Annual Knapp Golf Classic Raises Research

Funds to Fight Huntington's Disease

Former Cerritos and Lake Forest City Manager

Gaylord F. Knapp was lost to Huntington's

Disease on March 8, 2008. A Committee of

Gaylord's former colleagues and friends have

dedicated themselves to continue an effort to

help fund research to find a cure for this

devastating disease.

On Monday, June 14, 2010 the 11th Annual

Knapp Golf Classic Tournament was held at the

Western Hills Golf & Country Club in Chino Hills.

A preliminary tabulation shows that the

fundraising event raised between $15,000 and

$18,000 to be dedicated towards research to

find a Huntington's Disease cure. Through the

efforts of the committee, the tournament has

raised more than a quarter of a million dollars to

help Huntington's Disease research.

In this June, 2010 Special Issue of the City

Manager Newsletter by Trackdown we are

acknowledging Gaylord's City Manager

colleagues who organized, volunteered and

played in the 2010 tournament.

Funds to Fight Huntington's Disease

James D. Ruth retired as the City Manager in

Anaheim after 11 and a half years in the

position. Following retirement, Jim served as the

Interim Orange County Executive Officer from

February, 2003 through August, 2005. Between

September and December of 2005, he was the

Interim City Manager in La Habra Heights. He

then served as the General Manger of the

Orange County Sanitation District starting in

December, 2005. Jim went to work in Anaheim

in 1976 when he took the Parks, Recreation and

Community Services Director post. Three years

later he was named Deputy City Manager, and

in 1982 he was appointed Assistant City

Manager. In 1984 Jim left Anaheim briefly to join

the Long Beach staff as the Parks and

Recreation Director. In April, 1988 he rejoin the

Anaheim management team as Assistant City

Manager under then-City Manager Robert

Simpson, a former Fire Chief. Jim was

appointed City Manager in May, 1990. Jim

began his public management career as the

Director of Parks and Recreation in Maywood

(1958-1962). He then took a similar post in

Lynwood (1962-1966), and then he was

appointed Director of Parks and Recreation

(1966-1974) in Downey. He then moved to the

County of Los Angeles as Chief Deputy Director

of Parks and Recreation (1974-1976). He

earned an AA degree at Los Angeles Junior

College, a BS and an MS corm California State

University, Los Angeles. Jim is a Past President of

the National Recreation and Parks Association,

and the California Parks and Recreation Society

(CPRS). He is a member of the Board of

Directors of the Anaheim Community

Foundation.

Norwalk City Manager Ernie Garcia, and Long Beach City

Manager Pat West at the 2010 Knapp Golf Classic. Long-

time friends, both Ernie and Pat began their careers in the

program development, activity planning and people

oriented services of Parks & Recreation.

Ernie V. Garcia has served as the Norwalk City

Manager since 1994. He began his public

service career as a Superintendent for the old

Southeast Parks and Recreation District in 1978.

When the District was disbanded in 1980, Ernie

became the Assistant Recreation Director for

the City of Norwalk. In 1987 Ernie was selected

by the City Manager to serve as the Executive

Assistant to the City Manager, and in 1988 he

was appointed Deputy City Manager. Ernie has

a BA from Whittier College, and in 2008 he

earned a 30-year ICMA Service Award. Ernie

enjoys outdoor activities and days on the

beach at San Clemente.

Norman R. King, 67, is a Past President of the

International City/County Management

Association (ICMA) (1995-1996). Norm began

his career in 1967 as an Administrative Assistant

in Ontario. In September, 1968 he took a similar

post in Claremont, and in 1969 he was

appointed Claremont Deputy City Manager.

Norm left Claremont for a time to become the

Assistant Director of Policy Analysis for the

National League of Cities in Washington, D.C. in

1974, but he returned in 1975 when he was

selected to be the Claremont City Manager. In

December, 1979 Norm was recruited to serve as

the City Manager in Palm Springs, where he

worked for nearly 11-years. In 1991 he was

appointed Moreno Valley City Manager, and in

1996 he was chosen to serve as Executive

Director of the San Bernardino Associated

Governments (San Bag), and served there

through 2005. He was the Chair of the

International City/County Management

Association Retirement Corporation, and served

as a member of the Advisory Council of the

Public Policy Institute of California. Norm also

served as an Associate at the Leonard

Transportation Center at California State

University, San Bernardino. He has a BA from

Claremont McKenna College, and an MGA

from the University of Pennsylvania. Norm was

among those who came to support the 2010

Knapp Golf Classic at the tournament awards

dinner.

