    1. Scope of Work

    Social Islami Bank Limited is going to establish structured cabling and IP Telephony System for itsHead Office situated at 18th 21stfloor, City Center, Motijheel, Dhaka. Here the vendor shall beresponsible for all components, labor, and all other associated equipments necessary to completelyinstall, configure and commissioning of the LAN & IP Telephony System.

    The entire network should be based on TCP/IP protocols and other Industry standard protocol.Designs based on proprietary protocols would not be accepted. The vendor must clearly specify theentire network protocols used.

    2. The key deliverables of Service Level Agreement (SLA)

    Under the SLA the vendor should support Social Islami Bank IT team for ensuring following services:

    24*7*365 system operation and support.

    Proactive Monitoring, fault detection and management of the network & IP PABX forreduced downtime.

    Network Device Monitoring for CPU utilization, Memory Utilization etc. IP Telephony and WAN link monitoring system.

    Liaison with telecom companies for fast fault resolution.

    Obtaining of any/necessary regulatory body requirements/permissions for running IPPABX system in Head office and all branches of SIBL.

    Review and setting of policies and configuration to fine-tune the existing setup.

    QOS implementation and review.

    ConfidentialityThe Vendor shall not disclose to any one, any confidential information marked as confidentialand is communicated or made available or accessible by the Vendor during execution of thework.

    Roles & responsibilities of Vendor

    That immediately upon signing of this agreement, Vendor will start action forimplementing the project in a time period of 45 days. The Vendor should submit the barchart that indicates the major activities and the time frame in which they will becompleted.

    Vendor will set up LOCAL AREA NETWORK at 18th 21stfloor, City Center, with Fiberuplink from floor locations to DATA CENTER at 18thfl, City Center.

    Vendor shall also recruit necessary skilled and experienced manpower at its own cost insuch numbers as may be necessary for smooth implementation and testing of entire LANand IP PABX solution. All technical expertise of the vendor should be submitted withdetailed CV.

    The Vendor shall set up proposed network for connecting various departments with the

    Data Center within the period of 45 days from the signing of the agreement. The Vendor will submit detailed design of LAN and IP PABX solution for SIBL and upon

    consultation with the IT division will finalize the specification. The vendor must be flexiblefor incorporating any additional requirement of the Bank.

    The Vendor should submit Testing certificate for LAN & IP PABX solution. The LAN sitecertification must be 20 years from the Manufacturer.

    Security test certificate from CISCO or such other authority for LAN equipment and IPPABX.

    3. Delivered System Should Ensure Following:Availability:

    Continuous application availability:Automatically monitors all network, IP PABX system andapplication components in the IT Department, Social Islami Bank Limited environment24x7x365 for maximum uptime and provides comprehensive reporting services for makingproactive decisions that avoid downtime.

    Reliability

    99.9% IP PABX & LAN uptime.

    Replacement of malfunctioning hardware components within less than two hours underSLA.

    Prepare for and recover from failures, deliberate attacks or catastrophic events.

    Comprehensive data and system security strategy: Continuously monitors to detect andprevent viruses and other security attacks, as well as verifies your security strategy'songoing ability to protect against changing threats.

    ScalabilityThe structured cabling should be so designed as to meet the future requirements of

    intelligent patching and IP PABX solution should support 1000 Phone user in future.Ideally this should happen by inserting additional cards/modules in the same chassis andupgradation of the software & licensing.

    4. Setup of LAN at Head Office :

    At the Head Office, a number of 512 nodes are required at 18th , 19th, 20th& 21stfloor, City Centerwith Fiber uplink from floors. There will be 02 (Two) racks at each floor on 18 th19th& 20thand asingle rack in 21st fl. Fiber uplink with redundant facility will go to DATA CENTER at 18 th fl indistribution switch. An assumption of 512 workstations has been and floor wise distribution isdeveloped. Vendors are requested to plan and design the network with efficiency and with mostmodern technology.

    5. Instructions to VendorsThe Bank reserves the right to reject in whole or in part; any or all proposals; to waive any technicaldeficiencies in the proposals; to request one or more re-submissions or clarifications from one ormore vendors; to cancel the process in part or whole; to accept the proposal and award the finalcontract to the responsible vendor determined to be the most advantageous to the Bank.

    Additionally, the Bank reserves the right to alter the mentioned functional and technical requirements,in part or whole, during the RFP evaluation process, and without re-issuing the RFP. All claims forfunctional/technical delivery made by the vendors in their response to the RFP shall be assumed asdeliverable within the quoted financial offers.

    Vendors shall be entirely responsible for their own costs and expenses that would be incurred whileparticipating in the RFP and subsequent presentations, reference site visits, benchmark/stress testsand contract negotiation processes.

    Selected vendor will work under close co-ordination of Interior design consultant &construction partner of SIBL, M/s. Vitti Sthopoti Brindo Ltd , who are already working atCity Center.

