PREFACE

This report presents the results of a detailed Air Force OccupationalSurvey of the Aircraft Structural Maintenance career ladder (AFSC 458X2)--acareer ladder created under the auspices of Rivet Workforce when AFSC 427X1(Corrosion Control) and 427X5 (Airframe Repair) merged effective 31 October1989. Authority for conducting occupational surveys is contained in AFR 35-2.Computer products used in this report are available for use by operations andtraining officials. Survey data were gathered prior to MAJCOM reorganizationof 1990. For ease of assimilation, data are reported by MAJCOMs prior totheir reorganization. Mr Donald J. Cochran, Inventory Development Specialist,developed the survey instrument; Captain Douglas K. Eads, Occupational Ana-lyst, analyzed the data and wrote the final report. Mr Wayne J. SUMMARY OF RESULTS

1. Survey Coverage: The Aircraft Structural Maintenance (AFSC 458X2) careerladder was surveyed to project, plan, and develop training for this careerladder due to its creation under Rivet Workforce. This career ladder was cre-ated 31 October 1989 by the merger of AFSC 452X1 (Corrosion Control) and 452X5(Airframe Repair). Survey results are based on responses from 3,102 AFSC458X2 personnel representing 71 percent of the assigned population and reflectthe MAJCOM and paygrade distribution of the assigned population. This is thefirst Occupational Survey Report (OSR) for this newly created career ladder.

2. Specialty Jobs: Structure analysis identified four job clusters and twoindependent job types (IJT): Airframe Maintenance and Repair Cluster, Corro-sion Control Cluster, Supervisory Cluster, Tool Crib/Benchstock Supply Clus-ter, Airframe Instruction IJT, and Quality Assurance IJT. These jobs weresimilar to jobs identified in OSRs prior to the October 1989 merger. Techni-cal School graduates are now beginning to do both Airframe and Corrosion jobs.For example, the 1984 OSR for Airframe Repair listed five of the current 458X2jobs, and the 1988 OSR for Corrosion Control listed Quality Assurance as amajor job. In both cases, tasks performed in the jobs identified were essen-tially the same tasks performed in the AFSC 458X2 career ladder. This is anindicator the merger under Rivet Workforce has accomplished its mission ofmerging two career ladders into one.

3. Career Ladder Progression: Personnel in the Aircraft StructuralMaintenance career ladder show a typical pattern of career ladder progression.Three-skill level personnel perform essentially technical tasks; 5-skill levelmembers show a moderate shift towards supervisory functions with members stillspending more than half of their job time performing technical duties. Seven-skill level personnel spend the majority of their duty time performing manage-rial and supervisory functions, with a smaller percentage of time dedicated totechnical duties. Specialty descriptions in AFR 39-1 provide a broad, accu-rate overview of tasks and duties performed within the career ladder.

4. Training Analysis: A match of survey data to the AFSC 458X2 SpecialtyTraining Standard (STS) identified numerous tasks not referenced to the STS.This included 19 technical tasks with either high training emphasis or taskdifficulty. A similar match of data to the Plan of Instruction (POI) for the3ABR45832, Apprentice Aircraft Structural Maintenance Specialist, revealedthat only one POI learning objective was not supported. Indication is thecurrent POI adequately covers training needs of the AFSC 458X2 population.However, career ladder functional managers and training personnel should care-fully review the unsupported STS and POI items to justify their continuedinclusion in the training documents.

5. Job Satisfaction Analysis: Overall, AFSC 458X2 respondents find theirjob interesting, possess a sense of accomplishment, and perceive a positiveuse of both their training and their talents. A comparison between major jobsin the current sample reveals the supervisory cluster has the highest degreeof job interest, but two-thirds of the cluster perceived "none to very little"use of their training.

6. Implications: AFSC 458X2 is a "balanced" career ladder. This AFSC wasnot included in the FY 93 retraining-out/retraining-in list for sergeants/master sergeants. Indications are that rank structure meets Air Forcerequirements. AFR 39-1 job descriptions accurately describe jobs and tasksperformed by personnel at all skill levels, and overall satisfaction was posi-tive for the jobs identified. Analysis of the training documents indicatesthat both the STS and POI contain a number of unsupported areas which shouldbe reviewed to determine if future revisions of these documents are warranted.

