a surprisingly versatile cargo deck. “The PhoeniX estab-lishes a new reference point for the future of Saab product design,” says Jason Castriota, Saab Automobile’s Executive Design Director. “It symbolizes a renaissance of the innovative spirit and passion that drove Saab to build its first car. We’re now taking the visual DNA for-ward with what we call ‘aero-motional’ design, adding emo-

t i o n , power and fluidity. This design aesthetic will shape and differentiate future mod-els in the Saab portfolio.”

Under its rippling bodywork, the 9-X SportCoupe deploys an innovative driveline, with an electrically-driven rear axle mated to a sophisticated 200 hp,

1.6-liter gaso-line turbo engine. The result is an intel-ligent, hybrid all-wheel-drive capabil-ity that enhances driving pleasure while

reducing fuel consumption. Combined cycle fuel economy and CO2 emissions are projected to be just 5.0 l/100 km and 119 g/km. Aeromotional design

The PhoeniX’s ‘aeromotional’ design theme is inspired by Saab’s aviation roots and draws expres-sion from Ursaab, the prototype designed by aircraft engineers that spawned Saab’s first generation of cars. The entire form of the PhoeniX is seemingly molded by the wind. Tightly-wrapped by a liquid-like skin, the teardrop cabin resembles a dark ice block and appears to erupt from the center of the mus-cular bodywork. Two prominent ripples flow along the hood into the disguised windshield pillars, as if barely able to contain a powerful structure underneath. At the rear, the dark screen also bursts through the outer skin of the rear deck, The

tapering form hints at the teardrop rear styling of Ursaab, while the ‘sawn off’, kamm tail echoes a form from Saab’s first coupé, the Sonett. The low, frontal styling features a stretched interpreta-tion of Saab’s signature three-port grille. A body-colored central wing is now dominant and, in keeping with the car’s minimalist design, LED headlamps are almost invisibly located at its tips. The new grille and hood forms are among the styling themes likely to be seen in future Saab production cars. Butterfly-opening doors provide enhanced access to the low-slung cabin. There are no vis-ible door handles or mirrors to disrupt airflow, and small cameras on slim stalks

provide rearward vision. Roof-mounted ‘winglets’ enable PhoeniX to cleave the air as efficiently as possible. They chan-nel airflow from the side of the car and direct it across the rear deck, reducing lift forces for greater stability without increasing drag. Minimalist interior

In true Scandinavian tradition, the 2+2 cabin adopts a clean, minimalist look. It has the ‘stripped out’ feel of a competition car, with shell-like seats and metalized interior sections that mimic the exposed network of a rollover cage. Fresh expression is given to Saab’s tradi-tional, driver-focused instrument layout. A circular pod in front of the driver, shaped like the

afterburner of a jet engine, presents data in tandem with the head-up display. Angled at 45º to the driver, a separate module a c c o m m o d a t e s Saab’s advanced IQon infotainment and communica-tions system. For good ergonomics, the 8-inch touch-screen is as close to the driver’s finger tips as the steering wheel. Saab IQon (see separate release for full details) is a ground-breaking car com-munications platform using Google’s Android operating system. Based on pioneering ‘open innovation’ with third-party service providers and applications developers, it comprises an embedded computer platform which seamlessly connects to the internet when the car’s ignition is switched on. The touch-screen provides access to audio and entertain-ment streaming, online navigation, on-board music storage and smartphone-like downloading of applications. Red illumination for all instrument and ambi-ent cabin lighting brings warmth and emotion to the cabin. This includes the floor, where LED light tubes are exposed

by perforations in the black carpeting. It is all part of the new ‘aeromotional’ design strategy, incorporating ‘fire and ice’ effects. The PhoeniX’s curvaceous rear deck disguises a deep-opening tail-gate. It gives access to a flat cargo deck, including fold-flat rear seatbacks and a cargo track for adaptable load carrying. Efficient propulsion

