THE DISTRICT NOMINATING COMMITTEE

NATURE & COMPOSITION

The District Nominating Committee (DNC) is an objective collegial body, which is independent from the District Board. It works independently in preparing the slate of candidates and is empowered to make decisions regarding camdidates without explanation to anybody. Its deliberations are confidential and exclusive to its members.

The Zonta delegates of the District elect the members of the DNC every odd-numbered year, during the District Conference, together with the District Officers. This is the ONLY District Committee whose members are elected by the delegates. Members of all the other District Committees are appointed by the District Governor.

The three members of DNC are elected by plurality vote. The candidate with the highest number of votes will be the chairman. No member of the DNC is eligible for nomination at any level of Zonta Internaiontal while serving in the Committee.

RESPONSIBILITIES

The DNC plays a vital role in determining who will lead the District in the future. Its main responsibilities are as follows: To eudcate itself on the objects and programs of Zonta International, the

responsibilities of each officier to be filled and the Campaigning Policy;

To familiarize itself with the abilities and experience of Zontians in the District with a view to identifying, recruiting and encouraging qualified Zontians to accept nomination to District Board Officers (Governor, Lieutenant Governor, District Treasurer, Area Directors and Vice Area Directors) and the members of the Nominating Committee;

To define and disseminate information on the required qualifications and the responsibilities of the officers to be filled;

To solicit nominations and to secure the consent of all nominees to be nominated and to serve, if elected;

To disseminate to each District Officer and each club in the District at least 60 days before the District Conference, at which the election is to be held, a report listing one or more qualified candidates for each District Officer to be filled and at least five candidates for the DNC;

To inform all concerned and enjoin compliance with guidelines and procedures on campaigning and electioneering;

To report on the slate of candidates at the District Conference at which the election is to be held;

To disseminate information provided by Zonta International Nominating Committee for encouraging qualified Zontians to serve as Zonta International Officers and in the Zonta International Nominating Committee;

To keep detailed records of the DNC proceedings for six months and to dispose of such records properly.

CAMPAIGNING POLICY(Adopted by the International Board in November 2014)

Zonta needs the most qualified leaders for office. Candidates for Zonta office need to demonstrate high ethical standards. Zonta wishes to ensure the most qualified candidate is elected and will ensure all candidates have the opportunity to inform the membership in a fair, equitable and appropriate way. The following campaigning policy outlines the behaviors expected.

Campaigning is defined as encouraging voters to vote for or discouraging voters from voting for a specific candidate. A candidate is an individual who intends to run for club, district, or international office, whether or not the slate has been issued and whether or not the individual is on the slate.

Rules of Procedure of Zonta International, 6. Circularization (2) Zontians may not use membership lists or act in any other way to contact other Zontians for the purposes of lobbying for or against proposals that will be voted on, or for or against nominations for office or candidates who are running for office, at international conventions, district conferences or other Zonta meetings.

Campaigning for or by any candidate is not allowed. However information about candidates is necessary for informed voting. Therefore:

a. Prior to the official slate being issued, there shall be no introduction of a presumptive candidate at any function as “has submitted my/her/his nomination for office.”

b. After the slate has been issued, a candidate on the slate may be introduced at functions as a candidate for the office for which she or he is nominated. No other information (positive or negative) shall be provided.

c. Candidates running for international or district office may give a presentation promoting their candidacy only at the meeting in which voting for the office takes place (convention, conference or area meeting) and at the time allocated in the program.

d. The Nominating Committee may distribute materials prepared by the candidates about their background, qualifications and goals.

e. At Conventions or Conferences, candidates on the slate may wear official identification indicating that they are candidates. After being nominated, candidates from the floor are also entitled to wear such identification. The

identification must be removed prior to entering the voting area while elections are taking place.

f. Zontians who are attending a district conference or area meeting at which elections are held may confer with other members of their own club to discuss the candidates, but they may not instruct delegates how to vote.

g. Zontians who are attending an international Convention may confer with other members from their own district to discuss the candidates, but they may not instruct delegates how to vote.

h. If asked, Zontians may orally provide factual information to other Zontians about candidates, but may not by any means solicit votes for any candidate.

