InRussia,theFederalCustomsService(FCS)overseesallregionalcustomsadministrationsandlocalcustomsoffices.Thecustomsauthoritiesperformcustomscontrolforfreightaswellasindividualvisitors’personaleffects.Theyalsocarryoutsanitary,veterinary,phytosanitary,currencycontrolandcrimepreventionfunctions.

Customs clearance and points of entry

Generally,customsofficesarelocatednearthebordersoftheCustomsUnion(CU)memberstates(Russia,KazakhstanandBelarus)aswellaswithintheCUterritory(inlandcustomsoffices).

ForcustomsclearanceofcargointendedfortheGames,youshouldchooseacustomsofficebasedprimarilyonhowyourcargowillarriveinRussia(i.e.byair,sea,land).

Iffreightarrivesbyseaorair,youmayperformcustomsformalitiesatthearrivalairportorseaport.

Forgoodsshippedbytrucksorrail,itisadvisablethatyouclearthemataninlandcustomsofficeinRussia,whichoffersbetterfacilitiesandinfrastructure.Onthiscase,thegoodsaredeliveredtotherelevantinlandcustomsofficeunderthecustomscontrolregime.Generally,ifcustomsclearanceisdoneinland,thecustomsauthoritiesmayrequireafinancialsecurity(bond)forgoodstransportationfromtheCU/Rus-sianbordertotheinlandcustomsofficeunlessgoodsaretransportedunderaTIRcarnetorbyacustomscarrier,whichholdsaspecialcustomslicense.Contactyourlogisticspro-viderforfurtherinformationandconsultation.

Performing customs formalities

Therearespecificpaperworkandcompliancerequirementsforclearinggoodsthroughcustoms.Performingcustomsfor-malitiesismainlytheresponsibilityoftheRussianpartytoatransactioninvolvingbringinggoodsintoRussia.But,foreigncompaniesmayalsoactasimportersofrecordforimportedgoodsprovidedtheymeetcertaincriteria.Forexample,aforeigncompanyactingasimporterofrecordmustbelegallyentitledtodisposeofthegoodswithinRussia.

Inmostcases,itmaybemoreconvenienttohireacustomsrepresentative(customsbroker)toactinyournameandonyourbehalfwhenperformingrequiredRussiancustomsformalities.Acustomsbrokermustholdacustomsauthori-zation(license)todeclaregoodstotheRussiancustomsonyourbehalf.Ifyoudohireabroker,maketosignacontractwiththebrokerandgivethemwritteninstructionsonthepurposeofthegoodsyouareimportingintoRussiaaswellasthecustomsproceduretobeassigned,etc.

Importing Games-related goods into Russia

IfyouareanOlympicorParalympicFamilymemberandplantobringgoodsintoRussiafortheSochi2014Games,youcantakeadvantageofaspecialsimplifiedcustomsprocedure(the“Sochi2014CustomsProcedure”).TheSochi2014Cus-tomsProcedurewasspeciallydesignedtomakeiteasierforOlympicandParalympicFamiliesmembersandotherGames-relatedorganizationstocomplywithcustomsruleswhenbringinggoodsintoRussiafortheSochiGames.SeebelowforthemainconditionsforimportinggoodsundertheSochi2014CustomsProcedure.

IfthecircumstancespreventyoutoenjoytheSochi2014CustomsProcedure,youcanstillusethetemporaryadmis-sion(“TA”)customsprocedure,whichoffersanumberofadditionalcustomsbenefitsifyourshipmentismadeundertheATAcarnetsystem.MoredetailedinformationisprovidedfurtherintheGuide.

Finally,ifyouareineligibleforanyoftheaboveoptions,youwouldmostlikelyhavetoreleaseyourgoodsforfreecirculationandpaycustomsimportdutiesandtaxesinfull.Forinstance,thiswouldbethecaseifyouintendtoimportexcisablegoods(e.g.tobaccoandalcoholproducts)orgoodsforcommercialpurposes.

TheOlympicandParalympicBrandsarecomprisedofallofthenames,phrases,marks,logosanddesignsrelatingtotheOlympicandParalympicMovements,includingthoserelat-ingtotheSochi2014Games.TheOrganizingCommitteeislegallyobligatedtotheInternationalOlympicCommittee(IOC)andtotheInternationalParalympicCommittee(IPC)andtheirmarketingpartnerstoprotectagainstunauthorizeduseoftheOlympicandParalympicBrandsinRussia.


TheOrganizingCommitteehasdulyregisteredtheOlympicandParalympicBrandswiththeRussiancustomsauthoritieswhoenabletoprotectagainstcounterfeittrademarkandpiratedcopyrightgoodsenteringRussia.

IfyouareamemberoftheOlympicandParalympicFamiliesoraGames-relatedorganization,youmayfreelyreleasegoodscontainingOlympicorParalympictrademarks(orthosenearlyresemblingthem)toRussia.TheOrganizingCommitteewillnotifyFCSonthemembersoftheOlympicandParalym-picFamiliesandontheGames-relatedorganizations.

IfyouarenotamemberoftheOlympicandParalympicFam-ilyand/oraGames-relatedorganization,youshouldsubmittotheOrganizingCommitteeawrittenrequestbypostorfaxforaseparateauthorizationallowingyoutoreleasetoRussiagoodsbearingtheOlympicandParalympicBrands.PleasedonotshipanygoodscontainingOlympicorParalympictrade-marks(orthosenearlyresemblingthem)thathavenotbeenproperlyauthorizedbytheOrganizingCommitteetobeingimported.

Wedrawyourattentionthatanyotherbrands(notspecifi-callyreferringtotheOlympicandParalympicBrands)maybealsoregisteredwiththecustomsauthorities.YoushouldhavethepreliminaryapprovalfromtherespectiverightholdertoreleasegoodsintoRussiabearingthegivenbrands.

Marking and labeling

Generally,therearenomarkingandlabelingrequirementsinRussiancustomslawwhichyouwouldhavetocomplywithforcustomsclearancepurposes.However,dependingonthespecificsofthegoodsyouintendreleasingtoRussia,youmaybestillrequiredtomarkorlabeltheminaccordancewithotherapplicableRussianlawsandregulations(mainlysani-taryandconsumerprotectionrelated).Thelistofgoods,thathavespecificmarkingorlabelingrequirements,mainlycoversfoodproducts,cosmetics,hygienicproducts,certaintypesofequipment.Personaleffectswhicharebroughtinbyindividu-alsforpersonaluseduringtheirstayinRussiaarenotusuallycheckedforcompliancewithsuchrequirements.

Asregardsexcisableproducts,someofthem(mainlyalcoholbeveragesandtobaccoproducts)shouldbemarkedwithexcisestampspriortotheirimportintoRussia(formorede-tails,pleaserefertotheSection“Importofspecificgoods”).ConsultyourcustomsbrokerbeforeshippinggoodstoRussiaonwhetherspecialmarkingandlabelingrequirementsapplyinyourspecificcase.


