Addressing a strong 4000-plus congregation at the Colva beach, Sri Sri Ravi Shankar underscored the need to build an University incorporating good things and values from the East and West to churn out a better and com- plete human being, saying work was already underway in that direction in Orissa. Stating that the country is plagued by the ills of caste and creed, Ravi Shankar said all human beings are one family and called upon the people to join hands in removing all caste barriers. The spiritual leader said he has no doubt that India can be- come a superpower within a HERALD REPORTER PANJIM, SEPT 25 Goa is all set to welcome its first chartered tourist flight from Netherlands on October 1, when the State embarks on its six- month tourist season. Speaking to Herald, Superin- tendent of (Immigration) Police Tony Fernandes said that the weekly chartered flight ‘Arke Fly’ will carry 100 to 150 passengers to Goa from where it will fly to Colombo and back to Nether- lands. One of the best in the hospi- tality sectors, the internationally acclaimed tourist State of Goa will be buzzing with several lakh tourists from across globe. The immigration officials today held a meeting with the tour operators, airport director and agencies who would handle their clients’ hotel accommoda- tion, transport, etc during the holidaying period. Main chartered flights will ar- rive from October 15 and heavy rush is expected on Thursdays and Sundays. “Most of the flights will arrive mid-nights from 11 pm to early morning till 7 am. For this, the airport will be open 24 hours”, the officer said. The meeting also discussed various factors for tourists in- cluding filling disembarkation forms, security checks, etc. The tour operators are asked to as- sist the authorities for complet- ing formalities at a faster pace. Interestingly, authorities this time will station interpreters for Russian citizens to fill disem- barkation forms. Similarly, other foreign tourists will also have to fill dis- embarkation forms to inform the authorities about their de- parture. “Russian citizens are not well- versed with English and our pol- icy is that every foreign tourist must fill up disembarkation form at the immigration check- point. To avoid any difficulty, we will station interpreters to help the foreign visitors”, he further said. The State is once again ex- pected to welcome large num- ber of tourists from Russia and Britain as each chartered flights from these countries will be carrying more than 300 passengers. PTI NEW DELHI, SEPT 25 Under a major 8-point initiative to address the unrest in the Kashmir valley, a group of inter- locutors is being appointed to hold a “sustained dialogue” with various shades of opinion, about 200 youth detained for stone- pelting are being released and the presence of security person- nel is being de-scaled. Significantly, the notification of areas as “disturbed” will be reviewed which could pave the way for non-application of the controversial Armed Forces Spe- cial Powers Act (AFSPA) to cer- tain parts which will cease to be treated as disturbed. Unveiling the initiative after a meeting of the Cabinet Com- mittee on Security (CCS) under the chairmanship of Prime Min- ister Manmohan Singh, the Cen- tre also announced grant of ex-gratia relief to the families of those killed in civil distur- bances since June 11. The total number of dead is over 100. Union Home Minister P Chi- dambaram, briefing reporters after an hour-long meeting, said the Centre has also advised the State Government to immedi- ately review the case of all Public Safety Act detenues and with- draw the detention orders in appropriate cases. The move was welcomed by ruling National Conference and main Opposition PDP while the separatists maintained a studied silence over these announce- ments. Chief Minister Omar Abdullah, who met Chidambaram after the CCS announcements, welcomed the move and expressed the hope that these steps would ul- timately lead to resolving of po- litical issues of the Kashmir. He said that he will be con- vening a Unified Headquarters meeting next week during which foot-prints of security forces in towns and withdrawal of “dis- turbed areas” act in few places would be discussed. On the number of confirmed charters Dhond said, “there are many slots booked but the actual confirmation is yet to come”. – (HR) Another bird-hit at Dabolim HERALD REPORTER VASCO, SEPT 25 About 163 passengers besides cabin crew had a narrow escape when a Mumbai-Goa Indian flight encountered a bird strike while landing at Dabolim airport on Friday evening. This is the fourth bird strike at Dabolim within barely 15 days, triggering panic among officials of Airport Authority of India (AAI) and commercial air- lines over the safety of passen- gers and cabin crew. The aircraft which was hit at about 4.30 pm managed to land safely without any damage. It may be recalled that on Sep- tember 12, two bird strikes were reported at the airport within period of three hours. An Air Arabia airbus 320 from Sharjah carrying over 185 pas- sengers suffered a minor bird strike while landing at about 4.30 am. Three hours later, a Kingfisher flight with over 42 passengers had a lucky escape when the aircraft suffered a se- vere bird strike that damaged its propellers. (Related reports on pg2) PTI NEW DELHI, SEPT 25 Embattled Organising Commit- tee chairman Suresh Kalmadi today took responsibility for the shoddy preparations for the Commonwealth Games but said there was no question of resign- ing from the post.     Voicing concern over the recent bird strikesat Dabolim airport, the Navy has appealedto the people to refrain from dumpinggarbage in the vicinity of Dabolim airport.

