Agenda for the 135th Meeting of Operation Coordination Committee

to be held at SRPC, Bangalore on 12th September 2017

1 Confirmation of the Minutes of the 134th Meeting of OCC of SRPC held on 11th August 2017

at NLC, Neyveli

2 Monthly Outage Plan/ Annual Outage Plan

2.1 ISGS/CGS: Generating Units

a) Shut Down Proposals for September/October 2017

b) Shut Down carried out during August 2017 along with reason for deviation, if any.

2.1.1 Reschedule of Overhauling

2.1.2 Neyveli TPS II- Planned maintenance of Unit-I

In the 134th OCC meeting held on 11.08.2017 approval was obtained to take Unit ! of TPS II under shut down for 25 days from 29.08.2017 for Annual Overhaul works. NLC vide letter dated 31.08.2017(Annexure-2A) informed that as there was slight delay in receipt of spares, the planned shut down could not be commenced on the approved date. The unit now is planned to be taken out of bars for planned works from early hours of 01.09.2017. All efforts will be taken to complete the maintenance works at the earliest and bring back the unit into service. It is noted that the Unit is taken out from 00:04 hours of 01.09.2017.

2.1.3 Rescheduling of Overhauling In the 133rd /134th OCC Meetings it was emphasized that the maintenance schedule

firmed up in OCC needed to be adhered by the generators as it had LGB, commercial,

ATC/TTC, market and grid security issues. All the generators needed to plan the

maintenance and have periodic preliminary review meeting with the OEM / Maintenance

Agency to avoid any rescheduling. Any unilateral decision by the generator could be

considered as a violation of the IEGC.

2.2 ISTS/State Sector Transmission Lines and Elements

2.2.1 All utilities are to submit the S/D proposals for the subsequent month by 3rd of the current

month. Shutdown requests for the same month needed to be avoided. An outage

coordination group had been created ([email protected]) for

review of the previous OCC approved shut downs (construction/critical).

2.2.2 Non-availing the OCC approved shut downs

SRLDC vide E-Mail dated 01.09.2017 has furnished the approved vs availed percentage of shut down approved for August 2017. States/Utilities to furnish the reasons for non availing the shutdown.

2.2.3 All the utilities to furnish the details/deviations with respect to their Annual Outage plan

schedule VS maintenance carried out on a monthly basis as this information is required

for the Annual Outage Plan Deviation Report being submitted to CERC.

3 LGBR for upcoming five months

3.1 The following details to be furnished for discussion: Schedule of Hydro, Thermal Generation, RES, Purchases, Anticipated Consumption etc.

Shortfall/Surplus, if any and how the same is proposed to be met.

Arrangements to meet the Demand and Energy surplus/deficit.

Status review of Development of State of the Art load forecasting tools as per clause

5.4.2 of IEGC.

Load Generation Balance in real time.

3.2 LGBR for upcoming five months & TTC/ATC computations

4 Review of Power Supply Position /Inflows

Constituents/ Generators to furnish the reasons for deviation:

a) Actual with respect to anticipated (MW & MU) for availability and requirement.

b) Generation variation category wise with respect to MoP targets/LGBR figures.

c) Inflows (MU) to major reservoirs: Actual w.r.t. 10 year moving average and w.r.t.

same month last year.

d) Reasons for demand -supply gap and its variation

5 MAJOR ISSUES

5.1 Presentation by States on Operational Issues

5.1.1 All States/Generators/Powergrid may kindly submit the presentation in prescribed template

and specific issues which need deliberations may be highlighted separately.

5.1.2 SRLDC had requested that states may kindly upload their presentation by 5th of every month

so that SRLDC can compare with their information/data which will help in better

discussion/analysis of the issues.

5.2 Record of Proceedings of the meeting held on 18.08.2017: FoR Technical Committee

on Grid Integration of Renewable Energy (RE)

5.2.1 CERC vide their communication dated 02.05.2017 had informed that a Technical

Committee under the Chairmanship of Member, CERC, Shri A.S.Bakshi was formed at the

direction of Forum of Regulators (FOR) in November, 2015. The objectives of the

Committee include facilitating implementation of Regulations for Forecasting, Scheduling

and Deviation Settlement at the State level, implementation of ABT framework and

Ancillary Services in member States, among others.

5.2.2 The Sub Group Meeting was convened on 07.06.2017 at SRPC Bangalore and the Minutes

of the Meeting are available at SRPC website. A meeting of the Heads / Representatives of

the Sub-Groups was convened under the Chairmanship of Shri A.S.Bakshi, Member, CERC

on 18.8.2017 in CERC, New Delhi to review the progress on framework for regional co-

operation. The minutes of the Meeting at Annexure-5A

5.2.3 The following are the Observations/Deliberations in the meeting:-

States have recognized the value of electricity resource vis-à-vis the cost of

generation. Some of the States are not willing to cooperate with other States in the

Region on “cost” basis.

Some of the Regions are predominantly “Surplus” in power, leaving little scope for

co-operation within the region. This necessitates a national level framework /

product for optimum resource utilization.

Various other options for handling intra-day load / generation variation due to RE or

otherwise were also discussed viz. (i) Banking; (ii) DAM price on PX as reference;

(iii) Pool based on VC as approved by the Regulator and on payment of cost; (iv)

Pool based on VC as approved by the Regulator and on payment of MC; (v) Pool

based on auction for intra-day for the rest of the day; (vi) Pool based on auction for

intra-day on hourly basis; (vii) Pool based on auction for intra-day on intra-hour

basis i.e for 15 min. block-wise etc.

5.2.4 During the meeting it was decided that the options raised may be shared with all RPCs and

may seek feedback.

5.3 CERC Order on Petition No. 84/MP/2015 with regard to inadequate/non performance of

FGMO

5.3.1 A Petition (No 84/MP/2015) was filed by National Load Despatch Centre (NLDC) with

Central Electricity Regulatory Commission (CERC) to direct all utilities to provide Primary

Response as provided for in the Indian Electricity Grid Code (IEGC) in Sections (f), (g), (h)

and (i) in the interest of power system security. In this regard, Hon'ble Commission vide its

order dated 03 rd August 2017 (available at htpps//posoco.in / spinning-reserves/ ) has

directed all Inter State Generating Stations (ISGS) to provide primary response by all

generators in accordance with IEGC which would help in further improving the frequency

profile.

5.3.2 SRLDC vide their letter dated 22.08.2017 (Annexure-5A-1)has highlighted that the Hon'ble

Commission in this order has pointed out certain areas for improvement in the FRC

assessment procedure which are listed below:

1) Para 18 (a) "Time duration window chosen for the tripping of the unit of Kudankulam was one minute thirty seconds and for Nepal earthquake, it was three minutes fifty seconds. Therefore, the primary response of the units to frequency excursion shall be measured after 30 to 60 seconds of the frequency excursion event. It is desirable that the post event instant may be determined 60 seconds later by all RLDCs/SLDCs for the sake of uniformity. It might be desirable to change the SCADA updation time at RLDCs from each regional entity station (points from where generally the state drawal is maximum) to 5-10 seconds to avoid discrepancies in FRC computation due to delay in data updation. Similar actions could be taken by SLDCs for each STU interface point.

2) Para 18 (b) "The input data for FRC calculation as indicated by NLDC in its calculations is at variance with the input data of SLDCs. The mismatch is to such a great extent that in certain cases the outcome gets totally reversed e.g in one case NLDC declares that the control area (Rajasthan) has helped the grid to some extent whereas the SLDC, Rajasthan has explained that the control area has aggravated the situation. In view of the above facts, POSOCO shall guide SLDCs with regard to FRC calculations.

