    Minister of Education Peter Fassbender issued the follow-ing statement today:

    Im very disappointed for students, parents and teach-ers. What should be a time of excitement and anticipation will instead be marked by frustration and uncertainty.

    I wish I could tell British Co-lumbians when students will be back in school. But right now, I dont see any quick or easy solutions.

    Everything weve tried to do was to have schools open on time and to reach a settlement. Unfortunately, the BCTF leadership has stubbornly refused every effort to reach a fair deal and they have even refused to give teachers a chance to vote on suspending the pickets while an agree-ment is mediated.Negotiating a settlement re-quires union leaders to stand in front of their members and explain what has been achieved at the bargaining table. I worry the BCTF lead-ership is actually counting on government to legislate an end to this strike so they can avoid having a difficult con-versation with their members about what is realistic and achievable.Legislating an end to the dispute is the wrong thing to do. It would only keep us on the same dysfunctional treadmill that weve been on for the past 30 years. As hard as it is, we have to stand firm and hope the union leadership comes around to getting seri-

    ous about negotiating a fair agreement.

    In the meantime, I want to encourage the BCTF leader-ship to canvass their members about temporarily suspending their pickets so schools can open and teachers can go to work. The gap is much bigger than what the BCTF has been mak-ing it out to be, which was that the parties were close on all matters except class size and composition. Over the past few days, its been a very different story behind closed doors. The union made no substan-tive effort to get anywhere near the zone on wages and benefits. Their moves were so small that their compensa-tion demands remain nearly double what 150,000 other B.C. public-sector workers have settled for. They even insist on a special $5,000 signing bonus that no one else received. It is wrong and misguided for the BCTF leadership to

    expect a bigger compensa-tion package than all other public-sector workers simply because they are willing to shut down schools.

    Their demands would plunge B.C. into deficit. No mediator can bridge that kind of gap.

    There is also a big gap on how to deal with learning conditions. The British Co-lumbia Public School Em-ployers Association (BCP-SEA) is offering solutions that focus resources where they can best help students. The union, meanwhile, con-tinues to seek rigid class size numbers and teacher ratios that only increase the number of teachers but wont necessarily address the actual

    learning needs of students in classrooms.

    The BCTF says they want government to be flexible. But what they really mean is that they want us to abandon our balanced budget. We are not going to go into debt, we are not going to raise taxes, and we are not going to be flexible with our commit-ment to be fair and even-handed with all 300,000 B.C. public-sector workers.

    Weve been very clear and consistent ever since BCP-SEA tabled its comprehen-sive offer back in June. The package on the table is fair and reasonable both in terms of teacher pay and on class composition and it is very near the limit of what we can afford.

    It includes a six-year term to provide stability for the education system, a 7% wage increase thats fully in line with increases al-ready negotiated with other public-sector employees, and guaranteed supports for classroom needs through the Learning Improvement Fund.

    BCPSEA is offering to hard-wire into the contract additional protections on class size, a guarantee of at least $375 million over five years to address complex classroom needs, a stronger role for teachers in deciding how to spend these funds, and an ongoing fact-finding committee to make sure edu-

    cators have the best possible information to guide these important decisions.We remain willing to ex-plore puts and takes, reason-able moves here and there. But mediation is not going to shake loose tens of mil-lions of dollars let alone hundreds of millions that we simply do not have.

    A prolonged strike is not going to change the basic fact that best possible deal for teachers is a negotiated agreement that falls in the same affordability zone as all the other agreements already negotiated with more than 150,000 B.C. public-sector workers.

    UFV Five Corners opens in downtown Chilliwack

    A new hub for post-secondary edu-cation is opening this fall as the University of the Fraser Valleys newest facility. Located at Chilliwacks historic Five Corners at 46115 Yale Road, the former Bank of Montreal branch now houses a classroom, computer lab, meeting rooms, and offices in the 7,000 sq ft space.

    UFV Five Corners will be home to a variety of courses and programs offered by UFVs Continuing Education department. It will also be available for community bookings and meetings, programming by other UFV

    departments, and customized contract train-ing through Continuing Education at UFV.

    The UFV Five Corners location valued at $850,000 was donated to the university by the Bank of Montreal. The Chilliwack Economic Partners Corporation (CEPCO) provided $850,000 to renovate the build-

    ing and managed the renovation project. UFV provided $150,000 for furnishing, IT services, and other improvements.

    The architectural firm for the project was Craven Huston Powers of Chilliwack.

    This excellent and much needed new facility is a prime example of what can be achieved when corporate and community partners work together with our university, said UFV President Mark Evered. Through the generosity of the Bank of Montreal and CEPCO, we are so very proud to open this new location in the heart of historic down-town Chilliwack. We look forward to play-ing a vital role in the ongoing revitalization of the area.

    Craig Toews, UFV Executive Director of Campus Planning, is happy to see the project completed and ready to welcome students.

