The Expo served as a showcase of performance of the company’s Pioneer hybrid rice varieties with the application of appropriate inputs and technologies. PHB 73, 77 and 81 are the Pioneer rice varieties displayed in the Expo which gained favorable impression from almost 400 farmers coming from the provinces of Leyte, Southern Leyte and Biliran. Mr. Soguilon revealed that Pioneer targets to cover at least 1,000 farmers in Leyte to participate in the same activity for a five-day period (Sept. 17-21, 2013). He assured the farmer participants that Pioneer hybrid rice seeds can give them a maximum harvest of 12 tons per hectare with the use of proper technologies. Meanwhile, Ms Avelita C. Riños, Agricultural Technologist, disclosed that the Local Government Unit of Javier has also initiated strategies to increase rice productivity in their locality. She especially cited the ‘Rice 300’ Program of Mayor Leonardo Javier where a farmer can avail of a loan for inputs worth P18,000 per hectare without interest, payable after harvest. These inputs include hybrid rice seeds and fertilizers. Ms. Riños further explained that the program aims to motivate farmers to attain a yield of 300 bags per hectare using hybrid rice varieties. “Mayor Javier has committed to give incentives to those who can reach 300 cavans per hectare or more,” she revealed. So far, the highest hybrid rice yield in Javier recorded was 209 metric tons/ha., she added. Agriculture’s campaign to achieve rice self-sufficiency in the country. The Pioneer Hi-Bred Philippines theough Zone Business Manager Vivencio G. Leyte Comelec supervisor approves early delivery of election supplies

The Leyte Provincial Election Supervisor has approved requests for early

delivery of election forms, documents and supplies in some far-flung barangays in the Province of Leyte. Election Officer Movita Pogenio of Carigara Leyte presented during the General Conference and Election Briefing of Comelec Deputies that some barangays in five municipalities in Leyte such as Burauen, Palompon, Inopacan, Abuyog and Ormoc City have qualified for early delivery of supplies before the election day while other municipalities will receive their election supplies on the day of election. Pogenio said Leyte Provincial election supervisor atty. Sabino Mejarito decided to allow the early delivery of election supplies due to the distance of the barangays.

The Comelec said those who qualify for early delivery are the 11 barangays in Burauen, 14 in Palompon, 1 in Inopacan, 13 barangays in Abuyog Leyte and 17 barangays in Ormoc City. Meanwhile, Leyte Provincial Election Supervisor Atty. Sabino Mejarito is reminding all candidates of the schedule of filing of certificates of candidacy. Under Republic Act 6679, Candidates should file their COCs from October 15-17, 2013. He likewise reminding all election officers to post copies of the certified lists of candidates both for the Barangay and SK elections in the barangay hall and in three conspicuous places in the barangay at least ten (10) days before election day or not later than october 18, 2013. In Leyte, there are 1, 196, 769 total number of registered voters both for SK and Barangay Elections. (PIA-8)

DTI prepares activities for Consumer Welfare Month

The Department of Trade and Industry (DTI) in Eastern Visayas has prepared

various activities in celebration for the Consumer Welfare Month (CWM). The CWM is celebrated during the month of October in compliance with Presidential Proclamation No. 1098. In a statement DTI disclosed the celebration on October 15-17 is in coordination with Leyte Consumer Net member agencies such as the Department of Agriculture (DA) and line agencies, Department of Education (DepEd), and the Department of Interior and Local Government (DILG). Araceli Larraga, DTI-CWD chief informed that DTI has organized Consumers’ Info Fair for the three days celebration at the Robinson’s Place in Tacloban City. Partner agencies will present sideshows during the fair. Scheduled activities will include a meat-processing demonstration by the regional National Meat Inspection Services (NMIS) on October 15; the next day, October 16 will be a poster making competition in the morning and bangus deboning demonstration in the afternoon. Only elementary and high school students are qualified to participate in the poster making competition. DTI disclosed the last day of the event will be the recognition of awardees of the DTI Bagwis, an accreditation of certified business establishments with Consumer Welfare Desks. The office requires compliant to the Fair Trade Laws, established Costumer Assistance Center and has good store management operations. Larraga revealed that presently DTI Bagwis has already six qualifiers from the province of Leyte; two each from the cities of Ormoc and Tacloban and one each from the town of Carigara and Baybay City. The Bangko Sentral of the Philippines (BSP) successfully conducted financial

education course in Catarman on September 16-20, 2013 . The course aimed to evaluate, assess and determine the most appropriate approach you may choose to apply in handling your financial concerns. BSP prepares five booths where participants were advised to tour and listened to the series of learning sessions and activities which aims to promote greater public awareness and understanding of key economic and financial issues. Likewise, the concepts to help the public acquire knowledge and develop skills needed to make well-informed economic and financial decisions and choices were fully explained. Booth 1 featured the Philippines financial system and BSP wherein their role as financial regulators was discussed; booth 2 discussed about personal finance wherein steps in financial planning was

intellectually expounded by the speaker; booth 3 enlightened the audience with finance product; booth 4 lectured on financial sector forum and booth 5 the primer hub where participants were asked to answer five questions related to the financial system of the Philippines and BSP. The weeklong activities were: conduct of press conference on Monday at Café Eusebio, information campaign on the role of the BSP in the economy for the students on Tuesday, financial learning campaign for overseas Filipinos and their beneficiaries on Wednesday, financial education expo for students and members of the academe on Thursday, and financial education expo for the working sector on the last day. The outreach activities in Catarman was the fourth leg of its economic and financial learning program for the calendar year 2013.(PIA8-Northern Samar)

Micro entrepreneurs get capital with no interest

Despite the financial crisis facing most Samarnons, some parents are still

doing and giving all their efforts just to send their children to college for a better future. To help these parents putting premium in education, the local government of Catbalogan City through the City Social Welfare and Development (CSWDO) and City Agriculture Office (CAO), will be giving P 3 thousand to P 5 thousand pesos livelihood assistance for parents whose child is currently enrolled in college. According to CSWDO Nida Aroza, this assistance from the local government is available for the less privileged. Mayor Stephany Uy-Tan said that the City is targeting at least four hundred Catbaloganons to receive the livelihood assistance. The CSWDO is now conducting interviews to potential beneficiaries.