    There are nearly five places surroundingthe airport where garbage is disposed inthe open and these sites have attracted alarge number of birds, Navy PRO M C Joshitold Herald.

    We have been working hard with localbodies and the administration to ensurethat bird strikes are minimised. We alsoseek the support of people in this regardand we urge them not to dispose garbagein the open area surrounding Dabolim air-port, said Joshi.

    While Airport Director D Paul Manickam

    claims the Navy should be responsible fortaking measures to curb such bird strikesas the airport is a defence airfield, Joshiclaimed that the responsibility lies with allstakeholders.

    Most bird strikes have occurred to civilaircraft outside the airfield boundary duringthe approach to the airfield, where the sur-veillance is not that of the Navy, said Joshi.

    A coordinated effort of all stakeholdersis necessary to curb such bird hit incidentsthat could lead to a major air mishap, headded.

    Joshi said the INS Hansa takes severalprecautions to minimise bird hits at Dabolimairport.

    All pilots are adequately warned by ATCbased on reports by birds watchers fromthe Bird Hazard Control Team (BHCT) posi-

    tioned within the airfield at suitable loca-tions.

    The air station also takes various meas-ures and constantly keeps experimentingwith different methods to chase away thebird from the airfield with methods.

    This includes the utilisation of LPG op-erated devices around the airfield to scarethe birds on the way and employment ofBird Hazard Combat Team (BHCT) personnel,in two watches comprising five personnelalong with 12 bore pump action gun.

    The air station also uses traditional birdscaring means like scarecrows, reflectorsand stripes. A bird survey was carried outby Ornithological Cell from DFS Air Force.Implementation of recommendations in aphased manner is in progress to furthercurb bird menace, said Joshi.

    He has accused the govern-ment of unwarranted delay inhanding over land at Verna In-dustrial Estate to treat garbage.

    In the absence of a garbagetreatment plant in the area,garbage is being dumped in thearea of the Dabolim airport andthis has attracted birds to the site.

    The Navy had claimed thatopen disposal of garbage in thevicinity of Dabolim had attractedbirds to the airport field andthis was a major factor leadingto bird strikes.

    Godinho is upset with thegovernment for delaying hisone-and-half year-old proposalfor a garbage treatment plantat Verna Industrial Estate.

    He had planned that thegarbage treatment plant atVerna Industrial Estate wouldcater to all six village panchayatsin Cortalim constituency andthe newly delimited DabolimConstituency.

    This site is ideal as the AAIdoes not want any garbage treat-ment plant to be set up withina 10-km radius of the airport.This 10-km radius covers almostthe whole of my Cortalim con-stituency, said Godinho.

    The Verna Industrial Estate,which is spread across two

    talukas (Mormugao and Salcete),has vast tracts of land acquiredfrom Cortalim and Quelossim,which forms part of Cortalim con-stituency in Mormugao taluka.

    I have been forced to goagainst my own government andthreaten an agitation to ensurethat land is allotted at Verna forthe treatment plant, said God-inho.

    He pointed out that a fewyears ago, the Cortalim Com-munidade had handed overnearly 18 lakh square metres ofland to the State governmentto set up industries at the VernaIndustrial Estate.

    We have demanded only50,000 square metres of landfor the treatment plant, but de-spite our repeated requests,things have not materialised,complained the deputy speaker.

    He claimed that he wouldlead a delegation of membersfrom all six panchayats to meetChief Minister Digambar Kamaton Monday to put forth theirdemand.

