ITEM 5.0 APPLICANTS FOR HERITAGE PERMITS

ITEM 5.3 APPLICATION FOR HERITAGE PERMIT # 18-0574 JOHN PAUL & CAROLYN WESTIN, 148 SYDNEY STREET

Emma provided the Board with an overview of the application for 148 Sydney Street. The application is for the renovation of the existing exterior addition and update of rear secondary exits.

The Heritage Officer explained that there are two additions (one addition from 1930s and one from the 1950s) at the property that are proposed for renovation as one entity in the application, along with the rear exiting for the upper storey apartments. The applicant is proposing that the addition to the north be extended by four feet and filled in to create a full rectangular addition that connects to the other addition, maintaining the current height and roof style. She explained that new Marvin aluminum-clad hung windows would be installed on the north and west facades with a new door facing west on the rear of the new addition. The applicant is proposing that the windows on the north be a two window assembly, double hung and both of 6/6 configuration. The window on the western façade would also be double hung but in a 8/8 configuration, with a steel door with nine lite half windowed door with two lower panels. Emma advised that the door and windows would be painted in an approved heritage paint scheme.

The Heritage Officer explained that on the rear of the original building, the applicant proposes to remove and replace the existing secondary exit and associated structure with a new design and layout. The new structure would still be wood construction, but would use detailing more consistent with the standard as detailed in the Practical Conservation Guidelines for Stairs, Decks and Fire Escapes. Mr. Lomax explained that while reviewing the 1930s addition, it was discovered to be constructed entirely from concrete blocks. Emma explained that for this reason the owners wish to parge the concrete blocks to match the rear of the original house no materials would be altered.

The Board held a brief discussion regarding the compatibility of the configuration of proposed windows for the addition. The Board requested that the contractor discuss with the applicant and reconsider the configuration to be 2/2 rather 6/6 or 8/8 and be of a more vertical proportion with the intent to be more in keeping with the original windows. The contractor advised the Board that

the applicant has not placed the window order to date and would most likely be in agreement with the Boards decision.

MOVED by Blake Armstrong, SECONDED by Rod Stears to approve a Heritage permit to renovate the existing exterior addition and replace the existing secondary exit; with the modification that the proposed windows be modified to be a style more vertical in height proportion and be of a 2/2 configuration and that revised drawings be approved and provided to the Heritage Officer prior to installation.

ITEM 5.2 APPLICATION FOR A HERITAGE PERMIT # 18-0553 MICHEL SANSCARTIER & PAM MUNN, 188 GERMAIN STREET

Emma provided the Board with an overview of the application for 188 Germain Street, which is located one lot in from the corner of Germain Street and Duke Street. The Heritage Officer explained that the application is to construct a ground-level, L-shaped rear deck. The proposed deck would be installed at the end of the rear ell, projecting 11’-0” out and spanning 10’6” across. The L of the deck would be 6’-0” in length toward the front of the house, 3’-6” in width. The deck would be accessed through an existing rear door, replacing a small flight of wooden stairs, and new black steel stair access to the ground would be added at the eastern edge of the deck. The perimeter edge of the deck was initially proposed to be framed by black C channels, but has since been amended to black aluminum metal. Emma explained that the applicant has specified a 36” high black aluminum rail, with ¾” pickets space 3¾” o.c.. The Heritage officer explained that while the choice of black aluminum rails, stairs and detailing, is not necessarily consistent with traditional material selection, the materials have been previously approved by the Board, and is in keeping with previous renovations to the property; the patio door and the rear windows on the property are black aluminum-clad products installed in 2017. The Heritage officer recommended approval of the application. The Board had no questions of the applicant or staff.

MOVED by Bob McVicar, SECONDED by Councillor Armstrong to approve a heritage permit to build a rear deck and stairs.

ITEM 5.1 APPLICATION FOR A HERITAGE PERMIT # 18-0546 S. KHUNGAY, 297 DOUGLAS AVENUE

Emma provided the Board with an overview of the application for installation of a new steel rear door. She explained that for security purposes the applicant is proposing a full steel door of either two designs: a four-panel style which would be staff’s recommendation or their preference would be a contemporary three panel style, both by Novatech. It is the applicant’s intention to paint the door in an existing approved colour scheme for the property.