Sochi 2014 Customs ProcedureTheSochi2014CustomsProcedureallowsOlympicandPara-lympicFamiliesmembersandotherGames-relatedorganiza-tionstoreleaseeligiblegoodsintoRussiawithoutpayingcustomsduty,VATandcustomsprocessingfees.Aswell,theRussiancustomswouldnotrequireanyfinancialsecurity(bond).

GoodsimportedundertheSochi2014CustomsProcedurecanremaintemporarilyinRussiaand,ingeneral,shouldsub-sequentlybere-exported.Youmustagreewiththecustomsauthoritiesontheinitialperiodoftemporarystayforyourgoods,whichmaybeextendedundercertaincircumstances.

TheSochi2014CustomsProcedureimposessomecondi-tionsandlimitationsonhowyouuseanddisposeofyourgoods.So,weadvisethatyoucarefullystudytheconditionsoutlinedbelowtodetermine,firstofall,whetheryourgoodsareeligiblefortheSochi2014CustomsProcedure,andthenwhetheryouwouldbeabletomeettherelevantrequire-ments.

Eligible goods

TobeeligiblefortheSochi2014CustomsProcedure,goodsmustbeintendedforreleaseintoRussiasolelyforthepurposesoforganizingandstagingtheSochi2014Games.Generally,anygoodsintendedfortheGamesandimportedbyOlympicandParalympicFamiliesmembersareeligiblefortheSochi2014CustomsProcedure,withtheexceptionofProhibitedandRestrictedGoods,aswellasexcisablegoods(exceptforlightvehicles).

ThelistbelowgivesexamplesofthetypesofgoodsthatcanbeimportedforuseattheSochi2014Games,andthuscanbebroughtinundertheSochi2014CustomsProcedure:

• anysportsequipmentfortrainingorcompetingattheSochi2014Games

• professional(e.g.broadcastingandpress)equipment,includingvehiclesspeciallydesignedandadaptedforsoundandimagerecording,reproductionandtransmis-sion

Therearenoquantityand/orvaluelimitsongoodsdeclaredundertheSochi2014CustomsProcedure.

PleasegivespecialattentiontothelistsofProhibitedGoodsandRestrictedGoodsinAppendix2.Pleasealsonotethatcertaingoodsareexemptedfromthegeneralrestrictions,andthusarestilleligiblefortheSochi2014CustomsProce-dure.

Consumables and give-away items

YoucanbringgoodsintoRussiaundertheSochi2014Cus-tomsProceduretobegivenawayasgiftsandawardsorforadvertising,marketingorothernon-commercialpurposesdur-ingtheSochi2014Games.Ifthisistheirintendedpurpose,thevalueofsuchgoodsshouldbelessthanEUR500peritem.

Test Events for the Sochi 2014 Games

YoucanusetheSochi2014CustomsProcedureifyouarecomingtoRussiatoattendanyTestEventsbeforetheSochi2014GameslistedinAppendix3totheGuide.

Designated use

GoodsplacedundertheSochi2014CustomsProceduremustbeusedfortheSochi2014Gamesand/orTestEventsonly.

GoodsimportedundertheSochi2014CustomsProceduremaynotbeusedforcommercialactivities,includingbeingsoldordisposedofinanyway,rentedandusedforthepur-posesofprovidingincome-generatingservices.Thereareonlyafewexceptions,andthesearerelatedtotheleaseoruseofgoodstorenderservicestoAuthorizedPersons.How-ever,inthiscaseresponsibilityforcompliancewiththeSochi2014CustomsProcedurestillremainswiththepersonwhobroughtgoodsintoRussia.

MedicinescanbedeclaredundertheSochi2014CustomsProcedureonlybyNationalOlympicandParalympicCommit-teesandSportsFederationsparticipatingintheSochi2014GamesandTestEvents.

Athletes,teamofficials,coachesandjudgescanalsoapplytheSochi2014CustomsProcedureifthegoodstheyarebringingintoRussiaareeligible.However,athletes,teamofficials,coachesandjudges,asindividuals,areexpectedtobringtheirsportsequipmentandpersonalbelongingsintoRussiaaccordingtotheconditionsandproceduresdescribedinthe“Passengers–customsinformation”sectionsincetheyareeasiertofollow.

Importing goods by contractors of Authorized Persons

OfficialcontractorsofAuthorizedPersonsimportinggoodsintendedfortheSochi2014GamesarealsoentitledtousetheSochi2014CustomsProcedure.

Declaring goods under the Sochi 2014 Customs Procedure

YouwillneedtocompleteacustomsdeclarationwhenyourgoodsarriveinRussiaandtheyareassignedtotheSochi2014CustomsProcedure.PleaseseeasampleofthisforminAppendix5.Thesampleformisintheprocessofbeingapproved.

Thecustomsdeclarationformiseasytofillin.Itdoesnotre-quireagreatdealofinformationandisfairlystraightforward.Tomakethecustomsclearanceprocessgoabitfaster,youcanfillitoutinadvanceandbringittogetherwiththegoods.Pleasealsokeeptheformsubmittedtocustomswhenbring-inggoodsintoRussiaundertheSochi2014CustomsProce-dureasyouwillneeditwhenthegoodsleaveRussia(includ-inginpartialshipments)followingtheiruseattheGames.

OnthisformyouwillneedtostatethatthegoodsarebeingtemporarilyimportedforuseattheGames.ThiswillshowthatyouareclaimingreliefundertheSochi2014CustomsProcedure.Youarenotrequiredtostatethatcertaingoodsareforfree-of-chargedistributionwhencompletingthecustomsdeclarationform-youwillberequiredtonotifythecustomsauthoritiesaboutgivenawaygoodsuponfinalizingtheSochi2014CustomsProcedure.Pleasealwaysremem-berthatthevalueofsuchgoodsshouldnotexceedEUR500peritem.

ToassigngoodstotheSochi2014CustomsProcedure,youwillneedtohaveastandardsetofdocuments,whichincludes:

Amongotherinformation,theinvoice(proforma)orotherdocumentshouldincludethefollowing:

InvoicesandshippingspecificationsinEnglishmaybeac-ceptedbyRussiancustomsauthoritiesforcustomsclearancepurposes.However,theymightrequestthatthedocumentsbetranslatedintoRussian.CustomsbrokersinRussiausuallyprovideassistancewiththis.


Properlyprepareddocumentsarevitaltoinsuresmoothcustomsclearanceandreducethefrequencyofcustomsexaminationsofyourshipment.Ifdocumentsareinconsist-entordonotproperlydescribethegoodsbeingdeclaredtocustoms,thentheriskofthecustomsauthoritiesexaminingthegoodsincreases.

Ifyoudeclaregoodsasarepresentativeonbehalfofacom-pany/organization,youshouldhaveapowerofattorneyorotherdocumentshowingthatyouhavebeenauthorizedtodoso.

Weadvisethatyouspeaktoyourcustomsbrokertodiscussindetailandagreeinadvanceonwhichdocumentsyouwillpresenttocustoms.

