A MESSAGE FROM THE PRESIDENT

This transfer agreement is the result of thoughtful cooperation among the facultyand staff of the University at Albany, State University of New York and Sullivan CountyCommunity College. We have written this transfer agreement because we stronglybelieve that many students in a two-year program of study will benefit from theinformation and guidance this agreement offers.

Many academic programs at Sullivan County Community College provide strongpreparation for and ready access to baccalaureate programs at the University atAlbany. We have designed the agreement to identify programs and patterns of studywhich will maximize the transfer of credit toward specific academic programs. Theagreement also includes a joint admissions section. Joint admission allows studentsdirect entry into the combined Associate and Baccalaureate degree programs outlinedin the agreement. The University at Albany is delighted to continue our long-standing,close relationship with Sullivan County Community College with this transferagreement. We are proud to offer each student the opportunity to earn both anassociate degree and baccalaureate degree within the State University of New Yorksystem.

TRANSFER AGREEMENTSULLIVAN COUNTY COMMUNITY COLLEGE

AND THEUNIVERSITY AT ALBANY

STATE UNIVERSITY OF NEW YORK

The attached programs of study represent the series of courses which are similarand parallel to those completed by students at the University at Albany. SullivanCounty Community College students who complete the total program as outlined inthese arrays will be awarded full transfer credit and be afforded the opportunity tocomplete the bachelor's degree program in four additional semesters of study. Thosestudents admitted to Sullivan County Community College through the Joint AdmissionsProgram and who meet all conditions described in that agreement will be assured entryinto the University at Albany. Sulllivan County Community students pursuing programswhich do not conform to those specified will continue to be considered for admission onan individual basis. The programs of study covered in this agreement will be amendedor expanded with mutual consent through an annual review.

INTRODUCTION

This transfer guide was created to facilitate the transfer process for studentsfrom Sullivan County Community College to the University at Albany, State University of

New York.

Ideally, the transfer guide provides students with a plan of study which, ifcompleted, allows completion of the associate's degree and the bachelor's degree ineight semesters of full-time study or the equivalent. The guide also outlines specificadmission requirements which must be satisfied before a student may enroll in a

restricted program.

Of equal importance, the transfer guide acts as a catalyst for discussion in theadvising process in planning course electives to satisfy program requirements.Ultimately, the goal of this transfer guide is to provide students with the besteducational experience from both Sullivan County Community College and theUniversity at Albany.

Not every associate's degree program at Sullivan County Community College willhave a corresponding major and degree program at Albany. As a result, the SullivanCounty Community College degree programs included within the agreement wereselected because of their similarity to majors and degree programs offered at theUniversity at Albany. The coursework within each PROGRAM OF STUDY was selectedto ensure that a student completing the program and receiving the associate's degreewould realize the maximum amount of transfer credit and achieve a smooth transition

when transferring to Albany.

PROFILE OF

THE UNIVERSITY AT ALBANY

STATE UNIVERSITY OF NEW YORK

The University at Albany, State University of New York, is the senior campus ofthe SUNY system, the largest system of public higher education in the nation. As one offour university centers in that system, Albany offers undergraduate and graduateeducation in a broad range of academic fields at the bachelor's, master's, and doctoraldegree levels.

Three traditional obligations guide the University: teaching, research, andcommunity service.

Instructional excellence is assured through the quality of the faculty and the factthat the University has designed its academic programs to allow students to achievemaximum intellectual growth, as well as thorough training to help meet careerobjectives. Students are encouraged to challenge themselves, to explore freely theworld about them, and then to accept the responsibility that comes with challenge andfreedom.

An active research program reflects the awareness of a responsibility.tocontribute to the expansion of knowledge and understanding. The University activelyassists and encourages its members to do scholarly and creative research and to makethe results widely available. The University enjoys a Carnegie Research 2 PublicResearch University rating, and is one of the top 140 educational institutions in thecountry in annual external funding.

Albany also understands its special role as an intellectual resource. Scholars areencouraged to share their skills and competence, and the University regularly invitesthe community to use its talents, resources, and facilities.

To meet each of these responsibilities, Albany maintains a wholeheartedcommitment to all of them.

Organization: The University enrolls students in eight degree-granting schoolsand colleges. The College of Arts and Sciences and the Schools of Business, CriminalJustice, Education-,,Public Affairs, and Social Welfare .offer undergraduate and graduateprograms. The Schools of Information Science and Policy and Public Health offergraduate programs only.

Description: Albany, the largest of 15 colleges in the Capital Region, enrollsapproximately 17,000 students including 4,400 graduatestudents. Almost half of theUniversity's undergraduate students pursue post-baccalaureate study. Albany'sgraduate students are going on in increasing numbers to distinguish themselves asfaculty members at colleges and universities throughout the nation and abroad. Asignificant number of students and student groups are providing leadership support in

the form of community service projects. The University now awards more than 120doctorates a year in disciplines in the arts and sciences and professions. Nationally andinternationally renowned scholars are among the more than 650 full-time facultymembers who are committed to maintaining the high academic standards which havecharacterized Albany since its founding in 1844. Seventeen of our faculty have earnedthe rank of Distinguished Professors, the highest academic honor for a faculty memberin the State University of New York System. Additionally, an increasing number of theacademic departments have gained national prominence. Finally, many of the facultyare integrally involved in meaningful community service efforts in the Capital Regionand throughout the state.

