SSE(Works)/BHATAPARA: As per details given in Para 3.2.1, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/Bhatapara unit comes to 25 against sanctioned of 26. Hence, 01 vacant post of EBS is found surplus and should be surrendered. SSE(Works)/WRS/RAIPUR: As per details given in Para 3.2.2, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/WRS/R unit comes to 41 against sanctioned of 44. Hence, 03 vacant post [Valve Operator-01, FPOM-02] are found surplus and should be surrendered. SSE(Works)/RAIPUR: As per details given in Para 3.2.3, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/Raipur unit comes to 38 against sanctioned of 41. Hence, 03 vacant posts [Mason-01, Tech. Polisher-01, Valve Operator-01] are found surplus and should be surrendered. SSE(Works)/BMY: As per details given in Para 3.2.4, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/BMY unit comes to 31 against sanctioned of 34. Hence, 03 vacant posts [FPOM-01, Hammerman-01, Helper-01] are found surplus and should be surrendered. SSE/Water Supply/BMY:

As per details given in Para 3.2.5, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE /Water Supply/BMY unit comes to 28 against sanctioned of 35. Hence, 07 vacant posts (FPOM-05, Valve Operator-02) are found surplus and should be surrendered.

SSE(Works)/DURG: As per details given in Para 3.2.6, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/Durg unit comes to 30 against sanctioned of 30. Hence, no post is found surplus. SSE(Works)/BALOD: As per details given in Para 3.2.7, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/Balod unit comes to 36 against sanctioned of 38. Hence, 02 vacant post (Jr. Clerk-01, EBS-01) is found surplus

and should be surrendered. Therefore, out of total sanctioned of 248 posts, 18 surplus vacant posts [Mason-01, EBS-02, Hammerman-01, Tech. Polisher-01, Valve Operator-04, FPOM-07, Helper-01, Jr. Clerk-01] should be surrendered from SSE(Works/WS) units of Engineering Department in Raipur Div. considering present workload and outsourcing activities.

Suggestions:

1. It is suggested that water supply activity in Engineering Department should be outsourced to the maximum as per S.No.39 of Rly. Board’s D.O. No.E(MPP)2006/1/89 Dated 04-10-2006.

2. It is suggested that system for automatic starting and closing of water pump with timer should be provided to save the utilization of manpower.

3. It is suggested that some activity of SSE(Works) units like jungle cleaning at Railway colony & Station area should be outsourced to reduce the establishment cost.

4. The vacant post in different categories should be filled up for better monitoring of departmental & contractual civil engineering works. 3.4.5

5. It is suggested that the maintenance work of Water Supply System of Durg Railway Area should be shifted (along with Water wing staff ) from SSE/W/Durg

Unit to under the In-chargeship of SSE/Water Supply/BMY to improve the working system as the Water Supply/Unit/BMY has been exclusively established for ensuring the proper Water Supply in Railway area and this Unit has complete infra structure to carry out the concerned activities.

Maintenance work of Bhilai-3 Railway Colony along with BMY Cabins (presently executed under SSE/Works/Durg) should be shifted under BMY/ Works/ Maintenance Unit so that the complaints may be attended promptly and also the undesired Travelling Allowances (TA) can be controlled to make the system financially more viable.

7. Maintenance and Operation of Filter House and Water supply System including cleaning of Overhead Tank/Underground Tank should be shifted to work order under the Zonal Tender (as being done for SSE/ Water Supply Unit/BMY) so that the vital complaints related to Masonry work/Carpentry work (which generally are in large nos.) can be attended properly and promptly.

CHAPTER-I

INTRODUCTION

1.0 The study of SSE (Works/Water Supply) Units/offices of Engineering Department in

Raipur division has been undertaken to review the existing workload vis-à-vis cadre strength & requirement of staff in view of outsourcing of some works of SSE (works) and effective utilization of staff.

1.1 The The Engineering (Works) Department is headed by Sr.DEN (Co.) who governs the working of the department over Raipur division. This department is mainly meant for managing the work of construction of new buildings, maintenance and repair works related to railway quarters, service buildings, water supply, horticulture etc. For supervising the workload at site regularly, SSE/JEs(Works), Artisan staff, Helpers and other staff are deployed at different SSE(Works) units.

