Tutor Perini Corporation

115thAnniversary

In 1894, Bonfiglio Perini understood that joint ventures were a good way to

grow his small civil works company, recognizing that two competing companies

could be stronger together than apart. Through the years, the Company built

long-standing relationships with contractors whose talents complemented its

own. Since 1977, Tutor-Saliba Corporation has been one of those valued joint

venture partners, completing over 35 projects with Perini, with an aggregate

value of $3 billion. Today, 115 years since its founding, Perini Corporation joins

forces—and resources—with Tutor-Saliba, to form Tutor Perini Corporation,

creating one of the most versatile publicly held construction organizations in

the U.S. and performing work throughout the world.

Sheraton Phoenix Downtown Hotel

Phoenix, AZ

The 980-room Sheraton Phoenix

Downtown Hotel is the first hotel to

be built in downtown Phoenix in over

30 years and a cornerstone of the City’s

redevelopment and renewal. At 31

stories tall, the hotel is the largest in

Arizona, designed by Arquitectonica of

Miami, FL and RSP Architects of Tempe,

AZ. The facility features 100,000 square

feet of adjustable meeting space and

a 30,000-square-foot ballroom.

Core competencies and resources enable the Tutor Perini Building Group to meet the needs of specialized

niche markets. Its building operations—Perini Building Company, Inc., Tutor-Saliba Corporation, James A.

Cummings, Inc., Rudolph and Sletten, Inc. and Keating Building Corporation—focus on large, complex projects

with aggressive schedules in the hospitality and gaming, transportation, healthcare, education, corrections and

government markets.

Few companies can match Perini Building Company’s preconstruction services, its subcontractor qualification

process, the efficiency of its field operations, and the beneficial effect of its collaborative, team-centered—

“Building Relationships on Trust”—approach. When the challenging global economy threatened prospects

in the gaming and hospitality market, Perini used its agility and versatility—and the resources of Tutor Perini

Corporation—to succeed in bidding the Terminal 3 Building at McCarran International Airport (see Backlog

Briefs, inside back cover), a major landside aviation project. This ability to respond quickly to shifting markets

and deliver the highest level of performance is a hallmark of the Company.

“This award solidifies the experience we had working with both Rudolph and Sletten and Carrier Johnson; Rudolph and Sletten has been the

most professional and service-oriented construction company I have worked with. During the construction of the project they demonstrated

their impressive ability to safely maneuver around students and faculty, who were utilizing the same space, while staying on course with great

attention to detail and schedule.”

Leatha J. Elsdon, Senior Project Manager

Facilities, Planning, Design and Construction for California State Polytechnic University, Pomona

In 2008, Rudolph and Sletten was named California’s top hospital builder by California Construction, a McGraw-

Hill publication. The Company specializes in the construction of health care, corporate campuses, educational

institutions, entertainment, pharmaceutical and high-tech projects, and it is ranked as one of the top leaders in

sustainable construction on the West Coast. Since its beginning, Rudolph and Sletten has embraced new ways

to improve collaboration and increase productivity. With its use of 3-D and 4-D Building Information Modeling

(BIM) and Last Planner™, along with its 175 LEED Accredited Professionals in-house, Rudolph and Sletten is

continuing its tradition of bringing value to the customer. Through its unique strategic partnership with Perini

Building Company, Rudolph and Sletten is fast becoming a leading builder of Native American projects.

University of California, San Francisco Cardiovascular Research Institute San Francisco, CA

Rudolph and Sletten is using collaborative methods to build this five-

story, 232,000-square-foot research facility to fight against cardiovascular

diseases. Schedule consensus was obtained early with the use of Last

Planner™ scheduling techniques. Other Lean construction methods

were implemented to improve efficiency and minimize waste, while

Building Information Modeling (BIM) created a visual dialogue between

team members as they strategized to anticipate issues and clear

constraints. The building strategy implemented on this SmithGroup,

Inc.-designed project has broken through barriers that traditionally limit

communication and results.

James A. Cummings, Inc. is one of Florida’s leading builders, with an exceptional record of performance on

public and private building projects including schools, college and university structures, and municipal facilities,

as well as high-rise residential and high-end retail developments. Representing the Tutor Perini Building Group

in the Southeast U.S., Cummings’ strength lies in its people and their long-standing reputation as collaborative

partners and exceptional builders. Cummings is well prepared to meet the rigors of environmentally-sound

design and construction, leading the construction team on the first state-funded, LEED Platinum Level building

in Florida, the 90,000-square-foot Engineering Complex at Florida Atlantic University. Further, Cummings views

the current economic climate as an opportunity to target military sector projects including Air Force, Army

Corps of Engineers, Navy and Marine Corps. Each branch of the military has substantial construction budgets

for new and renovated facilities. Its alliance with Tutor Perini’s Management Services Group, a global leader

in such work, will most certainly give Cummings an advantage in the Southeast.

