SCOPE OF SERVICES

1. PROFESSIONAL SERVICE OBJECTIVES

1.1 The professional service objectives shall be to provide the whole of the Scope of Services as outlined in the entire PSA Documentation.

1.2 The Project has the following general objectives: a) to continue the existing groundwater monitoring of shallow groundwater being carried

out in Doha, Wakrah and Al Khor catchments;

b) PWA intends to know and understand the regional and local groundwater movement and quality;

c) To identify the areas of rising water tables and predict such situations in future;

d) Modelling groundwater conditions with ascertaining the effects of various infrastructure projects;

e) To identify and locate the sources of recharge in general and specially for the rising water table areas in particular; and

f) Assess different groundwater balance components in the light of monitoring and modelling.

2. PROFESSIONAL SERVICES AGREEMENT The Consultant shall be appointed under the terms and conditions of the Professional Service Agreement (PSA) General Conditions of Engagement 2010 Edition, to provide Professional Consultancy Services to the Infrastructure Affairs – Drainage Networks Design Department of the Public Works Authority (herein after referred to as the Infrastructure Affairs (IA).

3. PROFESSIONAL SERVICES TO BE PROVIDED 3.1 The Specialist Consultancy services to be provided are the services for the continuation of

shallow groundwater monitoring in Greater Doha, Wakrah and Al-Khor. The important components of the services are water level measurements and water sampling and analysis as well as interpretation of the results and reporting. All works are to be carried out to the standards as defined in this Project Brief and the PSA Documents.

3.2 The major components of the Consultant’s scope of services/ works will include but not be limited to:

i. Review of the existing monitoring and projects done by other agencies related to groundwater or infrastructure affecting groundwater;

a) Collection of all groundwater related data from MoE, Kahrmaa, Qatar Rail etc essential for understanding of groundwater regime in shallow horizons;

b) Critically review all kinds of information/ data and prepare a review report analysing all aspects of groundwater;

c) Identify the groundwater models prepared for various projects and review the reports and models for improving the updating groundwater model process proposed in the PSA;

d) Liaise with other stake holders like Ministry of Environment, Ministry of Municipality and Urban Planning, Kahrmaa, Municipalities Qatar Rail and private developers to create a group of focal points for sharing data and monitoring/ modelling results;

e) Liaise in the same with internal stake holders of Ashghal ( Expressway, Highways, Drainage Operation and Maintenance and Drainage Projects department) for establishing such kind of group mentioned above;

f) Review the existing database and suggest the improvement in the light of the above mentioned steps.

ii. Continuation of the existing groundwater monitoring both levels and quality. This will consist of but not limited to the following:-

a) Quarterly manual water level measurements at all the monitoring wells;

b) Annual water sampling and lab analysis at 200 locations identified and agreed after review of the existing data;

c) Quarterly retrieval of data from automatic data loggers;

d) Identify any needs of new monitoring wells to be required after assessing all information;

e) Establish regional and local groundwater flow regimes based on all kinds of data and reports.

iii. Groundwater Modelling updates each year for the duration of the project that will include but not limited to the following:-

a) Review the conceptual model already prepared and identify any gaps and improvements required and do the needful before simulation for the current year;

b) Obtain all recharge and discharge updated data and review the balance and use this updated data to carry out the modelling for concerned year;

c) Critical and problematic areas should be modelled in detail with refining of grid and all possible data;

d) Collect data in the field and from various stake holders required for updating of the model.

iv. Prepare and develop a comprehensive database of all the activities of the monitoring. This will include but not limited to the following:-

a) Currently Hydrogeoanalyst is being used for database development. This practice should continue, however, simultaneously a copy of excel and access tables should also be prepared;

b) Provide answers to any query originating from inside or outside of Ashghal regarding groundwater monitoring and modelling;

c) Aquachem software is also used for water quality data and interpretation that practice will continue;

d) Prepare ARCGIS layers both raster and vector concurrently for GIS database linked with relative attributes.

v. All Project Permitting services to secure statutory and mandatory third-party permits and approvals as required by the project and their subsequent renewals as applicable, including but not limited to;

a) Obtaining all kinds of permits/ approvals required from MoE and other government agencies;

b) The Specialist Contractor shall obtain all kinds of permits/approval from all relevant agencies for the execution of work;

c) Preliminary No Objection Certificates (NOC) from all other relevant utility providers and stakeholders as and when required, during the project implementation period

vi. Monitoring data interpretation reporting will include but not limited to the following:-

a) Annual and Bi-Annual monitoring reports will be prepared but data will be collected on quarterly basis;

b) The structure and format of bi-annual reports will be discussed with Ashghal and agreed in the beginning of the project. However, it will consists of all monitoring data and hydrographs with Groundwater Elevation maps and depth to water table maps as minimum condition;

c) The report must provide interpretation of monitoring data and trends in water levels including forecast and future predictions. The report will also possess a water balance chapter and elaborate various components of this aspect quantifying all components as precisely as possible.

vii. Establish a portal on Ashghal Intranet for posting all the existing and future monitoring data. This should include but not limited to the following:-

a) A portal on the intranet of Ashghal in consultation with IT Department and GIS section;

b) Portal will present location of wells on google as well as Ashghal GIS with wells brief data and real tile online water levels, groundwater levels, temperature and Electrical conductivity values in the form of graphs and csv files.

c) Maintain the portal throughout the duration of the project updating every quarter for manual and automatic logger data in addition to telemetry information.

viii. Various Stakeholder Presentations as and when directed/ requested by PWA. As a minimum requirement, the Consultant shall deliver a minimum of one Stakeholder Presentation for each project milestone at an appropriate time as requested by PWA. The Consultant shall also deliver formal presentations to external stakeholders such as MOE, MMUP, etc. as and when such a need arises. The number of such external stakeholder presentations shall not be limited but shall be as requested by PWA.

ix. Preparation, compilation and submission of the Final Monitoring Report of the Project for PWA approval.

x. Completion of PWA, Infrastructure Affairs Document Control Unit (DCU) procedures.

4 SCOPE OF SERVICES 4.1 GENERAL 4.1.1 Additional Information for developing models and interpretation of monitoring can be

obtained from several sources. The Consultant shall obtain and review all relevant information and be responsible for determining that any data obtained is adequate and accurate for the use in modelling and monitoring. If any data is considered unsound or inadequate, the Consultant shall obtain additional data as necessary to satisfy the requirements of modelling and monitoring interpretation with no recourse to additional fees.

