2. Monthly/Annual Outage Plan 2.1 ISGS/CGS: Generating Units

a) Shut Down Proposals for January /February 2016

b) Shut Down carried out during December 2015 along with reason for deviation if any. (Item No. 6 (d), of enclosed SRLDC letter dated 29.12.2015).

c) Generation levels at NTPL/NLC TS II Expansion/NTECL

It was informed by KKNPP in the 114th OCC Meeting that the unit would be brought on bars by

January 2nd

2.2 ISTS/State Sector Transmission Elements

a) As per the NLDC outage procedure constituents to furnish the outage proposals for subsequent month by 3

rd of present month which would be posted on SRPC website by 5

th of present month.

The outage proposals shall be furnished in the specified format in Excel form through E-mail to the following address.

b) Constituents/utilities are requested to furnish the information about the shutdown carried out during last month against shutdown approved and also information regarding unapproved/emergency shutdown in their respective system. SRLDC is also requested to furnish the details of shut downs availed / not availed during the previous month by various utilities against the OCC approved shut downs.

c) All utilities were suggested to kindly get all outages including those relating to construction approved through the OCC forum.

d) Revised procedure for approval of LC

- Planned/Unplanned (Emergency and for Bay Equipment)

- Need for the request on D-3 basis (D-day of LC) and common LC request format (Annexure-2A)

(Item No. 12 (a), (c) (d), (e), (f), & (g) and 13 (c) of enclosed SRLDC letter dated 29.12.2015). 4. Review of Power Supply Position /Inflows

Constituents to furnish the reasons for deviation:

a) Actual with respect to anticipated (MW & MU) for availability and requirement. b) Generation variation category wise with respect to MoP targets/LGBR figures.

c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t. same month last year.

5. Issues for deliberation

5.1 Additional support through 110KV Parasala – Kuzhitura feeder KSEB vide letter dated 09.12.2015(Annexure -5A) requested TANTRNSCO that sanction may kindly be accorded for drawing up to 250A on 110KV level from Kuzhiturai Substation on interim measure till the 220KV Substation, Kattakkada is commissioned.

It was noted that part of the load at Southern most part of Kerala at Parasala is met from 110KV Substation Kuzhiturai. The present load met from Kuzhiturai is around 12-15MW (about 70A on 110KV level) during peak hours. The load in that area has increased on account of natural load growth. The feeding to the rest of the area is met from 220KV substation, Pothenkode through 110KV substation, Kattakkada. This feeder load has reached almost to the thermal limit and may result in overloading during this summer. Consruction of 220 kV S/S at Kattakkada and 220KV Pothencode – Kattakkada line are in progress, but may not match with the load growth in that area. Further, the election to the legislative assembly is on the anvil and the load has become even critical. The Kuzhitthurai – Parassala feeder is about 5km long. The line is very old with a mix of Conductors. Some of the towers are also in a dilapidated condition. Strengthening of this 110KV link may be mutually beneficial. The entire line is maintained by KSEBL up to Kuzhiturai Substation. In order to meet the emergent load condition during this summer, about 250A on 110KV level from Kuzhithurai could be the ideal solution.

It was mentioned that for drawing about 250A, reconductoring in some stretches and replacement/renovation of some of the towers are necessary which will take a period of about 2 months to complete the works. It was requested by KSEBL that an early confirmation on facilitating drawing up to 250A from Kuzhituthrai may kindly be communicated so as to commence the line Strengthening works as early as possible It was noted that the line Strengthening work carried out by KSEBL will be mutually beneficial in the long run.

5.2 TSTRANSCO – AMR Project – Information regarding the Automatic Meter Reading (AMR) implemented in other states –Requested: TSTRANSCO is implementing AMR project at 513 Nos. Boundary points for collection of MRI data automatically without human intervention. The Brief background of the subject is as follows: I. The Purchase Order was placed on M/s Team Engineers, Hyderabad by the erstwhile

APTRANSCO for procurement of Supply, Installation & Commissioning of AMR Modules along with Computer Hardware & Software for centralized data for accessing and analyzing the metered data from boundary metering points and all Generating Stations, automatically without human intervention. The stored load profile data in the meter is extracted by the modem in specified intervals and sends the data to the server using GPRS Communication Technologies. After receiving and verifying, the important data like load profile/Load Survey, tamper events etc. can be used for accurate energy settlement for EBC applications.

II. The data received through AMR project is being validated in Energy Billing Centre (EBC) of TSSLDC. But M/s. Team Engineers could not give the AMR data accurately with consistence and without errors as compared with MRI data even after lapse of 4 years period.

III. As the data is not reliable, APTRANSCO has decided that AMR data given by M/s. Team Engineers is not reliable and EBC can’t use this unreliable AMR data for EBC applications like Transmission losses, UI calculations, Intra – State settlements & APCC purchased energy verification etc. which involves huge financial implications. Hence, the AMR data retrieved from AMR project is used for AP Power Portal.

It was mentioned that due to poor performance in execution of existing project their management desires to know the alternate technology and the methodology being followed by other states. It was requested by TSTRANSCO that they may be kindly advised about any other technologies which other states are adopting for receiving the MRI data automatically.(Letter copy at Annexure-5B).

5.3 Non-reliabilty of support of Power from IPPs on short term basis-reg

It was noted that certain IPPs had deviated from their contractual obligations and sold their power elsewhere in view of huge financial gains. It was appreciated that such generators could be shunned by all SR constituents. It had been agreed by all entities that full details of contracted power would be furnished to SRPC Secretariat to post on its website. SRPC vide letter dated 11.12.2015(Annexure-5C ) requested that necessary details in this regard may please sent to SRPC enabling to post the details on its website in compliance to the decision in SRPC Meeting. TNEB had furnished the details vide letter dated 22.12.2015 which is at Annexure-5D.