Under its sculpted hood and beneath its cargo deck, the PhoeniX advances Saab’s rightsizing powertrain strategy. Its propulsion system combines a highly efficient, 1.6-liter turbo engine with innovative, electric rear wheel drive technology. The compact, all-alumi-num gasoline engine packs 200 hp and includes variable valve timing and lift

control, as well as start/stop functionality, minimal parasitic losses and a fuel cut-off func-tion. A stainless steel tank is fitted, which is lighter and less expensive than a conventional plastic design, The engine is supported by Saab’s innovative eXWD system. It comprises a rear drive unit housing a 25 kW (34 hp) electric motor/genera-tor powered by a small battery pack. Regenerative braking is used to sustain the battery’s charge. Now under develop-ment for the next generation of Saab cars, this hybrid pro-pulsion system enables the benefits of all-wheel-drive while also reducing fuel con-

sumption. Using a six-speed manual transmission, projected combined cycle fuel economy and CO2 emissions are just 5.0 l/100 km and 119 g/km. The driver can select one of three eXWD operating modes. The default Eco mode delivers optimal fuel and CO2 efficiency with power assistance to reduce load on the gasoline engine at low speeds; Sport mode includes maximum power assistance with torque vectoring across the rear axle for greater chassis control; and Traction mode enables optimal grip at take-off and in slippery conditions. Inside and out, the Saab PhoeniX show-cases new design directions and tech-nologies that will be part of forthcoming Saab products.n

Automotive Service Association (ASA) leaders met recently with key members of Congress and congressional staff to discuss the importance of vehicle safety inspection programs.

Less than half the states in the United States have any type of periodic motor vehicle safety inspection program. Of the states that have programs, several only require vehicle inspection when the vehicle is sold or transferred.

With current economic conditions, independent repair technicians have rec-ognized an increased number of neglect-ed repairs. This impacts the safety of the vehicle owner and passengers, as well as other highway users. In addition, it hurts

The National Highway Traffic Safety Administration (NHTSA) has not been involved in periodic motor vehicle safety inspection programs for many years. A Government Accountability Office report on “State Periodic Inspection Programs” stated NHTSA should provide states with research and information to help them initiate and improve state vehicle inspec-tion programs. NHTSA has not done so.

With Congress set to review high-way safety issues and transportation programs, ASA requested that Congress support federal incentives for states to establish periodic motor vehicle safety inspection programs or enhance current

state programs. A periodic motor vehicle safety inspection program would:

• Ensure the proper maintenance and safe use of older vehicles

• Provide for minimum inspection requirements of motor vehicles

While meeting with congressio-nal members and their staff on Capitol Hill last week, ASA members asked that Congress require NHTSA to conduct a national study of state periodic motor vehicle safety inspection programs, simi-lar to the studies conducted by the states of Pennsylvania and Missouri, and evalu-ate the impact these programs have on preventing injuries and the loss of life and property.n

Initiative collects old cell phones and turns them into talk minutes for sol-diers overseas. As part of its continuing mission to promote goodwill and the positive image of the collision indus-try, the National Auto Body Council (NABC) has announced support for a national program called, “Cell Phones for Soldiers”.

a registered 501c3 non profit organiza-tion, turns old cell phones into prepaid phone cards for soldiers overseas. The phones are sent to ReCellular, a lead-ing electronics sustainability firm, which pays Cell Phones for Soldiers for each donated phone—enough to provide an hour of talk time to soldiers abroad. To date the organization has raised almost $2 million in donations and distributed

more than 500,000 prepaid calling cards to soldiers serving overseas.

NABC is encouraging interested members and the industry at large to participate. One option for a shop is to volunteer as a drop-off point for the ini-tiative and periodically send the phones

Prof. Dr. Martin Winterkorn, Chairman of the Board of Management o f Vo l k s w a g e n Aktiengesellschaft, and the U.S. Secretary of Transportation Ray LaHood have inaugurated the new Volkswagen Group plant in the United States in the presence of prominent rep-resentatives from politics, business and the media. In Chattanooga, Tennessee, over 2,000 employees are to produce up to 150,000 vehicles per year. The plant sets new standards in terms of sustainable, resource-efficient pro-duction.

At the inauguration ceremony, which was also attended by Dr. Klaus Scharioth, German Ambassador to the United States, Bill Haslam, Governor of the U.S. State of Tennessee, Jonathan Browning, President and CEO of Volkswagen Group of America, as well as U.S. senators Robert Corker and Lamar Alexander, Prof. Winterkorn stated: “The Volkswagen Group has finally arrived as a local manufacturer in the United States. We are proud to be part of this great automobile nation as a producer, an employer and as a friend and good neighbor to people in the region.”

