1.0 INTRODUCTION:

Seplat West Limited, licensee of the Oil Mining Leases 4, 38 and 41 assets which is operated by the joint venture of Seplat Petroleum Development Company PLC and the Nigerian Petroleum Development Company Limited (NPDC/SEPLAT joint venture), invites interestedandpre-qualifiedcontractorstorespondtothesetenderopportunitiesfortheprovisionofthefollowingservicesas detailedinitem2belowforOMLs4,38and41assets.ThecontractsareproposedtocommenceinQ1,2021andcontinuefora durationoftwo(2)yearswithNPDC/SEPLATJointVenturehavingthesoleoptiontoextendthedurationforafurtherperiod of one (1) year.

b)ProvideevidenceofNigerianpartner(supportedbyanexecutedbindingagreement)owningsignificantmarineassetstosupportland,swamporoffshoredrillingoperations

• Providecorporateorganizationalandproject/contractspecificorganogramwithnamesandnationalityofallpersonneldemonstratingcompliancein55%targetsforNigerianmanningofkeypositionsontherig, plus significantutilizationofin-countrysupportservicesintheoperationsofrigwhileoncontract.

• In linewith theNigerianContentDevelopmentHumanCapacityDevelopment Initiative, tenderers shallcommittoprovidingproject-specifictraining,man-hours,budget,skilldevelopmentandunderstudyplanforNigerianpersonnelutilizingOGTANregisteredtrainer(s)orotherapprovedNCDMBtraininginstitution(s).

• Tenderersshallsubmitaprocurementplanonhowtheywillgivefirstconsiderationtoallconsumablesthatcan be sourced in-country from Nigerian subcontractors from whom such are procured from, with evidence of binding agreements. A list with the main goods, materials or consumables that are planned to be used in the contract. This list shoulddifferentiate consumables, goods,products, tools andequipment tobeprocuredandusedintheexecutionoftheserviceswithinandoutsideNigeria.

• EvidenceofRegistrationontheNCDMBNOGICJQSPortal.

Please note that failure to provide any of the above requirement (or applicable documents) will be a fatal flaw.

5.0 CLOSING DATE:

SEPLATshalldownloadBidders’ListfromNIPEXPORTALforCompanieswhoarepre-qualifiedandLIVEinrelevantNJQSProduct/Services Codes indicated in2.0above as at15:00 hours on 2nd of September 2020, being the advert closing date.

Thereafter,acompetitivebiddingprocessshallbeadopted. InvitationToTender(ITT)shallbeissuedforbothTechnicalandCommercialtenderstotheapprovedbidders.Biddersshalluploadbiddocuments(technicalandcommercial)onNipexportal.

6.0 ADDITIONAL INFORMATION:

1. All costs incurred in preparing and processing NJQS prequalification and responding to this tenderopportunity shall be tothecontractor’sownaccount.

2. This “Invitation To Tender” shall neither be construed as any form of commitment on the part of SEPLAT to award any contract to any contractor and or associated contractors, sub-contractors or agents, nor shall it entitle Prequalified Contractors tomake any claims whatsoever, and/or seek any indemnity from SEPLAT and/or any of its partners by virtue of such Contractors having been pre-qualifiedinNJQS.

3. The tendering process shall be undertaken in accordance with the NNPC contracting process incompliance with Public Procurement Act 2007

4. S E P L AT willcommunicateonlywithauthorizedofficersofthequalifyingCompaniesateachstageof the Tender process, as necessary, and will NOT communicate through individuals or appointed Agents.

5. This tender and any related process neither creates any commitment by SEPLAT nor establish any legal relationship.

6. AllinformationmustbeprovidedinEnglishLanguage.

7. Notwithstanding thepre-qualification in NJQS,SEPLATisneithercommittednorobligedtoincludeyour company on any bid list or to award any form of contract to your company and/or associated companies, sub-contractors or agents.

8. S E P L AT will not enter any form of communication with interested bidder(s) from thecommencement date of this“InvitationTotender”.

9. Willfulsubmissionofanyfictitiousdocumentwillattractsuspensionfromparticipationinfuturebids.

10. Onlypre-qualifiedcompaniesintheappropriatesupplierCategorizationshallbeinvitedfortendering.

11. SEPLATisnotobligedtoanycontracttothelowestbidderoranybidder.It isthesolediscretionofNPDC/SEPLATJVtomakeadecisiononawardofcontract.
