SAFE SYSTEM PRINCIPLES
SAFE SYSTEM IS ….
• Evidence-based approach,
• Building upon existing best
practice,
• Results-focused road safety
management, and
• Promoting innovation based
on well-established scientific
safety principles
• Safe System targets all elements of road traffic
system design, operation and use, to better
accommodate common human error and known
human tolerance to injury.
• The long-term goals, supported by interim
quantitative targets, is for roads and traffic which are
eventually free from death and serious injury
Why Safe System
• 50s-60s - bias towards human behavioural measures
• rather then the causes of the crashes are related the
inherent risks of using road
• Pilot Error Syndrome
• Injury because of human tolerance; in 70s, by Haddon -
ten-point strategy
• gaps in the system, and management problem

What is ISO 39001?
A global standard that sets minimum requirements
for a road traffic safety (RTS) management
system, to help prevent and reduce the risk of
road-related death and serious injury
a standard which is aligned with the best practice Safe
System goal and approach to road safety
an adaptable high level framework, designed to be
tailored to each organization’s specific needs
a management system standard that shares a
structure and core text with other key
international management system standards,
such as ISO 9001, ISO 45001, ISO 27001
The common structure
1. Scope
2. Normative references
3. Terms and definitions
4. Context of the
organization
5. Leadership
6. Planning
7. Support
8. Operation
9. Performance evaluation
10.Improvement
How does ISO 39001
differ from ISO 45001
ISO 39001 is specifically tailored to road traffic safety
management
ISO 45001 is a generic occupational health and safety
management system standard
ISO 39001 promotes the internationally recommended Safe
System approach and effective activity to produce better results
ISO 39001 includes a requirement to consider a range of RTS
performance factors, with examples based on different contexts
and also has requirements for crash investigation
ISO 39001 supports and can be integrated with ISO 45001
ISO 39002
Good Practices for Implementing
Commuting Safety Management
in Support of ISO 39001
Proven Scientifically, well accepted in OHS
Pillar One of UNDOA
The employers are able to influence and inculcate road
safety culture among their employees
21
ISO45001 versus ISO39001
Not all types of commuting journey is accepted
as part of OHS
22
Malaysian Social Security Organisation reported in 2017
47% Reported Accidents were commuting
72% reported Fatalities were commuting
Scope
❖ Guideline for good practices. Adoptable by typical
organizations
❖ Commuting safety management in a systematic and
flexible approach
❖ Ensuring continuous improvement to their practices
❖ Measures and initiatives that can be taken by
organisation (including school) to mitigate
commuting risks to its commuters
23
What is Commuting Crash
❖ crash in which a commuter is involved while travelling:
❖ between their home or temporary lodgings and place of
work / study;
❖ on a journey made that is connected to their
employment / study;
❖ on a journey made during an authorized break.
24
Who is the Commuter
❖ Those individuals traveling to or from the place of work
or study, to whom an organization owes a duty of care.

ROAD SAFETY IS IMPORTANT TO UN SUSTAINABLE DEVELOPMENT GOALS
ISO 39001 - IMPORTANT TOOL
SUSTAINABLE - IT HAS TO BE SAFE
• LLM is certified with ISO39001, very recently
• Road and Highway operators are encouraged to
adopt ISO39001 with ISO39002
• Propose LLM to ensure all highway operators to
make suitability information, including Road Safety,
available in their periodic reporting - Aligning with
the United National and Malaysia Sustainable
Development Goals
Thank you
Together we can Design, Construction and Operator Safer Road Infrastructures
It has to be safe in order to be sustainable