3) Para 23 (a) "Considering the fact that further measures have been put in place to facilitate desirable primary response, the Commission, starting from the month of September, 2017 shall be closely watching the primary response of ISGSs as reported by POSOCO/NLDCs. At the State level, SLDCs shall report the frequency response of intraState generators to the concerned SERCs."

5.3.3 In the recent past SRLDC had analyzed the RGMO performance of SR generators.

SLDCs/Generators are requested to take measures for improving the performance.

5.3.4 RGMO logic for all the generating stations shall be revised as per the IEGC 5th amendment

regulations as mentioned below.

“ There should not be any reduction in generation in case of improvement

in grid frequency to a level below 50.00 Hz. (For example, if grid frequency changes from 49.9 to 49.95 Hz, or from 49.95 to 49.99 Hz there shall not be any reduction in generation). For any fall in grid frequency, generation from the unit should increase as per generator droop upto a maximum of 5% of the generation subject to ceiling limit of 105% of the MCR of the unit having regard to machine capability”.

SLDCs/ISGS/Regional Generators are requested to confirm the revised settings.

5.3.5 The Hon'ble Commission has also directed to report the violation in case of poor primary

response by generators. It is therefore requested that SLDCs SLDCs/ISGS/Regional

Generating stations may advise all the generators to provide primary response with

immediate effect in line with the IEGC provisions, preferably no later than 0000 hours of 25th

Aug 2017. This would ensure that the Hon'ble Commission's order will be implemented in

letter and spirit with effect from 1st Sep 2017 as stated in para 23 (a) of the order.

5.4 Discrepancy in triggering of RRAS Instructions

5.4.1 SRPC vide letter dated 30.08.2017(Annexure-5B) has brought the following to kind

attention of NLDC regarding RRAS schedules:

Non-adherence of merit order based dispatch

On 23.07.2017, RRAS up was given from 18:15 hrs. to 18:45 hrs.. During the same period, Talcher Stage-II which is the cheapest generator in SR had URS of 680 MW but was not given RRAS up instruction. Instead, RRAS up was given to NLC State-II unit-I, unit – II and Expn of Stage-I which are costlier in merit order.

Triggering of RRAS instructions during Congestion Warning Notice period

On 08.08.2017 at 05:40 hrs. congestion warning notice was issued to SR on account of violation of SR import ATC. During the same time, RRAS up instruction was given for 1,500 MW due to “low frequency” and trend of load met. Except NLC Stage – II Expn, no other generator in SR was given RRAS up instruction. NTPL, Simhadri Stage – I and NTECL Vallur which were cheaper stations in merit order dispatch had URS at this time which could have contributed not only for improving frequency but also in relieving congestion. It is however observed that frequency range was from 49.95 to 50.02 Hz which is well within IEGC range.

5.4.2 It had been suggested by SRPC during the Meeting held at CERC that for optimal and

economic scheduling, selection of generators should be done only at two time block advance

of triggering RRAS instruction. This can be achieved by collecting URS margin available

above Technical Minimum and RAMP rate implemented in all the generators under RRAS at

three time block in advance from all RLDCs and then deciding the scheduling, based on

Merit Order. Pre-deciding the target generator much in advance, may lead to fouling of the

Merit Order in real time operation since URS from cheaper generator may become available

only on four time block in advance. RRAS regulation has provision for triggering at least one

block in advance. With considerable efforts of POSOCO, Merit Order data portal has been

put into place. States are uploading daily details of Merit Order based dispatch. Similarly, for

Ancillary services, it may kindly be considered to upload dispatch details on a daily basis in

the MOD Portal.

5.5 Discrepancy in Scheduling

5.5.1 SRPC vide letter dated 30.08.2017(Annexure-5C) had communicated to SRLDC that it had

been observed that there are number of instances where schedule is more than DC. The

detailed list was enclosed at Annexure-A of the said letter. It is also observed that there is

mismatch between on bar DC and off bar DC though without any RSD, it should remain

same. The details in respect of NLC Stage-II Unit-I, Unit-II, NTPL etc. were furnished at

Annexure – B of the letter. SRPC had requested SRLDC that this may please be examined.

5.6 Consideration of Talcher Stage II as Upstream or Downstream based on different

congested corridors

5.6.1 In the Commercial Sub Committee Meeting held on 8th August 2017, SRLDC had raised the

following issue:

Talcher-II station of NTPC physically located in ER to be considered as not part of

SR constituents for purpose of declaring as “upstream or downstream” during

congestion. It was opined by SRLDC representative that the electrical behavior of

Talcher-II may be inverse to the desired response from SR constituents.

5.6.2 In this regard SRPC vide letter dated 23.08.2017(Annexure-5D) had brought the following

to kind attention of NLDC:

Whether Talcher stage II is upstream or downstream depends on the

corridor on which ATC is violated.

Hence, it cannot be concluded that Talcher Stage II is always upstream or

downstream for any congested corridor,

In case of ATC violation of SR import, Talcher Stage II is downstream.

In case of ATC violation along ER-SR corridor, Talcher Stage II is

downstream.

In case of ATC violation along WR-SR corridor, Talcher Stage II is upstream

provided HVDC set point is not changed.

In case of ATC violation along WR-SR corridor, Talcher Stage II is upstream

provided HVDC set point is increased to import power from Talcher Stage

II/ER.

The action to be taken by Talcher Stage II should be informed clearly in

congestion warning notice since its desired action would depend upon the

corridor whose ATC is violated.

All generators who have relatively higher sensitivity (positive or negative)

towards the congested corridor should participate in relieving the congestion.

For instance in congestion warning notice issued for WR-SR corridor on

27.10.2016(17:16 hrs) Talcher stage – II was issued the same notice as for all

SR Constituents.

5.6.3 Therefore it is suggested that in future while issuing warning notices, Talcher Stage II should

be specifically informed about the desired action. This is in view of the fact that post facto

correction/changes in upstream or downstream are not possible after real time warning

notices are issued.

5.7 Inclusion of Transmission System for Solar Power Evacuation under PoC Mechanism

and its Implementation

5.7.1 In the 32nd SRPC Meeting held on 22nd August 2017, the inclusion of transmission system for

Solar Power Evacuation under POC Mechanism and its implementation under

CERC(Sharing of ISTS Charges and Losses) Regulation was discussed. After discussion it

was agreed that some of the issues which are of concern may be brought to kind attention of

Hon‟ble CERC. It was also noted that a Task Force had been constituted by Commission to

undertake review of existing Framework of Sharing of Transmission Charges and Losses.

5.7.2 Accordingly Chairperson, SRPC vide letter dated 23.08.2017(Annexure-5E) had

brought out certain issues to the notice of Ho‟ble CERC and requested that Hon‟ble

Commission may kindly bestow its attention on the listed matters.

Non consideration of solar LTA in arriving at the POC slab rate does not alter the

transmission charges payable by that state.

It is thus not clear in what manner or how the transmission charges waiver for solar and

wind power is to be actually implemented in the POC mechanism. This matter merits

kind attention of Hon‟ble Commission since this has implications not only on the host

state but also on the neighboring states.

