Wills can be crucial to the heirs of low-income families. Often theonly substantial asset is a family home. With no will, clearing title tothe family home may be financially impossible for the heirs. Paul’sstory illustrates what can happen with no will.
Paul was brought to legal aid by his son because he was about tolose his home over $3,000 in unpaid property taxes. Paul was in awheelchair and suffered from physical as well as mild intellectualdisabilities but was still able to live independently. He was living inthe family home that had been purchased and fully paid for by hismaternal grandmother. Paul and his mother had lived in the homewhen he was growing up, and Paul had continued to live thereindependently after his mother died. Unfortunately, his grandmotherand mother could not afford an attorney to help with end-of-lifeplanning. Both died without a will, so there was no record of whoshould get the family home.

The Texas Access to Justice Commission has taken an activerole in working with Congress and our state Legislature tosecure and increase funding for legal services for thepoorest of Texans and to promote other legislation thatincreases access to justice.
The commission’s Legislative Committee met on Jan. 9,2014, to start preparing for the 84th Session of the TexasLegislature that will begin in January 2015. The committeebegan planning its efforts to meet with members of thelegislature between now and the beginning of the session.Representatives from the legal aid community, ourcommissioners, members of our legislative Committee, andat times our Advisory Committee will be meeting withrepresentatives and senators in their home districts beforethe start of the legislative session to raise awareness aboutaccess to justice issues and garner support for providingneeded legal services for the poor.

New fellowship launched to build healthcare expertise among civil legal aid leaders
The commission will host its annual Champions of JusticeGala Benefiting Veterans Tuesday, May 13, 2014. Thegala raises funds for legal aid providers that help veteransfacing legal issues.
The event will feature guest speaker Dr. Laura Marsh, agifted neuropsychiatrist and research scientist, who is chiefof mental health care services at the Michael E. DeBakeyVA in Houston. The DeBakey VA has one of the largest,most innovative, and most effective “wrap around”psychiatric programs in America. Dr. Marsh will shareinformation on the psychosocial and psychiatric issuesfaced by veterans, many of whom are legal aid clients, aswell as specific innovations the VA has made in helpingveterans integrate back into civilian life from militaryservice.