Huntington's Disease?

Huntington's Disease (HD) is an inherited,

progressively degenerative brain disorder that results

in a loss of both mental faculties and physical

control. Symptoms usually appear in an individual

between age 30 and 50 years, and progress over a

10-25 year period. HD affects the individual's ability

to think, speak and walk. There is no effective

treatment or cure. Although medications can

relieve some symptoms in certain individuals,

research has yet to conquer HD

Douglas N. La Belle was appointed Chino Hills’

second City Manager in December, 1995.

Doug began his career in 1964 as an

Administrative Intern in Garden Grove, and in

1965 he became a Junior Administrative

Analyst. In April, 1967 Doug took an

Administrative Assistant post with La Mesa, and

in 1969 he was appointed La Mesa Assistant

City Manager. In July, 1972 Doug moved north

to become the Marysville City Administrator. He

returned to Garden Grove in December, 1973

to become the Director of Community

Development. In 1977 he took the Director of

Environmental Affairs in Cerritos with then-City

Manager Gaylord Knapp. In 1984 Doug was

appointed Deputy City Administrator in

Huntington Beach, and in December, 1989 he

was selected to be Signal Hill City Manager.

Doug served there until 1995 when he went to

Chino Hills. The City gave Doug a wonderful

send-off with a Retirement Celebration at The

Richard Nixon Library. The Knapp Golf Classic

has been shepherded by Doug. Though he has

had some important assistance along the way,

he is primarily responsible to the tournaments

lasting success.

Bruce has been the Laguna Hills City Manager

since 1991. He began his career in 1976 as an

Administrative Intern in Santa Barbara during

the first part of the year, and Santa Monica

later in the year. In 1977 Bruce left Santa

Monica and went to Pasadena as an

Administrative Analyst. In 1981 he was

appointed Assistant to the City Manager in

Yorba Linda working with then-City Manager

Arthur C. Simonian. In 1982 Bruce was

promoted to Assistant City Manager. He left

Yorba Linda in 1991 to become Laguna Hills City

Manager. Bruce has a BA from the University of

California and an MPA from USC. Bruce is the

2001 recipient of the ICMA Carolyn Keane

Award for Programs for the Disadvantaged,

and the 2006 ICMA Program Excellence Award

for Community Health & Safety. He earned a

30-year ICMA Service Award in 2007. Bruce is a

member of the Executive Board of the City

Managers’ Department of the League of

California Cities.

The Huntington's Disease Society of America (HDSA)

is dedicated to finding a cure for HD while providing

support and services to those living with HD, and

their families. HDSA promotes and supports both

clinical and basic HD research, aids families to cope

with the multi-faceted problems presented by the

disease, and educates the families, the public and

health care professionals about Huntington's

Disease.

Michael S. Fleager was

appointed to be the Chino Hills

City Manager in February, 2009

following the retirement of City

Manager Doug La Belle. Mike

originally joined the Chino Hills staff in 1999 as

the Community Services Director. Prior to going

to Chino Hills, he served as the Community

Safety Manager in Cerritos. He served as a

Probation Officer with the County of Orange

prior to that. Mike has a BA in Sociology from

California State University, Fullerton.

David N. Ream has served as the Santa Ana

City Manager since July, 1986. Dave began his

career in November, 1971 as a Community

Development Analyst in Long Beach. In 1974

Dave took his second professional position as

an Administrative Analyst in Lakewood. He left

the Lakewood staff in March, 1978 to start his

32-year Santa Ana career as a Management

Analyst in 1978; Assistant Executive Director,

1979; Community Development Director, 1980;

and Economic Development Director, 1984.

Dave was select to be the Santa Ana City

Manager in 1986 and has served in that position

since. He has a BS from Arizona State University

and an MBA from California State University,

Long Beach. Dave has also Participated in

special programs for senior State and local

government executives at Harvard University.