Annexure showing the cost allocation of 400kV S/c Cuddapah – Kolar line which is

LiLoed at 400 kV NP Kunta is enclosed please. NP Kunta Solar project has entered into

PPA with Andhra Pradesh for its power. However, as per participation, entire cost of the

element gets loaded on the adjoining state of Karnataka which does not have any PPA

with NP Kunta what so ever.

However, implementation of the policy regarding waiver of transmission charges merits

kind attention in view of the existing methodology of sharing of transmission charges.

5.8 Operation Of Hydro Power Projects In Peaking Mode

5.8.1 Forum of Load Despatchers (FOLD) and POSOCO have prepared a report “Report on

Operational Analysis for Optimization of Hydro Resources & facilitating Renewable

Integration in India”. MoP had constituted a sub-committee under Chairperson, CEA to

study and recommend the individual hydro power stations which can be operated to achieve

peak load capacity. The subcommittee has held three meetings with the concerned Hydro

generating stations and concluded that there was scope of about 2000 MW additional power

generation from hydro station during peak hours.

5.8.2 In the 134th OCC Meeting, RLDC made a presentation on the same. SRLDC was requested

to come out with specific suggestions/way forward since RPCs are advised to discuss the

same as a regular Agenda item in Monthly OCC Meetings as well as needed to be discussed

in TCC/SRPC Meetings.

5.8.3 Subsequently the issue was further deliberated in the TCC/SRPC Meetings held on 22nd and

23rd August 2017 respectively. After discussions the States of SR wished to bring some of

the issues to bring to the kind attention of Ministry of Power.

5.8.4 Accordingly Chairperson, SRPC vide letter dated 23.08.2017(Annexure-5F) had

communicated the following to Ministry of Power:

Hydro generation is required for grid security, deviation management, fall in availability

due to unit outages, RE withdrawal, RE intermittency, etc.

Hydro generation in merit order is considered based on the price of replaced energy in

the water cycle year and not merely on the basis of cost.

Hydro generation is also being modulated based on market price signals. Hydro also

provides necessary spinning reserve.

Hydro generation is at times based on irrigation and drinking water requirements.

Peak of a particular state need not necessarily align with that of all India peak. It was

observed that POSOCO had primarily focused on generation level witnessed at all India

peak demand instant.

Though a questionnaire had been circulated, SLDCs felt that they had not been

consulted appropriately.

This is the 3rd year of poor monsoon consecutively. Thus, analysis of peak study based

on last year‟s data may not necessarily be conclusive.

With steep rise in the generation capacity of renewables (for instance TN has about

6,000 MW of RE), Hydro modulation is required during other instants also apart from that

of All India peak.

Southern Region doesn‟t have a single CGS hydro station. Thus, comparison with hydro

operation in NR/NER may have its own limitations. Hydro resources in Southern Region

are basically in the state sector.

It was felt that in the present de-regulated environment where individual control areas as

per CERC notified Grid Code are in existence, there is a need to evolve suitable market

mechanism to incentivize higher hydro support during peaking and also for other

ancillary services.

In the absence of draft market mechanism in the POSOCO report, states were unable to

take any call on this issue. Certain states expressed that this matter may also need to be

placed before the appropriate Commission (SERC).

POSOCO was therefore requested to kindly come out with a suitable market mechanism

for this purpose.

POSOCO was also requested to conduct detailed state wise consultations/analysis with

concerned SLDCs. This would help in enhanced understanding/appreciation of the hydro

optimization strategy adopted by each state and also understand the reasons for

reported under performance of few stations.

In view of the quantum jump in RE penetration, the various policy initiatives of

Government of India were well appreciated.

SRPC requested that Ministry of Power may kindly bestow its attention on the above matter.

5.9 High Voltage at Tamil Nadu Stations and N-1 Evacuation constraints at Kamuthi:

5.9.1 SRLDC vide letter dated 19.08.2017 (Annexure-5G) had informed that the pocket

comprising of Tamil Nadu 400 kV Stations namely Karaikudi, Kamudhi and Kayathar are

experiencing high voltage during most part of the day and many 400 kV lines emanating

from these stations are kept open on high voltage. In the present temporary

configuration(LILO at Kamudhi of Kayathar-Karaikkudi 400 kV line), the Kayathar-Kamudhi

transmission line section has become so long. (Approximately 400 kM). This line is kept

open from 28.03.2017 at 14:45 hours due to high voltage. Solar generation of around 648

MW from various solar parks is connected to Kamudhi 400 kV substation and the evacuation

is through the single Kamudhi-Karaikkudi 400 kV line with persistent N-1 constraint. SRLDC

expressed concern that any fault or forced outage of this line will further lead to serious

evacuation issues and will impact badly on the grid security as well. SRLDC requested

TANTRANSCO to address the following expeditiously:

Mitigate the high voltage by load rearrangement at Kamudhi and Kayatahar Stations.

Expediting the commissioning of the 125 MVAR Bus Reactor at Kayathar as

approved in the 39th SC.

Completion of the bay works at Karakudi on fast track basis for completion of the

Kamudhi-Karaikudi 400 kV D/C and Kayathar-Karaikudi 400 kV DC lines.

5.10 Commissioning of 2000 MW Solar Power Generation in Pavagada Solar Park:

5.10.1 KSDPCL is developing 2000 MW Solar Power Generation in Pavagada Solar Park in 5

villages. KSPDCL vide letter dated 17.08.2017(Annexure-5H) had informed that the

following Solar Power Developers establishing Solar PV projects in 2000 MW Pavagada

Solar Park, Tumkur District have issued notice for commissioning their generation Units.

5.11 Utilisation of Spare ICT/Reactor:

5.11.1 In the 30th SRPC Meeting held on 30.06.2016 it had been informed by PGCIL that Tariff for

utilization of Spare ICT/Reactor would be billed to the entity utilizing the Spare. The Tariff

would not be claimed from other beneficiaries. SRPC vide letter dated

29.08.2017(Annexure-5I) requested PGCIL to kindly examine whether in Southern Region,

the concerned entity utilizing Regional Spare ICT/Reactor is being billed as per above

SRPC decision and SRPC may kindly be informed on this matter.

5.12 NLC TPS I Expansion- RRAS down Regulation Quantity excluded from Technical

Minmum:

5.12.1 NLC vide letter dated 22.08.2017(Annexure-5J) had informed that on 20.08.2017 (revision

No.116) Block from 35 to 44 and from 47 to 54, the RRAS down quantity was included in

the Technical Minimum of 211.70 MW and from 39 to 54 block the traded quantity was also

included in the down Regulation. The Declared Capacity, Schedule, Drawal Schedule, PX

and RRAS Quantity on 20.08.2017 pertaining to TPS I Expansion were also enclosed. It is

requested by NLC that RRAS down Regulation quantity may be excluded from the

Technical Minimum and from traded quantity for the above blocks.

5.12.2 SRPC vide letter dated 24.08.2017(Annexure-5K) had submitted the following;

While implementing RRAS down instruction station technical minimum of 55% is

being ensured. The matter was ascertained from SRLDC. It is seen that the data

furnished by NLC (RRAS down instructions) is actually the intended RRAS down

quantum required. However, since this quantum would have lead to station schedule

going below technical minimum, the RRAS quantum was restricted, for example in

block No.35 to 79 MW against 90 MW.

It was also stated that from block No.39 to 54, the trade enquiry was also included in

the down regulation, whereby NLC claimed that this had to be excluded from

technical minimum as per discussions in the OCC Meeting. In this regard, it is

brought to kind attention that there is no provision to exclude trade quantity for

arriving technical minimum schedule for a station.