    If the land is not given in theshortest possible time, we willbe forced to agitate against ourown government, he warned.

    A total of four outstation pro-fessional consultants had re-sponded to the Request forProposal (RFP) invited by theMargao Municipality to monitorthe construction of the landfillcarried out at the garbage dumpsite in accordance with the MSW(Management & Handling) Rules2000 and to certify successfullythe work at the site.

    Besides, Ahmedabad-based PU Asnani, Hyderabad-based

    Ramky Enviro Engineering Ltd,Senes and Aecom had re-sponded to the RFP, sources ininformed.

    Of the two consultants, RamkyEnviro Engineering Ltd had lostthe bid to Fomento to set upthe waste treatment facility atSonsodo, while the Ahmedabad-based consultant P U Asnani haddecided in favour of Fomento atthe time of evaluation of financialand technical bids.

    Incidentally, a prominentmember of the high-poweredcommittee spoke openly infavour of P U Asnani for appoint-ment as the consultant to mon-itor the plant installation work,without realisation that thesame Asnani had ruled in favourof Fomento while evaluating thebids.

    In a shocking incident, a girlfrom Chodan on Friday aborteda three-month-old dead foetusafter seeking the services of aprivate doctor from Old Goato abort the foetus.

    According to highly placedsources at the Bicholim policestation, an unmarried girl fromChodan had an affair with aboy from the same village.

    The girl then discoveredthat she was pregnant and wasafraid to disclose this to herparents.

    The girl, who was alreadythree months pregnant, thendecided to get an abortiondone through a private doctorfrom Old Goa to ensure se-crecy in her pregnancy.

    "The girl did not even dis-close her plan for the abortionto her boyfriend and went allalone to the doctor," sourcestold Herald.

    "The doctor simply gave hersome tablets and sent her

    home."After taking the tablets, the

    girl began getting severelabour pain on Friday night.

    Family members then de-cided to shift her to the Bi-cholim Primary Health Centre.However, the girl deliveredthe three-month-old dead foe-tus in the car they were trav-elling, before they reached thehospital.

    "The girl delivered the deadfoetus at Kavleraan-Mayemand later, she was taken to Bi-cholim PHC for further treat-ment," sources told Herald.

    "After admitting the patient,the PHC alerted the police ofthe incident."

    Sources added that the OldGoa police is believed to haveregistered an offence againstthe doctor who prescribedtablets to the girl which ledto the death of the foetus.

    When Herald tried to con-tact the Old Goa police, theydenied having registered anysuch case in the police station.

    Rajya Sabha MP Shantaram Naikhas said that Indian Navys atti-tude of grabbing land in Goaneeds to be opposed tooth andnail and promised to take up thematter with the Union DefenseMinister, A K Antony very soon.

    He said the Indian Navy is tak-ing a cover of security needs forthe purpose of acquiring landin Goa, which examined fromall angles is nothing less thangrabbing of land, for which thereis no provision in the Land Ac-quisition Act.     We will not allow it, wasthe terse warning of DeputySpeaker and Cortalim MLA Mau-vin Godinho, who has assuredhis support to the fishermenand people from the locality.

    There has been already a lotof land in possession of Centralgovernment organisations andit not possible to further allowacquisition of both islands, saidGodinho.

    While we have the highestregards for the Indian Navy,being a defence organisation,the State government shouldnot hand over these islands tothe Navy, he added.

    If the Navy claims that theacquisition of islands is for se-curity purposes, then they canbeef up patrolling around theislands or post security person-nel on the islands without theneed to acquire them, he said.

    Mormugao MLA Milind Naiksaid he was not aware of anysuch plans of the Navy, but wasquick to oppose any such move.

    If the acquisition plans aregoing on, we will definitely notallow any such acquisition andwe will be with the people intheir opposition, said Naik.

    Mormugao Municipal Coun-c i l lor (MMC) ChairpersonShekhar Khadapkar has alsourged the people of the Stateto vehemently oppose the ac-quisition of islands.

