2 System description

2.1 General

SafeDispatch is the essential data application for dispatchers and radio operators wanting to take control of their mobile assets. With the flexibility, control and performance of SafeDispatch, the users now have the most cost effective, professional TETRA solution right at their fingertips.

With important features to accommodate nearly any fleet management challenge, SafeDispatch interfaces with TETRA professional radio systems seamlessly while providing the tools needed to most effectively monitor the employees, vehicles and materials, equipped with TETRA radios having GPS functionality.

SafeMobile has tailored features of the SafeDispatch information platform to enhance communication capabilities, data analysis and documentation, enabling to control the customer’s fleet in a user friendly, functional design. All elements are easy to use and accessible via any Internet connected computer in the world.

2.2 System components

The system is composed of two distinct parts. One is the SafeDispatch system that has the SafeMobile applications that are needed (Dispatcher, Gateway, Application Server, Updater and Subscriber and User Manager). All of these applications communicate through a messagebus (UDP Multicast). Multicast source address is 224.30.0.1.4

The second system is the TETRA system. This system must contain a Short Data Router (SDR) along with the subscriber radios and repeaters. The SafeDispatch system uses a SDR Gateway Application to connect to the TETRA system (SDR). The SDR Gateway Application opens as a LAN (TCP/IP on port 6006) connection.

After the connection is established, a registration message is sent to the SDR. This message contains the ISSI and the password that is set to allow the TETRA system to be used by the SDR gateway.

NOTE: This information must be the same in both systems.

In the next section it will be describe how to setup the SDR Gateway Application using the ISSI and the password that is setup in the TETRA system. After the registration is completed with success, the TETRA subscriber will begin to send data to the SDR Gateway Application. The Gateway will decode the data and send it to Dispatcher/Application server.

2.3 Computer Network Cards and routes

Desired connectivity to the SDR is through a border router, where the IP address is accessible to SafeDispatch Server PC in the local network.

SafeDispatch can use two network cards on the server PC, one for local network connectivity and one for direct connection to SDR.

• All local network computers must have static IP (example 172.168.255.10)

• SDR dedicated network card must have static IP (example 192.168.100.2) in different network class the local network

• SDR dedicated network card must have persistent route definition

Adding static route from CMD:

route –p add 10.128.255.150 mask 255.255.255.255 192.168.100.1 metric 70 if 11

Where:

• 10.128.255.150 is SDR IP

• 192.168.100.1 Gateway IP of SDR dedicated network card (in server pc)

• If 11 is SDR dedicated network card interface number

3 System configuration

3.1 Gateway registration

• Open Administrative Module

• Go to Gateways tab

• Add new Gateway section

o Enter the IP Address of the Computer running the Gateway Application Software

o Check the Active checkbox

§ The Available text box should display how many licenses you have available

o Click Add

• Add new Radio Gateway section

o Enter the SDR IP Address of the TETRA SDR System

o Enter the Gateway ISSI, this is the ID that is configured in the TETRA SDR system for the third party application to use

o Enter the Gateway Name

§ if you run only one Gateway, enter Tetra SDR

§ if you run more then one Gateway, there a unique name

o Click Add

• Click Save Settings

3.2 SDR gateway configuration

• Ensure AppServer application is running on the Server PC

• Open SDR Gateway from the Desktop shortcut

o (default installation location is C:\Program Files (x86)\SafeMobile\Tetra_SDR\ SDRgateway.exe)

o Status window will display connection status, reconnect messages and poll requests

o In the event the SDR is radio-silent (no radios sending data), the gateway will refresh its connection with the SDR every 10 minutes

• Select SDR Settings tab

• Enter the SDR Password, the password that is set in the TETRA SDR System for third party applications

o The password must be in an IP Address format (default is 0.0.0.0)

o Obtain the password via Telnet configuration of the SDR (including for Tetra Express systems)

• SDR IP is read from the Database, previously configured in Administrative Module Gateways registration

• Enter the SDR Port, this is a TCP Port and must be exposed in order to communicate

o ensure no firewall or border router is blocking this port number

o you should be able to test the communication using Telnet if required

• Position error tolerance is a parameter send by Motorola TETRA subscriber radios, based on this value, GPS positions will be considered valid, or not, and inserted in the database

• Auto connect checkbox must be checked to ensure the application will connect when opened

• Message Bus tab exposes the Multicast IP and Port Number used for Inter Process Communication, you should not be required to change this values

• Clicking Save button will prompt you to restart the gateway application in order for the changes to take place

3.3 Finding / configuring the ISSI and Password of the SDR

The SDR must be configured to allow a third party application to connect to it. An ISSI and Password should be assigned for the SDR Gateway to be able to connect.

1. Connect to SDR by either using the local terminal connected to switch or Service PC connected to switch's "Lcl Srvc" port and using Telnet

2. Type config and press enter

NOTE: Tetra Express systems have a web interface that allow you to set the password for a Short Data Host. The password set in this web interface is not usable with SafeDispatch SDR Gateway! Please read the password from the Command Line Interface using Telnet.

3.4 TETRA subscriber configuration

TETRA subscriber must be configured to send GPS messages to ISSI that is allocated for SDR Gateway.

GPS Location Protocol must be set to LIP location information protocol.

Location update time and all the other features are arranged while the radio is being programmed. To program this details:

1. Connect the radio to PC

2. Open Tetra CPS radio programming software

3. Read the radio

4. On the left side of the window, under Profile select GPS and click on "+" to open the list

5. From the list, choose LIP Triggers

NOTE: TETRA radios have their GPS refresh interval set in their codeplug under LIP Triggers so the refresh interval value in SafeDispatch Subscriber and User management (Administrative Module) is only used to sync the software with the expected value, not to set the value in the radios.

4 System features Features that are currently supported:

4.1 ARS

SafeDispatch dispatcher application will receive an message from the TETRA subscriber every time the unit is ON/OFF.

• This requires LIP Trigger Power Up and Power Down

4.2 GPS

TETRA subscriber will send a GPS message fallowing the rules that are configured in the codeplug.

• This requires LIP Trigger Periodic and Moved

4.3 SMS

Short messages are sent in both directions.