5.13 Grid Impact Study Due to establishment of 350 MVA Short Circuit Transformer Test

Facility at CPRI, Uppal Hyderabad.

The remarks/observations of TSTRANSCO regarding the Draft report on Grid Impact Study

Due to establishment of 350 MVA Short Circuit Transformer Test Facility at CPRI, Uppal

Hyderabad had been communicated to CEA by TSTRANSCO vide letter dated

18.08.2017(Annexure-5L)

5.14 Powergrid elements which were observed to be in an advanced stage construction/

Commissioning with schedule as per Investment Approval, subsequent to the

proposed commissioning /COD.

5.14.1 In the 32nd Meeting of SRPC held on 22.08.2017 Power Grid had submitted status of

various upcoming elements in the Region. Some of these elements were observed to be in

an advanced stage of construction/ commissioning with schedule as per Investment

Approval, subsequent to the proposed commissioning /COD. After discussions, it was

agreed that a Meeting would be conducted in SRPC with participation of officers from

States as well as CTU. Status/ readiness of corresponding downstream elements in state

system as well as system benefits that would accrue after commissioning of such elements

would be prepared and submitted to Chairperson, SRPC for necessary approval. All states

had concurred for these working arrangements.

5.14.2 Accordingly, a Special Meeting was conducted on 1st September 2017 in SRPC, Bengaluru

with participation of CTU, States, SRLDC and SRPC. Based on the deliberations and also

the studies conducted during the special Meeting, a report had been prepared. Copy of this

report had been submitted to Chairperson SRPC vide SRPC letter dated

04.09.2017(Annexure-5M) and had requested that approval for this report may kindly be

arranged to be communicated for further need ful in this regard.

5.15 Optimum harnessing of RE in Southern Region

5.15.1 A Meeting was held on 10th February 2017 in MoP on matters relating to optimum

harnessing of Renewable Energy Integration in SR without endangering Grid Security. A

number of actionable points had been finalized in that Meeting and time lines for compliance

of the same also had been specified. SRPC vide letter dated 02.05.2017 had requested the

concerned utilities that the matter may kindly be arranged to be reviewed and urgent action

arranged wherever necessitated. A Special TCC Meeting was also convened on 20th May

2017 in SRPC, Bengaluru. A Special Meeting of SRPC Members of the constituent states

was held on 31st July 2017 at Hyderabad.

5.15.2 Subsequently the issue was further discussed in the 32nd SRPC Meeting held on 22nd August

2017. It may be noted that except Tamil Nadu, all the States had signed the agreement.

5.15.3 TANTRANSCO vide letter dated 17.08.2017(Annexure-5N) had informed that the rate of

energy of power to be exchanged as per item (7) of Draft Overarching Agreement is not

viable for TANGEDCO. However if Surplus Power is anticipated, TANGEDCO is willing for

sale of Surplus Energy/Swap with pther SR Constituents at mutually agreed price.

5.15.4 SRPC vide letter dated 18.08.2017(Annexure-5O) had further requested TANTRANSCO to

consider the sighing of the Agreement to avail the advantage of the Agreement, mutual

cooperation among SR states and it may also facilitate higher RE absorption.

5.15.5 SRPC had analysed the Under Drawal pattern of TANTRANSCO during the period from 1st

June 2017 to 13th August 2017(more than 4 Blocks and above 150 MW). Enclosing the

analysis SRPC vide letter dated 24.08.2017(Annexure-5P) had requested TANTRANSCO

to examine the same and in case of surplus power availability arrangements to sell/swap

power under Overarching Agreement may kindly be explored.

5.16 Terms and Reference for the proposed study on Renewable Integration

5.16.1 It was noted that in the 31st SRPC Meeting held on 25th February 2017

TANGEDCO/TANTRANSCO had agreed to take up the matter of funding this study by RE

Developers with them. SRPC vide letter dated 03.05.2017 had requested TANTRANSCO

that the matter regarding possible funding of the consultancy may kindly be arranged to be

taken up with RE Developer Associations.

5.16.2 Subsequently TANTRANSCO vide letter dated 08.06.2017 had communicated the

deliberations of the Meeting held on 30.05.2017 with Wind Developers. The issue was

further deliberated in 31st TCC/32nd SRC meetings and it was agreed that a separate

meeting would be held at SRPC with participation from constituents/RE Developers.

TANTRANSCO would coordinate for RE Developers participation.

5.17 Compliance of CEA Regulations for Grid connectivity of Renewable Energy Sources

5.17.1 CEA vide letter dated 12.04.2017 had informed that in compliance to the Clauses 6(3) and

6(4)(b) of Central Electricity Authority (Technical Standards for Connectivity to Grid)

Regulations 2007 and Central Electricity Authority (Technical Standards for Connectivity of

the Distributed Generation Resources) Regulations 2013 notified on 30th September 2013 it

is obligatory for all the grid connected renewable generators to provide necessary facilities

for data-communication and data-storage and other parameters as may be stipulated. The

said CEA Regulations also places onus on the generating plants including renewable to

coordinate with appropriate licenses on issues including but not limited to protection safety

and metering.

5.17.2 With the above perspective as emerging from the CEA Regulations in force, the SLDCs are

requested to take up the matter with all the renewable generators to ensure transfer of

data to the appropriate Load Despatch Centre, so that the real time generation data is

available with them for centralized monitoring. It was also requested that to indicate the

present status in this regard and the action plan with definite time frame to ensure real time

data telemetry from all the grid connected Renewable Generators/Plants to the SLDCs.

5.17.3 CEA had requested SRPC to take up the issue with the concerned SLDC/utility operating the

SLDC and desired that this may be kept as an agenda item for OCC Meetings for periodical

review of the status of real time data telemetry from all the Grid Connected Renewable

Generators/Plants to the SLDCs.

5.17.4 Subsequently CEA vide letter dated 08.05.2017 had enclosed MoP letter dated 06.04.2017

on the above issue. SRPC had informed that this matter had been deliberated in the Special

TCC Meeting held on 20.05.2017. The minutes of the Meeting are available at SRPC

website. States were requested to take immediate action as per the Meeting Minutes.

5.17.5 CEA had held a meeting on „Receipt of online operational data in real time mode at SLDC

from renewable energy generation sources (RES) and related issues‟ at New Delhi on

28.06.2017. The following was concluded in the meeting:

Summing up the discussions, Member (Planning), CEA, stated that all states should have in place the urgent time bound plans to ensure the availability of 100% operational data in real time mode at the SLDC/RLDC/NLDC. It was decided that the respective states will submit weekly reports of data communication status to CEA as well as to respective RPC/RLDC and NLDC.

Till the time, the State Regulations are not in place the Central Electricity Regulatory Commission (Communication System for inter-State transmission of electricity) Regulations, 2017” shall be followed.

5.17.6 It was noted that a Special Meeting was held in CEA on 11.07.2017 under Chairmanship of

Member (Planning), to discuss the modalities for devising suitable framework for National

Level Data Registry for electricity generating units so as to have easy availability of their

generating capacity and other details. CEA vide letter dated 19.07.2017 had communicated

the Minutes of the Meeting.