1.2 In the past, the Engineering (works) staff were engaged for construction and maintenance

by the railways on its own. But, presently, the scenario has been changed and Railways are going to adopt contract system in non-core activities day by day. In pursuance of Board’s guidelines, all type of repair works of service buildings and railway quarters, development of horticulture & its maintenance which come under non-safety and non-core activities, are included in zonal works and all type of construction works are being done on contract resulting the workload of existing engineering works staff has been reduced considerably.

1.3 The Engineering (Works) Department /Raipur Div. is divided into following SSE(Works/WS) units:

(i) SSE(Works)/BHATAPARA (ii) SSE(Works)/ WRS/RAIPUR (iii) SSE(Works)/RAIPUR (iv) SSE(Works)/ BMY (v) SSE/Water Supply/BMY (vi) SSE(Works)/DURG (vii) SSE(Works)/BALOD

1.4 Methodology: The following methodology has been adopted for conducting the study:

(i) Collection of relevant field data,

(ii) Examination of records, (iii) Direct observations regarding working of staff, (iv) Interaction with officers and staff and (v) Critical Analysis.

2.2 Duties of Engineering (Works) staff:

A) SSE/JE (Works):-

SSE/JE(Works) perform their duties in office as well as in field units which are broadly mentioned as follows:-

a) Inspections and maintenance of service buildings, staff quarters, foot over bridges.

b) Inspections and maintenance of water supply drainage/sewage maintenance.

c) Accountal, procurement and periodical verification of stores & tools required for regular

revenue maintenance.

d) Maintenance of land boundaries of Railway as specified in the Engineering Code/ Manual.

e) Execution of new/sanctioned works including zonal works.

f) Measurements and bills pertaining to works including correspondence, if any.

g) Periodical inspection of new works and inspections as specified in Engineering Manual.

h) Maintenance and repairing of roads.

B) Carpenter:- They are skilled and trained for repairing of wooden doors, windows, chairs, tables, wooden blocks for pipe-lines etc. of Railway quarters, Stores, C&W offices, Electric sub-station & other Railway offices that fall under jurisdiction of concerned SSE(Works).

C) Painter:- They are assigned the work of painting in railway quarters and different offices. Writing names on name plates of railway employees and marking dates of cleaning on over-head tanks and hauzes also comes under their duty list.

D) Mason:- Repair work of Railway quarters, hauzes, sewer lines and water’s underground hauzes etc. are attended by mason. They are also responsible for petty repair of broken floors of Railway stores, washing lines, SSE offices, and AC repair shops.

E) Fitter:- These staff are engaged for maintenance of Pipe-line fitting related activities. F) Black Smith:- These staff are engaged for maintenance of smithy related activities. G) Chowkidar:- Chowkidar staff are utilized in EI roster as care taker in the offices, stores,

ORH, Holiday Home etc. H) Mali:- Malis are utilized as work helper for watering the plants and sapling the plants in

rainy season in Railway colonies & stations. I) Valve Operator:- They are assigned the work of driving valves established for supplying

water at stations and Railway colonies.

2.3 Existing Workload of SSE(W) Office:- SSE(Works) is performing duties both in the office and field. These duties are broadly classified as – (i) Maintenance work (ii) Store work (iii) Establishment/Office work

Maintenance WORK Executive works inspection and maintenance of

(i) Service buildings

(ii) Staff quarters (iii) Bridges (iv) Roads (v) Drainage system (vi) Water supply arrangements (vii) Removal of encroachment

In the existing pattern, the maintenance work is divided as (i) Revenue work (ii) Estimate work

Revenue work is looked after by SSE(W) with the help of departmental staff and estimated work is entrusted to contractors under the supervision of themselves.

STORE WORK Man power of the depot are also utilized in stores work like as maintenance of registers for receipts and supply of material required in maintenance work.

