This project was intended to bring a tar road and a bridge to Zone 7, but was apparently abandoned by the contractor who left a massive hole in the middle of the road. The hole had not been cover- ed or cordoned off and there were no warning signs at the site. The child was found in the dirty water in the hole and his lifeless body was retrieved by divers. This matter has raised concern among community members who are puzzled as to why the road has taken so long to be completed leading to the death of the child. “We still waiting for the return of Jesus Christ. Maybe ANC (Afri- can National Congress) will take its people serious then. Service delivery is a vital issue that has being neglected for years and nothing seems to emerge,” says community member Nomasonto Mqhathi. Community members believe that the negligence of the constructi- on is the cause of the child’s death and that the ruling party, ANC, needs to take the bla- me. The Democratic Alliance (DA) said that they had been petitioning the ELM to cover the hole, but no action has been taken by officials to date. Numerous calls were made to ELM acting manager for communications, marketing and branding, Stanley Gaba by Sedibeng Ster for response on the matter without success however newly inaugurated ELM mayor, Simon Mofokeng repor- tedly visited the bereaved family. ANC Councillor Lahliwe Rapapadi says they are aware of the incident and they are going to do investigations on the matter. EVATON.- A 2012 road constructionproject failed the community last Tues-day. This follows the discovery of a bo-dy of a boy around the age of 12 thatwas found in a hole that had apparentlybeen left open for years between Evatonand Zone 7.

MEYERTON.- Sammuel Maduna (59)who was recently severely bitten by twodogs near Louis Trichardt Road in Meyer-ton is suing for damages.

It is understood that Maduna had beenwalking in the field when he encounteredthe dogs who attacked him.

Members of the SAPS, Meyerton FireDepartment, SPCA and Emergency per-sonnel were subsequently called to thescene. Maduna was left in a critical condi-tion and had to be hospitalised for twoweeks at Sebokeng Hospital.

Maduna states that he is very thankfulto a member of the publicwho witnessed the inci-dent and saved his li-fe after he managedto chase the dogsaway from him.Maduna says he isnow scared to goback to Meyerton.“I almost lost mylife, I have sincemoved from my hou-se in Kookrus to go andlive with my kids in Evatonbecause I am scared that the incident willrepeat itself. “This entire incident affectedboth my business and personal life. I want

the owner of the dogs to pay,” Madunaconcludes. According to the owner the

gate was left open accidentally as hiswife opened the gate for his bro-

ther who had come to fetch so-mething from their house.

“Our child started crying andmy wife accidentally left thegate open.. The bdog was onheat and things got out of cont-

rol,” the owner of the dog said.Meyerton Police spokesperson

Constable Maria Mazibuko con-firms that a case has been opened at

the Meyerton Police Station. Mazibuko states that police are investi-

gating a case of failure to prevent animalsfrom hurting people.

VEREENIGING.- ‘Kopano ke matla’. Kopa-nong Hospital general workers stood toge-ther as they vented their anger over what theytermed nepotism at the hospital on Wednes-day last week. The workers are upset afteran internal admin clerk post was advertised.The requirement for this post was two yearsexperience or equivalent qualifications. Ho-wever, according to the protesters, interviewswere conducted and all went well, but thenthe outcome was suspicious. Nelson Kutlwa-na, an employee, explained: “The person

who got the job is still on probation as anintern and has not even completed a full ye-ar’s service. It is also suspicious as one ofthe officials is acquainted with the elected.”Malefu Neti, a colleague agreed with Kutl-wana’s point of view and claims that protocolwas not followed. Linda Phaswane, anothercolleague, also shared the same sentiments.Sedibeng Ster could not reach the regionalHeath Institution Director Salamina Hlahaneat the time of going to print. However reportsstate that the management will look into thematter.

VANDERBIJLPARK. - ArcelorMittal SA(AMSA) last week announced no further jobcuts in the Vaal, apparently staking the futureof the company - and the entire steel industry– on loans larger than its total worth and onadditional future protection measures by go-vernment.

This was announced by CEO Paul O’Fla-herty last week, but as he continued his vigo-rous advocacy to save jobs and gain protecti-on from government - especially strategicand localised designation for the industry -no clear policy guidelines on the steel sectorhas yet come from government.

