    In 1998aPVHOTaskGroupwas formed to investigate theneed for In-ServiceRules andGuidelines forPressureVesselsforHumanOccupancy. Simultaneously, a SubTaskGroupwas formed to investigate the issueof acrylicwindowdesign lifeversus service life. The design life is based on the PVHO window being exposed to the maximum allowable workingpressure (MAWP), at the maximum rated temperature, for the maximum number of (design) cycles, in an outdoorweathering environment. The majority of PVHOs are not operated to such extremes, and service life may indeedbe longer than design life. Conversely, if a window is not properly cared for (i.e., becomes exposed, either operationallyor nonoperationally, to other detrimental factors that are not, and cannot be, factored into the design life), then the actualservice life couldbemuchshorter than thedesign life.Thus, the recommendationwasmade thatdesign lifeandservice lifebe addressed as two different subjects. In 1999 the In-Service Task Group became a PVHO subcommittee, with the mostimmediate task being the establishment of in-service criteria for PVHO windows and viewports.This Standard provides the necessary in-service criteria to supplement Section 2, Viewports, of ASME PVHO-1, which

    applies tonewconstructiononly.By comparison, this Standardapplies to allASMEPVHO-1acrylicwindows, regardlessoftheir date of manufacture. This Standard consists of both technical criteria and guidelines. They are intended to provideguidance to the user and/or the jurisdictional authority in regard to the establishment of potential service life, and thenecessary care, inspection, and repair during that service life—depending on the actual service conditions to which thePVHO and windows have been, or will be, exposed.Finally, this Standardwas prepared as a “stand-alone” document. All forms additional to those normally suppliedwith

    the window in accordance with ASME PVHO-1, which may be necessary throughout the service life of the window, areprovided herein. Similarly, all necessary ASME PVHO-1 technical data applicable to service and repair (if required) arealso provided in this Standard.The2019editionofASMEPVHO-2 furtherdevelopsand clarifies the in-service guidelines forPVHOs.The requirements

    for in-service pressure testing gauge calibration have been updated. Nonmandatory Appendix A, covering checklists andlogs for PVHO operation, has been deleted, and the text under this appendix has been integrated into the general re-quirements of Section 1. New testing criteria for increasing the 40,000-hr design life of acrylic windows have beenincorporated under Section 2. Additionally, new forms have been added, and some of the existing forms have beenupdated.Sections on the following topics are in development are in development andmay be included in future editions: quality

    assurance for PVHO manufacturers, piping systems, medical hyperbaric systems, diving systems, and submersibles.Previous editions of this Standard were issued in 2003, 2012, and 2016. The 2019 edition of this Standard was

    approved by the American National Standards Institute as an American National Standard on December 4, 2019.

    1-1 INTRODUCTION AND SCOPE

    (a) This Standard provides technical requirements andguidelines for the operation and maintenance of PVHOsand PVHO systems that were designed, constructed,tested, and certified in accordance with ASME PVHO-1,Safety Standard for Pressure Vessels for Human Occu-pancy.(b) This Standard provides technical criteria for the

    user to establish the serviceability of a PVHO acrylicwindow under its specific environmental service condi-tions. Windows in protected environments as well asthose in severe environments are addressed. Judicioususe of this Standard will allow the user and/or the juris-dictional authority to determine when a PVHO acrylicwindow requires replacement.

    1-2 RESPONSIBILITIES AND JURISDICTIONALCONSIDERATIONS

    1-2.1 User’s ResponsibilitiesThe PVHO and PVHO systems user shall provide the

    designer with information regarding the service condi-tions that the PVHO and PVHO systems may encounterduring their service life. The user shall protect thePVHO and its systems from hazards, and ensure theyare used within their design limitations. It is the user,and not the designer or fabricator, who is responsiblefor determining the safe service life in accordance withthe technical criteria and guidelines herein. The user isresponsible for retaining all documentation for eachPVHO and its associated systems, and shall establish aprogram of periodic inspection to determine the needfor repair or replacement of any part, in accordancewith the requirements listed in this Standard. Forwindow repair and replacement requirements, refer toSection 2, Viewports.

    1-2.2 Jurisdictional Considerations

    The operation of each PVHO is typically governedunderspecific rules of the jurisdiction in which it is operated.(Examples include, but are not necessarily limited to,the state, the U.S. Food and Drug Administration, andthe U.S. Coast Guard.) This Safety Standard is intendedto complement the jurisdictional requirements (i.e., toprovide guidance to both users and jurisdictional autho-

    rities in regard to in-service requirements for the PVHO,acrylic windows, and PVHO systems). The responsibilityfor compliance with jurisdictional in-service require-ments, which may become invoked as a result of the tech-nical criteria and guidelines as set forth herein, lies withthe user.

    1-3 IN-SERVICE EVALUATIONS, REPAIRS, ANDMODIFICATION OF PVHOs

    1-3.1 In-Service PVHO Evaluation and Testing

    The owner shall be responsible for performing period-ical pressure testingof thePVHOpressureboundary, pres-surized systems, and PVHO operational systems. Testpressures shall be at maximum operating pressure andnot exceed the maximum allowable working pressureof the components/systems being tested. These testsshall beperformedanddocumented at a periodicity estab-lished by the user, manufacturer, and/or applicable juris-diction.Pressure testing shall beperformedonanyvalve, fitting,

    and/or piping/tubing that penetrate the PVHO pressureboundary following reassembly or replacement. The testboundary shall include the first stop valve both upstreamand downstream of the reassembled or replaced compo-nent.Pressure testing after pressure vessel or piping weld

    repairs shall be a hydrostatic or pneumatic test andshall follow the applicable pressure vessel or systemcomponent code or standard.New pressure boundary components (i.e., valve, piping,

    and windows) shall be hydrostatically or pneumaticallytested in accordance with the applicable pressurevessel or system component code or standard.

    1-3.2 PVHO Windows and Viewports

    The owner shall be responsible for ensuring that in-service viewport evaluations, window replacements,and inspections are performed in accordance with thisStandard.(a) PVHO acrylic windows shall be evaluated and, if

    necessary, repaired per subsections 2-4 through 2-6 ofthis Standard.