ESTABLISHMENT/ Office WORK SSE(W) has to maintain various types of record and establishment matters of the staff. He also issues Pass/ PTOs to employees.

CHPTER-III

3.0 CRITICAL ANALYSIS & RECOMMENDATIONS :-

3.1 The actual staff strength of SSE (Works/Water Supply) units over Raipur Division is 209 as against the sanctioned strength of 248 as on 14.07.2017. The requirement of staff has been assessed based on the present workload, average no. of complaints attended per day, outsourced work, direct observations and discussion held with Supervisor/staff. As major works of SSE(works) have given on Zonal contract and petty repair works, water supply & some misc. works like jungle cutting, garden maintenance etc. are attended by SSE(Works) staff. Thus, the workload of SSE(Works) units has reduced and as such the present review of workload has been undertaken. It is found that some works like petty repair work/maintenance work, water supply work, Garden maintenance, attending complaints, office/store related work of SSE(W) units are regular and some works like Jungle cutting, Bridge maintenance etc. are periodical in nature. During observation, it is revealed that most of the complaints are related with masonry and pipe line/water supply work. The following are the results of the same:

3.2 Assessment of requirement of staff Unit-wise for SSE(Works/WS) Units in Raipur Div. :-

3.2.1 Requirement of staff for SSE(Works)/Bhatapara:

Supervisor Category: At present 02 Supervisors (01 SSE, 01 JE) are deployed. Considering the existing work load of Supervisors, work study team proposed 01 SSE required for overall in-charge of office, periodical inspection, preparation of proposals/estimates, 01 JE for assisting to SSE, dealing with staff booking, supervision of petty repair work/ maintenance of Qtrs./service buildings, water supply work, periodical inspection of Qtrs./service buildings & contractual works between DPH – BYT section and 01 JE for HN- MDH section respectively. Hence, Work study team proposed that 01 more JE is required to carry out the existing workload smoothly.

Ministerial staff: At present 01 OS is utilised for dealing establishment matters of staff like preparation of Muster Roll/TA bill/ Qtr. Occupation/vacation memos, issue of pass/PTO, D&A cases, RTI cases, correspondence work and all works related with Stores like maintenance of DMTR/Ledger, preparation of requisition, collection/supply of material, disposal of scrap material which is not found justified. Hence considering existing workload, 01 more Clerk is required to carry out the existing workload smoothly.

Artisan staff (Mason/Carpenter/Fitter/Painter/Blacksmith/VO): At present 04 Artisan staff (01 Mason, 01 ECR, 1 Painter & 01 Valve Operator) are utilised for attending petty repair work, maintenance work & water supply work as per requirement. Considering the avg. no. of complaints received/attended per day i.e. 03, the requirement of Artisan staff comes to 08 against sanctioned of 10 which is

justified. Presently 06 posts of Artisan are vacant.

Mason: San-04, On Roll-01

01 Mason + 01 Helper are utilised for masonry work which is not justified. As there are mostly complaints related with masonry work. Hence, considering the existing workload, 03 more Masons are required and may be fill up in priority.

ECR: San-01, On Roll-01

01 ECR + 01 Helper are utilised for carpentary work which is justified. Painter: San-01, On Roll-01

~ 21 ~ Work Study Cell, S.E.C.R

01 Painter + 01 Helper are utilised for painting work which is justified.

EBS: As no furnaces /smithy work are now existing and light work for Blacksmith has left & very less complaint related with blacksmith for which Helpers/contractual staff are utilised. Thus, there is no requirement of EBS. It is found that 01 sanctioned post of EBS is lying vacant since long time i.e. 05 years. Hence, 01vacant post of EBS is found surplus and should be surrendered.

PLF: San-02, On Roll-00

01 Trackman on loan basis+ 01 Helper are utilised for pipe line work which is not justified. However, major work are attended by contractual staff. As there are mostly complaints related with pipe line work. Hence, considering the avg. no. of complaints received per day, it is proposed that 02 vacant posts of PLF are required and may be fill up in priority and present deployment of Trackman as PLF may be redeployed in P-way unit.

