Performance Review & Assessment of Implementation System

•Varying degrees of coverage and detail

•Issues of double counting

•Discrepancies between reports by funders and recipients

•Inconsistencies between reports to UNCCD and other entities

1. Emphasis in reports should be put on financial matters 2. And also on an analysis of the impact of the activities undertaken3. Financial reporting based on a standard financial reporting format :

• to be used by affected country Parties and development partners• format should be simple• its use should be cost effective• its content should add value to existing information

Performance Review & Assessment of Implementation System

• Focus: INPUTS

• Objective: for each country Party and other reporting entities to inform the CRIC/COP of the financial resources it has allocated in the reporting period for activities related to the implementation of the Convention

• Contents: the SFA is to be used to list all relevant financial commitments made by the reporting country/organization during the reporting period (e.g. in support of institutions, programmes, projects, as well as other relevant initiatives undertaken at national or international level for the implementation of the Convention)

• Data requirements: for each financial commitment, the following data is required:

A. Identification (i.e. reporting country/entity, funding source, activity financed)

B. Basic data on the financial allocation (i.e. amount, type of spending, recipient, timeframe)

C. Classification of the activity financed (i.e. degree of relevance, type of remedies)

Performance Review & Assessment of Implementation System

• Focus: OUTPUTS

• Objective: for each reporting country/organization to inform the CRIC/COP about the activities related to the implementation of the Convention in which it has been involved during the reporting period, either as a funder, implementer or beneficiary

• Contents: PPS are to be used to list all relevant ongoing or completed programme or projects, as well as those in the pipeline (e.g. project proposals submitted for funding)

• Data requirements: emphasis in the PPS must be put on the characteristics of the operations or investments, with a view to provide a harmonized description of:

– the overall financing structure– intended objectives– purpose/sectors – linkages/synergies with other Rio Conventions – results expected/achieved

• Note: it is recommended that reporting countries/organizations involved in the same programme or project collaborate in the elaboration of the PPS in order to ensure consistency in the information submitted to the UNCCD

The strategic goal of the programme is sustainable improvement in smallholder incomes and household food-security. Its purpose is to enhance the institutional, organizational and technical capacities of farmers, the private sector, NGOs, civil-society organizations and government institutions, to construct, develop and sustain small-scale irrigation systems throughout the marginal areas of the United Republic of Tanzania.