The main campus, designed by noted architect Edward Durell Stone andcompleted in the mid-1960s, is located on the west side of the city. The setting ishighlighted by a podium of 13 academic buildings on a common platform, all connectedby a continuous roof and a lower-level corridor. Although most classrooms andlaboratories are on this campus, the schools of the Rockefeller College of Public Affairsand Policy are located on the downtown campus. Extensively renovated, the downtowncampus also includes residential, instructional, clinical, and research facilities. Shuttleservice between the campuses is available.

In addition to the classrooms and laboratories on the academic podium of themain campus, there are the University Library and the Performing Arts Center, withseveral theatres, recital halls, rehearsal rooms, and instructional areas.

Four residence quadrangles on the main campus, each housing approximately1,200 students, include eight three-story halls and a 23-story tower. Besides livingquarters, each quadrangle has lounges, recreation areas, dining facilities, andclassrooms.

Other special facilities on the campus include the Fine Arts Building, whichhouses one of the finest galleries in the Northeast, a meteorological laboratoryequipped comparably to a National Weather Service first-order observing station, aComputing Center, and a linear accelerator for physics research. The hub of studentactivity is the Campus Center with its lounges, meeting rooms, ballroom, cafeteria,snack bar, rathskeller, dining room, bookstore, and bowling lanes. Outdoor recreationfacilities include 24 tennis courts (12 with lights), 4 basketball and 6 volleyball courts, anall-weather running track, and several multi-purpose playing areas. In the PhysicalEducation Center are a pool, handball and squash courts, and team sports areas.

The newest addition to the athletic and physical education facilities is theRecreation and Convocation Center (RACC). With an arena seating capacity of nearly4,800 the facility is one of the largest on-campus basketball facilities in the country atthe Division III level. However, the facility is not just for basketball. The facility alsohouses a running track for indoor competition, a modern fitness center, a fully equippedand modern athletic training complex with whirlpools and other rehabilitative equipment,four additional handball/racquetball courts, four squash courts and two main lockerroomfacilities as well as 10 smaller team lockerrooms. All facilities are handicappedaccessible and have designated seating areas for handicapped spectators.

The academic programs in this booklet define the specific agreements reachedbetween the two institutions for specific majors in the three broad academic areas ofHumanities and Fine Arts, Social and Behavioral Sciences, and Science andMathematics. Several Special/Professional programs in Criminal Justice, SocialWelfare and Business Administration are also included.

The transfer agreements specify the following:

Sullivan County Community College students who follow a program as outlinedand receive an associate's degree and are admitted to the University at Albany will beawarded full transfer credit and have the opportunity to complete the bachelor's degreeprogram in four additional semesters of full-time study or the equivalent. The programsare designed to lay the foundation of introductory and intermediate level coursework(when possible) in the major area and in some instances the minor field of study.

JOINT ADMISSION

An important component of these articulated Programs of Study is thecorresponding Joint Admissions Agreement. That procedure, which is detailed in alater part of the Guide, is designed to allow students to be admitted to Sullivan CountyCommunity College and the University at Albany as freshmen, with conditionalacceptance to the University at Albany with junior status after completion of one of thePrograms of Study. Candidates selected for the Joint Admissions Program will receive

a letter of acknowledgment from the Admissions Office at the University at Albanyduring the first semester of study at Sullivan County Community College. Followingcompletion of the two-year program at Sullivan County Community College, in whichminimum academic achievement levels must be attained, students will automaticallymove to the Albany campus to complete the final two years and the bachelor's degree.

While enrolled at Sullivan County Community College and completing therequirements for an associate's degree, students are considered by the University atAlbany as part of its academic community. Besides setting up a systematic method ofcommunication with each student throughout this two-year period, students will beencouraged to attend appropriate functions at the University at Albany. Additionally,students are encouraged to meet on an individual basis with advisors. At the sametime, representatives from Albany will make periodic visits to the Sullivan CountyCommunity College campus to provide academic advisement about the University atAlbany's curriculum and general information about the University. Theserepresentatives will also meet, as necessary, with faculty and staff at Sullivan CountyCommunity College who are involved in advising students enrolled in the Joint

Admissions program.

The transfer -programs for which_ specific. formal agreements exist are listedunder TRANSFER AGREEMENTS outlined in a later part of this publication. Acomplete listing of all undergraduate majors available at the University at Albany also

follows.

QUESTION: I am interested in a major for which a TRANSFER AGREEMENT orPROGRAM OF STUDY has not been worked out. Can I still transfer to Albany after Icomplete my associate's degree?

ANSWER: Yes. Albany will consider a transfer application from any qualifiedapplicant. However, you will need to plan your associate degree program carefully inorder to ensure maximum transferability of credit. Additionally, some of the introductorycoursework required for your intended program is offered only at Albany; you may wishto take advantage of the cross-registration agreement and cross-register for courses atAlbany. Contact your cross-registration coordinator for details (Sullivan CountyCommunity College Registrar's Office).

Finally, you should be aware that it may take longer than four additionalsemesters of study to complete your bachelor's degree at Albany. The Sullivan CountyCommunity College Counseling Center and Albany advising staffs are ready to assistyou to develop a best fit program.