  • (b) The service life of acrylic windows shall be deter-mined inaccordancewithpara. 2-4.4andsubsection2-7ofthis Standard.(c) Replacement windows shall meet PVHO design re-

    quirements for the viewport.(d) Viewports in which PVHO acrylic windows are

    installed shall be evaluated and, if necessary, refurbishedper subsection 2-4 of this Standard.

    1-3.3 Pressure Boundary (Except for Windows)

    When evidence of a flaw is detected or amodification ofa PVHO pressure boundary is planned, the owner shall beresponsible for ensuring that the PVHO is evaluated andrepaired, replaced, or modified in accordance with the re-quirements of this Standard, applicable codes, and appro-priate jurisdictional authorities.(a) In-service flaw evaluation techniques, such as non-

    destructive examination, shall be applied to assess thepotential impact to the structural integrity against thePVHO’s original design specification and code. Alterna-tively, the PVHO can be evaluated to the current codeprovided it is applied to the entire PVHO.

    (1) PVHOs designed, fabricated, and tested to ASMEBoiler and Pressure Vessel Code (BPVC), Section VIII, orcertified to ASME PVHO-1 alternative design rules, thatshow signs of flaws or damage may be evaluated usingAPI 579-1/ASME FFS-1.

    (2) PVHOs that are designed and fabricated to ASMEPVHO-1 Code Cases shall be evaluated and repaired inaccordance with requirements stated in the case.(b) Pressure boundary repairs shall include a plan and

    repair and test procedures consistent with the applicablecode.Repairs thatdonot bring thePVHOto theoriginal “asdesigned” condition are considered a modification.

    (1) ForPVHOs stampedperASMEBPVC, SectionVIII,the National Board Inspection Code (ANSI/NBBI NB-23)provides applicable weld repair and modification proce-dures.

    (2) All other repairs shall be certified by a qualifiedProfessional Engineer or Authorized Inspector to be incompliance with this Standard and applicable code(s).(c) Pressure boundary modifications shall be

    performed in accordance with the most recent coderegardless of the original year of fabrication. A Profes-sional Engineer shall be responsible for the modificationdesign and compliance with applicable code require-ments.(d) All pressure boundary parts that are replaced shall

    meet original manufacturer specifications.(e) All repair, replacement, andmodification documen-

    tation shall be maintained per subsection 1-4, PVHO andPVHO Systems Documentation.

    1-3.4 ð19ÞPressure Gauge Calibration

    Exceptwhere the jurisdictional authority requirementsare specified, primary gauges that indicate system andchamber pressures or applicable system and diverdepths shall be deadweight tested (or calibratedagainst a master reference gauge) every 12 months(±30 days) or whenever there is a discrepancy greaterthan 2% of full scale between any two equivalent gauges.

    1-4 PVHOANDPVHOSYSTEMSDOCUMENTATION

    The owner shall be responsible for maintaining thefollowing documentation for the service life of PVHOsand PVHO systems:(a) documentation required by ASME PVHO-1, Section

    1, General Requirements(b) documentation generated during inspection, main-

    tenance, repairs, and modifications(c) documentation related to operational procedures

    and manuals

    1-5 OWNER’S MANUAL

    1-5.1 General

    An Owner’s Manual is required for each PVHO. It shallcontain adequate information to safely operate andmain-tain the PVHO, its systems, and associated equipment. Theowner shall be responsible for maintaining the manual.

    1-5.2 Component Description

    The Owner’s Manual shall include the following:(a) operating procedures that provide sufficient infor-

    mation to operate the equipment in a safe manner,including

    (1) an overview of the PVHO and its systems(2) procedures to operate the PVHO and its systems(3) emergency procedures

    (b) engineeringdrawingsandschematics necessary forthe operation and maintenance of PVHO systems.(c) systems description that includes an overview and

    functional description of each system.(d) equipment documentation that includes electrical

    and mechanical system descriptions, maintenance re-quirements, and operating instructions for componentsand equipment used. This may include collection ofvendor-supplied data; supplier-recommended mainte-nance procedures; and designer-, fabricator-, or manufac-turer-supplied data.The manual shall be kept current, documenting system

    changes, equipment updates, and the addition or deletionof procedures, and including vendor-supplied documen-tation, and shall meet or exceed the requirements of ap-plicable jurisdictional authorities.

  • 1-5.3 Storage of Equipment

    Documentation shall define storage requirements forthe PVHO, its systems and subsystems, and associatedequipment. Information to be provided shall include,but not be limited to(a) maximum and minimum temperature limits(b) maximum storage time limits, if applicable, for

    equipment, includingwindows, batteries, andnonmetallicmaterials(c) preservation requirements(d) for gas storage and hydraulic systems, purging re-

    quirements and pressure settings(e) special considerations for battery systems(f) maintenance requirements(g) reactivation considerations

    1-6 MAINTENANCE REQUIREMENTS

    Paragraph 1-6.1 outlines requirements for the in-servicemaintenance of the PVHO and its support systems.

    1-6.1 General

    It is the responsibility of the owner/operator to main-tain a maintenance program for each PVHO. A mainte-nance program provides a formal approach tomaintaining the PVHO and its support systems. Themain-tenance program shall be supported by a maintenancemanual that organizes, defines, and formalizes the main-tenance and inspection procedures required. The main-tenance program shall be designed to allow updatesand the addition or deletion of maintenance and inspec-tion procedures. In addition to maintenance and inspec-tion procedures generated by the PVHO designer,fabricator, owner, or operator, or any combinationthereof, the program should rely on vendor-supplieddocumentation. The program shall be designed to meetor exceed the requirements of applicable jurisdictionalauthorities.

    1-7ð19Þ CHECKLISTS AND LOGS

    Documented checklists, operating logs, and mainte-nance logs are an essential part of the safe operationof a PVHO.All components, systems, subsystems, monitors,

    sensors, etc., of a PVHO shall be demonstrated, and docu-mented, to be functioning in a safe and acceptablemannerprior to operating a PVHO.There are many different types of PVHOs including, but

    not limited to, diving bells, manned submersibles, satura-tion systems, and medical chambers. Each type and/ordesign will have unique operational characteristics andparameters requiring specific checklists, operating logs,maintenance logs, and record keeping.