4.1.2 All information sources consulted and utilised shall be clearly stated in the Monitoring and Modelling Reports.

4.1.3 All data and information provided and collected during the course of the project shall remain or shall become the property of PWA and, shall be passed on to IA and/or included in the reporting as appropriate. No data and information would be kept in consultants office.

4.1.4 The Consultant shall directly liaise with all relevant Government Ministries, Authorities, Organizations, Offices, etc. and shall discuss and agree the Project requirements with all other third parties involved/ concerned and, shall obtain all necessary data, information, permissions, etc. for the successful execution of the Project including, but not limited to the following:

(a) Utility services data from the relevant agencies including:

i. Water supply data and pipeline route from Qatar General Electricity and Water Company.

ii. Electricity cable routes from Qatar General Electricity and Water Company.

iii. Gas and oil pipeline data from Qatar Petroleum and Qatar Gas. iv. Telecommunication cable routing from Q-Tel and Vodafone.

(b) Infrastructure Affairs database information from The Centre for Geographic Information Systems (GIS). Note that GIS charge for information from some agencies.

(c) Survey sheets from the PWA Survey and/ or IA GIS Sections.

(d) Road alignment and level information from IA.

(e) Any required Operations and Maintenance (O&M) records, e.g. pumping station run hours, flow records, maintenance records etc., from Drainage O&M Department.

(f) Ministry of Environment (MOE) consents and approvals associated with project planning and permitting.

(g) Ministry of Energy & Industry (MEI) consents and approvals associated with project planning and permitting.

(h) Ministry of Municipal & Urban Planning (MMUP) consents and approvals associated with project planning and permitting.

(i) Local Municipality/ Municipal Council consents and approvals associated with project planning and permitting.

(j) Qatar Petroleum, Qatar Gas, RasGas, etc. consents and approvals associated with project planning and permitting.

(k) Development Authorities, Private Developers and other External Stakeholders consents and approvals associated with project planning and permitting.

(l) All relevant Industrial, Trade, Commercial, etc. users, establishments and stakeholders consents and approvals associated with project planning and permitting.

(m) All other relevant No Objection Certificates (NOC) as required.

Where applicable, the Consultant shall bear all those charges, fees, tariff, levies, etc. imposed by third parties to facilitate such data, information, consents, permits, etc. at no cost to PWA.

4.1.5 Records of existing and planned services shall be obtained through a Design Enquiry. The Consultant shall be responsible for submitting the enquiry to the relevant Ministry and/or Department. The enquiry should be accompanied by an introductory letter of authorization to be issued by IA shortly after the engagement of the Consultant. The Consultants obligations shall not be relieved by the period(s) that transpires for each enquiry return, and a sufficient allowance is deemed to be included in the Consultants Design Programme for the return of such enquiries. All correspondence relating to Design Enquiries shall be copied to Infrastructure Affairs.

4.1.6 The Consultant shall also check with all Government Departments and Private Developers and Organizations regarding other existing or proposed projects that may impact on the groundwater levels and quality. Any concerns with regards to such arising from those checks shall be brought to the immediate attention of the Drainage Networks Design Department, IA with detailed recommendations for eliminating or mitigating impacts if any, that might change groundwater regime in a negative sense.

4.1.7 The Consultant shall be required to nominate an Engineer to be responsible for

coordinating communications and liaison with other Consultants, Government Departments, Private Developers, External Stakeholders, etc. regarding the planning and design of any other schemes that may be influenced by changing groundwater conditions. All requests for obtaining technical information regarding such schemes shall be made through the Drainage Networks Design Department of IA. If no specific Engineer is nominated for this particular task, the responsible engineer shall be the Project Manager by default.

4.1.8 The Consultant shall be required to nominate a suitably qualified and experienced Project Planner to be responsible for coordinating with Public Works Authority’s Enterprise Project Management System (PMS) team, during the whole duration of the professional engagement. This Project Planner shall be responsible for periodic progress reporting at specified intervals, facilitating feedback and communications and managing the consultant’s access to PWA web based platform set up for this purpose.

4.1.9 The Consultant shall liaise, coordinate, request and share information as appropriate with Project Management Consultants and major infrastructure projects to update the management about groundwater conditions in areas of those projects and possible future scenarios.

4.1.10 The Consultant shall carefully analyse all collated data and information and, confirm in both draft and final Monitoring Reports the adequacy of data available to complete the interpretation. The reports shall include clear demonstrations as to how such data have been productively utilised for establishing the correct assumptions for the Works and, outlines of any information that is incomplete or unavailable with reasons for those clearly justified. The Consultant shall authenticate the data used for groundwater modelling and provide its usefulness and relevance for the purpose.

4.1.11 All such interpretation of data and information shall be discussed and agreed with the IA and/or other relevant Government Authorities as required prior to and in order to obtain confirmations thereof.

4.2 INFORMATION UPDATING 4.2.1 The Consultant shall be responsible for digitising any maps and/or development plans that

are not available in digital format and are needed to complete the Monitoring Reports. All plans shall be developed from the most up to date digitised GIS base maps and shall be kept updated with newer versions as and when they are released, throughout the whole duration of the professional services engagement period.

4.2.2 The Consultant shall also update the digitised base maps or other available plans and drawings with data gathered from field surveys, latest versions of land use policy plans and the most current development plans and other information.

4.3 REVIEW OF EXISTING MONITORING 4.3.1 The Consultant shall review all existing data and material specifically hydrogeological and

monitoring reports and relevant parts of Qatar Integrated Master Plan for building a good understanding of the groundwater system in the project area but it should not be limited to these areas but an overall scenario in the whole of Qatar.

4.3.2 The Consultant shall prepare a review report based on all the available data and should not be limited to the existing monitoring project for this purpose but obtain other relevant data especially from MoE, KahrMaa, Qatar Rail, New Port and Lussail development including major private developers.

4.3.3 All the components of water balance should be considered and the review must be built on precision in assessing these components and carry out any kind of field surveys required for this purpose apart from collating the existing data.

4.3.4 In this period the consultant shall visit each monitoring well and report its condition and confirm existing data loggers and submit proposal for the improvement of well head arrangements.