Valve Operator: San-01, On Roll-01

01 VO + 01 Helper are utilised for valve operation work in 12 hrs. roster at BYT which is justified. At other station colonies under SSE(Works)/BYT jurisdiction, Operating/Engineering (P. way)staff are utilised for valve operation work. Hence, requirement of Valve Operator at BYT comes to = 01 x 02 shift +01RG/LR=03. The present utilization of Helper as Valve Operator should be continued as it is the need of MTS nowadays.

Helper: At present 14 Helpers are deployed. Out of 14, 07 Helper are deployed with Artisan staff for attending petty repair work, water supply work at Quarters/service buildings, 02 Helper utilised for misc. work as per rquirement, 02 Helpers are utilised as Chowkidar, 02 Helper as Valve Operator and 01 Helper utilised in the office work and assist SSE/OS. Considering the avg. no. of complaints received/attended per day i.e. 03, maintenance work, water supply work, jungle cutting, garden maintenance, chowkidari etc., the requirement of Helpers comes to 11 which is justified. It is observed that 03 Helpers are excess operated against the vacancy in Artisan category. Work study team proposed that 04 more Artisan is required to carry out the existing workload smoothly. Chowkidar: The requirement of Chowkidar for SSE(Works) office/Store will be 02 (01 in 12 hrs. shift) +01 RG/LR=03. Hence, present deployment of 02 Helpers as Chowkidar is justified. The Chowkidar deployed in day shift may also utilised for store related work.

Thus, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/Bhatapara unit comes to 25 against sanctioned of 26. Hence, 01 vacant posts of EBS is found surplus and should be surrendered.

3.2.2 Requirement of staff for SSE(Works)/WRS/Raipur:

Category wise critical assessment for need based requirement of Staff at SSE (Works) Unit/WRS/R is as under: Supervisor Category: Against the 03 sanctioned post of Supervisors (01-SSE + 02-JE), presently 05 (01-SSE+04JE) Supervisor have been deployed at the SSE/ works/WRS Unit . Assessing the requirement of Supervisors critically, it is observed that 01 JE deployed to look after the Workshop & DLS may also supervise the routine Works activities being carried on MNDH (Mandir Hausud) to LAE (Lakholi) and similarly the 01 JE deployed to look after WRS Colony, Officers Colony ,ORH,F/House, Community Hall etc. may be assigned to supervise the Works activities being carried out in NG Section (Dhamtari Line) as major part of the Work load has been shifted on Contractual work and with the needful coordination with the In charge (SSE) the existing workload can be coped up and as such the Actual strength of Supervisors may be right sized as per the Sanctioned strength. However, Senior Staff may be deputed on regular basis at vital Points so that the minor Complaints/discrepancies can be attended promptly.

Thus, the existing Cadre Strength of 03 Supervisors (01SSE +02 JE) is justified excess 02 JEs may be

redeployed at the suitable places against the existing Vacancy.

Ministerial staff: At present 01 OS is utilised for dealing establishment matters like preparation of Muster Roll/TA bill/ Qtr. Occupation/vacation memos, issue of pass/PTO, D&A cases, correspondence work and all works related with Stores like maintenance of DMTR/Ledger, preparation of requisition, collection/supply of material, and disposal of scrap material which seems inadequate to meet the requirement and thereby 01 Helper is proposed to deploy with the Ministerial Staff so that the concerned activities can be carried out smoothly. Thus, Work study team observed that 01 Ministerial Staff along with deployment of 01-Helper is

sufficient to Cope up the existing work load.