OCCUPATIONAL SURVEY REPORT (OSR)AIRCRAFT STRUCTURAL MAINTENANCE CAREER LADDER

(AFSC 458X2)

INTRODUCTION

This is a report of an occupational survey of the Aircraft StructuralMaintenance career ladder conducted by the Occupational Analysis Flight, USAFOccupational Measurement Squadron. Headquarters Air Training Command, Techni-cal Training Operations Directorate (TTO) requested this survey to project,plan, and develop training for this career ladder due to its creation underRivet Workforce. Previous surveys pertaining to this career ladder were pub-lished prior to the merger of AFSC 457X1 (Corrosion Control) and AFSC 457X5(Airframe Repair) into AFSC 458X2 (Aircraft Structural Maintenance). Thissurvey is the first for the newly created career ladder.

Background

As described in the AFR 39-1 Specialty Descriptions for AFSC 458X2, 3-and 5-skill level members repair, modify, and fabricate aircraft metals,plastics, fiberglass, composites, and bonded structural parts, components, andassemblies. They identify corrosion and apply preservative treatment to metalsurfaces of missiles, aircraft, and support system equipment to meet require-ments for preserving structural integrity.

Seven-skill level members troubleshoot, maintain, inspect, and repairmetals, plastics, fiberglass, composites, and bonded materials. They identifyand treat corrosion on aircraft and aerospace ground equipment (AGE) to meetstructural integrity requirements. These 7-skill level members are alsoresponsible for the Wash Rack.

Initial 3-skill level training for AFSC 458X2 personnel is the corrosioncontrol course taught at Sheppard AFB TX, with a follow-on airframe repaircourse taught at Chanute AFB IL. Personnel must successfully complete corro-sion control before attending the airframe repair course. They are awardedthe 3-skill level upon completion of both courses. The schools present anintroduction of knowledge, followed by hands-on experience. Additionalcourses in corrosion control and airframe maintenance and repair are availablecontingent on MAJCOM fiscal posture.

Entry into the career ladder currently requires an Armed ForcesVocational Aptitude Battery mechanical score of 51 and an X factor of J (50lbs). There are no strength or stamina problems noted.

SURVEY METHODOLOGY

Inventory Development

The data collection instrument for this occupational survey was USAF JobInventory (JI) AFPT 90-427-889, dated August 1991. A tentative task list wasprepared after reviewing pertinent career ladder publications and directives,and tasks from the October 1989 Specialty Training Standard (STS). The pre-liminary task list was refined and validated through personal interviews with83 subject-matter experts (SMEs) (48 sheet metal, 34 corrosion, and I plas-tics) representing 12 operational bases and 2 training bases. Noted below isa list of units visited in order of visit:

Units selected were recommended by MAJCOM functional managers for visitbased on their particular aircraft structural maintenance activities (struc-tural, corrosion, missiles) and location, such as dry or humid climate.

The resulting JI contained a comprehensive listing of 1,058 tasks groupedunder 25 duty headings. A background section requested information such asgrade, job title, time in present job, time in service, job satisfaction, andequipment maintained in performance of the incumbent's job.

Survey Administration

From January through May 1991, Military Personnel Flights (formerlyCBPOs) at operational bases nationwide administered the inventory to all eli-gible DAFSC 458X2 personnel. Members eligible for the survey consisted of thetotal assigned 3-, 5-, and 7-skill level population, excluding the following:(1) hospitalized personnel; (2) personnel in transition for a permanent changeof station; (3) personnel retiring during the time inventories were adminis-tered to the field; and (4) personnel in their jobs less than 6 weeks. Parti-cipants were selected from a computer-generated mailing list obtained frompersonnel data tapes maintained by the Human Resources Directorate, ArmstrongLaboratory, Brooks AFB TX.

Each individual who completed the inventory first filled in anidentification and biographical information section, then identified each taskthey performed in their current job by placing a checkmark by those tasks.After identifying all tasks performed, each individual rated each task on a9-point scale showing relative time spent on that task compared to all othertasks identified. Ratings ranged from I (very small amount time spent)through 5 (about average time spent) to 9 (very large amount spent).

To determine relative time spent for each task identified by arespondent, all the incumbent's ratings are assumed to account for 100 percentof that member's time spent on the job and are summed. Each task rating isthen divided by the total number of task ratings and multiplied by 100 to pro-vide a relative percentage of time for each ta~k. This procedure provides abasis for comparing tasks in terms of both percent members performing andaverage percentage of time spent on a particular task.

