wWhat a busy summerit has been for TYHA! Since I lastcommunicated, we haveplayed a large part at theWorld MarinaConference inSingapore, where we

were able to support our overseas members thanks toYP Loke, and as you can imagine meet many more. Ihave to say that it has been an absolute privilege tobuild on my predecessors past, Sam Bourne, did asterling amount of work as your Chairman for elevenyears but due to Sam’s incredible modesty, very few ofus realised the extent of his overseas work.

TYHA is the most welcome marina tradeassociation worldwide and our new Gold AnchorAward Scheme is now seen as the most desirableaccreditation system worldwide. I am most grateful forall the help and support of our Vice Chairman Coastal,Simon Haigh, of Quay Marinas who kindly agreed toattend the opening of Nansha Marina, China andpresent them with their 5 Gold Anchor award. Thankyou Nansha for your part in supporting TYHA.

Moving on, the launch of theGold Anchor Award Scheme atthe Marina’s conference hasalso been a high point and aculmination of over 2 yearswork by both Gareth, ourGeneral Manager, RobinWalters, our chairman of ourGold Anchor Sub Committee, together with an incredibleteam of Steve Arber, NormanCox, John Cervenka and DerekNewton.

I owe this incredible groupof marina professionals a hugedebt of gratitude.

I have also just returnedfrom an amazing TYHASummer Visit to PortlandMarina and Weymouth. We areall so grateful to Libby, ourTYHA administrator, for thetremendous amount of workthat she has put into

organising it. I know that for those of you whoattended, like me, this was an exemplary way ofshowing the future of our industry. The long termmessage that we need to highlight; let us help toencourage and educate our young, through allcircumstances to become involved in boating. Thismessage is no more apparent from Portland than themessage “Go Sailing for £5”.

Much thanks to the RYA for their long-sighted initiative. After all, we need our future customers.

Dear reader…

What an exciting 3 months for TYHA and itsmembers! We have had been firmly pushed intothe limelight to explain what Gold Anchorsrepresent and what our members have done todeserve them.

In May we launched the Which Marina websitewww.which-marina.com along with a new GoldAnchor Award Scheme at the World and the UKmarina conferences and since then we have beenbusy working through the new assessments andenquiries. But with mystery shopping and theopportunity for marinas to improve their rating, the whole process takes much longer and leadtimes are in the region of 3 months fromassessment through to issuing the award.

We have seen a real hunger in the industry fora credible, robust and proactive rating schemeand we are proud to be able to offer this serviceto members all over the world. One of the mostexciting progressions for the scheme is theimmediate interest from the Chinese market andin fact we have assessed and awarded 5 GoldAnchors to the superb Nansha marina in theGuangdong Province, China.

The market interest has predominantly been toestablish a credible rating which offers the berthholder something different and we are seeing arise in marinas which offer options for boaterswho are more constrained by budget. To somepeople the most important thing is that themarina meets the basic industry standards andcan provide a safe haven for their berth which isexactly what the 1 Gold Anchor rating is all about.

I hope you enjoy this issue of Fore & Aft.

Best regards

Dear Panel…I am considering adding new finger pontoons within mymarina which will also require a certain amount of capitaldredging. I would like to know if I need separate licences forthe construction, dredging and disposal and what are thefees for these licences?

Anonymous

Dear reader…You are correct in assuming that the works will require licensing, however, under the recently introduced regulations (under Part 4of the Marine and Coastal Access Act 2009) you will need to makea single application for a Marine Licence that will cover all threeelements of work. These regulations apply to English inshorewaters and are administered by the Marine ManagementOrganisation (MMO).

The new Marine Licence fee structure is split into three tiersdepending on the nature and complexity of the project. Tier 1(fast track) and Tier 2 (routine) provide a schedule of fixed fees indifferent bands, for more complicated works Tier 3 (bespoke)applies. Pontoon works would normally fall within Band A of Tier2, however, because you are also undertaking capital dredging, itwill be a Tier 3 project as all capital dredge campaigns fall intoTier 3. The fees for Tier 3 are determined by the level of inputrequired to determine the application. The MMO provide up to 2hours free advice for pre-application queries, beyond this theMMO charge £80 per hour (for voluntary requests for informationVAT is applied but for compulsory requests as apart of thestatutory determination process VAT is not applied). A non-refundable deposit is required on application and is set atbetween 10-50% of the estimated cost.

Further considerations include the potential requirement forenvironmental assessments to accompany the application and theneed to undertake sediment sampling to test for potentialcontaminants. Cefas charge £86 per hour for advice on sedimentsampling and there will be a charge per sample for the testing ofchemicals. In addition there is a disposal charge of 1p per tonnefor the deposit of material at sea.

Further guidance is available on the MMO’s websitewww.marinemanagement.org.uk or the BMF Marine ConsentsHotline Service www.britishmarine.co.uk.

DearPanel…My Local Water Authoritysays that I must install abreak tank at my Marinato protect mains watersupply. Is there analternative?

Anonymous

Dear reader…Yes - in 2008, the BMF,TYHA and WaterRegulations AdvisoryScheme (WRAS) agreed to amaintenance schedule forthe provision, use andmaintenance in marinas ofquayside taps. This was inresponse to an number ofrequests from local waterauthorities who wereasking marina facilities toinstall break tank systemswith check valves andhoses for filling boats withwater for domesticpurposes. Themaintenance schedulemust be approved by thelocal water authority andall the conditions must beadhered to – failure willresult in a break tankrequirement.

Droitwich Canal OpeningWill Be Music To Your Ears!A new era begins inDroitwich Spa,Worcestershire, thissummer with thecompletion of a 35-yearproject to re-open thetown’s canals.

Originally theDroitwich barge canalwas built by JamesBrindley and opened in 1771. It served the Droitwich saltindustry, linking the town to the river Severn and the worldbeyond. The Droitwich junction canal was built by RBoddington and opened in 1854 and was one of the last canalsto be completed. Both canals declined due to competitionfrom the railways and were officially abandoned in 1939. In2011, over 70 years on they are open for business once again, albeit of a very different kind!

The dedication and determination of the Droitwich CanalsTrust and more recently by the project partners were thecatalyst to restoring the canals, which are now set to attractthousands more visitors to the area and bring a major long-termboost to the local economy, generating an additional £2.75m ayear in the local community.