The Board briefly discussed that the four panel style was a closer representation of the original door and would be a more appropriate choice. MOVED by Councillor Armstrong, SECONDED by Rod Stears to Approve a Heritage Permit to install steel a new steel four panel style door at the rear of the property.

ITEM 5.4 APPLICATION FOR HERITAGE PERMIT # 18-0639 FRANK MAGEE, 115 ORANGE STREET

Emma declared conflict of interest on the application.

Emma provided the Board with an overview of the application to construct a new stair off an existing deck and to construct a privacy fence. She explained that the proposed work is to construct an L-shaped stair off the existing deck at the rear of the house, and to construct a 6’-0” tall privacy fence, enclosing a 30’ x 40’ area off the western façade of the house. The applicant also owns the adjacent vacant lot on Orange Street. There is currently a 6’-0” deep deck off the rear (north) of the house. The applicant is proposing to open the western rail to install an L-shaped stair that will turn toward Orange Street at approximately 40” away from the house. The stair will be detailed and painted to match the existing style and colour of the deck, including chamfered newel posts and wooden post caps. As mentioned previously, the applicant also owns the vacant lot to the west of the property. This lot has sat vacant since a building was demolished in 2016. The Heritage officer advised that no determination has been made as to a finish for the fence at this time.

The Heritage officer recommended approval of the application.

The Board had no questions of staff. MOVED by Councillor Armstrong, SECONDED by Rod Stears to Approve a Heritage Permit to construct stairs off an existing deck and to build a three-sided privacy fence.

ITEM 7.0 OTHER BUSINESS

ITEM 7.1 Norwood Windows Presentation

Mark Gallant of Norwood Windows manufactured in Scoudouc, NB provided the Board with window demonstration of their line of both wood and aluminum clad wood windows.

He presented a full wood window and explained that they can fully customize to match any grill patterns, available in 300 colours, 6 difference hardware colours and that they can even customize colours to match. He presented the aluminum clad wood window sample and explained that the 6 standard colours provide a 20 year manufacturer’s warranty and the remaining 300 provide a 15 year warranty. He explained that the cladding is installed over top of a fully finished wood window and is very tight and well formed. Mr. Gallant explained that because the wood window is finished there is no raw wood exposed to the elements and that the aluminum cladding adds further durability.

The Board requested that Mr. Gallant speak to the profile of the aluminum clad wood window and explained that finding a profile compatible with that of traditional wood windows is the issue. Mr. Gallant explained that the sash profile can be customized because the entire window is manufactured from raw lumber to a finished window. The Board asked about the longevity of the Norwood wood windows and Mr. Gallant responded that there are many windows in the field today that have stood the test of time mainly due to their manufacturing process that weatherproofs all sides of the wood prior to being assembled. Mr. Gallant replied that they are competitive in price with wood windows.

Following discussion the Board expressed that they were pleased with the presentation and that the profile of the aluminum clad wood window was a compatible option for heritage homeowners. Staff photographed the sample windows for the record.

MOVED by Councillor Armstrong, SECONDED by Bob McVicar to add Norwood windows to the list of approved manufacturers for aluminum clad wood windows.

ITEM 7.2 Heritage Board By-law Workshops

The Board discussed dates for the first of a series of in camera workshops to work on the heritage by-law. The consensus was that the first meeting would be held at 5:00pm on Wednesday July 11, 2018.

It was requested that the Heritage officer speak with the owners of 116 Prince William Street regarding the standard aluminum door being used as an exterior door and request that an application be made to the Board.

The applicant is also concerned by the impact of the failing ell on the other added sections on the building. Presently, the sagging northwest corner of the garage is believed to be causing bulging on the north wall of the adjacent addition. The applicant intends to remove the garage so that the adjacent addition may be raised and a proper foundation poured. This work will require a subsequent Heritage Permit.