4.3.5 The Consultant shall provide an experienced Senior Hydrogeologist to supervise site investigation works to ensure that the repair and maintenance requirements for well heads are met and that the information provided is adequate.

4.3.6 Automatic Data Loggers 4.3.6.1 The well locations shall be identified where automatic data loggers should be installed

during the initial review period

4.3.6.2 The Consultant shall supply and install automatic data loggers at about 500 locations capable of measuring water levels, temperature and Electrical conductivity of water.

4.3.6.3 The Consultant shall provide the loggers comparable to the existing loggers at 150 locations. These are mini divers of Schlumberger Water Services.

4.3.6.4 The Consultant shall be responsible for the safety, maintenance, repair and replacement if needed of automatic data loggers for the entire duration of the project. All kinds of batteries, cables and other necessary equipment/ instrument needed to keep the loggers functional will be the responsibility of the consultant.

4.3.6.5 The Consultant shall provide necessary training to Ashghal staff for installation, maintenance, and data retrieval from the loggers including provision of field equipment and software for retrieval.

4.3.6.6 The Consultant shall provide the following Deliverable for this activity:

• Report detailing the installation of loggers and company/ supplier details;

• The brief description of the logger capabilities and handicaps.

• Training of Ashghal staff for installation and maintenance of loggers;

• Training of Ashghal staff for retrieving of data from the loggers and any corrections required;

• Provision of software and field equipment for data retrieval. 4.3.7 The Consultant shall provide the following Deliverables:

• Monitoring Review Report;

• Identification of wells, supply and installation of automatic data loggers;

• Identification of wells for quality monitoring

• Survey of damaged wells and report for repair and carrying out the necessary changes in the well heads.

4.4 CONTINUATION OF GROUNDWATER MONITORING 4.4.1 Water Level Monitoring

4.4.1.1 The Consultant shall continue water level monitoring at all the wells from the start of the project without any delays. The location of wells are indicated in Figures DD/15/PSA/01 to 4. The wells will be almost within the boundary of the project, however, 1 % of wells may be within 5 km buffer around the project boundary

4.4.1.2 The Consultant shall develop a schedule for this purpose indicating dates and wells visited and arrange the presence of one of Ashghal’s representative at each well.

4.4.1.3 The Consultant shall measure manual water levels for about six months till the automatic data loggers are installed at each well location.

4.4.1.4 The Consultant shall measure manual water levels on quarterly basis along with data retrieval through data loggers for the entire duration of the project.

4.4.1.4 The Consultant shall provide the following Deliverables:

• A0 size Well location map indicating base map of current satellite images and point locations of wells with identification numbers;

• Bi-Annual Monitoring Reports • Large size depth to water and groundwater elevation maps • Large size change maps • Update Hydrogeoanalyst database and excel sheets of data. ( at a scale of at least 1:

25,000)

4.4.2 Groundwater Quality Monitoring 4.4.2.1 The Consultant on the basis of 200 locations selected during review period shall arrange

water sampling on annual basis, the first sampling campaign will the end of first year of the project and then after each year afterwards.

4.4.2.2 The consultant shall arrange the analysis of water samples from an Ashghal’s approved laboratory. The parameters would be the same as is being carried out during existing sampling and analysis. The list of parameters is attached as Appendix-A

4.4.2.3 The Consultant shall provide the following Deliverable at this part of monitoring stage:

• Annual Quality Monitoring Reports • Large scale thematic maps of TDS, Temperature and EC • Update of Hydrogeoanalyst database and excel sheets • Analysis of quality data through AquaChem

• Identification of changes in quality of groundwater

4.5 GROUNDWATER MODELLING UPDATES 4.5.1 Each year of monitoring project shall be culminated with the update of the groundwater

model prepared for the project and the Consultant shall develop such kind of model updates on annual basis.

4.5.2 The Consultant shall review the existing model; checking all inputs and modify input file if necessary and calibrate the model with last monitoring data.

4.5.3 The consultant shall simulate specific conditions around major treatment plants, Wukair sub-catchment, Khartiyat Area, Lussail development particularly as well as the major infrastructure of Qatar Rail.

4.5.4 Annual Model updates will take care of all the infrastructure projects within the project area and assess the effects of these projects on groundwater regime.

4.5.5 The annual models must also provide the effects of all Interchages/ underpasses on the groundwater regime.

4.5.6 At this stage the Consultant shall provide the following Deliverables:

• The original model in Visual ModFlow format and input, output files in GIS format

• Annual Modelling Report with all data in excel and GIS shape files. 4.6 ONLINE PORTAL 4.6.1 The Consultant shall devise a mechanism to upload all existing and future monitoring data

onto an online portal preferably through Ashghal Intranet.

4.6.2 The Consultant in liaison with Ashghal IT and GIS section prepare a groundwater monitoring data on the intranet and further accessible through internet.

4.6.3 The consultant shall in liaison with Ashghal IT and GIS maintain and keep this online portal functional throughout the duration of the project.

4.7 DATABASE DEVELOPMENT AND REPORTING 4.7.1 Database Development 4.7.1.1 Database development is the critical responsibility of the consultant to provide live and

4.7.1.2 The water quality data shall also be provide in AquaChem format and analysed such.

4.7.1.3 ARCGIS data is also the responsibility of the consultant. The Consultant shall prepare all the data layers and maps in ARCGIS 10 version and manageable on Ashghal GI System. An mxd file and all original data layers and maps prepared in ARCGIS would be handed over to Ashghal at biannual interval.

5 CONSULTANCY SERVICE DELIVERABLES 5.1 Consultant’s Project Team Criteria

5.1.1 The Consultant’s Design Team Criteria shall be in accordance with the specified requirements in SCHEDULE A, PART I, PART 2 and PART 3.

5.1.2 The Design Team shall be led by the Consultant’s Project Manager who shall be a relevant professional degree holder of UK, USA or European affiliations with at least ten years demonstrable track record of experiences in successfully managing groundwater research and monitoring projects similar to those associated with this Project.

5.1.3 All other team members shall be suitably degree qualified and experienced with internationally recognized professional standing and, shall be in accordance with the specified requirements in SCHEDULE A, PART I.