    Vishnu Wagh, who was unceremoni-ously ousted from the organising com-mittee (OC) of the forthcomingInternational Film Festival of India,seems to have been overloaded withwork. He failed to attend a single OCmeeting in 2009, which appears to bethe real reason for his ouster from thecommittee.

    Wagh, a noted writer and poet, andVishal Pai Kakode were not named inthe new organising committee ap-pointed by the Chief Minister DigambarKamat, who is the chairman of the En-tertainment Society of Goa (ESG), forthe forthcoming IFFI, inviting criticismfrom various quarters, especially theBhandari Samaj, which has alleged thatthe CMs move has caste overtones.

    However, inquiries have revealed thatWagh seems to be overloaded with re-sponsibilities. He is the media advisorto the Department of Information andPublicity, besides being the chairmanof the OBC Commission. He is also the

    Vice-Chairman of the Rajiv Gandhi KalaMandir, Ponda.

    With all these responsibilities, Waghseems to not have time for IFFI. He didnot attend any of the 13 or 14 meetingsthe OC had in 2009 for IFFI, sourcestold Herald.

    About Vishal Pai Kakode there areallegations that he created a lot of con-fusion in the IFFI organisation last year,interfering in every matter, includingthe free-for-all he had with filmmakerRajendra Talak on the Red Carpet. It islearnt that former chief minister Prat-apsing Rane was also miffed withKakodes interference in every singleissue.

    This years organising committee isheaded by Ranjana Salgaocar, with AnjuTimblo, Raju Nayak, Prasad Lolyekar,Pandurang Phaldesai, Sridhar Kamat,Francisco Martins and Manguirish PaiRaikar being the other members.

    When contacted, OC member RajuNayak, who is also editor of Lokmat,said: Appointing a member or removalis the prerogative of the chief minister.

    In the end, he is responsible for theentire event as the chairman of ESGand CM of the state.

    The CM may have had some badexperience and taken this decision. Noone can question his authority, Nayakadded.

    Another former member of the OCRajendra Talak, who withdrew from allcommittees this year as he is an ESGbeneficiary, echoed Nayaks comments:There should not beany issue made out ofthe Wagh and Kakode,ouster as they werepol i t ica l appoint -ments, which are bound to change,he said, adding, Wagh is a good writerand poet and he has representation onmany committees. Hence he may notbe getting time for IFFI, which is provedthrough his absence in crucial meet-ings.

    The Indian Meteorological De-partments (IMD) Automatic RainGauge project across the Statehas been delayed since the For-est Department is yet to grantthe No Objection Certificates(NOCs) for the same.

    The project which is completelyenvironment friendly and requireshardly any space in the forest hasbeen delayed extensively afterfiles in the State Forest Depart-ment are moving at a snails pace.

    IMD Goa in-charge K V Singhtold Herald that they are yet to

    get NOCs from the Forest De-partment at five sites while theyhave managed to get the cer-tificates from Water ResourcesDepartment and Agriculture De-partment for two other sites.

    The rain gauge stations atHattipaul (Cotigaon wildlifesanctuary), Mollem, Balli, Shi-roda and Tisk-Usgaon are hang-ing fire sans NOCs.

    Singh said that small area isrequired to set up tiny station,which will collect the rain dataand transmit to the satellite.

    Singh said that the idea be-hind installing these automaticgauges is to avoid any real timedelay in gathering data.

    It will help to gather rainfalldata every hour from remoteand inaccessible areas that oth-erwise takes a couple of daysor hours owing to the difficultiesin having proper communicationchannels between these placesand us, Singh said.

    The entire project is Rs 15 lakhas sanctioned by Union Ministry.

    A junior advocate has com-plained to the Bar Council ofMaharashtra and Goa against aHigh Court lawyer for abusingher in the corridors of the HighCourt of Bombay at Goa.

    In her letter to the Bar Coun-cil, the victim has complainedthat on September 20, one AdvNigel Costa Frias hurled abusesand filthy words at her whileshe was waiting for her senior.

    In her complaint, the victimsays she was sitting in the corri-dor of the High Court where hersenior was dictating some matterpertaining to court proceedings.Seeing that the senior had movedaway into the Court room, AdvNigel came to the place whereshe was sitting and taking ad-vantage of the fact that nobodywas around, hurled abuses andfilthy words at her. The traineehas just passed her LLB (Hons)course from Pune University.

