He said that NEW Grid and Southern Region Grid were scheduled to be synchronized in the near future with the commissioning of 765 KV Raichur - Sholapur line to form NEWSGrid. He also stated that SPS as proposed by NLDC/POSOCO, were to be in place before the NEW Grid synchronization with the Southern Region. The time schedule for implementation was to be discussed in the meeting. 1.3 MS i/c, SRPC briefed the forum that issues relating to Power Swing Blocking settings of Distance Relays, Philosophy of Zone 3 settings and also time delays in df/dt relays were discussed in the Sub Group meeting. He added that the frequency controller test as on HVDC Bhadrawathi link was scheduled to be held on 22 nd November 2013. 1.4 MS i/c, SRPC requested the constituents to submit the Report/data relating to Grid Occurrences/disturbances as specified in the Regulations to SRLDC and SRPC within the prescribed time. This was highly essential to analyze the occurrences and come out with remedial measures/action.

1. Introduction

1.1 The 26th Meeting of Protection Coordination Sub-Committee (PCSC) was

held on 21st November 2013 in the Conference Hall of Southern Regional

Power Committee, Bangalore. It was preceded by the Sub Group meeting

of PCSC on 20th November 2013. The list of participants for the Sub Group

and the PCSC meeting is enclosed as Annexure - I & II respectively.

1.2 Shri S. R. Bhat, Member Secretary i/c, SRPC welcomed Shri R.S

Alagappan, Chief Engineer (P&C), TANTRANSCO and other Members and

Participants to the 26th Meeting of the Protection Coordination Sub-

Committee. He said that NEW Grid and Southern Region Grid were

scheduled to be synchronized in the near future with the commissioning of

765 KV Raichur - Sholapur line to form “NEWS” Grid. He also stated that

SPS as proposed by NLDC/POSOCO, were to be in place before the NEW

Grid synchronization with the Southern Region. The time schedule for

implementation was to be discussed in the meeting.

1.3 MS i/c, SRPC briefed the forum that issues relating to Power Swing

Blocking settings of Distance Relays, Philosophy of Zone 3 settings and

also time delays in df/dt relays were discussed in the Sub Group meeting.

2. Confirmation of the Minutes of the 25th Protection Coordination Sub-Committee meeting held on 22nd October 2013

The Minutes of the 25thPCSC meeting were confirmed, since no comments

were received from the constituents.

3. Recommendations of the Sub Group meeting of PCSC held on 20.11.2013.

3.1 Recommendations w.r.t. Zone 3 settings in SR KPTCL and APTRANSCO would review the impedance settings of the

lines as mentioned in SRTS-II, PGCIL letter (Annexure III). Load encroachment feature would be enabled on all 400 kV lines and also

on 220/230 KV lines where Numerical relays are installed. Load angle shall be kept below 30 degree and if possible it should be set

at 26 degree. Resistive reach of the relay should be more than sum of line resistance,

Arc resistance and Tower foot resistance. Resistive reach of the relay should be less than minimum load resistance

of the system ideally if possible should be kept at 60% of minimum Load resistance. This percentage is only an indicative figure, places where high resistance fault have occurred should analysis previous fault data for setting resistive reach.

Out of Step Settings to be enabled in Critical lines after due analysis of PMU data.

Timing for Zone-3 action is as follows: o 400 kV lines – 1 sec. o Interstate lines – 1 sec o For Zone 4/5/Rev Zone : Zone 3 time + 100 msec

Timing for Zone-2 is as follows:

o 350 ms o if long line is followed by a short line: 500 ms but with the approval

of PCSC forum of SRPC o The forum agreed for the staggered settings i.e. 350ms, 400ms,

450ms and 500 ms as requested by PGCIL.

3.2 Power swing block Settings in SR Existing Settings of Power Swing Block to be continued. The Sub Group recommended for KGS-Kaiga lines to also block Power

Swing for 2 seconds in line with the Regional Settings.

3.3 df/dt settings in SR

The time delay of up to 0.6 sec maximum for both detection and tripping of df/dt relay was agreed.

MS i/c, SRPC informed that the initiation df/dt settings would be reviewed as per the system requirements.

3.4 O/V settings:

The existing practice of time and voltage graded tripping would be continued.

The constituents were advised to enable the over voltage settings and DEF settings as recommended by the OCC/PCSC forums of SRPC at the earliest. Confirmation in this regard may be sent to the PCSC forum for record purpose.