Since construction started in 2009, an automobile plant including body shop, paint shop, assembly facility, tech-nical testing center, academy for the initial and advanced training of employ-ees, and a supplier park with eight com-panies has been built on a 1,400 acre site in Chattanooga. The design pro-duction capacity of the plant is 150,000 vehicles per year. The manufacturing depth for the Passat produced here will be of the order of 85 percent. 1,700 people are already employed directly by Volkswagen in Chattanooga. 10,000 additional jobs will be created in the U.S. component supply industry.

Volkswagen is investing about one billion US dollars in the development of the facility at Chattanooga, which will be among the world’s most advanced and environmentally compatible automo-

bile plants. The new plant is in line with the highest requirements of the U.S. LEED (Leadership in Energy and Environmental Design) stan-dard, which lays down stringent provisions for the sustainable, envi-ronmentally compatible construc-tion of buildings.

One of the key measures taken at the plant is the use of a painting pro-cess without any filler, which reduces CO2 emissions by about 20 percent. Water effi-ciency at the plant also meets the most stringent requirements. Volkswagen has built the world’s first automobile paint shop to use a waterless separation pro-cess for topcoat application. Thanks to the use of collected rainwater, water consumption at the Chattanooga plant is also considerably lower than at facili-ties of a com-parable size. In addition, the U.S. plant is the first Volkswagen facil-ity to rely entirely on energy-saving LED systems for outdoor light-ing. The produc-tion buildings and offices are also equipped only with ener-gy-saving lamps controlled by motion sensors. The entire light-

ing system of the plant uses some 20 percent less energy than a comparable facility.

The United States is one of the world’s largest and most important auto-mobile markets. The new U.S. plant lays the founda-tions for Volkswagen to meet its target of boosting Group sales in the United States to more than a million vehicles per year by 2018 at the same time as winning a market share of about six

percent for the Volkswagen Group.The U.S. Passat from Chattanooga,

specially tailored to meet the needs of American customers, and the Jetta produced in Mexico are key elements in Volkswagen’s offensive in North America. The next generation of the iconic Beetle will pick up the threads of the brand’s legendary heritage in the U.S.n

For Georgia dealer Jim Otwell, sup-porting the Ambassadors program of the National Automobile Dealers Charitable Foundation means more than just giving back to his community. It’s also a way to honor his parents and the legacy they left as the founders of his family’s 63-year-old dealership.

This year, Otwell named his late father, James A. Otwell, Jr., as an Ambassador with a $10,000 gift to the foundation in support of higher educa-tion in his home state. In 2006, Otwell created an ambassadorship in memory of his late mother, Dorothy H. Otwell.

“I wanted to honor my parents because if it weren’t for them I wouldn’t be here,” says Otwell, a former mem-ber of the National Automobile Dealers Association (NADA) board of directors

Georgia Auto Dealer Honors Family Legacy Through Ambassadors’ Programand dealer principal of Andean Motor Co. in Cumming, Ga., which his father began in 1948. Today, Otwell’s three sons rep-resent the third generation of the family business.

Through the Ambassadors’ pro-gram, Otwell supports Brewton-Parker College, a four-year, liberal arts Christian college in Mt. Vernon, Ga. With just more than 1,000 students, the small private college relies heavily on private dona-tions, Otwell says. Brewton-Parker hopes to raise $410,000 this year – almost twice its 2010 goal – to upgrade technology, maintain campus facilities and pay fac-ulty and staff salaries.

“Even though I don’t know who my donation is helping, it’s comforting to know that my gift is going to help some-one down the road, even after I’m gone,”

Otwell says.To become an ambassador, a

dealer, company, association or individ-ual makes a tax-deductible pledge of $10,000 to the foundation in their name or in recognition of loved ones, living or deceased. Donations of at least $1,500 are made to organizations of their choice every three years.

Today, there are a total of 513 Ambassadors who provide about $250,000 to organizations each year in the public or private sector, supporting a variety of causes, from emergency medi-cal services and education to job train-ing for adults with disabilities. This year, 155 Ambassadors will present grants to organizations of their choice. Since 1994, more than $1 million has been donated to organizations across the country.n

Language in Florida House Bill 5005, entitled “Deregulations of Professions and Occupations,” that would repeal Florida’s law requiring the registration of motor vehicle repair shops, the Motor Vehicle Repair Advisory Council, and the regulation of motor vehicle repair has been omitted in a budget conference report.

The Automotive Service Association (ASA) organized a grassroots effort in

Florida Shop Licensing Program Survives Deregulation EffortsFlorida to support the current shop regis-tration law. Florida repair shops contact-ed their legislators in support of keeping the shop registration statute.

