Committee held at SRPC, Bengaluru on 8th January 2015
1. Introduction
1.1 The 103rd meeting of the Operation Coordination Sub Committee was conducted at SRPC,
Bengaluru on 8th January 2015. The list of Participants is furnished at Annexure-1A.
1.2 Shri S.R. Bhat, Member Secretary, SRPC welcomed the participants to the 103rd OCC
meeting and wished them a very happy New Year. During the last year, excellent
cooperation in grid operation had been extended by the utilities including SLDCs. He noted
that one year of integrated operation of the NEWS grid had been completed and it had been
a good learning curve. During the previous year, challenges like Hud-Hud cyclone had been
tackled successfully and hoped that the same spirit would continue. He complimented
SRLDC for the sustained efforts and excellent practices in place for system operation. He
informed that CoD of Unit 1 of KKNPP had been declared with effect from 31Sr
December.2014. The Pooling Station at Tuticorin had also come up. He complimented
Ramagundam STPS Stage- I, II, & III and Talcher STPS St-II for achieving more than 100 %
availability during December 2014. Thermal generation levels in the region were good during
the month of December 2014. He also complimented KSEB and KPTCL for receiving the
CBIP awards for best performing utility in Power Sector- System Operation and for best
performing utility in Power Sector- Transmission, respectively. He note that Coal worker’s
strike which was continuing since last two days had been called off previous night. Raichur
TPS, Bellary TPS & Rayalaseema TPS were having low coal stock levels. Hon’ble CERC had
pronounced final Orders on the Review Petition no. 7/RP/2014 filed by AP. It had been
emphasized that there was no ground to review the earlier CERC Order dated 19.12.2013.
AP and Telangana would thus need to implement AUFR and df/dt schemes based on the
average feeder flow only. He reminded that in earlier OCC Meeting, Cyber Security Officers
from nodal agencies had appraised the forum on cyber security related issues in Power
Sector. He requested that nominations of CISO may kindly be communicated at the earliest.
1.3 Superintending Engineer (O), SRPC took up the Agenda for discussions.

3. Monthly Outage Plan/ LGBR
3.1 ISGS/CGS
3.1.1 Details of Outages of CGS/ISGS stations approved for the month of January 2015/ February
2015 are furnished in Annexure-3A.
3.2 ISTS/State Sector Transmission Lines and Elements
3.2.1 Outage proposals for the months of January/February 2015 in respect of Central and State
Transmission lines and elements were discussed in the Meeting and outage dates
approved. Details of the same were posted on SRPC website
(http://www.srpc.kar.nic.in/website/2015/operation/plout08-01-15.xls).
3.2.2 It was again noted that shut down of 765 kV Transmission lines/elements needed to be
concurred by NLDC as per outage procedure. Hence, it was once again requested to submit
the proposals for 765 KV elements well in advance.
3.2.3 SE (O), SRPC expressed concern that in OCC meeting, shutdown requests for the same
month were also being submitted which was to be avoided. All the constituents/utilities were
requested to kindly adhere to the NLDC outage procedure for Transmission lines and
elements.
3.2.4 In the 102nd OCC, SRLDC had pointed out that transmission utilities had been insisting
them to approve construction related shut downs on emergent basis which needed to be
avoided. All shut down proposals needed to be approved in the OCC forum.
3.2.5 SE (O), SRPC requested all STUs and CTU to furnish the Outage Plan for the year 2015-16.
STUs to communicate the outage plan in respect of 400 kV transmission lines/elements and
all interstate/critical feeders.
3.2.6 It was noted that outage of Talcher -Kolar Pole would be availed on 16th, 17th, 18th & 19th
January 2015 and the same had been approved in the previous OCC.
3.2.7 It was also noted that as per data submitted for Annual Outage Plan for the year 2015-16,
KKNPP and KGS had planned shutdown of KKNPP U1 and KGS U 4 during the period April
to June 2015. Constituents expressed deep concern they would be in difficult situation to
meet the demands during summer months April-June 15 and requested KKNPP and KGS to
kindly postpone the shut downs.
3.2.8 SOE, KKNPP informed that Shut down of Unit 1 had been planned during end April and May
2015 for refueling.
3.2.9 MS, SRPC requested that KKNPP may please consider the request of the forum for
deferment keeping in view of grid requirements.

3.2.10 KKNPP was requested to kindly postpone the shut down by one month at least and could
avail outage from end of May 2015. Constituents also suggested declaration of less DC (in
order to conserve fuel) could be considered. KKNPP was requested to review the matter
appropriately and revert back within one week.
3.2.11 KGS informed that they would apprise their Corporate Office about the OCC request for
postponement of shut down of Unit 4 and would revert back.
3.3 LGBR for upcoming five months
3.3.1 In earlier OCC Meetings the following had been noted / deliberated:
SRLDC had informed that AP and Telangana had not furnished the PSSE cases.
The load pattern modeled up to 110 kV level was to be known and half truncation
was not possible. AP and TS were to submit 4 PSSE cases (at 0300 hrs, 0900
hrs, and 1500 hrs. 1900 hrs). SRLDC mentioned that if AP & TS submit at least
one base case the same could be used for other cases also for the interim period.
SRLDC informed that PSSE studies could be run for integrated S1 & S2 only.
AP & TS had informed that PSSE cases were not submitted on account of non-
availability of adequate man power.
OCC had expressed concern the ATC/TTC studies were held up due on account
of the above issues. AP & TS were suggested to kindly furnish at least one
scenario/case within a week which would be used for other cases also.
3.3.2 SRLDC & SRPC requested constituents to have a dedicated study group at each SLDC
so that the base case model can be prepared. In the earlier OCC Meeting, it had been
deliberated that all the constituents must submit the node-wise data for Feb-May 2015
scenario to SRLDC for computation of ATC/TTC. Node wise LGB data in PSSE format
and base case had been sent by KSEB and KPTCL. TN had given the node wise details
only but the PSSE base case yet to be received. SRLDC informed the forum that without
having node-wise data of all constituents during all the four time period under
consideration, it is difficult to compute ATC/TTC for SR. Forum requested AP & TS to
submit the node-wise data (all four scenarios) as soon as possible.
3.3.3 AP & Telangana informed that they were facing acute staff shortage and they were not
able to allocate the staff for regular shift operations. The staff had been bifurcated for two
states AP & Telangana. They also stated that the matter was to be taken up with their
Higher Management.
3.3.4 MS, SRPC informed that the issue had been discussed in the 26th Meeting of SRPC

wherein it was agreed by APTRANSCO & TSTRANSCO that needful would be ensured.
3.3.5 AP and TS assured that they would apprise their Higher Management and nominate
officials for system studies.
3.3.6 ED, SRLDC said that they would provide guidance in this regard in case AP/TS
nominated Officials.
4. Availability and Requirement
4.1.1 Table below furnishes anticipated availability as furnished in the 102nd OCC against
actual availability for the month of December 2014. :

4.1.2 DE, APTRANSCO & EE, KPTCL informed that the actuals were less due to unseasonal
rains in the state.
4.1.3 EE, TANTRANSCO informed that availability was more than anticipated due to the
generation from Coastal Energen etc.
4.1.4 On a query from ED, SRLDC whether RGCCP, Kayamkulam was being scheduled,
KSEB informed that RGCCP was being scheduled whenever required. However,
RGCCP had not been scheduled from 12th December 2014 till date on account of low
demand conditions. The same would be scheduled depending upon demand
requirement.
4.2 Anticipated Availability and Consumption
4.2.1 Anticipated availability and consumption as furnished by the states for coming 5 months –
January 2015- May 2015 is furnished at Annexure- 4A.
4.2.2 DE, APTRANSCO informed that the deficit would be met through purchases from
STOA/MTOA, Power Exchange etc and balance through R & C measures. Jhajjar power

(NR) of 304 MW would be available up to March 2015. AP had been allocated 50 MW power
from unallocated power of KKNPP.
4.2.3 DE, TSTRANSCO informed that deficit would be met through STOA & power exchange
purchases, URS power and balance through R & C measures. Jhajjhar power (NR) of
221.88 MW would be available up to March 2015. They had not considered the generation
from Krishnapatnam (SDSPP) JV and Hinduja power plants since CoD had not been
declared. He stated that they would avail their share from Krishnapatnam JV & Hinduja after
CoD. They had planned around 450 MW of power purchase (350 MW from other regions &
100 MW from SR) through STOA/MTOA Concern was expressed since they were
anticipating high deficits during the summer months March and April 2015.
4.2.4 EE, KPTCL informed that higher deficits were anticipated during April and May 2015 due to
less bilateral purchases. Balance deficit would be met through load management. He
requested that the outages of KKNPP U1 and KGS U4 during the months of April and May
2015 be postponed.
4.2.5 DCE, KSEB informed that higher deficits in the months April/May 2015 would be met
through additional purchases from power exchange/STOA and balance through load
management.
4.2.6 EE, TANTRANSCO informed that they would meet the deficits by bilateral purchases and
through R & C measures. 20 % & 90 % cut on base demand and energy consumption in
respect of HT & Commercial consumers during day time and evening peak hours
respectively had been imposed from 23.09.2014.
5. REVIEW OF THE POWER SUPPLY POSITION
5.1 Grid Highlights
Frequency remained within IEGC range during December 2014 (49.90 -50.05 Hz) for 48.23 % of time.
Frequency remained below 49.90 Hz for 25.96% of time during December 2014. Average frequency for the month was 49.98 Hz.
Frequency remained above 50.05 Hz for 25.81% of time during December 2014.
Unit I (1,000 MW) at KKNPP was declared on COD from 31st December 2014 by NPCIL.
Unit I (600 MW) at Coastal Energen was declared on COD from 23rd December 2014.
Unit II (800 MW) at SDSPP Krishnapatnam JV was synchronized for the first time on 16.12.2014.
Unit IV at SEPL (150 MW) was synchronized for the first time on 30.12.2014.
Unit I at TPCIL (660 MW) was synchronized for the first time on 22.12.2014.
Andhra Pradesh, Telangana, Karnataka, Kerala& Tamil Nadu imported 259 MU, 187 MU, 8 MU, 0.725 MU & 467 MU respectively inter-regionally through bilateral

exchanges.
Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala & Tamil Nadu imported 75 MU, 77 MU, 50 MU, 162 MU & 38 MU respectively through Power Exchange.
Utilities located in Andhra Pradesh, Telangana, Karnataka, Kerala, SEPL& MEPL exported 41 MU, 31 MU, 162 MU, 3 MU, 20 MU & 30 MU respectively through Power Exchange.
Andhra Pradesh, Telangana, Kerala & Tamil Nadu imported 353 MU, 304 MU, 94 MU & 33 MU intra-regionally.
Wind mills of capacity 1.5 MW were added in Tamil Nadu during December 2014.
5.2 LGBR forecasted figures vs. actual figures
It was noted that the variations between actual and forecasted availability/ requirements
LGBR figures were less/more than 10% in respect of all the States except in respect of the

5.3 MoP targets vs. actual
5.3.1 The following was noted in respect of MoP monthly generation targets for the month

5.3.2 EE, KPCL informed that thermal stations of KPCL had generated about 850 MU (April
2014 to December 2014) more than the generation during same period last year. In case
of Hydro stations it was about 628 MU more than last year. He also informed that KPCL
thermal stations had generated 57.01 MU on 29th December 2014 which was an all time
high.
5.3.3 SRLDC pointed out that total generation at NTECL was in the range of 200-300 MW
from Unit 1(Unit 2 was out). NTECL informed that there was a grab unloader problem
(pipe conveyor) and the same would be rectified before 12th January 2015.

5.4 Demand / Energy
5.4.1 Table below furnishes the details of actual Maximum Demand met (MW) & Average Energy
Consumption per day (MU) in respect of the SR constituents for December 2014 vis-à-vis
December 2013. The maximum daily consumption by the respective constituents during
December 2014 is also included.

5.4.2 It could be seen from the above that Peak Demand for AP, Telangana, Karnataka, Kerala, &
Puducherry had showed a positive growth rate which had varied between 0.56 % and 14.50 %
as compared to December 2013 whereas Tamil Nadu had showed negative growth rate of
about 1.90 %. Southern Region as a whole had met maximum demand of 34976 MW in
December 2014, which was 540 MW more than last year’s figure of 34436 MW. In terms of
average daily energy consumption All States except Telangana and Puducherry had
registered a positive growth rate of around 0.87 to 22.27 %. Telangana and Puducherry had
registered negative growth rate of 3.27 % and 0.17% respectively. Southern Region had
recorded growth rate of around 3.43 %.
5.4.3 It was also observed from the SR Load Duration Curve for December 2014 (Annexure-5A)
that the loads had substantially increased when compared to November 2014 and marginally
increased when compared to December 2013.
5.5 Hydel Availability
5.5.1 Energy availability in major hydel reservoirs at the end of December2014 vis-à-vis that for

5.5.2 SRLDC informed that hydro storage as on 31st Dec 2014 was about 9.53 % less compared to
last year and around 3.94 % less compared to 10 years average.
6. MAJOR ISSUES
6.1 Revised Share of Vijjeswaram Stage I & II:
6.1.1 APTRANSCO vide letter dated 22.12.2014 (Annexure-6A) had requested SRLDC to
schedule Power Availability of Vijeswaram Gas Genereting Station Stage I & II @ 39.55% to
Telangana Stat w.e.f 23.12.2014 as the share holding percentage to consumers in APGPCL
Plant is changed.
6.1.2 ED, SRLDC informed that though they had received APTANSCO letter, the reply from
TSTRANSCO was awaited. They would continue with present percentage of allocation and
would revise only when both the states give consent for change in allocation. SRLDC
informed that they had also addressed a mail to AP and TS in this regard.