As part of the canal restoration, a linear park has beencreated providing picnic sites, fishing pegs, and new stop offpoints for boaters, walkers and cyclists with new and improvedaccess points and 26 new visitor moorings. Now these hiddengems and vibrant urban centres are yours to explore. Journeyalong this newly created 21-mile cruising ring on a voyage ofdiscovery that will unlock the very best this stunning countyhas to offer.

Over the many years in our industry Brianhad made an enormous contribution, he wasvery imaginative, well liked and passionateabout the industry and the people whorepresented and worked within it.

He cut his apprenticeship in the 1950’s atthe River Thames based tug and bargeoperators ‘O’dells’ followed by AndrewsBoatbiulders at Bourne End, (builders of theGreyhound launch) he had a love of classicriver craft and the river, and being inspired byhis parents buying the 13th century Harleyfordestate on the Thames after world war II and thefamily ownership of ‘Leisure’, a Meakes slipperstern launch, he later obtained her sistership‘Crescent Moon’ and restored her to herformer glory. Both survive today thanks to hisappreciation and love of their elegance andgraceful classical designs .

Brian also had an enthusiasm forentrepreneurial endeavours and in the earlysixties he and his brother dug out anddeveloped the first purpose built Marina onthe Thames ‘Harleyford Marina’ at Marlow. Hewent on to buy Shepperton Marina in 1978which has recently expanded to a 350 berthscapacity and which he was able to open therecently developed basin ‘C’ despite failinghealth in March this year. Anotherachievement was developing the Golf Club atHarleyford in the late 1990’s which is todayone of the finest clubs in the south of England.

Sealift2 comes to HaslarMarina, Gosport…

Sealift2 International Limited is pleased to announcethat it has been granted planning permission to installits eco-friendly floating dry dock at Haslar Marina inGosport. The Sealift2 dock lifts 65ft motor boats andyachts weighing up to 50 tons in less than 5 minutes, enabling hull cleaning, anode replacement and re-launch in under an hour. All potentially toxic wash off iscollected and processed by an on board watertreatment plant, which enables the waste water to bedischarged back into the sea in strict accordance withEU environmental standards.

“Haslar Marina is a perfect location for our dock as ithas some 600 berths with first class facilities, but there isno space for lifting boats out onto hard standing” saysRichard Bayley, Sealift2’s managing director. “Our dockwill bring much needed marine services to berthholders at Haslar and it will also attract boats fromneighbouring marinas”.

Sealift2 offers a range of services on its docksincluding one hour lift, clean and re-launch andovernight antifoul painting and hull polishing. Servicesare bundled together at discounted rates into a range of

Total Care voucher packs. Vouchers, which are valid forone year, can be used at either of the Sealift2 docks atHaslar or Cowes.

“We are very excited about the planned installationat Haslar” says Richard Reddyhoff, Director of Dean andReddyhoff marinas. “We have no space at Haslar toinstall a traditional travel lift and boat yard - but theSealift2 dock solves that problem. It is completely selfcontained and does not require valuable water frontland for cleaning boats. Having the new dock located atHaslar as well as the Sealift2 dock in Cowes, which isnext door to our East Cowes marina gives ourcustomers the very best range of marine services onstate of the art equipment”.

Installation of the dock at Haslar is scheduled for lateAugust 2011 when the dock will be towed from Cowesto Gosport. Installation is straightforward and so thedock will be open for business just two days later.

Sealift2 International Limited is a privately ownedcompany based in Cowes, Isle of Wight whichspecialises in designing and building eco-friendlypneumatic dry docks which deliver the fastest lift timesavailable in the industry. The new SD model dock to beinstalled at Haslar Marina lifts boats with up to 18mwaterline and a maximum beam of 7.75 metres.

National waterwaysbodies to join forces

TYHA Summer Visit 2011

Agreement has been reached in principle forThe Waterways Trust to merge its operationswith the planned new waterways charity(NWC) when it is established in England &

Wales next year. The merger will enable The Waterways Trust and NWC

to pool their strengths and resources in creating a uniquenew national charity to engage with supporters, partnersand funders. By joining forces the organisations willbring together over 2,000 miles of historic canals, riversand docks, three important waterways museums, thenational waterways collection and national waterwayarchives. The merger will ensure that NWC will be able todraw on an enormous pool of experience and expertisein disciplines ranging from engineering and conservationto marketing, fundraising, volunteering and education.

In Scotland, where the waterways will remain in publicownership, The Waterways Trust will continue to grow itsreach and influence focussing on the needs of Scotland’swaterways, working with BW Scotland and its manystakeholders.

Tony Hales, chairman designate of the newwaterways charity, said: “This is tremendous news and will ensure that a verylarge part of the country’s precious waterway heritagewill be held in trust for the nation. The joining togetherof NWC and The Waterways Trust will give the newwaterways charity an enormous boost, not just bycombining the physical structures and artefacts thatmake the waterways so unique, but through thecollective knowledge and passion that eachorganisation’s staff and volunteers bring with them.”Frances Done, chairman of The Waterways Trust, added: “We are delighted to be able support the newwaterways charity in this way. Over the last 12 yearswe have learnt many lessons which will be importantfor the new charity. We have also seen success in anumber of key areas including fundraising, buildingpartnerships and attracting and working withvolunteers, and look forward to building on these aspart of the new waterways charity. We are delightedalso that the work of the Trust will continue in Scotlandbuilding on our considerable achievements andfocussing on the needs of Scotland’s waterways.”

The full detail of the merger will be developed over thecoming months, with The Waterways Trust continuingwith its programme of work. The NWC is expected tolaunch in April 2012, or soon afterwards, and TheWaterways Trust's project-based fundraising and deliverywork, and its role in building partnerships in England andWales, will continue within the new charity.

The Waterways Trust’s three museums, in Gloucester,Ellesmere Port and Stoke Bruerne, will be transferred as agroup and continue to be managed together in the newcharity building on their current excellent support from awide range of stakeholders.

Canal Watchset for national roll-out…

Acrime-fighting schemedevised primarily toincrease security forcanal boat owners inSouth Derbyshire has

been extended with a view to itgoing national.

Canal Watch was originallylaunched in 2008 by Mercia Marinain conjunction with DerbyshirePolice, British Waterways and SouthDerbyshire District Council.