The transfer program outlines which appear later in the Guide list the exactcourses by Sullivan County Community College designation (with Albany equivalents inparenthesis) which must be followed for the majors where transfer agreements havebeen finalized. The series of courses within the PROGRAM OF STUDY allow studentsto move immediately and directly into the upper division (junior/senior) course

requirements.

TRANSFER CREDIT

QUESTION: Is there a limit to the number of credits that can be transferred toAlbany from two-year schools?

ANSWER: Yes, a maximum of 64 graduation credits can be transferred toAlbany from any combination of two-year schools.

QUESTION: Does Albany allow transfer credit in courses for which a D-gradewas earned?

ANSWER: Yes, when certain conditions are met. Albany has what is knownas a balanced D policy. In order to receive a graduation credit for a course in which a Dwas earned, the D must be "balanced out" by an equal number of credits of B, from thesame college where the D was earned. The policy further states that to use a grade ofD in the major, the D must be "balanced out" by an equal number of credits of B,applicable to the major, earned at the same institution the D was earned. The samepolicy also applies to the minor.

Satisfactory/Unsatisfactory and Pass/Fail graded courses are considered fortransfer credit where the passing grade was earned.

QUESTION: When will I find out how many credits will transfer to Albany?

ANSWER: A tentative evaluation of transfer credits is made at the time formaladmission is offered and is communicated in the letter of admission. A final evaluation

of transfer credit is completed after receipt of the admissions deposit and in time forreview by the student and advisor during the Summer Planning Conference or January

Orientation. If you are following a PROGRAM OF STUDY, you should have a verygood idea how many transfer credits you will receive.

Students transferring into programs other than those included in this Guide willcontinue to have courses evaluated for transfer using Albany's principles ofcomparability and applicability. Generally, if the course is similar to one offered on thiscampus, or is otherwise considered a college level course in nature and level, and isapplicable to the bachelor's degree requirements, transfer credit will be awarded.

RESTRICTED PROGRAMS

The following programs at the University at Albany; Accounting, BusinessAdministration, Computer Science, Computer Science and Applied Mathematics,Criminal Justice, Economics, Mathematics, Psychology, Rhetoric and Communicationand Social Welfare programs have very specific requirements for admission to themajor. The admission requirements have important implications for the courses whichshould be take at Sullivan County Community College. It is your responsibility tocarefully read ALL the information contained in the Guide relating to your choice ofmajor. Should you have questions regarding any of the information contained in theGuide, please consult with either the Counseling Center at Sullivan County CommunityCollege or with Office of the Dean of Transfer Affairs at UA, 442-3531.

Repeating Courses to Meet Program Admission Requirements

For purposes of calculating admission requirements into restricted majors orprograms, once a student has received the grade of A or B in a course, no future gradein that course or its equivalent will be used in determining the student's average foradmission to that major or program. An "equivalent course, for purposes of this policy,is any course for which the student cannot receive credit by virtue of her or his havingsatisfactorily completed the original course.

DEGREE REQUIREMENTS

The University at Albany awards the undergraduate degrees of Bachelor of Arts(B.A.) and Bachelor of Science (B.S.) Both require completion of a minimum of 120

graduation credits.

Of the 120 graduation credits for the B.A. degree, at least 90 must be in theliberal arts and sciences. Of those same 120 credits, 30-36 credits are required in anapproved major and '8-24 in an approved minor. Eighteen (18) of the major credits,including 12 at the junior level or above, must be completed at the Albany campus; six

(6) of the minor credits must be taken at the University at Albany at or above the junior

level.

Of the 120 graduation credits required for the B.S. degree, at least 60 must be inthe liberal arts and sciences. Credit totals and requirements at the 300-level for themajor and minor are the same as for the B.A.

QUESTION: Do transfer students have to complete the University at Albany'sGeneral Education Requirements totaling 24 credits distributed over 5 categories?

ANSWER: It depends on what type of degree, if any, you have earned. Seebelow for detailed explanation.

3) Associates in Applied Science/Associates in Occupational Science--A.A.S. orA.O.S. degree holders will receive a waiver IF the following conditions are satisfied:

a) Satisfactorily completes 30 credit hours that the UA considers Liberal Artsand Sciences. Students may wish to consult with the Counseling Center atSullivan County Community College for advice on what courses areacceptable at UA for Liberal Arts and Sciences.

b) Satisfactorily completes with a grade of "C" or higher UA's lower divisionwriting requirement. Freshmen English I (ENG 101) satisfies this condition.

c) Satisfactorily completes at least one course from each of the followingareas:

1) Literature and the Fine Arts

2) Social and Behavioral Sciences

3) Physical or Life Sciences

Also, students who are waived from the General Education Requirements DO

NOT have to complete the UA Human Diversity Requirement, but MUST complete theupper level writing intensive requirement.

The Office of Financial Aid exists to ensure that no student, for lack of economicresources, becomes less than a full participant in University life. This assumes thatstudents and families will first make their best possible efforts to assist themselves.Financial need for aid is the difference between the total cost of attending Albany andyour family's ability to pay, as determined by a standard economic need analysis. Mostfinancial aid is based upon the demonstrated financial need of the family. A Joint Admissions Agreement BetweenThe University at Albany, State University

of New York andSullivan County Community College

The purpose of this agreement is to outline the procedures for a joint admissionsprogram between the University at Albany, State University of New York (hereinafteridentified as the University at Albany or UA) and Sullivan County Community College(hereinafter identified as SCCC).