Terrence L. Belanger is a retired Yorba Linda

City Manager. He began his career in 1969 as

an Administrative Intern in Costa Mesa. Terry

moved north in 1971 to take the Assistant to the

City Manager in Union City, where he was

elevated to Assistant City Manager in 1976. In

1977 Terry returned to Southern California to

take the Brea Assistant City Manager post.

Starting in 1981 he served nearly a year and a

half as Chief Administrative Officer in Brea. In

October, 1982 he took the Director of

Community Services in Pasadena, and through

1985 he worked for Pasadena in a number of

ways. In November, 1985 Terry took the Rolling

Hills City Manager position, and he left there in

1990 to be the Assistant City Manager in

Diamond Bar. After serving three months as

“Interim,” Terry was appointed Diamond Bar

City Manager in October, 1992. In October,

2000 he was appointed Yorba Linda City

Manager where he retired in 2004. Since his

retirement he has taken some “Interim”

assignments, including City Manager posts in

Calimesa and Belmont. Terry has a BA from

California State University, Fullerton and a JD

from Western State University of Law.

prevents us from writing about each of the 2010

Knapp Golf Classic Committee members and

those who participated in the tournament or

dinner program. Art Gallucci, Dan Joseph,

Scott Knapp, Tom Mauk, Don Powell, Gene

Rogers, and Bob Williams are the committee

members we did not include. Their contributions

are appreciated.

Please make a note on your calendar for June,

2011 and look for the date and time of the 12th

Annual Knapp Golf Classic when the date is

firmed up. Contact one of the Committee

Members and be ready to participate or come

to the dinner next year. This year there were 95

golfers and 130 for dinner, including Diane

Knapp and members of the Knapp family.

Doug La Belle says the tournament would never

be successful without the wonderful volunteers

who help out, including Bonnie La Belle, and

Linda Ruth. He also wants to acknowledge that

Barstow City Manager Richard Rowe has

attended all eleven Knapp Golf Classic dinners.

This fund raiser is important and Doug and the

tournament committee have done a great job

helping raise funds to support the research

necessary to find a cure for Huntington's

Disease.

Wednesday morning, June 16, 2010 members

of the Gateway Cities City Managers' group

met at 8:15 a.m. at the La Mirada Holiday Inn

Select. Lakewood City Council Member Diane

DuBois, who is a member of the MTA Board of

Directors addressed the group about regional

transportation issues and projects, both current

and long-range pending.

Kristine Guerrero reported on "The Local

Taxpayer, Public Safety Transportation

Protection Act" ballot measure. She said that

PORAC (Peace Officers Research Association of

California) and the California Chamber have

endorsed it. CSAC (California State Association

of Counties), on the other hand, has taken "no

position," and the CTA (California Teachers

Association) opposes the measure.

June, 2010 Board of Directors' Meeting

New CCCA President Laura Olhasso of La

Cañada Flintridge called the June, 2010 Board

of Directors meeting at The Centre at Sycamore

Plaza in Lakewood. The Lakewood folks

presented an excellent video presentation

showing the new "John Sanford Todd Freeway"

section on the 605 Freeway. The late John Todd

is considered the "Father of the Lakewood

Plan," also known as the "contract city plan."

Clark Wurzberger, Senior Vice President

Clark Wurzberger manages the Mercer Group's Sacramento area office. He has more than 20-years of public sector experience. He joined The Mercer Group in February, 2002. Previous to that, he served for 7-years as a Senior Consultant

with Hughes, Perry & Associates (formerly Hughes, Heiss & Associates), a highly regarded public sector management consulting firm in California where he worked with more than 160 local government clients in California and Nevada. Previous to that he served as Vice President in the San Francisco office of Boyden International, one of the nation’s top ten executive recruitment firms. He has served as a District Representative for a California State Assembly Member in Los Angeles County, and as a Legislative Management Officer in two federal agencies, the U.S. Agency for International Development and the U.S. Department of State.

Clark has also served as a senior level personnel

manager in the State Department and in the U.S.

