SEND Preparing for Adulthood Guide
East Riding of Yorkshire Council have recently published the ‘SEND
Preparing for Adulthood (PfA) Guide: 14 -25 year olds’.
The Guide has been co-produced by practitioners across Children’s, Adults,
Health services and schools, as well as young people from TYLER (The
Young Leaders of the East Riding) and parent carers, both from the East
Yorkshire Parent Carer Forum (EYPCF) and also others who are not
members of the Parent Carer Forum.
The Guide has been produced to provide information about the Preparing for
Adulthood agenda, also known as PfA. The guide is for parent carers of
young people, and all those who work with and for young people aged 14 -
25 years with Special Educational Needs and Disabilities (SEND) across
local authorities, health services, schools, colleges, training providers,
voluntary sector organisations and other support services.
The Guide aims to support parent carers and practitioners to support young people with SEND to move into
adulthood with choice and control over their lives and have good life outcomes. This guide is primarily for
those with, or who support young people with an Education, Health and Care (EHC) Plan, although the
principles of Preparing for Adulthood are also beneficial for young people at SEN Support. Please bear in
mind that the services included in this guide may only be available to those young people with an EHC Plan.
For ease, the Guide has been broken up into the four PfA outcome areas:
• Education and Employment - this pathway explores different education, training and employment options
• Independent Living - this pathway looks at accommodation and living arrangements along with available
support
• Friends, Relationships and Community Involvement - this pathway identifies opportunities for participating in
and contributing to the local community as well as how to stay safe
• Good Health - this pathway supports being as healthy as possible in adult life.
The Guide includes a ‘Who’s Who’ guide to services available, as well as a ‘Preparing for Adulthood
Timeline’ which breaks down what parent carers should expect to happen and when, if they have a young
person with an EHC Plan. Furthermore, the Guide also includes a comprehensive Glossary of Terms. Each
of these features within the Guide are available as separate documents.
A hard copy of the Guide will be sent to parent carers of young people who live in East Riding, who have an
Education, Health and Care (EHC) Plan and are in school Year 9 and upwards (up to age 25 years). We are
hoping to mail the guides out over early November.
The Guide is available as a hard copy document and will also soon be accessible electronically via the Local
Offer.

Co-Production Update
We are pleased to inform parent carers that a piece of work which has been
undertaken by the forum co-productively with the LA and Health partners, is being
accepted by CONTACT as an example of "Good Practice" to potentially be used
in their Annual Report.
"Parent carers had fed back to the forum that there was little or no health input
into Education Health and Care Plans, or that health information was incorrectly
being added to the education section of the Plan. The forum raised this issue at
the monthly strategic SEND feedback meeting and were listened to. The forum
worked in partnership with the Designated Clinical Officer to produce a template
health questionnaire for parents and carers that forms part of the assessment of
EHCP process, which was accepted by commissioners. Parent carers now
complete the questionnaires and the information used, such as the names of
involved practitioners, acts as a checklist to ensure that health practitioners are
involved in providing health reports which contribute to the EHCP. The DCO now
liaises with the SEN team to inform the plan writers which practitioners they need
to ask for contributions or assessments, which avoids health needs being
overlooked. The outcome of the collaborative effort between the forum, DCO,
health, education and the commissioner, is that children and young people have
their health needs addressed appropriately in their EHCP."

Updates to EHCP Templates

Updates have recently been made to the following EHC Plan template documents:
• Appendix D: Template for professional reports
• Appendix F: Template for parent carer contribution
• Appendix G: Template for Education, Health and Care Plan
• Appendix H: Template for annual review
The updates are intended to add greater clarity about what information should be considered, and toensure that there are opportunities within the templates to document information in relation to the fourPreparing for Adulthood (PfA) outcomes as referred to in the Special Educational Needs and Disability(SEND) Code of Practice: 0-25 years (2015).
The four PfA outcomes and examples of what the outcomes may cover are as follows:
Education and Employment:
This should include the child/young person’s aspiration for the future. What can be achieved to move theseforward? Could they complete volunteering or work experience in this area?
Friends, Relationships and Community Inclusion:
Does the child/young person access any community activities? Are they socially isolated? Discussion aroundwhat they could access in the community – what universal and targeted services are on the Local Offer?
Health:
Would the child/young person’s hopes be affected by any health issues? Is there anything that could affecttheir employment ambitions that can be started to progress now?
Independent Living:
Where would the child/young person like to live in the future? What support do they need to do to achievetheir aspirations? Could anything be done to support this? E.g. attending cooking lessons, booking their owndoctor’s appointments, etc.
These updates have been made in accordance with the SEND Code of Practice (2015) and the statutoryrequirement that local authorities must ensure that the EHC plan review at Year 9, and every reviewthereafter, includes a focus on preparing for adulthood. The SEND Code of Practice (2015) also states that itcan be helpful for EHC plan reviews before Year 9 to have this focus too. Planning must be centred aroundthe individual and explore the child or young person’s aspirations and abilities, what they want to be able todo when they leave post-16 education or training and the support they need to achieve their ambition.