Originally designed to increasethe security and peace of mind ofMercia Marina’s own moorers, theproject has now been extended tocover all 18 miles of the Trent &Mersey Canal and river networks inSouth Derbyshire, including othermarinas.

Operating in a similar way toNeighbourhood Watch, people areencouraged to share and reportinformation about incidents on oraround the canal network via acommunity message system calledRingmaster, which is managed byDerbyshire Police.

The information provided bothaids police response times tocertain incidents as well as helpingofficers to determine where best toconcentrate their regular patrols.

The latest development follows arecent increase in thefts from canalboats in the area. It is hoped thatother areas along the UK’s canaland river network will follow suit.

Robert Neff, general manager ofMercia Marina, near Willington, said:

“Although this is a scheme whichMercia Marina originally helpedto devise, Canal Watch is for allboaters and marinas in the area.

“We’re delighted to volunteerour services to help the policeextend this excellent scheme. It’sall about helping boaters to enjoyour beautiful waterways with theknowledge that they are beingprotected by the community.”

He added: “Canal boat theft isnot crime specific to SouthDerbyshire – there’s an upwardtrend across the UK. Effectively,we’re all in the same boat. Wereally hope therefore that othermarinas and authorities willhelp to roll this idea outnationwide.”

Three Trafalgar Wharfcustomers were hopingfor a Murray win atWimbledon to win their

free Drystack storage at TrafalgarWharf, but alas, there was no win! However, Marine EntrepreneurJonny Boys, MD of Trafalgar Wharf, has come up with another offer ofFREE boat storage for any newcustomers who want to use hisfacility. Boys explains,

“Andy didn’t quite do it andthe customers just missed outon free storage, but they camepretty close! It was an excitingweek and I want to keep theball rolling. When anyone newcomes in and signs up for ournew indoor Drystack beforethe end of August, I’ll refund100% of their money whenEngland win the Rugby WorldCup this September.”

The Waypoint sails ahead with 14 newmarina sign ups in less than 10 weeks

2011 is turning out to be a fine year forinnovative online berth vacancymanagement website The Waypoint, whohave just announced the news that in the last

10 weeks more than 14 marinas have signed up tothe site, which will feature their latest berthvacancies and enable sailors to book them online.

The Waypoint is a web-based berth vacancymanagement service which helps marinas tomaximise revenue on empty berths by advertisingthem on a centralised database. It is also proving tobe a great alternative to marina managementsoftware and the site can accept payments online 24hours a day seven days a week.

As of April 2011, sailors can log into The Waypointand immediately search and book a berth at over 14displayed marinas with just a click of a button. TheWaypoint only takes commission on visitor revenuedriven directly by the application, enabling marinasto effortlessly capitalise on the empty space, whilstalso making booking a berth a breeze for sailors.

Thanks to the variety of marinas now featuring onThe Waypoint, the website can now offer berthvacancies in Nottingham, Hull, Kent, Surrey,Southampton, Poole, Plymouth, East London,Somerset, Hamble and even Lanzarote!

Charles Bacon, co-founder of The Waypoint isdelighted at the widespread adoption of TheWaypoint so far and believes the services add a realbenefit for sailors and marinas alike.

“In my experience as a sailor, visitor berths atmarinas are few and far between and often theseare full. What The Waypoint allows sailors to do isguarantee them a space when they arrive, even ifit’s in the middle of the night. The system is sosimple to use and is updated automatically andcosts nothing for sailors to use. With the warmweather on its way, it’s the perfect solution forthose wanting to book and plan a sailing holidaywith minimum fuss”, says Charles.

Quay Marinas management, marina staff and berthholders at Penarth Quays Marina, Cardiff Bay, SouthWales are all very excited about the opening of a newcafe/bar /restaurant on site at the marina in June 2011. The new facility called Pier 64 will be open throughoutthe day, serving breakfasts, coffee, lunches and thenevening meals.

Stuart Jones CMM, the Marina Manager at PenarthQuays believes that “the new facility will greatlyenhance the customer experience and is somethingthat we’ve been looking forward to for many years. Withthis facility on site we’re sure that all our berth holders, visitors and local residents will use it throughout theday and evening and that it will soon become a thrivingsocial hub at the heart of the marina”.

Local company Swanbridge Developments are theinvestor for this project and will own the building oncompletion. The restaurant will be located in areaoverlooking the inner basin of the marina. It has beenconstructed on piles and the building will alsoaccommodate offices and a function room on the firstfloor. The development will include a mix of lounge bar, cafe and formal dining. The dining areas will overlookthe marina where sliding doors will give an unimpededaccess onto generous external terraces and a floatingpontoon area. For berth holders and visitors there will

be direct access to the restaurant from the pontoons – afeature unlike any other marina in the country.

The operators of Pier 64 previously ran an awardwinning restaurant in Cardiff along with two otherestablishments and having lived in a property alongsidethe marina previously they are very conversant with thelocal market requirements. As well as serving marinacustomers Pier 64 will serve the local community whichhas so far missed out on any “coffee shop culture”.

Planning permission for the restaurant was onlygranted in January 2011 and piling commenced almostimmediately. The construction has continued apace inan area that wasn’t previously used for berthing due theadjacent pontoon layout and configuration of theharbour wall. Construction techniques have been usedthat have minimised the effect on the environment andwith much of the concrete arriving as pre-cast slabs thebuilding has been erected very quickly.

Penarth Quays is already a 5 Gold AnchorMarina, and with Pier 64 open for custom inthe very near future Quay Marinas Ltd arelooking forward to a busy summer at this verypopular site. www.quaymarinas.com

For the first time, the recently re-launchedTYHA Gold Anchor Scheme incorporatesenvironmental criteria into its standards. It’sdefinitely good timing as in our experienceof chatting to boaters, it’s clear that

consumers are increasingly expecting to see marinasoffering facilities that enable them to do their bit forthe environment. And for the marine leisure sector it’sa great way of continuing to show a responsibleapproach to minimising our impact on theenvironment.

Many of you will already be familiar with TheGreen Blue, but our involvement in helping to shapethe environmental criteria in the Gold AnchorScheme represents a very welcome step forward. However, we are also aware that for some managersthis is unfamiliar territory so we thought we’dhighlight some of the criteria and offer extrainformation on what the assessor will expect to see inpractice over and above the definitions provided inthe scheme booklet.

