SPECIAL NOTE FOR BRIDGE CLOSURE
The bridge (eastbound or westbound) requiring retrofit plate(s) shall be completely closed to traffic a maximum of 12 hours per closure with no more than six closures permissible.
Closures will be allowed starting at 9:00 PM Friday and ending at 9:00 AM Saturday and starting at 9:00 PM Saturday and ending at 9:00 AM Sunday. Unless specifically noted in the plans, nowork on the retrofit plate(s) may be done without a complete bridge closure.
No bridge closures will be allowed on the following dates:
November 28th & 29th (Thanksgiving Weekend)December 26th & 27th (Christmas Weekend)January 2nd & 3rd (New Year’s Weekend)

SPECIAL NOTE FOR CONTRACT COMPLETION DATE AND LIQUIDATED DAMAGES ON BRIDGE REPAIR CONTRACTS
I. COMPLETION DATE
The Contractor has the option of selecting the starting date for this Contract. Once selected, notify the Department in writing of the date selected at least one week prior to beginning workand two weeks before full closure of either bridge. All work is to be completed no later than February 1, 2010 provided the new materials are available and weather conditions are favorable.A total of 72 working hours are allotted to the contract.
Contrary to Section 108.07.02, the Engineer will begin charging working hours for this structure on the day and the hour the Contractor starts work that requires closure of the one bridge, including setting up traffic control and the count will continue until the work is completed, accepted, and traffic control devices are removed. Days and hours when a closure of the bridges is not allowed will not count as a working day or work hour.
II. LIQUIDATED DAMAGES
Liquidated damages will be assessed with the Contractor in accordance with the Transportation Cabinet, Department of Highway’s 2008 Standard Specifications for Road and Bridge Construction, Section 108.09, except that agreed liquidated damages shall be assessed at the rate of $10,000 per hour when either the allotted number of working hours are exceeded or the bridge closure is not removed at or before 9:00 AM Saturday or 9:00 AM Sunday after each full closure.

TRAFFIC CONTROL PLAN
THIS PROJECT IS A FULLYCONTROLLED ACCESS HIGHWAY
TRAFFIC CONTROL GENERAL
Except as provided herein, maintain and control traffic in accordance with the 2008 Standard Specifications, the current edition of Standard Drawings, and the attached drawings. All items of work necessary to maintain and control traffic will be paid at the lump sum bid price to "Maintain and Control Traffic".
Contrary to Section 106.01, traffic control devices used on this project may be new, or used in like newcondition, at the beginning of the work and maintained in like new condition until completion of the work.
For Westbound Bridge, install and maintain two (2) Portable Changeable Message Signs, at locations specified by the Engineer on US 52 in Ohio a week prior to lane closures to warn the traveling public of upcoming bridge work and the Temporary Diversion. Use the same Portable Changeable Message Signs to display “Lane Closure”, “Merge to Right”, “Reduce Speed”, and other appropriate messages on the day of lane closure. During the closure of the Westbound bridge, traffic should be detoured as shown in attached drawing “WB I-275 Detour”. All signs used at night shall be either retroreflective with a material that has a smooth, sealed outer surface or illuminated to show the same shape and similar color both day and night. The requirement for sign illumination shall not be considered to be satisfied by street, highway, or strobe lighting. Just prior to erecting Traffic Control Devices, reduce the speed to 45 mph in two stages. The first sign or message on a changeable message board shall signal reduction of speed to 55 mph, and a mile later using the same method to 45 mph. Payment for the signs shall be included in the lump sum bid price for Maintain and Control Traffic.Setting; resetting, removing, covering, and relocating of the signs shall be incidental to Maintain and Control Traffic. Use the same Portable Changeable Message Signs on Eastbound I-275 interchange with I-471 when Eastbound Bridge is closed for repairs. See the attached drawings for details. Up to 6 PCMS may be needed at any one time.
PROJECT PHASING & CONSTRUCTION PROCEDURES
Only one bridge may be completely closed at a time. The bridges may be completely closed to traffic from 9:00 PM Friday to 9:00 AM the following Saturday (12 hours) and 9:00 PM Saturday to 9:00 AM the following Sunday (12 hours). No more than SIX FULL INTERSTATE CLOSURES (3 WEEKENDS)are permitted for the required work. Traffic shall have an alternate route. A sketch of an alternate route is attached for each bridge. With the approval of the Engineer, one lane of traffic on the bridgesmay be closed between 9:00 AM to 4:00 PM on the westbound bridge and 9:00 AM to 3:00 PM on the eastbound bridge. On the Saturday between the Friday night and Saturday night total closures, a single lane closure may remain in place from 9:00 am to 9:00 pm. During partial closure and just prior to complete closure, bolts may be replaced as indicated on the plans. Only work explicitly marked as permissible to be done under traffic (specifically Stage 1 work on the L16 and L2’ retrofits) may be done without a complete bridge closure. Single lane closures will be permitted for cleaning debris from the lower chord during the hours previously listed for single lane closures. Provide for approval by the Engineer a schedule of proposed road closure 14 calendar days prior to beginning work.