    The letter also alleges thatthis was an attempt to harass,abuse, insult and malign her dig-nity as a woman, as Adv Nigel isnot on good terms with herbrother-in-law and sister, whoare his neighbours at Dona Paula.

    The victim has also asked thesitting Justices of the High Court,Advocate General Subodh Kantak,Assistant Solicitor General of IndiaCarlos Ferreira, the President ofthe High Court Bar Association,Goa, and the Registrar of HighCourt of Bombay at Goa to takeaction in the matter.

    Less than a century ago,heart disease was an ex-tremely rare disease. Today,

    it is the cause of death of morepeople in the world than severalother deadly diseases combinedtogether.

    In many developed countries,fatality rate from heart conditionshave decreased a bit basically dueto breakthroughs in medical ed-ucation and new medicines, by-pass surgeries and angioplasties.Now, the beneficiaries of theseadvancements are living, but with

    consequences. The less healthyhearts still beat, but are notstrong enough for living and en-joying a good quality of life.

    The heart is not merely a pump,but the headspring of every feel-ing and emotion, whether it isdelight and excitement or gloomi-ness and frustration. Mental andemotional tenseness disrupts theemotional heart, whereas, a junkdiet, insalubrious lifestyle and ab-sence of physical excises weakensthe physical heart. Several ill-nesses such as high blood pres-

    sure, diabetes, high blood cho-lesterol and obesity are alsoknown to be contributing factorsfor heart ailments. Smoking isalso a major contributor to coro-nary diseases, wherein it may ac-tuate coronary spasms where theblood vessels of the heart arepinched or narrowed, causingchest pain or heart attack.

    Now-a-days, we observe thatwe have completely westernisedour lifestyle. Fast food has be-come the staple diet for majorityof youngsters. We see them

    gulping down soft drinks insteadof water and spending hourssitting in front of computers.

    Prevention, as known, is al-ways better than cure. However,in case of health of the heart,there is less possibility of a com-plete cure. However, the possi-bility remains but only possiblewith a holistic approach. Salu-brious diet plans and an activelifestyle coupled with emotionalfreedom will lay a strong foun-dation and ensure that the heartbeats with life till the very end.

    To make your heart and the restof your cardiovascular systemshealthier, one needs to adopt a

    balanced diet with less saturatedfat from red meats, more freshfruits and vegetables, more fish,less sugar, more fiber and for manypeople, fewer total calories.

    Indians are also more proneto have abdominal obesity, dia-betes, sedentary lifestyles anddiets high in fat and starcheswhich can increase the risk of de-veloping heart disease. The tra-ditional Indian diet includesdeep-fried foods (re-use of veg-etable oil when cooking), coconutmilk, roti, naan and other white

    breads, white rice, paneer(cheese), whole milk and high fatyogurt. Even though Indianshave a strong genetic risk forheart disease, they can lowertheir risk by making healthylifestyle changes. A few tipsgiven herebelow could help re-duce the risk of heart disease :

    * Avoid deep frying. Instead,try to broil, bake, steam.

    * Use low fat milk and dairyproducts.

    * Increase fruit, vegetableand fiber intake.

    The Urban Health Centre, Ma-pusa, has directed theKadamba Transport Corpora-tion (KTC) to clear the garbagedumped in the premises ofKadamba bus stand at Mapusaand maintain cleanliness toavoid spread of diseases.

    In a letter to the KTC Manag-ing Director, Urban Health Cen-tre Health Officer Dr PratimaThali has stated that on inspec-tion of the KTC bus stand re-cently, they found that heaps ofgarbage was collected on therear side and on the right sideof the Sulabh toilet.

    Due to rains, the garbagerots and is littered all over theplace. The dirty water from thegarbage is spread all over theplace and gets stagnated infront of the KTC shuttle busservice shed, stated Dr Thali.

    To make matters worse,males urinate openly at thiscorner near the drainage. Therainwater mixed with urinedoes not flow freely throughthe drains due to improper gra-dient/garbage present in it. Asa result, strong stink of urineirritates the people, she said.

