9. Be firm in our commitment to seek a mutual solution; be stubborn in

ourselves, we will use those with gifts and training in mediation in the

11. We will trust the community and if we cannot reach agreement or

experience reconciliation, we will turn the decision over to others in the

- In one-to-one or small group disputes, this may mean allowing

others to arbitrate.

- In congregational, conference district or denominational disputes,

this may mean allowing others to arbitrate or implementing

constitutional decision-making processes, insuring that they are

done in the spirit of these guidelines, and abiding by whatever

decision is made.

BOARD OF ELDERS The Elders are called by the congregation for the purpose of coming alongside the Pastor in leadership and management of all areas of the church Mission, Vision, and operations. SELECTION PROCESS / TERMS / MINISTRY ORGANIZATION

QUALIFICATIONS / GIFTS

• Meet qualifications of servant-leader in church. • Leadership experience in church and community. • Mature person who has demonstrated wisdom and vision.

RESPONSIBILITIES & PRIVILEGES VISION

• Work with pastor on preferred future. • By prayer and consultation seek and discern the will of God on behalf of the

church community. • Gather the congregation for prayerful consideration and reflection and decisions

on recommendations. • Model servant leadership by commitment to attendance and participation in

church events and special occasions. WATCH CARE

• Shepherd and watch over the congregation with tender loving mercy. • Strive to build unity in all matters. • Be responsible for all membership matters in cooperation with Deacons. • Seek and provide ways to build up and mobilize the church community for

personal growth, growth in community and evangelism. • Train, disciple and counsel ministry committees. • Monitor worship services together with the Worship Committee. • Assure that the Conference Statement of Faith is upheld with diligence. • Be vigilant and research for false doctrine and unwise practices. • Seek, welcome and uphold the counsel of the Conference.

ADMINISTRATION • Work with Pastoral Committee in search and support of the Pastor(s) family. • Hire and evaluate support staff in cooperation with appropriate committees. • Meet annually with ministry committees to set and evaluate goals to carry out the

mission / vision of the church. • Implement and evaluate progress of church decisions. • Be responsible for all legal matters. • Administer budget, capital assets, and facilities in cooperation with appropriate

committees.

SENIOR PASTOR (Revised March 2009) The Pastor is the spiritual leader of the church. The Pastor works in agreement with the Board of Elders in developing its mission, vision and all areas of ministry: teaching, preaching, discipling, building the church community and its relationships. He guides the administration of operations. He works with Elders, Pastoral staff, support staff and ministry committees to build the church community into a follower of Jesus. QUALIFICATIONS / GIFTS

• Aware and committed to following God’s call to Pastoral ministry. • A minister in good standing with MB Conference. • Meet qualification for licensing. • Meet expectation of a servant leader in church. • 1Timothy 3:1-7.

RESPONSIBILITIES & PRIVILEGES PREACHING / TEACHING

• The senior pastor preaches the gospel, administers the ordinances, shepherds and watches over the church community, promote the spiritual interest of the church community, organize and develop the church’s strength for the glory of God and His Kingdom.

• Shall diligently uphold the Word of God as the authority in faith and practices, and in matters of interpretation adhere to the Confession of Faith of the General Conference of Mennonite Brethren Churches.

• The Pastor together with the Board of Elders shall be responsible for the content of preaching and church resources.

• Shall participate in midweek Bible study. • Provides leadership for providing instruction to baptismal and membership

candidates. • Shall give support and care to the leadership.

DISCIPLESHIP • Assists the congregation with identifying and using their gifts. • Challenges congregation in Christian disciplines.

SPIRITUAL NUTURE AND ADMONITION • Visit and anoint the sick. • Visit members and adherents. • Be active in mobilizing outreach. • Provide guidance, encouragement and admonition.

ADMINISTRATION • Be ex-officio member of all committees. • In the presence of a loss of leadership continuity, the pastor mobilizes

committees as requested by the Elders. • Provide watch care that the mission statement of the church is embedded in all

operations and guard against unwise practices in all functions of the church. OTHER

• Duties as agreed upon.