5.4 Evacuation of Power through Kolhapur – Kudgi transmission network: PCKL vide letter dated 17.12.2015 (Annexure-5E) referring to the Minutes of the 27

th Meeting of the

TCC had informed that PCKL had invited tender to avail 150MW power through Kolhapur – Kudgi 765kV line from western region for radial mode of operation of 220 kV Basavanabagewadi substation with Kudgi Substation to cater 150 MW power to Karnataka from Maharashtra. It was requested to intimate the status of corridor allocation under special ATC to Karnataka. Subsequently SRPC had communicated to PCKL vide letter dated 23.12.2015 (Annexure-5F) that since entire ATC had already been allocated under LTA/MTOA and complete system being an inter regional ISTS system, special ATC to Karnataka appears to be not feasible. It was indicated that this matter had already been discussed with POSOCO.

5.5 Establishment of ICCP link between SRLDC and RTAMC Bangalore as a redundant source for data: Referring the Minutes dated 28.01.2014 PGCIL SR II recalled vide letter dated 30.12.2015 (Annexure-5G) that integration of POSOCO SCADA with NTAMC was agreed. The issue was further deliberated in the Special Meeting held on 19.11.2015 and SRLDC had agreed to revert back after internal discussion. PGCIL requested that SRLDC may kindly inform the likely date from which integration can be commenced.

5.6 TPCIL-NPS 400 kV Lines outage on 30.12.2015:

TPCIL vide letter dated 01.01.2016 (Annexure-5H) had informed that on 30.12.2015 at 06:02:20:45 hrs TPCIL Line II from Nellore Pooling Station & NCC Line I from Nellore Pooling Station were tripped together. Both TPCIL & NCC plant went for a black out. Before outage TPCIL Unit I and Unit 2 were loaded upto 625 MW & 510 MW respectively. It was found that while line II breaker was tripped both at TPCIL end and NPS end instantly through Zone-1 fault sensing in distant relays Line-1 tripped at NPS end on Zone -2 . TPCIL expressed concern that any unwarranted tripping not only gives a huge commercial impact on them but also stresses the machine because of load through off and requested that SRLDC may kindly look into the matter and may instruct the concern accordingly.

5.7 Shut Down of HVDC Talcher-Kolar HVDC link for replacement of polluted insulators and AMP-reg PGCIL SR II vide letter dated 13.11.2015 had proposed to avail the shutdown for Talcher-Kolar line (Bi-pole SD) from 07.01.2016 to 11.01.2016 on daily basis and it was noted that for optimizing the shutdown period and to avail the opportunity of the Bi-pole line SD, other AMP works and other yearly maintenance checks were also being planned in the same period. The proposal was discussed in the 114

th Meeting and SRPC suggested that the shutdown may be

approved in principle and individual response could be submitted subsequently and the forum agreed to the same. SR-II, PGCIL vide letter dated 17.12.2015 had further submitted the proposed maintenance and insulator replacement had been merged together for minimum overall outage to the region. SR II, PGCIL put forward their humble request that shutdown of HVDC may kindly be agreed without deferring as approved in the 114

th OCC Meeting.

5.8 Pollution Mapping of Southern Region-Commencement of 4

th set measurements:

It was informed by Powergrid that in reference to the ongoing Pollution Mapping activity in Southern Region, the 4

th set of pollution measurements were scheduled to be carried out during 23

rd to 30

th

November 2015. Powergrid vide letter dated 09.11.2015 had requested all the concerned to kindly take all necessary actions for completing the measurements by 30

th November 2015 and forward the

measurement results in time to PGCIL.

5.9 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW): It was noted that amended DSM Regulations was in force from 1

st November 2015. As discussed in

the Special Meeting held on 17th November 2015 at SRPC Bengaluru it was noted that NTPC

Ramagundam Solar Power Plant (10 MW) is a Central Generating Station and was to be scheduled by RLDC and deviation was to be governed as per amended DSM Regulations. To facilitate scheduling by SRLDC the following prerequisite criteria was to be met by NTPC:

Forecasting of generation. MW-MVAR data of the station. Voltage at inter connecting point. Inverter status SEM as per CEA, Metering Regulations, 2006 Data compatibility with SRLDC format etc.

It was requested that NTPC may kindly expedite the implementation and also may submit a detailed action plan for meeting the prerequisite criteria for scheduling by SRLDC by 10

th December 2015.

In the 114

th Meeting NTPC informed that their Solar plant team was having certain apprehensions

regarding the compatibility of their system with SRLDC SCADA. It was noted that NTPC would coordinate with the concerned.

5.10 Unavailability of two 400 KV evacuation lines from KGS 400 KV Switchyard due to collapse of transmission tower near Guttur substation

400 kV Kaiga – Guttur line 1& 2 had tripped at 01:04 hrs on distance protection on 30.11.2015 due to tower collapse near Guttur substation. In the 114

th OCC Meeting KPTCL had informed that the

works were under progress and the line may be charged in one week time. Status Update.

5.11 Synchronization of Mysore- Kozhikode 400 kV system with Kerala grid/ Commissioning of 400 kV SS, Kozhikode – Extension of status points for SPS at 220 kV SS Areakode. In the 114

th OCC Meeting KSEBL had informed that the SPS scheme was implemented and test was

carried out during off-peak period (subsequently report was submitted by SRLDC) and to be conducted during peak period. Status Update.

5.12 Provision of Additional Load Relief for SPS – Exemption sought by Puducherry ED. In the 114th OCC Meeting it was noted that Puducherry vide letter dated 12.11.2015 had informed that Electricity Department, Puducherry would explore the possibilities of diverting 23 MW quantum of load relief from ADMS in operation at Puducherry to the newly proposed SPS scheme at the first instance and accordingly co-ordinate with PGCIL for further action. SR II, PGCIL had agreed that they would extend the signal upto Puducherry SLDC.

5.13 High loading on 400 kV Nellore PS- Nellore DC line The issue of high loading of NPS-Nellore D/C lines was discussed in the special meeting on grid related issues held on 20.10.2015 and the following had been finalized:

CTU has been requested to give basis for opening these lines by conducting proper studies and reply/ advise SRLDC in a week’s time regarding the modalities of opening NPS – Nellore (PG) lines including curtailment of STOA’s of generators.