Period of goods’ stay in Russia

WhendeclaringeligiblegoodstoRussiancustoms,youshoulddeclaretheperiodoftheirstayinRussia,basedontheirintendeduse,andthedurationoftheeventsthegoodsaretobeusedfor,etc.Ifthereisaneedtostaylonger,theinitialtermcanbeextendedbasedonawrittenrequestsubmittedbytheimportertothecustomsauthorities.Itispossibletoextendtheperiodofgoods’stayifyouwouldliketousegoodspreviouslyimportedforTestEventsfortheGames.

UndertheSochi2014CustomsProcedure,passengerve-hiclesareallowedtostayinRussiaforaperiodofnomorethanoneyearandthenmustbeexported.

ThefinaldeadlineforexportinggoodsimportedundertheSochi2014CustomsProcedureis31December2016.

Finalization of the Sochi 2014 Customs Procedure

TheSochi2014CustomsProcedureshouldbefinalizedbyexportingtherelevantgoodsfromRussiabythedeadlineinitiallyagreedwiththecustomsauthorities.Youwillberequiredtodeclarethegoodstothecustomsauthoritiesbysubmittingtheappropriatecustomsdocuments.

Inarangeofothersituations,youmayalsobeallowedtocompletetheSochi2014CustomsProcedurebyplacingtherelevantgoodsunderthecustomsprocedureofreleasefordomesticconsumptioninRussia,orassigningthemtoan-othercustomsprocedureallowedunderRussiancustomslaw(e.g.disposaltothestate).

WhencompletingtheSochi2014CustomsProcedurebyplacingthegoodsunderthecustomsprocedureofreleasefordomesticconsumption,itisuptoyoutodeterminewhetherthecustomsvalueoftherelevantgoodsshouldbedeter-minedonthebasisofgoods’residualorinitialvalue.

Ifgoodssuchasconsumables,food,medicinesandsimilargoodswereused,youshouldsubmitanotificationtothecus-


tomsauthoritieswithalistofgoodsconsumed,specifyingtheirnames,quantityandvalue,aswellasareferencetothecustomsdeclarationbywhichthesegoodsenteredRussiaundertheSochi2014CustomsProcedure.Thesamepro-cedureshouldbefollowedifgoodsaregivenawayforfreeduringtheGames.

Non-compliance with the terms of the Sochi 2014 Customs Procedure

NotethatimproperuseofgoodsimportedundertheSochi2014CustomsProcedure,andfailuretoexportthemfromRussiaorassignthemtoanotherallowedcustomsprocedureinduetime,and/orcomplywithotherrequirementsimposedbythisprocedure,willtriggervariousnegativeimplications.Thiscouldincludethecustomsauthoritieschargingtheapplicablecustomsdutiesandchargesandevenpenalties,whicharegenerallyveryhigh(upto200%ofthevalueoftherelevantgoods).


Temporary admission of goodsIfyouplantobringgoodsintoRussiafortheGamesandthenexportthemafterwards,butyourgoodsareineligiblefortheSochi2014CustomsProcedure,youmayusetheTemporaryAdmission(“TA”)customsprocedure.

UnderTA,youcanenjoyfullrelieffromcustomsdutiesandtaxes.IfyouareineligibleforTAwithafullexemptionthenyoumayhavetopaycustomsdutiesandtaxesinmonthlyinstallmentsforthedurationofTA.Pleaseseebelowformoredetails.

Generally,fullexemptionsaregrantedfortemporarilyimport-edgoodsiftheystayinRussiafornomorethanoneyear.Youcanrequestanextension,butyouwouldthenhavetomakemonthlycustomspaymentsandnofurtherrelieffromcustomsdutiesandchargeswouldapply.

Thecustomsauthoritiesmayrequireafinancialsecurity(bond)forcustomspaymentintheformofacashdepositorbankguarantee.

IfgoodsdonotqualifyforentryintoRussiaunderTAwithfullrelieffromcustomsdutiesandcharges,partialreliefwouldapply.Thismeansthat3%ofthetotalamountofcustomstaxesduemustbepaideachmonthovertheperiodofthegoods’stayinRussia.ThismonthlypaymentiscappedattheamountofcustomsdutiesandVATthatwouldnormallybedueifthegoodswerereleasedfordomesticconsumption.

Goods ineligible under TA

Foodproductsandbeverages,rawmaterialsandsemi-finishedproducts,otherconsumablegoods(suchasalcoholic,tobaccoproducts)anddisposableitemsareineligibleforTA.

Commercial goods

YoucannotbringgoodsinunderTAtosellforcommercialgainwhileinRussia.Ifyouintendtobringinsuchgoods,theywillbeclassifiedascommercialimportsandsubjecttocus-tomsdutiesandtaxesupontheirimportintoRussia.Pleaserefertosection“Releasefordomesticconsumption”formoredetails.

TA requirements

YoushouldbeawarethattouseTA,pre-approvalmustbeobtainedfromthecustomsauthorities.Ifyouhaveapres-enceinRussia(e.g.branch,LLC,etc.),thereshouldbenoproblemgettingthispre-approval.But,ifyouhavenopres-enceinRussia,youmaywanttoconsidersubcontractingwithaRussianlegalentitytoactastheimporterofrecord.Otherwise,youareadvisedtocontactyourlogisticsproviderorcustomsbrokertoarrangetheflowofgoodsinawaythatwouldallowyoutoperformcustomsclearanceinRussia.

GoodsallowedforTAreleasemustbeidentifiableandsubse-quentlyexportedinthesameconditionaswhentheyarrived,exceptfornormaldepreciation.Inpractice,thegoods’iden-tificationisensuredthroughspecialmarking,IDnumbering,pictures,etc.Underthegeneralrules,theTAtermisestab-lishedbythecustomsauthoritiesbasedonthepurposeofentryintoRussiaandcannotexceedtwoyears.

IfgoodsenteredunderTAarenotexportedintime,youwillhavetopaycustomstaxesanddutiesdueonsuchgoods.

Use of goods under TA

Asarule,itisonlytheimporterofrecordwhoisallowedtousethegoodsunderTA.Thesegoodscanbetransferredtoanotherpersonwiththeapprovalofthecustomsauthorities.Temporarilyimportedgoodscanbetransferredtothirdpar-tieswithoutthispermissionforrepairs,storageandtranspor-tationonly.

IfyouimportedgoodsunderTAwithfullrelief,thenyoucannotusethemforcommercialpurposes.Suchcommercialuseoftemporarilyimportedgoodsisallowedifyoumakecustomspaymentsinmonthlyinstallments.

Declaring goods under TA

ThedeclarationstobesubmittedtothecustomsauthoritieswhenplacinggoodsunderTAinRussiaandwhensubse-quentlyexportingthemarestandardformsthataremuchmorecomplexthantheformprovidedfortheSochi2014CustomsProcedure.Alsonotethatyouwilllikelyberequiredtoprovidedocumentsforcustomspurposesbeyondwhatisincludedinthestandardpackage(e.g.contract,invoice,transportationdocuments,etc.).Thesewouldlargelydependonthespecificsofthetransaction,goods,etc.Wethereforeadvisethatyouaddressandclarifyallsuchissuesinadvancewithyourlogisticsproviderand/orcustomsbroker.