Under the. Joint Admissions Program, students are admitted to both SCCC andUA as first year matriculants, with conditional acceptance to UA with junior status aftercompletion of their Associate in Arts or Associate in Science degree. Students areassured that if they achieve the stipulated academic proficiency and distributionrequirements as detailed in the SCCC/UA Transfer Guide, it will be possible tocomplete their baccalaureate degree at the University at Albany in four additionalsemesters (or equivalent for part-time students). Candidates selected for the programwill receive, a letter of admission from the Director of Admissions at SCCC and theDirector of Admissions at the University at Albany.

The students in the Joint Admission Program are expected to enroll at theUniversity at Albany in the semester following the completion of the Associate degree.Students not wishing to continue their baccalaureate program at the University atAlbany at that time must apply for deferral, enabling them to delay study for a specifiedlength of time. Students who enroll at a third institution lose their automatic transferand must have their total academic record reviewed for transfer consideration.

Major requirements for the bachelor's degree will be those in effect at the timethe student enters SCCC or transfers to UA, at the choice of the student.

The University at Albany, State University of New York and Sullivan CountyCommunity College agree jointly to provide for the following:

1. SCCC and the University at Albany will each designate a coordinator of the jointadmissions program at their campus. The coordinator at SCCC is the Director ofAdmissions; the coordinator at University at Albany is Mr. George Mitchell,Undergraduate Admissions Office.

2. SCCC and the University at Albany will develop, cooperatively, informationalpublications pertaining to the joint admissions program.

To be eligible for the Joint Admissions Program students need to follow these

guidelines:

1. Complete the joint application form provided by SCCC (Intent to Enroll Form).

2. In the semester preceding anticipated completion of the SCCC degree, send thetuition deposit to the Office of Student Accounts at the University at Albany by May 1for Fall enrollment, or December 1 for Spring enrollment.

3. At some point prior to enrollment at the University at Albany, provide identifyinginformation necessary to include the students in the SUNY and UA student data

base.

The University at Albany, State University of New York agrees to provide thefollowing for students at Sullivan County Community College who have been accepted

in to the Joint Admission Program:

1. In consultation with SCCC staff, a Transfer Guide for Sullivan County CommunityCollege students has been developed, outlining required and recommendedcourses for each articulated PROGRAM OF STUDY.

2. Students who pay their tuition deposit by the appropriate deadline will be able toearly-register for the succeeding semester and will be given the same registrationpriority as the University's continuing students. The contract person at theUniversity at Albany is Dan Smith, Office of the Dean of Undergraduate Students,AD-214, 442-3950. Joint admit students, who early register, are required to attend aSummer Planning Conference or January Orientation session.

3. Student will receive periodic information about activities at the University at Albanyand about their intended program. They will be welcome at appropriate UAfunctions and will be encouraged to visit the University at Albany to tour the campusand/or meet on an individual basis with advisors.

4. Representatives of the University at Albany will meet at the SCCC campus withstudents in the joint admission program on a periodic basis. The purpose of thesemeetings will be to provide academic advisement about the University at Albany'scurriculum and general information about the University.

5. The University at Albany agrees to provide, as needed, information sessions withfaculty and staff of SCCC who will be involved in advising students enrolled in the

joint admissions program.

6. The University at Albany will provide SCCC reports on the academic progress ofSCCC graduates who continue their studies at the University at Albany under theterms of this joint admissions program.

7. Freshman applicants from Sullivan County who are denied admission will be notifiedof this joint admissions program and be encouraged to contact SCCC Admissions

Office for application materials.

Sullivan County Community College agrees to the following:

1. Application forms for the Joint Admission Program may be obtained from SCCC,

Office of Admissions.

2. Selection of students for this program will be made by the SCCC Office ofAdmissions according to the basic criteria effect at SCCC. The University at AlbanyUndergraduate Admissions Office and Office of Transfer Affairs are available forconsultation and information on recruitment and admission matters.

3. On October 31st and February 28th of each year, SCCC will provide University atAlbany with a list of all students participating in the joint admissions program. Alsoat this time, SCCC will submit a list of those joint admissions students scheduled tograduate at the end of the semester who have indicated their intent to attend theUniversity at Albany the following semester. Copies of student transcripts will beprovided to UA Undergraduate Admissions Office at the end of each semester.

4. SCCC agrees to distribute the SCCC/UA Transfer Guide to joint admissionsstudents and assist in setting up advisement programs involving SCCC faculty and

staff.

Terms of this Agreement

This agreement will go into effect for the Fall 1995 admissions date.

