Dear Resident,

As we enter spring and approach summer, it is time once again to get ready for a host of events and activities in Palmdale for the entire family to enjoy.

From the open air market-like atmosphere of our Thursday Night on the Square events and the enjoyable summer evenings listening to live music at the Palmdale Amphitheater, to the fun-filled moments at DryTown Water Park and a host of performing arts offerings at the Palmdale Playhouse, there is always something to do in Palmdale.

In addition, we have the finest shopping and dining opportunities in the entire region, from our east side businesses on the 47th St. East corridor, to our central Palmdale Boulevard restaurants and shops, to our Antelope Valley Mall/10th St. West destinations. We are indeed fortunate to live in a great City, where our crime rate is dropping

precipitously, and opportunities in aerospace and education abound.

Yet, the lifestyle we enjoy so much is being threatened by the State of California. Proposed legislation in Sacramento would eliminate all redevelopment agencies and put a halt to all the growth and progress we have seen through redevelopment.

Projects such as the new Palmdale Regional Medical Center, Antelope Valley Mall, senior housing, Palmdale Auto Mall, Macy’s, Palmdale Hybrid Power Plant, AERO Institute, Fairway Business Park and many, many others are the result of redevelopment. The unprecedented and unbelievable action for the State to eliminate redevelopment is a travesty. You, the residents, are the ones who paid your hard earned tax money to the redevelopment agency that is using that money on some very good and very important projects.

Instead of dealing with its fiscal problems by making cuts internally to staff or programs, the State of California intends to balance its budget on the backs of cities. They are proposing to abolish redevelopment agencies operated by California cities and counties and distribute the assets, which we believe is, in part, in retaliation for passing Proposition 22, which prohibited state lawmakers from taking money from redevelopment agencies to cover state budget deficits.

Many people indicated that they would be willing to pay for premier seating at City concerts. That is something we are looking into. To bring a nationally known group to perform is a very costly endeavor and in this economy not feasible. Perhaps through sponsorships and promoters, concerts with premium seats available will happen.

The Palmdale Playhouse is all about community. Its mission is to provide a place for the enjoyment of professional and community-based theatre, to offer an opportunity for the citizens of the Greater Antelope Valley to volunteer their time and talents to the arts, and to serve as a learning center for people of all ages and abilities to explore the many crafts that come under the umbrella of theatre. See pages 8 and 9 of this issue for all that the Playhouse has to offer in the upcoming months.

Yard House restaurant, a premium casual eatery known for its extensive menu, classic rock music, and world’s largest selection of draft beer, is slated to open aroundJuly 4, 2011 at the Antelope Valley Mall.

The Yard House will be located north of Claim Jumper Restaurant.Yard House features an extensive menu featuring over 130 items including appetizers,

salads, pastas, sandwiches, grilled burgers, individual-size pizzas, seafood, steaks and ribs, as well as a Kids Klub menu with a selection of healthy items for children. The lively environment is created by colorful abstract artwork, classic rock music and dozens of flat screens showcasing the day’s news and sporting events.

Each Yard House location features a center island bar and an endless fleet of tap handles ranging from classic lagers to more obscure ales. Guests can sip their favorite draft beer from the popular half yard, traditional pint or six pack sampler.

Planned Non-Operational Status Vehicles

Vehicles which are placed on Planned Non-Operational status (PNO) with the California DMV are subject to citation and may even be towed if left parked on city streets. California law requires vehicles to be currently registered if they are driven, towed, stored, or parked on public roads or highways. Non-operational means that the vehicle will not be driven, towed, stored, or parked on public roads or highways for the entire registration year. When a non-Operational status is set on the vehicle record, the registration expiration date is left unchanged. If at any time, the vehicle is operated or parked where it may be subject to citation, then full registration fees and penalties for that year become due, and the vehicle may be cited or towed for registration violations. “FOR SALE” VEHICLES ONCITY STREETS

Due to increasing complaints from residents, safety hazards, and impediments to mail delivery, trash collection and utility maintenance, display of “for sale” vehicles is no longer allowed on the frontage road adjacent to Ave. S between 25th St. East and 30th St. East. Yard House set for July Opening

Worksource Center Relocates

The South Valley WorkSource (SVWSC) Center has moved to its new location,38510 Sierra Highway, on the corner of Ave. Q-6.

The Center’s focus is to provide workforce development services to the community. Through a network of outside partners, the Center brings job seekers and employers together in one place. It is designed to reduce unemployment and underemployment by linking job applicants to appropriate careers, providing training in relevant skills and establishing a resource center whereby people can find new employment opportunities.

The location became available when the Youth Library was consolidatedinto the Main Library as part of the City’s cost reduction efforts to deal witha tough economy.

“This move doubles the available space for SVWSC as they work to connect employers and employees, andsaves money for the City that would have been expended on a lease,” said City Manager Steve Williams.