6.1.3 DE, TSTRANSCO informed that this issue was under deliberation at Management level and
the management's decision would be communicated.
6.2 Mock Exercise of SPS Trip Signal:
6.2.1 SRLDC had conducted the mock exercise to verify the trip signal status on 4th December 2014
from 12:40 hrs to 13:30 hrs. In the 102nd OCC Meeting, SRLDC had highlighted the issues as
given below:
All load groups connected to Trip signal-1 have received the trip signal-1
successfully.
The trip signal-2 was not received at the substations 220 kV Somanahalli SS
(Karnataka), 230 kV Madurai SS (Tamil Nadu), 220 kV Kanhirode SS(Kerala) and
220 kV Madakathara SS(Kerala).
The trip signal-3 was not received at the 220 kV Edappon SS (Kerala).
The KKNPP SPS trip signal (Trip signal-4) was not received at the substations
220 kV Gowribidanur SS (Karnataka), 220 kV Pothencode SS (Kerala), 220 kV
Kundara SS(Kerala) and 220 kV Edamon SS (Kerala).
6.2.2 The following was deliberated in the 102nd Meeting of OCC:
KSEB had informed that since the Trip Signal 4 was not being received at
Edappan SS, other stations Pothencode S/S, Kundara S/S & Edamon S/S were
also not getting the signal as the signal was not getting transferred from Edappon.
There were cases of spurious signal being received in KSEB system and in case
of trip signal 2; they were receiving the signal on other channel.
PGCIL SR II had informed that their ULDC wing had informed that two corrections
which were detected had been rectified in the system. Most of the issues were
observed at utilities end only and report in this regard would be furnished.
Subsequently, PGCIL had communicated the report vide email with the following
observations:
Trip-2 signal to Madurai was not extended from Kolar.
Trip-3 signal to Edappaon was not extended from Kolar.
All other signals at Kolar had operated as per the design.
Constituents were requested to kindly investigate reasons for not
receiving/transmitting the trip signals at their stations.
SRPC had observed that earlier detailed nomenclature /channel numbers

exercise was carried out (documented also).Hence matter regarding signal being
received in different channel needed to be looked into.
After deliberations, it was decided to conduct another mock exercise on 17th
December.2014 at 12:00 hrs. By 15.12.2014 all the constituents would make the
modifications/verifications of the SPS and confirm their readiness for mock
exercise.
6.2.3 KPTCL letter dated 17.12.2014 regarding Mock Test is enclosed at (Annexure-6B). It was
noted that the mock exercise had been carried out on 29.12.2014.
6.2.4 EE, KSEB informed that on 29th December 2014, there had been mismatch of receipt of Trip
Signal channel and the discrepancy had been reported to SR-II. KSEB letter dated
07.01.2015 in this regard is enclosed at Annexure-6C
6.2.5 Manager, SR-II, PGCIL informed that all the discrepancies noticed after mock exercise had
been duly rectified on 29.12.2014 and a Report communicated on 31.12.2014.
6.2.6 ED, SRLDC informed that the problems at Somanahalli SS had been resolved.
6.2.7 EE, TANTRANSCO confirmed that the Trip Signal 2 had been received at Madurai.
6.2.8 After deliberations, it was decided that another mock exercise would be conducted on 12th
January 2015 at 1200 hrs.
6.3 Sudden changes in Demand in the SR grid
6.3.1 SRLDC had been communicating to all the states instances of sudden load change over
under violation of the Clause 5.2(j) of IEGC and requesting to take necessary measures in this
regard.
6.3.2 In earlier Meetings, the following had been deliberated:
Constituents were raising issues like power exchange allotment, sudden variations in
availability which could be due to coal quality, integration of renewable, sudden
changes in weather, huge load shedding etc.
JSWEL report/action plan was awaited.
Andhra Pradesh & Telangana had taken up with their DISCOMs for staggering of the
load.
A Special Meeting had been held on 26th September 2014 in this regard. The minutes
of the meeting are available athttp://www.srpc.kar.nic.in/website/

6.3.3 It was noted that SRLDC had been issuing sudden change over messages at 10 days interval
in excel format through e-mail/Web group. Constituents were to analyze those instances and

revert back for any discrepancies and for reasons/corrective action for avoiding in future.
6.3.4 EE, KSEB informed that many sudden changes were on account of SCADA mismatch at
SLDC & SRLDC.
6.3.5 EE, KPTCL informed that they had furnished clarifications on sudden change over messages
issued by SRLDC through snapshots and excel data (Annexure -6D). KPTCL stated that
there was mismatch between SRLDC and SLDC SCADA and thorough validation was
required to be done. He observed that since SRLDC SCADA system was under transition,
there could be interfacing problems.
6.3.6 AP & TN informed that they had analyzed the SRLDC messages for the month of December
2014 and the comments would be sent soon.
6.3.7 ED, SRLDC pointed out that validation had already been completed with Karnataka SLDC and
there were no mismatches observed. There were no SCADA problems as stated by KPTCL.
He also said that States should revert back with analysis/comments in excel data formats not
through snap shots.
6.3.8 After deliberations, it was decided to have SCADA validation with all SLDCs and ISG stations
between 1000-1200 hrs daily basis. All utilities furnished the nomination of Nodal Officers for
SCADA validation to SRLDC. All the constituents were also requested to ensure that the
concerned SCADA officer would be available daily during 1000-1200 hrs for validation.
6.3.9 It was decided that all the utilities would study/analyze the messages issued wrt sudden
change overs and revert back with analysis/comments within 3 days after receipt of the
message. Since there could be time stamping issues, it was decided that data 5 minutes prior
and 5 minutes subsequent wrt the incident would also be posted. Comments/analysis would
be discussed in the forthcoming OCC Meeting. In the event states did not revert back on
SRLDC observations, the same would deemed as accepted.
6.3.10 All SLDCs/constituents were again requested to kindly adhere to the Regulations in place or
take up with appropriate forum for any exemption / amendment. SRLDC pointed out that the
issue of sudden changes in load / generation was being taken-up with SRPC through 1.5
Notices as per IEGC for more than a year.
6.4 Implementation of URTDSM (PMU) project in Southern Region
6.4.1 The following was deliberated in the previous Meetings of OCC:
SRLDC had stated that the tentative schedules i.e receipt of PMUs, installation of PMUs,

integration etc should be furnished to states by PGCIL.
It was noted that training in this regard would be held at Chennai. The first training would
be conducted between 17.12.2014 to 19.12.2014. 4 nominations from each states were
required to be given to PGCIL (2 in first batch and 2 in second batch).
6.4.2 PGCIL informed that Type Test of PMU was being carried. After the Type Test, mass
production would commence along with commissioning. One batch of training had been
completed while training for second batch would be held shortly. States also informed that
their feedback on training was good.
6.4.3 SRLDC requested PGCIL to furnish the schedule of commissioning PMUs/PDCs once it was
finalized.
6.5 Annual Maintenance Contract for digital Tele Protection Couplers (DTPC)
6.5.1 PGCIL vide letter dated 03.12.2014 informed that there was no maintenance contract for
DTPC units being utilized for different SPS inter trip signals and emphasized the need for the
availability of maintenance through OEM or from 3rd party.
6.5.2 In 102nd OCC Meeting, SRPC had pointed out that as per IEGC/CEA Regulations SPS was to
be ensured by PGCIL and AMC of SPS could be absorbed in the O & M expenses. PGCIL had
been requested to review and revert back.
6.5.3 In the Meeting, Manager, SR-II, PGCIL informed that estimates for AMC for DTPC from OEM
were under process and they would revert back with the OEM estimates. They were exploring
other options also. Many DTPC cards were failing and utilities could take care of O& M
requirements at their end. Else, AMC of DTPCs could be considered in O & M of ULDC
scheme.
6.5.4 OCC observed that a number of AMC for O&M activities were being undertaken by PGCIL and
being booked under various heads. PGCIL could kindly decide the course of action/booking
and this issue could henceforth be dropped from the Agenda.
6.6 Preparedness for FOG formation
6.6.1 In 102nd OCC meeting, SRLDC had informed that as winter season had arrived, fog formation
was seen at Kolar, Chennai, Vizag, other coastal areas in the region viz. Neyveli, Trichy,
Raichur, Nagjheri etc. and also for fog prone areas. SRLDC had requested all STUs and CTU
to gear up for maintenance activities and submit their action plan with regard to preparedness
on fog formation. Patrolling guidelines may also be referred in this regard.

6.6.2 Manager, SR-I, PGCIL informed that the insulators for 400 KV Vijayawada- Nellore line had
been changed with CLR insulators.
6.6.3 Manager, SR- II, PGCIL informed that special patrolling had been done in fog prone areas like
Narendra etc. Number of insulators had been replaced with CLR insulators during the last 6
months.
6.6.4 DE, APTRANSCO informed that a note had been put up to their Management in this regard
and decision was awaited.
6.6.5 EE, KPTCL informed that they had undertaken patrolling/preventive maintenance in the Kali
Complex.
6.6.6 DCE, KSEB & ADE TSTRANSCO informed that there were no fog affected areas in the state.
6.6.7 EE, TANTRANSCO informed that they had replaced the porcelain insulators with polymer
insulators in fog prone areas.
6.7 Emergency Preparedness for restoration of Remotely Controlled Sub Stations
6.7.1 AGM, SRLDC expressed concern over the restoration of remotely controlled substations in
emergency conditions and also about the conducting of mock exercise. He enquired about the
time required for emergency restoration for remotely controlled substations. For example 400
KV Tiruvalam SS was being controlled by Sriperumbudur, in case of emergency, it would take
2-3 hours to reach Tiruvalam.
6.7.2 Manager, SR-II, PGCIL informed that all unmanned substations are monitored continuously
and Transmission Line Maintenance (TLM) personnel etc were always available at the S/S.
Restoration could be ensured at the earliest during emergency conditions.
6.7.3 AGM, SRLDC insisted there should be a procedure for restoration of unmanned substations.
Contact numbers of the personnel who would take care during emergency condition should
also be intimated. Document on restoration procedure of remotely controlled
station/unmanned station should be furnished to SRLDC. SRLDC informed that mock exercise
for remotely controlled stations should be conducted at least in a year. Black start procedure
must be available with CPCC & SRLDC control room.
7.0 GRID FREQUENCY
7.1 High frequency
7.1.1 High Frequency Grid Operation
It was noted that the Regional Grid had operated above IEGC range i.e. 50.05 Hz for 25.81%

of the time. It was also noted that the frequency on some of the days was higher for

7.1.2 High frequency excursions w.r.t. 5.2 (j) of IEGC during load change over and remedial
measures to arrest such instances
7.1.2.1 Summary of statement of instances of sudden Change in Demand above 100 MW furnished
by SRLDC is at Annexure- 7A
7.1.2.2 Summary of deviation statement on UD/OI by States/Stations and Max MW when frequency
was > 50.05 Hz is at Annexure-7B.
7.1.2.3 It was noted that as decided in the previous OCC meetings, SRLDC should consider only the
instances persisting more than 5 minutes while issuing the messages/notices for Over
Injection/Under Injection by the generators and Over Drawal/Under Drawal by the states.
7.1.2.4 ED, SRLDC expressed concern that huge under drawal by Tamil Nadu had been observed in
one instance and SPS for Gwalior-Agra had acted.
7.1.2.5 EE, TANTRANSCO informed that on account of unanticipated severe cold conditions in the
state from 2300 hrs to 0500 hrs, demand was coming down drastically and they were
surrendering 1,000- 2,000 MW during that period. He pointed out that the surrender of ER
power was not being accepted.
7.1.2.6 ED, SRLDC pointed out that demand reduction was a regular phenomenon due to cold
conditions, TN should go for the backing down /shutting down of their own generation and
some units could be kept at minimum level on oil support. Under drawal should not be passed
onto the regional grid. He informed that as per the surrender procedure of ER, surrender
should be initiated previous day before 2200 hrs. He also pointed out that TN was putting only
two Kadamparai pumps in operation.

7.1.2.7 EE, TANTRANSCO informed that due to extreme cold weather low demand was prevailing
and this was not a regular phenomenon. Shutting down of own generation and maintaining
low generation with oil support was not possible in all instances due to constraints. TN had
backed down 126 MU of thermal generation during December 2014.
7.1.2.8 EE, KPTCL suggested that 15-20 % leverage in MTOA could also be utilized by Tamil Nadu.
7.1.2.9 EE, KSEB stated that in the present scenario compounded with high and variable renewable
energy integration, technologies being followed in developed countries needed to be adopted
by Indian Grid. Therefore running thermal units below technical minimum and backing down of
nuclear stations etc was also to be considered.
7.1.2.10 EE, KPTCL informed that technical minimum of UPCL units (operating on 100% imported
coal) was being considered as 50 % of Installed Capacity.
7.1.2.11 SE (E), KPCL pointed out that the boiler of UPCL was designed for imported coal.
7.1.2.12 ED, SRLDC also pointed out there were instanes of Under drawals by Telangana upto 500
MW which was required to be controlled.
7.1.2.13 ADE, TSTRANSCO informed that at times load was picking up sooner or later than
anticipated. They were operating Srisailam units in Pump mode which were helping them to
maintain the schedules. Pump mode operation had been stopped 3-4 days back due to some
issues.
7.1.2.14 AGM, SRLDC insisted that under drawals should be within the limits specified in DSM
Regulations.
7.1.2.15 It was noted that in WR, a scheme for Reserve Shutdown of units was in place. MS, SRPC
suggested that Reserve Shutdown scheme in WR could be circulated to ascertain whether
similar scheme could be adopted in SR.
7.1.2.16 SRLDC pointed out that this issue was regularly being followed up and requested following
remedial measures to arrest high frequency operation in the Grid:-
Implementation of staggered Load changeover by the constituents/DISCOMs.
Moderating own generation
Restricted Governor Mode of Operation of all eligible machines to be in place.
Proper load management to prevent the sharp rise in frequency.
ADMS implementation
Exploring the possibility of running in pump mode the Kadamparai and Srisailam units

