good day for AQD whenChief Dr. Joebert Toledosigned two separate MOAswith Capiz that will bring inP2,660,730 in project fundsin the next two years.

Signed with GovernorVicente Bermejo was thefirst MOA detailing aninstitutional capacity-building project onsustainable aquacultureand fishery resourcesmanagement. This maysound familiar because thisis the same concept as theAntique project beingimplemented with aP500,000 fund fromCongressman E. Javier.

The Capiz project,however, has three phases:brackishwater aquaculture(November 2006 to October2007), freshwater aqua andmarine fish hatchery (Feb07-Jan 08), and coastalresource management (Feb07-Jan 08).

AQD will providetechnical support systemsand services; developcapacities of the province’starget beneficiaries such asLGU technicians, fishpondoperators and fisherfolk;undertake research oncarrying capacity of Capizresources and on breeding-hatchery of diwal; andassess project impact.

The Capiz provincialgovernment, on the otherhand, will adopt thetechnologies introduced byAQD, legislate thecorresponding guidelinesand standards on resourcesustainability (they hadsought approval from theprovincial board about thisSEAFDEC project), andappropriate a P2.66 M fundwhich will include paymentof AQD’s management-administrative overheadcost (15% of project cost).

The second MOA istripartite, with GovernorBermejo and Capiz StateUniversity. CAPSU isrepresented by itsPresident, Dr. RochellirDadivas. This MOAimplements phase I of theCapiz project.

CAPSU will be the siteof the training and demofarm on seabass, grouper,mudcrab and siganidculture.

Phase II will beimplemented in a man-madelake in Tapaz, and in thesatellite milkfish hatcheryran by a cooperative nearRoxas City.

Like Antique, theCapiz project is jointlyhandled by three divisionsof AQD: Research,Technology Verification-Commercialization, andTraining-Information.

out to stakehold-ers. The dreamteam is now ane-group with [email protected] to facilitatecommunication.

The team assessed the needs of Capiz by discussing with keyinformants, including Governor Bermejo, the province’s fisheriesresources and industry, including the angelwing clam or diwal.A proposal was sent afterwards to the Governor, and, after amonth, Capiz requested a second meeting to finalize the projecttimetable and financial details

The team went to see theman-made dam at Tapazfirst (above) beforeproceeding to Roxas City towork on the project detailswith ProvincialAgriculturist Sylvia de laCruz and her staff. Theteam also listened to MayorRaymundo Locsin (inset) of

the municipality of President Roxas. The mayor showedunderwater video of the bays in Capiz. Siltation is a majorcontinuing threat, and has devastated small-scale fisheries.Capiz may need an integrated upland-lowland approach if it is tokeep what’s left of its coastal resources. The eastern mountainranges in Panay drain to the Capiz bays

JULY 13: FIRST GRIN & GRIP MEETING OF KEY INFORMANTSAT ROXAS CITY

Progress in the Antique project includes a secondhands-on training on seabass (above photos) andseaweed culture, this time at Mag-aba Beach House inPandan from 20 to 22 Sept. A total of 18 participants (twoare women) represented the three municipalities ofPandan, Sebaste and Libertad. Of the 18, 12 were coopmembers, 2 municipal FARMC chairs, 2 agri technicians, amunicipal agri officer, and a fish warden. Mayor Plaridel Sanchez opened the activities. Theresource persons were Mr. Albert Gaitan and Mr. SalvadorTan who lectured on biology + culture, and conducted theseabass cage-making sessions, respectively; Dr. AnneHurtado on seaweeds; Ms. Kaylin Corre who shared herrecent Indonesian experiences; and Mr. Sonny Pagadorwho discussed the seabass module in Hamtic. On the last day of the onsite training, the floating netcages the trainees made were put into the Bugang Riverafter which 1,600 pieces of seabass from AQD’s Tigbauanhatcheries were stocked. – PHOTOS AND REPORT BY R PAGADOR

2007?

QD has ironed outnext year’s program

in a workshop held at theTID conference roomOctober 30-31 andattended by senior staff.

