On Monday, March 14, the Jackrabbits were awarded the No. 12 seed in the Lexington Region of the NCAA Women’s Basketball Champi- onship tournament after a 26-6 regular sea- son. SDSU will face fifth-seed- ed Miami in an opening- round game on Saturday, March 19 at the Maples Pavil- ion in Palo Alto, California. It will be the first-ever meeting between the Jackrab- bits and Miami. Saturday’s victor will ad- vance to take on either No. 4 Stanford or No. 13 San Fran- cisco in a second-round game. South Dakota State (26-6) completed its 10th 20-win season in the last 12 years and makes its seventh appearance in the NCAA Championship. The Jacks are 1-6 in the championship and 2016 is the first time the Jackrabbits earned the No. 12 seed. SDSU’s highest seed came as the seventh seed in the 2009 NCAA Tournament. Sixth graders win at Benilde-St. Margaret’s

Over 200 youth wrestlersfrom kindergarten througheighth-grade hit the mat forthe Glencoe-Silver Lake/Lester Prairie Youth WrestlingTournament at Lester PrairieHigh School on Saturday,March 12.

The competition was a dis-trict qualifier for the North-land Youth Wrestling Associa-tion’s Region 3 Tournament,scheduled to be held atLakeville North High Schoolon Saturday, March 19.

Three other district quali-fiers took place the weekendbefore, with some GSL/LPwrestlers also qualifying forthe region meet at those.

Among those from eitherGSL or Lester Prairie earningtop-four placements in their

respective grade classifica-tions were:

erage of 3.995. The Panthers as awhole claimed the “Silver Award”from the Minnesota State HighSchool Coaches Association for afull-squad GPA of 3.525.

Minnesota shooting clubswill have another shot at de-veloping or rehabilitatingtrap-shooting facilities aswell as other ranges open tothe public through a grantsprogram from the Depart-ment of Natural Resources.

The 2014 Minnesota Leg-islature authorized morethan $2 million for matchinggrants to recreational shoot-ing clubs for developing orrehabilitating trap shootingsports facilities for publicuse, with an emphasis on en-hancing youth participationopportunities. The 2015Legislature provided$800,000 in additional fund-ing for a wider variety ofrange development and reha-bilitation.

“We still have trap rangegrant funding left that, alongwith added funding, willallow for the growth or im-provement of skeet shooting

venues, as well as rifle andpistol ranges,” said ChuckNiska, DNR shooting rangeprogram coordinator.

Ranges receiving fundsmust be open to the publicon a reasonable basis, for areasonable fee.

The first grant type con-sists of expedited small traprange grants of $25,000 orless, or large trap rangegrants of $25,000 or greater.There is $650,000 availableuntil funds are exhausted.

The second grant type in-cludes small range grants of$25,000 or less, or largerange grants of $25,000 orgreater. There is $800,000available in 2016. Thesegrants provide a wider vari-ety of range developmentand rehabilitation.

Each grant recipient is re-quired to equally match theamount of funds the DNRawards them.

Grant application packetsare available online on thegrants page athttp://www.dnr.state.mn.us/grants/recreation/rangedev.html.

The application periodwill be March 15 to April29. Grantees must havecompleted any prior DNRshooting range projects, withpayments made and con-tracts closed. Grantees alsomust provide proof of localgovernment approval, insur-ance and other informationonce grant awards are an-nounced in May.

“Our hope is that thesegrants will allow facilities toadd additional trap fields,upgrade equipment or makeother improvements that en-able more people to partici-pate in the shooting sports,”Niska said.

Encouragement to grow in prayer

Then Jesus said to him, “What do you want me to do for you?” — Mark 10:51

Jesus asks this question, but I’m sure he already knew what the blind man wanted. So also, Jesus already knows what you wanteven before you call out in prayer. Jesus also cares for you immensely before you can try to earn it. Yet the call to pray stillgoes out for you to pray – to converse with Jesus. Not for Jesus’ sake, but for yours.

Anything we repeatedly do, we strengthen. Your prayer life can strengthen and change. Do you repeat the same prayers youlearned as a child? Try learning and using a new prayer. Do you pray for thirty seconds? Try two minutes. Do you pray as you aremulti-tasking? Try giving your sole attention to a time of prayer. The growth in prayer is not because it will be more effective in con-vincing Jesus; he already knows and cares. It is you who will grow in faith, in love, and devotion.

Jesus says, “What do you want me to do for you?” To a child, it sounds like the opportunity to give your wish list. But as adults, itis a call to open yourself up to Jesus and trust him with your life. Prayer is an expression of that trust.

Mayor Wilson called the regularmeeting of the City Council to orderat 7:00 p.m. with members

Schrupp, Dietz, Robeck, Perschauand Ziemer present. Also present:City Administrator Mark Larson,City Attorney Jody Winters, FinanceDirector Trippel, Public Works Di-rectors Drew and Schreifels and Po-lice Chief Raiter.

Motion to approve the consentagenda with a change to wording ofminutes in regards to Waste Manage-ment contract savings through 2017for recycling by Councilor Schrupp,second by Councilor Robeck. Allmembers voted in favor.