Planned and advance intimation for surrender of ISGS.
7.1.2.17 MS, SRPC stated that instances of sustained over injection by generators and under drawal by
states needed to be restricted at high frequencies. Validation of SCADA values was required
to ensure the veracity of the reports. Further staggering of load change-over was to be carried
out.
7.2 Low Frequency
7.2.1 It was also noted that the frequency of grid operation was at times in the lower range of IEGC.
The grid had operated below IEGC range i.e 49.90 Hz for 25.96 % of time. It was also noted
that the frequency on some of the days was less than 49.90 Hz for significant duration as
shown below:
7.2.2 SRLDC stated that proper demand side management measures needed to be initiated by the
constituents to curtail low frequency operation. Summary of violation messages to
Beneficiaries and Generators are furnished at Annexure-7C and Annexure-7D respectively.
Based on the directions from NLDC, the frequency correction factor had been incorporated for
working out net under drawal and over drawal values and the deviation messages would be
issued on net UD/net OD only. Details of over drawal of states below 49.90 Hz for the month
of December 2014 is furnished at Annexure-7E
7.2.3 DE, APTRANSCO informed that load shedding around 9 MU up to 312 MW had been carried
out in AP. Bilateral Purchases of more than 670 MU had also been made from other
states/regions/MPPs. There was three hours (in two spells, 1½ hour each) scheduled load
shedding in Tirupathi and Visakhapatnam. Three hours (two spells, 1½ hour each) scheduled
load shedding in Corporations and District Head Quarters, Four hours (two spells, two hour
each) Scheduled load shedding in Towns and Municipalities and 6 hours scheduled load
shedding in Mandal HQs throughout the month. Lighting supply from 6 PM to 6 AM and day

supply along with agricultural supply was being given to the rural areas during December
2014.
7.2.4 ADE, TSTRANSCO informed that load shedding around 100 MU up to 367 MW had been
carried out in Telangana. Bilateral Purchases of more than 550 MU had also been made from
other states/regions/MPPs. There were no scheduled power cuts in the state during
December 2014. One day power holiday per week to Industries had been lifted from
20.11.2014
7.2.5 EE, KPTCL informed that load shedding around 177 MU upto1250 MW had been carried out
in Karnataka. Bilateral Purchases of around 49 MU were also made from other
States/Regions.
7.2.6 DCE, KSEB informed that load shedding around 18 MU upto 175 MW had been carried out in
Kerala. Bilateral Purchases of more than 251 MU were made from other States/Regions. He
informed that there was no scheduled load shedding carried out during the month of
December 2014.
7.2.7 EE, TANTRANSCO informed that load shedding around 313 MU upto 1941 MW had been
carried out in Tamil Nadu. Bilateral Purchases of around 518 MU were made from other
States/Regions. Restrictions on HT& Commercial consumers had been imposed from
23.09.2014.
7.2.8 MS, SRPC requested the constituents to appropriately plan Load Generation Balance block-
wise to avoid any low frequency operation.
7.2.9 SRLDC presented the Frequency Histogram & Frequency Duration Curve (Annexure-7F) for
December 2014.It was observed that the Frequency Duration Curve for December 2014 was
almost coinciding with November 2014.
7.2.10 On a query from SRLDC, DE, APTRANSCO informed that over drawial from the grid on
12.12.2014 during 0615 - 0630 hrs was due to trippings of two units of VTPS, GVK unit and
ANARK.
8. VOLTAGE PROFILE
8.1 Low voltage
8.1.1 It was noted that the following nodes were facing low voltages:

8.1.2 States were to provide Under Voltage Relays and also take up capacitor installation in these
areas. SRPC & SRLDC desired that time bound action plan with break-up details of mile
stones needed to be furnished by the constituents for effective monitoring by the forum.
8.1.3 UV Relay
8.1.3.1 In the earlier OCC Meetings the following had been noted:
• Despite UVR scheme being agreed in earlier SRPC meeting the scheme had not been
implemented. KPTCL had agreed to implement UV relays in the 24th TCC/25th SRPC
meeting. TANTRANSCO had informed their management was not in favor of providing UV
relays. KSEB had informed that their management approval for UVR scheme had been
received.
• Numerical relays had the feature under voltage and it was only question of enabling the
feature
• KPTCL had also informed that tenders were floated for procurement of 500 MVAR
Capacitor banks for which budget provisions was also made. TANTRANSCO had
informed that 1005 MVAR capacitor installation at distribution level was under various
stages of installation.
• Capacitor installation and UVR installation was required in parallel.
• SRLDC had expressed that Tamil Nadu had taken the decision against the IEGC/CEA
regulations which was a matter of concern and they would be constraint to approach
higher forum.
8.1.3.2 In the Meeting, it was noted that TN had agreed to implement the UV relays in 26th SRPC
Meeting held on 20th December 2014. TN was requested to identify the locations and
install/activate the UV relays at the earliest. It was also noted that in the 26th SRPC/25th TCC
meetings, KPTCL had agreed to start trial operation from 1st January 2015 while regular
scheme would be put in place from 2nd April 2015.
8.1.3.3 EE, KPTCL stated that some common logic was required to be implemented in coordinated
manner in the region. SRPC/SRLDC pointed out that common logic was not required and
KPTCL could go ahead with the scheme.

8.1.5 SE (O), SRPC requested that the information regarding installation/healthy capacitors in the
required format needed to be regularly furnished every month.
8.1.6 SRLDC requested that installation & ensuring healthiness of capacitor banks at distribution
level should be ensured by all the constituents.
8.1.7 It was noted that Tamil Nadu and Kerala were furnishing the status of healthy capacitors. AP,
TS and Karnataka were also requested to furnish the status of healthy/faulty capacitors
regularly in OCC Meetings.
8.2 High Voltage
8.2.1 SRLDC highlighted the severity of high voltage problem at the following nodes as given in

8.2.2 In the earlier OCC Meetings the following had been deliberated:
SDSPP (Krishnapatnam JV) tap position was set corresponding to voltage level of
420 kV and it was to be changed to tap corresponding to 400 kV voltage level.
In respect of MVAR absorption at Srisailam LB , TSGENCO had decided to
conduct the test upto 80 MVAR from the current level of 60 MVAR on one unit and
study the results.If the test is successful and validated they would enhance
absorption for all the units up to 80 MVAR.
It was pointed out with regard to Kaiga units, there was no change in the tap
status. On analysis of Kaiga MVAR injection/absorption, it was found that Units 1
& 2 were mostly injecting even at higher voltages (>230 kV) with higher V Ref
Voltage. Kaiga was advised to operate with Normal V Ref and change the GT Tap
as per the recommendation considering the improvement in the voltage profile.
In the 102nd OCCM, SRLDC had presented that recommended Tap Positions of
various ICTs in the region for Jan 2015 to March 2015 conditions. Constituents
pointed out that with the recommended changes the LV voltage may further go
down, hence a comprehensive view needed to be taken. SRLDC stated that they
would further study the voltage profile and furnish both HV & LV voltages for the
present and recommended set points.
8.2.3 In the Meeting, SRLDC presented recommended Tap Positions of various ICTs including
the voltage profile of HV & LV in the region for Jan 2015 to March 2015 conditions. Copy
of SRLDC letter dated 15.12.2014 along with the taps recommended is furnished at
Annexure-8A. All constituents were requested to implement the recommended tap
positions. ED, SRLDC said that the tap optimization was needed to be carried out at
lower voltage levels also.
8.2.4 MS, SRPC requested all the constituents to implement and revert back with the
implementation details by 15th January 2015.
8.2.5 SRLDC pointed out that the tap positions at VTPS & KTPS were yet to be changed as
per recommended position and MVAR absorption levels was to be improved.

8.2.6 ED, SRLDC pointed out that NCTPS was not absorbing MVAR during high voltage
conditions in Chennai. It was recommended that NCTPS and NTECL may kindly change
their tap positions corresponding to 400 kV level since existing tap positions were
recommended when low voltage were prevailing in Chennai area.
8.2.7 It was also noted that KGS had not changed the taps as per recommendations. It was
also highlighted that on certain occasions Kaiga GS units were injecting VARs when the
voltage was above 420 kV and 230 kV which was to be avoided.
8.2.8 All constituents/utilities were requested to kindly adhere to the recommendations finalized
in the RGMO/MVAR Meeting held on 27th August 2014. Tap changing of GTs was to be
done as per the recommendations finalized in the Meeting.
8.2.9 MS, SRPC stated that the recommendations finalized in the Special TCC meeting held on
21st August 2013 and also in the Meetings held on 29th June 2013, 25th July 2013, 30th
Sep 2013, 29th Jan 2014, 23rd June 2014 & 27th August 2014 were required to be
implemented. Status in this regard was required to be communicated to SRPC/SRLDC.
Information regarding MVAR interchange had to be furnished to
[email protected]. He requested all the SLDCs to kindly monitor VAR
absorption/injection of generating units in their respective control areas in real-time.
8.2.10 Hon’ble CERC Order dated 23.12.2009 merited attention in this regard. It had been
stated in the Order that all agencies needed to provide required reactive compensation
thus avoiding the need for exchange of reactive power to/from ISTS and maintain ISTS
voltage within specific range.
8.2.11 SRLDC vide letter dated 06.11.2014 had communicated that SR had been experiencing
high voltages across various pockets in the grid and requested all the regional entities to
implement the steps given in the letter to contain the rise in the voltages in their
respective control area stations :
Ensure Bus reactors and Line reactors are switched in.
Capacitor banks especially at high voltage areas are switched off.
Optimizing the generator and ICT tap positions as per the advice of SRLDC/SRPC
All the generating units on bar are made to absorb reactive power as per their
capability limits.
Operate generating units on synchronous condenser mode for VAR absorption,
whenever feasible.
Release loads in high voltage areas keeping in view the drawl of the control area.
Maintain drawl from grid close to schedule.

Operate available hydro units on pump mode in high voltage nodes keeping in mind
the drawal of the control area.
Load re- arrangement, whenever feasible, may be taken up to optimize loading on
trunk lines.
Line opening would be the last resort by SRLDC after receipt of message from the
constituents.
Concerted action/follow up by SLDC.
8.3 Status of Bus/Line Reactors commissioning at Guttur & shifting of Hoody reactor
8.3.1 In earlier OCC Meetings, it was noted that the bus reactor for Guttur had been received at
site and commissioning activities had been initiated. It was also noted that the delay in
shifting was being reported to CERC under prolonged outages.
8.3.2 EE, KPTCL informed that the line reactor had been shifted to Guttur and installation
works were under progress and would be completed by March/April 2015.
8.4 Status of commissioning of Balance Bus/ Line Reactors/STATCOM as agreed in the Standing Committee meeting
8.4.1 Updated information on schedule of commissioning of Reactors as agreed in the
Standing Committee on Power System Planning of Southern Region is furnished at
Annexure –8B.
8.4.2 On a query from ED, SRLDC, regarding the conversion of line reactors to switchable
reactors, SR II, PGCIL replied that NGR had to be bypassed for some of those reactors.
SR I & SR II were requested to furnish the status of NGR bypass of switchable reactors.
PGCIL/CTU was requested to revert back on Malkaram reactor being planned by
TSTRANSCO keeping in view conversion of line reactor to switchable reactor for
Malkaram-Hyderabad line.
8.4.3 DE, APTRANSCO informed 80 MVAR reactor at Vemagiri was under final stage of
completion and the same would be commissioned within 2 months. On a query from
SRLDC regarding the Kalpakka Bus reactor which was under prolonged outage since
long time, APTRANSCO informed that the reactor would come into service by 31st Jan
2015.
8.4.4 ADE, TSTRANSCO informed that all reactors in Telangana would be commissioned by
June 2016.
8.5 Additional Reactors at Kaiga
8.5.1 In earlier Meetings, it was noted that as per minutes(Para 10.3) of 37th Meeting of
Minutes of the 103rd OCC Meeting of SRPC held on 8th January 2015

Standing Committee of Power System Planning of SR that it was agreed by NPCIL that
they would provide 2x125 MVAR reactor and the 63 MVAR reactor may be used as a
spare.
8.5.2 Subsequently, vide letter dated 25.09.2014 NPCIL had furnished their comments on the
minutes. In the letter NPCIL had informed that implementation of 1 x 125 MVAR bus
reactor was under review (for which PGCIL conducted studies) and they were not
agreeable for implementation of 2nd 125 MVAR reactor & usage of 63 MVAR reactor as a
spare.
8.5.3 In the 101st Meeting of OCC, Kaiga GS had informed that they were agreeable for
implementation of 125 MVAR reactor only and the same had been proposed for approval.
8.5.4 It was noted that in the 25 TCC Meeting held on 19.12.2014, Kaiga had again been urged
to implement the recommendations of Standing Committee at the earliest.
8.6 Reactive Power Planning
8.6.1 In the 23rd SRPC meeting held on 26th October 2013, Utilities had agreed to furnish the
schemes relating to Reactive Power Planning including at distribution level within one
month. The time schedules for implementation would also be indicated.
8.6.2 The following had been deliberated in earlier OCCM:
SRPC vide letter dated 07.11.2014 & 14.11.2014 had requested states to kindly
furnish the status in this regard as this was a NPC agenda.
TANTRANSCO vide letter dated 26.11.2014 had communicated the details in this
regard.AP and TS had taken up the issue with their DISCOMs for Reactive Power
schemes. KSEB had planned for 30 MVAR capacitors at 66 kV level. KPTCL had
informed that PRDC had submitted detailed report and based on that report
transmission zones had submitted the estimates to the planning wing.
Subsequently, reactive power planning scheme would be finalized and submitted
to CEA/SRPC.
8.6.3 DE, APTRANSCO informed that 80 MVAR reactor at Vemagiri would be commissioned in
1-2 months and they had also taken up the issue with their DISCOMs for Reactive Power
schemes.
8.6.4 ADE, TSTRANSCO informed that tendering was under process for four reactors in the
state and they were taking up with the DISCOMs to furnish the details of capacitor
requirement.
8.6.5 EE, KPTCL informed that consolidated report (DPR) had been prepared in this regard
and two transmission zones had already initiated tender process.