The Florida Motor Vehicle Repair Act was created to assist consumers with matters relating to motor vehicle repair shops. The Motor Vehicle Repair Advisory Council was established to advise and assist the Department of Agriculture and Consumer Services in carrying out and

reviewing the rules relating to the Florida Motor Vehicle Repair Act. The law applies to dealers of new and used cars, trucks and motorcycles; garages; service sta-tions; self-employed persons; truck stops; and paint, body, brake, muffler, transmis-sion, mobile repair and glass shops.

If the bill had been passed as was originally drafted, motor vehicle repair facilities would be deregulated. Before 1993, there were approximately 5,500

consumer complaints per year related to automotive repair. Resolutions for these complaints went through the state court system, a two- to three-year expen-sive process. During fis-cal year 2009-2010, there were only 1,743 complaints for the year, a 70 percent decrease since the start of the program. With the Florida population increas-ing 35 percent during that time, the effective decrease in complaints was actually closer to 80 percent.

The Florida Motor Vehicle Repair Act is self-funded by the automotive service industry, and helps to offset much of the cost for the call center for all of the motor vehicle related programs. The annual cost of the program for 90 per-cent of the shops is $50 per year.

There are more than 22,000 auto repair shops in Florida. The program as part of the Florida Motor Vehicle Repair Act is effec-tive, and successfully arbi-trates nearly 70 percent of all complaints within 60 days. Automotive Service Association supports the Florida legislature’s decision to delete these provisions from House Bill 5005.n

The National Automobile Dealers Charitable Foundation has mobilized its Emergency Relief Fund to aid dealership employees recovering from the torna-does that devastated parts of Iowa and Alabama this Spring. Already, six people have received grants from the founda-tion to help them get back on their feet after losing their homes and most of their possessions. And the foundation con-tinues to seek donations to help more dealership employees in the South, as the need for aid rises.

April 27 left thousands in his community of Tuscaloosa, Ala., either without homes or with severe damage. Those whose homes were spared from total destruc-tion have been without power and hot water for more than a week.

At least two dealerships in Tuscaloosa suffered substantial dam-age, Leigh says, and many dealership employees are struggling to re-establish safe housing for their families. Leigh’s own dealership was unharmed, he says, but at least one of his employees was temporarily left without a place to live.

“I’ve got this great employee who had an apartment in one of the hardest-

hit areas of Tuscaloosa,” Leigh says. “He’s managed to find another apartment, but he’s really got nothing else, so money like this is extremely important at this time.”

The foundation’s emergency relief fund aids recovery efforts after natural disasters, such as flooding, hurricanes and tornadoes. Since the program start-ed in 1992, the fund has provided more than 7,500 dealership employees with financial assistance totaling almost $5 million. In 2008 more than $600,000 was distributed to dealership employees who suffered losses as a result of hurricanes Gustav and Ike and flooding in Illinois, Indiana and Iowa.n

Automotive Service Association (ASA) collision leaders included vehicle disclosure legislation and replacement crash parts notice and consent among top issues discussed recently on Capitol Hill. ASA members expressed support for H.R. 164, the "Damaged Vehicle Information Act," proposed by U.S. Rep. Cliff Stearns, R-Fla., chairman of the House Energy and Commerce Committee's Subcommittee on Oversight and Investigations. The act directs the U.S. Department of

Transportation's National Highway Traffic Safety Administration (NHTSA) to require greater disclosure of infor-mation relating to the market value and safety of damaged motor vehicles. H.R. 164 has been referred to the House Committee on Energy and Commerce.

In addition, ASA leaders empha-sized the need for consumers to have information about replacement crash parts, and explained that ASA's poli-cy for automotive replacement crash parts stresses that consumers should

have notice as to the types of crash parts used in repairing their vehicles and grant written consent of the use of these parts.

Throughout the day on Capitol Hill, ASA urged members of Congress to co-sponsor H.R.164 and also consider a requirement for written disclosure about the types of crash parts used in a repair, at the time of the repair; as well as a requirement for consumer consent in writing regarding the use of these parts.n

As Ford’s fuel-efficient vehicles gain momentum in California, com-pany researchers are showcasing what could be next – intelligent vehicles that wirelessly talk to each other to reduce crashes and the billions of gallons of gas wasted in congestion each year.