Artisan staff (Mason/Carpenter/Fitter/Painter/Blacksmith): Out of Sanctioned 16 Posts of Artisan Category (01-L/Collector, 05-Masons, 04-FPOM, 02-ECR, 02-PLF,01-EBS, & 01-Painter) Presently, 10 Artisan staff (03-Mason, 02-FOPM, 02-ECR, 02-PLF, & 01-EBS,) are utilised for attending petty repair work, maintenance work & water

supply work as per requirement. Considering the avg. no. of complaints received/attended per day i.e. 05. While assessing critically the requirement of Artisan Staff it is observed that most of the complaints are related with Masonry work and therefore 02 more Staff (Masons) along with 01 Licence collector & 01 Painter are proposed to deploy under Artisan Category and simultaneously the activities related to Water supply like Operation/ Maintenance of Filter Plant/House should be outsourced as the provision of Outsourcing of this activities has been made at Water Supply Unit /BMY/Bhilai and thereby the 02 vacant post of FOPM should be surrendered to achieve economy Thus, 14 Artisan staff of above mentioned Category are proposed to deploy instead of existing strength of

10 Artisan Staff against the total sanctioned of 16 posts of Artisan Category and therefore 02 posts of

Artisan Category is identified as surplus and should be surrendered.

Helper: Presently, total 17 Helpers have been deployed against the total Sanctioned of 17Posts. After making critical assessment for the requirement of Helper Category it is revealed that the Staff deployed under Category are being utilized for Multi-tasking Job i.e. assisting Artisan staff, Office work, as Chowkidar and as LR/RG as per requirement. Keeping the optimum utilization of Manpower in view, it observed that the present sanctioned of 17 post of Helper category is justified. However, the excess deployment of 03 Helpers is not financially viable and therefore they may be deployed at the requisite places as per requirement. Thus, Work study team observed that present sanctioned of 17 posts of Helper is sufficient to Cope up the

existing work load..

Valve Operator: At present 01 Valve Operator has been deployed against the total

sanction of 07 Posts and aprox. 02 to 03 Helpers are also utilised to meet the requirement. However, keeping the 03 excess deployment of Helprs. against the 17 Sanctioned posts in view, 04 Valve operators are proposed to deploy against the existing the 06 vacant posts of Valve Operator to right size the present Cadre strength. Therefore, 02 posts of Valve operator are indentified surplus and recommended to surrender and simaltaneously Work Study Team opines that the Operation and Maintenance of Water Supply System should be Outsourced as it has been implemented at Water Supply Unit/BMY/Bhilai. Thus, 02 vacant posts of Valve Operators identified as surplus and should be surrendered to achieve the

economy.

Chowkidar: In view of Multi-Tasking Concept, the Job of Chowkidar may be performed by utilization of helper Category Staff as per the necessity and requirement. Therefore, the existing nil sanctioned of Chowkidar posts is justified as the requisite Helpers Staff may

be utilised to carry out this job.

Thus, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper/Chowkidar) at SSE (Works)/WRS/R comes to 41 as against the total sanctioned of 44 posts. Hence, 03 vacant posts [Valve Operator-01, FOPM-02] found surplus and should be surrendered to achieve the goal of high economy. 3.2.3 Requirement of staff for SSE(Works)/Raipur:

Supervisor Category: At present 03 Supervisors (03 SSE) are deployed. Considering the existing work load of Supervisors, work study team proposed 01 SSE required for overall in-charge of office, periodical inspection, preparation of proposals/estimates, 01 SSE for assisting to SSE, dealing with staff booking, supervision of petty repair work/ maintenance work, water supply work, periodical inspection of Qtrs./service buildings & contractual works in DRM office & Rly. Station and 01 JE for supervision of petty repair work/ maintenance work in Engg. Colony, Loco colony, RPF colony & RVH colony respectively. Hence, Work study team proposed that 01 more JE is required to carry out the existing workload smoothly. Ministerial staff: At present 01 Sr. Clerk is utilised for dealing establishment matters of staff like preparation of Muster Roll/TA bill/ Qtr. Occupation/vacation memos, issue of pass/PTO, D&A cases, RTI cases, correspondence work and all works related with Stores like maintenance of DMTR/Ledger, preparation of requisition, collection/supply of material, disposal of scrap material which is found justified.