8.6.6 With regard to reactive power planning scheme of KSEB, it was enquired whether only 30
MVAR capacitor requirements was adequate. EE, KSEB informed that they had
considered 400 kV Mysore-Kozhikode D/C line into service. KSEB was requested to
review the reactive power requirement study.
8.6.7 EE, TANTRANSCO informed that 741 MVAR capacitors had been installed in the state.
8.6.8 MS, SRPC requested all the constituents to furnish the status of proposals for reactive
power planning to SRPC within a week along with the indication of time schedules for
implementation. He also requested all the utilities to furnish schemes relating to Reactive
Power Planning including at distribution level. It was noted that the same was a NPC
agenda and utilities needed to be ready with the schemes.
9. Network Protection/Security issues
9.1 U/F &df/dt Relays Schemes
9.1.1 In the Second NPC Meeting, it had been decided that all SLDCs and RLDCs would
upload the details of feeders to be tripped through the UFRs and the expected load relief
at different frequency levels in their respective States/Regions on operations of UFRs. It
was also decided that RPCs would send inspection report of healthiness of UFR and df/dt
regularly on a quarterly basis to NPC Secretariat.
9.1.2 It was noted that as per CERC orders, certified relief quantum by SRLDC and SRPC had
been furnished to the constituents. Observations in this regard had also been
communicated earlier. Subsequently vide letter dated 23.04.2014 compliance report in
respect of the following certified by SRLDC and SRPC was communicated to CERC:
Status of the additional identified loads which were to be implemented
Status of additional loads to be identified and implemented
Status of SCADA mapping and the action plan to achieve 100 % mapping
9.1.3 In earlier OCC Meetings, the following had been noted
KSEB had approached CERC seeking time extension with detailed action while other
constituents had not responded with any details on status of implementation.
All the SLDCs were required to create a monitoring table in their SCADA. The
details are to be regularly monitored by the respective SLDCs. The same table may
be mapped to SRLDC SCADA system.
Order on Review Petition No. 7/RP/2013 filed by APTRANSCO at Hon’ble CERC
was awaited. SRLDC had pointed out that pending Final Order existing
regulations/orders are to be followed.

As per the decision taken in 24th TCC/25th SRPC meeting, all constituents to improve
the relief realization through AUFR and df/dt by 20 % by next SRPC meeting which
would be held in December 2014.
SRLDC/SRPC informed that implementation of additional feeders for UFR &df/dt by
AP, TS, KAR & TN were still pending. Only KER and PONDY had completed the
implementation of relays.
SRPC & SRLDC had expressed concern that time limit given by Hon’ble CERC for
implementing the additional feeders and mapping the feeders to respective SCADA
of SLDC was already over. It was requested all the constituents may improve the
visible relief & achieve 100% mapping and finish the works of additional feeders also.
SRLDC was not getting SCADA data from Puducherry due to FEP problems.
Puducherry was requested to rectify the SCADA problems.
It was also noted that TANTRANSCO views on df/dt scheme had been taken up with
NPC.
In the102nd OCCM, KPTCL presented snapshot of the real time flow quantum of
monitor able feeders on AUFR and df/dt schemes. It was pointed out the visible
relief was around 3,327 MW on 10th December 2014. It was observed that the
snapshot was taken at day peak hours and indicating the maximum feeder flows.
However, SRLDC was requested to kindly ascertain these figures with monitoring
table and revert back in the next OCCM.
KSEB had informed that new RTU were likely to be installed and visibility would be
improved in couple of months.
9.1.4 In the Meeting, it was again noted that as per the decision taken in 25th SRPC meeting,
all constituents had to improve the relief realization through AUFR and df/dt by 20 % by
December 2014. No appreciable improvement had been observed and the percentage
relief wrt SCADA monitorable feeders was hovering at the same levels of 65-70%.
9.1.5 It was noted that final Order of CERC wrt Review Petition 7/RP/2014 had been issued.
MS SRPC informed that as per the CERC order, all the constituents should consider only
average feeder flows for implementation of AUFR and df/dt schemes. The extracts of the
Order are reproduced below:
“38. The expert bodies have opined that the UFR setting should be either on average
load or minimum load and have not subscribed to the contention of the Review
Petitioner that the UFR setting should be on the basis of the maximum load.
SRPC and SRLDC have also recommended the load relief on average basis.

Even during the course of hearing on 9.4.2013 in the main petition, SRLDC had
submitted that during PCC/OCC meeting of SRPC, the Review Petitioner had
agreed for the average load in feeders for UFR operation. Therefore, we feel that
UFR setting on average load is implementable and accordingly, we do not find
any sufficient reason to review our order dated 19.12.2013.
39. UFR and df/dt relays are lifesaving protection scheme of the grid and last line of
defence against any major grid disturbance and we observe that a conservative
approach generally needs to be adopted in regard to last line of defence
mechanism, more so in view of the fact that operation of these relays under the
prevailing frequency regime are not likely to cause inconvenience to power utilities
during normal operation and the need for operation of these relays arises only
during emergency conditions. We are of the view that a conservative approach
should be generally adopted in regard to last line of defense mechanism to ensure
that desired load relief is available in all contingencies.
40. In our view of the above, there is no ground to review to order dated 19.12.2013
and accordingly the review petition is dismissed.”
9.1.6 AP & Telangana were requested to furnish the feeder details by considering the average
feeder flows to achieve the recommended quantum.
9.1.7 It was noted that Karnataka, Kerala & Puducherry had implemented AUFR and df/dt
schemes fully as per the recommended quantum. TN system was having some overlap
between AUFR and df/dt feeders for the quantum of 797 MW for which TN needed to
identify additional feeders.
9.1.8 It was also noted with appreciation that Karnataka had completed 100 % mapping of the
AUFR and df/dt feeders and details had been extended to SRLDC. KPTCL was
requested to furnish the details in the format being furnished to Hon’ble CERC.
9.1.9 AP & Telangana informed that they would take up the matter with their protection wing
and revert back. SRPC/SRLDC clarified that this was basically an operational issue.
9.1.10 EE, TANTRANSCO informed that identification of new feeders to be put under AUFR and
df/dt scheme and segregation of feeders was under process. Already around 300 MW+
feeder loads had been identified , details of which would be furnished by next OCC.
9.1.11 EE, KSEB informed that they would complete the mapping of the additional feeders by
January/February 15 for the new RTU feeders.
9.1.12 SRLDC expressed deep concern that there had been no progress in the improvement in
terms of visibility and identification & improvement of feeders addition to meet the gap

between expected as per SRPC and actual implemented. SRPC & SRLDC also
expressed concern that time limit given by Hon’ble CERC for implementing and mapping
the feeders to respective SCADA of SLDC were already over.
9.1.13 All constituents were requested to furnish action plan within 15 days for implementing
additional feeders to achieve average loading of 75 % before March 2015 as agreed in
the 26th Meeting of SRPC held at Visakhapatnam on 20th December 2014. Sustained
efforts to improve the visible relief and achieve 100% mapping should also be
maintained. Constituents were suggested to kindly approach Hon’ble CERC for any
exemption/extension of compliance.
9.1.14 It was also noted that SRLDC was not getting SCADA data from Puducherry due to FEP
problems.
9.1.15 SRLDC suggested conducting a Meeting with the higher management of AP & TS at
Hyderabad to address the pending issues such as segregation of SPS relief among AP &
Telangana, furnishing node wise PSSE data for five months, etc.
9.1.16 SRPC/SRLDC informed that although Kerala & Karnataka had completed implementation
of feeders, but visible relief was less than 70%.
9.1.17 Details of AUFR / df/dt quantum implemented/expected by states at various stages are
furnished as Annexure-9A.
9.1.18 In accordance with clause 9(2) of CEA (Grid Standards) Regulations, 2010, all
constituents shall submit a detailed report of operation of AUFR at different frequencies to
SRLDC and SRPC on daily basis. It was noted that only KSEB and PED were submitting
the daily report regarding operation of relays.
9.2 Segregation of AUFR, df/dt and SPS relief among AP and Telangana
9.2.1 APTRANSCO &TSTRANSCO had informed that they had segregated AUFR and df/dt
settings as communicated vide SRPC letter dated 13.06.2014 and details of relief from
identified feeders also had been furnished. For other SPS schemes Andhra Pradesh and
Telangana were to apply a ratio of 0.48 and 0.52. Segregation of loads into four groups
as per IEGC clause 5.4.2 was to be ensured. Telangana to consider Veltoor & Tandur
loads. Extension of signal was needed to be finalized in consultation with PGCIL.
9.2.2 SRLDC/SRPC requested AP & TS to consider average feeder flows and to identify the
additional feeders in order to achieve the SRPC recommended quantum. They were
requested to furnish the details in the specified format being furnished to CERC. AUFR
and df/dt recommended and implemented quantum by AP and Telangana is as given

9.2.3 It was also requested that the SCADA mapping of all the feeders under AUFR and df/dt
protection scheme should be coordinated by SLDCs of AP and TS.
9.2.4 SRLDC requested all the states to kindly furnish the consolidated list of feeders put under
four groups of protection system within 15 days.
9.3 Special Protection Schemes
9.3.1 Status of implemented and ongoing SPS scheme is enclosed as Annexure-9B .
Respective utilities were requested to expedite the same.
9.3.2 EE, KSEB informed that the SPS for North Kerala had been implemented and the report
in this regard would be furnished.
9.3.3 Review of SPS operation in respect of 765 kV Raichur-Sholapur line:
9.3.3.1 In the earlier OCC Meeting, the following had been noted:
As could be seen from minutes of OCC meeting of WRPC, there had been inadequate
relief from the constituents/generators of WR and it appeared that some of WR
generators had not implemented the SPS yet. OCC had expressed that constituents of
other region should also contribute in providing SPS relief and SR contribution was not
sufficient to address the issue. OCC expressed that this matter need to be taken up
with NLDC.
SRPC vide letter dated 13.08.2014 communicated to NLDC had requested that this
matter may kindly be arranged to be taken up with Western Region for needful.
SRLDC informed that they had taken up the matter with WRLDC and NLDC. NLDC had
taken up the issue with WRLDC and WRLDC was taking up with the constituents
accordingly. SRLDC was requested to kindly follow up the status in this regard and also
furnish relevant correspondence to SRPC Secretariat.
9.3.3.2 SRLDC informed that they had already taken up the issue with WRLDC and NLDC.
WRLDC was further taking up the matter in WRPC forum. SRLDC informed that NLDC
had taken up with WRLDC in this regard and WRLDC was taking up with the constituents
accordingly. SRLDC had requested SRPC to take the issue with WRPC. SRLDC was

requested to kindly follow up the status in this regard and also furnish the relevant
correspondence to SRPC Secretariat.
9.4 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES
(Petition No. 265/MP/2012)
9.4.1 Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC was to
be provided by all the constituents by 01.01.2011.
9.4.2 With respect to Petition (No. 265/MP/2012) Hon'ble CERC had issued final Order dated
20th February 2014. Para 57 is reproduced below.
“57. …… the view that the performance of Grid in regard to parameters envisaged to be
controlled under GSES scheme should be monitored for six months before considering
the scheme for implementation of GSES. The petitioner is directed to file performance of
Grid after 6 months from the date of issue of the order indicating necessity of GSES,
even after implementation of ADMS, SPS, AUFRS. If the situation warrants need for
implementation of GSES, the petitioner is at liberty to approach the Commission along
with technical details of defense mechanism equipment, comprehensive scheme of
OPGW, etc in accordance with law.”
It was also noted that because of the affidavits and requests by various constituents in
the country, CERC had deferred the implementation of GSES.
9.4.3 It was noted that Hon’ble CERC had issued show cause notice under section 142 to many
constituents (all the SLDCs of SR) in its ROP in Suomotu Petition No. 005/SM/2014.
9.4.4 In earlier OCC Meetings, the following had been noted:
SRLDC had stated that in Southern Region, though all the constituents informed
CERC through affidavit that Automatic Demand Management system was in
place, but in none of the SLDC the scheme was made automatic.
Logic to be implemented was clear with the details in Deviation Settlement
Mechanism Regulation, IEGC amendment 2014 and the OCC consented
message issuing procedure of SRLDC. The constituents had to develop
appropriate logical steps in this regard.
ADMS was not restricted to Automatic Load Shedding Scheme but had wider
scope like demand response (TOD metering etc) which could be different for each
utility/DISCOM.