99 Cents Only and Superior GrocersCelebrate Grand Openings

Three more businesses have recently opened their doors in the center of Palmdale. In February, 99 Cents Only opened its newest location at 38360 20th St. East, with a giveaway extravaganza, offering nine flat screen LCD TVs for the first nine customers in line. A month later, and right next door, Superior Grocers opened its first Antelope Valley store. As part of the festivities, Superior donated $25,000 to Cactus Intermediate School.

Rally Kia Opens at Palmdale Auto Mall

The Rally Auto Group added a Kia dealership to its roster with a grand opening ceremony in March. Rally Kia joins Rally Buick, GMC, Cadillac and Hyundai. Other auto dealers in the Palmdale Auto Mall include Robertson’s Palmdale Honda, Antelope Valley Nissan, and Antelope Valley Volkswagen. The Palmdale Auto Mall boasts over 20 brands and over 3,000 cars to choose from. Palmdale Supercycle, located at 38910 Carriage Way, offers a wide selection of motorcycles.

On a daily basis, accredited agencies meet or exceed standards of performance in areas such as solid waste management, street/sewer repair and maintenance, engineering, building maintenance, storm water drainage, traffic safety, environmental services, and vehicle maintenance. In addition, Palmdale’s GIS and Injury/Illness programs were designated as model practices.

City Receives APWA Accreditation

The City of Palmdale’s Department of Public Works was awarded a prestigious American Public Works Association (APWA) Accreditation on January 7.

Palmdale became the seventh public works agency to achieve this award in California, along with the cities of Berkeley, Encinitas, Oakland, Thousand Oaks, and the City and County of San Francisco, as well as Contra Costa County. Palmdale is the first in Los Angeles County to be awarded accreditation.

“The City of Palmdale is to be congratulated on earning this APWA Accreditation,” said Ann Daniels, Director of Credentialing for APWA. “The staff is to be congratulated as well for their

Only “Safe and Sane” fireworks are allowed in Palmdale city limits except for the designated “No Fireworks Zone” where even “Safe and Sane” are illegal. The “No Fireworks Zone” includes the Anaverde housing development and anywhere south of the California Aqueduct, as well as neighborhoods located on the south side of Rancho Vista Boulevard along the following lines: beginning at the intersection of Rancho Vista Boulevard and 30th Street West, areas south and west of Rancho Vista Boulevard, north to Avenue N-8; south and west of Avenue N-8 from Rancho Vista Boulevard to 55th Street West; west of 55th Street West; and south from 55th Street West to 60th Street West (Godde Hill Road).

If you are unsure whether you live in the “No Fireworks Zone,” you may visit www.cityofpalmdale.org, click on the Fireworks map link, and enter your address. You may also contact the City’s Code Enforcement office at 661/267-5234 or the Public Safety Department at 661/267-5181 and staff will assist you.

Illegal fireworks are not allowed anywhere in Palmdale or the Antelope Valley. These are the type that explode or shoot up in the air and they are dangerous and cause a real threat to life and property.

There are hefty fines for using illegal fireworks or using fireworks in “No Fireworks Zones.” These fines begin with a $2,500 fine for a first offense, $5,000 for a second offense and $10,000 for a third offense.

Public safety expo

The Palmdale Sheriff’s Station, in cooperation with the City of Palmdale, Antelope Valley Mall, and the Los Angeles County Fire Department will host their annual Public Safety Expo on June 18 from 11 am to 3 pm in the parking lot and courtyard of the Antelope Valley Mall’s southern entrance.

The event showcases many different services and units such as search and rescue, safe moves city, traffic services, sheriff’s racing team, urban search and rescue unit, volunteer mounted unit, Palmdale station Explorer unit, Antelope Valley CERT, and many more.

• Always read directions and use common sense.• Have an adult present.• Use outdoors only — away from buildings,

vehicles, dry grass and other flammable objects. • Light one at a time, then move quickly away. • Keep others at a safe distance.• Never point or throw fireworks at another

person.• Never alter or take apart fireworks. • Do not give fireworks to young children under

any circumstances.• Have a bucket of water handy for emergencies

and for dousing misfired and spent fireworks. • Never attempt to relight or fix malfunctioning

fireworks.

To protect your pet on the Fourth of July, take these precautions:• Resist the urge to take your pet to fireworks

displays.• Keep your pets indoors at home in a sheltered,

quiet area. Leave a television or radio playing at normal volume to keep him company.

• Consult with your veterinarian before July 4th for ways to help alleviate the fear and anxiety your pet may experience during fireworks displays.

• Never leave pets outside unattended. In their fear, pets who normally wouldn’t leave the yard may escape and become lost, or become entangled in their chain, risking injury or death.

Landlord Training Class Coming this Summer

The City will hold a Landlord Training class session on June 22 and 29.Landlord Training classes are designed to train apartment managers and

owners in the most up-to-date laws and regulations on property management and are required for owners or managers of buildings wishing to acquire certification under the City of Palmdale’s Partners Against Crime program.