To meet the terms of the Admissions guarantee, SCCC students interested in

programs in the Humanities and Fine Arts and in the Social and Behavioral Sciencesmust have a minimum 2.40 Grade Point Average (GPA); students in programs in theSciences and Mathematics (exclusive of Computer Science and ComputerScience/Applied Mathematics) are required to have a 2.60 GPA. Computer Scienceand Computer Science/Applied Mathematics majors need to present a 2.75 GPA in thefour core courses in that program. To qualify for guaranteed admission into CriminalJustice will need a 3.20 GPA and Social Welfare students will be required to have a3.00 GPA. To qualify for Accounting/Business Administration a 3.25 Adjusted GradePoint Average (AGPA) is necessary. SCCC students who enter the JointAdmission/ Transfer Articulated Program who have not achieved the required GPA orwho have not completed a PROGRAM OF STUDY are encourage to apply foradmission. Each case will be considered on it individual merits.

A MESSAGE FROM THE PRESIDENT

This transfer agreement is the result of thoughtful cooperation among the facultyand staff of the University at Albany, State University of New York and WestchesterCommunity College. We have designed this transfer agreement because we stronglybelieve that many students in a two-year program of study will benefit from theinformation and guidance this agreement offers.

Many academic programs at Westchester Community College provide strongpreparation for and ready access to baccalaureate programs at the University atAlbany. We have designed the agreement to identify programs and patterns of studywhich will maximize the transfer of credit toward specific academic programs. Theagreement also includes a joint admissions section. Joint Admission allows studentsdirect entry into the combined Associate and Baccalaureate degree programs outlinedin the agreement. AND THEUNIVERSITY AT ALBANY

STATE UNIVERSITY OF NEW YORK

The attached programs of study represent the series of courses which are similarand parallel to those completed by students at the University at Albany. WestchesterCommunity College students who complete the total program as outlined in thesearrays will be awarded full transfer credit and be afforded the opportunity to completethe bachelor's degree program in four additional semesters of study. Those studentsadmitted to Westchester Community College through the Joint Admissions Programand who meet all conditions described in that agreement will be assured entry into theUniversity at Albany. W.C.C. students pursuing programs which do not conform tothose specified will continue to be considered for admission on an individual basis. Theprograms of study covered in this agreement will be amended or expanded with mutualconsent through an annual review.

INTRODUCTION

This transfer guide was created to facilitate the transfer process for studentsfrom Westchester Community College to the University at Albany, State University ofNew York.

Ideally, the transfer guide provides students with a plan of study which, ifcompleted, allows completion of the associate's degree and the bachelor's degree ineight semesters of full-time study or the equivalent. The guide also outlines specificadmission requirements which must be satisfied before a student may enroll in arestricted program.

Of equal importance, the transfer guide acts as a catalyst for discussion in theadvising process in planning course electives to satisfy program requirements.Ultimately, the goal of this transfer guide is to provide students with the besteducational experience from both Westchester Community College and the Universityat Albany.

Not every associate's degree program at Westchester Community College willhave a corresponding major and degree program at Albany. As a result, theWestchester Community College degree programs included within the agreement wereselected because of their similarity to majors and degree programs offered at theUniversity at Albany. The coursework within each PROGRAM OF STUDY was selectedto ensure that a student completing the program and receiving the associate's degreewould realize the maximum amount of transfer credit and achieve a smooth transitionwhen transferring to Albany.

STATE UNIVERSITY OF NEW YORK

The University at Albany, State University of New York, is the senior campus ofthe SUNY system, the largest system of public higher education in the nation. As one offour university centers in that system, Albany offers undergraduate and graduateeducation in a broad range of academic fields at the bachelor's, master's, and doctoraldegree levels.

Three traditional obligations guide the University: teaching, research, andcommunity service.

Instructional excellence is assured through the quality of the faculty and the factthat the University has designed its academic programs to allow students to achievemaximum intellectual growth, as well as thorough training to help meet careerobjectives. Organization: The University enrolls students in eight degree-granting schoolsand colleges. The College of Arts and Sciences and the Schools of Business, CriminalJustice, Education, Public Affairs, and Social Welfare offer undergraduate and graduateprograms. The Schools of Information Science and Policy and Public Health offergraduate programs only.

Description: Albany, the largest of 15 colleges in the Capital Region, enrollsapproximately 17,000 students including 4,400 graduate students. Almost half of theUniversity's undergraduate students pursue post-baccalaureate study. Albany'sgraduate students are going on in increasing numbers to distinguish themselves asfaculty members at colleges and universities throughout the nation and abroad. Asignificant number of students and student groups are providing leadership support in

Seventeen of our faculty have earnedthe rank of Distinguished Professors, the highest academic honor for a faculty memberin the State University of New York System. Additionally, an increasing number of theacademic departments have gained national prominence. Finally, many of the facultyare integrally involved in meaningful community service efforts in the Capital Regionand throughout the state.

The main campus, designed by noted architect Edward Durell Stone andcompleted in the mid-1960s, is located on the west side of the city. The setting ishighlighted by a podium of 13 academic buildings on a common platform, all connectedby a continuous roof and a lower-level corridor. Although most classrooms andlaboratories are on this campus, the schools of the Rockefeller College of Public Affairsand Policy are located on the downtown campus. Extensively renovated, the downtowncampus also includes residential, instructional, clinical, and research facilities. Shuttleservice between the campuses is available.

In addition to the classrooms and laboratories on the academic podium of themain campus, there are the University Library and the Performing Arts Center, withseveral theatres, recital halls, rehearsal rooms, and instructional areas.