Building Council is expected.

Tutor-Saliba’s building operation has a solid portfolio of both public and privately funded developments,

representing some of the nation’s largest and most complicated building projects. Nearly all of these projects

were constructed in an urban environment, on extremely tight sites, and with some of the most sophisticated

and complex systems and equipment. Building projects completed by the Company include gaming and

hospitality developments, landside aviation (for example, the $1.1 billion reconstruction of the San Francisco

International Airport, including terminals, concourses, parking garages, consolidate rental car center, and transit

stations and guideways), health care, education, municipal, commercial, and entertainment facilities such as

sports venues and convention centers. Preconstruction services assure clients that budgets are validated, cost

and schedule efficiencies are realized, and maximum value is achieved. By using its experience, the Company

resolves project concerns long before they impact construction.

IRS Campus Project Philadelphia, PA

In August 2007, GSA and the U.S. Postal Service (USPS) signed a

Memorandum of Understanding (MOU) that paved the way for

redevelopment of the historic Post Office building at 30th and Market

streets into a new, consolidated campus for the IRS in Philadelphia.

The facility, listed on the National Register of Historic Places, will be

renovated into modern offices to meet the evolving needs of the IRS.

When complete in 2010, this 863,000-square-foot facility will house

nearly 5,000 IRS employees in modern Class A office space. The IRS

Campus Project consolidates several IRS occupied leased facilities,

predominately located in Northeast Philadelphia.

Rivers Casino Pittsburgh, PA

of the Allegheny, Monongahela and Ohio rivers. Designed by Strada Architecture of Pittsburgh, the

casino will cover 450,000 square feet, featuring 100,000 square feet of gaming space. In addition, the

facility will house a 450-seat buffet, a 250-seat casual-dining restaurant, a 150-seat steakhouse, and four

casino bars and lounges. Scope of work also includes a nine-story, 1.3-million-square-foot parking garage

with 3,800 spaces.

Building Group Keating Building Corporation

Based in Philadelphia and covering the major construction markets of the Northeast and Mid-Atlantic states,

Keating Building Corporation has grown since its founding in 1976 to be consistently ranked among the top

U.S. contractors by Engineering News-Record. As a general contracting, construction management and design-

build firm, its strong in-house resources include mechanical, electrical and civil-estimating divisions, CPM

scheduling and value-engineering analysis. Keating’s in-house capabilities also include pre-construction

planning, phasing and scheduling, constructibility review, value-engineering analysis, construction

administration and post-occupancy services. Sophisticated accounting controls, reporting and scheduling

techniques are in place to ensure that the financial interests of its clients are protected, and are designed with

flexibility in mind to create client-responsive reporting to owners and managers. Acquired by Perini in early

2009, Keating has a history of successfully completed corporate campuses, gaming, hospitality, education,

pharmaceutical and institutional projects.

Pennsylvania Convention Center Expansion Philadelphia, PA

Designed by Vitetta/TVS&A for the Pennsylvania Convention Center Authority, the expansion of the existing Convention Center will add nearly

one million square feet of new construction. Working under two competitively bid contracts, Keating is responsible for caissons and grade beam

foundations, structural concrete superstructure, structural steel, demolition of the west wall of the existing facility, and new sewer and storm water

work. Scope of work also includes exterior wall systems, structural curtain wall, roofing, vertical transportation systems, mechanical, electrical and

fire protection systems, and interior finishes. A new 57,000-square-foot ballroom will be the largest convention center ballroom on the East Coast.

There will also be 260,000 square feet of new exhibition space and 63,000 square feet of additional meeting space.

LAX Runway and Taxiway Replacement Los Angeles, CA

At Los Angeles International Airport (LAX), Tutor-Saliba

constructed an 11,000-foot-long by 200-foot-wide runway and

10,000-foot-long by 100-foot-wide taxiway, including the removal

and replacement of existing deteriorated concrete runway and

taxiway pavement, and installation of NAVAID systems, signage

and lighting systems, airfield pavement markings, storm drains,

and other related runway/taxiway intersection improvements.

In 2008, Tutor-Saliba joined forces with Perini Corporation, creating a powerhouse organization with a combined

total of 165 years of civil construction experience. Once joint venture partners, the two companies have now

become one and serve as the foundation of the Civil Group of the new Tutor Perini Corporation.

