    (his document was developed in coordination with the Cit of Dubuque, the local %istoric Preservation Commission 9%PC, the State

    %istoric Preservation &ffice, and preservation partners in the communit (his document provides suggestions and

    recommendations for the treatment of e+terior landscape and streetscape elements both in public spaces and in private spaces thatare visuall accessible to the public in the five e+isting historic districts The guidei!e" fo#u" o! the $ete!tio! a!d $e%i#atio! of

    (he Cit of Dubuque Streetscape and 8andscape 9uidelines are based on the Secretary of the Interiors Standards for ehabilitation 

    as the relate to issues of Site and Setting, and the Secretary of the Interiors Standards for the Treatment of Historic Properties with

    (he #uidelines are composed of two components: the Streetscape and Landscapes portion, which addresses the appearance of

    street and landscaping elements that provide the overall conte+t for the residences and commercial structures in the districts= and

    the *rchitectural portion, which addresses the treatments of the specific stles, tpes and features of the buildings in the historicdistricts (hese two manuals are intended for use together to provide a complete and coordinated set of guidelines for the historic

    districts and surrounding areas

    Propert owners will receive a cop of both the *rchitectural #uidelines and a portion of the Streetscape and Landscape #uidelines

    that deals with the historic district in which their propert is located Propert owners who wish to review the #uidelines for other

    districts can request a cop from the %istoric Preservation Commission, or the can reference the complete sets held b the %istoric

    Preservation Commission, Cit Planning Services, or the Carnegie8Stout Librar (he complete #uidelines also will be posted on the

    Cit of Dubuque website in a PD2 format for reference, downloading and printing

    (he #uidelines are intended to be a fle+ible document that will respond to the changing needs of the Cit, the historic districts, andthe propert owners *n annual review of the #uidelines will be performed each "a b the %istoric Preservation Commission to

    districts: 'ackson Park, West EEth  Street, Langworth, Cathedral, and &ld "ain, and the

    surrounding areas (hese districts are situated primaril in the historic downtown section of

    Dubuque reflecting some of the earliest and most architecturall significant growth in the latter half

    of the nineteenth centur through the earl twentieth centur *lthough primaril residential in

    character, a wide range of architectural stles and tpes are visible across the historic districts

    resulting from differences in the dates of construction and primar functions, as well as differences

    in the cultural and ethnic backgrounds of the propert owners and the wide variance in socio8

    economic status of the inhabitants (he result is a remarkabl intact architectural catalogue that

    documents the histor of the development of Dubuque, ranging from standard workers5 housing to

    brick apartment flats to high stle mansions and public institutions

    While Dubuque was officiall platted in EFAA as part of the rush to e+ploit Dubuque5s lead mine, thebulk of the buildings in the historic districts, both commercial and residential, date to the period

    after EFGA and the resolution of a ma@or land claim dispute (he earliest surviving dwellings are

    contained in the $rish8*merican section of the Cathedral District originall known as HDublinI, where

    man business and working class families settled close to the riverfront industries (he commercial

    section of "ain Street had developed as a thriving business center as earl as the EFJ
