Itseemsthattherearetwoseparateanddistinctdisciplinesatworkhere:theSCADApeopleononesideandtheITpeopleontheother.Ialmosthatetosayit,butalsogladtosayit:thetwodisciplinesarerapidlyconverging.EthernetisquicklybecomingthestandardforPLCandothertypesofSCADAcommunication.ThismeansITismorethanhappytogiveitsexpertisetotheSCADAgroup,sometimeswithoutbeingasked.Therearetwodifferentandslightlybiasedviewsfrombothcamps.ITviewsSCADAassimplyadatabase,whileSCADAviewsITassimplyasecurityfirewall.IfonlyITfolkssawtheSCAinadditiontotheDA,andifSCADAfolkssawnetworksecurityaswaymorethanfirewallrules,perhapswecouldgetalongbetter.SCADAnetworksseemtobeoftheKISSphilosophy(KeepItSimpleStupid)andforgoodreason.SCADAsystemsarecomplexenoughwithoutaddingnetworkcomplexitythatdecreasesreliability.IhaveheardwaytoomanytimesthataSCADAsystemworkedfineforyearsuntilIT‘secured’ittodeath.Unfortunately,SCADAcan’tignoresecurityforever.TherecentStuxnetvirusspecificallytargetedSCADAsystems.Yesitexploited4zero-dayWindowsvulnerabilities,usedaConfickerstyleattack,andthepayloadonlyaffectedStep7softwareandSiemen’sS7-300PLCs.Furthermore,theyhadtohavebeenusingthedefaultpasswordandhadveryspecificVFD’sattachedbeforethevirusdiditsdamage.ThetargetforStuxnetmighthavebeenextremelyspecific,butvariationsareboundtocometoasystemnearyou.Moreimportantly,itwasthefirstvirusthatinfecteddownintothePLClevel,andonceaviruslikethisisreleasedintothewild,italmostcertainlyinspiresotherstooneuptheoriginal.Stuxnetisverysophisticatedandundoubtedlythefirstofmoretocome.MediareportsgavetheimpressionthatonlysystemsinIran(specificallycentrifugesusedforenrichinguranium)werecompromised,buttherewereatleast2,913infectedsystemsreportedintheUSA(mostofwhichweren’tenrichinguranium).OnewaytoincreasesecuritywhileallowingtheflexibilityforSCADAtocontinuerunningreliablyistosplittheSCADAandbusinessnetworks.Aphysicalsplitisthemostsecure,butalsoverycostly.SomesmallerSCADAnetworksarenearlyphysicallysplit
already;afirewallbetweenthebusinessandSCADAnetworksisallthat’sneeded.Byaphysicalsplit,Idon’tmeangoingroguefromtheITpeopleandhavinganisolatednetwork.I’msuggestingworkingwithITandutilizingtheirsecurityexpertise,aslongastheyarereceptivetoyourcontrolsystemexpertise.IfyourSCADAnetworkiscurrentlyrogue,IimploreyoutoworkwithyourITpeople,orhiresomeonewhocanprovidesecurityexpertiseifyouhaven’talready.Believeitornot,ITsecurityandSCADAreliabilitycan(anddo)coexist.Alogicalsplitismoreaffordableandcanbeaseffectiveasaphysicalsplit,ifconfiguredproperly.AnetworkthatislogicallysplitisusuallylargerthanonelocationandusesVPN‘tunnels’forSCADAtraffictoflowthroughthebusinessnetwork,inadditiontooneormorefirewallsseparatingSCADAfrombusinesstraffic.AfirewallthatseparatestheSCADAandbusinessnetworkstypicallyhasaDMZ,aplacefortraffictoflowintooroutoftheSCADAnetwork.TheDMZisagoodplaceforservicessuchasahistoriantolive,thatwaybusinessuserscanaccessSCADAdatawithouttappingintotheSCADAnetworkdirectly.AfteryourSCADAnetworkhasgonethoughasecurityremodel,itishighlyrecommendedtohirean‘ethicalhacker’topokeandprodyourbusinessandSCADAnetworkstoseejusthowsecurethenewnetworkreallyis(orisn’t).Iknowtherearevulnerabilitiesthatcansometimes(thoughrarely)beoverlookedbythebestnetworkpeopleandsomeonetakingafreshviewfromahackersperspectivewouldalmostcertainlydiscoverthem.ThekeytoasecureSCADAnetworkthatisalsoreliableisallintheplanning.Understandingwhereyouarenow,whatyouneedtodoandhowyou’regoingtodoit.Anddon’tforgetbackoutstrategies;ifaSCADAnetworksecurityupgradegoeshorriblywrongyoudon’twanttowishyouhadarecoveryscenarioinplace.TrustyourITteam.ItmaynotseemlikeSCADAneedstheirsecurityexpertisenow,butyoudon’twanttoendupwishing,“If we had only