In the midst of a very busy time here in City Hall, Im excited to sharewith you my latest newsletter.

Recent headlines have been full of talk about the Warriors coming toSan Francisco and the 49ers leavingdiscussions and negotiations

which I have been deeply involved in. In terms of legislation, monthsof work has paid off as I recently introduced a number of new piecesof legislation, including a small business jobs bill, as well as legislationto improve and extend our Citys film rebate program, both of which

will be voted on at the Board in the upcoming months. My condoconversion legislation that I previously mentioned is also in its finalstages of drafting and should be introduced within weeks.

District 2 in particular has been busy with a number of big projects, including the Presidio Parkway/Doyle Drive replacement, as well asdiscussions with CPMC over their plans to build a new hospital onCathedral Hill. The ultimate vote on CPMC should happen thissummer. Our district will continue to remain active through thesummer as we ramp up for the Americas Cup races in August, and getready for Fleet Week once again in early October.

My office will continue to be very active and engaged in our neighborhoods throughout the summerif youhave any questions please feel free to reach out to my office anytime - contact information for my office isdirectly below.

    49ers

As a long-time 49ers season ticket holder and die-hard fan, for the last 12months I have been working with Mayor Ed Lee and team owner Jed

York to see if there was any possibility to keep the 49ers in SanFrancisco. Unfortunately that ship had sailed long before I took office,

so my goals has been to protect the City financially, and to preserve apartnership between the City and the team, as they prepare to move to

their new stadium in Santa Clara. After months of intense negotiations, I introduced a lease amendment forthe 49ers at Candlestick outlining a mutually beneficial agreement with the San Francisco 49ers and the City.Currently, the 49ers contract to play at Candlestick Park extends through the 2014 season until early 2015.In light of the groundbreaking on the stadium in Santa Clara and their anticipated construction timetable, thelease agreement gives the 49ers an option to leave Candlestick a year early. In consideration for the option toleave one year early, the City gains the following:

$1 million for the Recreation and Park Budget (whether or not the option is exercised) If the option is exercised, the Recreation and Park Department will be made whole on any

anticipated revenues that they would have received during the 2015 season

Current Candlestick employees will be offered jobs at the new stadium in Santa Clara Most importantly, San Francisco will partner as the lead city with the 49ers to bring a Super Bowl to

San Francisco and the new stadium as early as 2016, which will bring hundreds of millions of dollars ofeconomic activity to our City.

More than anything I do not want to see the San Francisco 49ers leave our city, but I wholeheartedly believethis new agreement protects San Francisco and maintains a solid relationship with the team and will bring anincredible amount of economic activity to San Francisco as the host city for the next Bay Area Super Bowl.

Small Business Jobs BillOne of the first things I did when I got to City Hall was meet with ourCitys economist to figure out how we can put people back to work. As

we saw last year, the City gave big companies, such as Twitter, incentivesto stay in San Francisco through payroll tax exemptions. Iwholeheartedly supported those efforts as they were necessary foreconomic growth and for job stimulation, but I knew we needed to domore.

After working with small business owners across many neighborhoods in San Francisco and our economist, Iintroduced a bill on April 17th to create small business jobs in San Francisco by permitting a limited payrolltax incentive for small businesses. The exemption will allow small businesses with a payroll under $500,000to expand their payroll by $250,000 absent San Francisco's 1.5% payroll tax. I'm thrilled that six of mycolleagues have signed on including Supervisors David Campos, Carmen Chu, Malia Cohen, Sean Elsbernd,Eric Mar and Scott Wiener as co-sponsors. I've always said that small businesses are the heart and soul ofour neighborhoods in San Francisco. It is estimated that this legislation will create hundreds of jobs by

removing barriers to small business expansion. This legislation will take approximately two to three monthsto get through the legislative process before it becomes law. We will keep you posted on its progress.

Film Rebate ProgramOn April 24, 2012, I introduced legislation to extend the Scene in SanFrancisco film rebate program building on my legislation to draw morefilm production to San Francisco. A robust local film industry not onlybrings jobs to our economy, but also creates more opportunities toshowcase our incredible city to the big screen. The legislation will add $2

agreement to host the Americas Cup sailing race, and we can now officially look forward to one of the mostspectacular sporting events in history. The races will be incredible for our City and for District 2 and they

will bring San Francisco to the world.

For the first time since 1992, the Americas Cup races will be broadcast on network television by NBC. In2012 (just a few months away), the Americas Cup World Series races will take place in the San Francisco Bay

from August 21-26 and then again from October 4-7 which also coincides with Fleet Week. We are workinghard behind the scenes to make sure all the issues that pertain to crowds are addressed in advance. Racingfor the Louis Vuitton Cup (theAmericas Cup Challenger Series) will take place in July and August of 2013.

The winner of the Louis Vuitton Cup will challenge defending championORACLE Racing Teamcommencing on Saturday, September 7-22, 2013. My office continues to focus on how the races are going toaffect District 2 and will provide updates as we get closer to event.