Examples of Activities that Are Not Permissible 1. A candidate’s visits, with no substantive purpose, to club meetings, area

meetings or district conferences other than the candidate’s own. This also relates to inter-district seminars on other continents than the candidate’s own, or any function obviously arranged to promote the candidate.

2. Using culture, ethnicity, age, religion, sexual orientation or geography as a qualification to influence the vote.

3. Distributing at any time any gift, trinket, button, or other promotional material by or on behalf of a candidate.

4. Advocating or discouraging the election of a candidate in club, area or district communications, irrespective if this communication is oral, written or through any social media.

5. Making a speech about a candidate. 6. Encouraging or discouraging clubs from sending delegates or proxies to a

conference or Convention in order to improve the likelihood that a candidate will win or lose an election.

7. Zonta leader, club or an individual Zontian instructing a voting member/s how to vote. This includes “block voting” or directions to vote for a particular candidate/s.

8. The use of social media (official Zonta social media groups, official club or district Facebook or Linked-in pages or groups, etc.) including personal and professional networks, and or increasing public visibility (or online presence) to promote a nominee’s candidacy before and/or during convention, district conference, area meeting or any meeting where elections will be held.

9. ZI Board members attending District Conferences other than their own district or those assigned to them by the International President, without the prior approval of the ZI President.

Enforcement of the Policy 1. Alleged violations of the Policy are to be reported in writing to a member of

the Board at the level of the office the candidate is seeking (i.e., ClubBoard for candidates for club office, District Board for candidates for district office, International Board for candidates for international office).

2. The Board may consider alleged violations for examination at a regular or special meeting or, if necessary, by email. The candidate will be given an opportunity to respond to the allegations. If the candidate is a member of the Board, she or he may be present at the consideration of the alleged violations if they are considered at a regular or special meeting, but may not participate in the deliberations or vote. If the Board considers the alleged violations at a regular or special meeting it may, by a two-thirds vote of those present and voting, (1) Reprimand the candidate privately; or (2) Remove the candidate from the slate. If the international board

considers the alleged violations by mail ballot, the vote to impose discipline must be unanimous by the entire Board, except that if the candidate who is alleged to have engaged in misconduct is a member of the Board, she or he will not be entitled to vote on this matter.

3. If the alleged violation comes to the Board’s attention within three (3) months after the candidate is elected, the Board shall follow the disciplinary procedures with respect to removal from office as set forth in the Zonta International Bylaws.

NOMINATION FROM THE FLOOR

At the District Conference where the election is to be held, nominations from the floor may be made after the chairperson of the District Nominating Committee (DNC) shall have made her/his report. The nominator must have previously otained the nominee’s consent to the nomination. The nomination from the floor shall be limited to a statement of the name of the nominee and her/his club affiliation.

The Rules of Procedure of District 17 provides that a candidate to be nominated from the floor shall submit, for receipt by the chairperson of DNC at no later than seventy-two (72) hours prior to the opening of the District Conference, a completed Nomination Form. For the 2017 District Conference, deadline for submission of nomination forms for candidates to be nominated from the floor is 8:00 am on 13 September 2017. The completed nomination form should reach the Chairperson of the DNC electronically and copied to the other two members of the Committee before the deadline. The hard copy should be handed to the Chairperson no later than the first day of the District Conference, i.e. 16 September 2017.

If the DNC has determined that the completed Nomination Form is in order and that the candidate is qualified, the Chairperson of the DNC shall inform the District Governor of the expected nomination from the floor.