At the opening of theworkshop, AQD Chief Dr.JD Toledo first made areport of the DepartmentChiefs’ Meeting that heattended in Bangkok inmid-October.

He noted that:(1) there is a shift in

funding source fromGOJ, from its Ministryof Foreign Affairs to itsFisheries Agency (FA).The GOJ contributesUS $250,000 to 280,000to SEAFDEC

(2) with the Secretariatneeding a yearlyallocation of US$0.4million, which includesthe operation of MV/SEAFDEC, the member-countries wererequested to allocate aminimum amount forthe Secretariat’soperations. ThePhilippine governmentwill contributeUS$15,000 starting nextyear. Member-countrieshosting the fourdepartments will alsocontinue to beresponsible for itsoperating expenses.AQD has requested abudgetary allocation ofP120 M for 2007Dr. Toledo presented

For RD: The approach willbe program or commodity-based, and the addition ofa new one, that of aquaticecosystems for studying

and helping mitigate theimpacts of aquaculture onthe environment.Collaborative efforts withother institutions willcontinue to be pursued(i.e. University of EasternPhilippines, MSU-IIT, UPVisayas) and will besought for others (e.g. UPInstitute of Biology). AQDresearchers areencouraged to seekexternal funding.

Dr. Toledo further saidthat the emphasis will begenerating science-basedinformation, so researchersstill need to publish in ISI-covered journals so AQD’sresearch results will beavailable to a widerinternational audience. Inthis connection, theDepartment will review andimplement hiring orpromotion guidelinesbased on scientific meritpoints (or the number andimportance of publishedwork). Incentive allowancemay be granted for eachpublished paper thoughthis will likely be a one-time grant.

For TVCD: Like RD, theapproach will be programor commodity-based, andwill include verificationstudies from seedproduction to grow-outculture systems.Refinement studies willalso be under TVCD.

Dr. Toledo reiteratedthat TVCD will continuedemonstrating andpackaging viabletechnologies, and willupdate farmer-friendlymanuals with RD and TID.The division will also be anincome-generating arm,and for its staff, a point

system for manual authorswill be studied.

For TID: Dr. Toledo notedthat the website is thesimplest way ofdisseminating information,and next year, there shouldbe regular updates,including postings ofresearch results. Theregular conduct of trainingcourses will continue, withsome courses tailored tothe needs of LGUs. Forinstance, the Mayor ofDumangas has requestedan aqua course for histown’s out-of-schoolyouths.

TID will continue tocollaborate with academe,LGUs, NGOs, others forinformation andtechnology dissemination.The institutional capacity-building project might bepicked up by Negros’Congressman Maranonand Ilocos Norte’s Cong.Bongbong Marcos.

Information materialswill be updated, especiallythe flyers and thosemanuals still advocatingthe use of trashfish. AQDhas also tested itsformulated diets to generalsatisfaction.

Library services willbenefit from continuednetworking; the AQDBookstore will concentrateon selling AQDinformation products; andAQD must improve itsvisibility through tri-media(radio, TV, broadsheets)and through FishWorldactivities (to includeexhibits).

This training is the 5th

activity under the ASEANHuman ResourcesDevelopment Project onSustainable Fisheries inthe Brunei IndonesiaMalaysia Philippines EastAsia Growth Area (BIMP-

EAGA). Like the precedingfour training activities, itwas implemented bySEAFDEC AquacultureDepartment with fullsupport and cooperationfrom the officers and staffof the participatingmember-country.

under the supervisionof Dr. JH Primavera,Dr. ET Quinitio andDr. VR Alava. Sarah workedon “Interspecificaggression in Scylla spp.”,while Lee conducted astudy on “Differencesbetween hatchery-rearedand wild Scylla serrata”.Dr. Quinitio was the co-adviser. • Rural poverty, in turn,becomes urban squaloras the poor migrate tothe cities, where oftenthey end in shantycolonies, in prisons, orin hospital wards.

“The situation isgetting worse more rapidlythan it is getting better.We are therefore compelledto act immediately and withcomplete resolve.

“Science has alwaysbeen our greatest hope.