ATA carnetAsstatedabove,ATAcarnetsmaybeusedforTA.IfyouareenteringRussiafromacountrythatissuesATAcarnets,goodscanbetemporarilyimportedforuseattheGameswithcertaincustomsbenefits.UsinganATAcarnetcanhelptosimplifycustomsclearanceofgoodsinanycountriesvisitedenroutetoRussia,providingthosecountriesalsoparticipateintheATAcarnetsystem.

TheATAcarnetisaninternationalcustomsdocumentissuedforacertainfeebynationalchambersofcommerceorothernationalassociationsauthorizedbythecustomsauthoritiesinparticipatingcountries.TheATAcarnetreplacesthenormalcustomsdocumentationrequiredatthetimeofimportandexport.

TheATAcarnetcoversgoodseligiblefordutyfreeimporta-tionunderTAwithfullrelieffromcustomsdutiesandtaxestemporaryimportedforuptooneyear.Itdoesnotcoverconsumablegoods,disposableitemsorgoodsintendedforcommercialuse.PursuanttoRussianlawssportequipment,sportgearcannotbereleasedforGamesunderthecoverofanATAcarnet.

IfthegoodsstayinRussiaforaperiodlongerthanoneyear,areplacementATAcarnetwillneedtoberequestedfromtheassociationthatissuedthefirstone.ThenewATAcarnetmustbeprovidedtotheRussiancustomsauthoritiestobedulyformalized.

Theissuingassociationmaymakeachargefortheissueacarnetandwillrequiretheholdertoprovidethemwithaguaranteeorothersecuritytohelpensurethatthegoodswillbeexportedfromthecountrybeingvisited.

AnATAcarnetisonlyvalidinthecountriesthataresigna-toriestotheConventiononTemporaryAdmission(Istanbul,1990).ThelistofcountriesisinAppendix6.

Benefits available if an ATA carnet is used

UsinganATAcarnet:

• simplifiesimport/exportcustomsclearanceofgoodsbyreplacingcustomsdocumentsthatwouldnormallyberequired

• providesfinancialsecurityforcustomsdutiespotentiallydueongoodsthatwillbeusedinthecountriesvisited(i.e.Russia)

• helpstoovercomelanguagebarriersandremovestheneedtocompleteunfamiliarcustomsforms

• allowstheuseofasingletypeofdocumentalongtheentireroute,regardlessofthenumberofborderscrossed(providedallcountriesvisitedaresignatoriestotheConventiononTemporaryAdmission)

How does ATA carnet work?

Thecarnetmustbepresentedatcustomseachtimegoodsareimported,exportedortransportedthroughacountry.Thecarnetconsistsofacoverandvoucherstobeusedduringentryandexitfromeachparticipatingcountryvisited.Thecoversheetidentifiestheholder,address,intendeduseofthegoods,whichcountriesthecarnetcanbeusedin,andhowlongitisvalidfor.Pleaseaccuratelyfillinthesefieldstoensurethatthename,description,quantity,andotheritemsarecorrect.Also,pleasebearinmindthatyoumustincludetheexactnameofanorganizationusingtheATAcarnet(e.g.“SportsFederation”insteadof“Sportsteam”).

Designated customs offices

NotethatnotallRussiancustomsofficesareauthorizedtoacceptATAcarnets.Therefore,ifyouintendtobringgoodsintoRussiaunderanATAcarnet,weadvisethatyoucheckbeforehandwhetherthecustomsofficeyouplantouseisonthelistofthoseentitledtocarryoutcustomsproceduresforATAcarnet-coveredgoods(81customsofficesacrossRussia).AlistofsuchcustomsofficesisspeciallymarkedinAppendix1.

IfyouareimportinggoodsintoRussiaforpermanentuse,forsalespurposes,orifyouareimportingexcisablegoodsthatcannotbeplacedundertheSochi2014CustomsProcedureorTA(forexample,alcoholicbeverages,tobaccoproducts),youshouldreleasesuchgoodsfordomesticconsumptionprocedure(“RDC”)inRussia.

Inthiscase,youwillneedtofillinandsubmitaformalcus-tomsdeclaration,undergoallnecessarycustomsformalities,andpaythecustomsdutiesandtaxesdueonsuchgoods.Also,seriesofdocumentswillberequiredforcustomsclear-anceandvaluationpurposes.Pleasecontactyourcustomsbrokertoaddressquestionsyoumayhaveinthisrespect.

Customs duties and taxes rates

Generally,customsdutyratesrangebetween0%and20%ofthecustomsvalueofgoods,dependingontheexacttypeofgoods.Somegoodsaresubjecttohigherdutyrates(forexample,passengervehiclesandethylspirits).

CertaincategoriesofgoodsaresubjecttoexcisetaxwhenimportedintoRussia(e.g.alcoholicbeverages,includingbeer;cigarettes;lightvehicles;gasolineanddieseloil;etc.).Formostexcisablegoods,theexcisetaxisassessedaccordingtoaflatratebasedonthevolume,weightorothercharacteristicsofthegoods.

Forthemajorityofgoods,theimportVATrateis18%ofthecustomsvalue,inclusiveofcustomsdutyandexcise(ifany).Othergoodsmaybesubjecttothereduced10%VATrate(e.g.foodproducts,children’sgoods,certainmedicines)ortoVATexemptionsupontheirimportintoRussia.

Duringthegamestimelockdownperiod(firstquarteroftheyear2014),allvenueaccessprotocolswillbeineffect.Asapartofthoseprotocols,freightforwardersmakingdeliverieswillberequiredtosatisfytheFour(4)KeystotheGate:

• VehiclemusthaveaVAPP(VehicleAccessParking Permit)• Driver/andoccupantsmusthaveandshowvalid Accreditation• VehiclemustbeontheMasterDeliverySchedule(MDS)• Thevehicle’scargomustbescreenedandsealed

Delivery windows

Toreducethecongestiononroadsandavoidmixingdeliveryvehicleswithathletesandspectators,eachvenuewillhaveaspecificwindowwhendeliveriescantakeplace.FreightForwarderswillonlybeallowedaccesstoavenuewithinthatvenue’sspecifieddeliverywindows,asdeterminedbySochi2014logistics.Onlyinextremecases,freightforwarderswillbeallowedtomakedeliveriesoutsideofthesewindows.

Post Games and bump out

AtthecompletionoftheOlympicandParalympicGamesand/oroperations,bump-outwillcommenceatvenueswherealltemporarygoodsthatweredeliveredforthegamesperiodwillberemoved.Thisstage,whichisvenuespecificandde-pendentupontheoperationalschedule,mayoccurposttheclosingceremony.Freightforwarderswhomadedeliveriesduringthebump-inperiodwillthenbeallowedtoaccessthevenueandretrievetheirgoodsbycontactingtheSochi2014Logistics48hoursinadvanceto(a)beplacedontheMasterDeliveryScheduleaswellas(b)receivebump-outpasses.