She is doing a buy and sell business whose capital is loaned with interest. “Di ko na kinahanglan pa mangutang pirme han paninda para la may maibaligya, ngan di na ako magbabayad pa hin dako nga tubo,” (Now I won’t have to commit loans with interest.) she added.Aroza said that with the proper project proposal and a certification of residence, Villa will qualify to receive the said livelihood assistance. RSCC gears up for 24th NSM Celebration

This coming October 2013 is the observance of the 24th National

Statistical Month and the Regional Statistical Coordination Committee (RSCC) has prepared a number of activities in celebration of the event. Centered on the theme, “Statistics that Matter to Every Filipino,” an Opening Ceremony will be conducted on October 7, hosted by the National Statistical Coordination Board (NSCB) and co-sponsored by the National Statistics Office (NSO), Bureau of Internal Revenue (BIR), Bureau of Fisheries and Aquatic Resources (BFAR), and the National Telecommunications Commission (NTC). The Opening Ceremony will commence with the Opening of the Statistical Exhibits at the Robinsons Place Activity Area (Annex Bldg.) at 1:00 p.m. Said Statistical Exhibits, which will be participated in by twenty-three (23) government agencies and institutions, will be on display and open to the public on October 7-9. At 2:00 p.m., still on the same day, an Opening Program cum Statistics Forum will immediately follow at the BIR Multi-Purpose Building, Government Center, Palo, Leyte. And to give emphasis on the importance of the statistical information in our daily activities, BIR, NSO, and NSCB will conduct data presentations. Ms. Arsenia C. Gente, Chief, Collection Division and Ms. Loretta D. Bertis, Head of the Collection Program and Audit Section of BIR, will present the “Tax Collection Performance.” On her part, Ms. Evelyn D. Dacoycoy, Statistican Aide of NSO, will cover “Price and Inflaction.” Last item to be presented is the “Human Development Index,” which will be covered by Ms. Jane G. Balondo, Statistical Coordination Officer II of NSCB. After the presentations, an Open Forum will be conducted with Ms. Riza N. Moraleta of NSCB acting as Moderator. NFA-Biliran official assures RICE PRICES WILL BE BACK TO NORMAL

assured prices of rice will be back to normal with the advent of the harvest of palay in the main cropping season this year. It was learned that prices of commercial rice sold here in Naval went as high as P48 per kilo based on the prevailing prices of well-milled commercial rice sold in the public market. Milagros O. Caneja, provincial economist of NFA-Biliran made the assurance for the normalcy of rice prices in Biliran province in a recent interview. Caneja said that NFA-Biliran has started its massive palay procurement in this year’s main cropping season which is one strategy implemented by NFA to arrest the skyrocketing prices of rice in the market.

“NFA buys clean and dry palay at P17.00 per kilo from the rice farmers” Caneja added stressing that additional incentives of 20 centavos is for drying and another 20 centavos is for the transport of palay to make it P17.40. Another 30 centavos incentive is given to rice farmers cooperative aside from the P17.40 per kilo, she further said. However, Caneja admitted that though the agency is facing a stiff competition in the procurement of palay from the private traders here and outside the province, yet NFA has intensified its palay procurement program. NFA-Biliran has now established palay buying stations in Biliran province including the towns of Calubian and Leyte-Leyte which are included in its coverage areas that have already started harvesting palay.(PIA-8 Biliran)

PNoy’s LP scholarship reaches Samar

President Aquino’s Liberal Party Scholarship program promised during

the senatorial campaign has been fulfilled in Samar. Today, the city government of Catbalogan assessed hundreds of applicants who are currently enrolled at the Samar State University (SSU). According to City Mayor Stephanie Uy-Tan who is a member of the Liberal party in Samar, this is the promise of PNoy now being delivered. “In fact the fund has been downloaded to Samar State University,” said Tan. “This is a real scholarship, ‘no color-coding’,” the lady mayor stressed. By ‘color-coding’ she meant that the scholarship was not intended for LP members alone. “As long as they are qualified and are currently enrolled, they can apply,” she added. The selection team will choose 100 college students to get some Php5,000.00 for one semester. The city through the Social Welfare and Development Officer will screen those qualified. In their campaign sorties in the past, then candidate Jun Magsaysay, Jr. said he will fight to amplify the scholarship programs of the government to benefit more underprivileged youth. “In terms of education, my policy is no one should be left behind, all young Filipinos must have access to education. That would mean more scholarships especially in courses like agriculture and fisheries and vocational technology,” Magsaysay said in a news report . Team PNoy senatorial slate vowed to continue to push for more reforms in the education sector by widening the government scholarship coverage for poor but deserving students. “I hope the youth benefitted by this fulfilled promise will value the education they will get,” said Mayor Tan.