    It is the responsibility of the owner/operator to ensurethat adequate checklists, operating logs, andmaintenancelogs are completed before, during, and following eachoperation of a PVHO.No checklists or logs, other than those required by an

    operator located inside the PVHO, are to remain inside thePVHO during operations.All checklists and logs shall be completed by a qualified

    person(s). All checklists and logsmust be completely filledout, signed, anddatedby the person(s)who completed thetask.

    1-7.1 Checklists

    Before commencing operations, all preoperation check-lists, including those for support equipment, shall bereviewed, signed, and dated by the person responsiblefor the operation of the PVHO, thereby confirming thePVHO and its support equipment are acceptable forthe anticipated operational activities.

    1-7.1.1 Preoperation Checklists. These are detailedlist(s) of systems, subsystems, components, supportequipment, control systems, monitors, and indicatorsystems, both internal and external, that shall bechecked for proper function prior to commencing aPVHO operation.Where applicable, measured values such as, but not

    limited to, quantities of supplies, including high-pressureair, breathinggases, batterystatus, consumables, etc., shallbe recorded.

    1-7.1.2 Post-Operation Checklists. These are detailedlist(s) of systems, subsystems, components, supportequipment, control systems, monitors, and indicatorsystem that shall be checked at the conclusion of an opera-tion.

    1-7.1.3 PrestorageChecklists. If the PVHO is to be shutdown for an extended period of time, a detailed checklistshall be prepared to cover storage requirements includingitems that can be adversely affected during storage.

    1-7.2 Operating Logs

    This log is a record of the status of systems, subsystems,monitors, sensors, gas supplies, temperatures, and othervital information, including significant communicationsand events, prior to, during, and upon completion ofeach operation of a PVHO. The time associated witheach entry shall be recorded.Each cycle of a PVHO shall be recorded, along with the

    maximum pressure or depth attained, to monitor thenumber of cycles on the PVHO pressure boundary, itsviewports, and its components.Any discrepancies affecting safety shall be documented

    on the operating log and appropriate corrective action(s)undertaken.

  • The status of the PVHO’s normal and emergency life-support systems shall be documented at the beginningof, during, and upon completion of each operation.

    1-7.3 Maintenance Logs

    This log(s) constitute a record of all repairs, modifica-tions, changes of equipment, equipment removal, or anyother routine or nonroutine maintenance performed onthe PVHO and support equipment.

    This log is a valuable source of information in deter-mining the history and frequency of repairs to anygiven system over the operational life of a PVHO. Forthese reasons, it is important to take the time requiredto fully describe any and all work done on the PVHOor its support equipment in this log.Each entry shall be signed and dated by the person

    performing the work.

  • Section 2Viewports

    2-1 RESPONSIBILITIES

    2-1.1 Window Designer’s ResponsibilityIt is the window designer’s responsibility to determine

    the window design requirements. The window designershall definemanufacturing tolerances and shall certify (bycompleting the applicable ASME PVHO-1 window designcertification form) that the window design complies withthe requirements of Section 2 of ASME PVHO-1.

    2-1.2 Window Fabricator’s ResponsibilityThe window fabricator shall manufacture the window

    in accordance with the designer’s drawings and specifica-tions and ASME PVHO-1. The fabricator shall be respon-sible for completion of all ASME PVHO-1 certificationforms applicable to the manufacture, and shall complywith the data retention requirements of ASME PVHO-1.

    2-1.3 Window User’s ResponsibilityThe window user shall provide the designer with infor-

    mation regarding the service conditions that the windowmay encounter during its service life. The user shallprotect the window from service life hazards, andensure that the window is used within its design limita-tions. It is the user, and not the designer or fabricator, whois responsible for determining the safe service life inaccordance with the technical criteria and guidelinesherein. The user is responsible for retaining all documen-tation for each window and shall establish a program ofperiodic window inspection to determine the need forrepair or replacement in accordance with subsections2-4 through 2-6.

    2-1.4 Quality Assurance

    The specific rules governing the window fabricatorquality program during original window manufactureare detailed in ASME PVHO-1. Quality assurance of thewindowin-service isno less important.Theuser is respon-sible for(a) retaining all original forms(b) implementing a formal in-service window inspec-

    tion program(c) retaining all maintenance inspection forms and all

    window repair forms, as applicable, throughout eachwindow’s service life

    Repair of severely damaged windows shall beperformed by a PVHO-1-Qualified Window Fabricatorin accordance with the requirements of MandatoryAppendix III.

    2-2 FACTORS AFFECTING SERVICE LIFE

    2-2.1 General

    Temperature extremesandexposure toUV light, X-rays,andmany chemicals are all detrimental to the longevity ofwindows. Specific attention should be given to limiting thewindow’s exposure to detrimental environmental factorswherever possible.

    2-2.2 Physical Abuse Factors

    Physical abuse from dropping, impacts with foreignobjects, excessive heat from lights, or scratches fromcleaningwith too coarse a cleaning cloth1 are all damagingto windows.Windows should be either removed or adequately

    protected prior to grit blasting and coating of thechamber surface near the window.

    2-2.3 Temperature Abuse Factors

    2-2.3.1 Heat Sources.External heat sources (e.g., light-ning) shallNOTcome in contactwithorotherwiseheat thesurface of a window in excess of its maximum designtemperature while pressurized.Under no circumstances, including storage, should an

    acrylic window be exposed to temperatures in excess of150°F (65°C).

    2-2.3.2 Improper Operation of Lighting Equipment.Where applicable, light pipes shall not be operatedwith light bulbs of a wattage greater than the rated capac-ityof the lighting system, faulty temperaturesensors, oraninoperative or disabled cooling fan. Under no circum-stances shall the surface of the acrylic, due to the useof a lighting system, be permitted to exceed thewindow’s maximum temperature rating.

    It is the user’s responsibility to confirm that any liquid,cleaning solution, vapor, or polish that comes in contactwith thewindowwill not cause damage to the acrylic. Theuser should review the SafetyData Sheet (SDS/MSDS) andMandatory Appendix V for a partial list of harmful sub-stances and acceptable products.ASTM F484 can be used to assess the potential of any

    material to cause crazing in acrylic.