MODERATOR The purpose of the Moderator is to work alongside the Pastor in operations of the church. This is done by effectively facilitating the communication and processes in the church in a manner in keeping with the church mission statement. The Moderator works with the Elders and Pastor and committees as requested. SELECTION PROCESS / TERMS / MINISTRY ORGANIZATION

• Affirmed by the congregation at an annual meeting. • Three-year term.

QUALIFICATIONS / GIFTS

• Meet the church’s expectations of a servant leader. • Vision for the church and its purpose in the community. • Respected by the church and the community. • Relate well with others /tactful. • Coaching/modeling/mentoring ability. • Team worker / leader

RESPONSIBILITIES & PRIVILEGES

• Preside over all business meetings of the church and Board of Elders meetings. • Prepare agendas for church meetings in consultation with appropriate people. • Remain neutral throughout congregational meetings and Elder meetings. • Participate with caution in round table discussions. • Member of the Board of Elders. • Meet with the ministries annually to facilitate annual goal setting and establish

new goals for the church. • Call a church business meeting to approve the budget for the year, hear church

reports, to elect slate of officers and other church related issues. • Set dates for all congregational meetings. • Ensure church decisions are implemented. • Appoint scrutineers. • Meet with the Senior Pastor on a regular basis. • Acquaint Moderator-elect with the moderator role and church decisions made in

the past year. • Supervise the compiling of the church annual reports. • Pass current moderator file to the Moderator-elect. • Uphold the expectation of a servant leader.

ASSISTANT MODERATOR The purpose of the assistant moderator is to support the Moderator in any way agreed upon with the Board of Elders. SELECTION PROCESS / TERMS / MINISTRY ORGANIZATION

• Affirmed by the congregation at an annual meeting. • Three-year term.

QUALIFICATIONS / GIFTS

• Meet the requirements of servant leader in church. • Demonstrated leadership ability. • Have demonstrated commitment to church. • Have served the church in some capacity previously. • Good communication skills. • Have respect and good relationships in the church. • Encourager/Helper gifts.

RESPONSIBILITIES & PRIVILEGES

• Available when the moderator is absent. • Preside over the election of the Moderator. • Pass files to Assistant Moderator-elect. • Member of the Board of Elders.

ELDER AT LARGE The purpose of the Elder at Large is to provide diversity from the congregation in the leadership team and provide an opportunity for those with leadership potential to serve. QUALIFICATIONS / GIFTS

• Meet the requirements of servant leader. • Have served in some capacity in church previously. • Some demonstrated leadership potential. • Have demonstrated commitment to church. • Good communication skills. • Demonstrated wisdom and insight. • Have respect and good relationships in the church.

TREASURER The purpose of the treasurer is to guard the financial interests of the church by assuring that all financial matters are conducted in a fiscally prudent manner and in accordance with Generally Accepted Accounting Principles. The treasurer promotes wise stewardship in the congregation. The treasurer works with the Finance Committee to prepare reports and make recommendations to the Board of Elders. QUALIFICATIONS / GIFTS

• Meet the expectations of a servant leader in the church. • Knowledge, understanding and experience in budgeting, accounting, reporting

and auditor’s reports, bondable. • Good communication and motivational skills. • Trustworthy character. • Able to maintain confidentiality.

RESPONSIBILITIES & PRIVILEGES

• Be the custodian of all church monies. • Tally all money received and deposit all monies in a financial institution. • Disburse funds according to the order of the church and by cheque or direct

deposit only. • Pay bills on time to prevent late fees and interest charges. • Account to the Elders and church with financial reports monthly. • Ensure that the payroll process and information is properly carried out. • Prepare receipts. • Complete Charity Tax return. • Track committee spending and report quarterly back to the committee heads. • Accurately reflect the financial reality in reports and records. • Together with all other agencies and coordinators, lead the Finance Committee

in preparing a budget for the next fiscal year; submit it to the Elders for review and to membership for adoption at the annual budget meeting.