It was also agreed that after receiving suitable inputs from CTU, a separate meeting with all stake-holders would be convened to chalk-out the operational philosophy of these lines.

Subsequently SRLDC vide letter dated 20.10.2015 and 02.11.2015 had addressed to CTU to advise SRLDC:

a) about the maximum power that can be evacuated from Nellore complex so that curtailment of infirm power, STOA/MTOA transactions could be affected as per regulation

b) If 400 kV Nellore PS- Nellore D/C line had to be opened to contain short circuit level, the appropriate time frame for opening the line considering the availability of generating units may also be advised.

c) In the 114th OCC Meeting, it was noted that SRLDC had sent a reminder in this regard vide

letter copy dated 01.12.2015 and had requested CTU to expedite the study results at the earliest so that the generators could be called for a Meeting by SRPC and apprised of the situation.

CTU vide letter dated 03.12.2015 had replied to SRLDC in this regard. Subsequently SRLDC vide letter dated 07.12.2015 had communicated their views in this regard. SRLDC pointed that more clarity from CTU was required.

5.14 Electricity Generation Target for the year 2016-17

SRPC vide letter dated 28.09.2015 had enclosed CEA letter No. CEA/GO & D/OPM/PPI/5/1/2015-16 regarding annual exercise of assessment and finalization of the generation targets and the planned maintenance schedules of generating units for the year 2016-17. The information may please be furnished electronically at the email address [email protected],[email protected] with a copy to [email protected] All the generators were requested to furnish the details as sought including generation details, unit shut down details etc. to CEA with a copy to SRPC. CEA vide letter dated 21.12.2015(Annexure-5I) had convened that a Meeting be conducted at SRPC for fixation of Generation Target for 2016-17 w.r.t SR on 21.01.2016.

5.15 SPS Maintenance Protocol: SPS Maintenance Protocol had been approved in 27

5.16 Implementation of URTDSM (PMU) project in Southern Region:

It was noted that the schedule for completion of the project was 24 months from the date of award. In the 114

th OCC Meeting, DGM SR II PGCIL had informed that the installation of PMUs had started.

Data Concentrators (PDC) had been supplied to SRLDC.

SR I & SR II, PGCIL to update the status. 5.17 Video Conferencing facility at SLDCs:

In the earlier OCC Meetings, the following were noted:

APTRANSCO: Provision of VC facility was not feasible at present location of SLDC due to limited space. They are shifting to Vijayawada next year and would be installed there.

TSTRANSCO: Equipment was in place. Final connectivity to be made in coordination with M/s. Alstom & PGCIL and VC facility would be ensured shortly.

KPTCL: Terminal equipment at SLDC was ready. Communication between SLDC and SRLDC to be arranged by PGCIL/KPTCL. SR II, PGCIL had informed that they were planning to have a coordination meeting with KPTCL/SRLDC on 14th December 2015.

KSEBL: It was noted that VC facility at Kerala SLDC had been tested and commissioned. There were some issues noted in the special meeting on communication related issues held on 19.11.2015.

TANTRANSCO: Quotations had been received for provision of VC facility. However P&C wing had recommended for retendering.

PED: Vide letter dated 12.11.2015 had informed that due to paucity of funds in the current financial year, they were not in a position to install the VC facility at Puduchery SLDC. They assured that the same shall be arranged to be installed during the next financial year subject to approval from Government of Puduchery.

SRLDC: Both side VC facilities should be made available by all SLDCs. PGCIL: Band Width/data Channels was ready by PGCIL but connectivity to end equipment (SDH

equipment) should be done by the concerned utilities. It was noted that the issue was deliberated in detail in the meeting held on 19

th November 2015.

Communication channels for VC facility from SRLDC to NRLDC and NLDC to be provided by PGCIL. KPTCL also to make necessary facilities such as converter as required in making channel ready for VC.

5.18 CERC Order dated 05.10.2015 on Petition No. 310/MP/2014 w.r.t Un-requisitioned Power of Sasan UMPP and CERC Order dated 18.12.2015 on Petition No. 16/SM/2015. In the 114

th OCC Meeting it was noted that web based scheduling program modifications by SRLDC

is in progress. SRLDC vide letter dated 23.12.2015 (Annexure-5J) had requested that all ISGS Stations may communicate the details of re-allocation/withdrawal of URS power to SRLDC through E-mail/FAX along with the confirmation about the consent of availing/surrendering beneficiary Regional Entity w.e.f 25

th December 2015. It was also requested that until the process of URS allocation by

ISGS is streamlined ISGS may kindly coordinate with SRLDC in real time for ensuring proper implementation of URS. Hearing at CERC was scheduled for 05.01.2016.

5.19 Action plan/preparation for meeting the impact of poor monsoon

In the 114th OCC Meeting SRLDC had informed that in most of the major reservoirs the levels were observed to be very low. It was requested that all the constituents may kindly be ready with action plan regarding their plan for Load Generation balance in view of poor monsoon.

5.20 Revision of SPS subsequent to commissioning of 765 kV Kolhapur-Kudgi(PG) D/C(initially charged at 400 kV) NLDC communication in this regard at Annexure-5K

6. Grid Frequency:

6.1 High frequency

a) High frequency at Load Change Over.

b) Status review of implementation of staggered load change over within the constituents as per the decision of 23

rd SRPC meeting, moderating own generation, surrendering of ISGS power in

advance and other actions by Regional Entities to avert high frequency excursion.

c) It was noted that on 27th December 2015 frequency touched 50.22 Hz. when the drawal of states

from grid were AP (-170 MW), Telangana (-209 MW), Tamil Nadu (-56 MW), Karnataka(+60 MW), Kerala (+160 MW). It was requested by SRLDC that constituents may draw their schedules and revise their requisitions in CGS to avoid U/D from the Grid. (message dated 27.12.2015 at Annexure-6A)

d) Status Review of Implementation of UV Relays at identified locations. In last OCC meeting, the following were noted:

KPTCL: Automated UV relay scheme was under review.

KSEBL: Revised set points had been implemented.