    2-2.5 Radiation Exposure

    PVHOacrylicmaterial canbe severelydamagedby long-termexposure to UV radiation and X-rays. As UV radiationprimarily affects the surface and does not penetratedeeply into the plastic, the designer and/or user maywant to consider using separate acrylic covers toprotect the window surface by absorbing most of theUV radiation before it reaches the window installed inthe PVHO. A minimum thickness of 0.25 in. (6 mm) is rec-ommended. Such covers, however, are not effectiveagainst X-rays, which will penetrate not only the coverbut also the entire body of the PVHO window.

    2-2.6 Cycles as Related to Above Factors

    The user should also be aware that subjecting thewindow to a high number of pressure cycles (or extendedsustainedpressurizations) at ornear themaximumdesignpressure also affects the window’s service life. That is,stressors are both pressure and environment related,with cumulative effect.

    2-2.7 Additional Service Factors

    Water adsorption (and/or the repeated wetting anddrying) of acrylic plastic canbedetrimental to thephysicalproperties at the surfaces of the windows.

    2-3 HANDLING OF PVHO WINDOWS

    The following general provisions apply to the handlingof PVHO windows:(a) Always use care in handling the windows.(b) Do not use solvents when cleaning the windows.(c) Do not expose the windows to solvent-based paints

    or thinners.(d) Do not expose the windows to temperatures above

    150°F (65°C).(e) Donot expose thewindows tohigh radiation (above

    4 Mrad).(f) Minimize exposure to sunlight and other UV light

    sources.(g) Inspect windows before every operation.(h) Use only the gasket, seal, and/or O-ring size and

    material specified on drawings.

    (i) Ensure seals and gaskets are properly installedusing adhesive sealants or lubricants compatible withacrylic window material.(j) Do not operate the windows at temperatures or

    pressures above the design temperature or design pres-sure.(k) Keep a protective cover on windows whenever

    possible.(l) Never overtorque the window-retaining fasteners.

    2-3.1 Cleaning and Polishing

    2-3.1.1 Correct Methods.Windows may be cleaned torestore optical quality or clarity as the need arises. Thewindow should only bewipedwith a soft rag or cloth (or avery soft type of paper towel) wetted with warm waterand an acceptable cleaning agent. As any use of powertools requires annealing, cleaning and/or polishing byhand is the only acceptable in-service method.The recommended agent to clean windows is a deter-

    gent in solution in warm water not exceeding 120°F(49°C). Aliphatic naphtha or hexane are also acceptable,but only if the temperatureof thewindowsurfacedoesnotexceed 100°F (38°C).After cleaning, window surfaces may be polished with

    compounds specifically endorsed by themanufacturer forpolishing of acrylic. These compounds are also used forremoving small scratches from the surface. SeeMandatory Appendix V for a partial listing of acceptablecleaning products and polishing compounds.

    2-3.1.2 Incorrect Methods. Solvents shall not be usedfor cleaning windows. If solvents are used on the seats,extreme care shall be taken to ensure that drying/evaporation of the solvent is complete prior to windowinstallation. Mandatory Appendix V provides a list ofharmful substances.Power polishing shall not be performed unless the

    window is subsequently annealed and pressure tested,per the requirements set forth in Mandatory Appendix IV.

    2-3.2 Window Storage

    Anunused acrylicwindowmay be stored for up to 10 yrfrom the date of fabrication without the storage timecounting toward the service life, provided the storageconditions meet the following requirements:(a) The window is stored at a temperature not

    exceeding 125°F (52°C).(b) Thewindow is protected fromexposure to direct or

    indirect sunlight.(c) The window is protected from wetting and drying.(d) Thewindow is protected from exposure to harmful

    chemicals (both liquid and gaseous).(e) Windows shall be stored flat and shall not be

    stacked; that is, they shall not be stored resting ontheir edges, or with any weight bearing on them.

  • (f) The date storage begins is the date of manufacture;thus, thedateof installation shall be recordedandretainedas a permanent record.(g) Anystorage time inexcessof10yr shall be included,

    day for day, in the service life of the window.

    2-4 OPERATIONAL AND MAINTENANCEINSPECTIONS OF PVHO VIEWPORTS

    2-4.1 General

    There shall be (as aminimum) two levels of inspections:(a) operational viewport inspection (OVI)(b) maintenance viewport inspection (MVI)These inspections shall be performed and documented

    by a qualified person (inspector) familiar with ASMEPVHO-2 as required for the inspection being performed.

    2-4.1.1 Scope. The objective of these inspections is toexamine viewport components and to document signs ofdamage or deterioration. Inspections shall include thefollowing:(a) Windows. Inspect for signsof crazing, discoloration,

    cracks, chips, scratches, gouges, burns, or pits. If flaws aredetected, their size, location, and population shall berecorded and compared to the allowable limits listedin Tables 2-4.1.1-1 through 2-4.1.1-3. Windows withdefects exceeding these allowable limits shall be takenout of service.(b) Flanges, Retaining Rings, and Bolts. Inspect for

    mechanical damage, corrosion, and deformation.(c) Seats and Seals. Inspect for mechanical damage,

    corrosion, extrusion, and irregularities.Regardless of the inspectionbeing performed, sufficient

    lighting is important. A strong handheld light should bemoved to various angles and positions as necessary tohighlight the presence or absence of crazing, cracks, orscratches.

    2-4.2 Operational Viewport Inspection

    Viewport components, including both interior and ex-terior surfaces, shall be visually examined and inspectedfor signs of flaws, corrosion, or irregularities. Viewportshaving one wetted surface may be inspected from the drysurface unless a flaw is detected on the wetted surface,which will require inspection from that surface.Viewports do not have to be disassembled for this

    inspection, unless deemed necessary by the inspectorto further inspect a flaw of concern and determine if itexceeds allowable limits as set forth in this Standard.

    2-4.2.1 Operational Viewport Inspection Schedule.Viewports shall be visually inspected prior to each pres-surization of the PVHO.Viewports that are pressurizedmore than once per day

    need only be inspected prior to the first pressurization ofthat day, unless otherwise deemed necessary.