Post bump out

OncetheSochi2014assetshavebeenremovedfromthevenuesandtheSochi2014securitypersonneldeterminedtheOlympic/ParalympicGamesthreatcanbelifted,restric-tionswillberemovedandfreightforwarderswillbeabletoaccessthevenuewithoutprotocols.

Personal imports

PersonalsportsequipmenttemporarilybroughtintoRussiabyindividuals(includingathletes)isnotsubjecttocustomsdeclaration.Suchequipmentiseligibleforduty-freeentryintoRussia,providedthatthequantitiesareappropriateforuseduringatemporarystayinRussia.

Firearms and ammunition

SomecategoriesoflethalweaponscannotbebroughtintoRussiaunderanycircumstances.Thisincludessomelongguns,rapid-fireweapons,switchblades,gravityknives,brassknuckles,andhighlylethalammunition(e.g.armor-piercing,incendiary,discontinuous,tracers,andcartridgeswithadis-placedcenterofgravity).

ThereisalsoalistofRestrictedGoodsthatcanbeimportedonlybyapersonholdingapermitfromtheRussianauthori-ties.Thelistofrestrictedweaponsincludesfirearmsandam-munitionintendedforathleticuseduringtheGames.

TheOrganizingCommitteewillhelpathletestoobtainthenecessarypermitsforbringingathleticfirearmsandam-munitiontotheGames.AthletesorteamofficialsholdingsuchpermitsareentitledtoapplytheSochi2014CustomsProcedurewhenbringingthesefirearmsandammunitionintoRussiafortheGames.

Wireless telecommunications and broadcasting equipment

TheSochi2014CustomsProcedurecanbeappliedtoradioandtelevisionproductionandbroadcastingequipment,aswellasvehiclesspeciallydesignedandadaptedforsoundandimagerecording,reproductionandtransmission(e.g.ra-dioortelevisionvans)andtheirequipmentprovidedtheyareimportedbyGames-relatedorganizations.

PriortobringingsuchequipmentandvehiclesintoRussia,thedeclarantshouldcompletetheapprovalprocedurethroughtheSochi2014OrganizingCommitteeinordertoimportandoperatethisequipmentintheSochiarea.Games-relatedor-ganizationsarestronglyencouragedtoapplytotheRussianFederalAgencysupervisingcommunications,massmediaandinformationtechnologies(Roscomnadzor)andMinistryofIndustryandTrade(“MIT”)forapprovalswellinadvancetoavoiddelaysinreleasingtheequipment.

Medicines and pharmaceutical products

Youmaybeauthorizedtobringmedicinesandpharmaceuti-calsubstancesintoRussiafortheSochi2014GamesundertheSochi2014CustomsProcedureifyoufallintothefollow-ingcategoriesofAuthorizedPersons:

Tobacco and tobacco products

TobaccoandtobaccoproductsimportedintoRussiaforcommercialpurposeswillbeprocessedunderthecustomsprocedureforgoodsintendedfordomesticconsumption,andallapplicablecustomsdutiesandtaxesforsuchgoodsshouldbepaid.Tobaccoproductsarealsosubjecttoexcisetax,whichmustbepaiduponimportationintoRussia.AlltobaccoproductsmusthaveexcisestampsinordertobeimportedintoRussia.

Inadditiontothepermitsrequiredtoimporttobaccoprod-uctsintoRussia,youshouldalsoknowthatonlycertainRus-siancustomsofficescanclearexcisablegoods.

AnindividualtravelercanbringuptotwodogsforpersonalneedsintoRussia.Guidedogsandassistancedogsareal-lowedtoenterRussiawithoutquarantine,providedtheyareaccompaniedbyavalidinternationalveterinarypassportorveterinarycertificate.

Dogsmustbevaccinatedatleasttwoweeksbeforeenter-ingthecountry,unlesstheyhavebeenvaccinatedwithinthepasttwelvemonths.Aveterinarypassportshouldcontainapprovalfromtheappropriateauthorities,confirmingthatthedoghadaclinicalexaminationwithinfivedayspriortoenter-ingthecountry,andthatpreventivevaccinationtookplacewithinthepasttwelvemonths.

“On amending the Decision of the Customs Union Com-mission No 130 dated 27 November 2009 and the Deci-sion of the Customs Union Commission No 329 dated 20 May 2012 for the purposes of organizing and holding the XXII Olympic Winter Games and the XI Paralympic Winter Games in 2014 in Sochi”

Inaccordancewiththepoint1sub-point17andpoint3oftheArticle202oftheCustomsCodeoftheCustomsUnionandforthepurposesofensuringtheorganizationandtheholdingoftheXXIIOlympicWinterGamesandXIParalympicWinterGamesin2014inSochi,theCustomsUnionCommis-siondecided:

1.Towithdrawclause7.1.7fromthepoint7oftheResolu-tionoftheCustomsUnionCommissionNo130dated27November2009“OntheUnifiedCustomsTariffRegulationoftheCustomsUnionoftheRepublicofBelarus,theRepublicofKazakhstanandtheRussianFederation”.

2.TosupplementtheListofgoodseligibleforthespecialcustomsprocedureandthetermsandconditionsimposedunderthisprocedure,asapprovedundertheResolutionoftheCustomsUnionCommissionNo329dated20May2010,withthepoint9havingthefollowingcontent:

“9.ForeigngoodsmovedacrossthecustomsborderoftheCustomsUnionanddestinedfortheorganisationandholdingoftheXXIIOlympicWinterGamesandXIParalympicWinterGamesin2014inSochi(hereinafter-theOlympicandPara-lympicGames)aretobereleasedunderthespecialcustomsprocedureinthecountrywhereOlympicandParalympicGamesareheld(hereinafter-theRussianFederation)freeofcustomsduties,taxesandwithnoapplicationofnontariffregulatorymeasures.

Thefollowinggoodsarenotallowedforbeingplacedunderthespecialcustomsprocedure:-goodsprohibitedfromenteringthecustomsareaoftheCustomsUnion;-goodsrestrictedforentryintothecustomsareaoftheCus-tomsUnionaccordingtotheUnifiedListofGoodssubjecttoimportorexportbansorrestrictionsinthetradebetweenCustomsUnionmemberstates,undertheframeofEurAsEC,andthirdcountries,approvedundertheDecisionoftheCus-tomsUnionCommissionNo132dated27November2009(hereinafter-theUnifiedList),exceptforgoodsincludedunderthefollowingsectionsoftheUnifiedList:

2.14(drugsandpharmaceuticalsubstancessubjecttorestrictionsupontheirmovementacrosstheCustomsUnioncustomsborder);2.16(radio-electronicand(or)high-frequencydevicesforciviluse,includingthosebuilt-inorbeingpartofothergoodswhicharesubjecttorestrictionsuponreleaseontheCus-tomsUnionterritory);2.19(encryption(cryptographic)deviceswhichreleaseontoandfromtheterritoryoftheCustomsUnionissubjecttorestrictions);2.22(serviceandcivilweapons,itsmaincomponentsandammunition,whicharerestricteduponreleaseontoandfromtheterritoryoftheCustomsUnion,aswellasfromtransitacrosstheCustomsUnion);excisablegoodspursuanttotheRussianlaw,exceptformo-torvehiclesclassifiedunderthe8703tariffheadingaspertheCustomsUnionCommodityNomenclatureforForeignEconomicActivities.

GoodslistedinthefirstpartofthisclausemaybereleasedunderthespecialcustomsprocedureifdeclarantsofsuchgoodsarepersonsincludedinthelistestablishedunderthelegislationoftheRussianFederation.

Goodslistedinthepartoneofthisclause,exceptformotorvehiclesclassifiedunderthe8703tariffheadingoftheCus-tomsUnionCommodityNomenclatureforForeignEconomicActivities,maybegrantedwiththespecialcustomsproce-dureforatermnotexceedingtheperiodoforganisationandholdingoftheOlympicandParalympicGames.

Themaximumtermduringwhichmotorvehiclesclassifiedun-derthe8703tariffheadingoftheCustomsUnionCommod-ityNomenclatureforForeignEconomicActivitiesmayremainunderthespecialcustomsprocedureshallnotexceed1yearfromthedayfollowingthedaysuchgoodswereplacedunderthisspecialcustomsprocedure.GoodsassignedwiththespecialcustomsprocedurecanbeusedinRussiaonlyforthepurposesoftheorganisationandholdingoftheOlympicandParalympicGames.

Othertermsandconditionsrelatedtothereleaseofgoodslistedinthepartoneofthisclauseunderthespecialcustomsprocedure,relatedtothelimitationsinrespectoftheirusageanddisposal,aswellastheinrespectofthecompletionofthespecialcustomsprocedure,includingprocedureforrec-ognizingsuchgoodsasbeingnotsubjecttocustomscontrolshallbesetinaccordancewiththelegislationoftheRussianFederation.

Pursuanttopart2ofArticle303oftheFederalLaw“OnthecustomsregulationsintheRussianFederation”,aswellasforthepurposesoffulfillingthecommitmentsoftheRussianFederationtowardstheInternationalOlympicCommitteeinrelationtotheorganisationandholdingoftheXXIIOlympicWinterGamesandXIParalympicWinterGamesin2014inSochi,theGovernmentoftheRussianFederationherebydecides:

1.ToapprovetheannexedRegulationsontheoperationofthespecialcustomsprocedureinrespectofforeigngoodsimportedintoRussiaanddestinedtobeusedwithintheor-ganisationandholdingoftheXXIIOlympicWinterGamesandXIParalympicWinterGamesin2014inSochi.2.[…]3.[…]4.ThisDecreecomesintoforceaftertheexpiryofthe30daystermfollowingthedayofitsofficialpublication.

Regulations on the operation of the special customs proce-dure in respect of foreign goods imported into Russia and destined to be used within the organisation and holding of the XXII Olympic Winter Games and XI Paralympic Winter Games in 2014 in Sochi

I. General provisions

1.TheseRegulationsspecifytheconditionsunderwhichgoodsimportedintoRussiaandintendedfortheorganisationandholdingoftheXXIIOlympicWinterGamesandXIParal-ympicWinterGamesin2014inSochi(hereinafter-OlympicandParalympicGames)shallbeplacedunderthespecialcustomsprocedure,requirementsimposedbythespecialcustomsprocedure,includingthemethodandtheorderofdischargingthespecialcustomsprocedure,originationanddischargeoftheliabilityofpayingcustomsduties,taxeswithrespecttogoodssubjecttobeplaced(placed)underthespecialcustomsprocedure,procedureofrecognitionofgoodsreleasedunderthespecialcustomsprocedureasbeingoutofthescopeofcustomscontrol,aswellasrestrictionsrelatedtotheuseanddisposalofgoodsreleasedunderthespecialcustomsprocedure.

2.ForeigngoodsimportedintoRussiaandintendedfortheorganisationandholdingoftheOlympicandParalympicGamesshallbereleasedunderthespecialcustomsprocedure

withnopaymentofcustomsduties,taxes,withnoapplica-tionofnontariffmeasures,asprovidedunderthepoint9ofthelistofgoodseligibleforthespecialcustomsprocedureandconditionsfortheirreleaseunderthisprocedure,ap-provedbytheResolutionoftheCustomsUnionCommissionNo329“Onthelistofgoodswhichmaybesubjecttothespecialcustomsprocedureandconditionsfortheirreleaseunderthisprocedure”dated20May2010(hereinafter-Resolution)andinaccordancewiththeseRegulations.

3.GoodsimportedintoRussiaandintendedfortheorgani-sationandholdingoftheOlympicandParalympicGamesdonotobtainthestatusofgoodsoftheCustomsUnionupontheirreleaseunderthespecialcustomsprocedure.

II. Conditions related to the release of goods intended for the organisation and holding of the Olympic and Paralympic Games under the special customs procedure

4.ThespecialcustomsprocedureappliestoforeigngoodsintendedfortheorganisationandholdingoftheOlympicandParalympicGames,includingforholdingofeventsstipulatedinthelistapprovedundertheDecreeoftheRussianGovern-mentNo1841-pdated23October2010(hereinafter–“TestEvents”),upontheirfirstreleaseontothecustomsterritoryoftheCustomsUnionunderacustomsprocedure,exceptforthecustomstransitprocedure,temporaryadmission,cus-tomswarehouse,otherspecialcustomsprocedure.

5.Arenoteligibleforthespecialcustomsproceduregoodslistedintheparagraphsthree,fourandnineofthepoint9ofthelistofgoodswhichcanbeplacedunderthespecialcustomsprocedure.

6.Shallactasdeclarantsofgoodsreleasedunderthespecialcustomsprocedurethepersonslistedintheattachmenthereto,whoareauthorizedtoactasdeclarantsinaccordancewiththearticle186oftheCustomsCodeoftheCustomsUnion.

7.Thegoodslistedinthesection2.14“Drugsandpharma-ceuticalsubstances,restrictedforentryontothecustomsterritoryoftheCustomsUnion”oftheUnifiedListofGoodssubjecttoimportorexportbansorrestrictionsoftheCus-tomsUnionmemberstateswithintheframeoftheEurAsECintradewiththirdcountries,approvedundertheDecisionoftheCustomsUnionCommissionNo132dated27November2009(hereinafter-theUnifiedList),shallbereleasedunderthespecialcustomsprocedurebypersonsindicatedinthepoint2oftheattachmenthereto,aswellasbysportsmen,sportsteams’representatives,sportsteams’medicalstafflistedinthepoint6oftheattachmenthereto.

Thegoodslistedinthesection2.22“Serviceandcivilweapons,itsmaincomponentsandammunitionrestrictedforentryonto,exportfromandtransitthroughthecustomsterritoryoftheCustomsUnion“oftheUnifiedListareplacedunderthespecialcustomsprocedurebysportsmenorsportsteams’representativeswhoholdimportpermitsobtainedinaccordancewiththelegislationoftheRussianFederation.