TANTRANSCO: TN to provide relays and cable terminations to PGCIL to extend under voltage conditions (dv/dt or V+t to Myvadi 230 kV RTU) of Myvadi 400 kV Bus for the implementation of UV relay scheme at Udumalpet. This was expected to be completed by December 2015. SRLDC pointed out that specific detail like tenders called or not, order placed etc. are required to be furnished.

The issue of high voltages & additional reactor at KGS was discussed in the special meeting held on 20.10.2015 and it was decided that NPCIL would expedite the commissioning of 125 MVAR Bus Reactor. Further suitable measures would be taken by Kaiga (U1 & U2) and Kaiga (U3 & U4) to ensure that no VAR injection takes place (from LV side) at voltages greater than 220 kV and 400 kV respectively. It was assured by Kaiga U3 & U4 for absorption upto 60 MVAR each from their Units. Kaiga Unit 1 & 2 also assured that absorption form their units would as per the corresponding capability curve.

d) Tap optimization of ICTs in SR In 114

th OCCM it was noted that SRLDC had taken up the task of Tap optimization of all ICTs in SR.

As of now SRLDC had done the tap optimization of 765/400kV, 400/200kV ICTs. To optimize tap position of all 220/132kV and 230/110kV transformers, tap information (number of taps, nominal tap position and present tap position) of all 220/132kV and 230/110kV transformers is required. It was requested by SRLDC that tap information of all 220/110kV and 230/110kV transformers in the respective control areas may kindly be provided as early as possible. SRLDC/SRPC requested that all SLDCs may kindly furnish a brief report to SRLDC on the present tap position, if it was different from recommended reason for the same, action taken by SLDCs, Communications with generators etc.

e) Status review of Bus/Line Reactors, Line Reactors and STATCOM

As approved by 36th Standing Committee meeting.

KPTCL: Hoody and Nelamangala reactors were expected to be commissioned by December 2015.

f) Possibility of Reactor at Srisailam: Regarding the possibility of reactor at Srisailam, a joint meeting with CEA, TSGENCO & TSTRANSCO was held on 16.04.2015. It was decided that after CEA study the best Techno economical alternative would be finalized after consultation with CEA. A letter had been addressed to CEA regarding voltage Management at Srisailam. It was noted that the reactor at Sattenapalli or Kurnool had been proposed instead at Srisailam due to lack of space. TSTRANSCO informed that the need for additional reactor at Srisailam would be followed up with CEA. In the 114

th OCC Meeting TSTRANSCO had informed that vide letter dated 06.10.2015

TSTRANSCO had taken up the issue with CEA. In view of the frequent grid disturbances and information sought from the higher authorities it was requested by TSTRANSCO that CEA may kindly arrange to conduct a comprehensive feasibility study including the load flow studies, reactive power compensation etc. on installation of reactors at Srisailam and at other ends of connected lines and also necessary information, if any required from TSGENCO would be furnished for carrying out the above study.

8. Network Protection / Security issues: 8.1 AUFR, df/dt 8.1.1 Implementation of SRPC recommended quantum

It was noted that all the States had implemented AUFR and df/dt schemes fully. All the Constituents were requested to furnish all the feeders implemented in AUFR & df/dt

schemes along with the status of SCADA mapping as per the specified Formats. Load availability in the implemented AUFR & df/dt feeders

It was noted that in the NPC Meeting convened on 10th December 2015 rising of UFR settings to

49.4 Hz. was an agenda item for deliberation. Minutes are awaited. 8.1.2 SCADA mapping of feeders of AUFR &df/dt schemes:

KPTCL and Puducherry had implemented 100% SCADA mapping whereas for APTRANSCO,

TSTRANSCO, KSEBL & TANTRANSCO, implementation of 100% SCADA mapping was still pending and requested to complete 100% SCADA mapping to SRLDC at the earliest.

CERC vide Order dated 27.11.2015 on Petition No. 60/MP/2014 had directed KSEBL to file a confirmation report regarding completion of AUFR & df/dt relays mapped to the SCADA system of KSEBL to SRPC by 31.12.2015 . In the order SRPC Secretariat was also directed to submit the status of Implementation of mapping of AUFR & df/dt relays with SCADA system in respect of all the constituents of SR by 31.01.2015. The issue was deliberated in 114

th OCC Meeting

and it was agreed that the status of implementation of SCADA mapping of AUFR and df/dt relays as on 31

st December 2015 in the specified format would be submitted by all SLDCs to

SRLDC by 07.01.2016. SRLDC would validate the same by 14.01.2016 and furnish requested all the constituents that SCADA Mapping details of AUFR & df/dt relays as on 31.12.2015 to SRLDC/SRPC by 07.01.2015. SRPC follow up vide letter dated 29.12.2015 is at Annexure-8A

Subsequently KSEB had furnished the confirmation report vide letter dated 30.12.2015(Annexure-8B). It was informed that KSEBL is in the process of identifying and configuring new feeders for ensuring the SCADA visibility of Load Relief. The load details that visible with the existing RTUs and Crompton Greaves RTUs expected were also furnished. It was noted that as per Order dated 27.11.2015 the entire load connected to df/dt and AUF relays were to be made visible by 31.12.2015. KSEBL informed that M/s CGL is taking one month to commission one RTU and complete commissioning of RTUs is expected by 30.06.2016. Hence to comply with the Order KSEBL would club the UFR and df/dt tripping to the other Special Protection Schemes as an interim measure to ensure visibility of the load and the additional feeders identified (253 MW) also has been furnished. It was informed that out of these feeders 185 MW will be visible on successful configuration of new RTUs. It was ensured by KSEBL that the overlap with other schemes shall be withdrawn as soon as each RTU is commissioned.

In the special meeting held on 18.12.2015 ay Hyderabad, APSLDC had informed that 135 RTUs were required with an estimated cost of around Rs.250 Cr(with system etc). 20 RTUs were being purchased presently. TSSLDC informed that sround 75% of SCADA mapping was over and 35 RTUs were required further for 100% mapping.