At present 04 VO + 03 Helper are utilised for valve operation /water supply work in Rly. Colonies. Out of which, 01 VO/Helper x 03 shift = 03 staff for Raipur Loco colony & RPF colony and 01 VO/Helper x 03 shift + 01 RG/LR = 04 staff for Raipur Engineering colony. 01RG/LR staff is utilised for both section. The present deployment of VO/Helper in 08 hrs. roster is not justified. As the Valve Operator are deployed in 12hrs EI roster, the requirement of Valve Operator at Raipur Engineering Colony, RPF Colony, Loco Colony and Bay Line comes to: 1 staff per shift per section x 2 shift =02 X02 + 01 RG/LR =05. 02 other Group D staff are utilized for water supply purpose under the section of SSE/Works/ R and the existing system of utilization should be continued. Thus total requirement of Valve Operator comes to 05. Hence 01 surplus vacant post of Valve Operator should be surrendered. The present utilization of Helper as Valve Operator should be continued as it is the need of MTS (Multi-Tasking staff) nowadays. Polisher: As the work of polisher is done by Painter and very less complaint related with polish for which Painter/Helper are utilised. It is found that 01 sanctioned post of Tech. Polisher is lying vacant since long time i.e. about 10 years. Thus, there is no requirement of Polisher. Hence, 01vacant post of Tech. Polisher is found surplus and should be surrendered. Valve Operator: San-08, On Roll-06

At present 06 VO are utilised for valve operation /water supply work in Rly. Colonies. Out of which, 01 VO is deployed in Zone-I BMY Rly. Colony in day shift (5.00-9.00 & 14.30-17.30 hrs.), 01 VO is deployed in Bhilai-3 Rly. Colony in day shift (5.00-9.00 & 14.30-17.30 hrs.) only, 03 VO (01 VO x 03 shift) deployed in Zone-II & III BMY Rly. Colony and 01 VO utilised as RG/LR. The present deployment of VO in 08 hrs. roster is not justified. It is found that valve operation/operation inside Filter plant house are done by outsourcing staff.

As the Valve Operator are deployed in 12hrs EI roster, the requirement of Valve Operator at BMY circulating area comes to: 1 staff for Zone-I & 01 staff for Bhilai-3 in day shift and 02 staff (1 x 2 shift) for Zone-II & III + 02 RG/LR =06. Thus total requirement of Valve Operator comes to 06. Hence 02 vacant post of Valve Operator are found surplus and should be surrendered.

FPOM: San-08, On Roll-03 Filter plant operation & maintenance activity under SSE/WS/BMY is fully outsourced from 17.02.2014. At present 03 On Roll FPOM are utilised as Helper and in case of attending major failure in Filter Plant. Thus there is no justification for keeping the post of FPOM under SSE/WS/BMY. Hence 05 vacant post of FPOM are found surplus and should be surrendered immediately. However, present utilization of on Roll FPOM may be continued for attending major failure in Filter Plant and supervise the contractual work and meet the emergency.

Mason: San-01, On Roll-00

It is felt that 01 Mason is required under this unit for attending masonry work related to many water storage tank leakage problem. As there are many complaints related with masonry work.

Helper: San-07, On Roll-12 At present 12 Helpers are deployed. Out of 12, 04 Helper are deployed with PLF for attending pipe line repair work, water supply work at Quarters/service buildings, 01 Helper utilised for office work , 01 Helper utilised for store work/Dak work, 01Helper working under ADEN/BIA, 01 Helper working under SSE/Works/SPL./DURG and 04 Helper are handicapped & utilised in misc. work as per need. Considering the avg. no. of complaints received/attended per day i.e. 08, maintenance work, water supply work etc., the requirement of Helpers comes to 07 which is justified. It is observed that 05 Helpers are excess operated against the vacancy in Artisan category. Work study team proposed that 03 more Artisan is required to carry out the existing workload smoothly.

Chowkidar: The requirement of Chowkidar for SSE (Water Supply)/BMY is nil as chowkidari work is done by SSE(Works)/BMY. Both units are located in same premise.