8.Uponthereleaseofgoodsunderthespecialcustomsprocedure,nosecurityofpaymentofcustomsduties,taxesshallbepledged.

9.ThetermduringwhichgoodsintendedfortheorganisationandholdingoftheOlympicandParalympicGamesremainunderthespecialcustomsprocedureisestablishedbythecustomsauthoritiesbasedontheenvisageddurationoftheirstayontheterritoryoftheRussianFederationstatedbythedeclarant.

Thetermestablishedbythecustomsauthoritiesforthestayofgoodsunderspecialcustomsproceduremaybeextendedbasedonthejustifiedapplicationofthedeclarantsubmittedwiththecustomsauthoritywheregoodswereplacedunderthespecialcustomsprocedureorwiththecustomsauthoritywherethisprocedureistobedischarged.Ifthetermisex-tendedbasedonthedeclarant’sjustifiedapplicationsubmit-tedaftertheexpiryoftheinitialterm,thetermforthegoods’stayunderthespecialcustomsprocedureisdeemedextend-edfromthedatetheinitiallyestablishedtermhasexpired.

10.Withrespecttomotorvehiclesclassifiedunderthe8703tariffpositionoftheCustomsUnionCommodityNomen-clatureforForeignEconomicActivities,themaximumtermgoodsmayremainunderthespecialcustomsprocedureshallnotexceedthetermestablishedundertheparagraphtwelveofthepoint9ofthelistofgoodswhichareeligibleforthespecialcustomsprocedure.

11.Notwithstandingtheprovisionsofthepoints9,10hereof,thespecialcustomsprocedureshallbedischarged(completed)by31December2016.

12.Uponthereleaseofgoodsunderthespecialcustomsprocedure,adeclarationforthegoodsshallbesubmittedwiththecustomsauthoritiesaccordingtotheformestab-lishedbythedecisionoftheCustomsUnionCommission(hereinafter-goodsdeclaration).

13.Uponthereleaseofgoodsunderthespecialcustomsprocedureanduponthedischargeofthisspecialcustomsprocedure,thecustomsdeclarationofthegoodscanbeperformedatanycustomsauthoritylocatedinRussiaandau-thorizedtoregistercustomsdeclarations,exceptforcertaincategoriesofgoodsoperationsinrelationtowhichmustbeprocessedbydedicatedcustomsauthorities.

14.Forthepurposesofidentifyinggoodssubjecttobeplacedunderthespecialcustomsprocedure,customsau-thoritiesusecustoms,transport(shipping),commercialand(or)otherdocumentsprovidedbythedeclarant.

III. Limitations related to the usage and disposal of goods released under the special customs procedure

15.GoodsintendedfortheorganisationandholdingoftheOlympicandParalympicGamesreleasedunderthespecialcustomsprocedurecanbeusedwithintheterritoryoftheRussianFederationfortheexclusivepurposeoforganizingandholdingtheOlympicandParalympicGames.

16.Theuseofgoodsreleasedunderthespecialcustomspro-cedureforthepurposesofcarryingoutanybusinessactivity,includingtheirsaleordisposalinanyotherway,rental,leas-ingandprovisionofpaidservicestherewithisnotallowed.

Personswhoplacedthegoodsunderthespecialcustomsprocedureareallowedtoleasethemandusethemtoprovidepaidservicestopersonslistedintheattachmenthereto.

17.Goodsreleasedunderthespecialcustomsproceduremaybedeliveredbythedeclarantintopossessionorusetoan-otherperson,subjecttocompliancewiththeconditionsstipu-latedunderthepoint16hereofandgiventhatthedeclarantremainsliablefortheduecompliancewiththeconditionsandtermsimposedbythespecialcustomsprocedure.

18.Sportsequipment,sportsuits,sportgear,foodproducts,drugs,ammunitionforcivilweapons,consumablesandothersimilargoodsreleasedunderthespecialcustomsproceduremaybespentorconsumedinaccordancewiththeirgeneralpurpose.

19.Goodsreleasedunderthespecialcustomsprocedurecanbedistributedfreeofchargeforadvertising,marketingandothernon-businesspurposes,ifthepriceperunitofsuchgoodsdoesnotexceedtheequivalentofEUR500.Thefree-of-chargedistributionofgoodslistedinthesections2.14,2.16,2.19,2.22oftheUnifiedListandofmotorvehiclesclassifiedunderthe8703tariffheadingoftheCustomsUn-ionCommodityNomenclatureforForeignEconomicActivitiesisnotallowed.

20.Goodsassignedwiththespecialcustomsproceduremaybetransferredfree-of-chargeaftertheirusewithintheorgani-sationandholdingoftheOlympicandParalympicGamestotheRussianOlympicCommittee,RussianParalympiccom-mittee,independentnon-profitorganization“TheOrganizingCommitteeoftheXXIIOlympicWinterGamesandtheXIParalympicWinterGamesin2014inSochi”.FollowingtheusewithintheorganisationandholdingoftheOlympicandParalympicGames,thefree-of-chargetransferofgoodsintotheownershipofotherentitiesisallowedbasedonthedeci-sionoftheRussianGovernment.Thefree-of-chargetransferofgoodslistedinsections2.14,2.16,2.19,2.22oftheUni-fiedListandofmotorvehiclesclassifiedunderthe8703tariffheadingoftheCustomsUnionCommodityNomenclatureforForeignEconomicActivitiesisnotallowed.

IV. Completion of the special customs procedure in respect of the goods released under the special customs procedure

21.ThespecialcustomsprocedureshallbecompletedbeforetheexpiryofthetermforwhichgoodswerereleasedunderthespecialcustomsprocedurebyexportingthegoodsfromthecustomsterritoryoftheCustomsUnion,placingthegoodsunderanothercustomsprocedure,providedcondi-tionsandtermsimposedbysuchothercustomsprocedurearecompliedwith.Withrespecttothegoodslistedunderthepoints23-26hereof,thespecialcustomsprocedureshallbecompletedbyundertakingtheactionsstipulatedunderthesepoints.

22.UponthedischargeofthespecialcustomsprocedurebyreleasinggoodsoutofthecustomsterritoryoftheCustomsUnion,thedeclarantshallsubmittothecustomsauthoritiesthegoodsdeclaration.

23.Forsportsequipment,sportsuits,sportgear,foodproducts,drugs,consumablesandothersimilargoods,thespecialcustomsprocedureiscompletedbysubmittingtothecustomsauthoritiesofthedeclarant’snotificationcontain-ingthelistofconsumedorunsuitablegoods,includingtheirnames,quantity,valueandreferencetothenumberofthegoodsdeclarationunderwhichsuchgoodswerereleasedun-derthespecialcustomsprocedure,simultaneouslywiththesubmissionofthedeclarationforexportedgoods(ifgoodsareexported).