Mayor Wilson opened the hearing.Public Works Director Schreifelsgave a brief overview on the purposeof this new chapter being added tothe Municipal Code. The ordinancewill impose reasonable regulation onthe placement and maintenance of fa-cilities and equipment currently with-in its rights-of-way, utility easementsand any other locations.

There being no public comment,Councilor Schrupp motioned to closethe public hearing. Councilor Per-schau seconded. All members votedin favor.

Motion to approve the secondreading of Ordinance No. 591 wasmade by Councilor Ziemer, secondby Councilor Schrupp. Upon a rollcall vote all members voted in favor.

Public Works Director Drew re-viewed the bids for a second leafvacuum. Direct Drive model is whatwe currently have. The Belt Drivemodel was the other option present-ed. The hours of operation to vacuumwould be 8 hours for each unit mak-ing the start time more tolerable forcitizens. Lead time on the vacuum is80 to 120 days. It would be pur-chased outright with one half of thefunds provided by the SanitationFund.

Direct Drive model with replace-ment parts bid was $49,139.50.

Discussion led to a motion to pur-chase the Direct Drive model as stat-ed by Councilor Ziemer, secondCouncilor Perschau. All membersvoted in favor.

Justin Black of SEH presented thegeneral engineering, architecturaland other consulting services agree-ment. The proposal is to provideservices to the City of Glencoe on anhourly basis, not-to-exceed a total of$50,000 in calendar year 2016 with-out additional written approval fromthe City of Glencoe.

Discussion led to a motion to ap-prove the Letter Agreement for Gen-eral Engineering Services contractwith Short Elliott Hendrickson, Inc.as presented, by Member Perschau.Second by Member Dietz. Membersvoting in favor, Schrupp, Dietz,Ziemer and Perschau. Member vot-ing no, Robeck. Motion carried.

Justin Black of SEH presented arequest for fees to cover the costs foradditional services within the Arm-strong Avenue Project. The total re-quested fee amendment for addition-al services is $54,984. Council mem-bers requested a breakdown of theadditional service fees for the sevenareas of the project extra time wasneeded. Also questioned was if someof the services performed could bebilled back to entities who benefitedfrom the services performed. Thiswill be considered.

Motion approving the LetterAgreement for Additional Engineer-ing Services performed by SEH onthe Armstrong Avenue Project in theamount of $54,984 made by Coun-cilor Perschau, second by CouncilorSchrupp. Members voting in favor,Perschau, Ziemer, Dietz andSchrupp. Member Robeck voted no.Motion carried.

Justin Black of SEH explained theproposal for the required conductinginvestigation and remediation in the2016 Armstrong Avenue Improve-ments Project area. The Phase I Envi-ronmental Site Assessment and sub-surface sampling identified two areaswithin the project area that will re-

quire remedial action during con-struction and improvements of streetsand utilities for the project. Phase IIscope of work consists of the follow-ing: a letter report documenting thefindings, a Construction ResponseAction Plan/Construction Contin-gency Plan (RAP/CCP), implementa-tion and oversight of the RAP/CCP,and preparation and submittal of anImplementation Report to theMPCA. The services will providedocumented liability protection forthe City as well as serve as requireddocumentation for the MPCA toissue a Closure Letter which makesthe City of Glencoe eligible for selectreimbursement under the MinnesotaPetrofund Program. Costs of the as-sessment is $28,297 plus $5,569 inanalytical costs for a total of$33,866.

Discussion questions led to a mo-tion to approve the Letter Agreementfor the Phase II Environmental As-sessment in the amount of $33,866by Councilor Perschau, second byCouncilor Dietz. Members Schrupp,Dietz, Ziemer and Perschau voted infavor. Member Robeck voted no.Motion carried.

City Administrator Mark Larsonpresented the required resolution forreimbursement of expenditures withbond proceeds for the 2016 Arm-strong Avenue Project. The financingpackage for the 2016 project willpresented at the next council meet-ing.

The following resolution was in-troduced by Councilor Robeck:

Motion by Councilor Dietz to setBoard of Review for April 5, 2016 at11:00 a.m. in the West ConferenceRoom. Councilor Robeck seconded.All members voted in favor. A quo-rum is needed – members who aretrained are Dietz, Robeck andZiemer.

Planning and Industrial Commis-sion recommended the increase ofthe size of an accessory buildingfrom 144 square feet to 200 squarefeet before needing a permit in orderto conform to the State BuildingCode.

Discussion led to a motion to au-thorize the City Attorney to draft thenecessary ordinance to make thischange to the municipal code, byCouncilor Ziemer, second CouncilorDietz. All members voted in favor.

City Administrator Mark Larsonand Public Works Director GarySchreifels asked the Council to“freeze” the rate increase proposed atthe previous council meeting. In thereview of method of commercial ratecalculation they feel it is necessary torevisit the commercial rates and baseupon direct REF calculation. Map-ping software could possibly be usedto allow more precise calculation ofactual size of commercial industriallots. There is a need to review eachcalculation sheet to determine actualREF and estimated revenue. Thegoal is to have this prepared for thenext Finance Meeting.