5.1.4 The Consultant shall submit for PWA approval, the organogram of the project Team together with the names, qualifications and experience of the individuals assigned. The Consultant’s Team members assigned to this organogram shall be the same team that PWA have vetted and accepted at the PSA Contract award and, no replacements to this vetted and accepted Team members shall be allowed during the project life cycle unless otherwise instructed by PWA at a later date. The Consultant shall note that PWA reserves the right to instruct the Consultant to replace any member(s) of the project Team to which the Consultant shall unreservedly oblige. The Consultant shall also note that PWA may from time to time instruct the Consultant to replace any under-performing Team members with more competent individuals following a re-vetting, interviewing and approval process.

5.1.5 PWA will have no objections in principle, for the Consultant to sub-contract the project elements, tasks, field work, tests and analyses specified under the Investigation to suitably qualified third parties. The Consultant shall however, specify in his bid the names of any proposed sub-consultants and sub-contractors for PWA to review. The Consultant shall also obtain PWA’s prior approval for such third-party deployments before a contract is formed between the third-party and the Consultant. The Consultant shall however, note that any third-party contract arrangements made to fulfil the specified requirements of this PSA will not relieve or exonerate the Consultant of his obligations or liabilities made under this PSA contract.

5.1.6 The Consultant’s resource availability and commitment to the Project shall be mandatory to ensure the steady progress and timely completion of the PSA obligations, from the inception and monitoring, modelling and reporting. Therefore, the Consultant shall submit for PWA approval a clear Resource Utilization Chart of the project team showing various stages of the Work in compliance with the Project Brief.

5.2 Method Statement

The Consultant shall submit for PWA approval, within 14 days from the commencement of PSA services, a detailed method statement and a baseline programme to clearly illustrate the project delivery method and the timescale respectively as stipulated in the Consultant’s PSA contract.

5.3 Quality Assurance 5.3.1 A Project Quality Plan (PQP) shall be submitted within two-weeks of the PSA Contract

commencement date to the format approved by PWA. In the event that any subsequent changes occur to the PSA services, this PQP shall be immediately revised, updated and re-issued for PWA approval within one-week of such occurrence(s).

5.3.2 The Project Quality Plan (PQP) shall also include the Consultant’s templates for the following project monitoring registers;

The Consultant shall monitor, update and issue each of above registers periodically, annexed with their Monthly Progress Reports (MPR), for PWA approval.

5.4 Documentation

5.4.1 The Consultant shall be required to submit all reports, documents and drawings in both paper hard-copy, PDF digital format and in their original digital file formats (editable EXCEL, WORD, MSPROJECT, AUTOCAD, etc.) which shall be compatible with the PWA’s computer operating systems and software versions.

5.4.2 All drawings shall be produced in digital format of AutoCAD for Windows with the files in both exchangeable DWG and DXF. All drawings should also be in ARC GIS format. All documents shall be produced in either WORD or EXCEL as appropriate with font of Arial text size 11 unless requested otherwise. All calculations (including priced BOQ, hydraulic calculations, process calculations, etc.) shall be produced in EXCEL. All project programmes shall be produced in either MSPROJECT or PRIMAVERA as required. All other documents (manufacturer’s literature, extracts from technical papers, etc.) shall be converted (via scanning, etc.) into and produced in PDF format compatible with PWA’s computer operating systems.

5.4.3 All paper hard-copy reports shall be comb bound with hard covers with accompanying drawings either up to A3 size bound-in or A1 size folded and inserted into plastic holders. The default format of PWA document printing is on single-sided paper however, in order to save paper and depending on the volume of the submission, PWA may grant permission to print certain technical reports on double-sided paper following a request. The Consultant shall obtain prior instructions from PWA in this regard at appropriate stages of the Project.

5.4.4 All documents, reports, calculations, drawings, etc. shall be internally checked, reviewed, certified and approved by the competent and designated signatories of the Consultant for completeness, accuracies, technical compliances, etc. prior to issuing the submissions to PWA. Those that have not been subjected to these Quality Assurance procedures shall be rejected by PWA without Client stakeholder reviews. The Consultant shall bear the consequences of any delays caused by not adhering to this QA procedure.

5.4.5 All monitoring and modelling reports shall also be provided in WORD format apart from pdf and hard paper copies.

5.4.6 The Consultant shall submit all documentation required for DCU clearance within two-weeks from the completion of the PSA services or when requested by PWA whichever comes sooner.

5.4.7 If applicable, the Consultant shall submit all the data utilised for any computational modelling in digital format (eg: *.CSV, etc.) which allows for ready importation of such modelling data into other commercially available modelling software used by PWA.

5.5 Progress Reporting and Review Meetings 5.5.1 Progress reporting of the Project shall be on monthly basis unless instructed otherwise by

PWA.

5.5.2 The Consultant shall arrange for Project Progress Meetings to be held at 4 weekly intervals or as otherwise requested by the PWA at closer time intervals. The progress meeting objectives will include detailed review of the progress made, highlighting problem areas, review of technical issues, performance and identifying any corrective measures needed to bring the programme back on the track.

5.5.3 The Consultant shall be responsible for preparing and issuing the meeting minutes to all participants. The consultant shall submit the draft meeting minutes of meetings to within 48 hours of holding the meeting. The minutes of meetings shall be an impartial and a true record of the discussions held with actions if any, assigned against responsible parties

and participants. Any comments and concerns resulting from the reviews of meeting minutes shall be duly incorporated in the final version and issued within three (3) working days of receiving such comments.

5.6 Project Titling and Numbering

5.6.1 Project Documentation shall be titled and numbered as per PWA requirements prior to the preparation.

5.7 Presentations 5.7.1 For each delivery milestone, the Consultant shall give PWA a stakeholder presentation.

This presentation should include but not be limited to an overview of the project deliverable, objectives and scope of the study, options, costs, and recommendations for the way forward.

5.7.2 The presentation will be attended by personnel from Drainage Networks Design, Drainage Projects and Drainage Networks O&M Departments of PWA.

5.7.3 The presentation shall be undertaken by the Consultant as part of the services of the PSA, and the costs would be borne by the Consultant and included within the fees for the Design Services.

5.7.4 In addition to above stakeholder presentations, the Consultant shall time to time be requested to deliver project presentations to external organizations such as the MoE, MMUP, etc. These presentations shall also be undertaken by the Consultant as part of the services of the PSA, and the costs would be borne by the Consultant and included within the fees for the Design Services.