The Saint John Heritage Conservation Areas By-Law requires development to conform to standards and guidelines outlined in Section (8) of the By-Law. The proposed work is a Rehabilitation project, meaning Standards I through XII apply. The proposed work involves a serious alteration to the fabric of the building. The removal of part of the structure is proposed to allow for intervention to be made on a more substantial wing of the building. Standard VI advises: “Protect and, if necessary, stabilize an Historic Place until subsequent intervention is undertaken.” The removal of a heavily-deteriorated ell may be read as the prevention of the deterioration of the remainder of the structure.

The applicant is also seeking approval to reorient a ground-level entry on the south face. Their intent is to recreate the entry point around the corner from its former place. The present position of the entry was intended to serve a stair that is no longer in use. The applicant feels the entry would be better used in its new place.

The Saint John Heritage Conservation Areas By-Law requires development on heritage properties to conform to standards of preservation, rehabilitation, or restoration. This portion of the work is again a rehabilitation project, because it seeks to return part of the building to a usable state, in keeping with the spirit of the original design. At present, the door has been removed and the entry point filled and shingled over. The door, although in very poor condition, has been salvaged.

RECOMMENDATION Approve a Heritage Permit:

a) to remove the rearmost ell; and, b) to reorient an existing ground-level entry on the building’s south side.

a) to extend and alter the existing front vestibule –or– to replace the existing front door with new fibreglass door; and,

b) to replace three rear doors with steel doors. DISCUSSION

229 Douglas Avenue is a three-storey, wood-frame Italianate construction in the Douglas Avenue Heritage Conservation Area noted for its projecting frontispiece, bracketed detailing and flared cornice with dentils between the second and third storeys. The new owners of the property have previously submitted applications to the Board this year with regards to window replacements (currently tabled). This application is requesting two items related to doors and entrances on the building.

The first item is the extension of the existing front vestibule to meet the edge of the

existing porch. The two columns immediately in front of the vestibule would be incorporated into its design. The existing door would be removed and replaced with two hung windows to match the center windows on the upper storeys. On either side of the vestibule projection (perpendicular to the street), two new 3/4-glazed, wood-look fibreglass doors would be installed. The concrete step at the center of the porch would be removed and replaced with wood stairs on either side of the projection, with the rails removed between the coordinating columns to create

the openings. The applicants have requested this alteration from a desire to have separate entry areas for the two units in the building, rather than a shared entry with two interior doors.

Should the Board deny the application to alter the front vestibule, the applicants have

requested for consideration the replacement of the front door, leaving the vestibule as is. It is unknown if the wood, half-glazed door is original to the property. The door would be the same as those proposed above (3/4-glazed, wood-look fibreglass), and the applicants have noted in their application that they are open to different glass styles should the proposed style be considered not suitable. Staff would recommend reducing the glazing in the proposed door to half-glazed, rather than 3/4, to better match the existing door. In this option, the sidelights would be repaired with updated glass.

The second part of this application deals with the existing three doors at the rear of the

property, which access the rear decks/stairs on each level. The ground level door is a newer flat hollow-core door on the interior of the rear ell, and the second and third storey doors are wood bead board doors off the rear façade of the ell. The second level door has a metal storm in front, while the third level door serves as a storm to a newer semi-glazed hollow-core door. The applicants are proposing to replace these three doors with either fibreglass, six-lite craftsman-style doors or steel two-panel doors with a hung window, painted to match their colour scheme, with only one door per entry, eliminating the storms.

This is a Rehabilitation project. Standards (I) through (XII) of Section 8 of the Saint John

Heritage Conservation Areas By-Law apply. The proposed front entry work does not meet the intent of the Saint John Heritage Conservation Areas By-Law and the Standards and Guidelines for the Conservation of Historic Places in Canada. Standard (I) specifies that intact or repairable character-defining elements should not be removed, replaced or substantially altered. As discussed in previous applications, this property has not formally has its character-defining elements identified; however the three-part vertical division of the front façade and the even projection of the frontispiece would likely be considered as such. Standard (XI) states that new work be physically and visually compatible with, subordinate to and distinguishable from the historic place. Standard (XII) states that new additions or construction be done in such a manner that the essential form and integrity of an historic place will not be impaired should the new work be removed in the future. While it is unknown whether the form (style, not projection) or the material of the entryway is original, the proposed alteration would significantly alter the form and character of the building. The work could be undone, but some original materials would likely be lost. The replacement of the door as it currently sits, along with the repair of the sidelights is more in keeping with the intent of the Standards & Guidelines.