O’Flaherty said no job losses would takeplace at Vanderbijlpark Works as AMSAwould need to maintain full production capa-city there - the blow was also considerablysoftened at its Vereeniging Works as 283 ofthe proposed 450 job cuts would in fact takeplace at the Melt Shop.

“The sustainabili-ty of the Vanderbijl-park Works is heavi-ly dependent on theimplementation ofimport tariffs andother trade remediesrequested from go-vernment, as well asthe designation ofprimary steel for lo-calisation,” O’Fla-herty said in announ-cing the cancellationof job cuts at theWorks.

He said AMSAwould seek to raiseup to R4,5 billion ina rights issue under-written by its Lux-embourg-based sha-reholder.

He added AMSAwas still in talks withgovernment on thelong-term viabilityof the steel industry.

“AMSA’s futurehangs in the balanceunless governmentdoes more than the10% import duty ithas imposed on so-me steel products,”O’Flaherty warned.Up to between 30-60% anti-dumpingduties would need tobe implemented tocounter a flood ofcheap state-subsidi-sed Chinese steel.

O’Flaherty has emerged as the leader ofindustry attempts to avoid a catastrophicmelt-down in the steel and engineering sec-tor but thus far AMSA’s public advocacy hasnot resulted in strategic sustainability or aclear policy commitment by government.

Government has not yet meaningfully anddecisively engaged with the industry to thesame extent that it has intervened in miningafter the Marikana Massacre in the PlatinumBelt, experts believe.

“AMSA is the National Key Point that cle-arly is not treated as of national importanceif one looks at government’s response to thecrisis in the steel sector,” said one expertanonymously.

“The key issue now emerging is: What exactly is government policy on the

steel industry?” he said.AMSA also admitted that the crisis was

taking its toll on the well-being of its em-ployees and contractors, with a rise in safety

incidents, which would be countered by newmeasures.

But community and business organisati-ons have warned against complacency, say-ing stress levels were in any case too highamongst employees and contractors whilstcompanies were not doing enough proactive-ly to build resilience in the workplace andcommunity.

Mittal charts new direction to avoid job­loss disaster

SEBOKENG. - Some furious residents ofBoiketlong informal settlement demanded thedisbanding of the community executive com-mittee recently.

The committee was accused of failing toreport to the residents on the progress of de-velopments to obtain RDP houses and otherdevelopments.

There was a division into two factions -those who wanted the executive committee todisband and others who wanted them to stayon.

This emerged during a heated meeting thatswung back and forth at the local school.

Others said the committee, led by WalterMthembu and consisting of seven members,had failed dismally to fulfil their mandate.

Papi Tobius who chaired the meeting butis not part of the executive committee wassinging a different tune.

He told Sedibeng Ster there was no way thecommittee would be disbanded:

“They will have to hand over all docu-ments. They will have to explain about the lat-est new developments following their man-date.”

Dan Mofokeng, executive committee orga-niser, said Boiketlong belongs to membersfrom various political parties:

“We appreciate efforts and the ideas fromthe United Front, African National Congress

and Economic Freedom Fighters, for gracingthe area.

“We are aware that elections are around thecorner and all eyes from the political partiesare on informal settlements.

“The smart-mouthed, political talk aboutthe services game is always focused on theinformal settlements to score votes. Different

parties have come and gone but we have neverharvested a single plant from their emptypromises.”

The government aims to develop the area,having already started with communal watertaps.

Mofokeng said the committee is in posses-sion of the previous minutes:

“We are aware that certain individuals wantto divide us. Boiketlong has more than 13 000shacks and we all want houses.”

VEREENIGING. - Immediately after beingsworn in and inaugurated as the new mayorof Sedibeng District Municipality (SDM),Councillor Busi Modisakeng stressed firm-ness when it comes to poor service and poorstaff attitude to the public.

She said the primary aim of the new leader-ship is to sustain good work done by her pre-decessors.

She was officially inaugurated with mem-bers of the mayoral commmittee (MMCs) inthe mayor’s parlour in Vereeniging lastThursday.