“I confidentlyanticipate even greaterstrides in the years ahead.• To ensure that rural folk

have more opportunitiesto increase their income,we will strengthen thenational seaweedprogram and establish aseed bank for seaweeds.

• To ensure ouraquaculture farmers athriving business, wewill aggressively pursueresearch on fish growthand feed nutrientenhancement.

• We will also continuework on high-densitymass productiontechniques formicroalgae used asfeeds for our fishstocks, and build on thework of our scientists tolead the process of ruralreform and progress.

“For the very nearfuture, the Department ofAgriculture and SEAFDEC/AQD will address the needfor government and theacademe to collaboratemore closely as we jointlyseek funding for bothresearch and the hiring ofmore scientists.

VIRUS IDENTIFICATION At themolecular microbiology laboratory, one of thefour labs at the biotech facility, researchassociate Chris Sombito loads DNA samplesfrom shrimp for amplification using Real-TimePCR (Polymerase Chain Reaction) machine todetect white spot syndrome virus

ON THE TRAIL OF BACTERIAThe high-powered scanning electronmicroscope (SEM) at the biotech labs cantheoretically magnify up to 300,000 times. But sofar, the SEM was tested up to 30,000 times. It isused for morphological examination or surfacedetails of cells. Using SEM, researcher Ms. RovillaLuhan has recently isolated “ice-ice”-associatedbacteria from infected seaweed. Further testswould show if these bacteria are pathogenic ornot

The training was a joint activity ofSEAFDEC Marine Fisheries ResearchDepartment (AQD’s sister department inSingapore), Fish Inspection and QualityControl-Thailand, and BFAR. The venuewas the Feed Technology Laboratory I ofthe biotech facilities at Tigbauan.

The trainors came from Singapore (Ms.Saw Huigi and Ms Ong Wei Ying on theHPLC method) and Thailand (Ms. JariyaPucharoen on the fluorometric method).

The AQD Chief Dr. Joebert Toledowelcomed the 13 participants and thetrainors, noting that histamine analysis is

important to thefish trade ofSoutheast Asia.Thoughnaturally-occuring,histamine levelsare strictlyregulated in fishand fishery

products (pastes and sauces)entering the USA, Canada,Australia, New Zealand, andthe European Union.

The Chief thanked theGovernment of Japan TrustFund for supporting the week-long course under the programSEAFDEC Fish and FishProduct Safety InformationNetwork.

ISTAMINE TRAINING

“We can only makebiotechnology work for thepeople of this country ifthey feel they have a stakein what we do. We musttherefore take strong stepsto make the fruits of ourlabors known and felt byall.

“Science cannot rest so long as thereare those among us who are poor, withouthope of even the slightest opportunity inthe future.

“Science must not end in thelaboratory. It must bring hope into thelives we live. It must bring prosperity intoour communities, our farms, and our cities.

“And so we must never forget thatthe ultimate goal of science is not merelylearning and discovery. Its truest andmost noble cause is the advancement ofhuman society.

“And that is the single most urgentobjective to which we all must be fullycommitted.”

The Conference wasopened by UPLBChancellor Luis ReyVelasco and APSAPPresident Dr. Song Qin.

The students werefrom UP-Diliman, UP-MSI,UPLB, Ateneo de ManilaUniversity, Bureau ofPostharvest Research andExtension, University ofMalaya, Universiti PutraMalaysia, and Chiang MaiUniversity.

The students’ researchtopics range from isolatinga carrageenase enzyme andidentifying molecular sexmarkers for Gracilariachangii to phytoplanktonsuccession in ponds andbioremediation .

In the hands-onpracticals, one groupformulated and prepared afeed containing 35%protein which wasintended for carnivorespecies, and the other

group containing 25%protein for omnivorespecies. Feed preparationwas done using thegovernment-donated feedmill.

The participants alsoidentified some locallyavailable feedstuffs. Theyvisited freshwater fishcages in Paritmayor, EastPontianak District along

the Kapuas River, knownas the longest river inIndonesia and about 4kilometers from PontianakCity.