4. Grid Disturbances in Southern Region

4.1 Multiple tripping & generation loss at Idukki power station on

03.11.2013 at 18:17 Hrs

The Grid Disturbance Report as submitted by KSEB is enclosed as

Annexure-V.

Deliberations

It was brought to the notice of the forum that all running units and connected 220kV lines at Idukki had tripped.

KSEB informed the following: o The triggering incident was failure of circuit breaker of Unit #5 at Idukki

hydro station. o Y phase limb of the Circuit Breaker had exploded. They informed the

substation was old (commissioned in the year 1986). o They have replaced the old relay (high impedance) with the Numerical

Relay (of Low impedance type). o The bus-bar scheme does not have provision (i.e. bus coupler is

without CT) for isolating one bus section during fault in the adjacent bus bar.

Recommendation

As the Plant was more than 25 years old, all yard equipment need to be replaced.

Modification of Bus Scheme to be carried out.

4.2 Multiple tripping & generation loss at Idukki power station on 07.11.2013 at 17:22 Hrs

Annexure-VI.

The Grid Disturbance Report as submitted by KSEB is enclosed as

Annexure-VII.

Deliberations

KSEB informed that all the running units and the connected 220 KV lines at Idukki Hydro Generating stations had tripped.

The triggering incident was failure of Bus Potential Transformer and it lead to the multiple tripping and generation loss to the tune of 590 MW.

Recommendation

The PCSC forum recommended for the modification of Bus Bar protection scheme at Idukki Substation. In the event of bus fault the entire substation should not be affected. This would improve the reliability and security of the Idukki Hydro Generating station.

6. New SPS Schemes proposed by NLDC

NLDC vide (i) Letter No NLDC /SR-Sync-SPS dated 18.11.2013 and (ii) Letter No NLDC /SR-Sync-SPS/Addendum dated 21.11.2013 proposed the following SPS schemes for the SR.

(i) Modification of Talcher Kolar SPS. (ii) Modification in Kudankulam SPS (iii) New SPS for 765 KV Sholapur Raichur section.

(iv) SPS for tripping one of 400 KV Hiriyur Nelamangala DC Line and flow on other line > 850 MW.

(v) SPS for tripping of one of the 400 KV Gooty Nelamangala SC Line or 400 KV Gooty - Somanahalli SC Line and flow on other line > 850 MW.

Deliberations

Modification in the Talcher Kolar SPS ,Modification in the Kudankulam SPS Scheme and the New SPS scheme for the 765 KV Sholapur Raichur line was discussed in the Sub Group meeting of PCSC and the PCSC meetings.

It was informed to the forum that the above SPS schemes were circulated to the constituents during the Sub Group meeting day and on the PCSC meeting day.

The SPS for Hiriyur Nelamangala and SPS for 400 KV Gooty Somanahalli were communicated to the constituents.

SRLDC informed that the SPS schemes as proposed by NLDC were vital for secure operation of the after synchronization of Southern Grid with New Grid over 765 KV Sholapur Raichur line.

SRLDC insisted for identification of 800 MW load (for Kudankulam SPS) and taking up the same immediately.

Recommendations

PCSC forum recommended for the expeditious commissioning of SPS schemes in the Southern Region for Secure operation of Grid after synchronization of SR with NEW Grid.

In the PCSC meeting it was agreed that the 800 MW additional loads (in the average ratio of Trip Signal I, Trip Signal II and Trip Signal III) by the SR constituents latest by 2nd December 2013.

The following time schedule was agreed upon:

o Identification of loads by constituents latest by 2nd December 2013.

o Trip Signal would be ready by 10th December 2013 o Integration with CTU signal would be ready by 15th December 2013

and o Mock testing of the Trip Signal would be carried out on 20th

December 2013 .

SRPC vide Lr No SRPC/2013/12363-77 dt 22.11.2013 informed the quantum of loads to be identified by the constituents (for 800 MW ) and the SPS Schemes proposed by NLDC and course of action to be taken by the respective constituents (Annexure VIII).

The PCSC forum requested the constituents to be in touch with SRLDC/CTU regarding the implementation of the SPS if any clarification needed in the implementing the same since the SPS schemes to be completed within the agreed time.

8. SPS for Kudankulam Nuclear Power Station

SRLDC brought to the notice of the PCSC forum that there had been re-

orientation recently in respect of 400 KV lines emanating from Kudankulam.

