While Mrs. Sunny, the mayoress of the Sunny City, is having a nap, she is awakened by a phonecall. In usual, she would vent her biggest anger to the caller. However, this time, she hears a good news that makes her really happy and even wicked.

The caller was actually Dr. Hydra. He is a very famous scientist in the city. However, most of his invention are not helpful for positive thing but they always helped the growth of criminal or secret project. This time, he supposed a plan to his long-term partner, Mrs. Sunny again. A plan which would make a lot of money for both of them.