    UFV is excited to have a presence in this new location and will be working with community partners to develop program-ming and events that will enhance Chilli-wacks downtown. Actively engaged with CEPCO, the Chamber of Commerce, the Business Improvement Association, and Walas Concepts, UFV will be reaching out to other Chilliwack organizations to develop programming and other uses for our Five Corners location, said Toews.

    South Fraser Community Futures has also partnered with UFV, relocating their offices from Abbotsford to this new location.

    In addition to new educational program-ming, our hope is that the business-focused collaboration at our new UFV Five Corners location in Chilliwack will enhance entre-preneurial activities in the community and be a resource to downtown businesses, Toews added.

    Liana Thompson, Director of Continuing Education for UFV, is enthused about the possibilities of the new location.

    We are very excited about creating a space geared towards working profession-als who want to gain specific, applied, career-focused skills, she says. Our typi-cal student will be somebody who already has some post-secondary education and is establishing their career. They will come back to augment and refine skills specific to their profession.

    Slated to run this fall are professional semi-nars in fundraising basics, banking sales and service, and screenwriting, to name a few.

    Longer programs to be offered at Five Corners include certificates in Human Resources Management and Records Man-agement in the fall, and a Public Relations certificate in the new year.

    Everyone knows that smoking is associated with lung cancer, pul-monary disease and cardiovascu-lar disease, but now definitive studies are showing that smoking increases the risk of diabetes by 30-40%. According to the American Surgeon Generals recent re-port, smoking can even be called a cause of diabetes. The good news, though, is that the sooner you quit smoking, the sooner you can start reversing that risk.

    It has been 50 years since the first Surgeon Generals report on smoking linked smoking and lung cancer! How far we have come or have we? Since then, smoking has also been linked to a multitude more diseases including diabetes, rheumatoid arthritis, immune dysfunction, tuberculosis, colorectal cancer, liver cancer, age-related macular degeneration, and erectile dysfunction. A long list of reasons to quit!

    An article published in the New England Journal of Medicine is calling for a tri-pling of the taxes on tobacco! Noting that price is a key determinant in both starting and quitting smoking, such a

    marked increase in taxes would result in a doubling of the price of cigarettes encouraging current smokers to quit (or reduce their use) while preventing others from starting. The authors believe this would reduce tobacco consumption by about 33%.

    Electronic cigarettes have been gaining popularity as a tool for quitting smoking, but several studies are demonstrating that they do not improve quit rates, dont even reduce cigarette consumption, and, in teens, actually contribute to nicotine addiction! The data relates specifically to e-cigarettes that contain nicotine, but it could also be argued that using the nicotine-free varieties does little to change habits either.

    Strengthening Can-ada-ASEAN trade and investment ties to create jobs and oppor-tunities

    The Honourable Ed Fast, Minister of International Trade, today highlighted ongoing economic, trade and diplomatic relations with member countries of the Association of South-east Asian Nations (ASE-AN) at the conclusion of his four-day trade mission to Laos and Burma.

    In addition to taking part in business and government-to-government discussions

    in both countries, Minister Fast also participated in the third ASEAN Economic Ministers-Canada Consul-tations, where ministers released a joint statement pointing to the progress under the 2011 Joint Dec-laration between ASEAN and Canada on Trade and Investment. Highlights include the June 2014 trade mission by ASEAN min-isters to Vancouver and Toronto, the decision to establish a diplomatic mis-sion to ASEAN headed by Canadas first dedicated ambassador to ASEAN, and continued support to the Canada-ASEAN Busi-ness Council to facilitate the development of small and medium-sized enter-prises in both the trading bloc and Canada.

    TransLink finally released their 2013 salary dis-closure documents on Friday, and the Cana-dian Taxpayers Fed-eration (CTF) says the news is bad for taxpay-ers: record-breaking pay for executives, big bonuses and more six-figured employees than ever before.

    TransLink executives love to cry poor and demand higher taxes and fares, but their pay is fatter than ever, said CTF B.C. Director Jor-dan Bateman. Voters in next years Trans-Link referendum should take note that despite their claims, there al-ways seems to be more money for the fat cats running the place.

    Despite a public dec-laration by TransLink chair Marcella Szel that executive pay had been frozen at 2012 levels and bonuses had been eliminated, every single TransLink executive was paid more in 2013 than the year before.

    With a pay freeze like that, who needs a raise? said Bateman. Trans-Link should apologize for misleading taxpay-ers about what is hap-pening in their execu-tive offices.

    TransLink CEO Ian Jar-vis got the biggest jump in pay which included $83,700 in bonuses. Jarvis made $422,406 in salary, bonuses and taxable benefits in 2013, plus $45,609 in pension contributions and other benefits, for a total com-pensation package of $468,015. Thats nearly

    7 per cent more than in 2012.