1 Gold Anchor includes the need for an ‘oil spill kitto be available’. This kit should comprise absorbentpads, booms, protective gloves, goggles, waste disposalbags and simple instructions stored in a clearlylabelled waterproof container and in an easilyaccessible location, perhaps near the marina office, atthe top of the pontoons and definitelynear a refuelling berth if you have one.For a range of spill kits visit The GreenDirectory atwww.sailingnetworks.com/green

Under ‘Berth Construction andServices’ there is also a requirement forinland marinas to have a WasteManagement Plan – a documentdetailing the types of waste you have onsite and how you deal with them, particularly important for disposing of

hazardous waste correctly. The Green Blue hasproduced a simple template which can bedownloaded from the website and completed withyour details.

2 Gold Anchors - you’ll need to have a wasterecycling programme. To help you prepare for theassessment, we have a check list (free to download)to log what materials you recycle, how they areseparated and stored, how the bins are labelled toensure berth holders know what goes where, andwhich contractor you use. If you don’t have a wasterecycling programme, this is a good opportunity to getone in place, recycling is cheaper than sending wasteto landfill so you might be able to save some money –our Factsheets 11 & 12 take you through a step by stepguide on how to do it and the importance of goodsignage in a successful scheme– alternatively, give us acall and we’ll be happy to help.http://www.thegreenblue.org.uk/leaflets__resources/fact_sheets.aspx

3 Gold Anchors - you’ll need an environmentalpolicy which is a written statement of yourcommitment to minimising your impact on theenvironment with a list of the key areas you plan tofocus on. The most important thing is that it is relevantto your site and is achievable.

It’s a good idea to display it whereyour staff and berth holders cansee it. Again, we have a templateavailable to download and tailorto your needs.

To meet the criteria ‘Customersadvised on environmental bestpractice’, there are plenty of freeresources available from TheGreen Blue – from posters todisplay in your office window oron noticeboards, quick guides togive out to your berth holders andinformation you could include inwelcome packs and newsletters. All available to download fromThe Green Blue website or give usa ring on 02380 604227 and we’llsend a selection in the post.

And last but not least, therequirements for 4 GoldAnchors are a compulsory

environmental audit every 3 yearswhich is an external assessment ofyour environmental performanceby a competent third party; and foryour staff to be trained inenvironmental best practice, asoffered through the BMF’s MarinaManagers Courses. Or perhaps youcould cover both needs at once byrequesting a site visit from TheGreen Blue which we couldcombine with a presentation toyour team!

In a bid to support marinas across the countrydevelop activity programmes for berth holders, the RYA has developed a new Active Marinaprogramme. The event based programme

incorporates three aspects; training, cruising andsocial activities.

The training element looks to support aprogramme of workshop style training opportunitiesfor berth holders to increase confidence andcompetence out on the water. The cruising aspectlooks to develop activities such as cruises in companyto expand people’s horizons and build confidence, whilst the social element seeks to assist with theformation and growth of Berth Holder groups andsocial activity within the marina.

The focus is to increase berth holder activity so thatthey use their boats more often. The key to doing this

is to ensure that technical hurdles that a berth holdermay have, such as a boat handling or navigationalskills, are initially supported with training to providethem with the knowledge. That knowledge is then putinto practice by organising cruises or sailing events toexpand their horizons and give confidence. To keepthe momentum, social events will help to keepeveryone motivated, keen and to help them meet likeminded people.

Guy Malpas, RYA Yachting Development Officerwho is responsible for running the new programmeexplains more: “The Active Marina programme aims toencourage and support increased berth holderactivity through partnering with Marinas, RYARecognised Training Centres, Berth Holder groups andYacht Clubs to provide a new or enhanced training, cruising and social programme.

“The objective is to get berth holders usingtheir boats more often by increasingconfidence and competence through a numberof practical and shore based workshopsthroughout the season, run by RYA RecognisedTraining Centres and instructors. There wouldalso be some events including cruises incompany and social events to enable berthholders to meet others and find like-mindedfamilies and crews in order develop aninformal / ‘virtual club’ feel.”

So far there are some 16 marinas across the countrylooking to become engaged in the programme in2011 including the likes of MDL, Dean & Reddyhoff,Castle, Premier and East Coast Marinas investigatingways to develop training, cruising and social aspectsfor their berth holders.

The programme has been rolled out throughoutthe summer with a series of events running at marinasdotted along the coast from the East to the South Westand many more in the pipeline.

The participating marinas have alreadydeveloped programmes in partnership withthe RYA’s Active Marina programme featuringsome of the ideas listed:

• Manoeuvring practise in the marina Crew trainingand development days Partners day

• Locking in and out practise• Anchoring• Local pilotage• Basic navigation • RIB challenges• Taster sails• Electronic navigation workshops

The Active day is often supported socially with a goodsprinkling of marina staff and a hog roast or barbequeto create a social hub area and to encourage berthholders to talk to each other, the marina staff andtraining centres. They are also the launch pad forsmall regular events such as follow up trainingsessions or a regular social activity often linked totraining or the organisation of a cruise.

The Active marina programme also helps supportthe basic criteria for TYHA’s Gold Anchor AwardScheme especially in the two, three and four goldanchor awards in areas such as; new berth holderinduction events, help and information exchange forberth holders, proactive support for RYA training andfacilitate regular berth holder events.

The RYA has a team of local representatives around thecountry who would be pleased to chat about what ispossible in your area. To find out more about the ActiveMarina programme contact Guy Malpas by email:[email protected]

A DECK TO IMPRESS…

Duraflex have recentlyinstalled their newHybrid decking at twolocations in the UK,

Glasson Basin Marina in Lancasterand the Parkstone Yacht Club inPoole, Dorset, the latter using localcompany Vinyl Solutions tocomplete the installation.

The Hybrid decking range ofproducts combines the very best inindustry leading components, using virgin polymer and woodfrom sustainable sources make arevolutionary new deckingproduct. Tests against the Health &Safety Executive’s grading systemshow excellent slip resistantproperties, as well as resistance toorganic growth matter makingHybrid an extremely resilient andlow maintenance alternative totraditional timber decking.