    The water sump is notclosed properly and thereforeprovides a source of breedingplace for mosquitoes, responsi-ble for the spread of the vectorborne diseases, added Dr Thali.

    The Urban Health Centre has

    also written a separate letterto the Deputy Collector Bardezstating that the corner of thebus stand near SulabhShouchalaya has been neg-lected and hence undue advan-tage is being taken by malesfor open urination, therebycreating nuisance to public.

    The Centre has suggesteddeputing police personnel atthe corner or convert the areainto a garden in order to pre-vent males from urinating inthe open, states the letter.

    had brought the matter ofgarbage dumping in the prem-ises of KTC bus stand andmales urinating in the openarea to the notice of KTC.

He had alsowritten a letter to the UrbanHealth Centre to look into thematter and advise the KTC andMapusa Municipal Council totake action immediately.

    A Pakistan International Air-lines Boeing 777 with about250 passengers flying fromCanada to Pakistan was evacu-ated after being diverted to Swe-den today due to a bomb threat,and police detained one man.

    A woman called Canadian po-lice after the plane had takenoff from Canada, saying a manon board had explosives withhim, Stockholm district policespokesman Janne Hedlund said.

    No explosives were found onthe man, who was detainedwhile passengers were being

    evacuated from the plane, Hed-lund said. His baggage and theplane were being searched, hesaid.

    The plane was diverted to Ar-landa, the Swedish capital's mainairport, after Canadian Policeinformed the pilot of the threatwhile the plane was in Swedish

    Governor Dr S S Sidhu on Fridayevening inaugurated a uniqueexhibition on corrosion at In-tercontinental, The Lalit Resorts,Rajbag-Canacona.

    The Governor showed keeninterest in the exhibition andobserved with minute detailsthe different types of corrodedmetals displayed in the exhibi-tion, which was held along thesidelines of the CORCON-2010conference.

    The three-day conference onCORCON-2010 organized by Na-tional Association of CorrosionEngineer (NACE) commenced onThursday in Canacona at thehotel premises, where over 600delegates from most of the topentrepreneurs across the coun-try and overseas are taking part.

    Later, Dr Sidhu felicitatedabout 12 eminent personalitieslike engineers, students and sci-entists for their contributionstowards the cause of corrosion.

    According to the organizers,the country is losing somethinglike Rs 35,000 crore annuallydue to corrosion factor.

    The Citizens warned of ahunger strike on October 2 ifthe police fail to act on theirdemands and threatened to holdpublic meetings in Loliem villagein the future.

    22 others was false with thepurpose of extorting moneyfrom the villagers.

    He pointed out that the 22people named in the kidnappingincident by the complainant hadpaid Rs 1 lakh to Vithu Yamkar

It was onlythe amount paid to Vithu thathe went to the Canacona policestation stating that his son hascome back home, he said, de-manding an inquiry into the en-tire episode, saying that theincident will set a bad precedentif people use the police machin-ery to extort money on the pre-text of kidnapping.

    Replying to a question, Naiksaid Vithu Yamkar filed a falsecase against the 22 persons after

    they had gone to question himover the issue of getting illegalcattle into the village fromacross the border. These peoplehad gone to him with the land-lord Dilip Prabhudessai andthere is no question of any tres-pass into Vithus property norany kidnapping, he said.

    He said the delegation ofLoliem villagers had called onthe Chief Minister, DigambarKamat and South Goa Superin-tendent of Police, Allan De Saand were assured of an inquiryinto the episode. He, however,lamented that no action hasbeen initiated by the policeagainst Vithu for lodging a falsecase of kidnapping and warnedthat the villagers will not takethings lying down if the com-plainant is allowed to go scot-free. We will not hesitate toclose down the highway as alast resort if the authorities failto move against the com-plainant, he warned.

    With the help of Goa Broad-band Network the entire proce-dure has gone online with a setof 200 questions randomly flashedfor the candidates to test his/herability to learn the vehicle.

    Officials from Transport De-partment confirmed that thesystem adopted by the depart-ment has the feature to conductOn-Line Tests for the applicantbased on the parameters (timeper question, total number ofquestions, etc) set by the de-partmental officials.

