Foreword This South African standard was approved by National Committee SABS TC 217, Cosmetics, in accordance with procedures of the SABS Standards Division, in compliance with annex 3 of the WTO/TBT agreement. This document was published in May 2010. Cellulite is the popular name given to body fat that occurs primarily on the buttocks and thighs, disrupting the smoothness of the surface of the skin and giving it a dimpled appearance. The existence of cellulite is generally accepted, but the idea that it is a special type of body fat is not. Like all fat, the only way that cellulite can be removed non-surgically is by reducing energy intake to below that of energy expenditure.

Cosmetic cellulite products 1 Scope This standard specifies guidelines for the advertising and for the labelling claims of cosmetic cellulite products. It does not include physical body wraps and electronic equipment. NOTE Articles such as physical body wraps and electronic equipment do not fall under the definition of a cosmetic product and are therefore not considered in this standard. 2 Normative references The following referenced documents are indispensable for the application of this document. For dated references, only the edition cited applies. For undated references, the latest edition of the referenced document (including any amendments) applies. 3.3 cosmetic product substance or preparation intended to be placed in contact with the various external parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view exclusively or mainly to clean them, perfume them, change their appearance, or to correct body odours, protect them or keep them in good condition (or both), except where such cleaning, perfuming, change of appearance, correction of body odours, protection or keeping in good condition (or both) is wholly for the purpose of treating or preventing disease 3.4 scientific substantiation substantiation based on statistically valid data, and employing a validated, proven, scientific method that is applicable to the claim being made 4 Requirements 4.1 General All cosmetic cellulite products shall comply with the requirements in SANS 98, SANS 1937, and the CTFA Cosmetic Compendium. 4.2 Labelling and advertising claims 4.2.1 There shall be a responsible approach in the advertising of cosmetic cellulite products. 4.2.2 A healthy lifestyle shall be encouraged. The advocation of no dieting and no exercising shall not be allowed. 4.2.3 Claims shall clearly focus on improving the appearance of the condition of the skin. 4.2.4 All finite claims, such as the examples listed in 4.2.5, shall require scientific substantiation. 4.2.5 The following are examples of claims that shall be allowed: a) “improves the appearance of cellulite”; b) “minimizes or reduces the appearance of dimpled skin or orange peel”; c) “smooth over cellulite”; d) “firms and tones the skin”; e) “makes skin appear more smooth”; f) “redefines the appearance of the skin”, or g) “improves the contour of the skin”. 4.2.6 Claims that make reference to the removal of cellulite, and to weight loss or slimming, as well as those that claim a physiological action, shall not be allowed. 4.2.7 The following are examples of claims that shall NOT be allowed: a) “reduces or eliminates cellulite”;

b) “boosts metabolism”; c) “inhibits dietary fat absorption”; d) “melts fat”; e) “soaks up fat”; f) “breaks down fatty cells”; g) “blocks fat”; h) “detoxification”; i) “lymphatic drainage”; j) “removes fat”; k) “causes weight loss or slimming”; and l) “causes or leads to centimetre or dimension loss”.