Glasson Basin has a berthingcapacity of 220 boats, making itimportant for the marina to choosea decking product which couldstand the test of time and whichneeded very little effort tomaintain. Barnaby Hayward, manager of Glasson Basin,

comments “The Duraflex hybriddecking met all of ourrequirements in terms of colourchoice and aesthetic appearance. The low slip resistance was ofparticular interest to us from ahealth and safety point of view, andthe resistance to mould andmildew completed the list ofcompelling reasons to choose thisproduct”

Whilst the aesthetic appeal ofthe product was an importantpoint to consider, the real test ofthe Hybrid decking was howquickly and easily it could beinstalled. The system has beendesigned for deckboards to bemounted on top of a bearer gridwork system, and speciallydesigned stainless steel clipseliminate visible fixings and createaccurate deck spacings. The fixingsystem also allows individual deckboards to be removed forcomplete versatility. AlistairCunliffe, yard foreman at themarina, adds “Installing the Hybriddecking was much easier than weanticipated, especially using thequick clip fixing, and we were

given a copy of both the technicalguide and the installation guidewhich helped a lot. I would haveno hesitation working with thisproduct in the future”

In the South of the UK, atParkstone Marina in Poole, theHybrid decking was used in asignificant extension to theveranda area and was completedin conjunction with new stainlesssteel balustrades and a new levellawn with block paved edging.

Dick Linford, Vice Commodoreat Parkstone Yacht Club, remarks “the view from ournew Hybrid deck balcony isfantastic, allowing membersto enjoy a ‘sundowner’ or aquiet chat as they gaze overPoole harbour. We found theDuraflex Hybrid decking to bevery resilient, presenting anattractive, uniform and lowslip surface in trials on ourmarina pontoons. There ispotential to roll the productout across our entire Marinaover time”

Arecord-breaking 113 historicnarrowboatsattended therecent BraunstonHistoric

Narrowboat Rally, making this thelargest attendance of suchnarrowboats at any rally since theend of the working days on thecanals. They came from all parts ofthe English canals to this now wellestablished ninth BraunstonHistoric Narrowboat Rally.

Tim Coghlan, owner ofBraunston Marina said, ‘We havefinally broken my dream target of100 historic narrwoboats – andsmashed it well and truly. Theprevious year itself was a new

record, with 93 historicnarrowboats in attendance – so wewere up by over twenty per cent. And this was despite a number ofother major canal events on thesame weekend. The BraunstonHistoric Narrowboat Rally is nowTHE event of its type on the Englishinland waterways. We have come along way since our first Rally in2003 when 29 boats attended –which seemed a lot at the time.’

‘The Braunston Historic Rallywas an awesome sight to behold. To accommodate the historicnarrowboats, 22 boats weremoored as tightly as possible in thehistoric old Oxford Arm in themarina, with the remaining ninetyplus on the canal outside the

marina, in places six abreast. Itsimply thrilled the 7,000 or sovisitors, some coming from as farafield as Canada, the USA, SouthAfrica and Australia especially forthe event. The real thrill was whenthe boats paraded, which is whatmakes our rally unique and sospecial.’

‘To manage the growth of theevent we made a number ofchanges this year including havingeleven volunteer harbour-mastersto manage the moorings andparades. One of them, JohnBoswell, was a working boatman inhis boyhood in the 1950s, andknew some of the boats on paradein their working days. The stewardsmuch reduced the good-humouredchaos traditionally associated withthose parades. We also hadinvaluable help from BritishWaterways, and also ourneighbours Union Canal Carrierswith the loan of part of theircanalside moorings, which allowedus to moor another eight boats. ’

‘Looking ahead, we have adatabase of some 150 historicnarrowboats in working order, which collectively have attendedthis and past rallies – so whoknows how many might come nextyear? We are already planning foranother increase.’

The Rally was formally openedby Roger Helmer MEP for the EastMidlands, and a great canalsupporter. He did so by steering thelast surviving historic steamnarrowboat into the Marina to the

sound of the Bedford Salvation ArmyBand and the bells of BraunstonChurch.

Onboard celebrity guests includedTony Hales, Chairman of BritishWaterways, Clive Henderson,Chairman of the Inland WaterwaysAssociation, canal crime author LeoMcNeir, and Daventry CouncillorDavid Griffin – who has been activelypromoting the new canal link intoDaventry.

Special guest this year was thelegendary 96 year old George Smith, former working boatman and firsthusband of Sonia Rolt, who latermarried the IWA co-founder Tom Rolt.Despite the offer of a wheelchair, hewas still able to get round the site oncrutches on his own and to climbaboard President for the openingceremony, and offered advice on howto get President off the mud when itwent aground at a notoriously shallowpoint in the parade course.

Shore-side attractions including atrade marquee, and also a number ofoutside exhibitors including a recordnumber of canal societies. There wasalso the now well established canalartists’ marquee. Entertainmentsincluded morris dancers, the famousbeer tent, with music provided by anumber of groups.

Tim Coghlan of Braunston Marinasaid, ‘For me what was most pleasingwas the number of boats that camewhich had never been before,

including this year the Kimberley andAdmiral, both of which hadundergone major restoration with aview to appearing at our Rally. Each year I hear the same gratifyingstory, which makes organizing theRally so worthwhile’.

All profits, which exceeded £6,000,were donated as usual, to canalcauses. The main recipient was theFriends of President which received£2,000 for their important restorationmaintenance of the last workingsteam narrobwoat on the canal. Anumber of other donations weremade to canal societies attending theRally including £1,000 to The Friendsof The National Waterways Museum,Stoke Bruerne, whose narrowboatSculptor is undergoing majorrestoration and was therefore unableto attend the Rally for the first time inseveral years. A donation of £500 wasalso made to Braunston church, which joined in the event including aSunday morning service in themarina. And a £500 donation to theSalvation Army for their work insupporting canal down and outs.

The Braunston Historic NarrowboatRally is sponsored by BraunstonMarina and Canals Rivers + Boatsmagazine, and is supported byBritish Waterways. BraunstonMarina will be hosting the eventagain next year on the same lastweekend in June – 24th – 25th.

Installation was finished in the early hours of June23rd, 2011 leaving the owner of beautiful 'Molly-Q'very happy. "The DualDocker is attracting a lot ofattantion. I am being bombarded with questions by

curious neighbours and passers-by...".The first nightwas quite windy, average about 40 km/h with recordedgusts up to 52 km/h, and Molly-Q was lying stable andsecure at her berth.

