The Claims:
1. Transport causes an increase in economic activity
2. The monetised costs and benefits of transport investment mean that it represents ‘good value for money’

What causes what?
1. Transport causes an increase in economic activity
![Page 7: Steven Melia](https://reader035.fdocuments.us/reader035/viewer/2022062515/55c3f3c5bb61eb89068b46ae/html5/thumbnails/7.jpg)
What does the evidence show?
1. Weak positive relationship between transport spending and GDP (stronger when comparisons made with developing countries)
2. No robust evidence on what causes what3. Transport investment can move economic activity
(inwards and outwards)4. Local effects are greater than overall national
effect (if any)5. Positive relationship between road congestion
and GDP

Assumptions behind CBA
• The benefit to society equals the sum of the benefit to all individuals (and companies)
• The value of the environment (or anything else) is equal to what people alive today are willing to pay for the benefits they get from it
![Page 10: Steven Melia](https://reader035.fdocuments.us/reader035/viewer/2022062515/55c3f3c5bb61eb89068b46ae/html5/thumbnails/10.jpg)

• Tested through ‘willingness to pay’ experiments• Discounted to produce a ‘Present Value’• Aggregated across the economy

Conclusions?
• If it works in transport terms, the economy will look after itself
• Sustainable transport is worth promoting for more valid and more important reasons
• Play the politicians’ spurious system if you have to, but:
• Let’s avoid ‘believing our own propaganda’