24.Withrespecttothegoodsdistributedfree-of-chargewhichpriceperunitdoesnotexceedtheequivalentofEUR500,thespecialcustomsprocedureisdischargedbysubmit-tingtothecustomsauthoritiesthedeclarant’snotificationcontainingthelistofgoodsdistributedfree-of-charge,indicat-ingtheirnames,quantityandvalueaswellasthereferencetothenumberofthegoodsdeclarationunderwhichgoodswerereleasedunderthespecialcustomsprocedure,simulta-neouslywiththesubmissionofthedeclarationforexportedgoods(ifgoodsareexported).

25.Withrespecttothegoodstransferredfree-of-chargeintotheownershipoftheRussianOlympicCommittee,RussianParalympiccommittee,independentnon-profitorganiza-tion“TheOrganizingCommitteeoftheXXIIOlympicWinterGamesandtheXIParalympicWinterGamesin2014inSochi”,otherentitiespursuanttothedecisionoftheRussianGovernment,thespecialcustomsprocedureisdischargedbysubmittingtothecustomsauthoritiesthedeclarant’snotifi-cationcontainingthelistofgoodsdistributedfree-of-charge,indicatingtheirnames,quantity,value,thenumbersofgoodsdeclarationsunderwhichrespectivegoodswerereleasedun-derthespecialcustomsprocedureandadocumentconfirm-ingthetransferofgoodsintotheownershipoftheabove-listedentities,togetherwiththesimultaneoussubmissionofthedeclarationforexportedgoods(ifgoodsareexported).

26.Withrespecttothegoodsdestroyedand(or)irrecover-ableduetoemergencyevents,force-majeureornaturalloss,orduetotheftorotherunforeseencircumstancesbeyondcontrolofthepersonsreleasingthemunderthespecialcus-tomsprocedure,thespecialcustomsprocedureisdischarged:ifthepriceperunitofthegoodsdoesnotexceedtheequiva-lentofEUR500,bysubmittingtogetherwiththedeclarationforexportedgoods(ifgoodsareexported),ofthedeclarant’snotificationcontainingthelistofdestroyedand(or)irrecover-ablylostgoods,indicatingtheirnames,quantityandvalue,aswellasthereferencetothenumberofthegoodsdeclarationunderwhichsuchgoodswerereleasedunderthespecialcustomsprocedure.

ablylostgoods,indicatingtheirnames,quantityandvalue,aswellasthereferencetothenumberofthegoodsdeclarationunderwhichsuchgoodswerereleasedunderthespecialcus-tomsprocedure,aswellasoftheactissuedbytheregionalofficeofRussianEmergencyMinistryorRussianMinistryofInternalAffairsconfirmingtheeventtriggeringthedestruc-tionand(or)lossofgoods.

27.Withrespecttothegoodslistedunderthepoints22-26hereof,thespecialcustomsprocedureisdischargedwithnoplacementofsuchgoodsunderanyothercustomsproce-dure.

Nogoodsdeclarationisrequiredtobesubmittedtodis-chargethespecialcustomsprocedurewithrespecttothegoodslistedunderthepoints23-26hereof..Oncethespecialcustomsprocedurewithrespecttothegoodslistedunderthepoints23-26hereofisdischarged,suchgoodsaredeemedoutofcustomscontrol.

28.ThereleaseofgoodspreviouslyplacedunderthespecialcustomsprocedurefromthecustomsterritoryoftheCus-tomsUnion,theirreleaseunderadifferentcustomsproce-dureortheundertakingofactionsstipulatedunderthepoints23-26hereof,shallbecarriedoutinoneorseveralbatches.

29.Forthepurposesofidentifyinggoodsuponthecomple-tionofthespecialcustomsprocedure,customsauthoritiesusecustoms,transport(shipping),commercialand(or)otherdocumentsprovidedbythedeclarant.

V. Completion of the special customs procedure by placing goods under the customs procedure of release for domestic consumption

30.Uponcompletionofthespecialcustomsprocedurethroughplacingthegoodsunderthecustomsprocedureofreleasefordomesticconsumption,theratesofimportcus-tomsduties,taxes,thecustomsvalueofthegoods(or)theirphysicalcharacteristics(quantity,weight,volumeorothercharacteristics)shallbedeterminedonthedaythecustomsauthoritiesregisterthecustomsdeclarationsubmittedtoreleasethegoodsunderthecustomsprocedureofreleasefordomesticconsumption,asifthesegoodswerereleasedontothecustomsterritoryoftheCustomsUnion,oratthedeclarant’sdiscretion,atthedatethegoodsdeclarationwasregisteredbythecustomsauthoritiestoassignthemthespecialcustomsprocedure.

31.Goodssubjecttobeplacedunderthecustomsprocedureofreleasefordomesticconsumptionaresubjecttothepro-hibitionsandlimitationseffectiveasatthedatethecustomsdeclarationforthegoodsplacementunderthereleasefordomesticconsumptionisregistered,exceptfortheprohibi-tionsandlimitationswhichwereapplieduponthereleaseofgoodsunderthespecialcustomsprocedure.

32.Thecompletionofthespecialcustomsprocedurebyplac-ingthegoodsunderthecustomsprocedureofreleasefordomesticconsumptionmaybeperformedwithouttheactualprovidingtothecustomsauthoritiestherespectivegoods.

33.Uponthecompletionofthespecialcustomsprocedurebyplacinggoodsunderthecustomsprocedureofreleasefordomesticconsumption,upontherequestfromthecustomsauthorities,thedocumentsandinformationabouttheactuallocationofgoodsreleasedunderthespecialcustomsproce-dureandabouttheirusewithintheorganisationandholdingoftheOlympicandParalympicGames,shallbeprovidedtothecustomsauthorities.

VI. Origination and cessation of the liability to pay customs duties and taxes in relation to the goods to be released (released) under the special customs procedure

34.Thedeclarant’sliabilitytopayimportcustomsduties,taxesrelatedtothegoodsreleasedunderthespecialcus-tomsprocedureariseswhencustomsauthoritiesregisterthecustomsdeclaration.

35.Thedeclarant’sliabilitytopayimportcustomsduties,taxesrelatedtothegoodsreleasedunderthespecialcus-tomsprocedureceases:1)uponthecompletionofthespecialcustomsprocedureaccordingtothepoints21,23-26hereof,exceptwhenthedeadlinetopayimportcustomsduties,taxeshasoccurredduringtheprocedure.2)incasesstipulatedundertheArticle80.2oftheCustomsCodeoftheCustomsUnion.

36.Thedeadlinetopayimportcustomsduties,taxesrelatedtothegoodsreleasedunderthespecialcustomsprocedureisconsidered:thedaycustomsauthoritiesregisterthecustomsdeclarationsubmittedtoreleasethegoodsunderthespecialcustomsprocedure,iflimitationsrelatedtotheusageanddisposalofthegoodsreleasedunderthespecialcustomsprocedurearenotobserved;thedaywhendeadlinesetforthegoodstobereleasedun-derthespecialcustomsprocedureexpires,ifspecialcustomsprocedureisnotcompletedpursuanttopoints21,23-26hereof.