While known as Tutor-Saliba Corporation, the Company was consistently ranked among the top civil works

contractors in the U.S. by Engineering News-Record, with an emphasis on transportation projects. For over

50 years, the Company’s chief asset was its ability to perform sophisticated and challenging public works

construction and engineering projects—alone or in joint venture—such as highways, bridges, tunnels, transit,

railroad, ports & harbors, and airside aviation. In addition, Tutor-Saliba excelled in water and wastewater projects

such as treatment plants, conveyance, and dams. Its record of performance on a broad spectrum of civil works

projects, exceptional technical staff and field supervisory personnel, and extensive equipment fleets (one of the

largest in the U.S.) pre-eminently qualified it to pursue complex, multi-faceted public works assignments.

I-80 West Approach to Bay Bridge San Francisco, CA

Completed seven months ahead of schedule, construction of this multi-stage project (to minimize disruptions

to 280,000 vehicles per day) included removal and replacement of a one-mile section of freeway linking

San Francisco to the Bay Bridge. Parallel concrete decks transition into a double-deck configuration as drivers

approach the West Span of the Bay Bridge. Instead of one foundation system supporting the upper and lower

decks, both decks now have their own independent column and foundation support system, making the

West Approach seismically sound.

Tappan Zee Bridge Deck Replacement Westchester County, NY

In 2008, Perini, in joint venture with Tutor-Saliba

Corporation, continued the rehabilitation of the west

deck truss and main span of the Tappan Zee Bridge

in Westchester County, NY under an accelerated

schedule, setting 1,080 of 1,092 planned pre-cast

deck panels, replacing 40% of the three-mile bridge’s

existing and worn decking. Construction of new

bridge joints on the main span and west deck truss

sections is underway. The project was recognized

by the American Society of Civil Engineers, Lower

Hudson Valley Branch, as its “Project of the Year.”

Route 9 Reconstruction Peekskill, NY

Perini is replacing four bridges along Route 9, including

a six-span steel structure that is also being realigned to

improve safety. The scope of work includes replacing and

raising the Main Street Bridge over Route 9, which currently

restricts many vehicles from using the right lane. 2.5 miles

of highway will be widened to accommodate additional

lanes, requiring tightly controlled rock blasting operations.

The New York State Department of Transportation project

will also include new curbs, sidewalks, closed drainage

systems, sanitary sewers, water mains, and retaining walls.

In the Northeast, Tutor Perini’s Civil Group, represented by Perini Civil Construction of Peekskill, NY, is focused

on large urban infrastructure repair, rehabilitation and replacement projects in metropolitan New York, New

Jersey and East Coast locations. Aging critical infrastructure, increasing densities of urban and suburban areas,

and above-capacity traffic flows are driving the need and legislative appropriations for transportation projects

such as highways and bridges and mass transit—projects upon which the Company has built much of its

outstanding reputation. Water, sewer and waste treatment facilities are also well suited to the Company’s

experience and resources. The merger with Tutor-Saliba Corporation in 2008 increased the Company’s overall

bonding capacity and financial strength, and combined complementary assets and technical expertise, creating

one of the most versatile civil contracting teams in the nation.

I-95 General-Purpose and Express Toll Lanes, Section 100 Baltimore County, MD

Cherry Hill has been awarded two contracts by the Maryland Transportation Authority to

reconstruct portions of I-95 and I-895. The Company recently completed a 1.2-mile section

of the interstate highway that featured a new six-span 1,424-foot-long bridge on I-895

northbound. The Company is presently reconstructing and widening a two-mile section

of I-95, creating two 12-foot-wide express toll lanes (ETL) and four general-purpose lanes in

each direction. Once complete, motorists will have the option of using the general-purpose

lanes at no cost or paying a toll to use the ETLs.

Headquartered in Jessup (Baltimore), MD, Cherry Hill Construction represents the Tutor Perini Civil Group in the

Mid-Atlantic States (predominantly Maryland, District of Columbia, and Virginia) and Florida, and specializes in

excavation and earthmoving, foundations, paving and the repair and replacement of time-worn infrastructure.

For nearly 40 years, the Company has completed complex projects for federal, state and local public works

agencies and private industry under competitively bid, negotiated and design-build contracts. Cherry Hill self

performs much of its work and together with other members of the Tutor Perini Civil Group boasts one of

the largest heavy construction equipment fleets and equipment maintenance operations on the East Coast.

Cherry Hill’s operations emphasize innovation, aggressive job completion schedules, and high expectations

of supervisory and management performance.

lagging walls were built to heights exceeding

30 feet to hold back the slope beneath a

residential neighborhood to make room to drive

piles and construct steel reinforced, poured-

in-place concrete footings and retaining walls.