    2-4.3 ð19ÞMaintenance Viewport Inspection

    Maintenance viewport inspections shall be performedat periodic intervals. These inspections shall be morecomprehensive than operational viewport inspections.Formaximum intervals formaintenance viewport inspec-tion, see Table 2-4.3-1.In addition to inspecting the other viewport compo-

    nents, all window surfaces (and edges) described inTable 2-4.1-1 shall be inspected to the criteria setforth in Tables 2-4.1.1-1 through 2-4.1.1-3. Specialoptical devices, such as prisms, optical measuringdevices, and coherent fiber bundles, are often usefulfor these inspections.At thediscretionof the inspector, components of a view-

    port may need to be removed for a more detailed inspec-tion.When refurbishing viewports (see Table 2-4.3-2),

    complete removal of the window is required.PVHO-2 Form VM-1, Viewport Inspection, shall be

    completed and signed by the inspector. Additional infor-mation may include photographs and schematics, andshould be retained with the Viewport Inspection form.Records of the MVI shall be retained throughout the

    service life of each window.

    2-4.3.1 Maintenance Viewport Inspection Schedule.The user is responsible for establishing a procedureand schedule for the maintenance viewport inspection.Scheduling shall take into account the service environ-ment and whether or not the service life of thewindow is less than or greater than its design life.Maintenance viewport inspections shall be performed(a) as a minimum, at intervals shown in Table 2-4.3-1(b) at refurbishment intervals shown in Table 2-4.3-2(c) when a window is removed and reinstalled(d) when a new window is installed(e) for windows that have been out of service for 18

    months or longer

    2-4.4 Limitations on Service Life

    The service life of windows in a PVHO operated in aprotected service environment may be extendedbeyond the design life on the basis of visual inspectionsalone. However, no window may remain in service formore than 10 yr or 5,000 cycles beyond its design life,unless one or more windows from that PVHO aretested in accordance with subsection 2-7. (The exceptionis cylindrical window chambers, which may be operatedforup to anadditional 10,000cyclesmax., prior to replace-ment.)The service life of windows in a PVHO operated in a

    severe service environment may not be extendedbeyond the design life on the basis of visual inspectionsalone. Any service life duration extension beyond thedesign life shall be justified by the test procedures ofsubsection 2-7.

  • Themaximum service life duration extensions per eachmechanical property test based on the procedures ofsubsection 2-7 may not exceed 10 yr (or the equivalentnumber of cycles). There is no limit, however, on thenumber of additional extensions that may subsequentlybe applied to the service life ofwindows in the samevesselbased on subsequent mechanical property tests.Under no circumstance shall a window found to be in

    need of repair be permitted further use without makingtheneededrepair. Similarly, undernocircumstance shall awindow found to be nonrepairable be permitted to beused again. These limitations shall be strictly adheredto, regardless of how short the actual service durationand/or number of accumulated cycles may have beenat the time of the subject inspection.NOTES(1) Storage inaccordancewithpara. 2-3.2doesnot contribute to

    service life, except as noted.(2) For windows in accordance with ASME PVHO-1, para. 2-

    2.7.9, the cyclic life is as determined by that paragraph.

    2-4.5 Reinstallation of PVHO WindowsNOTE: Extreme care shall be exercised during removal and rein-stallation of flat disk and double bevel disk windows to ensurethey are reinstalled in the original orientationwith regard to thehigh-pressure face and low-pressure face.

    Before installation of new windows or reinstallation ofexisting windows, the condition of the bearing surfaces ofthe window frames shall be inspected and renewed asnecessary. Gaskets and seals shall be examined, and ifdeemed necessary, new gaskets and seals shall be used.Thewindowcavity seat in the flange shall be thoroughly

    cleaned. The seats for all windows with conical bearingsurfaces shall be thoroughly coated with an acceptablelubricant (see Mandatory Appendix V) prior to placementof the window inside the cavity, enabling the lubricatedsurfaces to act as secondary seals.

    2-4.6 Additional Viewport RefurbishmentConsiderations

    (a) Adhesives. Adhesives, when necessary to bondneoprene or cork gaskets or cushions to the metalwindow seat surface, shall be compatible with theacrylic window. A partial list of compatible products isfound in Mandatory Appendix V.(b) Lubricants. It is the responsibility of the user to

    determine, by testing if necessary, that greases andother lubricants used are compatible with both acrylicand the pressurizing medium, and do not present ahazard to the occupants. See Mandatory Appendix Vfor a partial list of acrylic-compatible products. In thecase of chambers that are pressurized with oxygen, theuser shall also ensure that the lubricant used is ratedas being oxygen compatible.

    (c) Fasteners. The user should also be aware of thequality and condition of the fasteners. When necessary,they should be replaced by identical items.

    2-4.7 Instrumentation and Tools

    The primary inspection tools are commercially avail-able devices such as rulers, micrometers, vernier calipers,optical comparators, polariscopes, high-intensity lights,radius gauges, flatness gauges, and dial indicators formeasuring the properties of flaws (diameter and depthof pits, the depth of scratches and gouges, and the pen-etration of cracks below the surface of the window).Both mechanical and optical devices can measure the

    properties of flaws (depth of pits, scratches, and gouges),but only optical devices can measure the depth of flawsand the penetration of cracks. The depth of pits, scratches,andgouges, aswell aspenetrationof cracks into the acrylicsurface less than 0.05 in. (1.25 mm) in depth can bemeasured nondestructively using a ×100-magnificationoptical depth micrometer with 0.0001 resolution.The depth of pits, scratches, and gouges deeper than

    0.05 in. (1.25 mm) can be measured with a depth micro-meter equipped with a pointed rod, or a dial-indicatordepth gauge equipped with a pointed rod.Mechanical tapes and rulers calibrated in 1∕64 in. or in

    millimeters are useful for measurements of sizes of chipson the window’s sharp edge surfaces.

    2-4.8 ð19ÞDocumentation and Record Retention

    All window maintenance inspection results and find-ings shall be documented using PVHO-2 Form VM-1.All records, including the original ASME PVHO-1 docu-mentation package, the maintenance inspectionreports, and all repair-related forms set forth in this Stan-dard (plus any additional documentation that the cogni-zant jurisdictional authority may require) shall beretained by the user for the duration of the window’sservice life.

    2-4.9 Qualification of Window Inspectors

    Paragraphs 2-4.9.1 and 2-4.9.2 establish windowinspector qualifications to perform operation and main-tenance inspections, and in particular, forwindowswhoseservice life is in excess of their design life. The user isresponsible for determining that a window inspector,whether internal or a third-party employee, has metthe appropriate inspector’s level of qualification asstated herein.