8.1.3 As per clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all constituents shall submit a

detailed report of operation of UFR/ Operation at different frequencies to SRLDC and SRPC on daily basis.

8.2 Special Protection Schemes(SPS) 8.2.1 Implementation of additional loads for SPSs 8.2.2 Based on the additional requirement of 1500 MW as per NLDC, SRPC vide letter dated 15.09.2015

had furnished the details of additional relief requirement and sharing. KKNPP U2 SPS loads could be identified by Jan 2016 & implemented by March 2016. States, SR-I & SR-II needed to take immediate action in this regard.

8.2.3 It was noted that Mock Testing of signal extension w.r.t TANTRANSCO, KSEBL & KPTCL had been

carried out on 13.10.2015 and was found successful.

8.2.4 The following were deliberated in the earlier Meetings:

TSTRANSCO: had identified the loads of 875 MW under to Veltoor, 400/220 kV Gajwel S/S, 220 kV Budidampadu S/S and 220 kV RSS S/S and extension of DTPC signal to these substations by PGCIL was awaited.

SR-I, PGCIL: All DTPCs had been installed in TSTRANSCO identified substations. Receipt of few cables was under way. PGCIL needed to extend signal from Kolar to TS DTPCs. TSTRANSCO was requested to complete their scope of work in this regard.

8.2.5 Subsequently PGCIL SR I vide E-mail(Annexure-8C )had informed the following:

1) All arrangements for installation, Powering up and checking of local loop tests for all 4nos

DTPCs (NSD70) at TSTRANSCO stations is completed and ensured for its healthiness. 2) Further the configuring of the balance links between TSTRANSCO stations (Ramagundam,

Gazwel, Mehaboobnagar) except for Khammam SS is also completed. 3) Support for configuration of the balance links between TSTRANSCO stations to HVDC Kolar

may please be extended by TSTRANSCO & ULDC-SR II group for commissioning of the SPS scheme in TS.

4) The Protection group of TSTRANSCO stations may please be advised to extend the Digital O/P contacts of NSD70 to the protection tripping contacts of the respective feeders at that station.

5) A reply mail confirming on output connectivity extension and configuration updates shall facilitate to carry out the end to end testing of the SPS scheme in coordination’s with SRPC and SRLDC.

8.2.6 Modification in SPS of Talcher-Kolar:

NLDC vide letter dated 07.09.2015 had communicated that there were no changes in Talcher-Kolar SPS. Subsequently SRPC vide letter dated 10.09.2015 had requested NLDC reconsider the Talcher-Kolar SPS modifications.

8.2.7 Udumalpet-Palakkad SPS

In the Meeting 114th OCC Meeting the following was noted:

SRLDC suggested that further studies needed to be carried out as new LTA quantum is

going to be operationalised and would discuss with KSEBL for further actions in this regard.

PGCIL needed to extend signal locally to Palakkad and from there it was to be extended to Thrissur.

SRLDC/KSEBL would establish the requirement based on studies and accordingly discussions may be carried out with PGCIL.

Status Update.

8.2.8 SPS operations

In 110th OCC meeting, it was noted that SRLDC would furnish SPS operation details along-with

relief obtained in each OCC for previous month.

8.3 Status Review of Automatic Demand Management System Automatic Demand Management Scheme in line with clause 5.4.2 (d) of the IEGC was to be

provided by all the constituents by 01.01.2011. It was noted that Hon’ble CERC had issued show cause notice under Section 142 to many constituents (all the SLDCs of SR) in its ROP in Suomotu Petition No. 005/SM/2014. The following was noted in the earlier OCC Meetings/special meetings:

ADMS logic to be implemented as agreed in the 28th SRPC Meeting held on 10.10.2015 at GOA:

overdrawal >250 MW or 20% of schedule whichever is minimum & sustained for >15 minutes when frequency is <49.8 Hz.

APTRANSCO had informed that revised logic had been implemented. Presently, 150 MW of feeders had been put under the scheme and they were planning to add additional feeders.

TSTRANSCO had informed that remote tripping of feeders had been tested and they were taking up with M/s. Alstom for making the Scheme operational.

KPTCL had informed that the ADMS was in place. The revised logic was yet to be implemented. KSEBL had implemented the scheme with the revised logic with effect from 12.10.2015 TANTRANSCO had informed that the SAT for SCADA was being undertaken and ADMS for 650

MW would be implemented by P&C wing by December 2015. The revised logic had been furnished to P & C wing.

Puducherry had informed that they were yet to change the logic to 49.8 Hz.

8.3.1 In the 114th OCC Meeting SRLDC had suggested that a mock test for ADMS demonstration may be

conducted to check the Logic extension. It was agreed that mock test for Karnataka, Kerala and Puducherry could be carried out on 18

th December 2015 and for AP, TS and Tamil Nadu could be

conducted on 5th January 2016.

8.3.2 Subsequently KPTCL and KSEBL vide their letters dated 18.12.2015(Annexure-8D) and 23.12.2015(Annexure-8E) respectively had informed that as per the decision taken in the 114

th OCC

Meeting Mock Test(Demonstration) of the ADMS had been carried out on 18.12.2015 in their system. A brief report of the same was also enclosed with their communications.

8.3.3 Puducherry vide their letter dated 21.12.2015(Annexure-8F) had informed that as per the decision taken in the 114

th OCC Meeting Mock Test(Demonstration) of the ADMS had been carried out on

21.12.2015 at 12:44 hrs in their system. A brief report of the same was also enclosed with the communication.

8.3.4 TSTRANSCO vide letter dated 31.12.2015 (Annexure-8G) had informed that ADMS logic was successfully tested in ALSTOM SCADA System at TSSLDC. The logic was executed on test condition on 5 feeders on 18.12.2015. It was mentioned that the same logic was to be extended to the 132 kV feeders at following 220/132 kV S/s with a total load relief of around 150 MW.

It was requested by TSTRANSCO that this may kindly be treated as implementation of ADMS in TSTRANSCO system and ensured that the logic will further be extended to other feeders shortly.