AP & TS had informed that ADMS would be implemented in 3-6 months after
commissioning of new SCADA system. AP informed that around 180 RTUs were
required for the scheme at 132 kV level.
KPTCL had informed that they were finalizing the scheme in consultation with the
DISCOMs.
KSEB had informed that ADMS was in place and operation of the scheme was
observed correctly. The present scheme sheds load on pre identified radial loads
at 110kV level, which is line with the requirements of ADMS as per the regulations.
KSEB also informed that a separate project is being taken up through CDAC to
implement ADMS at 11 kV level for which communication links were required. The
proposal is in the advanced stage of technical finalization. The present scheme
had operated on 4 instances as per the logic.
TN had informed that the logic was finalized and ULDC (P&C wing) would
implement the scheme. The scheme would be implemented along with the ULDC
scheme.
Puducherry vide letter dated 17.10.2014 had furnished the current status of the
Implementation of the ADMS scheme in Puducherry network and informed that
they would be completing the scheme by Dec 2014.
SRLDC pointed out that the timelines given by CERC had been exceeded and the
present status needed to be reported to CERC. SRLDC observed that only KSEB
had implemented the ADMS but other states were having semi- automatic
scheme.
TANTRANSCO had been requested to furnish the status report within one week to
comply with the orders of Hon’ble Commission. All the states were also requested
to furnish the status report on ADMS by 1.12.2014. It was noted that status of
ADMS had been furnished by NLDC (also uploaded on SRLDC website) to
Hon'ble CERC in compliance of ROP for 22.05.2014 on Petition No. 005/SM/2014.
9.4.5 It was pointed out that KPTCL had agreed in the 26th Meeting of SRPC held on 20th
December 2014 at Visakhapatnam, to put the scheme under trial operation from 1.1.2015
while from 02nd April 2015, the regular scheme would be in place.
9.4.6 EE, TANTRANSCO informed that the logic was finalized and ULDC (P&C wing) would
implement the scheme. The scheme would be implemented along with the ULDC scheme

of PGCIL which was expected within one month.
9.4.7 EE, PED informed that they would be completing the scheme by Jan 2015 subsequently
trial operation would be taken up.
9.4.8 SRLDC pointed out that the timelines given had exceeded and the present status needed
to be reported to Hon’ble CERC. SRLDC observed that only KSEB had implemented the
ADMS but other states were not having mandated automatic scheme. TN was requested
to furnish the status report within one week to comply with the orders of Hon’ ble
Commission. All the states were also requested to furnish the status report on ADMS.
9.5 Status Review of Automatic Load Disconnection Scheme for overdrawing constituents (IEGC clause 5.4.2 (c))
It was noted that SRPC in its 14th meeting held on 27th August 2010 had agreed to
implement Automatic Load Disconnection Scheme for overdrawing constituents with the
following relief:

The issue was noted for compliance by the concerned utilities.
9.6 Grouping of loads (IEGC clause 5.4.2 (e))
9.6.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure network
security, the interruptible loads were to be arranged in four groups of loads, This was for
the purpose of scheduled power cuts/load shedding, loads for unscheduled load
shedding, loads to be shed through UF relays, df/dt relays and loads to be shed under
any SPS scheme. These loads are to be grouped in such a manner that there is no
overlapping between different groups of loads.
9.6.2 The issue was noted for compliance by the concerned utilities. SRLDC requested all the
states to kindly furnish the updated details in this regard. SRLDC requested all the states
to furnish the consolidated list of feeders put under four groups of protection system to
SRLDC/SRPC within 15 days.
9.7 Tripping Details/Reports
9.7.1 In various forums SRLDC had raised concern that SRLDC was not getting tripping
information/data within 24 hrs as per IEGC/CEA regulations and sometimes the

information from both the ends was not being received. Also at times line details only
were being received without DR&EL details. SRLDC was unable to analyze events on
account of non-receipt of details of tripping in a timely manner. The status of information
being received is enclosed as Annexure-9C. SRLDC had stated that all tripping details
should be uploaded on the SRLDC web portal.
9.7.2 It was noted that the issue was being followed up by CERC.As per the CERC RoP on
Petition No. 146/MP/2013 with IA 36/2013(for date of hearing 19.12.2013) the following
was noted:
“7 The Commission also noted that the petitioner raised the issue of Non-compliance of
the Regulation 5.2(r) of the Grid Code which mandated all users to report the
disturbance/fault to RLDCs within 24 hours of occurrence. The Commission directed the
Petitioner to submit the instances of non-compliance by SLDC/Users by 10.01.2014.”
Subsequently CERC had issued the Final Order dated 20.02.2014 for Petition No.
146/MP/2013.Para 29 from the order is reproduced below:
“29. …...We administer a strong warning to the respondents to take all possible
measures permissible under the Act and the Grid Code to provide data /information to
RLDC and RPC for maintaining reliability and security of the grid. We also make it clear
that failure in this regard will amount to non-compliance of the directions of this
Commission and render the constituent liable for proceedings under Section 142 of the
Electricity Act, 2003 and other relevant provisions. We also direct the petitioner and
SRPC to coordinate and monitor the progress and compliance of Commission's directions
and ensure compliance of Regulations 5.2 (r) of the Grid Code and report instances of
non-compliance to the Commission...”
9.7.3 MS, SRPC reiterated that non furnishing of timely tripping details would be treated as
non-compliance. Procedure for timely furnishing information was needed to be
streamlined by the utilities.
9.7.4 It was noted that tripping information details were to be uploaded as per the stipulated
time frames. SRLDC expressed concern about the non-furnishing of tripping details.
9.7.5 AGM, SRLDC informed that two fields had been added to the format for uploading
tripping details information, one was Category indicating tripping operation category while
other one was indicating violation of CEA Regulation.
9.7.6 Delayed uploading of tripping details of Inter Regional Links like HVDC Bhadrawathi.

9.7.6.1 In 102nd OCCM, SR I, PGCIL informed that some improvement had been observed.
Tripping details were getting uploaded regularly but with some delay. It was noted that
the tripping details for the dated 29.11.2014 had been uploaded on 04.12.2014.
9.7.6.2 It was noted that this issue would be discussed during the Meeting on Mock Exercise
scheduled at HVDC Bhadrawati. SRLDC pointed out that as per the CEA (Grid
Standards) Regulations, tripping details with analysis should be uploaded within 24 hrs.
9.7.7 Details of Load Relief obtained through various defense schemes are enclosed as
Annexure-9D.
9.8 Declaration of availability and healthiness of various protection / defense mechanism
9.8.1 SRLDC stated that the healthiness certification was not being received in timely manner
from all the constituents.
9.8.2 MS, SRPC noted that healthiness certificates and other reports were being sought as per
directives of higher bodies. Validated certificates needed to be communicated in a timely
manner.
9.9 Status of Contingency Plan by TN to overcome variability of wind generation
9.9.1 In the Meeting held on 7th June 2013 at SRPC, Bangalore TANTRANSCO had agreed to
take up the LVRT settings and Reactive Power Compensation issues with wind
generators. Study of SPS requirement in the contingency of tripping of any one of the
230 kV lines terminating at Tirunelveli etc. was also to be undertaken.
9.9.2 As per the final CERC order dated 22nd February 2014 in respect of the Petition No.
120/2011, TANTRANSCO had been directed to take necessary steps to implement
automatic demand side management scheme to deal with the emergency situations such
as sudden variation of wind generation or forced outages etc. and submit the monthly
progress report to SRLDC and SRPC in this regard.
9.9.3 In earlier OCC Meetings, the following had been noted:
TANTRANSCO had informed that they had identified the feeders of quantum of
650 MW and the P&C wing of TANTRANSCO was implementing the scheme and
the scheme would be implemented by Dec 2014. TN also informed that
Contingency plan for sudden loss of wind generation was being implemented in
ADM scheme with additional logic. TANTRANSCO had informed that they were
blocking wind generation and implementing load shedding during sudden changes

in wind generation. TN informed that some of the wind generation data was being
entered manually and they were in the process of acquiring ABT meters with AMR
facility for automated wind data collection
SRPC had requested TANTRANSCO to submit the details of ADMS along with
the implementation schedule to SRLDC/SRPC in a timely manner as monthly
status report was to be furnished to CERC as part of regulatory compliance.
Five incidents had occurred in last one year of around 1,000 MW wind withdrawal.
The recommendation finalized in the meeting held on 08.07.2014 needed to be
implemented immediately by TANTRANSCO & KPTCL. It was noted that sudden
loss of wind generation was also to be considered while finalizing the contingency
plan.
SRLDC had pointed out that SR was having the wind generation of about 10,000
MW without LVRT which may cause severe grid disturbance/collapse. SRLDC
observed that this contingency plan for wind generation was completely different
from ADMS.
It was also noted that for non-conventional energy (NCE) sources, online data
availability, LVRT & generation forecasting/scheduling should be ensured for
smooth operation.
Non furnishing the details of contingency plan and its non implementation was
violation of specific Order’s of the Hon’ble Commission. Serious concern was
expressed since no concrete progress was visible in this regard.
KPTCL had informed that unlike TN, the degree of wind generation visibility was
very high and they were managing the variability.
MS, SRPC had stated that validation of wind generation data also needed to be
taken up & completed urgently by the concerned utilities.
TANTRANSCO informed that the scheme would be implemented along with the
ULDC scheme.
9.9.4 In the Meeting, EE, TANTRANSCO informed that Contingency plan for sudden loss of
wind generation was being implemented in ADM scheme with additional logic. He also
informed that their P &C wing would give progress report in this regard. The scheme
would be implemented along with the ULDC scheme.
9.9.5 MS, SRPC requested TN to furnish the status of implementation of the scheme in a
timely manner in compliance of CERC order dated 22.02.2014.

9.9.6 AGM, SRLDC pointed out that implementation of LVRT for wind generators was needed
to be followed up by SLDCs.
9.9.7 EE, TANTRANSCO clarified that RES wing of TANGEDCO was looking after connectivity
of wind generators. He informed that as per the tentative information, new generators
getting synchronized to the grid were equipped with LVRT features. However, the same
was needed to be ascertained.
9.9.8 ED, SRLDC pointed out that LVRT feature was a mandatory requirement for new wind
generators and STU/GEDCO needed to ensure the same.
9.10 Formulation of plan for procurement and Placement of Emergency Restoration
System (ERS) in the country
9.10.1 It was noted that Member(PS), CEA had taken a Meeting on 10th November 2014
regarding formulation of Plan for procurement and placement of Emergency Restoration
System(ERS) in the country with all the RPCs and Power system utilities of the country. It
was also noted that most of the states in India were having ERS with their own funds. But
in SR, PGCIL only was having ERS available at two locations i.e Somanahally (SR II) &
Vijayawada (SR I). In the Meeting KPTCL had informed that they were also having ERS
facility. It had been decided in the Meeting that the requirement of ERS would be taken
up by the state utilities with SERCs.
9.10.2 In the 102nd OCC meeting, MS, SRPC said that ERS should be available with all the
STUs/CTU as per provisions of CEA Regulations and the issue would be put in the next
SRPC/TCC meeting. Meanwhile all the STUs were requested to finalize the ERS
requirement in their system.
9.10.3 It was noted that ERS requirements had been finalized in the 26th SRPC Meeting held on
20th December 2014 at Visakhapatnam. Constituents were requested to kindly furnish
status update in the OCC Meetings.
9.11 Vallur-Kalivanthappattu & Vallur-Almathy lines insulator replacement
Manager, SR-I, PGCIL informed that though they were prepared for this activity, the site
conditions were however not conducive for insulator replacement. SR- I was requested
to kindly finalize the dates so that entire replacement gets completed at the earliest.
9.12 Status review of Implementation of Protection Audit/PCC recommendations as mentioned in Phase I and Phase II by 01.05.2014 & 01.09.2014 respectively as per CERC Order No.. 146/MP/2013

9.12.1 It was noted that as per CERC order on Petition No. 146/MP/2013 with I.A 36/2013,
Phase-I activities were to be completed by 01.05.2014 while phase-II activities were to be
completed by 01.09.2014.Time schedule and status was to be communicated to
SRPC/SRLDC on bimonthly basis.
9.12.2 A Special Meeting had been conducted on 19.08.2014 to discuss the progress in detail.

9.12.3 SRLDC pointed out that though all the utilities had filed affidavits , progress was required
to be visible in the field. All utilities were requested to put sustained efforts in completing
pending works at the earliest.
9.13 PSS tuning of generators
In earlier OCCM, SRLDC has expressed that despite sending reminder and data
pertaining to August 2014, the information on specific events for analysis of
oscillations was yet to be received from all except KSEB & NLC.
10. SCADA & COMMUNICATION ISSUES
10.1 In the Meeting, SRLDC presented the status of data, voice and internet communication
and pending field inputs. Details are enclosed as Annexure-10A.
10.2 In the 100th OCC Meeting, SRLDC had informed that they had faced difficulties to
communicate Simhadri TPS during the period of ‘Hud- Hud’ cyclone and requested all the
utilities to maintain reliable and redundant communication systems in place. VSAT
communication was required from all critical generating stations, HVDC Stations, 400 KV
Substations etc.
10.3 In earlier OCC meetings, the following had been deliberated:
SRLDC pointed out that without the communication link, the certificate for
declaration of CoD would not be provided.
SRLDC had pointed that there were frequent interruptions of ICCP links and
requested all the utilities to look into it.
KSEB had pointed out that real-time schedules were not getting updated in
SCADA of SRLDC at times. There had been several instances of the SCADA
schedule updation getting delayed by 5-10 minutes and were getting corrected
after pointing out by the SLDCs to the SRLDC operator. There were also

instances of post – facto correction in the schedules, especially in the matter of
URS from Jhajjar. The violation messages and alert messages are sometimes
issued with the incorrect schedules and thus they become in fructuous. Other
states also shared the same views.
TS had also endorsed the same views and informed that SCADA was not getting
updated and may take more than 1/2 hour in some instances. TS fhad urther
added that specifically the schedules at 0000 hrs of the day was updating after 1/2
hour on some of the days. TS and other constituents informed that they were
taking up this issue with SRLDC shift operators regularly.
SRLDC had informed that there were some FTP problems which would be
rectified soon. SRLDC agreed to look into the issue and revert back. SRLDC
informed that another picture was available in this regard and they would share
the details.
It was noted that Talcher-II data was to be integrated in SRLDC new SCADA
system and would be completed within one month.
SRLDC had pointed out that APSLDC should have hotline communication at the
new location and it should be ensured before shifting to the new location.
It was noted that SCADA inputs were necessary from Renewable sources.
SRLDC pointed out the renewable data was coming to SCADA in Karnataka
system but in TN system it was partial. TANTRANSCO and other constituents
were also requested to get in touch with the concerned division and furnish status
update and to make arrangements to ensure real time SCADA data of renewable
energy generation.
10.4 It was noted that Hon’ble CERC vide Order dated 25.04.2012 on Suomoto Petition no.
SM/007/14 had issued show cause notice under section 142 to many constituents
(KPTCL in SR) for non-compliance of Commissions direction dated 26.09.2012 in Petition
No. 168/MP/2012.
10.5 It was decided to have daily SCADA validation with all SLDCs and ISG stations between
1000-1200 hrs. All the constituents had furnished the nodal officers' names for SCADA
validation. All the constituents were requested to be available during 1000-1200 hrs for
validation.
10.6 ED, SRLDC informed that they had addressed a letter (dated 21.11. 2014) to PGCIL SR I
& SR II along with the details of status of main and standby data channels from RTU &