Molly-Q - listed in the 'Register of Historic Vessels ofthe United Kingdom' - was lovingly restored to herformer glory a few years ago. So the fact that she keptgetting scratched by being pushed against the roughside of the concrete pier was very annoying. Fenderswould burst, so leaving the yacht alone having peace ofmind was impossible.

The DualDocker is the perfect solution - keeping theyacht at a fixed distance from the pier - no moredamage, no costly and time-consuming repairsanymore.

Movement has been drastically reduced, so spendingan afternoon, an evening or the night on the yacht isnow more comfortable and enjoyable, too.

The DualDocker means docking securely anythingthat floats: Yachts, villas, houseboats, pontoons, seaports, ferry terminals – you name it !

Main advantages:• Automatic adjustment to water level differences

• Perfect suspension characteristics

• No impact into underwater world

• Less movement for more convenience

In the first conference of itskind, ICOMIA will report allaspects of hybrid marinepropulsion systems in detail.

The 1st ICOMIA InternationalHybrid Marine PropulsionConference is to be heldimmediately prior to METS onMonday 14 November 2011. Theconference will review thetechnical issues surrounding thedesign and implementation ofmarine hybrids and provideobjective data on their advantages

and disadvantages. It will drawheavily on new information fromthe EU-funded HYMAR project.

The marine industry still has muchto learn about these technologiesand the HYMAR team has tackledthe challenge by taking a systemsapproach. From energy generationand storage, right through topropulsion motors, propellers andcontrol systems, HYMAR hasreviewed all of the criticalelements.

Historically, one of the major issueshas been integrating the broadarray of technologies necessary toproduce a complete system. Toachieve this holistic view, HYMARhas brought together nine partnersfrom across the EU with all of theskills necessary to develop, not justthe specialist components, but alsothe underlying systems architectureand control system. The presentations will be of interestto anyone considering investing inhybrids including boat builders, equipment suppliers, systemsintegrators and naval architects.

Speakers include Malo Yachts,Mastervolt, Steyr Motors, J&JMarine, Homewood Products,Bruntons, INSEAN, Triskel Marineand ICOMIA. Mr Jean-JacquesWoeldgen from the EuropeanCommission will present the EUpolicy context.

Nigel Calder, TechnicalDirector of HYMAR said:“HYMAR’s analysis of hybridsystems cuts throughmisinformation in themarketplace to define thechallenges and opportunitiescreated by this emergingtechnology. This conference isa great opportunity to discussits future direction”

Stop for a minute and ask yourself - What isthe value of waterfrontdevelopments in justmajor cities across the

world announced, started orcompleted over the last eight years?

Many will guess betweenUS$500,000,000,000 toUS$1,000,000,000. But the actual number, based uponDSN&A’s tracking of waterfrontdevelopments and reporting services, isover US$10,000,000,000,000. That’s alot of zeros! Putting this intoperspective, the US Gross DomesticProduct is roughly US$14.3 trilliondollars and the Global GDP is aroundUS$70 Trillion.

And in the world economicdownturn one would expect newventures to be scarce. But in manycases just the opposite seems to be true, with more and more communitiescontinuing to plan for theredevelopment of their waterfronts.WHY?

Just having a view of the water can add perceived value to adevelopment, and adding passive andactive waterfront access to thedevelopment normally increases theperceived value considerably.

Looked at as stand alone units (i.e.,one unit vs. another unit, such as anapartment or townhouse), it is believedthat waterfront residentialdevelopments have been known toincrease the real estate values as muchas 5 to 20 times that of similar non-waterfront properties. Adding boatingand docking access for residentialproperties is believed to increase thevalue of the residential units by factorsranging from 25% to 200% for similarresidential units without boating anddocking access. It is no wonder why the"Harbor Village" concept, integrated

residential canal and fully integratedwaterfront community developmentprojects have spread throughout theworld.

In many areas of the worldwaterfront access and developmentsare, in large part, predicated uponproviding boating access. The provisionof boating access then allows thedevelopment to be placed uponreclaimed filled land (i.e., landpreviously under water which was filledto provide upland). Both Israel andJapan are prime examples where theamount of land available for waterfrontdevelopment and the allowable densityare, in part, based upon the number ofboating slips and the amount/type ofpublic access to the water that will bemade available as part of thedevelopment. The greater the numberof slips provided, the greater thedevelopment rights, allowing forproportional increases in densityand/or the number of hectares/acresavailable for development. Suchprojects as Asakelon Marina, AsadodMarina, and Harzelia Marina in Israeland Wakamgama Marina City, ZushiMarina, Yokohama Bay Side Marina andHakkei Island in Japan are exampleswhere integrated recreational, housing, dining, retailing and commercial officeuses were combined into thedevelopment plans for each respectivecoastal site. This type of mutuallysupportive incentive has proven to behighly effective in areas where the pricetags associated with the accessinfrastructure and needed protectionfrom the sea (normally in the form of abreakwater) are high. The increaseddensity allows for these high front-endcosts to be justified while the boatingand waterfront access allow for the longterm success of the project and benefitto the community overall.

Similar activities in the Middle East

are plentiful and being pursued with anearly unparalleled passion, with overUS$20 billion being invested indeveloping sea fronts and new marinasover the next five years.

Redevelopment of inner citywaterfront areas can provide a majorstimulus to the economy and economicrecovery of the area.

Such as Inner City Waterfrontredevelopments as Fisherman's Wharfin San Francisco and South StreetSeaport in New York City as well asthroughout downtown Singapore haveincreased real estate values severalhundred times. Old warehouses andvacated manufacturing plants havebeen rehabilitated into major touristattractions, residential living, shoppingand office complexes. Apartmentrentals used to go for up to a fewhundred dollars for large spacious loftsand brownstone apartments prior to theredevelopment of the waterfront areas. These same as well as new apartmentsand lofts are now renting fromUS$3,000 to over US$20,000 permonth (a several thousand percentincrease). The result has been theelimination of urban blight as well as aripple effect in the upgrading andintegration of the surrounding areas.Port Vell in Barcelona and Puerto delCarmen on Lanzarote in the CanaryIslands have successfully undertakenthe conversion of old fishing harbors tocreate marina/recreation/tourismcenters, thereby revitalizing theseharbors and the surroundingcommunities.

