would you support the continuation of the Mayor’sActive Living Advisory Council, a PATH initiative topromote healthy living and active transportation forHawaii Island residents?

Yes,

How would you support the continuation ofthisinitiative?I would consider this as a part of our Blue ZoneProject and other health related ideas for ourpopulation.