    6. Vendor Identification of Authorization to response of RFPResponses submitted by the vendors to this RFP including response to functional and technicalrequirements represent a firm offer to contract on the terms and conditions described in this RFP. Theproposal must be signed by an official authorized to commit the vendor to the terms and conditions of

    the proposal. Vendors must clearly identify the full title and authorization of the designated officialand provide a statement of response of RFP commitment with the accompanying signature of theofficial.

    7. Vendors Eligibility Criteriaa. Vendor must be a company having experience on installation and configuration of Structured

    cabling system (SYSTIMAX), WAN&LAN active devices (CISCO). Experience on IP PABXsolution is preferred.

    b. The vendor should be a profitable company having substantial annual financial turnover ofminimum 5 crore during last three years ending December 31st of previous financial year.

    Vendor is required to furnish financial statements along with RFP response;c. The vendor must be able to provide 24 hour round the clock on-site support at the Head

    Office.d. Vendor(s) must be CISCO Premier Partner for CISCO products in Bangladesh preferably

    Security Specialized. Minimum 2 years of experience for supplying such equipments in anyFinancial/Telco/Others sector and to be supported by the proper document (s).

    e. Bidders should have certified engineer for structured cabling system.f. Bidder must submit Manufacturer Authorization Form.

    8. Language of RFP responseAll response of RFP and supporting documentation must be in English only.

    9. Taxes and Duties.It is reiterated that all vendors must quote the total price inclusive of all taxes and duties as

    Applicable by Govt. law.

    10. Technical PresentationsAfter submission of the response of RFP, the vendors may be asked to give comprehensivepresentation on the complete solution offered to the Bank at mutually suitable date and time toBanks team. The presentation shall include the complete technical details of the proposed

    solution in line with the requirement spelt out in this RFP and the proposed implementation plan.The presentations will also give Bank an opportunity to clarify issues arising out of the review ofthe vendors response to this RFP. Bank shall not be under any obligation to bear any part of theexpenses incurred by the vendors for the presentations.

    11. Clarifications of RFP documentA prospective vendor requiring any clarification of the RFP document may notify Social IslamiBank Limited in writing or by fax or by e-mail at the address indicated below:

    The vendors may submit written request for any clarification on the RFP document.

    12. Amendment to the RFP documentAt any time prior to the deadline for submission of RFP response, the Bank may, for any reason,whether at its own initiative or in response to a clarification requested by a prospective vendors,

    amend the RFP document. Amendments will be provided in the form of an addendum to the RFPdocument and will be sent in writing, or fax, or e-mail to all prospective vendors who havereceived the RFP document and will be binding on them. It will be assumed that amendmentscontained in such addendums have been taken into consideration by the vendors in their RFPresponse.

    13. RFP submission ProcessThe vendor shall submit its proposal documents separately in two parts as The Technical Offerand The Financial Offer. Technical Offer will contain exhaustive and comprehensive informationabout proposed solution and approach details with Bill of Material & Services without pricing,whereas the Financial Offer will contain the Bill of Material & Services with pricing information.

    Technical offer should contain the following:

    Corporate Profile of the vendor with description of its competitive strength, functions andservices of the vendor.

    Bill of Material & Services without pricing information; Acceptance of terms and conditions as contained in this RFP. Specific acceptance of each term and

    condition should be given by the vendor. The Bank may not accept any variation in the terms andconditions in the RFP. It is, therefore, reiterated that vendor must submit compliance to all theterms and conditions without any qualification.

    Last 2 years audited Balance Sheet & Profit and Loss Account. A copy of the draft for Service Level Agreement (SLA). The vendor will obtain all necessary permission from different regulatory authority like BTRC or any

    other Govt. body on behalf of the bank at their cost for running IP PABX solution in all branches ofSIBL.

    Detailed Diagram. Project Plan, Time frame along with GANTT chart. VAT , TAX & current Trade License. Manufacturer Authorization Letter.

    Financial offer should contain the following:

    a. Bill of Material & Services with pricing information

    14. RFP Submission

    RFP response duly sealed, addressed to the Vice President, IT Division, should be delivered on orbefore 27/04/11 (4:00 PM). Late RFP response shall not be accepted under any circumstances.Response of RFP has to be dropped in the Tender Box placed at the following address:

    15. Disqualification of RFP responsea. Non-compliance with the eligibility criteria;b. The RFP response is not submitted with the documents as desired through RFP;c. Non-acceptance of complete Terms and Conditions of RFP;d. During validity of the RFP response, or its extended period, if any, the vendor

    increases its quoted price;e. The vendor qualifies the RFP response with his own conditions;f. The RFP is received in incomplete form;g. The RFP is received after last date or time;

    h. Information submitted in the technical offer is found to be misrepresented, incorrector false, accidentally, unwittingly or otherwise, at any time during the processing ofthe contract (no matter at what phase) or during the tenure or the contract includingthe extension period, if any;

    i. The commercial offer is enclosed in the same envelope as the technical offer orvice-versa;

    j. The successful vendor qualified Banks order letter with his conditions;a. The successful vendor fails to deposit the Performance Bank Guarantee or fails to

    enter into a contract within 10working days of the date of order letter or withinsuch extended period, as may be described by the Bank.