The Closing Ceremonywas held in Pontianak Cityand was attended by theHead of AquacultureSector of the ProvincialFisheries Service in WestKalimantan, and the Head

seasonal oversupply in themarket, milkfish farmers areturning to the possibilityof exporting their surplusproduction to theEuropean and NorthAmerican markets.

This would meanhurdling 182 food safetyand other regulations forfish imports into theEuropean market alone,and then competing withexisting fish brands inthese new markets, asmilkfish farmers attendingthe 1st western Visayasmilkfish congress foundout.

The congress washeld October 24 to 26 atAmigo Terrace Hotel inIloilo City, and was hostedby the Iloilo FishProducers Association ledby Anthony Buyco.

AQD was one of theco-organizers along withGTZ, UPV, DTI, DA, BFAR,PFDA, DOST, and thepond cooperatives andassociations in Panay.

So, the milkfishfarmers asked, can exportbe viable?

“Could be” is theresult of the limited GTZmarket research inGermany on milkfishacceptability among non-Asians. A lot rides on howmilkfish will be packagedand promoted. Freshchilled ready-to-cook fish,cut clean without head andtail, is the standard.

However, the 8 millionOFWs and millions morepermanent residents inNorth America and otherparts of the world is anuntapped niche market.Best of all, most belong toa Pinoy association of

some sort, an opportunityfor distribution.

The GTZ study notedthat 13 of the 120companies surveyed in 7EU countries by thePhilippine Trade ServiceCorps already sell milkfishproducts. Price ranges 5-7euros a kg. And, thoughmilkfish is not specified,import to EU of freshchilled fish was valued at2.13 million euros in 2005,and of prepared orpreserved fish was 1.41million euros.

For the US market, 925metric tons of milkfish(less than 1% of totalPhilippine production in2005) is exported.

That milkfish isalready thought of asorganically grown orfarmed the natural way isits main advantage,provided no one has beenunscrupulous enough touse the banned Brestanand Aquatin. But thiscould be checked with theorganic certificationprocess which includestests for residues. Thereare already serviceproviders (testing labs,etc.) that the milkfishindustry can tap, includingAQD.

It must be noted thatfishfarmers are still waitingfor a cheap alternative todeal with snail infestationin their ponds. They findthe metaldehydealternative (the studieshave been done by AQD)too expensive, and derrisroot and tobacco dust arenot really readily available.Metaldehyde andniclosamide are the onlygovernment-approvedmolluscicides for milkfishponds.

That milkfish hasthose pesky mid-fleshbones is a negative featurethat is easily solved.Deboning has proved itselfas a backyard industry, thetechnology being easy andcheap, as has happened inthe General Santos area.

It appears that the nextstep for the westernVisayas farmers is to bandtogether, pre-process andmarket their producethemselves. The farm gateprice is about P56, but theretail price can be as highas P90. Brokers add 8.9%to the price, buyer-resellersanother 40% and viajeros3.6%.

For milkfish farmers tobe their own “middlemen,”they need thegovernment’s help tocreate what experts call the“value chain” cluster.

This cluster is a formalgrouping, a strategiccollaboration orcooperation of firms thatwill support the exportpush. It will include thefarmers, exporters,suppliers, and the serviceproviders of humanresources, technology,infrastructure/transportation, capital, andregulations.

At the end of the 3-day congress, the milkfishproducers have maderesolutions to start theclustering process whichBFAR accepted on behalfof the government.

The milkfish industryis valued at around P15billion, producing close to270,000 metric tons of fishand directly employingnearly 30,000 people.

Milkfish productionsurplus this year isestimated at 60,000 tons,which is projected toincrease to 137,000 tons by2010.

A TVCD project onNet cage culture ofseabass in ponds waslaunched Nov 15 in AQD’snearest townneighborhood of Guimbal.

The project aims tobuild the skills andcapacity of Guimbal LGUstaff and otheraquaculturists inundertaking sustainableaquaculture.

For the launching, aceremonial stocking of1,000 seabass hatchery-reared fry for each of thefour cages was led by Hon.Oscar Garin, GMA’sPresidential Assistant forAgriculture-Visayas andPhilippine CoconutAuthority chair.