Survey Sample

Personnel participating in this survey were selected to ensure anaccurate representation across MAJCOMs and paygrades. Table 1 reflectsdistribution percentages assigned to AFSC 458X2 personnel, by MAJCOM, as ofMay 1991. The 3,102 respondents in the final sample represent 71 percent of

all assigned AFSC 458X2 personnel. Table 2 reflects distribution percentagesby paygrade. As shown by both tables, the survey sample accurately reflectsan overall AFSC 458X2 population.

Task Factor Administration

Job descriptions alone do not provide sufficient data for makingdecisions concerning career ladder documents or training programs. Task fac-tor information is required for a complete analysis of the career ladder. Toobtain required task factor data, selected senior AFSC 458X2 personnel (gener-ally E-6 or E-7 technicians or supervisors) also completed a second bookletfor either training emphasis or task difficulty. These booklets were proc-essed separately from the job inventories. Information obtained is used in anumber of different analyses discussed in more detail within this report.

Task Difficulty (TD). TO is defined as the amount of time the averageperson needs to lear'. and perform a task successfully. Seventy-five experi-enced 7-skill level personnel stationed worldwide completed a TD booklet andwere asked to rate the relative difficulty of all inventory tasks on a 9-pointscale (from extremely low to extremely high). Interrater reliability was cal-culated and found acceptable. Ratings are standardized so tasks have an aver-age difficulty rating of 5.00, with a standard deviation of 1.00.

Training Emphasis (TE). TE is defined as the amount of structuredtraining first-enlistment personnel need to perform tasks successfully.Structured training is defined as training provided by resident technicalschools, field training detachments, mobile training teams, formal on-the-jobtraining (OJT), or any other organized training method. Data were collectedindependently from 75 experienced 7-skill level personnel stationed worldwide.Individuals completing TE booklets were asked to rate tasks on a 10-pointscale from no training required (0) to an extremely high amount of TE (10).

As with TO ratings, interrater reliability was also acceptable. In thisspecialty, the average TE is rated at 2.78, with a standard deviation of 1.51.Any task with the rating of 4.29 or greater is considered to have a high TE.As was discussed in the TO section abnve, TE data may also be used to rankorder tasks, indicating those tasks senior NCOs in the field consider the mostimportant for first-term airmen to be trained to perform.

When used in conjunction with the primary criterion of percent membersperforming, TO and TE ratings can provide insight into first-term personneltraining requirements. Such insights may suggest a need for lengthening orshortening portions of instruction supporting AFS entry-level jobs.

SPECIALTY JOBS(Career Ladder Structure)

Each USAF Occupational Analysis begins with an examination of the careerladder structure. The structure of jobs within the Aircraft Structural Main-tenance career ladder was examined on the basis of similarity of tasks per-formed and the relative percent of time spent on these tasks provided by jobincumbents, independent of other specialty background factors.

Each individual in the sample performs a set of tasks called a job. Anautomated clustering program identifies individual jobs with similar patternsof work and groups them into successively larger groups. This hierarchicalgrouping program is a basic part of the Comprehensive Occupational Data Analy-sis Program system for job analysis. Each individual job description (all thetasks performed by that individual and the relative amount of time spent onthose tasks) in the sample is compared to every other job description in thesample. The automated system locates the two job descriptions with the mostsimilar tasks and percent time ratings and combines them to form a group jobdescription. In successive stages, the system adds new members to initialgroups, or forms new groups based on the similarity of tasks performed andsimilar time ratings in the individual job descriptions.

The basic identifying group used in the hierarchical job structuringprocess is the job type. When there is- a substantial degree of similaritybetween job types, they are grouped together and identified as a cluster. Aspecialized job type too dissimilar to fit within a cluster is labeled anindependent job type (IJT). The job structure resulting from this groupingprocess (the various jobs within the career ladder) can be used to evaluatethe accuracy of career ladder documents (AFR 39-1 Specialty Descriptions andSTSs) and to gain a better understanding of current utilization patterns. Theabove terminology is used in the discussion of the AFSC 458X2 career ladderstructure.

Overview of Specialtv Jobs

Based on the similarity of tasks performed and the amount of time spentperforming each task, four clusters and two IJTs were identified within thesurvey sample. Figure 1 illustrates the division of jobs performed by AFSC458X2 personnel. A listing of these jobs is provided below.