5.17.7 TSTRANSCO vide letter dated 18.08.2017 had submitted the weekly report which is at

Annexure- 5Q

5.17.8 Further CEA had called a Meeting on the same on 11.09.2017 at CEA, New

Delhi(Annexure-5R)

5.18 Ramp down/up during sudden solar increase/decrease during morning/evening

5.18.1 In the 129th OCC Meeting SRLDC had expressed concern regarding the ramp down/up

during sudden increase/decrease during morning/evening hours. SRPC/SRLDC had

cautioned that Solar Capacity would be coming up very intensively in coming six months and

SR should be ready with contingency plan for managing the LGB during the solar ramp

up/ramp down period.

5.18.2 Subsequently a Meeting of Sub- Group of Southern Region formed under the Technical

Committee constituted by CEA for study of optimal location of the various types of balancing

energy sources/energy storage devises to facilitate grid integration of Renewable Energy

Sources and associate issues was conducted on 24.03.2017 with participation from CEA.

5.18.3 All the states are requested to take action in this regard.

5.19 Shifting of PMU from GMR-Vemagiri to NP Kunta-Status

5.19.1 In the 134th Meeting APTRANSCO informed that instead of shifting PMU from GMR Vemagiri

to NP Kunta, it may be shifted to Uravakonda.

5.19.2 SRPC had informed that Protection Committee had agreed for NP Kunta and actions had

been initiated and the requirement at Uravakonda may be considered subsequently.

5.20 Preparedness of Load Change Over during Morning and Evening Peak hours.

5.21 Non Availability of Kaiga, Trichy & Hyderabad Voltage(SCADA) data at SRLDC

5.22 Confirmation for the indicated plan for FGD/Phasing Out Plan for implementation of

new Environmental Norms for Thermal Plants issued by MOEF & CC

5.22.1 In regard to Phasing Plan for implementation of new Environmental Norms for Thermal

Plants, issued by MOEF&CC, CEA has firmed up the FGD phasing plan and uploaded on its

website. Phasing Out Plan confirmation are not received from most of the generators. It was

requested that all the concerned to kindly furnish the information at the earliest which would

be forwarded to CEA.

5.22.2 Subsequently CEA had requested to furnish the confirmation regarding the FGD installation

of NLC Units. NLC vide letter dated 18.08.2017 has furnished their views. It was informed

that consultant had taken the field measurements and recommendations are awaited.

5.22.3 All the generators to keep CEA appraised of the developments in FGD/Phasing out plan.

5.22.4 Funding from PSDF was further discussed in the 32nd SRPC Meeting held on 22nd August

2017. During discussions it was expressed that funding, either from PSDF or any other fund

could again be kindly sought from GoI to meet the stipulated revised environmental norms.

State Utilities had expressed that capital cost of FGD installation being quite high

implementation was considered on account of resource constraints.

5.22.5 Accordingly Chair Person, SRPC Chair Person vide letter dated 28.08.2017(Annexure-5S)

had taken up the issue with MoP.

5.22.6 CEA vide letter dated 01.09.2017(Annexure-5T) had communicated regarding convening of

Special Meeting at TCC Level to revise the Phasing Plan for identified units for ESP up

gradation and FGD installation.

5.23 State-wise allocation of 540 MW power from RGPPL to Railways

5.23.1 CEA vide letter No. 5/AI/CSA/GM/2017 dated 22.03.2017 had enclosed MoP Order No.

4/22/2011-Th-Vol-III) dated 17.03.2017 in which 540 MW power from Ratnagiri Gas and

Power Private Limited (RGPPL) has been allocated to Indian Railways. Allocation to SR

States (out of 540 MW) would be as under:

5.23.2 Subsequently CEA vide letter dated 22.05.2017 had endorsed MoP letter dated 18.05.2017

in which 35 MW of power is allocated to KPTCL (SR). CEA vide letter dated13.06.2017

had communicated the allocation to Karnataka with slight modification in the conditions.

5.23.3 CTU vide letter dated 20.04.2017 & 08.06.2017 had informed that ATC to SR from new

Grid has already been allocated to LTA/MTOA applicants for transfer of power to

constituent states of Southern Region including Telangana, Tamil Nadu & Karnataka.

Transfer of 150 + 35 MW can be affected upon commissioning of upcoming Nizamabad-

Maheswaram 765 kV D/C line, which is likely to be commissioned by October 2017.

5.23.4 The following were noted in the earlier Meetings :

TSTRANSCO had convened a Meeting with Railways, SRLDC & SRPC on

28.04.2017.

TANTRANSCO had stated that APTEL Order was expected on 18.07.2017.

KSEBL informed that there were issues like Railway‟s Deemed Licensee status

was still subjudice, only balanced three phase supply is possible from STU as per

CEA Connectivity Regulations & there were Metering issues as per IEGC and

such restrictions were not there in Supply Code of Discoms under which Railway

was getting its supply presently.

KPTCL and TANTRANSCO were once again requested to call for a meeting with

Railways to address procedural & infrastructural issues.

5.23.5 CEA vide letter dated 16.08.2017(Annexure-5U) had forwarded MoP letter regarding Review of Power Projects by Hon‟ble Prime Minister under PRAGATI and requested to submit the status report on the states which have not granted NOC for Open Access to Railways and reason there of.

5.23.6 The views communicated by AP, TS and Tamil Nadu is at Annexure- 5V.

5.23.7 This issue was further deliberated in the 32nd SRPC Meeting held on 22nd August 2017 in which CTU had informed that the Transmission Corridor for the above allocationis likely to be available from 1st October 2017.

5.23.8 SRPC vide letter dated 27.08.2017(Annexure-5W) had taken up the issue with the concerned States and requested that the matter be taken up with Indian Railways urgently, so that all pending issues such as metering etc. are resolved well before 1st October 2017.

5.24 Scheduling of Simhadri Stage I Station

5.24.1 Simhadri Stage-I scheduling had been started by SRLDC from 01.05.2017 onwards. Main/Check meters at Simhadri Stage - I end of Inter connector is not installed.

5.25 Monitoring of scheme funded from PSDF

5.25.1 NPC vide letter dated 25.08.2017 had furnished the Agenda for next Meeting of NPC scheduled on 08.09.2017 at Vijay Nagar, Indore, MP. It was noted that w.r.t SR for 20 Schemes approved, against 1751.28 Cores Rupees sanctioned 104.39 cores rupees of Grant only Disbursed. The actual disbursement is quite less due to slow implementation of projects by entities. NPC expressed concern regarding this slow improvement and requested RPCs to examine the implementation of schemes in OCC/TCC Meetings and intimate NPC about the bottle necks. The relevant pages of NPC Agenda is at Annexure-5X.

5.25.2 The Status update of the Schemes as updated from the information received from Constituents/Entities is at Annexure-5Y. It is requested that this information may kindly be reviewed and the reason for less utilization may kindly be furnished at the earliest.

5.26 Right of Way issue of 400 kV Nelamangala-Hoody Line/ commissioning of 400 kV

Yelahanka substation/220 kV evacuation system of KPTCL at Yelahanka substation

5.26..1 SR II Powergrid had informed that the compensation issues were being settled for LILO of

Nelamangala - Hoody at Yelahanka. Regarding Madhugiri – Yelahanka in three districts,

Bengaluru Urban, Bengaluru Rural and Tumkur ROW issues are being faced. The

connectivity at Yelahanka will not be useful until the 220 kV side cables are made through

by KPTCL.

5.26..2 SR II, PGCIL had informed that the issue is being followed up with State Administration for

removal of ROW issues.

5.26..3 KPTCL had informed that cable has received and scheduled to be commissioned in

December 2017. ROW issues are being resolved.

