Housing Opportunity: Second Annual Forum for LandlordsSouthwestern PA Housing Alliance Network

Who We AreConvened by the Southwestern Pennsylvania Housing Alliance, the Rental Housing Workgroup is a coalition of organizations and individuals committed to expanding affordable quality rental options for individuals and families who face barriers to housing. Using collaboration, coordination, education and risk management, we bring nonprofits and housing authorities together with rental housing owners and managers to advance the goal of a home within reach of every southwestern Pennsylvanian.

The BeginningIn November 2014, the Southwestern Pennsylvania Housing Alliance hosted a Roundtable to jumpstart a conversation among local housing and homeless organizations that are actively engaging the private rental market as a resource for people in need of housing.

Based on the success of that event, the SWPA Housing Alliance convened the Rental Housing Work Group to build new partnerships between nonprofits and property owners and to expand the use of beneficial resources such as www.pahousingsearch.com.

Our Goals• Provide a Landlord Education series highlighting the benefits

of working with subsidized housing and supportive servicesprograms;

• Create a central point of access to the rental real estate market,streamlining the search for housing for tenants engaged inservices or using subsidy;

• Develop financial tools to help private market landlords bringand keep naturally affordable homes up to code; and

• Develop both landlord and tenant training programs topromote strategies for successful landlord-tenant relationshipin all rental housing situations.

Joyce Sacco is the Deputy Director of the Housing Alliance ofPennsylvania. With over 25 years working in government and nonprofit management, she is passionate about all the issues that lead to homelessness, the shortage of safe, decent and affordable homes as well as jobs at a livable wage. Since joining the Housing Alliance in 2008, Joyce has helped to lead the campaigns for the establishment of the State Housing Trust Fund that has generated $28 million for affordable housing, helped establish the first-ever bi-partisan Pennsylvania House of Representatives Task Force on Homelessness, and representing the Housing Alliance on the Advisory Committee to a Joint State Commission studying homelessness in Pennsylvania. Currently, she is now organizing a campaign to get recommendations from that study enacted.

Gale Schwartz is a Project Specialist with the HousingAlliance of Pennsylvania. With 11 years of nonprofit experience, she has been with the Housing Alliance for the past three serving as the Coordinator of the Southwestern PA Housing Alliance and its subgroups the Rental Housing Work Group and Building Inclusive Communities. Some of SWPA Housing Alliance recent accomplishments are leading regional outreach to get the State Housing Trust Fund fully funded, participating in the drafting of recommendations to City Council by the City of Pittsburgh Affordable Housing Task Force and bringing nonprofits and housing authorities together to develop a community wide approach to landlord engagement.

Jane Miller is the Field Office Director in the Pittsburgh Officeof the Department of Housing and Urban Development (HUD). She is responsible for achieving HUD’s mission in the 29 counties of western Pennsylvania through approximately $2,306,000,000 in HUD assisted housing, community development, fair housing and mortgage insurance programs. The Pittsburgh HUD Office has oversight for more than 550 multifamily housing developments, 35 public housing authorities, 12 entitlement communities, and five Continuum of Care grantees.

Taylor Hennessee is the Housing Case Manager for the Community Assistance and Refugee Resettlement Department (CARR) of Northern Area Multi-Service Center (NAMS). CARR through the Reception and Placement Program provides extensive assistance to newly arrived refugees for their first 90 days in the United States. The program aims to give newly-arrived refugees the tools and resources needed to put them on the path to independence, self-sufficiency and self-advocacy.

Andy Kosmach is the Founder of Nehemiah Homes LLC, a Biblically and Christian-based modest for-profit housing provider, who acquires vacant, often abandoned, broken down properties, and turns these former orphans into modest level, viable rental homes for under-served populations. Minority Contractors and Mom and Pop businesses, and homeless individuals have been contracted by Nehemiah Homes LLC. Throughout this process, it has been found that these actions, rebuild neighborhoods. Through this model, Andy has worked with various housing arms of social service agencies serving a wide breadth of people. Nehemiah Homes LLC self-manages the rental properties in its portfolio. Whenever possible NHLLC uses “Green” methods in the property transformation process, the majority of which currently is done in-house.

Anna Rankin is the Program Director of Home and Community Based Services. Step By Step, Inc. is a private, nonprofit corporation devoted to providing community support services to children and adults in Pennsylvania with mental illness, intellectual disabilities and autism. Established in 1977, today Step By Step, Inc. provides services to over 2,000 clients in multiple Pennsylvania counties. Step By Step, Inc. offers a broad spectrum of programs administered by a multi-disciplined staff of professionals with a singular focus on improving the quality of life for people with disabilities. The agency recognizes the ability of people with intellectual disabilities, mental illness, and autism to live independently in their own home with responsive supports.