Table 3 presents the relative time spent by respondents in each duty foreach job. The stage (STG) number shown beside each title references computer-printed information; the letter ("N") stands for the number of personnel ineach group.

Respondents forming these groups account for 89 percent of the surveysample. The remaining 11 percent were performing tasks or series of taskswhich did not group with any of the defined jobs. Examples include: dormi-tory management, repairing, fabricating metal parts, maintaining tubing and/ortubing assemblies, QA for missiles, and Technical School InstructorEvaluators.

Table 4 highlights selected background information, such as DAFSC andpaygrade distributions across each group, average months in service (TAFMS),and average number of tasks performed. For example, Table 4 shows the QualityAssurance cluster has 29 members who have an average TAFMS of 152 months andperform an average of 95 tasks.

Group Descriptions

The following paragraphs contain brief descriptions of the six jobsidentified through the career ladder structure analysis. Appendix A listsrepresentative tasks for each group.

I. AIRCRAFT STRUCTURAL MAINTENANCE AND REPAIR CLUSTER (STG140,N=1.9711. This is the core job within the Aircraft Structural Maintenancecareer ladder. Almost three quarters of all 3- and 5-skill level members formthis job. Representing 63.5 percent of the survey sample, members with thiscore job perform an average of 228 tasks. They spend 32 percent of their dutytime preparing, modifying, and fabricating metal parts and assemblies of air-frame structures, and installing and removing fasteners. This includesforming/trimming metal patches, working with swage, aircraft cables/assemblies, and aircraft skin repairs. Typical tasks performed by members inthis cluster include:

Two job variations occur within this cluster. In one, members spend moretime with metal bonded and fiberglass honeycomb core repair tasks and tasksrelating to aircraft cables and cable assemblies. In the other variation,members focus on cutting/trimming sheet metal and performing aircraft skinrepair tasks.

II. CORROSION CONTROL CLUSTER (STG126, N=477). These jobs are performedby the second largest number of respondents. Comprising 15.4 percent of thesurvey sample, incumbents perform an average of 169 tasks, a somewhat narrowerjob than seen in the previous cluster. Members in this cluster spend themajority of their duty time performing general aircraft structural mainte-nance, applying protective coatings, removing corrosion and protective coat-ings, and maintaining corrosion control equipment. Time spent on these dutiesis greater than for any other cluster. Representative tasks performed by mem-bers within this cluster include:

prepare surfaces using pneumatic sanderswipe down surfaces prior to paintingapply/remove masking materials to surfacesmix paintsprepare surfaces by hand-sandingprepare polyurethane coatings for application

Over half of the members with these jobs are in paygrades E-1 throughE-4, with one-third serving in their first enlistment. Although this clus-ter's primary responsibility is corrosion control, variations occurred asincumbents reported primary duties focused on preparing aircraft and equipmentfor painting, supervising, inspecting aircraft and equipment for corrosion andcorrosion instruction (Tech School).

III. QUALITY ASSURANCE (QAI IJT (STG498, N29). The responsibilities ofQA include inspecting, evaluating, performing general aircraft, support equip-ment, missile inspections, and general administrative and supply activities.These duties account for 53 percent of these respondents' job time. Incum-bents perform an average of 95 tasks, suggesting a very narrowly focused job.Over 93 percent of the respondents perform the following typical tasks:

inspect shop maintenance activitiesinspect flightline maintenance activitiesevaluate personnel for compliance with performance standards

or technical ordersinspect installed rivets for structural deformitiesinspect installed mechanical-lock blind rivets

QA is a mid-level to senior NCO level job performed by personnel inpaygrades E-5, E-6, and E-7. Virtually all members hold a 7-skill level.

Members with this job teach only the airframeand not corrosion control aspects of the career ladder. Common tasks per-formed by members in this job include:

Over 90 percent of the personnel within this job are in paygrades E-5 andE-6, who perform an average of 85 tasks dealing with classroom instruction.

V. SUPERVISORY CLUSTER (STG098, N=219). Representing 7.1 percent ofthe survey sample, personnel in this job spend 78 percent of their duty timeperforming various supervisory responsibilities, while the remaining 12 per-cent is spent on technical tasks. Duty title variations in this groupingoccurred with respondents identifying their specific job as either Superin-tendent (N=21), Branch Chief or Shop Chief (N=111), or Flightline NCOIC, ShiftLeader/Crew Leader (N=18). Members perform an average of 121 tasks involvingtraditional supervisory activities of counseling, assigning work, and evaluat-ing performance. Typical tasks for this group include:

This job is performed by more senior personnel. There are no first-termairmen assigned, and only 4 percent had less than 10 years TAFMS. In fact,average TAFMS for this job is 190 months with an average of 172 months' timein the career ladder.