3.4 RECOMMENDATIONS & SUGGESTIONS : On the basis of above observation and critical analysis the following recommendations and suggestions are made :-

3.4.1 SSE(Works)/BHATAPARA:

As per details given in Para 3.2.1, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/Bhatapara unit comes to 25 against sanctioned of 26. Hence, 01 vacant post of EBS is found surplus and should be surrendered. SSE(Works)/WRS/RAIPUR: As per details given in Para 3.2.2, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/WRS/R unit comes to 41 against sanctioned of 44. Hence, 03 vacant posts [Valve Operator-01, FPOM-02] are found surplus and should be surrendered. SSE(Works)/RAIPUR: As per details given in Para 3.2.3, the requirement of staff (Supervisor/Ministerial

staff/Artisan staff/Helper) for SSE (Works)/Raipur unit comes to 38 against sanctioned of 41. Hence, 03 vacant posts [Mason-01, Tech. Polisher-01, Valve Operator-01] are found surplus and should be surrendered. SSE(Works)/BMY: As per details given in Para 3.2.4, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/BMY unit comes to 31 against sanctioned of 34. Hence, 03 vacant posts [FPOM-01, Hammerman-01, Helper-01] are found surplus and should be surrendered. SSE/Water Supply/BMY: As per details given in Para 3.2.5, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE /Water Supply/BMY unit comes to 28 against sanctioned of 35. Hence, 07 vacant posts (FPOM-05, Valve Operator-02) are found surplus and should be surrendered. SSE(Works)/DURG: As per details given in Para 3.2.6, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/Durg unit comes to 30 against sanctioned of 30. Hence, no post is found surplus. SSE(Works)/BALOD: As per details given in Para 3.2.7, the requirement of staff (Supervisor/Ministerial staff/Artisan staff/Helper) for SSE (Works)/Balod unit comes to 36 against sanctioned of 38. Hence, 02 vacant post (Jr. Clerk-01, EBS-01) is found surplus and should be surrendered.

Therefore, out of total sanctioned of 248 posts, 18 surplus vacant posts [Mason-01, EBS-02, Hammerman-01, Tech. Polisher-01, Valve Operator-04, FPOM-07, Helper-01, Jr. Clerk-01] should be surrendered from SSE(Works/WS) units of Engineering Department in Raipur Div. considering present workload and outsourcing activities.

SUGGESTIONS:

3.4.2. It is suggested that staff utilized for water supply activity in Engineering Department should be outsourced to the maximum as per S.No.39 of Rly. Board’s D.O. No.E(MPP)2006/1/89 Dated 04-10-2006.

3.4.3 It is suggested that system for automatic starting and closing of water pump with timer should be provided to save the utilization of manpower.

3.4.4 It is suggested that some activity of SSE(Works) units like jungle cleaning at Railway colony & Station area should be outsourced to reduce the establishment cost.

3.4.5 The vacant post in different categories should be filled up for better monitoring of departmental & contractual civil engineering works.

3.4.6 Maintenance work of Bhilai-3 Railway Colony along with BMY Cabins (presently executed under SSE/W/Durg) should be shifted under BMY/ Works/ Maintenance Unit so that the complaints may be attended promptly and also the undesired Travelling Allowances (TA) can be controlled to make the system financially more viable.

3.4.7 Maintenance and Operation of Filter House and Water supply System including cleaning of Overhead Tank/Underground Tank should be shifted to work order under the Zonal Tender (as being done for SSE/ Water Supply Unit/BMY) so that the vital complaints related to Masonry work/Carpentry work (which generally are in large nos.) can be attended properly and promptly.

3.4.8 It is suggested that the maintenance work of Water Supply System of Durg Railway Area should be shifted ( along with Water wing staff ) from SSE/W/Durg Unit to under the In chargeship of SSE/Water Supply/BMY/ Bhilai improve the working system as the Water Supply/Unit/BMY has been exclusively established for ensuring the proper Water Supply in Railway area and this Unit has complete infra structure to carry out the concerned activities.

CHAPTER-IV 4.0 FINANCIAL EVALUATION & RESULTS :-

Savings due to surrender of 18 identified surplus posts :-

Thus, recurring savings to the tune of Rs.87,19,776 say Rs. 87 lakh Per annum can be achieved due to surrender of 18 posts of SSE(Works/WS) units from Engineering Department in Raipur Div. and surrender memorandum to be issued by Sr. DPO/R/SECR.