“This project willprove that seabass can becultured in freshwater,”Hon. Garin says, “contraryto the common notion thatit can only be forbrackishwater.

“This is a big break forfreshwater fish growers,and I thank AQD forchoosing the Garin Farm asa demo farm. Now, manyvisitors can see for

themselves the positiveresults of studiesconducted by AQD.

“SEAFDEC is not onlyfor experiments but forR&D that will benefit thepeople,” he further says.“Usually, people whodon’t understand or arenot aware of SEAFDEC’simportance will have theimpression that theinstitution benefits onlythe big companies andother countries.

“As GMA’sPresidential Assistant forthe Visayas, I can say withconfidence that theSEAFDEC benefits are forthe common tao or themasses, too.

“It is my hope that thisdemo will convince a lot offish farmers to producebulgan in freshwater.Seabass culture is a

was the Agri-food andVeterinary Authority ofSingapore (AVA) whichalso hosts SEAFDEC’sMarine Fisheries ResearchDepartment (MFRD).

The study tour groupwas accommodated by Dr.Susan Kueh Ling Fung,Head of the AquaticAnimal HealthLaboratories and Dr. DianaMarie Chee Lijun, anAquatic AnimalVeterinarian (andincidentally, a participantof the Hands-on trainingcourse on important viraldiseases of shrimps andfishes in November 2005).

AVA is effectivelySingapore’s nationalauthority to regulate thesafety of all food fromproduction to import andwholesale, right up to just

before retail. They coverboth locally-produced andimported foods, regulatingimports, local farms,slaughterhouses,processing plants andfood factories through theprovision of accreditation,licensing, inspection,monitoring andsurveillance, andlaboratory testing servicesand program.

AVA also facilitatesagri-trade for Singapore,and encourages the foodindustry to adopt goodagricultural andmanufacturing practices,and food safety assurancesystems. They have apublic education programon food safety.

The Animal and PlantHealth Center (APHC) isthe cornerstone of AVA’shealth programme. Staffedby well trained-

professionals, the APHCprovides vital laboratorysupport for AVA’smonitoring andsurveillance.

APHC has a biosafetylevel 3 diseasecontainment facility tohandle highly infectiousand exotic animal and plant(and soil) pathogens. TheCenter also maintains aflock of Specific-Pathogen-Free (SPF) chickens forlaboratory diagnostic use.

After visiting AVA, thegroup proceeded toMFRD, a 5-minute walk.Ms. Ira Hariono, SeniorProgram Executive of thePost Harvest DivisionFood Supply andTechnology Departmentwelcomed the group.

MFRD wasestablished in 1969 forresearch and developmentin fish and fish productprocessing, handling,preservation and qualityassessment.

MFRD introducedsurimi technology fromJapan and promoted itsuse in the fishball/fishcakeindustry to reducedependence on fresh fishsupply. Surimi is frozenminced fish meat that has

BFS sustained severedamage to both its land-based and lake-basedfacilities in the wake ofTyphoon Milenyo whichhit the country on Sept 28.

BFS staff MannyLaron and Mat Yap were atthe station when thetyphoon hit. Theysupervised the BFSemergency/typhoon

brigade to secure bothland and lake-basedfacilities a few hoursbefore maximum winds ofthe typhoon hit the area.

Despite their bestefforts, the force of thetyphoon left BFS severelydamaged. Powerlines,including transformerswent down, leaving thestation with no power for 4

days. The generatorscannot be operated sincethe roof of the gensethouse was completelyblown off and the powerlines where the generatedpower will run were alsodown.

To date, Meralco hasnot restored electricity tothe station and theneighboring barangays.

Before and afterdinner, the grouprelaxed and dipped intempting steamy waterof the hot pool. It wasa fantastic feeling thatcould make you closeyour eyes and feel thewarmth (40oC) dilatingyour vessels. It wasprobably where most ofthe group spent theirtime aside from the bed.