• Our voices definitely were heard. Zonta 's Mission and name, and the EVAW Campaign went public throughout Thailand, with our 10 Clubs in Bangkok and five Clubs in the provinces also organizing their separate eye-catching EVAW events, including ZC Chiangmai and their Balloon Campaign and others marching out in the streets

• March 2015 the STOP Teen Mom Campaign was launched with a 6 ½ minute duration video depicting real-life situations of four teenaged couples; we then went on a Campaign Roadshow to over 20 schools throughout Thailand during March 2015-March 2016, reaching out to over 20,000 pre-teens and teenagers.

• In November 2015, Area 6 re-organized the Zonta SAYS No to Violence against Women and Girls Campaign, with our revised 15-second and 30-second videos again on the billboard screens at Bangkok Central Business District traffic intersections -- this time at 50 intersections and junctions, from December 1-16, 2015.

• At the District Conference in September 2015, Area 6 received 4 Governor's Awards: Advocacy- 2nd Prize Say No to Violence against Women and Girls Service- 2nd Prize STOP Teen Mom Campaign and Roadshow Membership Increase- 1st Prize

Contribution of business/professional experience to the effective performance of functions: My small contribution began in the mid-1980's with the PR of facial care products in Thailand; managed to create awareness among potential customers, who were using French and American-manufactured face creams, and were skeptical of Japanese products, that our products are equal to, if not better than, those from France and the U.S.A.

Our concept of using well-known faces, such as actress Mayura Thanabuti Savetsila, as Presenter was a novelty. We invited Japanese Beauty Consultants to introduce the products during the launch.

Finally, our joint venture with Japan, their number one cosmetics firm founded over 120 years ago, has managed to gain a niche in the Thai market the past 30 years.

My long-standing passion to help the less fortunate women and girls stand on their own feet, and my belief that women can do as well as men, has led me to Zonta, to serve our organization and help those who are vulnerable.

GOALS FOR ADVANCING THE OBJECTS OF ZONTA INTERNATIONAL IN DISTRICT 17 AND CONFERENCE PROGRAMS TO ACCOMPLISH GOALS We all have Goals, and hope to see them materialize. However, ideas we come up with now may be changed-- due to unanticipated circumstances and opportunities. • My Goal for the coming Biennium is to fully support the District Governor in all her

endeavors. She will also be my teacher and advisor; I have much to learn. • One of my Goals for District 17 is to focus on women affected by natural disasters.

A myriad of responsibilities for women during and after a natural disaster strikes. We are living through a period of unprecedented climate change.

• How could we minimize the impact and effect an unexpected disaster could have on

communities, especially Women, vulnerable and seriously affected, as they have to help care for the elderly, the sick, young children and men. Women do not have time to think of themselves and their needs.

• Consequently, as movers and shakers, we have to reach out and work with local,

state, provincial, and national authorities. We need to have better plans and be better informed Any information we receive from the authorities must be quickly disseminated to as many communities as possible BEFORE DISASTER STRIKES

We must teach women to always be alert and vigilant Where and how do we begin?

Set up a pilot project in one or two hardest-hit province(s) where we have connections with local and provincial authorities. Prevention is always

• My other Goal is continuation of both the SAY No to Violence against Women and Girls Campaign, and STOP Teen Mom Campaign Roadshow. We have to go to the ROOT of the problem-- by educating boys and girls at an

early age. Treat each other with fairness and respect. We must continue to find ways and means to STOP Violence, deeply rooted in cultures and societies. We must work together to come up with viable schemes.

Another concern to me is teenage pregnancies. A drain on family resources and diminishing of family relations; we must STOP Teenage Pregnancies now. Again, by going to the ROOT of the problem.

I was one of the organizers of Zonta Kababaihan in the early 2000. These women live near ZCME Center in Centennial Village in Taguig City. They attend seminars on human rights, gender equality, and consciousness raising on violence against women and empowering them and giving livelihood skills training in cooking, food preservation, bag-making, sewing, flower arrangements and basic training on bookkeeping. This is an on-going project which I plan to continue and expand to the neighboring communities in the area in the next biennium during my term.