Modisakeng said the success of the districtwill be based on stable and financial viability,ten flagship projects, and a working relation-ship between district and local municipali-ties. The power and functions of the districtwill help shape the government for 2016 elec-tions.

Gretha Hlongwane, former executive may-or of Emfuleni Local Municipality (ELM),was sworn in as the new speaker of SDM.Modisakeng, former speaker of the district,graduated into the position left by Simon Mo-fokeng, who is now the new executive mayorof Emfuleni. Velly Mcera, Khulu Malindiand Mabandla Ronyuza, have been deployedto serve as the Sedibeng MMCs for HumanSettlement; the Environment and Clean Ener-gy; Strategic Planning and Economic Devel-opment, respectively. The well-versed formerMMC for Human Settlements, AssistanceMshudulu, is now the Chief Whip of Sedi-beng District Municipality.

Gauteng Premier David Makhura willpresent his State of the Province Address2016 (Sopa) for the first time in the Sedibengdistrict. That will be followed by the adoptionof the 2015/16 IDP and the State of the Dis-trict Address.

Democratic Alliance (DA) chief whip JacoKarsten and the Pan Africanist Congress ofAzania, PAC, Appa Pooe welcomed the newdeployment of the MMCs with open arms andwished them good luck in the remaining sev-en months before next year’s local govern-ment elections.

Speaking during his inauguration also onThursday at the mayor’s parlour in Vander-bijlpark Mofokeng said that he is going to doall in his power to make sure that everythingruns smooth in the ELM.

Meanwhile critics believe that the most im-mediate and greatest task for Mofokeng in theELM is to shape the region ahead of the 2016local elections.

The announcement by Arcelor-Mittal thatthere will be no further job losses (P3)should be welcomed with both hands. Fe-ars and panic recently struck our area withthe news that the Vereeniging and Vander-bijlpark plants were to close down whichwould leave a huge number of peopleunemployed.

In August this year, the company an-nounced that it would initiate a Section189 (Dismissals based on operational re-quirements) process with regard to the po-tential closure of the Vaal Meltshop and

the Forge at its Vereeniging Works. Ac-cording to a statement issued by the steelgiant the consultation process has yiel-ded an alternative solution which will al-low the Forge to continue operating, al-beit at a reduced capacity.

Its board has taken the decision to pla-ce the Meltshop under care and mainte-nance. The Meltshop will cease producti-on during quarter four 2015 and, subjectto finalisation of the process, it is estima-

ted that this will have an impact on 283employees. Mittal’s management repor-tedly continues to actively work with uni-ons and Vereeniging employees to findways to minimise job losses which is mostwelcome news indeed.

It was also announced in August thatthe company would undertake a review ofthe Vanderbijlpark Works and its corpora-te services departments to optimise struc-tures and minimise costs. This review,which used the services of independentexperts, has now concluded.

The outcome of the footprint review conduc-ted at Vanderbijlpark Works revealed that theassets need to run at their optimal capacity.

To ensure that Vanderbijlpark Works achie-ves positive operating and financial results, anumber of significant operational, productivityand cost efficiency improvements will be im-plemented over the next two years.

ArcelorMittal South Africa has continued itsconstructive engagement with the South Afri-can Government on measures which would en-

sure the sustainability of the South Afri-can steel industry in the long term and isappreciative of the progress that has beenmade in this regard.

In the end the processes that have beenentered into have borne some positive re-sults indeed. Let us hope that the total shutdown of this steel giant which puts foodon the table of many families in this regionis totally avoided.

Despite the “cold war” of the local footballadministrators, there are positive develop-ments in this region.

Firstly, Emfuleni Local Football Associa-tion will host Safa D License in conjunctionwith NWU Vaal Campus from 7-13 Decem-ber. Safa Sedibeng is under administrationand the office has since been locked becauseof outstanding rent.

The junior leagues are also in full swingor, should I say, underway every weekendat the various venues in Sedibeng.

Emfuleni Local Football AssociationChairman Mondli Nkosi was right when hesaid football is not about individuals but yo-ungsters who dream of becoming professio-nal soccer players.