8.3.5 It was noted that the timelines given for implementation had exceeded and the present status needed

to be reported to Hon’ble CERC. It was expressed that SRLDC/SRPC may have to report the non-

compliance otherwise.

8.4 LVRT/Provisions of CEA Regulations for Renewable All the wind generators being commissioned after 15

th April 2014 and earlier generators should be with

LVRT feature. LVRT characteristics to be adopted were available in CEA connectivity Regulations. Necessary system needed to be in place to ensure compliance.

APTRANSCO: Power system wing was taking up with wind and solar farms and the letters were addressed to wind and solar farms regarding implementation of the LVRT & HVRT features.

TSTRANSCO: There were no windmills in their system. Regarding the LVRT features in Solar,

the features were being ensured and the modalities being followed to ensure it would be

shared shortly.

KPTCL: Had put a pre synchronization condition in the connectivity agreement itself and the

synchronization was being allowed if the machines were equipped with LVRT features.

Synchronization approval was the responsibility of STU and STU were empowered to ensure

technical requirements were being met by Generators. The approval copy was being submitted

to SLDC. After commissioning, the monitoring was under the purview of SLDC.

TANTRANSCO: MRT wing was entrusted to check the LV set points and checking was being done.

It was noted that the LVRT for generators commissioned after 15.04.2014 in line with the provisions of CEA regulations & SCADA availability in line with IEGC provisions were the grid requirements and SLDCs should furnish a certificate in this regard for new generators.

It was noted that SLDC, being the System Operator was responsible for integrated/secured Grid operation and if some grid elements including renewable were connected to Grid (at distribution level which doesn’t need SLDC concurrence for connectivity) and were a threat to the Grid Security, should approach SERC to get guidelines/regulations formulated for concurrence of SLDCs in respect of their connectivity. It was agreed that SRLDC (from system operator point of view)/SRPC (protection requirements/compliances as per CEA Technical Standards) would write to SLDCs which would enable them to further take up the issue.

In the Order dated 18.05.2015, Hon’ble CERC had directed SRPC to

a) Submit status of protection audit remarks in respect of APGENCO, NTPC (SR), Talcher, Puducherry, PGCIL (SRTS I & II), MAPS and TANGEDCO,

b) Monitor the status of completion of remarks of protection audit in respect of all constituents of Southern Region in Protection Coordination Sub-Committee (PCSC) meetings, and

c) To coordinate periodic protection audit to be carried out in Southern Region after deliberation in SRPC.

d) To submit bi-annually status report to the Commission confirming the completion of Phase-I, Phase-II and R&M works of protection audit remarks of the constituents of Southern Region.

e) Hon’ble CERC had directed all the constituents of Southern Region to file their status with SRPC on regular basis to facilitate proper monitoring in PCSC meetings.

In accordance with MoP order dated 16.07.2014, M/s Tractebel Engineering has been appointed as

the Consultant to conduct the study/ analysis of National Grid. The terms of reference of the

Consultant are as follows:

To Review the status of implementation of the recommendations of the Enquiry Committee (Task-1).

Carrying out actual protection audit check for 10% (76 nos.) of 762 substations across the country to

address the gaps, in consultation and collaboration with states and all stakeholders as per present

and future requirements (Task-2).

The audit activities proposed by the Consultant consist of 3 days. Hosur Substation of PGCIL (SR-II) was

audited initially from 9th – 11

th December, 2015 by a team of 2 people from M/s Tractebel Engineering,

Romania and 6 people from M/s Tractebel Engineering, India.

h) It was noted that a Special Meeting to deliberate on the communication issues was held on 19.11.2015. Minutes of the Meeting are available at SRPC website.

i) SRLDC vide letter dated 16.10.2015 had reported to SRPC as per the provisions under clause 1.5 if IEGC 2015 for ensuring availability of SCADA data in compliance of Regulation 4.6.2 of IEGC.

k) In the 114th OCC Meeting SRLDC had informed that as per CERC Order on SCADA Petition

the information regarding non availability in a prolonged manner /intermittent availability of SCADA points (both analog and digital) to SLDCs was to be reported to CERC on monthly basis. State SLDCs should follow up with embedded state utilities and a detailed report with

discrepancies and the reasons was to be furnished to SRLDC which would be consolidated and furnished to NLDC. NLDC would consolidate the status for entire country to CERC in compliance of the Order on SCADA Petition. The data needed to be submitted in a specific format on monthly basis. It was requested that States may kindly furnish the information in the format within one week since it was CERC requirement.

l) The following schedule was to be strictly followed to sort out SCADA discrepancies: Mr. Rakesh from SRLDC and Mr. Hemanth from SR II, PGCIL would be the

coordinators

m) PGCIL had informed that Communication channels for VC facility from SRLDC to NRLDC and NLDC were ready. AGM, SRLDC informed that end equipments were also ready and testing could be carried out. It was agreed that the combined testing could be undertaken on 14

th December 2015.

n) PMU installed at Back to Back HVDC locations:

In the 113th OCC Meeting SRLDC had informed that bus voltage had been extended to East

Bus. Presently communication channel was faulty at Gazuwaka which was to be rectified by PGCIL. SRLDC official had visited Gajuwaka SS on 8

th October 2015 in this regard.

o) SCADA issues-Drawal computation of APTRANSCO

SRLDC vide letter dated 19.12.2015 (Annexure-9A) had communicated the details of discussion during joint meeting verification between APSLDC & SRLDC on 18.12.2015.

p) Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission The issue was being heard in CERC’s Suo-moto Petition No. 56/SM/2013. UPCL, MAPS, & KKNPP had been requested to furnish the compliance status of pending SCADA inputs within 15 days. In the 114

th OCC Meeting the following were noted:

UPCL had informed that LV side data is extended to SLDC and KPTCL stated that they

would revert back on visibility in their LDC. KKNPP had informed that out of 13 pending points only 2 points are pending w.r.t GT

tap position. Retendering is going on and it will take 5 more months to be completed. KGS representative had informed that the status points would be extended and they

would implement the same scheme as KKNPP was adopting. Procurement works has been initiated.