    2-4.9.1 Procedure and Levels of Qualification. Theuser is responsible for establishing in writing and imple-menting an inspector qualification procedure to ensurePVHO-2 requirements are met during the service lifeof their PVHO windows. The procedure documentstheir organization’s specific responsibilities and the asso-ciated training, testing, and frequency used to requalify

  • and maintain each level of window inspector. In general,window inspectors are qualified to two levels.(a) Operational Inspector. The operational inspector

    (OI) performs the operational window inspection. Thisis a visual inspection performed prior to operation andis normally conducted by operational personnel. OIsrequire knowledge specific to assigned responsibilitiesand procedures along with the ability to recognize thevariety ofwindow flaws associatedwith their PVHOappli-cation. In the event that a significant flaw is suspected,operations shall not commence until approved bypersons having the appropriate qualifications andauthority.(b) Maintenance Inspector. Themaintenance inspector

    (MI) performs the window maintenance inspection andseat and seal inspection. MIs require in-depth knowledgeof applicable sections of ASME PVHO-1 and PVHO-2, andskills in examining and assessing corrective actions. TheMI should be the qualified personwho is called uponwhena suspected flaw is detected during an operationalwindow inspection.

    2-4.9.2 Use of Third Parties. When third-partywindow inspectors or trainers are used, the owner/user shall retain the third-party agent documentationand qualifications. The agent shall provide the owner/user with documentation that describes the scope andprocedure of their inspection or training and assuresthat it meets current PVHO standards. The agent shallalso retain inspector or trainer qualification recordsfor the term of their employment, plus 3 yr.

    2-5 CATEGORIES OF DAMAGE

    2-5.1 Superficial (Does Not Require Action)

    Damage or a scratch that is superficial in nature (i.e., itaffects only the optical clarity of the window and/or isbelow the signi f icant dimensions set forth inTables 2-4.1.1-1 through 2-4.1.1-3) shall require noaction on the part of the user other than the logging ofthe condition on the inspection documents at the timeof the discovery of the condition, and continued moni-toring thereafter.

    2-5.2 Significant (Requires Action)

    Damage that is not superficial (i.e., it exceeds the signif-icant dimensions set forth in Tables 2-4.1.1-1 through2-4.1.1-3) shall require that the user red tag thewindow and either repair or replace it. The conditionshall be logged on the inspection documents at thetime of the discovery of the condition.

    2-5.3 Nonrepairable (Requires Replacement)

    Whether or not awindow is repairable depends, in part,on the thickness; that is, as indicated in ASME PVHO-1Form VP-2, Acrylic Window Design Certification, forthe window in question, can the repair be accomplishedwith the final thickness actual still equal to, or greater than,the thickness required. As the other consideration is cost, itmight appear that awindowwhose service life has alreadyexceeded its design life should simply be discarded.Replacement windows shall meet the requirements for

    PVHOwindows as described in Section 2 of ASME PVHO-1(i.e., materials, manufacturing processes, quality assur-ance, material testing, pressure testing, inspection, andcertification). Replacement windows shall have all neces-sary PVHO certifications (design, manufacture, and pres-sure test).

    2-6 REPAIR OF DAMAGED PVHO WINDOWS

    2-6.1 General

    Windows with minor flaws or blemishes may berepaired by the elimination of the flaw, blemish, orchip. Windows with minor flaws or blemishes may berepaired by hand polishing by the user or his agent.Severely damaged windows shall be repaired only by aparty having a Quality Assurance Program that meetsthe requirements set forth in Mandatory Appendix III.

    2-6.2 Window Damage Assessment

    Theassessmentofdamageduringwindowmaintenanceinspections should be performed by a PVHO-QualifiedWindow Fabricator who maintains a Quality AssuranceProgram in accordance with the requirements ofMandatory Appendix III, or an inspector meeting thequalifications set forth in para. 2-4.9. The criteria to beused for window damage assessment is as specified bysubsection 2-5, Categories of Damage, in accordancewith Tables 2-4.1-1 through 2-4.1.1-3.The damage towindows, depending on its severity,may

    be repaired by the user or his authorized agent, or by aPVHO-Qualified Window Fabricator. Damage to windowsis considered slight when it consists solely of surfacedefects less than 0.02 in. (0.5 mm) deep, or chips onthe window edges less than 0.125 in. (3.175 mm)wide. Scratches, gouges, crazing, cracks, other imperfec-tions deeper than 0.02 in. (0.5 mm), and edge chips widerthan 0.125 in. (3.175 mm) are considered to be severedamage.

    2-6.2.1 Slightly Damaged Windows

    (a) Slightly damaged windows may be repaired by theuserorhis authorizedagent, providedonlyhand-sanding/polishing techniques are utilized.

  • (b) The use of power-driven tools (disk sanders,buffing wheels, lathes, milling machines, etc.) is notpermitted, as that type of repair requires post annealing.(c) Original window identification marking that has

    been accidentally removed during repair operationsshall be reapplied. The restored identification markingshall have wording identical to the original one thathad been removed.

    2-6.2.1.1 Field Repair of Slightly DamagedWindows. Windows with minor flaws or blemishesmay be repaired in the field only by hand sanding andpolishing. Scratches and crazing are removed, and thesurface is restored to original transparency by manualwet sanding with 240-grit abrasive cloth, followed byprogressively finer grits until a clear finish is attained.The recommended series of abrasive cloths is 320;400; 600; 800; 1,000; 1,200; 2,400; 3,200; 3,600;8,000; and 12,000. Some polishing grades may beomitted if a minor reduction in surface clarity is accept-able. Windows repaired in this manner do not have to beannealed or pressure tested before being returned toservice. Field repairs, however, shall not degradeeither the design geometry or the sealing capability ofthe window.