The next day wasthe grand tour ofBacolod City with arunning commentaryby a tourism officerfrom Silay. The vehiclepassed by the PanaadStadium, the largeststadium in thePhilippines, the 100-year old San SebastianCathedral whose mainmaterials were takenfrom corals inGuimaras, and theCapitol ProvincialOffice with its famouscapitol lagoon.

Members of AQD teamwere Atty. Opinion, DemetEstenor, Boy Garin, MannyGarcesto, Guillermo delosSantos, Leonardo CerezoLota Alpasan,Charlemagne Recente,Chris Ganancial, Ma. NiraGrace Llona and ChristineJoy Barrion.

AQD made its way tothe top ten. ILECO-I wasthe champion, IloiloMission Hospital was firstrunner-up, St. Paul’sHospital was second, andCentral PhilippineUniversity was third.

Engr.Emil Aralar was tasked totake charge of therehabilitation and clearingwork for land-based facilitieswhile researchers Ruel Eguiaand Manny Laron took chargeof salvaging, clearing andrehabilitating lake-basedfacilities. Some of the floatingcage modules have beentowed back to their originalposition and nets which werenot damaged by the typhoonrestocked with the fewsurviving carp, tilapia andgiant freshwater prawn.

TMS to the rescue. AQDChief Dr. Joebert Toledoapproved the request of BFSHead, Dr. Malou Aralar andreleased 150 thousand pesosfor emergency repair andrehabilitation of the station.Engr. Rex Tillo responded tothe request of a smallercapacity generator and loanedto BFS the 15 KVA back-upgenerator of TMS. Electrical

Engr. Raymundo Austria,electrician Antonio Talimayand driver Flavio Martinez,Jr. took the Ro-ro anddelivered the generator toBFS, arriving sleepless at4:30 AM on Sunday, October8. Engr. Austria and his crewinspected the power lines andJun Martinez also helped inclearing some of the felledtrees.

Cost estimates for theinsurance claim of BFS willlater be provided by theEngineering Section.

Reduced operations at BFS.Since the repair of the electriclines will probably takemonths, it was decided toconcentrate activities in onearea and operate only thenecessary equipment to limitpower consumption to thecapacity of the 15 KVAgenerator. This gensetconsumes only an average of2 liters of diesel per hourcompared to BFS’ existing100 KVA genset whichconsumes 20 liters.

Dr. Toledo expressedhopes for fiscal discipline,a more frugal spendingsince a 2-3 month delay ingovernment remittancewould mean AQD not beable to afford to pay itsemployees.

There would also beclose monitoring ofprojects.

Lastly, the AQD Chiefexpects a high degree of

professionalism amongAQD staff.

After the Chief’spresentation was anintroduction to AQD’sR&D framework by TIDHead RF Agbayani. Thenprogram leaders discussedtheir respective programs,covering research totechnology verification totraining and information.These more holisticpresentations are welcomechanges from previousyears’ which only coveredthe technical aspects of acommodity.

The marine fishprogram was presented byDr. FG Ayson; crustaceans,

MFRD developed fishproducts like tuna ham,tuna loaf, tuna chunksausage, tuna piko(“sweets”), fish sausages,fish bak kwa, fish noodleand Weiner sausage.

MFRD introducedHazard Analysis CriticalControl Point (HACCP) tothe Southeast Asian fishprocessing industry. Thiswas done through the its

training courses (from 1980to 2005, a total of 147training courses wasattended by 2,207 people,about 50% coming fromthe private sector) and byworking hand-in-hand withthe industry. In addition,MFRD assists key fishinspection laboratories inthe region to implementgood laboratory practices,and to guide them towardsISO 17025 accreditation.– Reported by RF BOMBEO

WHITE SHRIMP harvests from DBS were justahead of the white spot on October 9 and 10. Still,134 employees were unanimous in saying that,though smallish, the putian was delicious, fresh andsweet! They took home 3.1 kg on average at theprice of P150/kg, salary-deductible (top photo).

As if putian was not enough, mudcrab was sold onOctober 20, at P150 per kg. Sixteen employeesbought an average of 1.52 kg. In the middle photoare two of the crabs weighing 1.1 kg, and stillcrawling! -Figures from CJ BARRION