Four residence quadrangles on the main campus, each housing approximately1,200 students, include eight three-story halls and a 23-story tower. Besides livingquarters, each quadrangle has lounges, recreation areas, dining facilities, andclassrooms.

Other special facilities on the campus include the Fine Arts Building, whichhouses one of the finest galleries in the Northeast, a meteorological laboratoryequipped comparably to a National Weather Service first-order observing station, aComputing Center, and a linear accelerator for physics research. The hub of studentactivity is the Campus Center with its lounges, meeting rooms, ballroom, cafeteria,snack bar, rathskeller, dining room, bookstore, and bowling lanes. Outdoor recreationfacilities include 24 tennis courts (12 with lights), 4 basketball and 6 volleyball courts, anall-weather running track, and several multi-purpose playing areas. In the PhysicalEducation Center are a pool, handball and squash courts, and team sports areas.

The newest addition to the athletic and physical education facilities is theRecreation and Convocation Center (RACC). With an arena seating capacity of nearly4,800 the facility is one of the largest on-campus basketball facilities in the country atthe Division III level. However, the facility is not just for basketball. The facility alsohouses a running track for indoor competition, a modern fitness center, a fully equippedand modern athletic training complex with whirlpools and other rehabilitative equipment,four additional handball/racquetball courts, four squash courts and two main lockerroomfacilities as well as 10 smaller team lockerrooms. All facilities are handicappedaccessible and have designated seating areas for handicapped spectators.

The transfer agreements specify the following:

WCC students who follow a program as outlined and receive an associate'sdegree and are admitted to the University at Albany will be awarded full transfer creditand have the opportunity to complete the bachelor's degree program in four additionalsemesters of full-time study or the equivalent. The programs are designed to lay thefoundation of introductory and intermediate level coursework (when possible) in themajor area and in some instances the minor field of study.

JOINT ADMISSION

An important component of these articulated Programs of Study is thecorresponding Joint Admissions Agreement. That procedure, which is detailed in alater part of the Guide, is designed to allow students to be admitted to WestchesterCommunity College and the University at Albany as freshmen, with conditionalacceptance to the University at Albany with junior status after completion of one of thePrograms of Study. Candidates selected for the Joint Admissions Program will receivea letter of acknowledgment from the Admissions Office at the University at Albanyduring the first semester of study at Westchester Community College. Followingcompletion of the two-year program at WCC, in which minimum academic achievementlevels must be attained, students will automatically move to the Albany campus tocomplete the final two years and the bachelor's degree.

While enrolled at WCC and completing the requirements for an associate'sdegree, students are considered by the University at Albany as part of its academiccommunity. Besides setting up a systematic method of communication with eachstudent throughout this two-year period, students will be encouraged to attendappropriate functions at the University at Albany. Additionally, students are encouragedto meet on an individual basis with advisors. At the same time, representatives fromAlbany will make periodic visits to the WCC campus to provide academic advisementabout the University at Albany's curriculum and general information about theUniversity. These representatives will also meet, as necessary, with faculty and staff atWCC who are involved in advising students enrolled in the Joint Admissions program.

The transfer programs for which specific formal agreements exist are listedunder TRANSFER AGREEMENTS outlined in a later part of this publication. Acomplete listing of all undergraduate majors available at the University at Albany also

follows.

QUESTION: I am interested in a major for which a TRANSFER AGREEMENT orPROGRAM OF STUDY has not been worked out. Can I still transfer to Albany after I

complete my associate's degree?

ANSWER: Yes. Albany will consider a transfer application from any qualifiedapplicant. However, you will need to plan your associate degree program carefully inorder to ensure maximum transferability of credit. Some majors at the University atAlbany could not be fitted with the appropriate first two-year introductory coursesbecause those courses are not offered at Westchester Community College. WCCstudents interested in an Albany major not included in this Agreement should maketheir transfer plans known to their Academic/Transfer Counselor as early as possible sothat all options for meeting the necessary prerequisites can be explored. Cross-registering at other nearby colleges, for example, is one option WCC students shouldconsider for completing courses critical to their transfer. Contact your cross-registrationcoordinator for details (WCC Registrar's Office).

Finally, you should be aware that it may take longer than four additionalsemesters of study to complete your bachelor's degree at Albany. The WestchesterCommunity College Counseling Center or curriculum chairs and Albany advising staffsare ready to assist you to develop a best fit program.

The transfer program outlines which appear later in the Guide list the exactcourses by WCC designation (with Albany equivalents in parenthesis) which must befollowed for the majors where transfer agreements have been finalized. The series ofcourses within the PROGRAM OF STUDY allow students to move immediately anddirectly into the upper division (junior/senior) course requirements.

TRANSFER CREDIT

QUESTION: Is there a limit to the number of credits that can be transferred toAlbany from two-year schools?

ANSWER: Yes, a maximum of 64 graduation credits can be transferred toAlbany from any combination of two-year schools.

QUESTION: Does Albany allow transfer credit in courses for which a D-gradewas earned?

ANSWER: Yes, when certain conditions are met. Albany has what is knownas a balanced D policy. In order to receive a graduation credit for a course in which a Dwas earned, the D must be "balanced out" by an equal number of credits of B, from thesame college where the D was earned. The policy further states that to use a grade ofD in the major, the D must be "balanced out" by an equal number of credits of B,applicable to the major, earned at the same institution the D was earned. The samepolicy also applies to the minor.