Personal Safety/Home Security Presentations for Seniors

Palmdale will host a Personal Safety and Home Security presentation for seniors Thursday, June 30 at 9:30 am at Legacy Commons for Active Seniors, located at 930 E. Ave. Q-9 in Palmdale. The presentation is free and open to the public.

The presentation will teach basic safety tips on home security, protecting your personal information while shopping, traveling safety and more.

Housing Rights Clinic

The City and the Housing Rights Center host a free walk-in housing rights

clinic on the third Thursday of each month from 1 to 4 pm in the City of

Palmdale’s development services building, 38250 Sierra Highway.

The clinics provide an opportunity for residents to ask questions and

receive answers about fair housing, rent increases, repairs and more.

National Neighborhood Watch Program

Night Out EventThe City of Palmdale’s Neighborhood Watch

Program will kick off National Night Out with a

special Public Safety Thursday Night on the Square

event on Thursday, July 28, from 5:30 to 9 pm in

Poncitlán Square, 38315 9th Street East.

Featured will be a variety of crime prevention

and safety-related activities, and a display of Sheriff,

Fire and Highway Patrol vehicles. Public safety

representatives will be available to answer questions

and share information.

Neighborhood Watch has played a major role in

reducing crime in Palmdale. The City has over 425

groups, and is looking to add to that number.

National Night Out is a nationwide crime and

drug prevention awareness campaign sponsored by

the National Association of Town Watch designed

to generate support for and participation in local

“In the last two weeks of July, I had the very fortunate privilege to have my daughter Leah enrolled in the Level II class of swim lessons at McAdam Pool.

Leah’s first class was at 8:30 am taught by Kat and Chrissy and in the 5:30 evening class taught by Jenna and David. Before starting the swim lessons, Leah

was not very confident with being in the water and always had a tendency to hold on to the side no matter how deep the water may be. From the time she started the lessons to the time it was completed, she wanted nothing else but swim lessons because of how much fun she was having and how she found a new fond of learning and being in the water. I remember her being upset the two lessons she had to miss. Please give my greatest appreciation and thanks to those four lifeguards, and an extra kudos and ‘thank you’ to Kat for giving me updates when she could about my daughter’s progress and addressing any

concerns that I might have had with Leah’s swimming.”

• New customers and those who have not registered within the past fiveyears must visit the parks and recreation office to open an account. Proof of address (Calif. I.D. or utility bill) is required to verify Palmdale residency.An e-mail address must be provided to register online.

Registration informationSome classes require on site registration. In most cases, students must be enrolled with payment prior to participation. Register online, at the parks and recreation office or Palmdale Oasis Park Center (POPC). You may register during operating hours in person, by fax or phone. Programs are filled on a first-come, first-served basis. Information is subject to change.

Resident/non-resident informationResident and non-resident fees are in place to benefit Palmdale residents.Those living outside Palmdale city limits pay an extra fee for some registrations.

Sibling discountA discount rate is offered for select programs to register two or more children in your immediate family into the same program. Discount is not available online.

Proof of age requirementTiny Tots and Youth Sports programs require child’s proof of age (birth certificate required for Tiny Tots) at time of registration.

Payment optionsPayment may be made by cash, check, Visa or MasterCard. Adult sports programs require payment by company check, cashier’s check, money order or cash (personal checks accepted from team managers only). Please make checks payable to City of Palmdale. The City charges a $25 fee for returned checks.

Withdrawal/refund policyFull refunds/credits are available for courses cancelled by the City or instructor. Patron-requested cancellations must be received three days before the second meeting for full refund/credit. No refund/credit will be issued after this time.For cash or check transaction refunds, please allow four to six weeks to process. Aquatics program cancellations must be made seven days prior to the first meeting. Late requests will be processed as an account credit for 50% of the fee. Withdrawals/refunds are not available once the program begins.

WaiverA signed Release, Waiver, and Assumption of Risk is required for all program participants.

Aquatic Scholarships AvailableIn conjunction with LA84 Foundation, the Department of Parks and Recreation has a limited number of Aquatics Scholarships available for children ages 17 and under who wish to participate in classes and programs offered by the City of Palmdale. The maximum amount of any scholarship awarded shall not exceed $50. Additional costs (material fees, uniforms, etc.) over and above the initial registration fee are not included. This class builds on aquatic locomotion, safety, and rescue skills taught in Levels 1 & 2. Class also prepares students for advanced levels of swimming.

LEVEL 4 – STROKE IMPROVEMENTMust be able to: Dive into pool from a compact or stride position, swim underwater, survival float, perform open turns on both front and back, and show competency in front crawl, breaststroke, butterfly and backstroke. Class develops confidence and competency in aquatic locomotion, safety and rescue skills, and prepares student swimmers for stroke analysis and feet-first surface dive.

• A swim test is required for anyone not demonstrating an ability to swim safely in deep water.

• Only Coast Guard approved life jackets are permitted in pools.

• No cut off jeans or shorts below the knees.

• Masks, fins, snorkels and goggles are not permitted.

• No alcohol or tobacco products permitted within facilities.

• No outside food or beverage (except bottled water) is permitted.