5.27 Daily Load Forecasting by SLDCs/RLDCS/NLDC

5.27..1 The mean absolute error (forecast Vs actual demand) for the month of August 2017 as

furnished by SRLDC.

5.27..2 In the 126th OCC Meeting, SRLDC had informed that a Pilot Project for RE forecasting had

been started. Pilot Project for load forecasting was yet to commence. RE Connect has been

entrusted the work. They wanted past three years‟ data in specific format. The block wise

difference in forecast and actual and the reason for the inter block difference were also

needed. SRLDC had started the work. Weather input would be incorporated by RE

Connect.

5.21 Scheduling of NTPC Ramagundam Solar Power Plant(10 MW)

NTPC had informed that written communication in this regard to MoP would be shared with

SRLDC/SRPC.

5.22 Upcoming Wind/Solar Projects

5.22.1 In the earlier OCC Meetings the following were noted:

It was noted that procedure for RE Frameworks had been notified and is available

at NLDC website. It was requested to all the concerned to take up with generators

and whatever information as mentioned in the Notified Procedure are to be

collected/ensured from RE generators.

SRPC had informed that the progress of works of RE Generators and evacuation

system are available in TCC/SRPC Minutes. All the concerned were requested to

update the same and revert back at the earliest incorporating appropriate changes.

5.23 Status Review of REMC project implementation.

5.23.1 In the 134th OCC Meeting SRLDC had informed that the proposal has been put up to

Empowered Committee. Approval had been delayed due to administrative issues and

approval is expected by this month end. Execution period is 15 months from approval date.

There are four schemes for three states namely for Andhra Pradesh, Karnataka and Tamil

Nadu and one for SRLDC. Separate SCADA will come for renewables with existing RTUs

and communication system.

5.24 Wind and Solar power forecasting by States.

5.25 Power Flow Analysis under high RE scenario

5.25.1 A project has been undertaken jointly by POSOCO, USAID and NREL for power flow

analysis under high RE scenario.

5.25.2 In the 134th OCC Meeting the following was noted:

TSTRANSCO, TANTRANSCO and KPTCL had furnished the information.

APTRANSCO informed that stress study had been carried out through a Spanish

Consultant.

SRLDC requested APTRANSCO and KSEBL to furnish the information.

5.26 PSS Tuning of generators

5.26.1 5th Meeting to review the status of PSS tuning of the generators was convened on 26th

July 2017 and minutes of the Meeting are available at SRPC website. All the generators

to follow the action plan finalized in the 5th PSS meeting.

5.27 Implementation of URTDSM (PMU) project in Southern Region

Air Conditioning System was required and Constituents were to make necessary arrangements.

Kerala yet to provide clear site by removing existing old EMS SCADA system and dismantled materials.

KPTCL has yet to provide Air-conditioning system to match with the commissioning schedule i.e. Sept. 17.

TANTRANSCO yet to provide the earthing connection point for the panels

5.30 Status of important elements

ICT at Madurai It was noted that the provision of one No. of 500 MVA additional ICT at Checkanoorani 400/230 kV S/s in PGCIL end 400 kV side was commissioned on 29.12.2017. LV side 230 kV Bay work is under progress and would be completed on 30.09.2017. In the 134th OCC Meeting TANTRANSCO had informed that tender was opened on 16.05.2017 Completion of Kamudhi bay at Karaikkudi – PGCIL and TN SLDC to update In the 134th OCC Meeting, PGCIL had informed that the works will be completed by November 2017. TANTRANSCO had expressed concern over commissioning of bays.

5.31 Advance intimation regarding first time synchronization of transmission elements with all necessary

5.31.1 The approved procedure needs to be followed.

5.32 Communication requirement for ensuring data /voice to RLDC/ SLDC during Natural

Disasters SRPC vide letter dated 10.07.2017 had taken up the issue with CEA on

Disasters. It was requested to CEA that the way forward to the above issue may kindly

be suggested.

5.33 Letter from MNRE 5.33.1 In the 134th OCC Meeting SRLDC informed that SRLDC has received a letter from MNRE.

The following was noted.

Ministry of Defense has requested MNRE to formulate a methodology to switch

ON or OFF the wind farms/turbines near to IAF/Railways during war time using

centralized system in order to avoid any interference to IAF operations in the

war.

Wind power division of MNRE has come up with the methodology that could be

adopted by the wind turbine operators in foreseen situations.

Installed capacity of wind mills and wind farms that are commissioned near the

vicinity of IAF are required to be submitted to MNRE.

Power project developers should establish a centralized monitoring and control

system and such CMCS should be capable of switching all the wind turbines in

the respective wind farms. The communication between CMCS and the

individual WTG in the wind farm should be independent of internet.

In addition to this wind farm developers should have internet based control

system, SCADA which can be put at any of the locations depending on the

requirement.

Wind farms should have SCADA and CMCS operational. Each wind generator

should have the provision to switch ON manually also.

Wind developers should demonstrate the operating procedure to nearby Air

force officials once in a year, respective state nodal agency and STU.

Wind developers should assure that all prerequisite approvals including all

safety measures are obtained from respective STU/CTU in order to assure the

above mentioned activities whenever required.

MNRE had requested SRLDC to review the procedure/contents and furnish the

comments/suggestions by taking the views of SLDCs also.

6.41.2 SRLDC had informed that SRLDC is writing a letter to all the concerned and States are

requested to furnish the information as sought by MNRE. They would seek clarity on

„vicinity‟ from MNRE.

134th OCC Meeting it was noted that CPRI may submit the Report within a Weeks time.

7.2.2.2 GT taps of all new units getting synchronized to grid should be kept at the nominal grid

voltage level of 400 kV or 220/230 kV. SRLDC would ensure the requirement for ISTS

connected generators while SLDCs should ensure it for their embedded generators.

7.2.2.3 A Special Meeting was convened on 04.04.2017 to discuss on the MVAR

absorption/injection. The minutes of the Meeting are available at SRPC Website.

7.2.2.4 MVAR Interchange/MVAR capability testing

Nodal Officers may kindly ensure that the data reaches SRLDC/SRPC in time (by

fourth of every month) so that SRLDC can correlate it with SCADA data and analysis

could be done facilitating actions for further improvement.

Recommendations finalized in the Special Meetings were required to be implemented.

All the SLDCs to kindly monitor VAR absorption/injection of generating units in their respective control areas in real-time.

8 Network Protection/Security issues

8.1 U/F & df/dt Relays Schemes

8.1.1 Implementation of SRPC recommended quantum

It was noted that all the States had implemented and df/dt schemes fully. All the

Constituents were requested to furnish the details of the feeders implemented in AUFR &

df/dt schemes along with the status of SCADA mapping as per the specified Formats.

In accordance with clause 9 (2) of CEA (Grid Standards) Regulations, 2010, all

constituents shall submit a detailed report of operation of AUFR at different frequencies to

SRLDC and SRPC on daily basis. It was noted that only KSEBL and PED were submitting

the daily report regarding operation of relays.

8.2 SCADA mapping of feeders of AUFR & df/dt schemes

8.2.1 As per CERC vide Order dated 27.11.2015 on Petition No. 60/MP/2014, SRPC vide letter

dated 29.01.2016 had submitted the status report duly certified by SRLDC and SRPC

w.r.t implementation of SCADA mapping of all the constituents to Hon‟ble CERC. SCADA

mapping confirmation report of KSEBL had also been submitted to Hon‟ble CERC.

