Purpose & Need
SCDOT complies with all requirements set forth by Federal regulations issued by the U.S. DOT under Title VI of the Civil Rights Act of 1964, as amended. Any person who believes that he or she has been discriminated against because of race, color, religion, sex, age, handicap or disability, or national origin under a program receiving federal aid has the right to file a complaint with SCDOT. The complaint shall be filed with the Title VI Program Compliance Coordinator, at the Office of Business Development & Special Programs, 955 Park Street, Suite 117, Columbia, SC 29201 or at (803) 737-5095. The complaint should be submitted no later than 180 days after the date of the alleged act of discrimination. It should outline as completely as possible the facts and circumstances of the incident and should be signed by the person making the complaint.

The purpose of this proposed project is to add capacity and improve traffic operations at the following three intersections:
• Inlet Square Drive and Mt. Gilead Road • Atlantic Avenue and Jamestown Drive • Garden City Connector and Pine Avenue
The need for this project was identified as part of the Horry County Road Improvements and Development Effort (RIDE III) to resolve traffic congestion and safety along US 17 Business in Garden City, South Carolina. These improvements are specifically listed to be funded from the Horry County Ride III Sales Tax. Improvements include increase capacity, safety, intersection widening, turn lane extensions and other operational improvements.

The purpose of this meeting is to provide you with an opportunity to review and comment on the proposed designs. Representatives from SCDOT are available to address any questions or concerns you may have regarding the potential improvements.

Inlet Square Drive and Mt. Gilead Road
Garden City Connector and Pine Avenue
• Restricts left turns from US 17 Business onto Inlet Square Dr and Mt. Gilead Rd
• Restricts left turns from Inlet Square Dr turning onto US 17 Business northbound
• Provides for indirect left turns via 2 signalized dual U-turn intersections located north and south of the intersections on US 17 Business
• Improves traffic operations, increases safety, and reduces travel times at the intersection
• Provides for left turns from US 17 Business onto Garden City Connector and Pine Ave• Restricts left turns from Garden City Connector and Pine Ave onto US 17 Business• Provides for indirect left turns via 2 signalized U-turn intersections located north (single U-turn)
and south (dual U-turn) of the intersection on US 17 Business• Improves traffic operations, increases safety, and reduces travel times at the intersection
Atlantic Avenue and Jamestown Drive• Re-aligns Atlantic Ave and Jamestown Dr to a safer and more efficient crossing angle• Eliminates the current split-phase signal operation• Adds dual left turn lanes on Atlantic Ave turning onto US 17 Business southbound• Improves traffic operations, increases safety, and reduces travel times at the intersection