Recently, Ford convened a panel of auto industry, transportation and tech-nology visionaries at Dodger Stadium to experience the technology and discuss how intelligent vehicles could soon lead to breakthroughs in a more sustainable transportation system.

“Intelligent vehicles are the next frontier of collision avoidance innova-tions that could revolutionize the driv-ing experience and hold the poten-tial of helping reduce many crashes,” said Sue Cischke, group vice president, Sustainability, Environment and Safety Engineering.

An October, 2010 NHTSA report on the potential safety benefits of vehicle-to-vehicle communications estimates that intelligent vehicles could help in as many as 4.3 million police-report-ed, light-vehicle crashes annually, or approximately 81 percent of all light-vehicle crashes involving unimpaired drivers. Experts say intelligent vehicles could be on the road in the near future.

Ford is the first automaker to build functional prototype vehicles to pre-view the technology, and is conducting

a series of events across the country to explore the real-life benefits and near-term feasibility to save drivers’ lives, fuel and time spent on the road. In addition to Los Angeles, Ford’s demonstration tour has stopped in Washington, DC and New york, Ny and San Francisco on June 1.

How it works: Ford’s vehicle com-munications research technology allows vehicles to talk wirelessly with one another using advanced Wi-Fi signals, or dedicated short-range communications, on a secured channel allocated by the Federal Communications Commission. Unlike radar-based safety features, which identify hazards within a direct line of sight, the Wi-Fi-based radio system allows full-range, 360-degree detection of potentially dangerous situations, such as when a driver’s vision is obstructed.

For example, drivers could be alerted if their vehicle is on path to collide with another vehicle at an inter-section, when a vehicle ahead stops or slows suddenly or when a traffic pattern changes on a busy highway. The sys-tems also could warn drivers if there is a risk of collision when changing lanes, approaching a stationary or parked vehi-cle, or if another driver loses control.

The possibility of reduced conges-tion: By reducing crashes, intelligent vehicles could ease traffic delays, which would save drivers both time and fuel

costs. Congestion also could be avoided through a network of intelligent vehicles and infrastructure that would process real-time traffic and road information and allow drivers to choose less con-gested routes.

According to Texas Transportation Institute’s (TTI) 2010 Urban Mobility Report, traffic congestion continues to worsen in American cities of all sizes, annually wasting nearly 3.9 billion gal-lons of fuel in 2009 and costing the average Los Angeles commuter $1,464. Leading factors in traffic delays are caused by accidents, breakdowns and road debris, TTI maintains.

“We are not far from the day when vehicles will operate like mobile devices with four wheels, constantly exchang-ing information and communicating with our environment to do things like shorten commute times, improve fuel economy and generally help us more easily navigate life on the road,” said Paul Mascarenas, vice president, Ford Research and Innovation and chief tech-nical officer. “A smart network of intel-ligent vehicles has the potential to ben-efit drivers in many ways.”

Georgia House Bill 388, which aims to create a sales tax on services of many small businesses, is still alive in the Georgia Legislature. The bill, if passed, would be devastating to the automotive service industry, placing additional tax burdens on automotive maintenance, repair, auto body repair,

Despite the fact that no action was taken on Georgia H.B. 388 before the Georgia Legislature adjourned, the leg-islation could be considered during the

Association opposes the proposed auto-motive repair tax, and calls on Georgia independent automotive repairers and consumers to contact their respective representatives in opposition to the leg-islation.n

Automotive Service Association (ASA) collision leaders included the Insurance Modernization report in their top issues discussed recently on Capitol Hill. ASA members addressed how a key provision of the Dodd-Frank Wall Street Reform and Consumer Protection Act included a requirement for an insur-ance modernization report to the U.S.

Congress that was ASA-supported.Members also discussed the new

Federal Insurance Office (FIO), and the importance of the FIO.

ASA leaders made clear their support for the creation of the Federal Insurance Office and their opposition to attempts to repeal the requirement of an FIO report to Congress on insur-

ance modernization. ASA members also asked that Congress ensure that the FIO will allow collision repairer input in the insurance modernization report.

Overall, congressional leaders and staff members were made aware of the insurance modernization report’s importance to collision repairers, and were receptive to these concerns.n

Automotive Service Association (ASA) collision leaders met recently with top U.S. Environmental Protection Agency (EPA) Office of Compliance officials to discuss the EPA automotive refinishing regulation. In addition, ASA members briefed members of Congress on the new paint regulation during visits on Capitol Hill.