• Encourage wise stewardship.

FINANCE COMMITTEE The purpose of the Finance Committee is to assist the Treasurer in matters regarding the church’s financial management. SELECTION PROCESS / TERMS / MINISTRY ORGANIZATION

• Treasurer, four members at large affirmed by the congregation at the Annual meeting.

QUALIFICATIONS / GIFTS

• Meet expectations of servant leader in the church. • Aptitude for financial planning and money management. • Trustworthy character. • Able to maintain confidentiality.

RESPONSIBILITIES & PRIVILEGES

• Assist the Treasurer with preparing the budget. • Assist the Treasurer with encouraging giving in the congregation. • Assist with the weekly tally of offerings – i.e. two persons to be present at all

times of tallying. DEACONS The purpose of the Deacons is to care for needs in the congregation by being vigilant of significant events and arranging suitable contact. Special attention will be given to illness, bereavement, and other personal crises. SELECTION AND COMMISSIONING PROCESS / TERMS / MINISTRY ORGANIZATION

• Shall consist of couples or individuals chosen & affirmed by the congregation. NUMBER

• As determined by the membership and based upon need. TERM

• Deacons shall be commissioned for a three-year term and may serve for as many consecutive terms as the congregation desires.

PROCEDURE

• Have a ballot on which each member is permitted to list up to the required number of couples or singles. The pastor and the deacons not up for election will count the ballots, prayerfully consider all nominees and determine the order in which the candidates shall be contacted to prepare a slate of those willing to serve, according to the number determined by the membership.

• The candidates thus selected are announced to the congregation at least on two Sundays before the actual vote takes place.

• These nominees will then be presented to the church body for a yes/no vote; those receiving a two-thirds or higher majority will serve as deacons.

• The church leadership shall arrange a special commissioning service for deacons serving the first time as soon as possible after the election. At this service the congregation will pledge support to those they have chosen to serve as deacons and invoke God’s blessing upon them.

• The Deacon Coordinator shall be appointed from within the deaconate. QUALIFICATIONS / GIFTS

• Meet the church’s expectation of servant leader. • Have a personal relationship with Jesus Christ as Saviour and Lord. • Be a church member in agreement with the Confession of Faith. • Willing to serve as called by the church. • Be a mature Christian. • Have a good reputation in the church and community.

RESPONSIBILITIES & PRIVILEGES

• Available to listen to hurting people. • Pray for the congregation. • Accept a watch-care assignment. • Make the need for additional caring ministry known to the church. • Assist the Pastor in visitation. • Provide encouragement and comfort to people suffering (e.g. Death of loved

ones, divorce, loneliness, frustration, sick, etc.) • Administer the benevolent fund. • Recognize and be sensitive to special needs within the church and community. • Responsible for the Lord’s Supper elements and servers (servers meet

qualifications below). RESPONSIBILITIES & PRIVILEGES OF CHAIRPERSON

• Call and preside at all meetings of the Deacons. • Work in liaison with the Senior Pastor. • Ensure the Lord’s Supper elements and servers are arranged. • Ensure the Deacon Fund is administered. • Ensure watch care is provided for. • Report to the Board of Elders on behalf of the Deacons. • Meet with the new Chairperson to facilitate and understand the Deacon

Chairperson’s role. • Submit a written report for the annual business meeting.

• Present the work of the agency to the church at the appropriate times. • Advise the Treasurer in regard to budget allocation for the Missions Ministry

budget. • Sensitivity to interests of others.

MEDIA RELATIONS The purpose of the media relations coordinator is to effectively communicate church information and events to the general public. SELECTION PROCESS / TERMS / MINISTRY ORGANIZATION

• Nominated and affirmed at the annual meeting for a three year term. • Works under the direction of the Pastor.

QUALIFICATIONS / GIFTS

• Meet expectations of a worker in the church. • Knowledge of website set up and maintenance. • Communication skills.