Three 400kV lines were now from Kudankulam to Thirunelveli while remaining

one line is from Kudankulam to Madurai. Hence the following logic was

proposed for SPS at Kudankulam on account of the change in the

configuration:

units in running condition at Kudankulam.

One unit at Kudankulam to go on house load

and the second unit generation would be

evacuated through 400kV Kudankulam-

Madurai line.

26th PCSC Deliberations

NPCIL informed the forum that they have raised certain queries with the

CTU and waiting for their reply.

SRLDC informed the forum that the proposed SPS for Kudankulam

Generators was mainly as a preventive action in the interest of not losing

the NPCIL units.

PCSC forum requested NPCIL to implement the proposed SPS in

consultation with the CTU/SRLDC.

9. Review of Power swing block settings of Distance protection relay

Deliberations

The issue was discussed in detail in the Sub Group meeting of PCSC and the recommendations were laid in item 3.2

10. Phasing of Implementation of Protection Audit Recommendations

In the 23rd SRPC meeting held on 26th October 2013 it was agreed that the utilities to carry out implementation of the recommendations relating to

third party protection audit as per prioritization in a phased manner.

The schedule of activities would be furnished with in one month and would be discussed in the Protection sub committee meeting.

The utilities would commence works identified in the above schedule without waiting for funding.

Deliberations

CE (P&C), TANTRANSCO informed the PCSC forum that they had already started phasing of Protection Audit Recommendations in phases and the compliance regarding this would be sent at the earliest.

KSEB informed the forum that they were also in the process of phasing the Protection Audit recommendations and would be intimating the same.

KPTCL agreed to inform the same with in a month's time.

APTRANSCO informed the forum that they have already submitted the DPR. Phasing of works was yet to be carried out.

Member Secretary i/c, informed the forum that as per the decision in 23rd SRPC Meeting, the items included in the DPR (i.e. implementation of Protection Audit Recommendations) were to be prioritized in phases. He requested the cooperation of the utilities in early implementation of SRPC decision.

11. Tripping Incidents in the Southern Region

The tripping details that had occurred in the Southern Region during the

month of October-November, 2013 is attached herewith as Annexure-IX.

Constituents were requested to update the details in the SRLDC Website at

the earliest to analyze the incidents and suggest remedial measures if any.

16. Implementation of Islanding schemes in SR

Deliberations

The PCSC forum requested TANTRANSCO to implement the remaining part

of Stage II of the Islanding Scheme at the earliest. Since the other utilities

had completed their part. TANTRANSCO agreed to complete their part by

the agreed time line of end November 2013..

17. The issue of AUFR stages and implementation in SR

In the second NPC Meeting, it had been agreed that there would be four

stages for AUFLS starting with 49.2 Hz. The various stages for AUFLS

operation are 49.2 Hz, 49 Hz, 48.8 Hz and 48.6 Hz.

It was noted that all the stages had been implemented except portion of

the last stage of 48.6 Hz in TN. TN was agreed to complete its portion by

the end of November 2013.

18. Submission of completed dynamic study data

Deliberations

All SLDCs were requested to direct the embedded IPPs connected at

220 KV and above voltage level to submit completed dynamic study

format to SRPC, Secretariat.

NPCIL, MAPS was requested to submit the dynamic study data of their

system.

19. Requirement of Under Voltage Relays (UVR) for SR

The PCSC forum had proposed for the provision of under voltage relays in various low voltage pockets to ensure reliable power supply and grid safety. (Annexure-X).

20. Implementation of recommendations of Grid Disturbance enquiry committee

The updated list of constituents sending the Healthiness of batteries is

enclosed herewith as (Annexure-XI).

The PCSC forum noticed that NPCIL, MAPS was not sending the data

even with the sufficient number of reminders and the issue would be

taken up in the higher forum for compliance.

21. It was agreed that any change in the system configuration etc ( LILO etc) are to be highlighted and brought to attention in the monthly PCC Meetings on a regular basis. This would enable utilities to take up any change in the relay settings on account of the revised configuration.

22. Date & Venue of the next Meeting

The 27th PCSC meeting would be conducted on 19.12.2013 (Thursday) at

SRPC Bangalore.

The 28th PCSC meeting is scheduled to be held in Toranagallu, Karnataka

on 24th January 2014 (Friday) and would be hosted by JSWEL.