Satisfactory/Unsatisfactory and Pass/Fail graded courses are considered fortransfer credit where the passing grade was earned.

QUESTION: When will I find out how many credits will transfer to Albany?

ANSWER: A tentative evaluation of transfer credits is made at the time formaladmission is offered and is communicated in the letter of admission. A final evaluationof transfer credit is completed after receipt of the admissions deposit and in time forreview by the student and advisor during the Summer Planning Conference or JanuaryOrientation. If you are following a PROGRAM OF STUDY, you should have a verygood idea how many transfer credits you will receive.

Students transferring into programs other than those included in this Guide willcontinue to have courses evaluated for transfer using Albany's principles ofcomparability and applicability. Generally, if the course is similar to one offered on thiscampus, or is otherwise considered a college.level course in nature and level, and isapplicable to the bachelor's degree requirements, transfer credit will be awarded.

RESTRICTED PROGRAMS

The following programs at the University at Albany; Accounting, BusinessAdministration, Computer Science, Computer Science and Applied Mathematics,Criminal Justice, Economics, Mathematics, Psychology, Rhetoric and Communicationand Social Welfare programs have very specific requirements for admission to themajor. The admission requirements have important implications for the courses whichshould be take at Westchester Community College. It is your responsibility to carefullyread ALL the information contained in the Guide relating to your choice of major.Should you have questions regarding any of the information contained in the Guide,please consult with either the Counseling Center or curriculum chairs at WCC or withOffice of the Dean of Transfer Affairs at UA, 442-3531.

Repeating Courses to Meet Program Admission Requirements

For purposes of calculating admission requirements into restricted majors orprograms, once a student has received the grade of A or B in a course, no future gradein that course or its equivalent will be used in determining the student's average foradmission to that major or program. An "equivalent" course, for purposes of this policy,is any course for which the student cannot receive credit by virtue of her or his havingsatisfactorily completed the original course.

DEGREE REQUIREMENTS

The University at Albany awards the undergraduate degrees of Bachelor of Arts(B.A.) and Bachelor of Science (B.S.) Both require completion of a minimum of 120graduation credits.

Of the 120 graduation credits for the B.A. degree, at least 90 must be in theliberal arts and sciences. Of those same 120 credits, 30-36 credits are required in anapproved major and '8-24 in an approved minor. Eighteen (18) of the major credits,including 12 at the junior level or above, must be completed at the Albany campus; six

(6) of the minor credits must be taken at the University at Albany at or above the juniorlevel.

Of the 120 graduation credits required for the B.S. degree, at least 60 must be inthe liberal arts and sciences. Credit totals and requirements at the 300-level for themajor and minor are the same as for the B.A.

QUESTION: Do transfer students have to complete the University at Albany'sGeneral Education Requirements totaling 24 credits distributed over 5 categories?

ANSWER: It depends on what type of degree, if any, you have earned. Seebelow for detailed explanation.

1) Students transferring without an Associates Degree must complete ALL GeneralEducation Requirements.

2) Associates in Arts/Associates in Science degree holders--A.A. or A.S. degreeholders will receive a blanket waiver of the University at Albany's General EducationRequirements; there is an automatic assumption that ALL General EducationRequirements have been satisfied.

3) Associates in Applied Science/Associates in Occupational Science--A.A.S. orA.O.S. degree holders will receive a waiver IF the following conditions are satisfied:

a) Satisfactorily completes 30 credit hours that the UA considers Liberal Artsand Sciences. Students may wish to consult with the Counseling Center atWCC for advice on what courses are acceptable at UA for Liberal Arts andSciences.

b) Satisfactorily completes with a grade of "C" or higher UA's lower divisionwriting requirement. Freshmen English I (ENG 101) satisfies this condition.

c) Satisfactorily completes at least one course from each of the followingareas:

1) Literature and the Fine Arts

2) Social and Behavioral Sciences

3) Physical or Life Sciences

Also, students who are waived from the General Education Requirements DONOT have to complete the UA Human Diversity Requirement, but MUST complete theupper level writing intensive requirement.

FINANCIAL AID

Financial assistance in the form of loans, grants and work-study opportunities isavailable for eligible transfer students who apply. To qualify for any kind of financial aid(except the Parent Loan for Undergraduates-PLUS), you are required to file the yearlyFinancial Aid Form (FAF). Please note that the University at Albany accepts and usesonly the College Scholarship Service Financial Aid Form (FAF) in assessing studenteconomic eligibility for aid. The New York State version of the FAF should be used bystate residents, as it also permits determination of eligibility for the Tuition AssistanceProgram (TAP). New transfer students are required to file financial aid transcripts of theaid they received at their previous college(s), even if no aid was received.

The Programs of Studyconstitute the best possible preparation for completion of the bachelor's degree. Thecourses are listed using WCC course numbers and titles. A Joint Admissions Agreement BetweenThe University at Albany, State University

of New York andWestchester Community College

The purpose of this agreement is to outline the procedures for a joint admissionsprogram between the University at Albany, State University of New York (hereinafteridentified as the University at Albany or UA) and Westchester Community College(hereinafter identified as WCC).