6 PSA “SCHEDULE A” TABLE OF SERVICES The scope of services required shall be in accordance with the Professional Service

Agreement (PSA) General Conditions of Engagement 2010 of which all shall apply in full unless specifically omitted or replaced with and/or, may be further supplemented and/or added to by a supplemental Project Brief. All relevant notices or circulars subsequently issued by Public Works Authority shall be taken into account.

6.1 Review of Existing Monitoring (1) 6.1.1 This Stage shall incorporate all the requirements of the PSA General Conditions of

Engagement 2010 including but not limited to the following additions and/or amendments.

The consultants shall gather all kinds of data/ information about groundwater conditions and monitoring from all stake holders; MoE, KahrMaa, Qatar Rail and MMUP but not limited to these only. The Consultant shall also gather data from other main developers; the definition and names shall be agreed with Ashghal.

6.1.2 The Consultant shall review all the reports generated during the existing monitoring project and critically look for the improvement in interpretation and modelling of monitoring data. The review shall not be restricted to the monitoring project but include all major infrastructure projects and their possible impact on the groundwater regime and how to liaise and improve the coordination between these projects and Drainage Design Networks Department.

6.1.3 The Consultant shall analyse the monitoring wells and identify suitable locations for the installation of automatic data loggers on the basis of monitoring reports.

6.1.4 The Consultant shall also critically review the groundwater quality scenario and importance to urban development along with quality monitoring data to select the most suitable sites for annual water sampling and analysis. This should solely keep the infrastructure development projects in mind.

6.1.5 The Consultant shall critically review monitoring reports and data as well as the major infrastructure projects and their potential impacts. This analysis should culminate into a report that highlights the improvements in the interpretation of monitoring data.

6.1.6 The consultant shall propose the methods and measures to disseminate groundwater data to all major infrastructure projects for minimising the effects of rising groundwater levels.

6.1.7 At the end of this stage the consultant shall prepare a Review Report and obtain the approval of Ashghal before proceeding to the other parts of the project.

6.2 Continuation of Existing Monitoring This Stage shall incorporate all the relevant provisions of the PSA General Conditions of

Engagement 2010 including but not limited to, the following additions and/or amendments. Basically this stage deals with the building on the existing experience and improves the monitoring of groundwater in future.

6.2.1 The Consultant shall supply and install automatic data loggers at all the wells where feasible (indicating water). The data loggers must be capable of measuring at least three parameters; water level, electrical conductivity and temperature and must be comparable to the existing about 150 loggers.

6.2.2 The Consultant shall measure water levels manually for initial three months at all wells.

6.2.3 After that the Consultant shall measure water levels every quarter manually at each well to check adequate working of the data loggers and calibrate the data loggers, if required.

6.2.4 The Consultant shall retrieve data of water level, EC and temperature from each data logger from all the wells quarterly.

6.2.5 The Consultant shall collect samples from 200 well locations as determined in the previous stage and analyse in the lab for the parameters detailed in appendix-A.

6.2.6 The consultant shall develop a detailed database in Hydrogeoanalyst/ AquaChem and ARC GIS.

6.2.7 Using GIS the consultant shall prepare large scale thematic maps (preferably 1:25,000 scale). These will be provided hard copies and soft copies (soft copies will be pdf and GIS formats both).

6.2.8 The consultant shall prepare bi-annual water level monitoring and annual water quality monitoring reports throughout the duration of the project. These reports will be not be spiral bound but professional printed and hard bound. The structure and format of the reports shall be discussed and agreed with Ashghal during the review period.

6.3 Groundwater Modelling Updates The Consultant shall review and update groundwater model annually and will perform the

following tasks but not limited to these.

6.3.1 The consultant shall review the existing groundwater model and suggest improvement and carry out those improvements in the input files if required.

6.3.2 The consultant shall collect the up-to-date data regarding recharge and discharge and identify these sources and do not use assumptions.

6.3.3 The model shall use refined grid and additional data collected either through other stakeholders or actual surveys at critical areas; specifically where groundwater mounds are observed during existing monitoring, Treatment plant sites, major infrastructure development project sites, Qatar Rail sites and other major private developers.

6.3.4 The model shall not only simulate the conditions of the relevant year with calibration done but also will carry out annual simulations till 2025. All annual update shall model the conditions of that particular year but predict what happens with successive years till 2023.

6.3.5 The model shall be calibrated every year and as the new data is available.

6.3.6 The consultant shall prepare the detailed annual modelling report with highlighting the results.

6.4 Database Development Database development is the crucial stage of the project. It will consist of the following but

not limited the tasks mentioned below:-

6.4.1 The Consultant shall review the existing database of the monitoring project that is primarily based on Hydrogeoanalyst software. The improvements should be within this software and no new software recommendations will be made.

6.4.2 The consultant shall provide all the queries regarding groundwater using Hydrogeoanalyst and ARC GIS throughout the duration of the project. This is crucial aspect and the consultant shall provide response within one week of the receiving of any query whatsoever.

6.4.3 The consultant shall use AquaChem software for developing water quality database and interpretation of such kind of data.

6.4.4 The Consultant shall also prepare ARC GIS database of all the aspects of the project that should be usable in Ashghal. The consultant shall liaise with Ashghal GIS section in addition to Drainage Design for shifting a functional GIS data base both Raster and Vector layers on Ashghal platform.

6.4.5 All data/ information shall also be provided in Excel sheets properly structured and cross checked and NOT the exports from Hydrogeoanalyst or other software.

6.5 Reporting

Reporting of the monitoring data is the most crucial and important aspect of the project. It will consist of but not limited to the following:-

6.5.1 The consultant shall primarily collect data at quarterly basis but interpretive reports would be prepared bi-annually. The six monthly reports will mostly focus on water level changes whereas the annual reports would tackle both water levels and quality variations.

6.5.2 The quality will not only base on the annual water sampling and analysis but also the EC and temperature data collected through data loggers. These both sources of data will be used for assessing the quality variations.

6.5.3 The reports shall not be spiral bound but hard bound printed copies. 6.5.4 The monitoring reports shall not only be the factual data but also comprehensively deal

with the interpretation of this data and the consultant shall carry out the necessary field data collection exercises to ascertain the interpretation from these reports.

6.5.5 The consultant on the basis of groundwater levels establish regional and local groundwater flow systems and carry out requisite field surveys. This exercise shall culminate in identification of recharge sources that shall be quantified.

