meeting of Sub Committee for Operation and Protection (SOAP)
held at SLDC, Raipur on 28.06.2017
The 30th
meeting of Chhattisgarh State Operation and Protection Sub
Committee of SGCC was held on 28th June 2017 at SLDC Conference Hall. The
list of participants is enclosed in Annexure-I.
Sri A.K.Shrivastava, Addl.Chief Engineer welcomed all the participants
of 30th
SOAP meeting.
Item no. 1 Confirmation of minutes:-
No comments have been received from any office. Therefore
minutes of 29th
SOAP meeting is hereby confirmed.
Sub Committee agreed and noted.
Item no. 2 Review of system operation during the month of May 2017:
Presentation and the performance of Thermal Stations and
Transmission System by SLDC, is enclosed in Annexure-II.
Sub Committee noted.
Item no. 3 Outage planning for the month of August 2017 & September 2017:
Outage planning of Transmission feeders, Power transformers for
the month August 2017 & September 2017, submitted by O/o CE
(S/s: O&M) is enclosed in Annexure III.
Once again the representatives were requested to submit
the planned outages by 26th of every month so that the intra-state
outages are discussed & finalize in the SOAP meeting on 28th of
every month.
Despite discussion in SOAP meetings and intimation
to all station heads in Minutes of Meetings, it has been observed
that the proposals for shut down of switchyard and transmission
lines are being still directly received from EE(Opn) of Generating
Power stations which is not in line with the procedure already laid
in the OPERATING PROCEDURE approved by CSERC. All
proposals must be forwarded either through the head of the station
concerned or ED (O&M: Gen) CSPGCL Raipur. Further the

proposals requiring backing down of generation must also be got
approved by ED (O&M: Gen) CSPGCL Raipur & CE (RA&PM)
CSPDCL, Raipur before submission to SLDC.

is available but not commissioned. It has also been noticed
that Splitter and MODEMs are not available in the RTU
which is also intimated to M/s Alstom.

This substation is charged on dtd. 31.03.16. 220 KV wave
trap is installed. RTU is erected and requisition for final
commissioning of the RTU is sent to SE(S/s:O&M) circle vide
office letter No.45 dtd 19.04.2017.

Ambikapur
132 KV S/s
Pratappur
132 KV S/s
Balrampur
132 KV S/s
Bishrampur
Real Time Data of 132 KV sub stations Ambikapur and
Bishrampur are available at SLDC Raipur from 220 KV
Bishrampur to Korba west PH via 220 KV S/s Chhuri. Data
matching work is under progress. Also, it is to be noted that
RTU is not available at 132 KV S/s Balrampur. Requirement
of the same is intimated vide this office letter No.919 dtd
02.01.2017. Also at 132 KV S/s Pratappur real time data work
is under progress. The material is available at the site and will
be executed at the earliest.

4 132 KV S/s
Lafarge.
At the site the RTU is available and is pre commissioned by
M/s Lafarge intimated vide letter No.918 dtd.31.12.2016 and
57 dated.26.04.2017.
5 132 KV S/s
Baikanthpur. Real Time Data is available at SLDC Raipur.
The status of the RTU at CSPTCL stations is once again given
below:
Telemetry of KTPS, Korba East and Korba 100, 132 kV has not
improved at all since the meeting held on 25/04/2016.
1) DSPM TPS U#1 and U#2, Generator telemetry is still not
available.
2) Marwa U#1 and U#2 Generator telemetry is still not available.
3) Korba West 220 Side Korba East Line-1 – CB & Station X-mer
1,2 & 3 – CB indications are not available.
4) Bango Hydel Power Station Station X-mer 1- CB indication is not
available
The real time telemetry of following 17 charged substations is still
not available to the SLDC. The same needs to be integrated to
SLDC SCADA at the earliest.

A speedy action on this matter is requested by all Generating
stations heads and CE (S/s:O&M),CSPTCL to arrange telemetry on
priority for successful & realistic commissioning of EMS module in
the upgraded SCADA system.
During discussion of Telemetry status with MD (CSPTCL), she has
desired that the EEs of the communication circle must attend the
SOAP meeting along with plan to restore the telemetry.