SAS stations and the reply was awaited for the same.
10.7 Manager, SR II, PGCIL informed though around 15 data channels were indicated as
failed in the SRLDC letter, many were in working condition. Only 2-3 stations were having
data channel issues. He suggested that weekly exercise may be carried out for
certification of the status of the data channels in SRLDC by an executive from SR II.
10.8 Manager, SR-I, PGCIL informed that they were shifting to OF communication from PLCC.
10.9 SR I & SR II, PGCIL were again requested to look into the issue and provide standby
data channels to SRLDC from all 765kv and 400 kV Substations. Regarding validation
once a week SRLDC agreed and suggested 09th Jan 2015 for starting the process
10.10 It was noted that need for VSAT or SAT Phone had been deliberated in the 26th SRPC
Meeting. VSAT or SAT Phones were required for major SS and Generating Stations.
Status update needed to be furnished in the OCC Meetings.
10.11 DGM, NLC informed that 5 transducers were yet to be received from PGCIL. Once
transducers were received, they would complete the balance works.
10.12 AGM, SRLDC informed that for 11 DCPC communication channels were to be
established by SR-I & SR-II. SR-I & SR-II informed that works were under progress and
they would furnish the status update.
10.13 ED, SRLDC reiterated that APSLDC should have hotline communication at the new
location before shifting to the new location.
10.14 It was informed that Coastal Energen had already made payments to M/s ABB and the
hardware/software from Sweden would be reaching in a day or two.
10.15 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission
10.15.1 Vide order dated 19.12.2013 on Suo-moto petition No. 56/5M/2013 Hon’ble Commission
had directed all the utilities to provide the required telemetry within six months of this
order. Progress of compliance in this regard by various utilities w.r.t. the report submitted
on 25.09.2013 was compiled and submitted to Hon’ble Commission in March 2014
furnished by POSOCO, a copy of the same was forwarded to SRPC.
10.15.2 In the earlier OCC Meetings it had been requested that necessary action needs to be
taken and the status of the pending field inputs as well as action plan/action taken to
rectify the same may please be furnished in a timely manner. KPTCL had informed that

in respect of UPCL, Karnataka had made all efforts and in the affidavit submitted to
Hon’ble CERC also, KPTCL had requested CERC to issue proper direction. SRLDC had
pointed out that UPCL was an embedded generator of Karnataka. It was therefore the
responsibility of Karnataka SLDC to ensure the data was being received at
SLDC/SRLDC. PED had informed that they had changed hardware wrt FEP and the
inputs would be made available in the new SCADA. SRLDC confirmed the same. NLC
informed that the configuration of 5 transducers was pending which was being
addressed.
10.15.3 It was again requested that UPCL, MAPS, KGS & KKNPP may please furnish the
compliance status of pending SCADA inputs within 15 days. Details in this regard were
available on SRLDC web site. It was noted that data from Talcher STPS was coming up
to SRLDC but was yet to be integrated with the new system.
11. PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START PROCEDURE
11.1 Physical and Cyber Security
11.1.1 Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished
every quarter. Information regarding Cyber Security was to be furnished to Chief
Engineer, DPD, CEA, Sewa Bhavan, and New Delhi-110066. Report on Physical
Security, other Mock Drills for CMP, Mock Drill for Black Start Restoration was to be
furnished Chief Engineer, DMLF, CEA, SewaBhavan, New Delhi-110066. A copy of the
reports was to be sent to SRPC Secretariat ([email protected] and
[email protected]).The practices being followed in respect of Cyber
Security/Physical Security/CMP/Mock Drills w.r.t. Black Start was also required to be
communicated once a year.
11.1.2 CEA, vide letter dated 26.11.2013 had enclosed MoP letter dated 21.11.2013 regarding
Security of power installations and status. It was requested that following information be
furnished to Member (GO & D), CEA, New Delhi for onward communication to MoP:
Standard Security guidelines for power installations and the status of implementation including Cyber Security.
Systematic up gradation and modernization of security systems and procedures.
Coordination and liaison with local police and intelligence units.
11.1.3 In the 102nd Meeting of OCC, Director (IT), CEA had informed that in order to deal with
Cyber security issues in Power Sector, MoP had constituted three CERTs (Computer

Emergency Response Teams) namely CERT-Thermal, CERT-Hydro, CERT-
Transmission. Nodal agencies for these CERTs are NTPC, NHPC and Powergrid
respectively. Director (IT) had been nominated as Chief Information Security Officer
(CISO) for MoP. The above CERTs are working to ensure cyber security in respective
areas. Nodal officers of three CERTs had presented salient points to spread awareness
in other power utilities.
Salient features are given below:
With the introduction of Information & Communication Technology (ICT) in the Power sector, the Power Systems may be exposed to the Cyber space and may become vulnerable to Cyber Attacks.
Information Technology Act, 2000 & Amendment Act, 2008 designates Computer Emergency Response Team-India (CERT-In) as the National Nodal agency to perform the following functions in the area of cyber security:
Collection, analysis and dissemination of information on cyber incidents
Forecast and alerts of cyber security incidents
Emergency measures for handling cyber security incidents
Coordination of cyber incident response activities
Issue guidelines, advisories, vulnerability notes and whitepapers relating to information security practices, procedures, prevention, response and reporting of cyber incidents
Such other functions relating to cyber security as may be prescribed Department of Electronics and Information Technology (DE &IT), Government of India,
has prepared a Crisis Management Plan (CMP) for countering cyber-attacks and cyber terrorism for preventing the large scale disruption in the functioning of critical information systems of Government, public and private sector resources and services.
In December 2010, Ministry of Power has constituted the following CERTs (Computer Emergency Response Teams) to take necessary action to prevent cyber-attacks on the utilities under respective jurisdiction.

The State Utilities have been requested to prepare their own Crisis Management Plan (CMP) and to be in touch with the Nodal Agencies i.e. NTPC, NHPC & POWERGRID and CERT-In for support.

Constituents were requested to kindly nominate a Chief Information Security Officer
(CISO) for the Organization for Hydro, Thermal & Transmission separately.
11.1.4 In the Meeting, SRPC informed that APTRANSCO, TANTRANSCO, KSEB, NPCIL &
NTECL had submitted nomination of CISO. It was noted that CISO from each wing i.e
Hydro, Thermal & Transmission was required to be nominated. NTPC and PGCIL
informed that one CISO from Corporate Office had been nominated. SRLDC informed
that Mr. Kamlesh Kumar, Senior Engineer had been nominated as the Nodal Officer
from SRLDC for cyber security (CISO) and the details would be communicated.
11.1.5 SE (O), SRPC observed that few constituents were only furnishing the requisite
information. Utilities/constituents may please contact respective Nodal agencies for any
queries and clarifications with respect to Cyber Security. Other details like Physical
security, Mock drill for CMP, Mock drill for Black Start Restoration is to be sent in the
required format. The above information required by MoP was to be communicated by all
at the earliest.
11.1.6 SRLDC pointed out that seriousness had come down for conducting point to point mock
exercise as per the procedure and requested all the constituents should follow point to
point mock exercise. It was noted that KSEB was only doing point to point mock
exercise.
11.1.7 KPTCL informed that point to point mock exercise was being carried out in their system
except at Supa and Gerusoppa areas. They had completed the mock exercises at
Varahi, Kadra, Kodasalli etc.
11.1.8 All the constituents were requested to kindly furnish the schedule of mock drill for the
half year Jan 15 to June 15.
11.2 Black Start Procedure
11.2.1 In the earlier Meetings, SRLDC had expressed concern that all the states/constituents
were not following point to point exercise as given in the standard format communicated
for Disaster Management with clear observations and recommendations. SRLDC

requested all the utilities to furnish reports in the format of Disaster Management. Few
utilities like Kerala were only furnishing reports in the circulated format. SRLDC had
requested for the thorough involvement of SLDCs during black start mock exercises.
11.2.2 SRLDC informed that Black Start workshops had been completed in all the states. Black
Start Mock Exercise at Bhadrawati was planned on 25th January 2015 (Sunday) and there
would be curtailment of STOAs up to 350 MW during the mock exercise. A Meeting
would be held on 24th January 2015 at Ramagundam and Bhadrawati ends. PGCIL SR I
and NTPC Ramagundam were requested to attend the meeting in order to discuss the
long pending issues like A/R scheme of Ramagundam - Chandrapur, auxiliary supply
problems at Bhadrawati , uploading of tripping details for HVDC Bhadrawti Inter Regional
links, harmonic mitigation etc.
11.2.3 KSEB had informed that there was no facility of dead bus charging at Sabarigiri and they
were exploring the possibility through Supplier/Manufacturer which would take some time.
SRLDC had informed that earlier the facility was available.
11.2.4 In the Meeting, KSEB agreed for dead bus charging at Kayamkulam. Necessary steps
would be taken in this regard.
11.2.5 The following had been received wrt CMP/BSRP:
NTTPS, APGENCO vide letter dated 23.12.2014 communicated the quarterly report
on mock drill conducted at Dr. NTTPS on 15.12.2014
TGTRANSCO vide letter dated 07.01.2015 had furnished the tentative schedule of
Mockdrill of BSRP for the period January 2015 to June 2015.(Annexure-11A)
KPTCL vide letter dated 05.01.2015 had furnished the details of Mockdrill conducted
during second block of 2014-15 at Nagjhari Power House, Supa Power House and
Kodasalli Power House.
Spectrum Power Corporation Limited vide letter dated 08.01.2015 had furnished the
details about the Mockdrill conducted on 30th December 2014 between 12:51 hrs and
1303 hrs.
11.3 Islanding Scheme: Priority for Railways in the matter of Restoration of Supply
11.3.1 Four Special meetings had been held in this regard on 23.07.2013, 23.09.2013,
22.11.2013 & 12.02.2014. Minutes of the Meeting held on 12.02.2014 are available at

11.3.2 It was noted that all the SLDCs had finalized and notified the Operating procedure with

respect to traction feeders. All the SLDCs were requested to establish the hot links
between TPC and SLDC wherever pending.
12. RGMO
12.1 RGMO response had been deliberated in the Meetings held on 29.06.2013, 25.07.2013,
21.08.2013(Special TCC), 30.09.2013, 29.01.2014, 23.06.2014& 27.08.2014. The issue
was further highlighted in the 24th TCC/ 25th SRPC Meetings held on 25th/26th July 2014.
Inadequate response was an area of serious concern and there was no noticeable
improvement. Therefore the non-compliance had been reported to the Hon’ble
Commission under section 1.5 of IEGC.SRLDC had also filed petition in this regard on
06.11.2013 before CERC. The issue was further deliberated in the MoP Meeting held on
13.01.2014& 07.02.2014. The RGMO response was analyzed in the meeting of
RGMO/MVAR held on 23.06.2014 with the participation of CERC and Action Plan was
finalized.
12.2 In the earlier OCC Meetings, SRLDC had stated that new generating stations were to
demonstrate RGMO before COD as per new Terms and Conditions of Tariff Regulations.
It needed to be deliberated how the RGMO testing could be validated. All the constituents
were requested to ensure strict compliance of IEGC in the matter of RGMO / FGMO with
MI performance as well as proper Demand Management without sudden change of huge
quantum.
12.3 In the102nd OCC meeting, following was noted :
SRLDC requested all the ISG generators to extend the RGMO status point to
SRLDC and all the state generators to extend it to SLDC and further to SRLDC.
This was necessary as this would be one of the parameter for mandatory
certification at the end of the year as per provisions of Terms & Tariff Regulations.
In case RGMO status is not seen, the same would be treated as Non availability of
RGMO feature. SRLDC also conveyed that process of certification was being
finalized where in the period from non-performance to next Performance would be
treated as Non Performance. SRLDC informed that the RGMO certification process
may start from the March 2015.
NTPC, SRHQ had expressed concern over the RGMO certification criteria for
consideration of non-performance period from the instance of non-performance to
instance of next performance. NTPC opined that this methodology was a little
harsh toward generators. NTPC pointed out that there was no clarity in this regard

and clear-cut rules/procedure needed to be released. The views of generators
were also needed to be considered.
NTPC, Ramagundam had stated that all the units had been installed with RGMO
hardware/software designed based on the logic finalized by RGMO Committee, but
there was no control on performance. NTPC noted that FGMO feature was
universally implemented whereas RGMO feature was specifically designed for
Indian conditions. They had no control on performance and only On/Off control
was available at Control Room. NTPC also mentioned that a Committee had been
constituted in this regard and NTPC as an Organization was giving its feedback to
the Committee.
SRLDC had stated that RGMO performance for secure operation of the grid was
required and it was the responsibility of generators to ensure desired performance.
KSEB had stated that the facility to extend the RGMO status point could not be
possible for many generators like Idukki since there is no such provision/facility.
KPCL had stated that they too did not agree with the performance assessment
methodology proposed by SRLDC and also on RGMO certification process. They
had furnished their comments to CERC and Order of CERC was awaited.
NTPC was suggested to furnish their methodology of performance assessment
which could be discussed in the next Meeting.
12.4 In the Meeting, MS, SRPC requested SLDCs to analyze the RGMO instances posted by
SRLDC for the generators in their control area and take up with SERC regarding cases of
inadequate response. Action on recommendations finalized in the Special Meetings
needed to be taken by generators/states. All generators were kindly requested to take all
steps to ensure intended RGMO/FGMO response. Constituents were requested to
update the status of RGMO/FGMO with Manual Intervention as given in Annexure-
12A.Generators were once again requested to furnish the information through Web
Group ([email protected]).
12.5 SRLDC stated that all new generators like NTECL Vallur, Krishnapatnam JV (SDSPP),
TPCL, etc needed to put RGMO into service before COD and the status to be made
available at SLDC/SRLDC.
12.6 ED, SRLDC pointed out that the RGMO status of Mettur TPS III and North Chennai TPS
II was not furnished by TNSLDC/ TANGEDCO. He stated that RGMO had most likely not
been implemented at these stations keeping in view the response observed.