Daniel Berkowitz is a serial entrepreneur, team leader and strategist with over 20 years’ experience developing concepts into plans and executing those plans into successful realities. Daniel is adept at fundraising, business development, strategy and motivating teams to success. Currently as the Managing Partner of Atlas Development Co. Daniel, together with his team, is transforming the neighborhood of Beechview. Previously, Daniel served as the executive director of the US Pavilion to the 2005 Worlds’ Fair in Nagoya Japan, President of American Craft Beer Partners and the CEO of a wholesale Bakery Sweet Tammy’s.

Derrick L. Tillman is the President of DNT Property Investments, LLC which is a real estate investment firm founded in 2011 that provides affordable housing to vulnerable populations. DNT also provides some market rate units but really has a heart to provide safe, decent affordable housing to residents in the City of Pittsburgh and Allegheny County. DNT has worked with many housing and supportive service organizations to provide this critical need and service to many who otherwise would not have obtained housing. Derrick is also the Founder and President of Bridging the Gap Development, LLC.

Tamika Henderson is a HUD Case manager for East End Cooperative Ministry FAITH Program. FAITH stands for Families Achieving Independence through Housing. She has been employed at EECM-FAITH for 3 years. FAITH program is a permanent supportive housing for single or married parents who are homeless with a disability. As a case manager for FAITH Program, she works with the participants to achieve a greater self-sufficiency as the advocate for the parent(s) or child (ren) in all areas of their life. She is also a part-time Housing Program Assistant at Bethlehem Haven. The consumer’s served are homeless women who have various barriers.

Amy Adams is an artist and social worker who has used her lived experience of homelessness to change public perceptions about the causes and effects of living in a housing crisis. She has presented dozens of times using multiple media to express the fear, isolation and emotional toll of homelessness. She has also spoken on effective and respectful service strategies to respond to housing issues locally.

Ashley Mancine has her Master of Social Work Degree from the University of Pittsburgh. She has been working as a Regional Housing Coordinator for the Self-Determination Housing Project, Inc. since 2009. The Regional Housing Coordinator Program (RHC Program) is unique to Pennsylvania and was designed to work at a macro level to assist housing and service provider staff at the community and systems level. RHCs provide technical assistance to public and private housing providers to navigate and better understand social service systems. As an RHC, Ashley has been recognized as a key resource for housing-related issues among statewide agencies and colleagues. She has a proven track record of “creating a bridge” to facilitate collaboration among housing providers and service agencies.

Photo Voice is an engaged research method that uses photography to:

• Enable participants to record and reflect on personal and community strengths and concerns;

• Promote critical dialogue and knowledge about personal and community issues through group discussions and photographs;

• Provide a forum for the presentation of lived experiences through the images, language, and contexts defined by participants.

The goals of the research include:

Goal 1: Empower individuals to record and reflect on their lives from their own unique point of view

Goal 2: Increase collective knowledge about the needs and experiences of individuals in a housing crisis

Goal 3: Engage city and county policymakers, service providers, funding agencies and researchers to promote future activity and change

The Rental Housing Work Group was formed under the Southwestern PA Housing Alliance Network, which is a broad-based venue for persons interested in the community development, affordable housing and homeless arenas to come together, discuss trends, share resources, and develop strategies to meet the housing needs of our community.

Established in 2008, the Southwestern PA Housing Alliance is unique, needed and effective.

• It is the most broad-based venue for persons involved with housing, homelessness and community development to connect and share resources.

• It brings together service providers, developers, public officials, fair housing advocates, community development professionals, and residents throughout the region under one roof to identify and explore obstacles and opportunities for helping people with very low incomes gain access to safe, affordable homes.

• It connects the local provider/developer community with others around the state who share this mission and bridges them with governmental officials to inform their approach to meeting the low-income housing needs and interests of the region.

• It is a clearinghouse for needs and trend data, research into best practices, obstacles and opportunities. It provides a positive, well-organized and effective venue for the civic engagement of practitioners, providers and developers in the decisions that affect them.

• It is a positive, solutions oriented leader, highly-regarded in the community and is the only coalition of its type in the region.

Our MissionThe Housing Alliance is a statewide coalition working to provide leadership and a common voice for policies, practices and resources to ensure that all Pennsylvanians, especially those with low incomes, have access to safe, decent and affordable homes.

We promote common-sense solutions to balance Pennsylvania’s housing market and increase the supply of safe, decent homes for low-income people.

What We DoWe serve as the trade association, watch dog and sometime lobbyist for the nonprofit housing sector to increase the power and resources available to address the pressing problems of our disinvested communities. We have three main programs:

• Research/Information Services

• Education, Training/ Technical Assistance

• Outreach/Civic Engagement.

The Alliance provides reliable, timely, relevant and useful information to about 10,000 people statewide; education and training to about 4,000 people a year, as well as promotes legislation that serves the most vulnerable populations in the state.