For the rear doors, it is undetermined as to whether the bead board doors are original to

the building, but they have been through various alterations and their condition is poor. Matching the style of the bead board doors would be difficult in a non-wood material, and the applicants have expressed a desire for a glazed opening in the doors, which would not be possible were the doors repaired or replicated. Staff would recommend the use of the steel door with the hung window, to help support the pattern of glazed openings on the rear of the house.

a) to construct a rear deck and staircase; b) to replace two (2) windows with vinyl single-hung inserts; and, c) to install two (2) wooden storm windows on the above inserts.

DISCUSSION

15 Orange Street, also known as the James Morrison Residence, is a two-storey, wood-frame construction in the western end of the Orange Street Heritage Conservation Area. Work done in recent years on this property has included an updated paint scheme, the restoration of the front entry, as well as the reinstating of a number of wooden storm windows along the front of the property. While on a nearby inspection, a City of Saint John building inspector noticed the new deck and stairs, with the new windows noted by the Heritage Officer on a follow-up visit. The applicant is applying to maintain the alterations, and have the last phase of the deck project approved.

The rear deck is approximately 15’-0” x 10’-0”, constructed around the rear ell of the

building and made of western red cedar. The applicant states that a previous iteration of both the deck and the staircase up to the second unit had existed, but were replaced due to rot and damage. While the form of the deck is complete, the applicant plans to add stairs to the ground across the two open edges of the deck at a later date. The second exit from the upstairs unit has

two landings and a small deck; while not as detailed as the drawing from the Practical Conservation Guideline for Stairs, Decks and Fire Escapes, it does follow the basic design with 2”x2” verticals, a 2”x4” handrail and 4”x4” posts.

On the west face of the property, two 42”w x 28”h single-hung windows, noted as

“damaged” on the application, were removed and replaced with white vinyl, single-hung inserts. The applicant’s intent is to cover these inserts with new pine storm windows to match those done on the front of the house. Per the conservation plan prepared for the property, the ground floor window had already been replaced in the past with an aluminum horizontal sliding window, which was inoperable as noted in the plan. The second storey window prior to replacement was a wooden double casement window with storm, and it was advised in the plan that the ground floor window be replaced to match.

The use of vinyl notwithstanding, it is not advised to install a storm window over a vinyl

window. Due to the increased heat in the airspace between the two units and more severe expansion and contraction cycles, a wood storm over a vinyl window will likely result in the rot and/or warping of the storm window and the accelerated degradation and warping of the vinyl window itself. Staff recommends first, the removal of the vinyl windows for compliance, and second, the installation of either new wood windows or new aluminum-clad wood windows if the applicant wishes to continue with the installation of wooden storms.

This is a Rehabilitation project. Standards (I) through (XII) of Section 8 of the Saint John

Heritage Conservation Areas By-Law apply. The proposed deck and stair work meets the intent of the Saint John Heritage Conservation Areas By-Law and the Standards and Guidelines for the Conservation of Historic Places in Canada, as expressed in the Practical Conservation Guidelines for Decks, Stairs & Fire Escapes. The current vinyl windows do not meet the intent of the Saint

John Heritage Conservation Areas By-Law and the Standards and Guidelines for the Conservation of Historic Places in Canada, as expressed in the Practical Conservation Guidelines for Windows, however the proposed wooden storm windows do meet the intent as expressed above.

RECOMMENDATION Approve a Heritage Permit to install a wooden rear deck and secondary exit stair system; Deny a Heritage Permit to replace two (2) windows with white vinyl single-hung inserts; Approve a Heritage Permit to install two (2) new wooden storm windows.