6.5.6 The consultant shall include a chapter in the monitoring reports that will deal with the assessment of recharge sources specifically point and possibly linear ones and propose the remedial measures to reduce the recharge.

6.5.5 The consultant shall submit bi-annual draft report two (2) weeks after the completion of the said monitoring period. Ashghal will review within 14 days and after incorporating the comments, the consultant shall re-submit another draft copy for finalization of the report. The whole process should not take more than one month. After that penalties will start.

6.6 Completion of the Whole of Services 6.6.1 The Consultant shall deliver all remaining and outstanding services to facilitate all PWA

approval(s) for the successful completion of the Whole of PSA services including but not limited to, the submission of the final Project Report(s) and the completion of all final Document Control Unit (DCU) procedures as required.

6.8 Health and Safety Management of Consultant’s Works 6.8.1 During carrying out project works, the consultants shall consider the potential hazards

arising from these works on Health and Safety of those carrying out the construction work and others affected by the project as a whole. The health and safety risks to be considered include those associated with construction, the operation and maintenance by the end user and the subsequent repairs and demolition of the Works when it is nearing its design life.

6.8.2 Consultants shall demonstrate that the Health and Safety (H&S) risks have been considered fully and in accordance with the following procedure as a minimum requirement:

1) Identify the significant health and safety hazards likely to be encountered and associated with the designs and how they may be constructed, operated, maintained and demolished safely.

2) Evaluate the risks associated with those hazards by producing methodical Risk Assessments of each identified hazard.

3) If possible, design out risks to eliminate the hazards. Otherwise, mitigate the risks by producing a safer design.

4) Update the Health & Safety Risk Register to reflect the elimination or mitigation of the hazard.

5) Record all residual risks remaining in the design, in the H&S Risk Register.

6.8.3 When assessing the health and safety in the design, the Consultants shall consider what is reasonably practicable to produce the safest design. The health and safety risks associated with a component or feature of the design have to be evaluated against the costs of excluding that component or feature such that an acceptable level of risk is reached by optimizing the design at an acceptable cost.

6.8.4 During the design stage submission(s), the Consultant shall clearly state any design assumptions made to achieve the design and their impacts on the health and safety aspects of the project.

6.8.5 With their design submissions, the Consultants shall include any remaining residual H&S risks in designs in order for other stakeholders to identify them clearly which would otherwise be left undetected by the all concerned parties. This information shall be utilized by the contractors and operators throughout the lifespan of the Works. The Health & Safety Risk Register and the corresponding Design Assumptions shall form part of any design submission by the Consultant.

6.8.6 Consultants shall also provide with their design submissions a method statement outlining their criteria used for undertaking design Risk Assessments.

6.9 Project Inputs 6.9.1 The Consultant’s Team Leaders shall review and confirm the accuracy for all Project

Inputs. Where ambiguities are identified, clarification shall be requested from PWA at the earliest possible time in such a manner not to adversely impact on the agreed project delivery programme. The review process shall include but not limited to the following;

a) Performance, validation and functional requirements

b) Results of investigations and studies

c) Environmental conditions and aspects

d) Regulatory requirements

e) Applicable codes and standards

f) Relevant historical, existing and available data

g) Safety and reliable requirements

h) Cost controls

In the event that the Consultant feels any deviations are necessary to above to improve project delivery performance, the Consultant shall seek prior approval for such from the PWA project team prior to implementation of such deviations of design inputs.

6.10 Project Outputs 6.10.1 Project Activities shall include competent and professional translations of the Project

Inputs into Project Outputs in the form of calculations, technical reports, drawings, sketches, specifications and monitoring documentation/ reporting. All Project Outputs shall be clear, unambiguous and shall be of sufficient detail to be traceable back to the relevant Project Inputs with clear and unambiguous identification of any assumptions

made. All Project Outputs shall be checked, verified, reviewed, validated, certified and approved in accordance with the Consultant’s internal Quality Assurance (QA) procedures of their respective Management System, to confirm the accuracy and completeness of the deliverables. The Project Outputs shall be submitted to PWA approval in the manner as prescribed by the PWA project team. All Project Output documents shall include identification of the project, design stage, designer, checker, approver, date and revision. The latest version shall be filed with the project records.

6.10.2 The Deliverables should be verified by a ‘Checker’ and ‘Approver’. The Checker should be the Consultant’s Team Leader or equivalent. They should not have been involved in the production of the design item but shall be of the same technical discipline as the author. The Checker shall carry out all relevant verifications against the following criteria:

a) Content and Sequence

b) References, Page Numbering, Revisions, etc.

c) Title Blocks

d) Drawing Scales

e) Signatures

f) Compliance with Project Brief

g) Compliance with Standards

h) Grammar and Spelling

i) Accuracy of Calculations

j) Accuracy of Details

k) Arithmetic Checks

l) Suitability and Completeness

m) Readiness for Issue

6.10.3 The Approver shall be the Project Manager who will review the deliverable (effectively as

the second stage checking) and ‘Approve’ the Deliverable if they are satisfied that they have met all of the Project Criteria. The ‘Approver’ shall be required to countersign the relevant calculation sheets. The Project Manager shall identify a competent Technical Reviewer from the Consultant Organization to carry out independent technical reviews on the Deliverable prior to issue them to PWA. The person carrying out the Technical Reviewer role shall be notified to and approved by the PWA project team prior to assigning him/her with relevant tasks. The Technical Reviewer shall not also be involved in the preparation of the Deliverables and, he or she shall complete the Technical Review Certificate prior to the formal issue of the deliverables to PWA accompanying a date-stamped official letter and/or transmittal.

6.10.4 The followings are the main reports and mapping of the project:-

6.10.5 All the reports will be provided both in hard and digital copies and each report will be provided for following quantities:-

6.11 Change Management 6.11.1 The Consultant shall implement the following Change Management procedures during the

project execution;

a) Identification: Consultant, via regular project reviews, shall monitor the Scope of Services and identify any changes or potential changes as early as possible. PWA, if not already aware, shall be first advised with an Early Warning Notification at the earliest opportunity of any potential change and the associated impacts. No changes to agreed scope of services shall be allowed without prior approval to it from PWA.

b) Evaluation: The consequences of any approved changes shall be evaluated. It is imperative that PWA will be made aware of all the consequences of a change before the approval is granted for implementation. PWA shall therefore be advised of the consequences of the approved change in writing in accordance with the agreed protocol set down in the Professional Services Agreement.

c) Approval: Where a change is thought to be of significance to one or more of time, cost, deliverables, programme or resource profile aspects of a project, then a baseline shall be redefined, agreed and approved by PWA prior to implementation of the change.

d) Implementation: Once the Change to the scope is approved by PWA, the Consultant shall monitor the progress and keep all relevant records of the Change including:

i. Retaining before & after drawings and documents.

ii. Preparation of accurate weekly time records with description of work done.

iii. Keep daily diaries of variation work.

iv. Maintenance of schedules of agreed changes.

v. Holding of regular client meetings.