ASA supports the EPA auto refin-ishing regulation but has been con-cerned about some enforcement efforts in specific areas of the country. Some

ASA Leaders Discuss New Auto Refinishing Regulation with EPA Compliance Officialsstate environmental agencies have taken responsibility for enforcement of the regulation while others are leaving compliance matters to the U.S. EPA. This enforcement diversity has created some issues relative to the regulation. ASA’s collision leadership briefed the EPA on these issues.

One of the ongoing concerns is the regulation exemption for “Coatings applied from a hand-held device with a paint cup capacity that is equal to or less than 3.0 fluid ounces.” ASA worked

with the U.S. EPA in Research Triangle, N.C., and in Washington, D.C., in prepar-ing background for the auto refinishing regulation. ASA hosted the EPA at its trade show, the International Autobody Congress and Exposition (NACE), and in various ASA member shops around the country to help educate the EPA about shop systems, training and prop-er equipment. ASA will continue to work with EPA and state agencies on com-pliance issues for the auto refinishing regulation.n

Key among the enhancements to XF is the introduction of the 2.2-litre AJ-i4D turbodiesel engine. The unit features low-friction pistons and a water-cooled turbo-charger to increase efficiency plus active engine mounts and modifications to the sump and block to reduce NVH levels. gent vehicle work, doubling its research investment and convening a new 20-member task force – consisting of com-pany planners, engineers and scientists from around the world with expertise in safety, eco-mobility, infotainment and driver conveniences. The goal is to define the next 10 years of safety, convenience and driver assistance, and strengthen the company’s position as the global industry leader in connected vehicle technology.

“While there are challenges ahead, the foundation of these smarter vehicles is advanced versions of technologies that are pervasive – Wi-Fi and crash avoidance systems that Ford has pio-neered in mainstream vehicles today,” said Mascarenas. “Intelligent vehicles could help warn drivers of numerous potential dangers such as a car running a red light but blocked from the view of a driver properly entering the intersec-tion.”

Speaking the same language: Ford is partnering with other automakers and the federal government, as well as local and county road commissions, to create a common language that ensures all vehicles can talk to each other based on a common communication standard.

This public-private partnership will include the world’s first government-sponsored driving clinics beginning in summer 2011, for which the com-pany will contribute two prototype Ford Taurus sedans. The DOT’s Intelligent Transportation Systems (ITS) will head the research, continuing to coordinate with a coalition of automakers organized by the Crash Avoidance Metrics Partnership (CAMP), which is a joint research group headed by Ford and General Motors. The partnership is working to develop inter-operability standards in advance of completing the research phase in 2013.

“Ford has laid the groundwork to give vehicles a voice with SyNC and Wi-Fi technology,” said Jim Vondale, direc-tor, Ford Automotive Safety Office. “Now we’re working with other automakers and government leaders worldwide to

develop common standards globally to bring intelligent vehicles to market quicker and more affordably.”

Vondale has been appointed by Transportation Secretary Ray LaHood to represent automakers on the ITS Advisory Committee. Mike Shulman, technical leader, Ford Research and Innovation, leads the government-industry techni-cal partnership as program manager for CAMP.

Laying the connectivity ground-work: Many of Ford’s current technolo-gies show how intelligent vehicles will be able to help drivers. For example, features that alert drivers to approach-ing hazards, such as Ford’s collision warning with brake support and Blind Spot Information System (BLIS®) with cross-traffic alert rely on radar sensors to detect vehicles or objects close to the vehicle.

“Ford has pioneered connectiv-ity in modern vehicles with SyNC,” said Shulman. “We believe advanced Wi-Fi for intelligent vehicles could be added to smartphones or GPS systems and simply connect to SyNC like today’s phones.”n

Stop/Start system, the first time this tech-nology has been seen in a premium diesel sedan. This automatically shuts down the engine in just 300 milliseconds when the car comes to rest, in order to improve fuel economy and CO2 emissions by between five and seven percent.

No driver intervention is necessary, with the engine management software analysing a host of complex factors in order to decide when the engine can safely be stopped. A Tandem Solenoid Starter with a dedicated secondary battery instantly restarts the engine as soon as the driver’s foot leaves the brake pedal, ensur-ing it is running optimally by the time the accelerator is pressed. In order to facili-tate this pro-cess, the gear-box features H y d r a u l i c I m p u l s e S t o r a g e , which sup-plies oil pres-sure to actu-ate the shift elements.