Department of Defense, where he was appointed a

member of the U.S. Senior Executive Service and

received the Department of Defense Medal for

Distinguished Public Service. He served for 5-years on

the Board of Directors for The Cow Palace in San

Francisco, a large, multi-purpose facility owned and

City Manager, is the new Exeter City Administrator.

Petaluma City Manager John Brown will be looking

for an Economic Development Manager to attract

business opportunities into Petaluma to help improve

the local economy. Former Murrieta City Manager

Steve Harding, an executive with the Kosmont

Companies, is the new Interim City Manager in

Menifee. Steve succeeds George Wentz, who was

the City’s first City Manager, and left the position in

May. Steve also is an adjunct professor in the Master

of Public Administration program at the University of

La Verne. Menifee's Building Official Tony Elmo has

served as Acting City Manager since George Wentz

left office. MMANC (2008) Past President Matt

Bronson, Assistant to the County Administrator in

Marin County, is the new Assistant City Manager in

San Mateo with City Manager Susan Loftus. Matt

started in San Mateo on May 24, 2010. Retired Bishop

City Administrator Rick Pucci has been elected to

the Inyo County Board of Supervisors. Rick worked in

La Mirada and Temple City prior to moving to the

Sierras. Paul Hogan, a former member of the

Hawaiian Gardens and Lomita management teams,

and a former executive with MuniFinancial (Willdan

Financial Services), has “shifted gears” and become

a long haul truck driver working for a company

based in Cedar Rapids, Iowa. Paul says that he has

been to 47 of the 48 contiguous States, while he has

racked up more than 500,000 miles. He is currently

recuperating from knee surgery for a torn meniscus.

Former city executive Julie B. Goode, who pursued

the investment banking industry, is currently

recuperating from a broken shoulder. Retired SCAG

executive and former Avalon City Manager Charlie

Wagner is currently serving as Avalon’s Chief

Administrative Officer as a part-time member of City

Manager/Fire Chief Steve Hoefs management team.

Mountain View Assistant City Manager Nadine Levin

is retiring at age 60. She served in her current post for

some 20-years, with prior service in Long Beach, San

Francisco, Los Gatos, and with the Ernst Young and

Company. She served in Interim Manager roles in

both Los Gatos and Mountain View. City Manager

Kevin Duggan praises Nadine’s service. Next she

plans to pursue her dream of performing

improvisational comedy at Second City in Chicago.

Mark Niuami, former Fontana Mayor, it the new City

Manager in Yucca Valley. Mark Niuami, former

Valley. Casey Sparks Kaneko, former Chief

Consultant to the Assembly Local Government

Committee and long-time Executive Director for the

Urban Counties Caucus, is now associated with

Suter, Wallauch, Corbett and Associates in

Sacramento. The UCC Executive Director is now

Jolena L. Voorhis. Sutter Creek City Manager/Police

Chief Robert Duke is negotiating an employment

agreement to become the Chief of Police in Huron,

where Jerry Forde is the City Manager. Longtime

Tustin City Manager William Huston will retire in July

after nearly 30-years in the Tustin City Manager post.

He is a Formula 1 auto racing fan. Arroyo Grande

and Grover Beach are merging their Fire

Departments with the Oceano Community Services

District’s fire department to form the “Five Cities Fire

Authority” effective July 9. Mike Hubert will be the

Fire Chief for the new authority. Arroyo Grande’s City

Manager is Steven Adams, and the Grover Beach

City Manager is Robert Perrault. Retired City

Manager Charles G. Gomez, passed away on May

29, 2010 at the age of 80. Charles started his career

as an Assistant Planning Director in Torrance in 1973.

In 1980 Charles became the Assistant City

Manager/Director of Community Development in

Lynwood, and in 1981 he was appointed Lynwood

City Manager. After leaving Lynwood in 1991, he

spent a little more than a year in the private sector,

before going to work in Norwalk as the Director of

Social Services. In March, 1993 Charles was selected

to be the Bell Gardens City Manager, and in 1995

Charles was appointed Interim City Administrator in

Hawaiian Gardens. Charles earned a BA and two

Masters Degrees from the University of California. Al

Warot of Willdan was a long-time and close personal

friend to Charles, as were many others.