Ranked Choice Voting (RCV) Charter AmendmentOn March 6, 2012, I introduced a charter amendment with five of mycolleagues for the November election to repeal ranked-choice voting forcitywide elections in San Francisco. The charter amendment will return SanFranciscos election system to the more democratic run-off process for citywide

offices including Mayor, District Attorney, Sheriff, City Attorney, Treasurer,Assessor-Recorder and Public Defender.

Although I would have preferred to eliminate ranked-choice voting for all SanFrancisco elections - which includes Supervisorial electionsmy original version did not have the necessarysupport to make it to the ballot. However, I am pleased that six members of the Board of Supervisors havecome together to eliminate RCV for city-wide elections. Over the next several months, I will be working withmy colleagues to place this charter amendment on the November ballot. It will take a vote of the people torepeal ranked-choice voting for city-wide offices and to reinstate a top-two run-off. Stay tunes.

Hearing on the Citys Real Estate Management PoliciesEarlier this year, I asked our Budget & Legislative Analysts Office toreview the Citys general property management policies. The report

described the Citys management of its real estate as dysfunctional, incomplete and inaccurate, with numerous errors and misclassifications.

The report also revealed that San Francisco has failed to do anything with13 of 15 properties that were listed as surplus property in 2004. There area total of 597 properties overseen by city departments, including 42

buildings previously identified as surplus and at least another 26 that could be considered surplus. Theresults of the reports are concerning at best. Thus I called for a hearing to get to the bottom of this. To havedozens of potential properties lying around vacant is irresponsible and we need to fix the problem. I lookforward to a hearing at the Government Audit & Oversight Committee in late June.

    DISTRICT 2 UPDATE

Golden Gate Bridge 75thAnniversaryThe Golden Gate Bridge is turning 75 this year, and people from allover the world are going to descend on San Francisco, and District 2in particular, to celebrate the bridges historic birthday. To mark theBridges anniversary, organizers are putting the finishing touches onthe official Golden Gate Bridge Festival, which is going to take placeover Memorial Day weekendspecifically, Sunday, May 27th.

    5/20

Starting at 11:00am and concluding with a grand finale and fireworks show at 9:30 pm., the festival will becentered at Crissy Field and along the Marina Green, so Marina residents should get prepared for a busy

    weekend!

The festival itself is going to include a number of elements, including music and dance performances, artinstallations, historical exhibits, classic car and boat displays, and a ton of other family-friendly activities

which I was excited to hear about. This entire festival is free, and from what I have heard in my meetingswith the organizers, this is one birthday party that you dont want to miss!

Yet, all of us who live in District 2 also appreciate the logistical challenges that come when a popular publicevent subsumes the Marina and the surrounding area. While festival activities will be staged over four milesalong the waterfront to help disperse crowds, we can fully expect that our neighborhoods, and in particularthe Marina, will be highly impacted by traffic and people during the day-long event, and especially in thehours leading up to the fireworks show at 9:30 pm.

Thats why over the last year, I have met with many constituents and worked closely with the organizationsputting on the event, including the National Park Service, Golden Gate National Parks Conservancy and thePresidio Trust, along with leaders in City Hall including the Mayor and various department heads, to make

sure neighborhood considerations within District 2 have been taken into account in the festival planning. Asa result of ongoing, close collaboration between local, state and federal authorities and festival organizers, wehave a strong plan in place for the festival, that will ensure a safe, accessible and enjoyable experience for allof us in District 2, and a waterfront celebration worthy of the Golden Gate Bridge itself.

So as a heads up before the event, here are a few items to keep in mind as you, your family and friends makeyour plans for Memorial Day weekend and Sunday, May 27:

Expect significant traffic congestion and delays throughout the City over the weekend, and all day onSunday. If you can avoid it, please dont drive on May 27th! As much as possible, please walk, bike, or use public transit to get to the Golden Gate BridgeFestival. Free bike parking will be offered at several locations. No public parking will be available on Sunday in the Presidio, Crissy Field, or Marina Green. ADAparking will remain open on a first-come, first-served basis. Note that unlike with 50th Anniversary celebration in 1987, there will be no Bridge Walk as part ofthe anniversary. Traffic on the Golden Gate Bridge will be interrupted only during the fireworks show onSunday night, while the east and west sidewalks will close to pedestrians and bicyclists at 7:00 pm. The Festival is a No Alcohol event. Transit planning is ongoing. As public transit options, schedules and routes are finalized, details willbe available athttp://www.goldengate.org/ggb75transit

Finally, it is important to emphasize that the 75th anniversary of the Golden Gate Bridge will live on longafter May 27th. As much as locals tend not to spend time in areas heavily trafficked by tourists, the GoldenGate Bridge has become an incredible destinationit boasts new and renovated visitor facilities, new exhibitsand guided tours, improved national park trails and overlooks on both sides of the span. Check out

www.goldengatebridge75.orgfor more information on the complete 75th Anniversary celebration, includingmany volunteer opportunities.