VI. TOOL CRIB/BENCH STOCK SUPPLY CLUSTER (STG268, N-52. Representing1.7 percent of the survey sample, members performing this job spend 61 percentof their duty time performing general administrative and supply activities.Members in this job reported performing tasks related only to supply activi-ties. This includes establishing bench stock requirements, maintaining

records, inventory, stock rotation, and coordinating/obtaining parts from basesupply. Illustrating the narrow focus of this job, members performed an aver-age of only 70 tasks. Typical supply tasks performed by personnel in the sup-ply job include:

inventory composite tool kits (CTKs)maintaining tool cribs or CTKsmaintain benchstock parts or equipment levelsissue equipment and suppliesinventory tools, equipment, or supplies, other than CTKscomplete AF Forms 2005 (Issue/Turn in Request)

Members in this job report an average TAFMS of 126 months, average timein the career ladder of 109 months, and only 8 percent of the respondents arein their first enlistment.

Comparison of Current Group Descriptions to Previous Study

The results of the specialty job analysis were not compared to anyprevious OSRs. The most recent analysis for the career ladder was conductedprior to the creation of AFSC 458X2 under Rivet Workforce.

ANALYSIS OF DAFSC GROUPS

An analysis of DAFSC groups, in conjunction with the analysis of thecareer ladder structure, is an important part of each occupational survey.The DAFSC analysis identifies differences in tasks performed at the variousskill levels. This information may be used to evaluate how well career ladderdocuments, such as AFR 39-1 Specialty Descriptions and the STS, reflect whatcareer ladder personnel are actually doing in the field. Nine-skill level andCEM-code personnel in the AFSC 458X2 career ladder were not surveyed and arenot discussed in this report.

The distribution of skill-level groups across the career ladder jobs isdisplayed in Table 5, while Table 6 offers another perspective by displayingpercent time spent on each duty across the skill-level groups. Table 5 showsmost of the 3-skill level members are assigned to the Aircraft StructuralMaintenance job with a small percentage assigned to Corrosion Control. Five-skill level members begin to perform supervisory tasks, and 7-skill level per-sonnel are found performing fewer technical and more supervisory jobs. Table6 also reflects a typical pattern of progression within the career ladder,with personnel at the 3-skill level spending most of their time on technicaltasks. More relative time is spent on duties involving supervisory, manage-rial, and administrative tasks (Duties A, B, C, D, and E) as they move upwardto the 5- and 7-skill levels. Noted here is the fact the 3- and 5-skill levelmembers have an 85 percent overlap in tasks performed.

Skill-Level Descriptions

DAFSC 45832. The 568 airmen in the 3-skill level group represent 18.3 percentof the survey sample. As shown in Table 5, 71 percent of these airmen are inthe Aircraft Structural Maintenance cluster. They spend approximately half oftheir time performing general aircraft structural maintenance, applying pro-tective coatings, repairing, modifying, and fabricating metal parts and assem-blies of air frame structures, and installing/removing fasteners (see Table6). Comparative data between skill levels show an 85 percent time spent over-lap on common technical tasks being performed.

Examples of tasks likely to be performed by 3-skill level personnelinclude: drilling and countersinking fastener holes, cutting rivets, or pre-paring surfaces of aircraft and support equipment for painting. Table 7 dis-plays selected representative tasks performed by a majority of these airmen.

DAFSC 45852. The 1,452 airmen in the 5-skill level group represent 47 percentof the total survey sample. Table 6 shows that 5-skill level personnel spend13 percent of their relative job time performing duties which involve supervi-sory, managerial, training, and administrative tasks. The remaining 87 per-cent is spent on a broad range of technical duties comparable to thoseperformed by 3-skill level personnel. Representative tasks performed by5-skill level incumbents are listed in Table 8.

Although 5-skill level personnel spend more than half of their job timeperforming technical duties, it is the percent of job time spent on supervi-sory functions that distinguishes them from 3-skill level specialists. Asstated in the AFSC 45832 duty description, there is a high percent overlap intechnical tasks performed by 3- and 5-skill levels. Only the supervisorytasks performed by the 5-skill level personnel distinguish them from theirjunior counterparts.