Item no.5. Status of FGMO { Free Governor Mode Operation } in thermal units
as on 28.06.2017:
The status of FGMO/RGMO in thermal units of Korba west,
DSPM & Marwa is not clear at all. This issue has been discussed in
every OCC Meetings and SLDC has not been able to give proper
reply due to non submission of FRC data at the time of grid
disturbance.
The FGMO of unit no.3 of KWB is out from a long time. The
necessary action being taken by the authorities of KWB shall be
appraised in next meeting.
As desired in last OCCM, for providing signal for Monitoring of
Restricted Governor Mode Operation (RGMO) at NLDC, RLDC &
SLDC for ensuring grid security and proper operational guide lines
by concerned grid operators. In last meeting, SE (GCC) CSPGCL
has intimated that arrangements are being made for proving the
same at power stations but till the end of June17 no intimation has
been received.

Also as per provision made under regulation 5 (h) to IEGC dated
12.04.2017, RLDCs /SLDCs shall not schedule the generating
station or unit(s) beyond ex-bus generation corresponding to 100 %
of the installed capacity of the generating stations or unit(s).
Through this office letter no.669 dated 29.06.2017 and 684 dated
01.07.2017 all ED/CE(Gen) have been requested schedule ex-bus
generation corresponding to 100% of installed capacity of the
station,at normative Auxiliary Consumption. Presently DSPM
station & Korba West Extn 500 MW station are scheduling in excess
of ex-bus generation which needs to be scheduled as per the above
provisions failing which SLDC will have to take action of curtailing
the scheduling .

Item no. 6. Status of AUFLS {Automatic Under Frequency Load Shedding} and
df/dt relays as on 28.06.2017:
The status of AUFLS & df/dt relays submitted by the
representatives of CE (S/s: O&M) is same as given in Annexure IV
and Annexure V respectively of minutes of 26th SOAP Meeting held
on 28.02.2016 forwarded vide letter No. 03-
02/SLDC/OPN/SOAP/2412 Raipur dated 10.03.2017.
As decided in 4th, 5th & 6th National Power Committee (NPC)
meetings, the feeders/lines mapping of the Feeders / Lines covered
under AUFLS, on SCADA systems of SLDC's/RLDC's was
discussed, wherein NPC have desired that monitoring of the feeders
/ loads under the AUFLS shall be done at SLDC's / RLDC's, so as
to ascertain that the desired results are ensured during the events,
frequency falling below the AUFLS frequency settings. O/o CE
(S/s: O&M) has intimated that the data will be provided from the
system being procured at their office for integration of all S/s data.
Mean while they have been requested to explore the possibility of
providing data from S/s where RTUs are already installed. No
reply has been received in this regard.

It was requested to the representatives of O/o CE (S/s: O&M),
CSPTCL to submit the updated status of AUFLS & df/dt relays.
The data from Bilaspur circle is also incomplete. Kindly arrange to
submit the timeline for installing Under frequency relays for the
balance feeders as approved by honourable CSERC in the month of
August 2015. As per instruction of Member Secretary (I/c), WRPC , in the 31st
WRPC meeting held on 30.03.2016, at item no 11, He requested
that SLDCs shall collect the data of self certification by
Discoms/STUs and inspection carried out by intra-circles of
Discoms/STUs and submit to WRPC immediately (within 15 days).
Also as decided in 478th OCC meeting, the STUs were requested to
self certify the healthiness of the UFRs under their jurisdiction and
submit the same to this office for onward submission to WRPC.
Office of CE(S/s:O&M) CSPTCL is requested to submit the self
certification of present AUFLS relays on designated feeders and also
assign each circle head to certify the AUFLS status of other circle
and submit the report to SLDC within 15 days time.

Item no.7. Details of new transmission lines transformer or any other
transmission elements to be charged in August 2017 & September
2017 :
The representative of O/o CE (S/s: O&M) has intimated that no new
element is going to be charged in August 2017 & September 2017.
Sub Committee noted.
The issue of TTC/ATC calculation in CSPTCL is long
pending and needs immediate attention.

The 31th
SOAP meeting is proposed to be held on 28th July 2017
(Friday) at SLDC Raipur. The time of meeting will be from 12:00
hrs sharp.