    2-6.2.2 Severely Damaged Windows. Special condi-tions are applicable to the repair of severely damagedwindows.(a) Severely damaged windows shall be repaired by a

    qualified window fabricator.(b) Repair of severely damaged windows is to be

    initiated by the window fabricator only after receipt ofwritten authorization from the chamber manufactureror user, and inspection of the damaged window forproper identification marking. Damaged windowswhose identification does not correspond to thewritten authorization shall not be repaired.(c) Written authorization shall be accompanied by the

    original Window Design Certification and the originalWindow Fabrication Certification.(d) During the repair, the window fabricator may

    utilize all the fabrication processes customarily employedin the fabrication of new windows in accordance with therequirements of ASME PVHO-1.

    2-6.2.3 Repair of Severely Damaged Windows.Severely damaged windows shall be repaired only by awindow fabricator who is PVHO qualified in accordancewith the requirements of Mandatory Appendix III.Compared to remachining, which may be performed onany window surface, the use of spot casting is restrictedto window areas in compression only. All repairs (regard-less of extent) shall be documented using PVHO-2 FormVM-2, Acrylic Window Repair Certification for SeverelyDamagedWindows; the formshall be retained in thedocu-mentation package (see para. 2-4.8).

    2-6.3 Repair Requirements for Spherical Windows

    Spherical window damage may be repaired bymachining out the damaged acrylic and then spotcasting to repair, provided that all of the following condi-tions are satisfied:(a) The repaired spot shall be subjected to compressive

    stresses only in actual service.(b) The same batch of casting syrup that was used in

    doing thespot repairs shall bequalified inaccordancewiththe requirements set forth in Mandatory Appendix IV.NOTE: In conjunction with the pressure test, this “post-repair”procedure validates the repair procedure for that window.

    (c) For repaired spots in spherical sector windowslocated in areaswithin 2 deg of thewindow’s edge circum-ference that are not visible by an observer in the positionrequired for operation, or areas not visible by the PVHOoccupants, the following limitations apply:

    (1) The volume of a single repaired spot shall notexceed 10% and the cumulative volume of all repairedspots shall not exceed 20% of the total window volume.

    (2) There is no limit on the number of repaired spots.(d) For repaired spots in spherical sector windows

    located in areas outside 2 deg of the window’s edgecircumference that are visible by an observer in the posi-tion required for operation, or areas visible by the PVHOoccupants, the following limitations apply:

    (1) The area of any repaired spot shall not exceed0.1% of total (repaired side) window area.

    (2) Only one repaired spot is permitted.(e) The location and extent of spot casting repairs shall

    be noted on a sketch attached to theWindowRepair Certi-fication.

    2-6.4 Annealing Severely Damaged Windows

    Upon completion of final machine polishing, thewindow is to be annealed in accordance withMandatory Appendix IV. After annealing, the repairedwindow shall be inspected to ensure it meets the require-ments of minimum thickness, dimensional tolerance,surface finish, and inclusion limitations applicable tothe fabrication of new acrylic windows in accordancewith ASME PVHO-1.

    2-6.5 Thickness Check

    After anywindow repair has been completed, the thick-ness shall not be less than the required minimum thick-ness of the window design as stated on the originalWindow Design Certification. All repairs (regardless oftheir extent) shall be documented using the applicableportions of PVHO-2 Form VM-3 and retained in the docu-mentation package (see para. 2-4.8).

  • 2-6.6 Nonconformance

    If the post-repair window thickness does not meet therequired minimum, the window may be assigned a lowerpressure rating by having such lower value entered intothe design data package (along with all supporting calcu-lations). It shall not be used in a PVHO having a MAWPgreater than that lower value.

    2-6.7 Post-Repair Annealing and Pressure Testing

    After completion of any machining, including machinepolishing, the window shall be annealed and pressuretested in accordance with the requirements set forth inMandatory Appendix IV.

    2-6.8ð19Þ Marking of Repaired Windows

    Windows that have been repaired by a qualifiedwindow fabricator shall be marked as follows by thewindow fabricator performing the repair:(a) Window markings and the repair identification

    shall consist of 0.5-in. (12.5-mm) letters and numbersmade with indelible black marker or 0.125-in. (3.175-mm) letters and numbers made with epoxy ink on thewindow’s edge. The writing shall not interfere with theability of the window to seal properly.The identification marking on each window is located

    on the window’s surface as per ASME PVHO-1 andcontains the following information:

    (b) The repair identification shall contain the repairlogo, fabricator’s initials, fabricator’s serial number ofrepair, and year performed, as per the example below:

    The repair identification shall not obscure in any mannerthe original window identification.(c) Original window identification marking that has

    been accidentally removed during repair operationsshall be reapplied. The restored identification markingshall have wording identical to the original one thathad been removed.(d) The design life of the repaired window is deter-

    mined by the original fabrication date shown on thewindow identification marking.

    2-6.9 Pressure Test of Repaired Windows

    Prior to being placed back into service, all repairedwindows shall be pressure tested in accordance withthe requirements set forth in Mandatory Appendix IV.

    2-7 MECHANICAL PROPERTY TESTING

    2-7.1 General

    For PVHOs operated in a protected environment, whenservice life reaches10yror5,000cyclesbeyond thedesignlife, onewindow from the PVHO shall be tested as follows.(The exception is cylindrical window chambers, whichmay be operated for an additional 10,000 cycles max.)For PVHOs operated in a severe service environment,

    when the service life (based on either time in-service ornumber of cycles) reaches design life, one or more of thewindows from the PVHO shall be tested as follows.There shall be at least three test coupons for each of the

    types of tests and locations shown below.

    GENERAL NOTES:(a) Test coupons from the faces shall include the parent surface

    material. That surface shall not be refinished and thecoupons shall not be annealed. For windows with a 10-yr design life, the low-pressure face coupons shall beflexed with the parent surface in tension, and the high-pres-sure face with the parent surface in compression. Forwindows with a 20-yr design life, both type couponsshall be flexed with the parent material in compression.

    (b) Thewindow(s) chosen for testing shall be from a location onthe PVHO that is most prone to weathering (i.e., exposure toUV). Similarly, if the PVHO has had some of its windowsreplaced, the window(s) chosen for testing shall be theoldest and/or those having seen the greatest number ofservice cycles.

    The decision as to which specific window(s) is to betested should be jointly determined between the userand the local jurisdictional authority.