Resolution to freeze the stormwater rates to allow for further studywas introduced by CouncilorSchrupp and seconded by CouncilorZiemer. Upon a roll call vote mem-bers voting in favor were Perschau,Ziemer, Dietz and Schrupp. Membervoting no, Robeck.

Whereupon said resolution wasadopted and approved.

RESOLUTION NO. (2016-06)RESOLUTION TO FREEZE

STORMWATER RATESWHEREAS, the City Council of

the City of Glencoe set Stormwaterrates in Resolution 2016-04; and,

WHEREAS, the City Councilwould like to freeze the rate increaseset in 2016-04.

NOW, THEREFORE, THE CITYCOUNCIL OF THE CITY OFGLENCOE RESOLVES:

That the rate increase set forStormwater in Resolution 2016-04not be enacted until a later date to beset by resolution.

The area pro-posed to be assessed for such im-provements includes properties abut-ting such improvements, and non-abutting properties that benefit fromthe improvements.

Such assessment is proposed to bepayable in equal annual installmentsextending over a period of 15 years,the first of the installments to bepayable on or before the first Mon-day in January 2017, and will bearinterest at a rate of 3.5 percent perannum after October 31, 2016. To thefirst installment shall be added inter-est on the entire assessment from No-vember 1, 2016, until December 31,2017. To each subsequent installmentwhen due shall be added interest forone year on all unpaid installments.

You may at any time prior to certi-fication of the assessment to theCounty Auditor-Treasurer on No-vember 1, 2016, pay the entire as-sessment on such property to the of-fice of the City Administrator. No in-terest shall be charged if the entireassessment is paid by October 31,2016. You may at any time thereafter,pay to the City Administrator the en-tire amount of the assessment re-maining unpaid, with interest accruedto December 31 of the year in whichsuch payment is made. Such paymentmust be made before November 15or interest will be charged throughDecember 31 of the succeeding year.If you decide not to prepay the as-sessment before the date given abovethe rate of interest that will apply is3.5 percent per year. The right to par-tially prepay the assessment is avail-able.

The proposed assessment roll ison file for public inspection at theCity Administrator’s office. The totalcost of the project is $4,694,267.94.The total amount of the proposed as-sessment is $981,493.98. Written ororal objections will be considered atthe meeting. No appeal may be takenas to the amount of an assessmentunless a written objection signed bythe affected property owner is filedwith the City Administrator prior tothe assessment hearing or presentedto the presiding officer at the hearing.The council may upon such noticeconsider any objection to the amountof a proposed individual assessmentat an adjourned meeting upon suchfurther notice to the affected propertyowners as it deems advisable.

If an assessment is contested orthere is an adjourned hearing, the fol-lowing procedure will be followed:

1. The city will present its casefirst by calling witnesses whomay testify by narrative or by

examination, and by the intro-duction of exhibits. After eachwitness has testified, the con-testing party will be allowed toask questions. This procedurewill be repeated with each wit-ness until neither side has fur-ther questions.

2. After the city has presented allits evidence, the objector maycall witnesses or present suchtestimony as the objector de-sires. The same procedure forquestioning of the city’s wit-nesses will be followed withthe objector’s witnesses.

3. The objector may be represent-ed by counsel.

4. Minnesota rules of evidencewill not be strictly applied;however, they may be consid-ered and argued to the councilas to the weight of items of ev-idence or testimony presentedto the council.

5. The entire proceedings will betape-recorded (video-taped).

6. At the close of presentation ofevidence, the objector maymake a final presentation tothe council based on the evi-dence and the law. No new ev-idence may be presented atthis point.

7. The council may adopt the pro-posed assessment at the hear-ing.

An owner may appeal an assess-ment to district court pursuant toMinn. Stat. § 429.081 by serving no-tice of the appeal upon the mayor andcity administrator of the city within30 days after the adoption of the as-sessment and filing such notice withthe district court within ten days afterservice upon the mayor or clerk.

Under Minn. Stat. §§ 435.193 to435.195, the council may, in its dis-cretion, defer the payment of thisspecial assessment for any home-stead property owned by a person 65years of age or older for whom itwould be a hardship to make the pay-ments. When deferment of the spe-cial assessment has been granted andis terminated for any reason providedin that law, all amounts accumulatedplus applicable interest become due.Any assessed property owner meet-ing the requirements of this law andthe policy adopted under it may,within 30 days of the confirmation ofthe assessment, apply to the City Ad-ministrator for the prescribed formfor such deferral of payment of thisspecial assessment on their property.

Crystal Hope Arzate, 38, ofGlencoe, had previously ap-peared in court and had pleadedguilty to one count of theft bywrongfully obtaining public assis-tance. She appeared for sentenc-ing. The court placed her on pro-bation for two years, with the fol-lowing conditions: that she serve10 days in the McLeod CountyJail and pay a fine of $6,695.