6.11.2 The payment for any Additional Works shall be agreed with and approved by PWA prior to commencement.

7.0 PROJECT TEAM REQUIREMENTS AND CONDITIONS 7.1 Requirements 7.1.1 The provision of the prescribed and specified minimum Project Design Team in terms of

format, structure, qualifications, experience, location, and dedication of individuals to the Project on the basis of either full time or part time commitment shall be absolutely essential to the services that the Consultant must provide in the fulfilment of the duties and responsibilities under this Professional Services Agreement.

7.1.2 The Consultant shall assign their staff resources to the Project in the manner that it is acceptable to all PWA stakeholders and, in order to maintain the optimum level of resource utilization to the Project at all times. The Consultant shall also maintain unreserved commitment and continuity of all allocated staff members during the project life cycle. Any changes to staff personnel and roles shall only be permitted with prior written approval of PWA with such being made only under the special and unavoidable circumstances that are justifiable to PWA.

7.1.3 At any point during the project life cycle and in the event that any staff member(s) display poor performance, lacking competence, lacking expertise, lacking capability, etc. in the judgement of the PWA stakeholders, PWA shall reserve the right to instruct replacement of such staff members which the Consultant shall unreservedly and unconditionally be obliged to accept at all times. In all circumstances, Consultant’s staff replacements, whether they are initiated by the Consultant or the Client, shall only be

made with prior written approval of PWA following a successful face-to-face interview of the individual by the representatives of PWA stakeholders.

7.1.4 The Consultant shall provide and maintain permanently assigned Key Members of the Project Team as approved by the PWA, for the following prominent roles as a minimum requirement;

i. Project Manager

ii. Senior Hydrogeologist

iii. Field Hydrogeologist

iv. Field Assistant

v. Water Quality Specialist

vi. Groundwater Modeller

vii. GIS/ Database Specialist

viii. GIS/ CAD Techniciations

7.1.5 All project team members shall be suitably degree qualified with professional status and with at least ten years relevant and demonstrable experience in their specialist field.

7.1.6 The Consultant’s failure to nominate and comply with these requirements for the satisfaction of PWA shall result in immediate refusal of the team member(s) concerned.

7.1.7 Project Manager shall be a permanent resident (i.e.: Qatar Resident Permit holder) in Doha and shall be at least 15 % dedicated to the Project throughout the duration of the project. It shall also be an absolute requirement for PWA that the Project Manager has a well-proven track record of adequate knowledge and experiences in the design and management of similar monitoring projects.

7.1.8 All monitoring, reporting, correspondences, submissions, liaisons, consultations, etc. relating to the Project shall be conducted only through the Consultant’s office located in Doha and, all such shall only be coordinated via the designated Project Manager of the Consultant.

7.1.9 The Consultant shall submit with his tender the names and their respective CVs of the nominated individuals of the Project Team who shall be dedicated to undertake the Project.

7.1.10 The Consultant shall clearly identify in his tender the names of the additional specialist staff to be assigned to the Project whom are not required to be residing in Doha on permanent basis. The individual time periods of those who will be present in Doha for project familiarization, design liaisons and other service outputs shall also be clearly identified and separately listed in the tender submission.

7.1.11 The Consultant shall clearly identify in his tender the names of the other supporting staff to be occasionally assigned to the Project on a temporary basis. The locations that they are operating from and the time periods for which their services are needed shall also be clearly identified and separately listed in the tender submission, together with the written approvals from their respective line managers to confirm the availability, commitment and utilizations to the Project as required.

7.1.12 The Consultant shall submit a fully detailed and comprehensive Staff Resource Assignment and Utilization Plan for the project with his tender, clearly demonstrating the percentage time allocations of individual staff members with clear identifications of those who will be dedicated ‘full time’ to the Project.

7.1.13 In addition to the project management requirements specified in the core Professional Services Agreement (PSA) 2010, the Consultant shall submit on a monthly basis, the following management reports and documents for PWA approval during the entire service delivery period, including such covered by subsequent addenda as applicable;

7.1.14 All above reports and documents shall be submitted for PWA review no later than the last working day of the reporting month and they shall all conform to the PWA format and style prevailing at the time of each submission. The Consultant shall continue these submissions on each and every month with no backlog retentions, until the end date of their Whole of Service provisions. The Consultant’s failure to comply with these management requirements may result in appropriate penalty charges being imposed upon the Consultant in accordance with the relevant provisions, terms and conditions of the PSA. In addition to these monthly reports, the Consultant shall issue PWA with credible Early Warning Notifications (EWN) as soon as a change and/or risk that may impact on the cost, time and quality of the project are detected.

7.1.15 All monitoring reports, study reports, technical notes, assessment reports, evaluation reports, engineering reports and all other project related documents produced by the Consultant shall strictly conform to the PWA approved format and style prevailing at the time of submissions. PWA shall also reserve the right to instruct the Consultant to follow the required Table of Contents (TOC) for any report produced, if it is deemed necessary at the time.

7.1.16 All monitoring reports, study reports, technical notes, assessment reports, evaluation reports, engineering reports and all other project related documents produced by the Consultant shall first be submitted in interim and consecutive drafts for PWA stakeholder reviews, comments and feedback as appropriate, until the Consultant has finally reached the level of standard and quality of the submission to fully satisfy PWA requirements. The Consultant shall note that only the final submission upon PWA formal approval shall be counted towards a milestone completion as stipulated in the PSA Contract. The Consultant shall also note that any draft forms of submissions and documents will not be considered by PWA as the contractual commitments of respective milestone completions. The milestone completion shall only be counted against the date of the formal approval granted by PWA on respective project deliverables.