Such downtown rehabilitationprojects as well as recreational marinas, including "Port of Call" facilities, become a marketable tourist attractionboth for the immediately surroundingpopulation as well as for populationcenters from afar. The economicbenefit ranges far beyond the

Natchez on the Waterfront…The Economic Impact of

Marina/Waterfront Developments

immediate Project area. There is not an urban planner on a

coast, lake or major river who does nothave some plan on his or her desk torevitalize, stimulate and grow the areathrough waterfront activities, usuallyincluding marinas that provide activeaccess into the water, passive access tothe water’s edge and that stimulateactivities within the adjacent waterfrontareas, extending far back from theshoreline interface.

If one then thinks specifically aboutmarinas – they are a major part ofadding to both value and quality of lifeperspectives. In the US alone there areover 10,000 marinas, boat yards, yachtand/or boating clubs. Some wouldargue that there are 13,000 to 15,000such facilities. And while there certainlyare a lot of boats and boating facilitiesin the US, the two countries that appearto have the largest per capita ratio ofboats to people are New Zealand andSweden.

So it does not matter what part of theworld you are in to see that marinas are

a valuable economic aspect ofwaterfront development, improvingquality of life and providing active aswell as passive recreation.

So how does one find the economicimpact for a particular marina ordevelopment? The University of Michigan, working onbehalf of the Association of MarinaIndustries, has developed a pretty usefuleconomic model. This is an interactivecomputer program developed underthe guidance of Dr. Edward Mahoney, and while it needs to be updated andtweaked, as a planning tool is can bevery helpful and meaningful. It isavailable atwww.marinaeconomics.com/index1.html.

Likewise, another computermodeling tool that has been developedfor Florida (and which Dr. Mahoneyalso had a hand in) can be found atwww.floridaboatingeconomics.com.This is a more updated computermodel that provides the economic

impact associated with any existing orproposed marina, with the ability tovary the various conditions andscenarios.

By utilizing these and/or otherestablished economic models, one candevelop the data that can help answeryour questions, attract investors, and/or“support the case” for the project andhelp win over the local developmentagency or regulatory authorities.

All too often marinas and waterfrontdevelopments are taken for granted andnot fully appreciated for the manyquality of life and economic benefitsthey can bring to a community. Byproviding the numbers, you can helpdemonstrate just how vital a marina canbe in dollars and cents, and how yourfacility just plain makes sense. And Ihaven’t even gotten into the extraeconomic boost marinas andwaterfront facilities can bring forthemselves and their surroundingswhen you start talking waterfrontfestivals, boat shows and other specialevents!

Breakwater Pontoon specialistMarinetek UK Ltd is celebrating thecompletion of a £1 million projectproviding a new floating breakwater

and sheltered berthing facilities for wind farmoffshore support vessels in Ramsgate RoyalHarbour.

The company is based in Gosport,Hampshire and is part of the global MarinetekGroup which has built a worldwide reputationin the marine industry as a leading designerand manufacturer of floating breakwaters andheavy duty concrete pontoons for commercialberths, super yacht moorings and marinas.

The new facility at Ramsgate wascommissioned by Thanet District Council andproject managed by East Kent EngineeringPartnership (EKEP) to provide a safe harbourfor the maintenance craft of the ThanetOffshore Wind Farm and the new LondonArray Wind Farm now under constructionlocated off the east Kent coast.

The resulting 180metre long x 4.3 metrewide new breakwater pontoon forms part ofthe Council’s plan to encourage increased useof the harbour. The breakwater providesprotection from the waves entering the openharbour entrance andcreates calm conditionsfor the harbour fishingfleet and wind farmvessels.

EKEP’s projectengineers were lookingfor quick production withthe minimum amount offuss to deliver the projecton a fixed budget and intime for summer use and

Marinetek UK provided a one stop solution. Following a competitive tender process,

Marinetek UK were chosen by EKEP to designand install the new breakwater pontoon andworked closely with their engineers to recyclethe existing damaged breakwater units andincorporate this into the design to increase theberthing capacity and provide an increase inrevenue for the Council. In just five months the Marinetek team workingas design and build contractor designed, delivered and constructed the facilitycompleting it on schedule and within budget.

The design necessitated the dredging ofapproximately 10,000m3 of the site through thetechnique of water injection dredging by VanOord UK. The Environment Agency requiredenvironmental monitoring of dredging andconstruction activities and this was carried outby Ecospan Environmental, Plymouth.

The new breakwater pontoons weremanufactured at the Marinetek factory inFinland and delivered by ship to an anchorage4 miles off Ramsgate where the units wereunloaded at sea and brought into the harbourwith the assistance of local towage contractorsand a safety vessel.

The construction phasewas managed byMarinetek UK workingin partnership withmarine piling specialistsCommercial Marine &Piling Ltd (CMP) basedin Ringwood, Hampshirewhom installed thepontoons and a newinternal pile guiderestraint system

designed by Black & VeatchConsulting Engineers. Theinstallation required driving the 24metre long piles to a high standardof precision and this wassuccessfully achieved by CMP.

Completed in May, the facility canaccommodate 25 maintenance craftof up to 35 tonne displacement andhas been finished to a very highstandard with a 50 year design life.

John Davison, Project Engineerfor EKEP said “The new pontoon is

part of our plans to realise the fullpotential of Ramsgate Harbour. Ithas been well received by theharbour users and commercialoperators. As a client, weappreciated Marinetek and CMP’sskills and the professional and cooperative manner in which theyapproached the design andconstruction of our new facility. There were some high risk elementsto the works and together theyworked closely with other

Durrell died in France aged 78 in 1990having divorced the last of his quartet ofwives in 1979. His death was caused by astroke after suffering from emphysema formany years. It was a somewhat lonely and

miserable end for a man who thrived on the cut andthrust of adulterous relationships, andbringing misery to those about him.Given his diminutive physique andtaste in Burton suits, he could haveeasily passed for a VAT inspector - soin terms of his numerous conquests,he had in one respect doneremarkably well. And the way he speltit all out in his books made for greatliterature – if you like that sort ofthing.

In about 1992, Don and Edmundjoined an overland expeditionfollowing the ancient silk of theMiddle Ages, in this case all the wayfrom London to Peking. Edmunddecided that now he was 72, hewould pass on the rougher bitsthrough the Himalayas and the GobiDesert. It was on this stretch that Doncontracted the illness that made him terminally ill, which in the first instance forced the sale of the Clea.