12.7 EE, TANTRANSCO informed that RGMO feature had been implemented at NCTPS II,
Unit 1 on 28.06.2014 and Unit 2 17.06.2014 and they would revert back in case of MTPS
II.
12.8 DGM, NTECL Vallur informed that RGMO feature had been installed for Unit 3 and tuning
had also been done on the day of trial operation. On a query from SRLDC regarding the
extension of RGMO status point, NTECL informed that they had designed a web page
consisting of unit wise RGMO status through RTU and would get refreshed twice in a
minute. Action for regular Status point had been initiated.
12.9 SRLDC clarified that the status of RGMO must be visible through SCADA.
12.10 SRLDC expressed concern regarding the RGMO response of the generators in the
region which was in the range of only about 30-40 % of the expected relief of the capacity
on bars. It was noted that for instance on 16.12.2014 (rise in frequency), as per the
SRLDC analysis, SR RGMO performance was around 40% of the expected relief.
SRLDC informed that analysis of RGMO performance was being carried out based on the
data furnished by the generators only.
12.11 SRLDC/SRPC stated that RGMO performance for secured operation of the grid was
required and it was the generators responsibility to ensure desired performance. In case
RGMO is taken out of service for any reason, generating station must
intimate SRLDC with the reason.
12.12 AP & TS informed thermal units in their control area were giving good RGMO response.
12.13 KSEB informed that their units were responding well while on 1 or 2 occasions, some
units (Idduki) had not responded.
12.14 TN informed that they were taking up the matter with non performing generators.
12.15 It was suggested that SLDCs may kindly approach SERC incase State Generators for
non performing units.
12.16 Follow up on Petition No.302/MP/2013
12.16.1 As per RoP in respect of Petition No.302/MP/2013, all SLDCs to report with details of
RGMO/FGMO response of each generating station within their control areas and the
details of having taken up the matter with respective SERC in case of lack of response or
inadequate response from the generating units. TANGEDCO and APGENCO had also
been directed to submit detailed note explaining how irrigation requirement is coming in
the way of implementation of FGMO/RGMO, after discussing the matter, if required,
within their State Irrigation Department.

12.16.2 The issue had been deliberated in the TCC/SRPC meetings held on 25th /26th July 2014,
earlier OCC meetings and Special Meetings held to discuss on FGMO/RGMO issues.
12.16.3 SRLDC expressed concern that constituents/utilities were not adhering the IEGC
regulations and continuously hindering the security. SRLDC/SRPC also pointed out that
APSLDC should ensure that all the new units should have RGMO, communication links,
Main & Standby data channel and SCADA facility in place before COD.
12.16.4 MS, SRPC said that SLDCs needed to take up with concerned SERCs for the stations
not implementing RGMO /non-performance of RGMO.
13. TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES
13.1 Over loading of 765 kV/400 kV lines
13.1.1 SRLDC had expressed concern and had suggested all the constituents to take
appropriate actions to avoid over loading of Kolar - Hosur, Raichur – Sholapur,
Nagarjunasagar – Cuddapah, Hiriyur- Nelamangala lines.
13.1.2 SRLDC expressed the concern that the overloading of 400kV Kolar - Hosur 1 & 2
transmission line and requested constituents to act immediately and maintain their LG
balance facilitating the line loadings within the safe limits.
13.1.3 All constituents were requested to maintain their LGBR and restrict over drawal/under
drawal and adhere to SRLDC instructions.
13.2 Non operation of Auto reclosure
13.2.1 In earlier OCC Meetings, SRLDC had pointed out that while analyzing the tripping
reports, it was observed that many faults were due to either mal operation or non
operation of auto reclosure feature. Auto reclosure feature enabling for 400 kV
Ramagundam-Chandrapurlines,220 kV Neyveli –Villianur, 230 kV Neyveli – Bahoor, 400
kV Kaiga - Guttur & Arasur- Mettur Lines was pending. Kaiga GS had informed that they
would implement the auto reclosure scheme after RAPS experience. SRLDC had stated
that as per one of the CERC orders, all the 220 kV and above lines should have auto
reclosure scheme. NLC had informed that A/R works was being taken up. SRLDC
reiterated that all the 220kV & above lines should have single phase auto re-closure
enabled as per CEA technical standard.
13.2.2 In the Meeting, AGM, SRLDC stated that all the regional entities should include auto
reclosure status in the protection certification. Reasons for non-operation of auto

reclosure was needed to be furnished in Tripping Reports.
13.2.3 DGM, NLC informed that the works regarding A/R works on 230kV Neyveli –Villianur ,
Neyveli – Bahoor lines had been completed at Neyveli end.EE, PED, Puducherry
informed that A/R works at Bahoor was also complete. Puducherry/NLY/PGCIL were
requested to test and make A/R operational.
13.2.4 It was noted that matter regarding A/R for 400 kV Ramagundam-Chandrapur I & II lines
would also be deliberated during the Bhadrawathi Mock Exercise.
13.2.5 It was noted that matter regarding Auto Reclosure scheme was also being followed in
PCSC meeting.
13.3 Prolonged Outages
13.3.1 Status review of prolonged outage of grid elements in SR & Realistic Action plan for
revival of the prolonged outage was awaited from some of the constituents. Monthly
reports were required to be submitted to Hon’ble CERC in this regard. (CERC Order on
petition no 146/MP/2013). Details of Prolonged Outages reported to Hon’ble CERC are at
Annexure-13A.
13.3.2 400 kV lines Kalpakka- Vemagiri and Kalpaka- VTPS tie breaker was out since last 6
months which caused a major problem in extending power to Simhadri TPS. Reply from
APTRANSCO was awaited.
13.3.3 DE, APTRANSCO informed that Kalpakka Bus Reactor which was under prolonged
outage would be put into operation by 31st January 2015.
13.3.4 MS SRPC expressed concern that none of the utilities were reverting back with action
plan for Prolonged Outages as mandated.
13.4 Auxiliary Power Supply at Bhadrawati
13.4.1 SR I, PGCIL had informed that tertiary transformer would be commissioned by end of
December 2014.
13.4.2 It was noted that this issue of Auxiliary Power Supply would be discussed during the
Meeting on mock exercise scheduled to be held at HVDC Bhadrawati.
13.5 Review of operation of Upper Sileru-Balimela Inter Regional Link& Status of Upper Sileru- Pendurthi line rectification work.
In the Meeting, APTRANSCO informed that 220 kV USL-Pendurthi would be restored by
end of January 2015 and Trial operation would be possible after restoration of the original
system only. SRLDC was requested to follow up with NLDC/ERLDC.

13.6 Operation of 220 kV Raichur-Jurala-Veltoor in grid mode.
13.6.1 It was noted that 220 kV Raichur- Jurala line was being operated alternately from
Karnataka side and from Telangana side and energy settlements were being done as per
agreed Procedure.
13.6.2 SRLDC pointed out this line could be operated in Grid mode for more reliability.
13.6.3 KPTCL and TSTRANSCO informed that presently, the line was being used only for Jurala
station generation as per agreed energy settlement procedure between Telanaga and
Karnataka. The decision needed to be taken at Management level for operating in Grid
Mode.
13.7 Over Loading of 230 kV Hosur - Shoolagiri line
13.7.1 In earlier Meetings, KPTCL had informed that they were planning alternate arrangements
for Yerrandahally which was likely to be in place by July 2015. 400 kV Mylasandra SS
had been planned as part of alternate arrangement. Contract had also been awarded
however there were some disputes in land acquisition. Another 66 kV line had also been
planned. With commissioning of Mylasandra S/S, loading on Somanahally - Hosur would
get reduced. 66 kV cable laying works between Velankeni- Naganathapuram were under
progress. Works on 66 kV Nagnathpuram - Electronic city (OH line) D/C, Sarjapura-
Atibele, Sarjapur - Chandapura & Sarjapur - Bommasandra were also under progress
SRLDC had stated that even if alternate arrangement was made by KPTCL, only limited
relief would be obtained at Shoolagiri. The intra state system at Hosur/ Shoolagiri was
needed to be strengthened by TANTRANSCO.TANTRANSCO had informed that
approval was accorded for 2nd circuit of Hosur-Shoolagiri and Uddanapalli (near Hosur)
SS .Contract and civil works had been awarded for Gurubarapalli S/S near Shoolagiri.
13.7.2 EE, KPTCL informed that works would be completed by July 2015. KPTCL was
requested to expedite alternate arrangements for supply to Yerrandahally.
13.8 High loading of 400 kV Kolar-Hosur & 400 kV Udumalpet-Palakad 1 & 2 lines.
13.8.1 EE, KSEB had proposed split bus operation at Trichur in order to contain over loading of
the Udumalpet- Palakkad line.
13.8.2 EE, TANTRANSCO pointed out that earlier when Tamil Nadu was doing split bus
operation/radialisation for grid requirement, it had been insisted not to do so. He informed
that 80% of the time, the flow was towards Kerala and opined split bus operation would
be a problem for TN grid. He opined that Myvadi ICTs may get overloaded due to this

proposed arrangement.
13.8.3 EE, KSEB informed that when there was no generation at Idukki only, the flow on
Udumalpet - Idukki line would be towards Kerala. There was only reduced reliability for
Kerala loads and the arrangement was not affecting Regional Grid in any manner. The
issue has been already been taken with Govt of Kerala regarding reduced reliability vis-a-
vis reduced availability, and a decision was awaited.
13.8.4 MS, SRPC stated that SRLDC could make a study in this regard and it would be
deliberated in the Special Meeting.
13.8.5 SRLDC letter dated 02.01.2015 regarding N-1 violation of 400 kV Udumalpet-Palakkad
lines is enclosed as Annexure-13B
13.9 Reconciliation of Schedule within same shift by Regional Entity.
SRLDC informed that they had circulated the draft procedure but no comments received
so far.
13.10 Strict Compliance of IEGC 6.5.33
13.10.1 In case of any discrepancy detected in the final implemented schedule issued for the
previous day, it must be informed to SRLDC within 5 days by all the Regional
Entities/Traders for timely verification & re-conciliation. SRLDC informed that in case of
any discrepancy detected in the final implemented schedule issued for the previous day,
it must be informed to SRLDC within 5 days by all the Regional Entities/Traders for timely
verification & re-conciliation as per IEGC 6.5.33. It was pointed out that some utilities
were reporting the discrepancies even after REA preparation. The exact modalities will be
finalized & circulated by SRLDC in the commercial subcommittee.
13.10.2 In the 101st OCC meeting, KSEB had pointed out that some of the issues are remaining
unsettled and would be taken up appropriately in the Commercial Subcommittee Meeting.
13.11 Upcoming Generating Stations
13.11.1 KKNPP:
CoD of U1 was declared on 0000 hrs of 31.12.2014 and U2 was expected by
August 2015.
KKNPP letter dated 30.12.2014 in this regard is enclosed at Annexure-13C
13.11.2 Krishnapatnam JV(SDSPP)-APGENCO

13.11.2.1 In the 102nd OCC meeting,
APGENCO informed that after resynchronization (tripping due to boiler tube
leakage) generation level had gone upto 530 MW. COD was expected by end of
December 2014.
SRLDC pointed out that the identified ATS for Krishnapatnam JV needed to be
expedited and should be completed by APTRANSCO at the earliest.
It was noted that the ATS consisted of 2 lines to Chittor and 2 lines to Nellore from
SDSPP but as a temporary arrangement one line of Chittor was LILOed at
Manubolu. APGENCO informed that it would take 3 months for removal of
temporary arrangement.
13.11.2.2 DE, APTRANSCO informed that COD of the unit was getting delayed due to technical
problems and was expected by end of April 2015.
13.11.3 Vallur TPS U3- NTECL
13.11.3.1 In the 102nd OCC meeting, NTECL informed that the unit had reached full load on
09.12.2014 and CoD was expected after 21.12.2014. Unit 3 had completed 72 hrs of trial
run on 10.12.2014.
13.11.3.2 DGM, NTECL Vallur informed that there were some vibration issues in Unit-3 which M/s
BHEL was addressing and CoD was expected in 3rd or 4th week of January 2015.
13.11.3.3 SRLDC letter dated 12.12.2014 with regard to CoD of NTECL Vallur is at Annexure-13D
13.11.4 NLCTPS II Exp
DGM, NLC informed that CoD of U1 was expected by end of Jan 2015. U2 had gone up
to 150 MW (some turbine side issues were observed), however extension for infirm
power injection had been sought till March 2015.
13.11.5 M/s Coastal Energen PP
It was noted that Unit 1 of Coastal Energen was declared on COD from 23.12.2014.
13.11.6 M/s Hinduja PP
Expected by May 2015. SRLDC enquired about the evacuation scheme for Hinduja
Power Plant and pointed out that up to 600 MW of power evacuation would be possible
from Hinduja PP and Gas plants at Vemagiri complex with the present transmission
system and APTRANSCO should take note of this constraint.
13.11.7 TPCIL- Expected by April 2015.
13.11.8 NTPL- DGM, NLC informed that statutory clearance was awaited, while the unit was

ready for synchronization & CoD was expected by Jan-2015.
13.11.9 Nagarjuna Sagar Tail Pond (2 x 25 MW):
CoD of U1 by Feb 2015 and U2 by March 2015. (APGENCO letter dated
11.12.2014 is enclosed at Annexure-13E )
SRLDC stated that operation of N’Sagar units in pump mode needed to be
considered.
13.12 KKNPP Related Issues
13.12.1The following issues regarding KKNPP were under deliberation:
Auto reclose with 1½ Breaker scheme
KKNPP had a similar scheme was in trial operation at RAPS station for 10-12 days.
All possible efforts would be put to ensure the A/R scheme before COD after
successful operation at RAPS station.
SCADA Inputs to be ensured from KKNPP
Regarding the pending SCADA input to SRLDC, alternate method was being
studied by KKNPP and they would revert back.
Interpretation of Capability Curve(limiting MVAR absorption to 100 MVAR)
MVAR capability curve limit was based on the operational experience of 1,000 MW
units in Russia and Bulgaria and the unit absorption would be restricted upto 105
MVAR. Issue had also been taken-up with concerned.
Status review of changing GT tap position at Kudankulam NPP corresponding to
400 KV & Review of absorption / injection of MVAR
KKNPP had stated that the issues had been taken-up with concerned and they
would revert back soon.
Need for additional Reactors.
13.12.2 In the 102nd OCC Meeting,
KKNPP had informed that they had contacted the manufacturer(M/s SIEMENS)
for auto reclosure scheme, relay settings and functional checks had also been
done. A/R scheme could be implemented by end of December 2014. KKNPP also
informed that pending SCADA would also be completed soon.