8.3 Special Protection Systems

8.3.1 SRPC had observed that the requirement of SPS may be required to be reviewed. There is

no ATC/TTC linked with it.

8.4 System Protection using Optimization Technique (SPOT)- SRLDC proposal

a) Integration of all the SPS status information and indication of which SPS signal is

generated to be ensured by all entities in SRLDC SCADA system.

b) Additional DTPC requirement may be given by constituents to Powergrid for SPS

singal transmission

c) Discussion on action plan required

8.5 SPS operations

8.5.1 The SPS Operations during the month of August 2017 if any to be furnished by SRLDC.

8.5.2 HVDC Talcher - Kolar Pole 1&2 tripped on 23rd July 2017 at 17:07 Hrs. SPS trip signal 1

and 2 operated and load shedding details had been furnished by respective states. It is seen

that there was no load relief in Andhra Pradesh and Kerala upon operation of SPS trip signal

1 & 2. Also in case of Karnataka and Tamil Nadu the actual load relief was not as per the

desired values. It was noted that a total expected relief of 1,655 MW the realised relief

was only 564 MW which is quite alarming.

8.5.3 The following was informed by the states:

AP informed non receipt of SPS from Kolar end at 220 kV Chinakkapilly for trip

signal I and Gooty, Anathpur, somayajapally, Narnoor for trip signal II.

KSEBL had informed that no trip signal was received at DTPC installed at

Madakkathara and Kanhirode stations. Also a major alarm was persisting at

kanhirode DTPC.

TN informed that trip signal 1 was not extended to KR Thoppur station of

TANTRANSCO from the DTPC installed at KR Thoppur station of PGCIL. Hence

the trip pulse could not be extended to loads at Unjani, Pudansandhai and

Deviakurchi being fed from KR Thoppur TANTRANSCO.

8.5.4 SRPC had suggested that once again mock exercise may be carried out and identify

the problems. This issue would be put up in the next communication/SCADA

meeting.

8.5.5 Subsequently SRLDC vide letter dated 18.08.2017 had requested SRTS II,

Powergrid to kindly examine the healthiness of communication link from Kolar to

respective states locations and healthiness of DTPCs so as to ensure that the

desired load relief is obtained.

8.6 Automatic Demand Side Management Scheme (Petition No. 250/MP/2012) & GSES

(Petition No. 265/MP/2012)

8.6.1 It was noted that the issue of changing the frequency setting to 49.9 Hz was discussed in the

TCC/ SRPC Meetings it was agreed to retain the settings at 49.8 Hz till the next TCC/SRPC

meetings.

8.6.2 SRLDC had pointed out that similar to existing ADMS logic (O/D), backing down of

generation during the sustained U/Ds during high grid frequency may be required.

8.6.3 SRLDC had pointed out that ADMS was set at much lower point at 49.80 Hz which needs to

be enhanced to, 49.90 Hz.

OCC forum had felt that it could be reviewed in the next TCC/SRPC Meeting

8.7 Grouping of loads (IEGC clause 5.4.2 (e))

8.7.1 As per IEGC, to maintain the frequency within stipulated band and also to ensure network

security, the interruptible loads were to be arranged in four groups of loads, This was for the

purpose of scheduled power cuts/load shedding, loads for unscheduled load shedding,

loads to be shed through UF relays, df/dt relays and loads to be shed under any SPS

scheme. These loads are to be grouped in such a manner that there is no overlapping

between different groups of loads.

8.7.2 The issue was to be noted for compliance by the concerned utilities. SRLDC requested all

the states to kindly furnish the updated details in this regard.

8.7.3 Tripping Details/Reports

In various forums SRLDC had raised concern that it was not getting tripping

information/data within 24 hrs as per IEGC/CEA regulations and sometimes the

information from both the ends was not being received. Also at times, tripping details only

were being received without DR& EL details. SRLDC was unable to analyze events on

account of non-receipt of details of tripping in a timely manner. SRLDC had stated that all

tripping details should be uploaded on the SRLDC web portal. Para 29 of Hon‟ble CERC

Order dated 20.02.2014 in respect of Petition No.146/MP/2013 was brought to attention of

the OCC. Non furnishing of timely tripping details would be treated as non-compliance.

Procedure for timely furnishing information was needed to be streamlined by the utilities. It

was noted that tripping information details were to be uploaded within the stipulated time

frames.

8.7.4 Declaration of availability and healthiness of various protection / defense mechanism

8.7.4.1 SRLDC had stated that the healthiness certification was not being received in timely manner

from all the constituents.

8.7.4.2 Healthiness certificates and other reports were being sought as per directives of higher

bodies. Validated certificates needed to be communicated in a timely manner.

9 LVRT Implementation

9.1 Hon‟ble CERC has passed Order in respect of Petition No. 420/MP/2014 on 05.01.2016. The

Order directs a number of actionable points by various utilities for compliance of LVRT, CEA

& CERC Regulations etc. Three Special Meeting were conducted at SRPC Bangalore on

05.02.2016, 18.04.2016 & 05.07.2016 (Meeting minutes are available at SRPC website).

This issue was further discussed in the Special TCC Meeting held on 02.08.2016.

9.2 The following had been noted in the earlier OCC Meetings:

SRLDC had pointed out that PMU at Pooling station was required to assess LVRT

performance.

Status update on P&C SCADA scheme by TANTRANSCO

SLDCs to furnish the company wise installed capacity and LVRT/HVRT characteristic

at Renewable energy pooling stations.

9.3 Geographic picture of the Wind/Solar generators and extend it to SRLDC through ICCP.

9.4 All the constituents were requested to ensure provision and enabling of LVRT feature in all the

upcoming wind/solar generators before declaring COD. SLDCs were requested to approve

connectivity to new generators only on confirmation of availability of LVRT feature and other

CEA/CERC requirements. Monthly report of compliance needs to be furnished for new

wind/solar generators added to the grid.

9.5 Formulation of plan for procurement and Placement of Emergency Restoration

System (ERS) in the country

9.5.1 As per ERS requirement outlined in MoP letter dated 05.12.2014 status update on ERS is

9.5.2 CEA vide letter dated 21.07.2017 had informed that a Meeting was held in the Cabinet

secretariat under the Chairmanship of Secretary (Security) on 28th June 2017 to discuss

the action taken report on the decisions taken at the early meeting on 9.03.2016 on the

Crisis Management Plan in respect MoP. It was noted that ERS were in procurement

stage in most of the states and the response from the states was not very encouraging.

Secretary (Security) has sought a note from CEA in the matter so that he may take up the

matter with the concerned States at the highest level. CEA requested that state wise

requirement and current availability of ERS and the action taken on/status of procurement

of ERS may please be sent to GM Division for onward transmission to Cabinet

Secretariat.

9.6 SCADA & COMMUNICATION ISSUES

9.6.1 A Special Meeting was held on 07.02.2017 to deliberate on pending

SCADA/Communication issues. Minutes of the Meeting is uploaded on SRPC website. The

status of pending Items as deliberated in the Special Meeting/subsequent OCC Meeting is

as follows:

Link is established and database tables have been exchanged. ICCP association is in progress by SRLDC and NTAMC/Manesar. SR II RTAMC provided the data & SRLDC to further carry out the job.

3 Data discrepancies in ISGS/IPP/PGCIL/STUs

Fresh list of points received from SRLDC on 05.07.2017 and same shall be attended by July end.

4 Providing additional RTU at NTPC Talcher

RTU procurement is under progress.