    2-7.2 Validation of Minimum AcceptableProperties

    The mean value of the window midplane flexural ulti-mate strength and the mean value of the tensile ultimatestrength shall be equal to or greater than 14,000 psi (96.5MPa) and 9,000 psi (62.0 MPa), respectively. If either oneof those requirements is not fulfilled, then the balance of

  • the windows on the PVHO shall be replaced. Otherwise,evaluation may continue as follows.NOTE: Computation methods to be used are provided inMandatory Appendix VI.

    2-7.3 Evaluation of Data for Additional Years ofService Life

    The balance of the windows in that PVHO may beextended for an additional 10 yr, provided that thefollowing conditions are fulfilled:(a) The mean value plus the standard error of flexure

    for the high-pressure face is equal to or greater than themean value of the midplane flexure.(b) The mean value plus the standard error of flexure

    for the low-pressure face is equal to or greater than themean value of the midplane flexure.If conditions (a) and (b) are notmet, then any additional

    life extension for the windows in the PVHO should bebased on the following extrapolations, which use lowervalues on the confidence interval (CI) of the high-pressureface and low-pressure face data, in conjunction with thebest estimate of the window’s original flexure ultimatestrength. The additional service life extension based onthe extrapolation equations may not exceed 10 yr max.(or 10,000 cycles; see para. 2-7.4) regardless of the solu-tions obtained, before having to test anotherwindow fromthe samePVHO. That is, additional service life is the lowestvalue of X calculated by the extrapolation equations (i.e.,the lesser of X1, X2, X3, or X4), or 10, if the solutions aregreater than 10.X2 and X4 need to be computed only if the requirements

    of (a) arenotmet.X1 andX3need tobecomputedonly if therequirements of (b) are not met.

    In regard to theparameterUm, if themeanvalueplus thestandard error of the ultimate tensile strength at themidplane is equal to or greater than the originaltensile strength of the window recorded on ASMEPVHO-1 Form VP-4, Material Testing Certification forAcrylic, then simply let Um be equal to the meanflexure ultimate value as-tested.If it is less, then adjust (i.e., increase) the mean value of

    the flexure ultimate of the midplane, Um, in direct propor-tion to the fractional ratio between the mean value of thetensile strength at midplane as compared to the originaltensile strength value for the window as recorded onASME PVHO-1 Form VP-4, Material Testing Certificationfor Acrylic.

    2-7.4 Commensurate Extension of Cyclic ServiceLife

    For each additional year of service life, the cyclic servicelife should also be extended by 1,000 cycles beyond thenumber of cycles accumulated prior to testing. That is, thecommensurate cyclic service life extension is added to thenumber of cycles that have already accumulated prior tothe performance of mechanical testing. See alsoparas. 2-7.5(a) through 2-7.5(c).

    2-7.5 Additional Notes to Subsection 2-7

    (a) For windows in accordance with ASME PVHO-1,para. 2-2.7.9 requirements, cyclic fatigue life is as deter-mined by that paragraph, regardless of any additionalservice life duration that may result from the mechanicaltesting of specimens from the representative window inthe PVHO.(b) The stipulation in para. 2-7.2 that the balance of

    windows in the PVHO shall be replaced applies only tothose whose service life exceeds design life. That is, itdoes not apply to those windows that may be morerecent replacements.(c) When the balance of windows in the PVHO is

    granted a service life extension, such extension expireswhen either the additional time duration is reached orthe additional number of cycles is reached, whicheveroccurs first. At that time, one or more windows shallagain be removed, tested, and evaluated in accordancewith the requirements set forth herein. That is, someamount of service life extension is technically justified,when all of the following are true:

    (1) midplane tensile mean value > 9,000 psi (62.0MPa)

    (2) midplane flexure mean value > 14,000 psi (96.5MPa)

    (3) L99 and H99 > 7,000 psi (48.25 MPa)(4) L95 and H95 > 10,000 psi (68.9 MPa)

    (d) If one of the test data points appears to beunusuallylow compared to the others in the same lot, additionalcoupons may be prepared and tested, with the following

At least twomore shall bepreparedand tested.Thedatapoint inquestionmaybecensored,however, onlyif its value lies beyond four standard deviations from themean, where the mean and standard deviation are basedon the population not including that data point. The onlyexception to this iswhere the testing circumstancesof thatparticular couponwere clearly abnormal, and the specificreason(s) for that has been documented in writing by theperson or party actually performing the testing.(e) In the event that there is insufficient material to

    prepare and test additional coupons, the user doeshave the option of performing additional testing onanother window from the same PVHO and combiningboth of the data sets, provided that they are from thesame original batch and lot of material.(f) In the case of either (d) or (e), the testing of addi-

    tional coupons may be performed only once. That is, aniterative approach is not permitted.

    2-8ð19Þ TESTING REQUIREMENTS FOR INCREASINGTHE 40,000-hr DESIGN LIFE

    For standard geometry PVHOwindows having a designpressure of less than 2,000 psi (13.8 MPa), other thanhyperhemispherical and NEMO types, the design totaltime under pressure can be increased in excess of thatstated in ASME PVHO-1 through experimental pressuretesting procedures, provided the following proceduresand requirements are met and documented usingPVHO-2 Form VT-1:(a) For each window design, at least one window of

    identical shape, dimensions, and design pressure–temperature rating shall be pressurized to design pres-sure to determine whether its design total time underpressure may exceed the 40,000-hr limit stated inASME PVHO-1. The pressure test shall take place withthe window installed in a test fixture whose windowseat dimensions, retaining ring, and seals are identicalto those of the PVHO chamber.(b) Thewindowshall bepressurized todesignpressure

    with gas or water. The pressurization and depressuriza-tion rates arenot to exceed650psi/min (4.5MPa/min). Atleast one complete pressure cycle shall be undertakenevery 24 hr.

    (c) The temperature of the pressurizing mediumduring the test shall be the design temperature forwhich the window is rated with a tolerance of ±5°F(±2.6°C). Brief deviations from the above temperaturetolerances are allowed, provided that the deviations donot exceed ±10°F (±5.5°C) and last less than 10 minwithin each 24 hr of continuous testing.(d) If leaks develop during pressure testing, the

    window shall be removed and pertinent information(duration under pressure, cause, extent of damage,etc.) recorded. If no damage was noted to the window,new seals may be installed. The number of hours creditedto the window shall be those recorded at the last visualinspection prior to seal failure. Afte