Under the Joint Admissions Program, students are admitted to both WCC andUA as first year matriculants, with conditional acceptance to UA with junior status aftercompletion of their Associate in Arts or Associate in Science degree. Students areassured that if they achieve the stipulated academic proficiency and distributionrequirements as detailed in the WCC/UA Transfer Guide, it will be possible to completetheir baccalaureate degree at the University at Albany in four additional semesters (orequivalent for part-time students). Candidates selected for the program will receive, aletter of admission from the Director of Admissions at WCC and the Director ofAdmissions at the University at Albany.

The students in the Joint Admission Program are expected to enroll at theUniversity at Albany in the semester following the completion of the Associate degree.Students not wishing to continue their baccalaureate program at the University atAlbany at that time must apply for deferral, enabling them to delay study for a specifiedlength of time. Students who enroll at a third institution lose their automatic transferand must have their total academic record reviewed for transfer consideration.

Major requirements for the bachelor's degree will be those in effect at the timethe student enters WCC or transfers to UA, at the choice of the student.

The University at Albany, State University of New York and WestchesterCommunity College agree jointly to provide for the following:

1. WCC and the University at Albany will each designate a coordinator of the jointadmissions program at their campus. The coordinator at WCC is the Director ofAdmissions; the coordinator at University at Albany is Mr. George Mitchell,Undergraduate Admissions Office.

2. WCC and the University at Albany will develop, cooperatively, informationalpublications pertaining to the joint admissions program.

To be eligible for the Joint Admissions Program students need to follow theseguidelines:

1. Complete the joint application form provided by WCC (Intent to Enroll Form).

2. In the semester preceding anticipated completion of the WCC degree, send thetuition deposit to the Office of Student Accounts at the University at Albany by May 1for Fall enrollment, or December 1 for Spring enrollment.

3. At some point prior to enrollment at the University at Albany, provide identifyinginformation necessary to include the students in the SUNY and UA student database.

The University at Albany, State University of New York agrees to provide thefollowing for students at Westchester Community College who have been accepted into the Joint Admission Program:

1. In consultation with WCC staff, a Transfer Guide for Westchester CommunityCollege students has been developed, outlining required and recommendedcourses for each articulated PROGRAM OF STUDY.

2. Students who pay their tuition deposit by the appropriate deadline will be able toearly-register for the succeeding semester and will be given the same registrationpriority as the University's continuing students. The contract person at theUniversity at Albany is Dan Smith, Office of the Dean of Undergraduate Students,AD-214, 442-3950. Joint admit students, who early register, are required to attend aSummer Planning Conference or January Orientation session.

3. Student will receive periodic information about activities at the University at Albanyand about their intended program. They will be welcome at appropriate UAfunctions and will be encouraged to visit the University at Albany to tour the campusand/or meet on an individual basis with advisors.

4. Representatives of the University at Albany will meet at the WCC campus withstudents in the joint admission program on a periodic basis. The purpose of thesemeetings will be to provide academic advisement about the University at Albany'scurriculum and general information about the University.

5. The University at Albany agrees to provide, as needed, information sessions withfaculty and staff of WCC who will be involved in advising students enrolled in thejoint admissions program.

6. The University at Albany will provide WCC reports on the academic progress ofWCC graduates who continue their studies at the University at Albany under the

terms of this joint admissions program.

7. Freshman applicants from Westchester County who are denied admission will benotified of this joint admissions program and be encouraged to contact WCC

Admissions Office for application materials.

Westchester Community College agrees to the following:

1. Application forms for the Joint Admission Program may be obtained from WCC,Office of Admissions.

2. Selection of students for this program will be made by the WCC Office ofAdmissions according to the basic criteria effect at WCC. The University at AlbanyUndergraduate Admissions Office and Office of Transfer Affairs are available forconsultation and information on recruitment and admission matters.

3. On October 31st and February 28th of each year, WCC will provide University atAlbany with a list of all students participating in the joint admissions program. Alsoat this time, WCC will submit a list of those joint admissions students scheduled tograduate at the end of the semester who. have indicated their intent to attend theUniversity at Albany the following semester. Copies of student transcripts will beprovided to UA Undergraduate Admissions Office at the end of each semester.

4. WCC agrees to distribute the WCC/UA Transfer Guide to joint admissions studentsand assist in setting up advisement programs involving WCC faculty and staff.

Terms of this Agreement

This agreement will go into effect for the Fall 1997 admissions date.

To meet the terms of the Admissions guarantee, WCC students interested inprograms in the Humanities and Fine Arts and in the Social and Behavioral Sciencesmust have a minimum 2.40 Grade Point Average (GPA); students in programs in theSciences and Mathematics (exclusive of Computer Science and ComputerScience/Applied Mathematics) are required to have a 2.60 GPA. Computer Scienceand Computer Science/Applied Mathematics majors need to present a 2.75 GPA in thefour core courses in that program. To qualify for guaranteed admission into SocialWelfare, students will be required to have a 3.00 GPA. To qualify for BusinessAdministration a 3.25 Adjusted Grade Point Average (AGPA) is necessary. WCCstudents who enter the Joint Admission/ Transfer Articulated Program who have notachieved the required GPA or who have not completed a PROGRAM OF STUDY areencouraged to apply for admission. Each case will be considered on its individualmerits.