SRLDC had pointed out that MVAR absorption limits of the unit should be freezed
as the Reactive capability was restricted to 100 MVAR by manufacturer and it
should be clearly intimated by NPCIL. If unit could not go beyond that level, there
was a need to have additional reactors. It was noted that the present tap of GT
was at 409 kV and the grid voltages were around 420 kV. It had been agreed by
KKNPP that the unit would not inject MVAR during high voltages. KKNPP
informed that they were discussing this issue with Russians.
13.12.3 It was noted that CoD of Unit was declared on 00:00 hrs of 31.12.2014.
13.12.4 SOE, KKNPP informed that M/s SIEMENS was implementing auto reclosure scheme
and the scheme could be implemented during 19-24th January 2015. A scheme for
providing SCADA inputs had been finalized and tenders initiated.
13.12.5 AGM, SRLDC pointed out that since the MVAR absorption limit was being restricted 100
MVAR against the capability upto 300 MVAR, KKNPP need to install additional reactors
in order to contain the high voltages in that area. In case of either one of the options is
not possible, SRLDC would be constrained to escalate the issue to appropriate forum.
13.12.6 KKNPP informed that MVAR absorption beyond 100 MVAR for the Unit was not agreed
by Russian designers. KKNPP was requested to furnish details/reply by 22.01.2015 in
this regard.
13.13 Flow Reversal in 765kV Raichur-Sholapur line
13.13.1 In the earlier Meetings,
TANTRANSCO had pointed out that 800MW flow reversal in the Raichur -
Sholapur line during evening peal hours had been observed. Reversal from import
to export had taken place and the frequency was dipping below 49.80 Hz.
SRLDC had stated that the flow in the Raichur - Sholapur line varied as per law of
physics. Since two large grids are connected through a link, the flow depended on
Load Generation imbalances of the two grids. SRLDC stated that as per their
observation, most of the time the flow was towards SR and as long as the SR
constituents were able to draw their scheduled drawal, there may be no need to
concentrate on the flow dynamics on the Raichur-Sholapur link.
ED, SRLDC had opined that at evening peak, there may be some 10 minute delay
in picking up of hydro generation in other regions which would cause load
generation imbalance. Sudden reversals needed to be studied and remedial
steps were required to be taken.

13.13.2 In the Meeting, EE, TANTRANSCO pointed out that during the month of December
2014, on three days the flow reversal in the Raichur -Sholapur line during evening peak
hours had been observed.
13.13.3 It was observed from the Raichur- Sholapur line flows that only few days and little time
the flow was towards WR .The flow on the line varied as per LGBR imbalances of the
two grids. It was also observed that on many days at 00:00 hrs, SR constituents were
over drawing from the grid when frequency was in falling trend, resulting in more imports
from WR.
13.13.4 SRLDC stated that as per their observation, most of the time the flow was towards SR
and as long as the SR constituents were able to draw their scheduled drawal, there was
no need to pay great attention to the flow dynamics on the Raichur-Sholapur link.
13.14 Clearance between Kolar-Hoody lines
13.14.1 PGCIL vide letter dated 15.12.2014 (Annexure- 13F ) had informed that the clearance
between Kolar – Hoody Lines (i.e between circuit 1 & 2) at tower location 145 of the
bottom cross arm is 4.90 m against the minimum clearance of 5.49 m.
13.14.2 It was noted that the issue was to be settled bilaterally between KPTCL and PGCIL.
13.15 Commissioning of Tiruvalam ICT
13.15.1 On a query from ED, SRLDC, EE, TANTRANSCO informed that Tiruvalam ICT would be
commissioned within a week.
13.16 Violation of CEA Grid Standards
In earlier OCCM, SRLDC had expressed the significance of CEA Grid Standards
and informed that SRLDC is continuously monitoring these standards and any
violation will be brought to the notice of Hon’ble CERC.
14. LGBR & OUTAGE PLANNING
14.1 Status Review on development of load forecasting tools by SLDCs as per IEGC Clause 5.4.2
14.1.1 The issue was noted for compliance by the states/SLDCs.
14.1.2 In this regard the following was noted from the Order dated 19.12.2013 on Petition No.
249/250/251/MP/2012
“We direct all STUs/SLDCs of the Northern Region, Southern Region and Eastern
Region to forecast their demand and make adequate arrangements to avoid dependence

on Unscheduled Interchange for meeting their demand or for injecting short term surplus
power, irrespective of the frequency”
14.1.3 In earlier OCC Meetings, it had been noted a team from SR consisting all SLDCs had
visited Gujarat SLDC on 23.08.2014 (minutes are available on SRPC website).SR
constituents were requested to start load forecasting based on the experience gained
from Gujarat Forecasting methodology. There was need for further involvement of
DISCOMs for their 96 block load forecast and by state generators of their 96 block
generation forecast. SLDCs needed to play more proactive role in this regard.
14.2 Outage deviation report for the period October –December 2014 in respect of
Generating Units/Transmission Elements of Southern Region
SE (O), SRPC requested all the constituents to furnish the reasons for outage deviation
w.r.t. the planned outage which needs to be communicated to Hon’ble CERC.
14.3 LGBR and Outage planning for the year 2015-16
SE (O), SRPC requested all the constituents to submit the Annual LGBR and Outage
Planning data for the year 2015-16.
14.4 Forecast of Maximum Demand and Energy Requirement of SR constituents and SR for the year 2015-16
SRPC informed that the forecast of demand and energy for the year 2015-16 had been
prepared.All constituents had been requested to go through and comments/feedback if
any may be furnished at the earliest.
15. OTHER ISSUES
15.1 ATC/TTC calculation by SLDCs
SRLDC pointed out that ATC / TTC computations needed to be furnished by State
utilities. LGBR for the next five months was also needed to be furnished by all the
constituents before 5th of every month for the purpose of ATC computations. If the
constituents furnish the LGBR details in the specified format in specified format or
submission of network data in PSSE format (.raw file) on day ahead basis, ATC
computation could be done by SRLDC with better accuracy on day ahead basis.
15.2 Minimum/Maximum Demand Ratio of Constituent States It was noted that Members were aware that the matter regarding wide variation between
maximum demand and minimum demand was being regularly taken up with the
constituents in the OCC meetings. The details of percentage variation between

maximum and minimum demand for the month of December 2014 are furnished below:

15.3 Forced outages of thermal units
15.3.1 OCC was apprised of the forced thermal outages of more than 24 hours duration during
the month (Annexure-15A).Day wise percentage of forced outages in respect of Central
Sector stations had varied from 8.84 % to 19.63 and in respect of state sector 4.85% to
22.91%. Planned outages in respect of Central Sector stations had varied from 0.05 % to
7.60% and in respect of State Sector were 0.89 % to 6.79%.
15.3.2 OCC recommended that the planned/preventive maintenance be carried out as per
schedule to reduce the instances of forced outage.
15.4 Status of Srisailam/Kadamparai pump mode operation
It was noted that Srisailam and Kadamparai machines had consumed about 77.26 MU &
52.735 MU respectively in pump mode during the month.
15.5 Collection of data regarding Power Supply to Rural Areas
15.5.1 CEA vide letter dated 09.04.2014 had informed that in the Meeting held at MoP on
09.04.2014 it had been decided to collect the data invariably from DISCOMs in a
simplified format. SRPC vide letter dated 11.04.2014 enclosing CEA letter dated
09.04.2014 had requested that the data in this regard in the requisite format may please
be arranged to be communicated to SRPC Secretariat at the following E-mail addresses:

15.5.2 MS, SRPC requested all concerned to kindly ensure that data in respect of previous
month is communicated by first week of the month.
15.6 Implementation of RRF Mechanism
15.6.1 In the 91st OCC Meeting provisions of CERC Order dated 07.01.2014 in respect of
Petition No. 356/SM/2013 were noted. Forecasting and scheduling of Wind Generation
was to be continued and the data needed to be preserved.
15.6.2 It was noted that forecasting and scheduling of Wind generation was to continue and
validated data needed to be furnished in timely manner. In case of non-furnishing states
needed to approach their SERC. In 100th OCC, TANTRANSCO had informed that they
had taken up the issue of non-forecasting and non-scheduling by wind
generators/promoters with NLDC/CERC.
15.6.3 KPTCL informed that forecasting and scheduling of wind generation was being done but
the data was not being submitted to SRLDC.
15.6.4 SE (O), SRPC reiterated that the states needed to take up the issue with concerned
bodies regarding non furnishing of wind data.
15.7 Reporting the Status of implementation of the recommendations of the Enquiry Committee
15.7.1 All RPCs had been requested to update and forward the status of implementation of
recommendations of the Enquiry Committee on Grid Disturbances on 30th and 31st July
2012 to CEA in the prescribed format on fortnightly basis regularly i.e. the status as on
last day of the month to be forwarded by the 3rd day of the following month and that as on
15th of the month to be forwarded by 17th of the month. All members agreed to submit the
above information on fortnightly basis through RPCs.
15.7.2 MS, SRPC requested all the constituents to kindly update and forward the status in a
timely manner.
15.8 Energy Generation data Management from Renewable Energy Sources
15.8.1 Energy Generation from RES connected to Grid is being collected by CEA from SLDCs
from April 2012 onwards. It had been decided that CEA would bring out a monthly report
of RES containing data of generation in MU from RES Month-wise, State-wise, Sector-
wise and Category-wise etc including details like Peak Generation from RES, time of

occurrence etc. Action taken w.r.t to Minutes of the meeting held on 8th November 2013
was awaited (Minutes annexed with 90th OCC minutes).
15.8.2 MS, SRPC had observed that despite repeated reminder/follow ups there was no status
update from any of the constituents. He expressed concern and stated that SCADA
inputs were necessary from Renewable sources. He requested all the constituents to
kindly furnish status update by next OCC. He suggested that SLDCs may obtain the
inputs from the concerned division.
15.8.3 SRLDC pointed out renewable data was visible in Karnataka SCADA system but in TN
system it was only partial. TANTRANSCO/other constituents were also requested to get
in touch with the concerned division and furnish status update and to make arrangements
to ensure real-time SCADA data of renewable energy generation.
15.9 Data/ Information requirements of SRLDC
15.9.1 SRLDC requested timely reporting of the following:
Loss of generation due to coal shortage / technical problems needs to be furnished for onward transmission to NLDC by 1000 hrs on a daily basis.
Providing split-up of details of Non-Conventional Energy Sources generation for Solar, Biomass, Wind, Biogases& Small Hydels in monthly data.
Load Forecasting Day wise Block wise
Power Supply Position Report: Hourly Load Shedding & Daily L.S in MU to be submitted before 03:00 hrs for previous day for calculating correct shortage.
15.9.2 SRLDC raised certain commercial issues and requested timely action by the concerned
(Details furnished in Annexure-15B).SRLDC requested the constituents to furnish the
data for Grid Elements, Annual Report etc in a timely manner.
15.9.3 SRLDC requested constituents to furnish details of Nodal Officer for SEM data
coordination.
15.9.4 As discussed in previous OCC Meetings, SRLDC requested all constituents to furnish
hourly load shedding details (both scheduled & unscheduled) by next day as the same is
required by various agencies. AP & KAR are not submitting the details. Other
constituents are submitting occasionally.
15.10 Wind Generation
15.10.1 SRLDC presented the day-wise Wind Generation pattern in Karnataka & Tamil Nadu
during the period 1stDecember 2014 to 31st December 2014. Wind generation in Tamil
Nadu had varied between 0.638 MU (29.12.2014) to 11.983 MU (20.12.2014). Wind

generation in Karnataka had varied between 2.327 MU (31.12.2014) to 15.306 MU
(18.12.2014). Details are furnished in Annexure-15C.
15.11 Monthly generation data in respect of Renewable Energy Sources
MS, SRPC said that Monthly generation data in respect of Renewable Energy Sources
was to be submitted to CEA with a copy to SRPC.
15.12 Coal Stock Position
15.12.1 It was noted that as per CEA norms, coal stock position is termed as critical (< 7 days) or
super critical (< 4 days) of coal stock. The daily Coal stock position report as on 6th
January 2015 as downloaded from CEA website is furnished at Annexure- 15D.It was
noted that the coal stock position in the following thermal stations was less than that for 7
days generation:
VTS 3.5 days Rayalaseema TPS 1.3 days Raichur TPS 3 day Bellary TPS 2 days
15.12.2 Generators were requested to improve the coal stock position.
15.12.3 Coal Stock status received from Generators/Constituents is enclosed as Annexure-15E
15.13 Normative vs. average actual ex-bus generation
SRLDC presented the details of normative DC, actual DC and actual ex bus generation in
respect of ISGS for the month of December 2014(Annexure-15F).
15.14 Utilisation of inter-regional links
SRLDC presented the utilization of inter-regional links (Annexure-15G).
15.15 Drawal Extremes
SRLDC presented the statement of Drawal Extremes during the month of December
2014. The maximum till date are furnished in the table below:

variations of 1476 MW, 1351 MW, 1589 MW, 1296 MW,1642 and 150 MW respectively.
