SUBJECT: Sherw ood Park V olun teer Project to Construct New Baseball Field

Needs: For th e City Council to consider Paso Robles You th Baseball s (PRYB) offer to

constru ct a new baseball f ield at Sherw ood Park .

Facts:

1. On October 9, 2012 City staff received a proposal from PRYB requesting

permission to install a permanent baseball backstop, on-deck circle and

dugout at Sherwood Park, increasing the number of permanent baseball

f ields at Sherw ood from 2 to 3.

2. Th e Sherw ood M aster Plan calls for a total of tw o baseball f ields andaddit ion al park in g spaces in t he vicin ity of th e curr ent tenn is courts.

3. No Ci ty f und s w il l be expended for constr uction of th e ball f ield; Paso Robles

Youth Sports Council has pledged up to $13,000 in support of this project

w hi ch is esti mated at $12,500. PRYB h as addit ion al fund s shoul d th e project

exceed t hi s am ount .

4. All labor for the project wi l l be provided by volunteers f rom PRYB and the

Paso Robles You th Sports Council and w il l be un der th e direction of l i censed

building contractors.

5. City Publi c W ork s staff have favorably evaluated the feasibi l i ty of t he projectand have indicated that Americans with Disabi l i ty Act requirements

associated with new construction may be accommodated via a hardship

appli cation for w hi ch PRYB is in th e process of apply in g. Th is appli cation

w ould al low the group to restr i ct spendin g on AD A im provements to 10% of

the total cost of ball f ield constru ction .

6. M embers of the Park s and Recreation A dvi sory Com mi ttee unanim ously

endor se thi s pr oposal.

7. Frequent u sers of th e adjacent t enn is cour ts, y out h soccer repr esentati ves and

residents in th e Sherw ood Park area have been n otif i ed of th is proposal and

have voiced no objection s to th e project.

A nalysis &

Conclusion: N otin g th e crit i cal need for addit ional baseball f ields, the PRYB organi zation has

subm it ted a proposal to construct a new f ield at Sherw ood Park . A lt hou gh the

proposal call s for a deviation from th e Sherw ood M aster Plan, it has been evaluated

and endorsed by Cit y staff, advi sory m embers and stakehol ders. No ob jections have

been raised by residents in the Sherwood neighborhood, and the group intends to

fun d th is project w it h n o assistance from th e City .