RESPONSIBILITIES & PRIVILEGES

• Update website weekly with current announcements. • Prepare and submit press releases – births, deaths, baptisms/transfers and other

significant events to local and conference papers. • Place public service announcements on the radio as determined.

CHURCH SECRETARY / RECEPTIONIST The purpose of the church secretary is to provide hospitality for visitors to the church and facilitate communication and record keeping in the church by following thru on directives from the Pastor and requests from Committees. SUPERVISOR: Senior Pastor QUALIFICATIONS / GIFTS

• Mature believer committed to South Part MB Congregation. • Positive team orientated personality with excellent verbal and written

communication skills. • Organizational skills and interests. • Certificate / courses in communication / office management an asset.

RESPONSIBILITIES & PRIVILEGES

• Type and photocopy the bulletin and order of service. • Circulate information as requested in a manner that builds up relationships and

church unity. • Maintain Criminal Record check records. • Abuse Policy follow-up - assist. • Maintain and update calendars, records, brochures, and directories as required

and requested. • Maintain the office and supplies in good order. • Answer the phone/take messages during working hours. • Meet the confidentiality requirements of Province of MB and assure that office in

is compliance. • Rentals • Other duties as agreed upon.

HOURS OF WORK: 10 hours per week Tuesday – Thursday morning. SALARY: As per conference grid.

PERSONNEL COMMITTEE (Adopted at South Park MB Church Annual Meeting held on May 25, 2017) The purpose of the Personnel Committee is to assist the Board of Elders in nurturing the well-being of the SPMB staff regarding their spiritual growth, personal well-being, employment agreements, and reviews as specified below. The Pastoral Committee, as a subcommittee of the Personnel Committee, is entrusted with the responsibility of working more closely with the pastors as a sounding board, and would filter sensitive information in their role as a conduit to the larger Personnel Committee.

A) PERSONNEL COMMITTEE SUPERVISOR The Personnel Committee is appointed by, and functions as a subcommittee of the Board of Elders (BOE) and is directly accountable to it. There will be 5 members, including the chair, two of whom also serve as the Pastoral Committee. The chair along with 2 other members are appointed by the BOE and reports to the BOE. The Pastoral Committee members will be chosen from within by the Personnel Committee. ACCOUNTABILITY

• The chair prepares agendas and calls meetings. • Any staff may request meetings with the Personnel Committee • Any staff may contribute to the agenda for regular meetings. • The Committee reports to the Elders at least twice a year: once to initiate the

annual review and agree on the process, and once to present the summary. QUALIFICATIONS / GIFTS

• Meet the expectations of a servant leader in the church. • Experience in church leadership. • Experience/knowledge of employment issues. • Demonstrated tact and support skills.

RESPONSIBILITIES & PRIVILEGES

• To consult with the pastors and staff in regards to employment agreements (including salaries, job descriptions, hiring agreements, training needs, vacations), and to recommend changes to the BOE as necessary.

• To facilitate as initiated by the BOE a Full Ministry Review every three years. • To provide an official record of their state of employment for the SPMB

employment files. • To do/oversee ongoing review of support staff (secretary & janitorial) in line with

job descriptions.

• To undertake the lead pastor annual review as directed by the BOE. • To undertake the youth pastor annual review as directed by the BOE. • The purpose of these reviews is to encourage performance in line with church

expectations, to focus on key result areas and to discern opportunities for improvement.

• To make recommendations to the BOE regarding hiring and termination of all staff.

• To model respect and appreciation for the Pastors. • To meet at least quarterly as committee, and not less than annually with the

pastors. • To encourage and affirm the pastors and staff in the work they do for God’s glory.

B) PASTORAL COMMITTEE

• To support the Pastor on a regular basis with words of affirmation, visits and calls.

• To provide comfort and nurture in stressful times. • To exhort and admonish the Pastors and report areas of concern to the

Personnel Committee.