realized”... OverthepastfiveyearsIhavesurveyedscoresofcommercialandindustrialfacilitiesfortheirdemandresponsepotential.I’vedonethisworkonbehalfofSouthernCaliforniaEdisonCompany,whichprovidespowertooveraquartermillionbusinesses.Manyofmysurveyshavebeenproductive,identifyingmanymegawattsofdemandthatcanbetakenofftheelectricgridwhenitisunderstressorwhenenergypricesareparticularlyhigh.Theterm“demandresponse”isfirmlyestablishedintheutilityindustry,butIthinkitiswidelymisunderstoodamongutilitycustomers.Atleast,manybusinessesIapproachhavetheimpressionthatdemandresponsemeanstheutilitywillturnthemoffwhentheymostneedthepower.Infact,mostprogramsarevoluntary,andparticipantscanoptoutofanycalltoreducedemand,evenifdemandresponseisautomated.Secondly,mostparticipantsturndowntheirusageratherthanshutdownentirely—variable-speedpumpscanbeslowed,airconditionerscanbecycled,andsoon.Electricityisunlikeanyothercommodityinthatitswholesalepricecanvarybyafactorof20ormorewithinagivenday.Thefamiliartime-of-useratesmasktheextremevariations.Theprincipleofdemandresponseissimple:makeelectricratesmoretransparenttothesevariations,therebygivingparticipantsastrongincentivetotakedemandoffthegridatcriticaltimes.Theseoccasionsarerare—occupyingonly50to100hoursperyear—buttheycanaccountfor10to20percentofautility’sannualcosts.1Bypartneringwiththeutilitytoreducethesecosts,participantsnotonlyreducetheirownbills,butthebillsofallratepayers.Demandresponsecostslessthanbuildingmorepeakerplantsandstringingmorewires.Figure1comparestheenergychargesofEdison’sstandardlarge-userrate

Water, Water EverywherePart-timeworkasaSCADAintegratorequippedmetomakewaterdistrictsaspecialtyinmydemandresponsework.Storageandoperatingflexibilitymakewaterdistrictsparticularlygoodcandidates.Furthermore,theSCADAsystemsthatmostwaterdistrictsemploycanbeharnessedforautomateddemandresponse(Auto-DR).ThiscanbeassimpleastyingasignalfromthestatewideDemandResponseAutomationServer(DRAS)intotheSCADAsystem.TheSCADAsystemcangivetheoperatingstaffaheads-up,sincemanyprogramsprovideday-aheadnotification,andtoallowanyorallofthefacilitiestooptoutofagivenevent.Edisonoffersrebatesforautomatingdemandresponseupto$300perkilowattofverifieddemandreduction.OtherCaliforniautilitiesoffersimilarincentives.IfawaterdistrictiscontemplatingSCADAupgrades—asmanyare—thecasecanoftenbemadethatthattheycanincreasedemandresponsepotentialorimproveAuto-DRreliability.TheserebatesareastrongdriverofAuto-DR.Demandresponsestrategiesforwaterdistrictsincludetheobvious:drawingdownstoragealittlefurtherduringthepeak,ortoppingupreservoirsjustahead
ofthepeaktominimizeapump’son-peakoperation.Aburstofworkinlate2010gavemesomeinsightsthatmyworktodatehadnot.OneisaconceptthatIcall“hydraulicvs.economicefficiency.”Normally,thesearecloselyaligned.A1,000HPboosterstationthatIevaluatedpusheswaterthroughthreemilesofhydraulicallyconstrainedmains.The1.5ratioofon-peaktomid-peakenergychargesisnotsufficientlyhighenoughtoovercomethehydraulicpenaltyofsqueezingpumpingintothemid-andoff-peakhours.Thatis,thehydraulicallyandeconomicallyefficientthingtodoistopumparoundtheclock.Demandresponseincreasesthisratiotonearly20:1,andthehydraulicandeconomicefficienciesdivergesharply.Operatorsincurthehydraulicpenalty,andsave$1.36perkilowatthourduringthefour-hourcriticalpeak.Similarly,operatorscanliftwateroverazonewithleanstorage,andsupplythezonebygravityduringthepeak.

DRASwhichtriggeredsimulatedevents.Whenthe“heads-up”camethrough,theSCADAPackloweredthethermostatsettingbytwodegrees,apre-coolingstrategythatmaximizesHVACdemandreduction.Whentheeventstarted,thesettingwasraisedtofourdegreesabovenormal,andthelittleair-conditionershutdown.TheLEDlampdimmedvisiblyandthepump’sspeedandflowratedropped.Acell-phonechargercycledonandoff.Alleyesthenshiftedtothepowermeter,whichregisteredthedrop.Attheendoftheevent,everythingreturnedtonormal.Voila!