However, as much as football is playedevery weekend in some areas like Bophe-long, the junior league is still not playing.

This is a concern for TOUCHLINE becau-se this is one area that is blessed when itcomes to soccer talent.

There are household teams such as Bop-helong Barcelona, Bophelong Milano FC

that have been the part of the football structu-re for many years but they are no longer partof the league because of what has transpiredin local football. TOUCHLINE advises theEmfuleni Local Football Association to visitthe area and revive the junior league.

We need those above-mentioned teamsand TOUCHLINE is aware that there aretournaments in Bophelong organised by in-dividuals to keep these youngsters busy.

To be honest, our league without Bophe-long is incomplete and I think many sharethe same sentiments as TOUCHLINE.

The popular Pooe Festive Soccer Tour-nament is scheduled to take place at theBeheman Rovers soccer ground in Evatonfrom December 15, while Moso Consul-ting Service (MCS) Tournament will takeplace at Pepsi, the James Ground and Ge-orge Thabe Stadium from November 28.

Speaking to Sedibeng Ster Sport, thePooe Festival’s Soccer Tournament coor-dinator Mondli Nkosi says they invite allGauteng teams to be part of this legacytournament.

The Pooe Festival Tournament is oneof the oldest and most popular tourna-ments organised by local businessman

Kgokgi Pooe as part of his social responsibi-lity to the Sedibeng community.

This is one tournament that will bring Se-dibeng to a standstill come the festive seasonwith local soccer fans packing the venue tocapacity for the past 10 years.

This tournament is the pride of Sedibengand high profile players like Steve ‘Chippa’Lekoelea, Sailor Tshabalala, Lucky Mhlathi,Thabo Rakhale, Thabo Monyamane, TsietsiTukane, to mention but a few, have gracedthe tournament.

Nkosi said the tournament will start withthe senior teams in November and follow upwith juniors on December 13.

The tournament is divided into five cate-gories: senior teams, u/13, u/15, u/17 andu/19. The winner in the senior category willsmile all the way to the bank with a chequefor R100 000, the runner-up will receive R50000, third place R30 000 and fourth place

R20 000.“We are looking forward to this year’s

tournament and I have no doubt that it willattract more teams as from as far afield asSoweto. All the teams are invited to take partin the tournament regardless of where theycome from.

“This is one tournament to which we wel-come everyone,” he said.

MCS Tournament is another tournamentpopular among youngsters in this region.Tournament Chairman Mongezi Gusha saidthe tournament will start with the senior te-ams on the above-mentioned date. He saidthe juniors will start as soon as they finishtheir exams.

SASOL AND NATREF JOINT AIR QUALITY OFFSET IMPLEMENTATION PLAN FOR COMMENT

Sasol South Africa (Pty) Limited (SSA) through its Sasolburg Operations (SO) owns and operates a petrochemical facility in Sasolburg, Free State, and together with Total, jointly owns National Petroleum Refiners of South Africa (Proprietary) Limited (Natref).

In February 2015, SO and Natref were granted postponements to the 1 April 2015 compliance timeframes for some of their emission sources, regulated by the Minimum Emission Standards (MES), as published in terms of the National Environmental Management: Air Quality Act (NEMAQA) (Act No 39 of 2004). As a condition of the postponement decision, SO and Natref are required to develop an offset implementation plan for approval by the relevant authorities, subject to an appropriate public participation process. The Draft Offset Implementation Plan provides details of SO’s and Natref’s proposed offset activities in Zamdela to improve ambient air quality through community-based projects. They have decided to implement this plan jointly. Sasol and Natref value engagements with their stakeholders to ensure that the offset plan appropriately considers stakeholder inputs. SRK Consulting, an independent environmental consulting firm, has been appointed to conduct the above-mentioned public participation process.

Interested coaches from LFA, SAB Leagueand the ABC Motsepe League, SASFA, FUT-SAL, USSA and other affiliates, are welcome.Requirements are that a coach submit hiscoaching activity report/CV, of only two pa-

ges, pay a commitment fee of R1500 and mustbe fit and healthy for the course theory andpractical; he must have his own training kitfor the duration of the course.