DAFSC 41170A. Seven-skill level personnel represent 35 percent of the surveysample. Table 6 shows 42 percent of their relative job time is spent on tasksin supervisory, managerial, training, and administrative duties (nearly threetimes that of 5-skill level personnel). The remainder of their time is dedi-cated to technical duties. Representative tasks are presented in Table 9.

Tasks which best distinguish 7-skill level personnel from their juniorcounterparts are presented in Table 10. As expected, the key difference is amuch greater emphasis on supervisory functions for 7-skill level airmen, asshown by the higher percentages of 7-skill respondents performing supervisorytasks listed in the lower half of the table.

Summary

Normal career ladder progression within the AFSC 458X2 career ladder isevident, with personnel at the 3-skill level spending the vast majority oftheir job time performing technical tasks and performing the core jobs of theAircraft Structural Maintenance cluster. A moderate shift towards supervisoryfunctions occurs at the 5-skill level, with members still spending more than

87 percent of their duty time performing technical functions. Personnel atthe 7-skill level primarily perform supervisory functions, although a smallpercentage of their time is still spent on technical duties. These incumbentsalso perform the supervisory and quality assurance functions for this careerladder.

ANALYSIS OF AFR 39-1 SPECIALTY DESCRIPTIONS

Survey data were compared to the AFR 39-1 Specialty Descriptions forAircraft Structural Maintenance Specialists and Technicians, dated 15 March1991, effective 30 April 1991. The descriptions for the 3-, 5-, and 7-skilllevels were generally accurate, depicting the highly technical aspects of thejob, as well as the increase in supervisory responsibilities previouslydescribed in the DAFSC analysis. The descriptions also capture the primaryresponsibilities of members in the six jobs identified by the job structureanalysis process.

TRAINING ANALYSIS

Occupational survey data are sources of information which can be used toassist in the development of relevant training programs for entry-level per-sonnel. Factors used to evaluate entry-level Missile Systems Maintenancetraining include jobs performed by first-enlistment personnel, overall distri-bution of first-enlistment personnel across career ladder jobs, percentfirst-job (1-24 month TAFMS) and first-enlistment (1-48 months TAFMS) membersperforming specific tasks or using specific equipment items, ratings of howmuch training emphasis tasks should receive in formal training, and ratings ofrelative training difficulty.

First-Enlistment Personnel

In this study, there are 1,040 members in their first enlistment (1-48months TAFMS), representing 34 percent of the survey sample. Jobs they per-form are displayed in Figure 2. As displayed in Table 11, approximately 94percent of their duty time is devoted to technical task performance, themajority of which is contained in four duties: performing general aircraftstructural maintenance; applying protective coatings; repairing, modifying,and fabricating metal parts and assemblies of airframe structures; andinstalling and removing fasteners. As shown in Table 5, the vast majority offirst-term personnel are involved in day-to-day aircraft structural mainte-nance or corrosion control activities. Table 12 displays typical examples ofcommon tasks performed by first-enlistment personnel. Examples include:drill/countersink fastener holes, prepare surfaces using pneumatic sanders,cut rivets, and prepare surfaces by hand sanding. Table 13 displays equipmentitems used by 30 percent or more of first-job or first-enlistment personnel.

These items, such as abrasive discs, countersinks, flashlights, hammers,pneumatic sanders, straight edges, or tube benders are related to performingthe typical technical jobs or related tasks listed in Table 12.

Within the groups identified in the SPECIALTY JOBS section of thisreport, first-term personnel were present in three of the six jobs: AircraftStructural Maintenance and Repair, Corrosion Control, and Tool Crib/BenchStock Supply. Tables 13 through 18 provide examples of equipment, tools, mate-rials, type of blasting facility, booth, or cabinet, primary means of strip-ping aircraft parts, sealing jobs, special fasteners, and chemicals used by 30percent or more of the first-enlistment personnel.