5 Protection coupler replacement for Kayamkulam Transmission system

Letter from KSEBL received on 23.05.2017. Actual expenditure of Protection Couplers towards PGCIL assets shall be borne by PGCIL at the rates of LOA to be placed by M/s KSEBL. KSEBL to examine the option of buyback of the old panels to be looked into or handover the panels to PGCIL. .

6 OPGW stringing on balance portion of KPTCL lines

Except Hassan-Santhigrama(7.4 kM) OPGW stringing is completed on all the lines of KPTCL. Because of non-readiness of direct line, KPTCL recommended to execute the connectivity through 3 different lines of 35 km and the same may not be possible in the on-going project as the supplies are completed.

7 Migration of SCADA periphery in line with SEM

Both AP & TS: Migrated to SEM based philosophy from 11:00 hours of 09.05.2017. TN migrated on 08.06.2017. KPTCL migrated from 04.07.2017.

8 SCADA Data failure Protocol

RTU not reporting/data failure would be communicated to the concerned entity/user with a copy to PGCIL. User would take lead role in getting the issue resolved. User/SRLDC would ensure necessary verification at their ends as explained in the training. Parallely, PGCIL would look into communication issues. User/SRLDC would appraise PGCIL about the verification at their end for PGCIL to sort out the communication issues.

Official email ID for SCADA issues to be created for each entity/User involved for easier communication and proper delivery of information. All correspondences regarding any SCADA issue to be made through this mail ID only. Details to be communicated to SRLDC/SRPC within a weeks‟ time.

9 Integration of new elements in SRLDC/SLDC SCADA

SR I /SRII noted and shall be complied.

10 Issues with Orange Exchange

It was noted in the Meeting that a Meeting was held on 16.03.2017 at SR II Bangalore and the issues are being addressed. Except Remote sub-scriber units with PLCC links, all issues have been addressed.

9.7 220kV station network and 220 kV station real time data from SR constituents may also be

emphasized and integrated. Although the above is discussed in SCADA Meeting it can be a

9.8 SRLDC had invited attention of the forum that CERC had brought out Order on Suo moto

Petition 007/SM/2014 dated 29.01.2016 regarding SCADA. It was directed by Hon‟ble

CERC that NLDC and respective RLDC are directed to update the status of telemetry every

month at their website and persistent non availability of data from the generating

stations/substations be taken up in RPC meeting for appropriate direction and action. Also

NLDC is directed to submit user wise latest telemetry by 31.08.2016. SRLDC informed that

they have started posting this information from February 2016 on their website

9.9 Compiled Telemetry status – Utility wise- as directed by Hon’ble Commission

Hon‟ble Commission vide order dated 19.12.2013 on Suo-moto petition No.

56/SM/2013 had directed all the utilities to provide the required telemetry within six

months of this order.

It was requested that MAPS, KGS & KKNPP may please furnish the compliance

status of pending SCADA inputs the earliest. Details in this regard were available on

SRLDC web site.

For KKNPP only 2 points are pending w.r.t GT tap position. Re -tendering was going

on and it will take 5 more months to complete the works.

10 PHYSICAL AND CYBER SECURITY/CRISIS MANAGEMENT PLAN/BLACK START

PROCEDURE

11 Physical and Cyber Security

Status update on Crisis Management Plan(C&DMP) of Power Sector is to be furnished every

quarter. Information regarding Cyber Security was to be furnished to Chief Engineer, DPD,

CEA, Sewa Bhavan, and New Delhi-110066. Report on Physical Security, other Mock Drills

for CMP, Mock Drill for Black Start Restoration was to be furnished Chief Engineer, DMLF,

CEA, Sewa Bhavan, and New Delhi-110066. A copy of the reports was to be sent to SRPC

Secretariat ([email protected] and [email protected]). Information required by CEA

(vide letter dated 26.11.2013) regarding Security of power installations was to be furnished

to CEA.

12.1 Planning of Black Start Mock drill of Nuclear Power Plants

Mock drill at KKNPP, KGS and MAPS. Kaiga and KKNPP.

Conducting mock exercise from RTPS to Jurala, Nagheri to BTPS and Kaiga NPP.

12.2 Conducting mock exercise from RTPS to Jurala, Nagheri to BTPS

SRLDC appraised the forum of the proposed Black Start from Nagjheri to BTPS. KPTCL

was requested to revert back with the details. It was agreed that Black Start from Jurala

to RTPS would also be carried out subject to the generation at Jurala. It was agreed that

SRLDC would furnish a draft procedure and coordinate for the final date.

12.3 The format needed to be filled by the respective states and sent to SRLDC within 10 days. It

was also requested to submit the reports of mock exercise carried out within 7 days.

12.4 Priority for Railways/Metros in the matter of Restoration of Supply

The following were noted earlier:

KPTCL: to expedite on the actionable points of KPTCL/BMRCL which were finalized in

the Special Meeting.

KSEBL: Vide letter dated 06.06.2016 had furnished the Operating Procedure for

extending supply of power to Kochi Metro.

TANTRANSCO/Southern Railway: The follow up of actionable points finalized in the

special meeting in respect of Chennai Metro may be expedited.

TSTRANSCO: was requested to take proactive action in respect of Hyderabad Metro.

13 RGMO

13.1 RGMO response had been deliberated in various Special/OCC/TCC/SRPC meetings.

Inadequate response was an area of serious concern and there was no noticeable

improvement.

13.2 In earlier OCC Meetings, the following had been noted:

SLDCs were requested to analyze the RGMO instances posted by SRLDC for the

generators in their control area and take up action as per 84/MP/2015.

Inadequate Response to be taken up with SERC (Petition No.302/MP/2013).

Action on recommendations finalized in the Special Meetings needed to be taken

by generators/states. All generators were kindly requested to take all steps to

ensure intended RGMO/FGMO response.

As per the order in RGMO Petition No. 302/MP/2013, the units (including state

embedded) shall not be scheduled beyond their ex-bus generation corresponding

to 100% of their installed capacity.

14 TRANSMISSION NETWORK ISSUES AND SYSTEM OPERATION ISSUES

14.1 Loadability of ICTs and revisit of the associated protection settings to prevent cascaded

tripping of ICTs / high loading of transmission lines

Over loading of both ICTs and N-1 violation at Hoody, Gazuwaka,Nellore.

Status of Operationalization of ICT -3 at Madurai. (230 kV side works are

pending)

14.2 Insufficient action in controlling the loading of ICTs leads to N-1 criteria violation in

compliance of Regulation 3.1 f(8) of CEA(Grid Standards) Regulations 2010 and Regulation

3.5 a(i) of CERC Indian Electricity Grid Code Regulations 2010.

14.3 SRLDC had requested all the constituents that whenever real time messages were issued

to control over ICT loadings, constituents should be committed to take necessary steps/load

shedding to curtail the overloading. SRLDC requested for urgent action to alleviate the

loading of 400/220 kV ICTs. A long term solution of augmentation/load reconfiguration

needed to be considered / implemented in view of grid security. Action Plan of constituents

to restrict the loading to permissible limit may kindly be furnished to SRLDC and immediate

action needs to be initiated.

15 Prolonged Outages

15.1 Status review of prolonged outage of grid elements in SR & Realistic Action plan for revival

of the prolonged outage was awaited from some of the constituents. Monthly reports are

There was need for further involvement of DISCOMs for their 96 block load forecast and by

state generators of their 96 block generation forecast. SLDCs needed to play more proactive

role in this regard.