    16. Training

    The bidder must identify the training requirements that would be required for various stakeholdersin the project and appropriately project the training requirements for proper and smoothfunctioning of the proposed solution by the IT employees of SIBL. The training must be a detailedand comprehensive one so that every aspect of the solution & troubleshooting is well understoodby the It personnel of SIBL.

    Social Islami Bank Ltd reserves the right to accept or reject any / partial quotations as desired bythe bank. The bank will not be held liable / claim any financial losses for any reason whatsoever.

    Annexure II

    Terms and Conditions of the RFP

    Terms and Conditions

    1. Technical Inspection and Performance Evaluation

    Social Islami Bank Limited reserves its right to carry out a Technical Inspection and Performance Evaluation(benchmarking) of the solution offered by the bidders. The vendors will conduct a benchmark/stress test forthe solution with similar configuration, hardware and software environment (operating systems, databaseetc.) proposed to the Bank. Bank shall not be under any obligation to bear any part of the expenses incurredby the vendors for the benchmark/stress tests. The costs incurred by the team representing the Bank, forthe exercise will be borne by the Bank.

    2. Bidder Utilization of Know-how for Competitors

    Bank will insist on a clause that prohibits the vendors from using any information or know-how

    gained in this contract, if awarded, for another organization whose business activities are similar inpart or in whole to any of those of Bank or its agents/correspondents anywhere in the worldwithout prior written consent of the Bank.

    3. Proposal Ownership

    The proposal and all supporting documentation submitted by the vendors shall become the propertyof Bank unless the bank agrees to the vendors specific requests, in writing, that the proposal anddocumentation be returned or destroyed.

    4. Payment Terms

    Social Islami Bank Limited will make payment only for Data Center WAN active devices as perfollowing terms:

    1. 20% after delivering all the goods.2. 70% after satisfactory commissioning of the complete solution of IP Telephony and LAN.3. 10% after 90 days of acceptance of the complete solution of solution.

    5. Earnest Money & Security Money

    The selected/qualified vendor bidder shall have to deposit earnest money in the form of Bank Guarantee forthe amount of Tk. 5,00,000/- for installation of LAN and IP PABX valid for 1 year. The period of the BG canbe further extended as per requirements of the Bank. 10% of Bill amount will retain as Security Money untilthe warranty period.

    6. Delivery, Installation and Commissioning

    The successful bidder shall ensure the delivery of hardware and other bill of material etc. within 45days of the placement of order. The installation of LAN & IP PABX hardware is expected to becompleted within 15 days after delivery. Any downtime required for upgrading/replacement ofhardware should be included as part of the project schedule submitted along with the bid. Keepingin view the criticality of the applications the downtime shall be provided during non-business hours(9:00 PM to 9:00 AM) only.

    8. Suspension of Work

    The Bank reserves the right to suspend and reinstate execution of the whole or any part of thework without invalidating the provisions of the contract. The Bank will issue orders for suspensionor reinstatement of the work to the successful bidder in writing. The time for completion of theworks will be extended suitably to account for duration of the suspension.

    9. Order Cancellation

    Social Islami Bank Limited reserves its right to cancel the order, entirely or partially, in the event ofone or more of the following situations:

    a) Delay in delivery beyond the specified period for delivery;

    b) Delay in installation beyond specified date of installation; and

    In addition, to the cancellation of purchase order, Social Islami Bank Limited reserves the right toappropriate the damages as well as recovery of payment already made to the vendor from theEarnest Money Deposit (EMD) submitted by the vendor. If, the payment such recovered from thevendor after applying mentioned procedures, is short of the payment already made to it, the Bankshall raise a demand notice to the vendor for recovery of such short payment and the vendor shallbe liable to release demanded payment within one week from the date of receipt of such notice or15 days from the issue of notice, whichever is earlier.

    10. Warranty

    The offer must include minimum comprehensive ONE YEARfull replacement warranty from thedate of acceptance of the solution by the Bank. Bidder shall ensure that all the equipmentssupplied against the order shall be supported by the OEM for at least five years from the date ofaward of contract. A certificate in this regard is to be submitted from the respective OEMs. Thisdoes not however absolve the bidder from its obligations of supporting the hardware during

    warranty period. The Bank intends to enter into an Annual Maintenance Contract after the expiryof One years warranty. Full warranty will cover replacement or repairing of the defected /corrupted hardware within 24 hours of reporting of the problem. The problem should be attendedon the spot within 2 hours of reporting.