For the first time, all diesel vari-ants are also a v a i l a b l e with Jaguar’s A d a p t i v e D y n a m i c s system, allowing the enthusiastic driver to enjoy the car’s outstanding chassis control and discover the XF’s sporting soul.

Whether experienced from the driv-er or passenger seat, the cabin of the XF is a uniquely welcoming and stylish place in which to spend time, using high-end materials in a truly contemporary manner.

Continuing to feature such dramat-ic ‘surprise and delight’ elements as the JaguarDrive Selector that rises from the centre console and air vents that rotate to their open position when the starter button is pressed, the XF interior has also received a comprehensive update.

Revised front and rear seats incor-porate a ‘hoop’ feature on both squab

and backrest that improves not only their appearance but also the support it offers by increasing the seat’s profile. New hide colour combinations, veneers and head-lining choices increase the personalisa-tion options available to buyers. All mod-els benefit from a revision to the colour scheme on the centre console, fascia and steering wheel where the ‘Tungsten’ fin-ish is replaced by a more contemporary ‘Aurora’ theme.

The XF incorporates a formidable amount of technology but in true Jaguar fashion it is integrated seamlessly into the function of the car and controlled through a central seven-inch Touch-screen with a new polarising filter for better contrast viewing.

In order to reduce driver workload,

additional switches have been added below the Touch-screen to instantly switch between different functions while new graphics are based on those in Jaguar’s flagship XJ. The main driver instrument cluster is now a full-colour TFT unit for greater resolution and clarity.

Three new audio systems are offered on the XF, all of which represent a significant upgrade on those previous-ly available. Heading this up is a 1200W, 17-speaker premium set-up, from British audio experts Bowers & Wilkins, which offers concert hall-like sound reproduc-tion.

All audio systems can be specified with a hard-drive based satellite naviga-tion system that incorporates a ‘virtual’ CD multichanger allowing the owner to

‘rip’ 10 CDs at a time into the car’s memory storage and play them as if they were a physical music medium. The system also now offers a number of different options for connecting MP3 players; two USB ports, one of which is iPod specific and Bluetooth connectivity that allows music to be streamed from a smart-phone.

The majority of the car’s functions can also be con-trolled from the driver’s seat by Jaguar’s Interactive Voice functionality, which provides an intuitive interface for safe, hands-free operation.n

EPA Postpones Effective Date of Proposed Boiler Regulation The U.S. Environmental Protection

Agency (EPA) is seeking additional public feedback and gathering more informa-tion on the final standards for boilers and certain solid waste incinerators that were issued in February of this year. Therefore, the regulations to reduce toxic pollution from boilers and incinerators are being delayed indefinitely.

The delay comes as a result of peti-tions and requests from a number of stakeholders. The impact of the post-ponement essentially ensures that busi-nesses do not have to comply with the rule until the EPA pursues further public comment and issues a new and final regulation.

According to the EPA, the delay of the implementation of the regulation is another setback for a rule that will prevent thousands of health conditions such asthma or heart attacks; however,

the agency said “these additional oppor-tunities for public input will ensure that any final standard will be informed by input and feedback from key stakehold-ers including the public, industry and public-health communities.”

The EPA has estimated that there are more than 200,000 boilers operating in industrial facilities, commercial build-ings, hotels and universities located in highly populated areas and communities across the country. For every $5 spent on reducing these pollutants, the public will see $12 in health and other benefits, the EPA estimates.

Under current law, both on- and off-specification used oil can be recy-cled through use as fuel in boilers, industrial furnaces and space heaters. Approximately 113 million gallons is used for heating purposes by approximately 100,000 small businesses across the U.S.

and off-specification used oil cannot be recycled as fuel, automotive maintenance facilities will have to test any used oil they collect from the public to determine if it meets specifications. If that happens, automotive maintenance facilities across the country could simply stop accept-ing DIy used oil, and as a result, much of the used oil that has been safely burned for heat in boilers and space heaters for many years could end up entering our water supply after being poured down a drain or on the soil.

The ASA, along with a coali-tion of other industry organizations, is supporting an effort to persuade EPA Administrator Lisa Jackson to consider the negative environmental and eco-nomic impact that the proposed boiler rule would have if it is finalized.n