Status update 10. Physical and Cyber Security/Crisis Management Plan/Black Start Procedure

10.1 Status update on Crisis Management Plan (C&DMP) of Power Sector is to be furnished every quarter. The information regarding Cyber Security was to be furnished to Chief Engineer, DPD, CEA, Sewa Bhavan, New Delhi-110066. Report on Physical Security, other Mock Drills for CMP, Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF, CEA, Sewa Bhavan,

New Delhi-110066. A copy of the reports was to be sent to SRPC Secretariat ([email protected] &

NLC, SRLDC, KPTCL, TSTRANSCO & TGGENCO had submitted the CISO Nominations. Others are requested to furnish the same.

10.2 Updated list of Nodal Officers for Disaster Management. Constituents to update the list (if any change).

10.3 Development of Mock exercise procedure for individual Stations/Systems. 10.4 Status Review of BSRP for individual states including Railway /Metro. 10.5 Meeting to discuss disruption of power supply affecting Metro Services.

It was understood that Metro Services were affected due to power supply failure at Yeshwanthpur Metro Station on 21

st December 2015. It was also learnt that there was disruption of services

during previous week for more than half a day due to power failure on the same stretch. It was an area of concern that many incidents of disruption of power supply affecting Metro services has been reported. Therefore, a meeting convened at 11:00hrsof 31.12.2015 (Thursday) at SRPC, Bengaluru. (Meeting notice at Annexure-10A). Minutes are awaited.

10.6 Constituents to submit proposed Black Start mock drill schedule for first half of the year 2016.

10.7 Islanding Scheme: Priority for Railways in the matter of Restoration of Supply.

KPTCL had informed that hotline to SLDC was pending.

KSEBL had informed that CMP procedures for Kochi Metro would be developed.

TSTRANSCO had informed that they were planning to have meeting with Hyderabad Metro after Assembly session.

10.8 Point to point mock exercise to be conducted for black start by all constituents 10.9 Point to Point mock drill to be conducted for Nellore Generation hub. 10.10 Emergency Preparedness for restoration of Remotely Controlled Sub Stations

In the 114th OCC Meeting MS, SRPC had requested SR-I & SR-II to escalate the issue to their Higher

Management/Corporate and if required the issue would be taken up with the Higher Management of PGCIL.

SRII, PGCIL had informed that at present their system was being operated at a National Level from Manesar, Delhi (NTAMC). Within one month the controls are planned to be shifted to Regional level (RTAMC) i.e January 2016 onwards. Responsibility of SR I & SR II would be enhanced. With the new system in operation, NTAMC, Manesar would take care of 765 kV, HVDC and Inter Regional lines. Regarding communication he informed that each substation would have 6 links and could be controlled from three control centers. Two links would be to NTAMC at Delhi, two links to back up NTAMC at Bengaluru and other two links to respective RTAMCs (SR1 RTAMSC- Secunderabad & SR-II RTAMC- Bengaluru). With new system first priority to control SS would be given to RTAMC against NTAMC as in old system.

11. RGMO / FGMO:

Status review of effecting changes in RGMO settings as per IEGC amendment by all the

generating stations. RGMO response had been deliberated in the Meetings held on 29.06.2013, 25.07.2013,

21.08.2013(Special TCC), 30.09.2013, 29.01.2014, 23.06.2014, 27.08.2014 & 30.09.2015. Issue had been further highlighted in the 27

2015 at Goa. Inadequate response was an area of serious concern and there was no noticeable improvement.

Implementation of direction for RGMO of CERC as per Order in Petition No. 302/MP/2013 dared 23.10.2015

11.2 RGMO status point to SRLDC/SLDC: APTRANSCO: Upper Sileru (Cable problems) & Machkund (RTU problem) stations. TSTRANSCO: Status points were done for Thermal units. Status on Hydro units. TANTRANSCO: MTPS- I & II, MTPS St-III & Hydro stations. KPCL: Taking up with the Management and they would extend the status point of all thermal

units except Unit 4 of RTPS as it was under Japanese OEM. Status points of all hydro units like Almathy, Kadra & Gerusoppa HEPs to SLDC had been made available but yet to be configured to SLDC.

11.3 In 113

th OCC Meeting the following were discussed w.r.t. CERC Order 23.10.2015 on Petition No.

302/MP/2013:

Oil support, if required, for grid security needs to be resorted. Taking out of RGMO/FGMO with MI during technical minimum condition or for any other reason is

not desirable, as it would jeopardize the grid security. RLDCs/SLDCs have inherent powers to restrict the schedule corresponding to 100% if installed

capacity without vide valve open condition even at part loads ensuring primary governor response at all stages. It was reiterated that unit should not be scheduled beyond 100% of MCR rating.

SLDCs through their respective SERCs may initiate action against Generators which are not adhering to the Regulation.

It was mentioned in the Order that irrigation based project would be exempted from the implementation of RGMO/FGMO.

SRLDC had informed that changes in the scheduling program were required to be made and from 16

th November 2015 onwards above procedure would be implemented.

12. Transmission Network Issues and System Operation Issues

12.1 Instantaneous scheme for Wind generation withdrawal in Tamil Nadu system

A Special Meeting was held at Chennai on 20

th July 2015 to discuss Wind Withdrawal and other

pending issues pertaining to Tamil Nadu grid. Minutes of the Meeting are available at SRPC website. In 110

th OCC meeting, TANTRANSCO had informed that 500 MW of loads have been identified for

instantaneous tripping. The tripping signal would be initiated through RTU during dead bus condition at Udumalpet & Kayathar SS. They were planning to extend this scheme to other wind substations also which would be implemented in due course of time. TANTRANSCO was requested to furnish schematic details of the scheme. It was pointed out that the scheme needed to be instantaneous and timing details (picking to tripping) are also required to be furnished. In the 111

th Meeting,

TANTRANSCO had informed that their P & C wing was taking up the above scheme. The instantaneous scheme was to be in place by 31

st August 2015. TANTRANSCO representatives

were requested to appraise the Management and expedite the commissioning of the scheme.