    The system has built-in setof 200 questions which form theQuestion Bank for the Test. How-ever, this bank can be modifiedand new questions can be addedif required, an official stated.

    Fully automated LL Test en-sures a totally unbiased process.Instant result declaration pro-vides faster completion ofprocess and leaves no scope forany tampering of results. Andthe licences can be instantlyprinted and given to the candi-dates, the official said.

    Apart from this, the vehiclescan also be registered onlinewith the internet connectivityreaching to the dealers too.

    Goa Broadband Network aunique ultra high speed networkwas set up in 2006 with veryhigh routers. It was inauguratedby Prime Minister Dr ManmohanSingh in December 2007.

    Presently more than 45 de-partments in Goa are using thebroadband services.

    "Everything that they want todiscuss and everything we wantto discuss with them will be dis-cussed" during Pakistan ForeignMin i s te r Shah MahmoodQureshi's possible visit to Indiafor talks, External Affairs Minis-ter S M Krishna told PTI here.

    He was reacting to questionson recent Pakistan Foreign Officestatement that there can be noresult-oriented discussions withIndia on Kashmir unless it stopstreating it as its integral partand Qureshi's remarks seekingUS intervention on the issue.

    Krishna, who is here for theUN General Assembly session,said he looked forward to host-ing Qureshi in India.

    "Well I was in Islamabad andwe did talk and I have invitedExcellency Qureshi to come toIndia and he has very graciouslyaccepted my invitation," Krishnasaid. "I am looking forward tohosting him in Delhi... and the

    on Kashmirdates have to be worked out."

    Krishna, however, underlinedthat despite recent statementsby Pakistan on Kashmir, talkswould continue.

    "India wants to keep Pakistan en-gaged in talks because we do notsee any other alternatives...Talks arethe only way to take this forward,"the Indian minister said.

    Separately, Krishna told an In-dian TV channel that New Delhihas always "consistently rejectedthe whole idea (of third partyintervention)."

    "I think when we are talking toeach other, intervention by anyother country may not be that ap-propriate... Well if you were notin talking terms at all, then perhapsintervention by third countriescould have been helpful but herethe case is quite different.

    "We are talking and we willcontinue to talk and the PrimeMinister Dr Manmohan Singhhas said that engaging with Pak-istan is one of our concerns andwe will certainly keep talkingto them," he told 'Times Now'in response to a question.

    Krishna said India has been avictim of terrorist attacks ema-nating from Pakistani soil, whichis a cause of concern to it.

    The Centre would request the State Government to immediatelyconvene a meeting of the Unified Command and to review the de-ployment of security forces in the Kashmir Valley, especially Srinagar,with particular reference to de-scaling the number of bunkers,check-points etc. in Srinagar and other towns, and to review thenotification of areas as disturbed areas.

    A relief of Rs 5 lakh each will be paid to the families of thosekilled in the civil disturbances since June 11, 2010.

    The Government also announced that two Special Task Forces,one each for Jammu region and Ladakh region, will be appointedto examine the developmental needs of the two regions, withparticular reference to deficiencies in infrastructure and makesuitable recommendations.

    The Central Government will provide to the State Governmenta sum of Rs 100 crore as Additional Central Assistance in order tomake grants to schools and colleges for improvements and additionsto the existing infrastructure such as class rooms, auditorium,laboratory, library, play ground, toilets.

    Another bird-hit Later on September 17, another Air Arabia flight encountered

    a bird strike while landing at about 3 am. The aircraft had to begrounded for nearly three hours.

    Speaking to Herald, Airport Director D Paul Manickam acknowl-edged that bird strikes had increased in the last fortnight.

    Most of these incidents have occurred while landing and thattoo early in the morning, except for Fridays incident which occurredin the afternoon, Manickam said.

    While most aircraft have operated normally after a bit strike,the Kingfisher airline had to be grounded for nearly a day, hesaid.

    However, the ultimate responsibility lies with the Navy sinceit is a defence airfield and the Navy should take measures to curbsuch incidents, Manickam added.

    He informed that the Aerodrome Committee, comprising differentState Government agencies, Navy and AAI will meet on September28 to discuss the safety issue.

    The increasing bird strikes at the airport is also expected to bediscussed.