Were all lucky to live in San Francisco for so many reasons, and just like the 50th Anniversary celebration 25years ago, this 75th Anniversary celebration is going to be one of those uniquely San Francisco events youwont want to miss. So if you dont have plans to head out of town on Memorial Day weekend, I hope youwill join me and my entire family down on Crissy Field and the Marina Green on May 27th to celebrate theGolden Gate Bridge. Have a blast!

CPMC Moves ForwardOn April 10, Mayor Lee introduced a proposed developmentagreement with California Pacific Medical Center (CPMC) that

would allow CPMC to build two new state-of-the art, seismically safe

hospitals at Cathedral Hill and St. Lukes in the Mission. Theagreement includes commitments on health benefits for the poor(charity care), as well as money for affordable housing, neighborhood improvements, workforce development and transitissues.

The introduction of the development agreement and associated legislation made way for the PlanningCommission to hold an initial hearing on April 5th and then an approval hearing and environmental impactreport certification hearing to certify the Final EIR. The EIR was approved 5-1 by the Commissioners on

April 26th. We do expect an appeal of the EIR and the Conditional Use permits at the Board of Supervisorsin the next month or two.

Throughout this process, I have taken an active part in discussionswith both the Mayors Office and CPMCExecutives to ensure that any agreement represents the best possible outcome for San Francisco andespecially those in the neighborhoods where hospital construction will occur. Going forward, I will remainactive and support the plan that provides the best long-term solution for the City and District 2.

Redistricting Task Force UpdateRedistricting is now complete and the boundaries of District 2 have beenredrawn. The Redistricting Task Force was given the assignment ofredrawing the boundaries of all 11 districts so they are as equal inpopulation as possible. I felt strongly and advocated to keep theneighborhoods I represent, and have worked together collaboratively withover the last 15 months, in District 2all the way from Russian Hill to SeaCliff. The boundaries have not changed significantly thanks to all of you.

Thank you to everyone who testified at the Redistricting Task Forcemeetings to keep our neighborhoods whole and part of our larger

community in District 2. I look forward to representing and working hard for your neighborhoods as yourSupervisor in the coming years.

    Doyle DrivePresidio Parkway

In March I took a tour of the Doyle Drive project to see the constructions progress. The Presidio Parkwayproject will make a tremendous difference in San Francisco and especially for residents of District 2. Overthe next few months, the old Doyle Drive will be removed and traffic will be redirected to a new, safer

Not only will the project provide a safer roadwayand improve traffic issues but it will provide better views of the bay from the Presidio. For even moreinformation on how this project will benefit District 2, please watch this video, made with the help of ButchHaze, Maggie Alexandridis and Molly Graham.http://www.teedhaze.com/tv/GoldenGateBridgeDoyleDrive

Aside from the helicopter noise early in the morning, I was impressed with how seamless the closure of

Doyle Dr was over the weekend of April 27th. Monday April 30, 2012 at 4:30am my family and I were on aMUNI bus which made the inaugural trip across the new Presidio Parkway. The entire Presidio Parkway teamhas done an amazing job keeping people informed of the changes and opening the new bypass at the end of along weekend of heavy construction to beat the 5am deadline! Honoring Great Educators in the Catholic Education System at the BoardMay 1,2012

San Francisco is known not only for its high performing urban publicschool system but also for its strong Catholic education system. At themeeting of the Board of Supervisors on May 1st, I honored three

educators from Schools of the Sacred Heart who are moving on to newendeavors. Gordon Sharafinski built Stuart Hall High School from the

ground up and created an atmosphere for young men and their families in pursuit of a quality Catholiceducation. He led Stuart Hall until 2009, when the Board of Trustees asked him to lead all four schools atSchools of the Sacred Heart as Director of Schools. His leadership will be greatly missed.

Andrea Shurley has been the Head of Convent of the Sacred Heart High School since 2008. Prior to that, she served as the Academic Dean and an English Teacher at Stuart Hall High School from 2001 to 2008.

Andrea will be leaving the Bay Area at the end of the school year with her husband and son to move closer tofamily. We thank her for her contributions to the Catholic education system in San Francisco.

Sister Anne Wachter began working at Schools of the Sacred Heart in San Francisco since 1997. For the last

12 years, she has been Head of Convent of the Sacred Heart Elementary. Her positive, engaging style, passion and dedication to children and her ability to forge relationships with faculty, staff and parents makeher a natural leader. We are sorry to see her go but know that an exciting adventure awaits her as she hasbeen appointed Head Mistress of Sacred Heart School of Halifax, Nova Scotia in Canada.

I can't thank Gordon Sharafinski, Andrea Shurley and Sister Anne Wachter enough for serving the Schools ofthe Sacred Heart community with the utmost integrity, intellect and passion.

there. The group built on the momentum of the 2008 Park Bond and privately raised over $500,000 to date tocreate a world-class play area for children and families. We look forward to the Grand Opening in about ayear and enjoying the park with my children for many years to come.