In the 113th OCC Meeting TANTRANSCO had assured that the scheme would be

implemented by December 2015.

12.1 Loading on ICTs of Arasur, Nellore Substations. Insufficient action in controlling the loading of ICTs leading to N-1 criteria violation in

compliance of Regulation 3.1f(8) of CEA(Grid Standards) Regulations 2010 and Regulation 3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010 : The high loading of Arasur and Nellore ICTs were referred to the Member Secretary SRPC under Clause 1.5 of IEGC 2010 for intervention and necessary action vid e SRLDC letters dated 30.12.2015. (Annexure-12 A)

N-1 violation of Arasur, Vemagiri, Somanahalli & Ramagundam ICTs

12.2 Status review of prolonged outage of grid elements in SR. Furnishing Realistic Action plan for revival

of the prolonged outage is awaited from some of the constituents. Monthly reports are required to be submitted to Hon’ble CERC in this regard. (CERC Order on petition no 146/MP/2013).

12.3 Non operation of Auto reclosure 12.3.1 400 kV Ramagundam-Chandrapur line

In 111th OCC meeting, it was finalized that single phase A/R would be enabled only when

both lines in service else it would be disabled. In the 114

th Meeting it was informed that A/R for Line I was enabled on 22.12.2015. For Line

II, all the arrangements were over and they were waiting for Code from SRLDC.

12.3.2 230 kV Neyveli –Villianur & 230 kV Neyveli – Bahoor

NLC and PED confirmed healthiness of A/R feature for both the lines. PLCC communication was an issue.

SR-II, PGCIL had informed they were agreeable for PLCC up gradation at their own cost and proposal had already been initiated and it would take 5-6 months from completion.

In the 114th Meeting PGCIL informed that PLCC panels were ready and procurement of

protection couplers was going on. One spare protection coupler at Sriperumbudur could be used and the works would be completed by end of January’2016.

PGCIL, SR II was requested to coordinate with NLC and Puducherry for extended Zone-I protection.

12.3.3 400 kV Kaiga - Guttur

SRLDC/SRPC pointed out that Kaiga GS had already agreed in the earlier TCC Meeting that they would enable the auto-reclose in all the lines at Kaiga and it needed to be commissioned at the earliest without linking it to other activities.

In the 114th meeting, KGS informed that A/R scheme was enabled for Kaiga-Narendra I & II line

and they would implement A/R feature for Kaiga-Guttur lines after stabilization of lines. KGS also informed that Kaiga- Guttur lines were virtually not available during the month of November 2015 and most of the trippings had taken place in the Karnataka area.

12.3.4 BHAVINI – Siruseri

SRLDC vide letter dated 11.09.2015 had taken up with BHAVINI, NPCIL to ensure enabling the A/R feature on immediate basis and the reply was awaited from NPCIL, BHAVINI. TANTRANSCO had confirmed that A/R feature was available at Siruseri end. In the 114

Meeting it was suggested that SRLDC may again take up with BHAVINI in this regard. Forum expressed concern on non-participation of BHAVINI for OCC Meetings.

12.3.5 A/R feature for 220 kV inter regional lines Chikkodi-Mudshingi/Talangde & Ambewadi-Ponda lines.

Regarding Chikkodi- Mudshingi/Talangde lines KPTCL confirmed that at load end

(Chikkodi) A/R was not in service because of some relay replacement issues which would

be completed by month end. As soon as the relays were replaced A/R would be energized

at Chikkodi end by January 2016. It was noted that at Mudshing A/R was in service.

Regarding Ambewadi-Ponda KPTCL had informed that the R&M works were going out for this

line and the A/R would be covered in R&M works.

The issue was deliberated in the special meeting held on 20.10.2015 and it was decided that KKNPP would take suitable measures to ensure that no VAR injection takes place (from LV side) at voltages greater than 400 kV.

Auto reclosure for KKNPP-Madurai line

SRLDC pointed out that auto-reclose for KKNPP-Madurai line was also to be taken up. After deliberations in the special meeting held on 20.10.2015 it was decided that KKNPP would come

up with a suitable action plan to provide A/R on 400 kV KKNPP – Madurai line.

k. Constituents may apprise the OCC of surplus power available, if any.

l. Progress of works of generating units to be commissioned in 2015-16 and also coming up in future.

m. Details of Power Cuts on Industries, Load Shedding and Power supply to Agriculture Sector may please be furnished in the Proforma prescribed by CEA vide their letter No. 1/AI/COR/GM-2004/3405 dated 23.11.2004.

n. Variable cost of ISGS: Previous month data could be furnished by Generators in the monthly OCC meetings. It is required to furnish the entire digits of energy charges as billed by the Generating Station.

o. Coal Stock Position to be submitted on monthly basis by Generators (States/ISGS).

p. Uploading of hourly Load Shedding details (both scheduled and unscheduled) effected in previous day by all the constituents in SR.

q. Loss of generation due to coal shortage/technical problem needs to be furnished for onward transmission to NLDC by 1000 hrs on daily basis.

r. Collection of data regarding Power Supply to Rural Areas

In the Meeting held at MoP on 09.04.2014 it had been decided to collect the data invariably from DISCOMs. It is requested that the data in this regard in the required format may please be arranged to be communicated to SRPC Secretariat at the following E-mail addresses:

t. Energy Generation data Management from Renewable Energy Sources

Energy Generation from RES connected to Grid is being collected by CEA from SLDCs. In the Special Meeting held on 20.07.2015 the following was noted :

TANGEDCO had informed that a comprehensive scheme from the Energy Meters along with AMR was under implementation. The scheme covered 4,500 existing Energy Meters along with 8,500 new Energy Meters.

On a query it was confirmed that Real Time Data (2-4 seconds) would also be available at SLDCs. The scheme was being planned through GPRS and a number of service providers were covered. This would improve the visibility of wind generation significantly and assist in judicious decision making by the operators at SLDC.

It would take another 4 months to complete the scheme. SRLDC stated that the scheme needed to be integrated to New SCADA.