Don died in 1994 in that house in Islington whichhis parents bought in 1947, and in which he had livedfor the last few years of his boyhood. It had been left tohim following their deaths, and he and Edmund hadthen moved in so they no longer lived above the shop.It was quite remarkable that though Don hadwandered far and wide - by land and water - the threeplaces where he had lived all his life, together with theschools he had attended, and the only place where hehad really worked, were all only a few hundred yardsapart. Despite his great practical skills, Don, and for thatmatter, Edmund never learnt to drive nor owned amotor car. Following Don’s dying wishes, half his ashes

were placed behind the paneling in the boatman’scabin he had so painstakingly built in Balthazar - so hecould in a sense continue cruising the canals withEdmund. His remaining ashes were ceremoniouslyscattered above Lock 9 on the Aylesbury Arm, in opencountry where that canal is at its best.

The ashes of Don in Lock 9 werejoined in 2004 by those of one ofBalthazar’s regular crew, anAnglophobe New York Jew living inIslington called Dick Fisher, who wasalso very much part of that literaryscene. Dick had come to England inearly 1940 to join RAF BomberCommand as a volunteer; long beforethe US came into the war. Being smallof stature, he was not big or strongenough to be a pilot in the days beforehydraulics, and so became abombardier. Having seen ops with theRAF, he then transferred to the US AirForce once it had come into the warand established air bases in England. He flew two tours totalling 50 missionsin B-17s from a base in Norfolk –volunteering for the second, from which

he could have rightly been exempt. (The MemphisBelle flew only one tour of 25 missions – its fameresting on it being the first US bomber to complete afull tour, which was in May 1943.) From all his flying heluckily emerged unscratched – except when heslipped descending a boarding ladder aftercompleting a mission and broke an ankle. For thisaccident he astonishingly received a Purple Heart –something only the Yanks could do. Dick returned toNew York and married, but that marriage ended indivorce. Instead he came back to England and earneda living editing medical journals and writing a majorbiography of Joseph Lister, as well as compiling thethen standard reference book on medical drugs. Donand Edmund introduced him to the English canals,

which he fell in love with, and he would join them andEdmund’s sister for long summer voyages. Edmund finally died in 2006 at the good age of 86, andnot surprisingly his last wishes were to have his ashesalso scattered at Lock 9.

And there our story might have ended - except thatwhilst Balthazar was on sale in our marina, a tallAmerican of Hawaiian roots, who had lived in Englandfor twenty years, was looking around it with his partnerKatrina. He was spotted by our moorer Debbs – whohad introduced the boat to us – as she happened towalk past, and got chatting to them about itsfascinating history. Chris was amazed. The AlexandriaQuartet he declared was his favourite work of

literature. In fact whilst back-packing round the MiddleEast as a student, he had arrived in Alexandria wherehe was introduced to the work by another Americanwho was also travelling in those parts – saying, ‘Ifyou’re here, you’ve just got to read this!’ Chris bought acopy second hand there and then, and still has it tothis day. In fact after completing the purchase hebrought his battered edition with him and placed it inDon’s fine boatman’s cabin, only feet from his ashes.Chris had no worries about discovering what ghostmight be sharing the boat with him. Indeed he isthinking of making a sentimental voyage to Lock 9 onthe Aylesbury Arm to meet up with Edmund, andDon’s other half, and say ‘Hi!’ to Dick!

Marina development inChina is mainly drivenby propertydevelopment. Public

funding in what is seen as a facilityfor the wealthy cannot be justified.Per capita GDP is still low by worldstandards, and boating activity onlyserves to highlight the wealth gap.

Most developers only want amarina to anchor the aesthetics oftheir development in order toimprove its financial yield. Thisusually means they see a marina as aplace to park boats, period. Theywant to minimise marina relatedland use, which fetches a lower yieldthan housing or commercial use.

Given this business environment, 5Gold Anchor Nansha Marina offers arefreshing change. The marinaproduct has been thought throughfrom the viewpoint of delivering theboating experience as it should be.Land has been set aside for abonded warehouse (imported boatsare taxed at a hefty 43%). This willencourage distributors to stockboats, allowing prospective boatowners to see and touch theproduct. This not only enables seatrails, but will give customers a first-

hand experience (however minimalit may be) of being on a boat. Itchanges the selling dynamics.

There is a 75 tonne straddlecarrier - one of the few in Chinacatering to recreational craft.Maintenance and after-sales serviceis usually an afterthought in China.Getting knowledgeable personnelmay still be difficult, but at least theinfrastructure is there to lift boatswhen needed.

Nansha has one of the fewdrystack facilities in China. The 150boat stacker shed is serviced by a 6.5tonne marina forklift. It will be arevelation in a new market of howspace planning in marinas shouldbe considered, with smaller boatsstacked efficiently on land in apurpose built high density building, freeing space on the water for largerboats. More importantly, it will makeboating more affordable at the lowerend of the economic spectrum, where there are more likely to begenuine users, compared with manywealthy owners for whom the boat ismerely a status symbol.

The marina has a pump-outfacility. Although this is probablymeaningless in an environment

where no one else has pump-outand black water tanks are unheardof (the Pearl River Delta is a busywaterway full of work boats), itdemonstrates what a flagship marinaproduct should be capable ofhandling environmentally.

The Marina plans to run a trainingacademy. It has purchased a fleet ofOptimists for sail training at the grassroots. It prompted Jacques Rogge,IOC chairman, in his openingspeech, to say that he hoped a futureOlympian will be bred in Nansha.

Many developers will come fromaround China to see what is sospecial about Nansha Marina for it tobe awarded the Five Gold AnchorAward. They will see not just a placeto park boats, but a supply chaindelivering the boating experience.Albert Khong is an experiencedmarina general manager, havingcome from another 5 Gold Anchorfacility in Hong Kong (the DiscoveryBay Marina), so the knowhow is alsoin place.

Nansha is a mere 75 minutes fromHong Kong by ferry. China’s watersare not yet open for Hong Kongers togo boating. When that happens, some5,000+ boats in Hong Kong will haveaccess to new cruising waters.Nansha will be one of the fewwelcoming destinations they cancome to for an enjoyable weekend.