At the discretion of the Engineer, for specific event additional days and hours may be specified when lane closures will not be allowed.
Night work is mandated on this project. The method of lighting must be submitted to and approved by the Engineer prior to use.
LANE CLOSURES
The length of lane closures shall be only that needed for the diversion of traffic, and shall be left in place only during working hours. Conform to the attached lane closures drawings, buffer zone, and taper length. No temporary stripping is needed.
SIGNS
Additional traffic control signs in addition to normal lane closure signing detailed on the attached Drawings may be required by the Engineer. Additional signs needed may include, but are not limited to, dual mounted LEFT/RIGHT LANE CLOSED 1 MILE, LEFT/ RIGHT LANE CLOSED 2 MILES, LEFT/ RIGHT LANE CLOSED 3 MILES, SLOW/STOPPED TRAFFIC AHEAD, REDUCE SPEED. Signage for restricted width, reduced speed limit, and double fine work zone shall be furnished, relocated and maintained by the Contractor. Setting; resetting, removing, covering, and relocating of signs shall be incidental to Maintain and Control Traffic.
PORTABLE CHANGEABLE MESSAGE SIGN
Provide Portable Changeable Message Signs in advance of and within the project (if required by the Engineer) at locations to be determined by the Engineer. Use only messages approved or directed by the Engineer; see the Department’s Policy for the Use and Placement of Changeable Message Signs. Relocation of PCMS, regardless of how many times, shall be incidental to Maintain and Control Traffic. In the event of damage or mechanical failure, replace, or repair the Changeable Message Signs within 2 hours. Changeable Message Signs will remain the Contractor's property upon completion of construction. Up to 6 PCMS may be needed at any one time.
The Department will provide and maintain additional Message Signs, if needed, on the day of Construction.

BARRICADESBarricades used in lieu of barrels and cones for channelization or delineation will be incidental to Maintain and Control Traffic according to Section 112.04.01.
TRAFFIC COORDINATOR
Designate an employee to be Traffic Coordinator. In addition to the requirements of Section 112.03.10, during any period when a lane closure is in place, the Traffic Coordinator shall arrange for personnel to be present on the project at all times to inspect the traffic control and to maintain the signing and devices. The project personnel shall have access on the project to a radio or telephone to be used in case of emergencies or accidents.
LAW ENFORCEMENT OFFICER
Provide Law Enforcement Officer Units (up to 4 units), consisting of an off-duty police officer and a police vehicle equipped with flashing blue lights, at locations and for durations directed or approved by the Engineer. For locations in Campbell County, the Law Enforcement Officer shall be an off-duty police officer from any police agency in Campbell County, Kentucky. In Ohio, the Law Enforcement Officer shall be an officer from any police agency in Hamilton County, Ohio. Payment for law enforcement officer shall be included in the lump sum price for Maintain and Control Traffic. Additional police units are left to the Resident Engineer’s discretion.
PROTECTION OF WATERWAY UNDERNEATHNo material should be allowed to drop into the waterway below.