Training Emphasis and Task Difficulty Data

TE and TD data are secondary factors that can help training developmentpersonnel decide which entry-level tasks to emphasize. These ratings, basedon the judgments of senior career ladder NCOs at operational units, providetraining personnel with a rank-ordering of those tasks considered importantfor first-term airman training (TE) and a measure of the difficulty of thosetasks (TD). When combined with data on the percentages of first-enlistmentpersonnel performing tasks, comparisons can be made to determine if trainingadjustments are necessary. For example, tasks receiving high ratings on bothtask factors (TE and TO), accompanied by moderate to high percentages perform-ing, may warrant resident training. Those tasks receiving high task factorratings, but low percentages performing, may be more appropriately planned forOJT programs within the career ladder. Low task factor ratings may highlighttasks best omitted from training for first-term personnel, but this decisionmust be weighed against percentages of personnel performing the tasks, commandconcerns, and criticality of the tasks.

To help in this determination, an Automated Training Indicator (ATI) isdetermined for each task in the inventory. ATI combines first-enlistment per-cent members performing with TE and TO data to identify training decisionsbased on a decision logic table contained in ATCR 52-22, Atch 1. The ATI isnumbered 1 to 18, with an 18 being the highest level of training indicated.An ATI of 7 or less may lead to a training decision of OJT only. To illus-trate how the ATI is used, if a task has received high TE and TO ratings, andalso has a high percentage of first-term members performing, then a high ATIrating is assigned to the task. With a high ATI rating, strong recommenda-tions can be made to emphasize training the task in a resident trainingcourse.

Examples of tasks having the highest TE and TO ratings are listed inTable 19. Included for each task are the percentage of first-job and first-enlistment personnel performing. As illustrated in the table, most of thesetasks pertain to areas where first-enlistment personnel spend the majority oftheir duty time, e.g., repairing, modifying, and fabricating metal parts andassemblies of airframe structures and installing and removing fasteners.

Table 20 lists examples of tasks having the highest TD ratings.Percentages of first-job and first-enlistment, 5-, and 7-skill level personnelperforming, and TE rating are also included for each task. Most tasks listedin Table 20 are of supervisory and technical nature, and DAFSC 45832 and 45852personnel spend relatively little time performing them. Most have very low TEratings, indicating these tasks are not appropriate for structured training.

Various lists of tasks, accompanied by TE and TO ratings, are containedin the TRAINING EXTRACT package and should be reviewed in detail by trainingdevelopment personnel. For a more detailed explanation of TE and TD ratings,see Task Factor Administration in the SURVEY METHODOLOGY section of thisreport.

Specialty Traininq Standard (STS)

A comprehensive review of the STS was made by comparing survey data toSTS elements. Technical school personnel from both the Chanute and SheppardTraining Centers matched job inventory tasks to appropriate STS sections andsubsections. A complete computer listing displaying the percent members per-forming tasks, TE and TO ratings for each task, along with the STS matchings,has been forwarded to the technical school for further review of trainingdocuments.

Typically, tasks which have sufficiently high TE and TO ratings, and areperformed by at least 20 percent of personnel in appropriate experience orskill-level groups (such as first-enlistment or 1-48 months TAFMS, and 5- and7-skill level groups), should be considered for inclusion in the STS. Like-wise, tasks with less than 20 percent performing in all of these groups shouldbe considered for deletion from the STS. Nineteen (19) line items with a highTE or high TO were noted among 164 line items not referenced in the STS match.A sample of these items is in Table 21, along with the accompanying job inven-tory task and survey data. Areas noted include the corrosion control program,identifying various aircraft components, classifying damage, and working withplastics. Training personnel and SMEs should review these areas to determineif inclusion in future revisions to the STS is warranted.

Tasks not matched to any element of the STS are listed at the end of theSTS computer listing. These were reviewed to determine if there were anytasks concentrated around any particular functions or jobs. Tasks not sup-ported were found under 11 of the 25 duty headings (3 supervisory/8 techni-cal). Only seven of the items had a moderate to high ATI (above seven). Allother task items had a low training indicator (below 7), and 34 of the taskswere not being performed by first-job/first-enlistment personnel. Of the 167tasks not referenced to the STS, 13 were managerial or supervisory in natureand are not normally matched to an STS.

Examples of technical tasks performed by at least 20 percent of STStarget group respondents, but which are not referenced to any STS element, aredisplayed in Table 22. Training personnel and SMEs should review these andother unreferenced tasks to determine STS inclusion.

Plan of Instruction (POI)

Job inventory tasks were matched to related training objectives in POIJ3AQR45832-O01, dated 9 June 1992, by technical school SMEs.