Restorative Justice Awareness Week 18 to 22 November 2019Restorative Justice is the process of bringing together victims of crime and offenders to discuss the impact of the crime, try to repair the harm caused and find a positive way forward. But although it is primarily linked with offenders and victims, restorative justice can be transferable to any type of conflict or problem.The council’s Youth Offending Service is supporting international Restorative Justice Awareness Week by spreading awareness about restorative justice and practices.Restorative approaches can be utilised with anyone we come into contact with – it is an inclusive approach ensuring everyone has a voice and feels heard.

Educational Psychology Service
"We have written a paper which clarifies our role in supporting children and young people with special
educational needs and/or disability. It considers the contribution we make towards supporting children and
young people at SEN support, our role within the education, health and care needs assessment process,
and our contribution towards annual reviews and interim reviews.
The paper clarifies the different types of assessments and assessment approaches we use, and describes
how we work to ensure delivery of the best possible professional service.to help support children, young
people and their families.

Preparing for Adulthood – Update
Staff update:
Emma Norsworthy has taken up her temporary post to replace Sam Munby as Preparing for Adulthood
Commissioning and Quality Monitoring Officer, following Sam going on maternity leave.
PFA Guide
The electronic version of the PfA Guide has now been distributed. From Year 9 upwards, parents with
children that have an EHCP will be sent physical copies of the guide. Additional copies are on order.
Copies of the Guides will also be sent to secondary schools, special schools and a within each library
customer service centre.
SEN Team
The SEN team are arranging to meet with young people from T.Y.L.E.R to explore how young people should
be involved in their EHCP.
T.Y.L.E.R
An amazing achievement for T.Y.L.E.R after receiving an award from ERVAS (East Riding Voluntary Action
Service). The group was acknowledged in recognition of their hard work and volunteering efforts in terms of
shaping the Independent Life Skills Course, making appearances at the youth festival and the careers event.
Supported Internships
There are now six Supported Internship students placed with Beverley Grammar School, Brandesburton
Primary School, County Hall, The Hexagon Music Centre, Haltemprice Leisure Centre and Sewerby
Gardens.
Lisa Ryan, the Supported Internship Coordinator has attended events at Bridlington Spa and Tickton Grange
to continue promoting the Supported Internship Program. The next event will be at The Hilton Hotel in Hull to
promote awareness, after which Lisa is hopeful to make visits to potential providers.

Pupils with special educational needs and disabilities

The National Audit Office (NAO) has published a report assessing how well pupils with special educational
needs and disabilities (SEND) in England are being supported. The report looks at: the system for supporting
pupils with SEND and the outcomes it is achieving; funding, spending and financial sustainability; and the quality
of support and experiences of pupils and parents. Findings include: the number of pupils identified as having the
greatest needs has risen since 2014; the Department for Education (DfE) does not know the impact of the
support provided for pupils with SEND; and the DfE provided £9.4 billion in 2018-19 specifically to support pupils
with SEND - this represented 24.0% of the ‘dedicated schools grant’ allocated to local authorities for schools.

The House of Commons Education Committee has published a report on children and young people with
special educational needs and disabilities (SEND) following an 18-month inquiry into Government reforms
aimed at placing children and young people at the heart of the SEND system. Recommendations include: a
more rigorous inspection framework for local authorities, with a greater focus on SEND in school inspections; a
direct line for parents and schools to appeal directly to the Department for Education where local authorities
appear not to be complying with the law; powers for the Local Government and Social Care Ombudsman to
investigate complaints about schools; and the development of more employment and training opportunities for
post-16 young people.