    Every other TransLink executive got raises too:

    a.. CFO Cathy McLay was paid $383,905, up from $330,753, includ-ing a $31,721 bonus.

    b.. Human Resources head Sandra Hentzen was paid $325,459, up from $289,958, includ-ing a $26,922 bonus.

    The executives werent the only ones cash-ing in. TransLink and its subsidiaries paid 434 people more than $100,000 last year, up from 393 people the year before. That in-cludes the Transit Po-lice, where 56 of 154 officers made six fig-ures.

    TransLink posted the financial documents, which were dated June 30, late Friday after-noon, just before the Labour Day long week-end. In previous years, these documents were posted earlier in the summer.

    TransLinks bosses have been watching too much West Wing on Netflix taking out the trash before the long weekend, said Bateman. Maybe they thought the CTF and media wouldnt

    BCs pilot Take Home Naloxone (THN) program has reversed 125 opioid drug overdoses over the past two years, according to the BC Centre for Disease Control.

    Naloxone is a safe medication that can reverse the ef-fects of an overdose of an opioid drug, such as heroin, morphine, fentanyl or oxycodone. Without action, an overdose can cause a persons breathing to slow or stop which can eventually lead to severe brain damage or death. In the event of an opioid overdose, naloxone restores normal breathing within 2-5 minutes.

    Since the program began in August 2012, 1215 nalox-one kits have been distributed in 51 sites throughout

    BC. In addition, the program has trained more than 2,200 people, including people who use drugs, friends, family members, and service providers, to recognize and respond to an opioid overdose using the kit and medication. Eligible participants are prescribed a naloxone kit.

    Royal Inland Hospital in Kamloops, a BCTHN site, recently became the first emergency department in Canada to provide overdose prevention and response training and naloxone kits to at-risk patients.

    The Inner City Youth Program at St. Pauls Hospital in Vancouver began a research study this summer

    to understand the experience of youth with the THN program which will help to inform future programs for youth.

    Naloxone is currently used in harm reduction programs in the U.K, Italy, Germany, Australia and 17 US states. In Canada, naloxone programs are also available in Alberta and Ontario.

    Facts:

    In 2013, there were 308 deaths in BC due to illicit drug overdoses, the majority involving opioids.

    The BC Coroners Service has reported 27 deaths from January to April 2014 where fentanyl, a very strong opioid, was detected.

    Canada has the highest consumption of opioid prescription drug use in the world. Overdoses can occur with both prescription and illicit opioids.

    Today, the Harper Govern-ment is announcing that it will introduce legislation to end pay-to-pay billing practices in the telecom-munications sector. Cana-dian consumers have been clear that they expect lower prices and better services from telecommunications providers. That is why our government committed to ending this unfair practice and putting the interests of Canadian consumers first.

    More and more Canadians are finding a new charge appearing on their monthly bills, including their wire-less bill. This fee is charged to those who receive their bill in the mail. Increas-ingly, many Canadians are being charged this new fee

    by companies from whom they have been receiving service for decades. We do not believe that Canadians should pay more to receive a paper copy of their tele-phone or wireless bill.That is why, in the 2013 Speech from the Throne, our government committed to end this unfair practice once and for all.     Canada marks 500,000 apprenticeship grants issued to help young Canadians get jobs

    The Honourable Jason Kenney, Min-ister of Employment and Social De-velopment, today announced that the Government of Canada has provided a total of 500,000 apprenticeship grants to Canadians since 2007 to help them pursue careers in the skilled trades.

    Minister Kenney spoke with apprentices at an event hosted by George Brown College to celebrate this important milestone and handed out apprentice-ship grants to those who have recently completed their training.

    The Apprenticeship Incentive Grant and Apprenticeship Completion Grant are cash grants that encourage Canadians to pursue and complete apprenticeship training in Red Seal trades. Through these grants, apprentices receive up to $4,000, which can be used to pay for tuition, tools or other expenses. To date, the Government has provided nearly $700 million in apprenticeship grants.

    He also highlighted other Government of Canada measures to create opportuni-ties for apprentices such as the introduc-tion of the Canada Apprentice Loan, support for training programs and tax credits such as the Tool Tax Deduction for apprentices and tradesmen and the

    Apprenticeship Job Creation Tax Credit for employers.

    Minister Kenney also addressed the need for a parity of esteem that will put the skilled trades on an equal footing with a university education. He expressed concern about negative stereotypes that exist towards the skilled trades and the false perception that a university education is more valuable than an ap-prenticeship.

    According to the Colleges and Institutes Canada, in less than 10 years, employers will not be able to find qualified candidates for 1.5 million job openings.

    In Economic Action Plan 2014, the Gov-ernment announced the introduction of the Canada Apprentice Loan, which will be available in January 2015 to provide ap-prentices in Red Seal trades with access to interest-free loans of up to $4,000 per period of technical training. It is estimated that at least 26,000 apprentices a year will apply for these loans.