The method employed was similar to that of the STS analysis. The dataexamined included percent members performing data for first-job and first-enlistment (1-48 months TAFMS) personnel, and TE and TD ratings. ATI ratingsfor each task were also used.

POI learning objectives were compared to the standard set forth inAttachment 1, ATCR 52-22, dated 17 February 1989 (30 percent or more of thecriterion first-enlistment group performing tasks trained, along with suffi-ciently high TE and TD ratings on those tasks). By this guidance, taskstrained in the course which do not meet these criteria should be consideredfor elimination from the formal course.

A review of tasks matched to the POI revealed that one learningobjective, II 4a, dealing with identifying facts about control surface balanc-ing was not supported by OSR data. This item is listed on Table 23, alongwith the accompanying job inventory task and survey data.

Thirty-six technical tasks with a high TE, performed by over 30 percentof first-enlistment personnel, were not matched to the POI. Tasks not matchedinclude duties of general aircraft maintenance, general aircraft, supportequipment, missile inspections, applying protective coatings, and repairing,modifying, and fabricating metal parts and assemblies of airframe structures.Examples of these tasks with survey data are listed in Table 24. Trainingpersonnel and SMEs should review these and other unreferenced tasks to deter-mine if training should be provided in the formal course.

JOB SATISFACTION ANALYSIS

An examination of job satisfaction indicators can give career laddermanagers a better understanding of factors that may affect the job performanceof career ladder airmen. Therefore, the survey booklet included attitudequestions covering job interest, perceived utilization of talents and train-ing, sense of accomplishment from work, and reenlistment intentions. Theresponses of the current survey sample were then analyzed and compared tosimilar maintenance career ladders.

Table 25 provides job satisfaction indicators for the AFSC 458X2 careerladder and compares first-enlistment (1-48 months TAFMS), second-enlistment(49-96 months TAFMS), and career (97+ months TAFMS) group data for the currentAFSC 458X2 career ladder with similar maintenance career ladders. Data indi-cate a high degree of job interest across all 458X2 TAFMS and job groups.When compared to the first-enlistment group, there was a slight decline inperceived use of talents in the second-enlistment (49-96 month) category and a

further decline in the career (97+ months) TAFMS group. The perceived use oftraining remained high among all groups. In general, job interest, use oftalents, use of training, and sense of job accomplishment are high.

Table 26 compares job satisfaction indicators across career ladder jobs.Comparison data were relatively stable in all the indicators for the threecomparison groups. Overall, satisfaction for all three TAFMS groups is rela-tively high, as reflected by the high sense of job accomplishment and reen-listment intentions of each group. The percentages of positive responses inthese comparisons show a career ladder where personnel appear to be quite sat-isfied with their jobs.

Table 27 presents job satisfaction data for the major jobs identified inthe current career ladder structure for AFSC 458X2 and compares data to thecareer ladder prior to the October 1989 merger. An examination of these datacan reveal the influences of performing certain jobs on overall job satisfac-tion. Job satisfaction indicators for the specialty job groups suggest thatmembers of the current Bench Stock/Tool Crib/Supply cluster are most satis-fied. Among all other jobs, satisfaction was very high. The supervisorycluster indicated a high degree of job interest, but data reflected a dramaticdrop in perceived use of talents. This was the only job reflecting a largedrop in this category. Overall, all members reflected a high sense of accom-plishment from their job, and reenlistment intentions remained steadily high.When compared to data prior to the AFSC merger, all job satisfaction areasshowed an increase leading to the conclusion that members are more satisfiedwith their jobs now than prior to the merger.

IMPLICATIONS

As explained in the INTRODUCTION, this survey was conducted primarily toprovide training personnel with current information on the Aircraft StructuralMaintenance career ladder for use in reviewing current training programs andtraining documents. The present classification structure, as described by theAFR 39-1 Specialty Descriptions, accurately portrays the jobs in this spe-cialty. Data support the notion that this Rivet Workforce merger is working.

Analysis of career ladder documents indicates both the STS and POIcontain a number of unsupported line items and learning objectives. Theunsupported areas in both documents appear to be closely related since theyfocus on general aircraft structural maintenance and corrosion control andshould be reviewed to determine if their inclusion in future revisions ofthese documents is warranted.

No serious job satisfaction problems appear to exist within thisspecialty. Overall, job satisfaction responses were almost all high, comparedto a sample of similar Air Force personnel surveyed in 1992.
