1. Public Health and Environmental Protection – RA 9003 Art.1 Sec. 2 (a) (General Provisions of RA 9003) to adopt a comprehensive SWM to protect public health and environment

2. Resource value of waste - RA 9003 Art. 1 Sec 2 (b) – as a policy of the state to use environmentally-sound methods that maximize the utilization of valuable resources and encourages resource conservation and recovery (of recyclable waste)

3. Responsibility Issues – RA 9003 Chap 2 defines the institutional mechanisms, assigning the different roles and responsibilities of government institutions regarding solid waste management.

4. Public awareness – Chap 3 Art. 1 Sec. 15 (m) – The national solid waste management framework includes information and education campaign strategies