Sound barriers and utility relocations are major

components of the contract.

“I was struck repeatedly by the number and variety of challenges your team faced and overcame. The Perini team had decided, quite obviously,

that you were going to press through any obstacles and get the job done. As a result, the Navy and Marine Corps received an exceptional facility.

I would count it a privilege to work together in the future.”

Large Administration Facility USACE TAC, Camp Victory, Iraq

Perini is leading a team for the design and construction of a two-story, 72,452-square-foot

pre-engineered administrative building to accommodate 725 personnel at Camp Victory, Iraq.

The building has a “built-in” protective blast roof and reinforced CMU exterior walls. This is the

first application of incorporating this type of roof into a new building. The Perini design-build

team had previously developed the roof system as stand alone structures to cover existing

facilities, in close coordination with the U.S. Army Corp of Engineers. The project scope includes

HVAC systems, communications system, electrical, water, sanitary and site improvements. It also

involves demolition of two existing buildings on site.

Perini Management Services, Inc. offers highly specialized construction management and design-build services

throughout the world. The Company delivers the resources of the entire Tutor Perini organization to agencies

of the U.S. government, multinational corporations and sureties in North America and overseas. Its unique

capacity to execute competitively bid, multi-year, multi-trade task order and ID/IQ (Indefinite Delivery/Indefinite

Quantity) contracts requiring critical planning and logistics, rapid deployment, partnering and team leadership,

differentiates it from its competitors. In addition, contract completion assignments, offered by sureties as a result

of contractor failures, continue to contribute to the Company’s reputation and backlog.

Since 2005, the Company has pioneered fast-track overhead force protection systems in Iraq, building more than

two million square feet of blast-resistant structures over high-density gathering facilities. Other design-build

assignments led by the Company in 2008 included critical infrastructure projects such as water and POL storage

tanks, and temporary housing and support facilities for the U.S. Department of State in Iraq. Perini is also leading

a design-build team to repair the South Runway at Andersen AFB in Guam under its SATOC (Single Award Task

Order Contract) contract with Air Force Civil Engineering Support Agency (see Black Construction, page 26).

Throughout the Western Pacific, Black Construction Corporation has a successful history of construction projects

which encompass multi-discipline and project management requirements in civil, structural, architectural,

mechanical and electrical engineering. This long and proven history has provided Black with invaluable

knowledge and a reputation of an unwavering commitment to project safety, quality product of the highest

standards through its excellence in estimating, engineering, scheduling and construction expertise.

The climate in this part of the world is extraordinarily demanding on equipment, materials and people. The

logistics of each project require detailed planning as all products, with the exception of certain rock materials,

have to be imported. Black’s success lies in its self-sufficiency. The Company has developed a keen ability to

manage and resource every aspect of a project “in-house” from earthworks to advanced telecommunication

installations. In 2009, Black is performing as subcontractor to a design-build team led by Perini Management

Services, Inc. to repair the South Runway at Andersen Air Force Base in Guam, involving the removal and

replacement of an existing 11,185-foot x 200-foot runway. An on-site central batch plant, with a capacity of

250 cubic yards of concrete per hour, was erected specifically for this project.

94% of the work on this design-build project was

performed by Black Construction. The building,

completed in 2007, is constructed of a conventional

concrete foundation, concrete slab-on-grade,

pre-cast reinforced concrete walls/columns/beams,

and pre-cast concrete roof planks with concrete

topping. The gymnasium roof is structural steel/metal

deck topped with concrete. On top of the concrete

topping of the gymnasium is architectural metal

Terminal 3 Building, McCarran International Airport Las Vegas, NV

The Company’s vertical integration strategy—to provide construction services from the ground up,

including excavation, support of excavation, concrete forming and placement, steel erection, and

mechanical and electrical services—is at work at the new, $1.2 billion, 609,000-square-foot Terminal

3 Building at McCarran International Airport in Las Vegas. Designed by Tate Snyder Kimsey of Las

Vegas, the project features 14 gates (eight for domestic traffic and six swing gates for international

flights). The Terminal 3 Building will be self-contained with its own central plant facilities, roadways,

parking garage, ticket counters and baggage claim areas. The new terminal will have an automated

underground tram connecting it to the D Concourse, built by the Company in 2005.

Mohegan Sun–Casino of the Wind Uncasville, CT

Keating was chosen by the Mohegan Tribal Gaming Authority as construction manager of the

64,000-square-foot Casino of the Wind. Designed by The Rockwell Group of New York, the project

features a new high-end 12,500-square-foot Poker Room, as well as the addition of more than 900

slot machines with integral High Limit, PlayersClub and Table Game areas. In 2002, Perini Building

Company completed a 4.9 million-square-foot expansion of the Mohegan Sun.