7.1.17 It shall be noted that the Consultant’s project team members will be subjected to PWA final approval after the formal professional services appointment, even if they have been provisionally accepted by PWA at the time of PSA contract award. PWA shall reserve the right to instruct the Consultant to remove and replace any project team member at any given time during the project life cycle, if it is deemed necessary at the time. The successful Consultant shall also note that any individual’s poor performances, untoward working relationships, etc. with PWA in the past may strongly contribute and influence the disapproval of that individual being included in the project team. .

7.1.18 The acceptance of the Consultant’s tender as a whole shall not grant automatic approval of any individual member of the consultant’s organization to be included in the Project Team. The Consultant shall obtain prior written approval from PWA in advance to engage any member of their staff in project related activities.

7.1.19 It shall be an absolute condition of contract that the Core Project Team organisation, structure, qualifications, experience, location, and dedication of individuals from full-time to part-time commitment, as prescribed, is strictly adhered to.

7.2 Staff Qualifications and Experience 7.1.1 The minimum requirements and criteria for the relevant qualifications and experiences of the

Project Team members shall be as follows and shall be strictly adhered to at all times:

ii. Shall have at least Ten years relevant and demonstrable experience in groundwater monitoring and modelling and implementation of projects in similar nature and extent, and shall have managed at least two projects of similar size and scale with a clear track record of demonstrable experience.

b) Senior Hydrogeologist, i. Shall be a degree qualified UK, US, Western European, Australian or New

Zealand registered (licensed) Chartered/ Hydrogeologist or equivalent approved.

ii. Shall have at eight six years relevant and demonstrable experience in groundwater monitoring and modelling and implementation of projects in similar nature and extent.

c) Field Hydrogeologist i. Shall be a degree qualified Hydrogeologist or equivalent approved.

ii. Shall have at least five years relevant and demonstrable experience supervising and implementing field groundwater monitoring projects in similar nature and extent.

d) All other team members shall be suitably degree qualified with professional status and with at least ten years relevant and demonstrable experience in their specialist field.

8. TIME FOR COMPLETION Time for Completion of the Whole of the Services in accordance with the PSA’s Memorandum of Agreement shall be completed in accordance with the following Completion Milestone Stages as defined below:

After the completion of the Whole of the Services and during the D&B Stage of the Project, PWA may from time to time request the Consultant to attend meetings with the Contractor to clarify specific design and other project related issues raised by the Contractor which in PWA’s opinion, may have been related to the scope within the remits of the consultant’s Professional Services Agreement. The Consultant shall unconditionally attend all such meetings and provide all necessary clarifications sought by PWA so unreservedly.

9.1 The Consultant’s lump-sum fees shall be fully comprehensive and shall be all inclusive of the services and duties in every respect and of all general liabilities, responsibilities and obligations and tasks set forth or implied for the execution of the project as prescribed by the PSA Contract.

9.2 Furthermore, the Consultant shall ensure that their hourly rates allow for all tasks necessary to execute all the services including but not limited to costs, salaries, materials, resources, plant, equipment, transport, personnel and back up services, etc. as set forth or implied in the PSA Contract. .

9.3 The Consultant’s fees shall be paid in accordance with item 8.2 – Agreement Price Cost Centre Breakdown in Section G: Payment Schedules, on full completion of the payment milestone and upon invoicing by the Consultant at appropriate times as applicable. Prior to the submission of a formal invoice for payment, the Consultant shall discuss and agree with PWA beforehand the relevant fee items and the corresponding sums to be billed under that invoice.

9.4 If PWA specifies any Additional Services to this PSA under a subsequent Addendum or Addenda, the Consultant shall price such additional works strictly in accordance with the staff rates specified in item 8.3.3 – Schedule of Staff Rates in Section G: Payment Schedules.

10 TENDER CONDITIONS 10.1 The Consultant’s attention is drawn to Schedules A to F inclusive, contained within the

standard form of the Professional Service Agreement (PSA) 2010 document, which specify the minimum information and documentation to be submitted with the Tender.

10.2 Failure to nominate the prescribed Project Team members with the specified qualifications and experiences shall result in the tender submission being immediately disqualified.

10.3 The Consultant shall cease raising, issuing or directing any tender queries to PWA prior to two (2) calendar weeks from the PSA tender submission date. PWA shall not respond to tender queries received after this cut-off date.

11 CONTRACT GENERAL CONDITIONS 11.1 PWA may, from time to time, request the Consultant to prepare and submit additional

reports, technical notes, calculations, cost estimations, etc. to help the client stakeholders understand the project development stages in more detail. The Consultant shall produce such documents as and when directed, at no additional cost, to meet PWA requirements.

11.2 PWA may, from time to time, request the Consultant to prepare and deliver project related presentations to wider audiences to help the client stakeholders understand the project development stages in more detail. The Consultant shall deliver such presentations as and when directed, at no additional cost, to meet PWA requirements.

11.3 PWA shall reserve the right to make scope changes to the services stipulated in the original PSA contract. When the need for such potential scope change arises, PWA shall instruct the Consultant to submit their proposals in writing and in detail clearly identifying any impact(s) on time, cost and quality to the Project resulting from that change. The Consultant shall prepare and submit all such proposals at no additional cost, in the manner to be prescribed by PWA and, within the timescale to be set by the PWA. If the Consultant’s proposal is deemed to be acceptable, then PWA will instruct the Consultant to prepare and submit for ratification, a standard Addendum Request application together with a justification and a revised Programme needed to implement that change. Nevertheless, any additional services to the Consultant shall only be granted strictly in accordance with the relevant provisions of change management procedures stipulated in the Clause 7 of the Professional Service Agreement (PSA) 2010, General Conditions of Engagement and, only in the form of an addendum or addenda to the original PSA Contract. In order to process such addendum/ addenda, the Consultant shall attend all appropriate meetings with all relevant departments of PWA without any obligation, as applicable and as and when requested.

11.4 The Consultant shall provide and maintain valid Professional Indemnity Insurances, Performance Bond(s), Bank Guarantees & Sureties, etc. at all times as applicable and as required, strictly in accordance with the terms and conditions of the PSA Contract and the other contractual requirements of the Public Works Authority.

11.5 When the Consultant identifies a credible reason or valid circumstance that may have a potential to instigate a change that may result in additional services and/or may require extensions of time, then the Consultant shall notify PWA as soon as practically possible by issuing a detailed Early Warning Notification (EWN) of that potential change.