Specialty Services Desert Plumbing and Heating, Inc. and Powerco Electric Corporation

The merger of the assets and resources of Tutor Saliba and Perini in 2008—including several specialty

contractors owned by Tutor-Saliba—has enabled the Company as a whole to adopt a vertical integration

strategy, that is, to self perform as much of the scope of work on any given project as possible with in-house

forces, providing construction services on projects from the ground up.

Powerco Electric Corporation

Acquired by Tutor-Saliba Corporation in 2007, Powerco Electric

Corporation of Sylmar, CA performs specialized construction work

related to the design, installation, and maintenance of electrical systems,

and is licensed in California and Nevada. Powerco is a pioneer in the

implementation of three-dimensional AutoCAD MEP coordination

drawings on ongoing projects including the UCLA Santa Monica

Orthopedic Replacement Hospital, the new LAPD Administration

Building in downtown Los Angeles (see Tutor-Saliba Building), and

major projects at UCLA, USC and high school facilities for the

Los Angeles Unified School District.

Now referred to as “Building Information Modeling” or BIM, Powerco’s

engineering and detailing staff has led the 3D charge on these

projects, and has developed numerous innovative conduit rack layout

and support methods to maximize available coordination space in

congested areas for other trades while improving electrical productivity.

PEC has also implemented state-of-the-art procurement, prefabrication

and pre-packaging procedures from its new 33,000-square-foot

warehouse facility, resulting in reduced material storage congestion

at jobsites and improved field productivity.

Desert Plumbing & Heating Company

Desert Plumbing & Heating Company (DP&H) has grown from a

residential and tenant improvement contracting firm in 1977 to a

highly respected commercial plumbing/mechanical design contracting

firm. Licensed in Nevada and California, DP&H performs plumbing and

heating services for commercial, industrial, transportation, gaming and

hospitality, and residential condominium projects. The Company offers

installation, preconstruction, design and engineering services for a broad

range of clients, primarily in Las Vegas Valley and Southern Nevada.

A critical component of Tutor Perini Corporation’s vertical integration

strategy, Desert Plumbing & Heating was the successful low bidder and

was awarded subcontracts on several Tutor Perini projects including

CityCenter, the new Terminal 3 Building at McCarran International Airport,

and Planet Hollywood Westgate Towers in 2008.

JFK International Airport Runway 13R-31L

Tutor Perini Civil Group has been awarded the

Rehabilitation and Reconstruction of Runway

13R-31L at JFK International Airport. At 14,572

feet long, the runway is one of the longest

runways in the nation and handles about one-

third of the airport’s annual operations, including

half of all departures from JFK. Work will include

widening and lengthening the runway and

associated improvements to accommodate the

world’s largest commercial aircraft.

2006-2008 Diversity Contracts Exceed $1 Billion

Tutor Perini Corporation strives to maximize the participation of minority-owned, women-

owned and disadvantaged business enterprises. At the heart of the Company’s diversity

initiative is a comprehensive approach to mentoring and educating MBE/WBE/DBE

businesses about the complexities and demands of working with large construction

companies on sophisticated projects. Over a three-year period (2006-2008), Tutor Perini

Corporation subsidiaries have subcontracted well over $1 billion of work to MBE/WBE/DBE

firms on privately and publicly funded projects in the U.S.

Stronger Together than Apart: SafetyThe companies of Tutor Perini Corporation share a common

history of being strong proponents of safe work practices

on all of its project sites. More than an expectation, Tutor

Perini’s corporate commitment to safety is a strategic part of

the Company’s goal to set new standards of performance.

Each subsidiary and business unit has developed safe work

programs that are considered to be among the best in their

respective markets—building, civil and management services.

Being strong leaders in occupational safety and health is

fundamental to Tutor Perini’s success.

When the opportunity arose for the Company to work

with Nevada OSHA to promote new legislation requiring

construction workers to attend OSHA safety and health

training courses, it instinctively assumed a leadership role.

Signed into law June 3, 2009 by Nevada Governor Jim

Gibbons, the legislation was a collaborative effort between

the Company and the 17 affiliated unions of the Southern

Nevada Building and Construction Trades Council. The law

requires hourly construction workers to attend the OSHA

10-Hour Safety and Health course and supervisors to

complete the OSHA 30-Hour training class. Several of the

Company’s safety professionals earned instructor’s credentials

from OSHA, and have been actively training hourly workers

and supervisory teams for the past year.

Tutor Perini’s enduring reputation as one of the industry’s

safest contractors is built on a continuous focus on improving

safety to ensure the well being of its workforce.
